Billings business and industry serves an area that stretches in excess of 125,000 square miles. The city is a destination for consumers because it provides goods and services to a vast region. Billings is professional but personal. Business incentives include state grant funds, state workforce training grants, low interest – fixed rate long term capital and infrastructure loans as well as SBA 504 Program and Revolving Loan funds. Billings has a strong Chamber of Commerce, Convention and Visitors Bureau, Economic Development Authority and downtown revitalization organization. Together, officials with these groups work closely with City of Billings and 14

Yellowstone County representatives to help the community grow. Billings was named after Frederick Billings who was the president of the Northern Pacific Railroad from 1879 to 1881. More than a century later, Billings is a vibrant city with a population that nearly doubles every thirty years and with the excellent rail, road and air transportation, industry thrives here. At Montana’s Trailhead, you will experience a community that is the center of progressive regional commerce. Continental Oil began selling products in Billings (“Coulson” at that time) in 1876 – the same year Custer was defeated just 60 miles away along the Little Bighorn River. The first refinery in Billings opened in
1949. Today, the Billings area is home to three refineries producing about 180,000 barrels of oil a day from oil operations in Montana, Wyoming and primarily Canada. That oil is distributed to nine western states. A wealth of long-term energy resources yields utility rates that are among some of the lowest in the nation. Coal is a rich natural resource and water is plentiful and of excellent quality. With drilling in the Bakken Oil Play, the Canadian Tar Sands, and other lucrative locations in motion, Billings is perfectly positioned as the regional hub for the energy industry in the northwest United States. and the rich coal and oil deposits in our region position the community in the heart of a regional economy focused on energy development, servicing and transportation that extends the 325 miles to the heart of the Bakken Oil Play in Williston. Agriculture is Montana’s number one industry and plays a crucial role in the Billings economy. From wheat, corn and barley to sugar beet farms and beef ranches, we take great pride in our local agricultural industry. Read more about Montana’s agriculture later in this section. In addition to its role as a trade, service and energy center, the educational and medical communities provide tremendous options and opportunities for residents and people in outlying communities. Quality education can be found at all levels of curriculum, from pre-schools to secondary education, Billings offers a full spectrum of quality institutions. The medical corridor provides the most advanced healthcare services in a four-state area, including Wyoming and the Dakotas. Two fully equipped and modern hospitals and 40 medical clinics offer quality care and a complete range of medical, surgical and emergency services. The healthcare staff, doctors and specialists in the Billings community

Montana is one of only a handful of states in the United States without a state sales tax. While Montana has no general sales tax, Yellowstone County and Billings School District #2 collect property taxes in the Billings area. The State of Montana also collects a property tax which is used to fund the university system. County government and all schools are primarily funded by property taxes. All property, except agricultural land, has an assessed value equal to its market value as determined by the Department of Revenue. Agricultural land is valued based on its productivity level. AGRICULTURE Billings is proud to boast several lucrative and interesting industries – industries you’ll see active in portions all over town.
We’d like to take this opportunity to share with you why we take pride in them, what they do for the regional economy, and encourage you to embrace them like we do! AGRICULTURE IS MONTANA’S #1 INDUSTRY
Playing a vital role in the Billings economy, agriculture is Montana’s number one industry. Billings helps maintain that statistic: livestock auctions, agriculture supply stores, and well maintained roads help support farmers and ranchers in a large radius of the region. A diverse climate and fertile soil help Montana farmers and ranchers produce a wide variety of high quality food products. While beef and wheat are the two largest commodities, many other products contribute to the state’s agriculture, including corn, barley, sugar beets, cattle, and much more. While you travel throughout Montana, keep your eyes open for these important crops and livestock:
WHEAT – Winter wheat is planted in September and harvested in July/August while spring wheat is planted in the spring and harvested in summer. Wheat is Montana’s main crop and is a leading cash crop. Wheat is mostly grown in the north-central part of Montana. CORN – Planted in the spring and harvested in late summer or early fall, corn is an important crop mainly used in Montana as livestock feed. Nearly all of Montana’s corn is produced in the south and central parts of the state. BARLEY – Planted in the spring and harvested in the fall, Montana barley is primarily grown for animal consumption and malting. High quality barley is used for many products, including beer. Anheuser-Busch uses Montana barley for their products. CATTLE – Both beef and dairy cows are found in Montana, though beef cattle far outnumber dairy. Calving is also common, and the cute little calves are typically born January through March.
SUGAR BEETS – Sugar beets are second only to sugar cane as a source for sugar. In the autumn, Billings often offers a unique scent widely regarded as distinctive, but to residents the smell of the sugar beet is the smell of money and success. One of Billings’ most lucrative industries, the sugar beet process thrives here. Farmers all over the region grow the crop and sell it to Western Sugar Cooperative Plant – one of the nation’s largest sugar cooperatives with a local plant processing a multi-million dollar crop of sugar beets every year. Planted in March of each year, the lumpy brown beet is later harvested, cleaned, chopped into long strings called ‘cossettes’, and then diffused with hot water to extract the sugar. The pulp remaining is pressed and is often sold as livestock feed. The sugar water left behind is known as “raw juice” and is further processed, purified and filtered before being left to crystallize into sugar. HISTORY NATIVE AMERICAN CULTURE Some of the most colorful stories and traditions exist within seven Native American reservations and twelve tribal nations across Montana. Each area offers a unique look into the culture and heritage of American Indians, as their stories, philosophies and religions are truly inherent to the building blocks of the state. Many will tell you Native Americans are the spirit of Montana, part of what makes it such a sacred place.
The Crow and Northern Cheyenne reservations are located near Billings. Established in 1851, the Crow reservation’s original tribal name was the “Apsaalooke,” which in native tongue means “children of the large-beaked bird.” Over time, this misinterpretation turned the tribe into the “Crow.” The Northern Cheyenne Reservation, established in 1884, boasts many notable attractions including a historical buffalo jump, burial sites of Indian Chiefs, Custer’s last camp before the Battle of the Little Bighorn and St. Labre Indian School. Insiders’ tip: ask about the cultural centers and three museums that exist throughout the reservation, the Head Chief and Young Mule Hill, Rosebud Battlefield and Two Moons Monument.

