FY22 Resort Tax Requests BIG SKY RESORT AREA DISTRICT


Since 1992, over $70 million in Resort Tax investments have played a significant role in funding priority programs and projects throughout Big Sky. Included in these investments are community development, social services, economic development, housing, infrastructure, public safety, recreation, and conservation. These dollars have been a pivotal tool for funding Big Sky’s priorities. A total of 49 projects have been proposed by 26 sponsoring organizations. The $9,228,286 requests come at a time when the District is winding down our response to COVID-19 and working diligently to execute our recently adopted strategic plan. We invite you to participate in the application process by reviewing the request summaries and descriptions provided by sponsors. Full project applications can be found at ResortTax.org/funding. The order of projects is based on the scale of requests.

This year our refined application was designed to increase accountability. It requested additional information regarding measurable outcomes, project budgets, milestones, and key community deliverables. Proposals are also being reviewed using a “pilot” scoring system developed over the last year. The system will bring additional objectivity to the decision-making process and support the District in making truly strategic investments.

GOVERNMENT ENTITIES FY22 - FY24 OPERATIONS Long-term forecasting and planning are critical for investing strategically in Big Sky’s future. FY22 is the first Award Cycle in which a multi-year application was available to Government Entities. As a local Government Entity, the District can execute governmentto-government agreements helping with funding and operational predictability. Each local Government Entity can still make capital requests of Resort Tax funds annually – to be reviewed among all other requests each year. Annual updates will be provided to the District, verifying operations and financial commitments still accurately meet community needs. We believe local Government collaboration, coupled with community tax education, yields fiscally responsible decision-making. You may have noticed the District heavily involved with cross-county collaboration amidst the COVID-19 pandemic. Additionally, the District Executive Committee was recently invited to actively participate in the Joint County Commission meeting. We are pursuing a standing committee with the District and both Counties intended to facilitate long-term dialogue regarding jointly funded projects.

This request for FY22-24 will allow the Transportation District to continue and expand its transportation services to meet the transportation needs of the Big Sky community, including the need for travel between Big Sky and the greater Bozeman area.

The Big Sky/Canyon Division Patrol will provide law enforcement services to all in and around Big Sky including but not limited to; emergency response, traffic control, criminal investigation, search and rescue coordination, coroner services, service of civil notices, and more.

The Big Sky Community Housing Trust provides much needed services, working diligently to improve the availability of affordable housing for the Big Sky community. Our lean staff handles all aspects of the organization.

This program makes rental units available for local workers, while providing property owners a reasonable financial return. The program screens tenants, provides regular property checks, reduced Property Management fees, and places to stay when owners come visit Big Sky on vacation.

The collaboration between CHAP and BSCHT is adding much needed apartments for local workers. The recently announced project is in the planning stages as federal tax credit funding is being secured.

$210,000 The Warren Miller Performing Arts Center is requesting annual support for a wide range of performing artists to engage with the Big Sky and greater Southwest Montana community through summer artist residencies, family-oriented programming in the Fall, and the 2022 Winter Season.

BSCO needs to purchase lawn and turf care equipment for cost effective maintenance of public parks. As acreage of BSCO parks continues to grow, owning and operating this equipment will reduce the cost per acre for park maintenance thus reducing BSRAD funding in the future.

The Gallatin Invasive Species Alliance’s Environmental Stewardship projects improve degraded wildlife habitat, provide landowners with the tools and resources to be proficient stewards, and enhance heavily used recreation sites via invasive plant management strategies.

Resurfacing of the Community Park tennis courts is a best management practice to properly maintain and improve the safety of the courts. BSCO seeks 1/3rd of the total cost to resurface the courts from BSRAD while applying for grants and raising private donations to cover the remaining 2/3rds.

Through collecting and processing plastic, cans and compostables, we can reuse materials and move towards becoming a zero waste, environmentally sustainable community.

MLR partners with private landowners to permanently protect agricultural lands, fish and wildlife habitat, and open space. The immediate accomplishments of MLR’s work are measured in miles of streambank and acres of land and habitat protected.

The Montessori Early Childhood Program offers a robust preschool/ childcare program with needs-based tuition assistance for 3-5 year olds in the community.

We are the only public library in this community. We are the only entity capable of providing access to devices capable of accessing the internet and materials for learning, reading, listening and research for locals/visitors. We provide in person/online programs to ensure equitable services to all.
