How to Choose a Home Builder By KIM WELZENBACH, EXECUTIVE OFFICER Home Builders Association of Billings If you’re in the market for a new home, you should shop for your builder as carefully as you shop for your home. Whether you are buying a condo, a townhouse, a house in a subdivision or a custom-built house, you want to know that you are buying a good quality home from a reputable builder. Here are some tips to help you choose a builder. Make a List of Possible Builders Once you have thought about the type of house you want, you can create a list of potential builders. Contact your local home builders’ association to obtain a list of reputable builders who construct homes in your area. Borrowers with scores in the low 600s and even high 500s can still find lenders who will qualify them, but borrowers should strive for scores in the midto upper-700s to land the best rate. Determine What You Can Afford Don’t let your maximum loan approval amount dictate what your home-buying budget should be. Though the approval process is more extensive now than it was even just a few years ago, lenders still want to make as much profit as possible. You, however, are the best person to judge what you can realistically afford. Experts say that your total monthly home expenses should not exceed more than

one-third of your gross monthly income. You’ll also need to determine how much you’ll need in order to cover any loan fees and closing costs. Sell Your Current Home If buying a new home is contingent on the sale of your current home, it’s a good idea to start the process by reaching out and consulting with your realtor. Ask him or her about your best strategy to sell your home quickly, but at the right time and for the best price possible. You’ll want to identify any maintenance issues your home has, and determine if, how and when each one will need to be addressed. You can also ask your realtor if making any upgrades to your current home would be worthwhile and result in a favorable return when it comes time to sell. You should feel comfortable asking a potential home builder every question that you think is important. And, a professional builder or sales representative will want to make you a happy and satisfied home owner. Besides the questions of “How much does it cost?,” and “When can we move in?,” here are some other questions you should ask: Will the builder give you references of recent buyers/occupants? Does the builder have a financing plan established? Are there options in the floor

plan — for example, can a basement or deck be added? Can a room such as the basement be left unfinished? How much “customizing” can be done versus standard features?

Can appliances be up- or down-graded? Are there any additional fees relating to the home or development? Will there be a home owners’ association? If so, what will

the dues cost and what do they cover? Does the builder offer a warranty program? Does the price include landscaping? What if the plants die within a year? Are there any restrictive covenants? What are the estimated taxes on the property? How is the school system rated? Are day care and grocery stores convenient and satisfactory? What about emergency facilities — police, fire department and hospitals? Are there any major development plans for the area in the next five years? New Home Closing Rules By KIM WELZENBACH, EXECUTIVE OFFICER Home Builders Association of Billings Closing on your new home is an exciting time — but it also can be an overwhelming process. Home buyers are usually required to sign a seemingly endless pile of documents, most of which are written in terminology that can be difficult to

understand. Fortunately, the process has gotten easier but could potentially delay your closing date. Under new rules required by the Consumer Financial Protection Bureau, four closing documents have been merged into two new documents: the Loan Estimate and the Closing Disclosure form. The design of the forms and their terminology will be more consumer-friendly to

help home owners better understand this complex process. The existing Good Faith Estimate and Truth in Lending disclosures will be eliminated and combined into a single Loan Estimate form. The Loan Estimate must be delivered to the buyer no later than three business days after receiving the application. In addition, the final Truth in Lending Disclosure and HUD-1 Settlement Statement are being replaced by the Closing Disclosure form. This form must be provided to the consumer a full three days prior to the closing, and if there are changes during that 72-hour period, the closing could be delayed. This is a big change from the current process that allows the HUD-1 Settlement Statement to be presented to the buyer as late as the day of closing and allows changes to be made to the statement during the loan closing. This extra time will allow consumers to review the final

terms of the loan and ask any questions before closing day. These new rules are intended to streamline the loan application process and make it easier for consumers to understand their loans. On one page consumers will clearly see the most relevant details: the interest rate of the mortgage loan, the amount of the monthly payments and a listing of all the closing costs. This also will help consumers more easily compare mortgage loan options from different lenders. For consumers applying for adjustable rate mortgages, the documents will explain how their interest rate and future monthly payments could change based on certain factors.
