GOVERNMENTS AT BOTH THE PROVINCIAL AND FEDERAL LEVELS RECOGNIZE AND WANT THE ECONOMIC VALUE A THRIVING BIOTECH SECTOR DELIVERS. Accordingly, most provinces have in place departments and strategies to support and grow their respective sectors. At the federal level there has been an Innovation Agenda out of which emerged the Health and Biosciences Economic Strategy Table HBEST). Its 2018 report was embraced by the federal government which is now looking to form the HBEST 2 to further advance the objectives identified by the first HBEST. From a healthcare perspective, innovative therapeutics have already brought significant benefits and relief for patients suffering from arthritis, Hep C and cancers, to name a few.

Looking ahead, novel therapeutics and procedures such as CAR T and CRISPR will deliver cures for Canadian patients. Unfortunately, this comes at a time when cash strapped governments are experiencing mounting healthcare costs which in most provinces now account for nearly 50% of the provincial budget.

Understandably, governments are looking for ways to constrain these costs, particularly as the aging population cohort grows.

Logically, governments should be looking to manage all healthcare costs: drugs, physicians, nurses, and hospital administration and procurement. However, while physicians, nurses and hospitals all represent important and significant cost centres, they are not politically

attractive targets. Moreover, any identified savings would not be realized for years if not decades. On the other hand, going after big pharma is a political winner regardless of your political stripe. In addition, as a budget item, drugs present an immediate and quantifiable savings target: a cut in spending of X% provides an immediate corresponding savings of X%—a very attractive deliverable in a world where shortterm political horizons demand early, tangible results.

It therefore comes as little surprise that governments opt to control healthcare costs through the politically expedient solution of driving down drug prices. This attractive and simple approach may deliver some short-term results but it conveniently ignores the fact that Canada is part of a global marketplace. In the face of unrealistic pricing, the companies operating in this global marketplace will necessarily adjust their Canadian business models and strategies which will result in a decrease in access to novel therapies and, importantly for BIOTECanada’s membership, investment.

The changes proposed for the Patented Medicine Prices Review Board may provide some with a sense that a perceived problem has been addressed and all will be well. While the consequences of this insular approach may take some time to develop, develop they will. The global pharmaceutical companies are a vital part of the Canadian biotech ecosystem. A decrease in their presence in Canada will impact the overall competitiveness of the sector;

particularly its ability to attract the investment and talent needed to grow companies. A more collaborative and holistic policy development process would have delivered healthcare savings and enhanced Canada’s competitive position.

LES GOUVERNEMENTS D’ORDRE PROVINCIAL COMME LE GOUVERNEMENT FÉDÉRAL RECONNAISSENT LA VALEUR QUE PEUT LEUR OFFRIR UN SECTEUR BIOTECHNOLOGIQUE FLORISSANT ET SOUHAITENT EN TIRER PARTI. Ainsi, la plupart des provinces ont mis en place des ministères et des stratégies qui ont pour mission de soutenir et de faire croître cette industrie dans leur territoire. Au niveau fédéral, un programme d’innovation a été adopté, dont a découlé la Table de stratégie économique sur les sciences biologiques et la santé. Le gouvernement fédéral adhère au rapport qu’a produit cette dernière en 2018 et cherche actuellement a constituer une deuxième table, qui devrait œuvrer à l’atteinte des objectifs qu’a établis la première.

Du point de vue des soins de santé, des traitements novateurs apportent déjà aux patients souffrant d’arthrite, d’hépatite C ou d’un cancer (pour ne donner que quelques exemples) des avantages et un soulagement considérables. Dans l’avenir, des interventions et des traitements novateurs tels que ceux fondés sur les cellules CAR-T ou sur les locus CRISPR permettront de guérir les patients canadiens. Malheureusement, à l’heure actuelle, les gouvernements, face à des dépenses en santé en constante augmentation (ils atteignent près de 50 % du budget dans la plupart des provinces), doivent se serrer la ceinture.

On peut donc comprendre que les gouvernements recherchent des moyens de comprimer les coûts, compte tenu en particulier des cohortes croissantes de populations vieillissantes.

