Bill Lescher

Lescher served his first operational tours with the HSL-36 and HSL-44 Lamplighters and Swampfoxes, principally in the Middle East aboard the USS O'Bannon (DD 987), USS Clark (FFG 11), USS Capodanno (FF 1093), and USS Elrod (FFG 55). His duties on land included serving as the team leader for the SH-60B Seahawk developmental test team at the Naval Air Warfare Center, where he also fired the first guided missiles from a Navy helicopter. His responsibilities on the staffs of the Chief of Naval Operations, the Secretary of the Navy, the Secretary of Defense, and the Joint Staff include resource, procurement, and strategy duties. As a flag officer, he held the positions of Deputy Chief of Naval Operations for the integration of capabilities and resources, Deputy Assistant Secretary of the Navy for budget, and Deputy Director of Resources and Acquisition for the Joint Staff.