Luther Sage “Yellowstone” Kelly was one of the most notable American veterans, frontiersmen and warriors of his time. Kelly yearned for the adventure of the Wild West. His real-life adventures inspired many articles, books and a Hollywood movie. In his twilight years, he requested to have his body buried in the land where his restless spirit had experienced its greatest adventures, stating “I feel my body will rest better in Montana.”
Kelly was laid to rest in June of 1929 with full military honors overlooking the Yellowstone Valley. The Chamber of Commerce made a promise to build a monument worthy of his service to his country and to preserve the community’s heritage. Today, that promise has been fulfilled with the opening of the Yellowstone Kelly Interpretive Site. Sitting atop Sword’s Rimrock Park and overlooking downtown Billings, the site serves as a memorial to honor Kelly’s name and significant contributions he made to the Yellowstone Valley. LEWIS & CLARK EXPEDITION 1804–1806 Perhaps the most famous of all Western explorers and settlers is the story of Lewis and Clark. Captain William Clark spent three years with Lewis exploring the region. Clark focused his attention on drawing maps, maintaining supplies and leading the hunts. Clark and his men passed through Billings in July 1806 on their way to Pompeys Pillar, where Clark’s signature remains carved into the pillar to this day.

Arriving in town in 1892, Preston Boyd Moss, known as P.B., was a prominent figure in Billings’ business development. He was a well-known banker and entrepreneur, starting the forerunner to the Billings Gazette and the Billings Utility Company—along with many others. His legacy and impact on Billings’ early years is undeniable.
Known for chewing tobacco, drinking heavily and acting out, Martha Canary, better known as Calamity Jane, spent a lot of time in Billings at a log cabin on Canyon Creek from 1893 to 1902. A woman of extremes, she was often found in a drunken rage and arrested. It’s been said that she was locked in the cell housed today within the Yellowstone Art Museum.
Frederick Billings made a name for himself during the gold rush, eventually becoming California’s first Attorney General. Billings purchased one of the original twelfth interests in the Northern Pacific Railway and served as its president. As the railway expanded, his legacy left a lasting impression. So much so, Billings, Montana was named after him.
AGRICULTURE IS MONTANA’S #1 INDUSTRY Since 1949, Billings has been conquering industrial paths with three refineries producing about 180,000 barrels of oil every day; with distribution to all nine western states. Not to be forgotten, one of the most important economic factors in Billings is its agriculture industry. Continuing to forge a path of growth, Billings’ diverse climate and fertile soil help farmers and ranchers produce a wide variety of quality food products, including the top two commodities—beef and wheat. On a clear day, five mountain ranges can be seen from the trail: Pryor, Big Horn, Bull, Crazy and Absaroka-Beartooth. For history buffs, this stretch of trail is a historic Mecca. SWORDS RIMROCK PARK
Billings is the trailhead to Montana, and Swords Rimrock Park is the trailhead to Billings. This in-town escape provides breathtaking views, historic icons, paved recreational trails and a Billings experience that should not be missed. Enjoy two miles of paved trails in the park and go on to enjoy the approximate five-mile ride to the river.
BOOTHILL CEMETARY A historic cemetary with mostly unknown gravesites from the historic Coulson community. “Muggins” Taylor, the scout who carried the news of Custer’s Last Stand to the world, is buried there.