En toute logique, les gouvernements doivent avoir une bonne maîtrise de l’ensemble des dépenses de santé : médicaments, médecins, infirmières, gestion des hôpitaux et approvision­ nement. Toutefois, les considérables centres de coûts que représentent les médecins, les infirmières et les hôpitaux ne sont pas, politiquement, des cibles qui rapportent. De plus, il faudrait des années ou même des décennies pour réaliser des économies réelles en la matière. À l’autre bout du spectre, il y a les grandes sociétés pharmaceutiques, qui, lorsqu’elles sont visées, peuvent apporter des gains politiques, quelle que soit l’allégeance. En outre, en tant qu’élément budgétaire, les médicaments constituent une cible d’économies immédiates et quantifiables : une baisse de X % des dépenses entraînera sur-le-champ des économies du même pourcentage—ce qui est très attrayant dans un monde où des horizons politiques à courte échéance exigent rapidement des résultats concrets.

Il n’est donc pas étonnant que les gouvernements choisissent de limiter les dépenses en santé par l’intermédiaire de la diminution du prix des médicaments.

Cette approche séduisante et simple aura peut-être des effets à court terme, mais elle suppose aussi de fermer les yeux sur le fait que le Canada participe à un marché mondial. Devant des prix irréalistes, les sociétés exploitées au sein du marché mondial seront forcées de modifier les modèles et les stratégies d’affaires employés au Canada, ce qui entraînera une restriction de l’accès aux nouveaux médicaments et, fait important pour les membres de BIOTECanada, aux investissements.

Les changements que l’on propose d’apporter au Conseil d’examen du prix des médicaments brevetés pourraient laisser croire à certains que l’on s’est attaqué à un problème et que tout ira mieux. Les conséquences de l’adoption de cette approche insulaire ne seront pas immédiatement perceptibles, mais elles seront bien réelles. Les multinationales pharmaceutiques sont un élément essentiel de l’écosystème canadien des biotechnologies. Si leur présence se fait plus discrète au Canada, cela aura des répercussions sur la capacité concurrentielle de l’ensemble du secteur, en particulier sur sa capacité d’attirer les investissements et les personnes de talent nécessaires à la croissance des entreprises. Un processus d’élaboration de politiques plus collaboratif et global aurait permis d’obtenir les mêmes économies en santé tout en améliorant la position concurrentielle du Canada.

CDRD & NEOMED INSTITUTE JOIN FORCES TO CREATE A NEW PAN-CANADIAN ENTERPRISE ADMARE BIOINNOVATIONS Two successful Canadian innovation organizations, CDRD, Canada’s national life sciences venture, and NEOMED Institute, a leading not-for-profit R&D organization building an innovation ecosystem in Montréal, are pleased to announce that effective today, they are bringing their respective capabilities and resources together under a new co-founded pan-Canadian enterprise, adMare BioInnovations.

Working from sea to sea, and reaching globally, adMare is focused on building a national life sciences industry commensurate with our research leadership. With a shared Vision to be Catalysts for Canadian life sciences leading the world, adMare’s core Mission, based on the well-established strengths of CDRD and NEOMED, is to: • Translate leading academic research into new companies of scale; • Deploy a combination of scientific and business expertise, capital, and physical infrastructure (including the NEOMED Innovation Centre, a commercialization complex in Montréal, and CDRD’s Vancouver drug development labs), to help existing Canadian life sciences companies scale-up; • Train the next generation of highly-qualified personnel to drive the growth of those companies into Canadian anchors.

IN TODAY’S INTERCONNECTED WORLD, PHARMACEUTICAL RESEARCH HAS EVOLVED INTO A TRULY GLOBAL UNDERTAKING. In Canada, which boasts world-class universities, a diverse population and a skilled scientific talent pool, basic research increasingly occurs at universities and specialized companies.

In a recent interview with Dr. Shurjeel Choudhri, Bayer Inc.’s Senior Vice President and Head of Scientific & Medical

Affairs, he noted that Canada is a centre of excellence for global development in the pharmaceutical industry. Not surprisingly, therefore, companies with operations in this country have played a key role in the development of new, innovative treatments to combat a wide range of conditions and diseases.

One such company, Bayer Inc., has made a large imprint in the sponsored development of clinical trials and successful treatments in innovative and regenerative medicines.