BLACK OTTER TRAIL A road only to be traversed by hearty vehicles, this is best explored by bike or on foot. The roadway was named for Crow Indian Chief Black Otter in 1938.

SACRIFICE CLIFF VIEW POINT Nestled behind MetraPark, see Sacrifice Cliff, the place where two Crow Warriors blindfolded their horses and rode off the cliffs, sacrificing themselves to stem the smallpox epidemic thrashing their tribe.
RIMROCKS The cliffs surrounding Billings are composed of fine-grained sand and silty mud deposited 70 to 80 million years ago in offshore bars of a great inland sea.
YELLOWSTONE RIVER The longest running undammed river in the United States runs through our back door. Along the river’s 678 miles are changes in water temperature, turbidity (sediment) and fish species. Historically known for Lewis & Clark’s use of it.

WALK, HIKE OR MOUNTAIN BIKE Want to hike or mountain bike but don’t want to venture too far out of town? No problem! Check out any of these excellent in-town treks, all less than 10 miles from downtown Billings. RIVERFRONT PARK and TWO MOON PARK offer leisurely walks or bike rides along the Yellowstone River. These parks boast an abundance of foliage and are a great place to take in the wildlife. A notable site at Two Moon Park is the Weeping Wall which hugs the northwest side of the park and “weeps” water year-round. ZIMMERMAN PARK, SWORDS RIMROCK PARK and PHIPPS PARK all offer more challenging hiking or mountain biking options amongst sandstone formations on and around the Rimrocks. These areas provide great views of the city and surrounding areas. The trails in these parks are more technical with cliffs and steep drop-offs existing throughout. To experience both the sandstone heights and the rivers, explore the FOUR DANCES
RECREATION AREA. Hike from the parking area to the edge of Sacrifice Cliff. Again, be aware that the steep drop-offs along this trail reach 500 feet over the Yellowstone River! On June 25, 1876, the infamous General Custer, 263 soldiers, Crazy Horse, and over 3,000 warriors clashed in the Valley of the Little Bighorn, 60 miles southeast of present-day Billings. Feel this historic moment at the LITTLE BIGHORN NATIONAL MONUMENT near Crow Agency on I-90 E, exit 510 (61.7 miles). President Teddy Roosevelt made Yellowstone the world’s first National Park. Geysers, mud pots, painted canyons, wildlife and recreation make this park the best in the world. From Memorial Day to Labor Day, take Highway 212 to YELLOWSTONE NATIONAL PARK via Red Lodge and Cooke City (130 miles).
Outdoor enthusiasts will be in awe of the spectacular
BIGHORN CANYON NATIONAL RECREATION AREA and YELLOWTAIL DAM. The 71-mile-long lake, straddling the Montana-Wyoming border, is one of the largest canyons in the U.S. Follow I-90 to Hardin, then Highway 313 to Fort Smith (90 miles). »
The PICTOGRAPH CAVE STATE PARK has been in the making for thousands of years! Explore three caves and see evidence of habitation from 2,000 years ago. Visit the Visitor Interpretive Center and explore ancient artifacts. Hop on I-90 E to Coburn Rd. (7.6 miles).

A 64-acre reservoir, LAKE ELMO STATE PARK is an urban playground for outdoor adventurers—and four-legged pups. Walk the 1.4-mile nature trail around the lake; cast a line off of Roger’s Pier; or set sail on the lake’s calm waters. Bring the dogs to play at the 200-square-foot fenced-in dog park! Follow US-87 N to Highway 312 (5.7 miles).

RIDING & DRIVING BIG SKY COUNTRY The best way to experience Montana’s scenery is by traversing the beautiful back roads and open country that saturate Big Sky Country.
MOTORCYCLE RIDING IN MONTANA is a dream for most bike enthusiasts, and the Billings area is certainly no exception. In 2015, American Motorcyclist magazine included three routes in Montana within the best 15 motorcycle roads in America. Most notably, the number one motorcycling road in America is just 60 miles from Billings: U.S. HIGHWAY 212, better known as BEARTOOTH HIGHWAY.