The investment by Bayer Inc. of its scientific talent and financial resources has had a direct and positive impact on the health of patients. In 2015, for instance, Ashton Leeds of Claresholm, Alberta, was diagnosed with stage four thyroid cancer. He was only four years old.

He underwent treatment at the Hospital for Sick Children in Toronto and then at the Alberta Children’s Hospital in Calgary. His treatment consisted of intense radioactive iodine treatments for his tumours. Eventually, his body developed antibodies to the medicines fighting his cancer and it spread to his lungs. In a phone interview with Ashton’s mother, Kayley Leeds shared that that in early 2017 his doctors concluded that they were out of treatment options. Ashton and his family could only wait and hope for a medical breakthrough.

The Leeds family looked for new therapies for Ashton.

They then received a call from researchers who asked to test Ashton’s tumour samples, and to include the results in a database of rare tumours. A few months later, the family was informed of Ashton’s NRTK gene fusion. (Arlene Weintraub, “Blowing a Fuse: A new drug can break the circuit of cancercausing effects that develop when certain genes fuse”, Rare Cancers Cure, 08.19) NTRK gene fusion is a mutation which occurs when there is a break in a patient’s DNA. It can lead to variety of cancers, including thyroid, lung and sarcoma. In the late 1990s, Dr. Poul Sorensen, a pathologist based in Vancouver, British Columbia, was credited with the discovery of the molecular and cellular pathways characterizing NRTK genes.

As Dr. Sorensen explains, “By using a molecular-based approach to studying a cancerous tumour, we were able to identify the NTRK gene fusion as the driver of what is now known as the TRK [tropomyosin receptor kinase] fusion cancer.” (Christy Somos, “Canadian research leads to first-of-its-kind treatment for rare cancers”, CTVNews.ca, Aug. 7th, 2019).

Ashton’s doctors were able to match him with a clinical trial being conducted in Seattle. In early July 2017, Ashton was enrolled in the trial. From the start, his response to the treatment was remarkable: his colour, energy and appetite returned to normal. Kayley Leeds recounts that she did not fully appreciate how sick he was until she saw him getting better. Today, Ashton “has his life back”, and he can expect to live a long life. Ashton’s story is one of hope for people who are suffering from life threatening diseases and for their loved ones.

The potential to cure patients suffering from cancers using gene therapy is of profound significance. The number of human cancers having the NTRK fusion however is small— approximately one percent of total cancers.

The costs related to research, development and trials for precision therapies are high. This leads to questions of viability, accessibility and affordability. How do we as Canadians accurately value and then pay for these therapies?

This is an important public policy question. It will require the resources, commitment and collaboration of all stakeholders within our health care systems to determine the appropriate way forward.

Prevtec Microbia to be Acquired by Elanco Prevtec Microbia est acquise par Elanco

PREVTEC MICROBIA INC. (PREVTEC OR THE COMPANY) IS PLEASED TO ANNOUNCE that it has signed an agreement to be acquired by Elanco Animal Health Incorporated (NYSE: ELAN).

Prevtec is the maker of the Coliprotec® line of vaccine products designed to protect pigs against post-weaning diarrhea (PWD) and associated clinical signs caused by E. coli. E. coli is a highly prevalent pathogen causing disease in swine production without effective non-antibiotic control options. It affects up to 50 per cent of all weaned pigs, leading to diarrhea, suppressed appetite, weight loss and mortality.

The disease has a considerable effect on animal well-being and is a major cause of economic loss for swine operations.

In Europe, mortality due to PWD has an estimated cost of 15,000 € per year for a 500-sow herd.

“Elanco’s partnership with Prevtec has been very successful and has resulted in delivery of an important non-antibiotic solution for swine producers,” said Ramiro Cabral, executive vice president of International for Elanco. “This acquisition is another example of our approach to partner with companies to introduce novel innovation and further demonstrates our commitment to introduce antibiotic alternatives through internal or external innovation pathways.”

“We are very pleased to come up with this agreement which sums up our combined efforts and early commitment to bring biological products to our industry,” said Michel Fortin, President and CEO of Prevtec Microbia. “Our distribution agreement thus culminates in this exciting opportunity to provide actual and future vaccines to the animal health industry.”

Elanco was the exclusive distributor for Coliprotec in Canada and Europe. These vaccine products are particularly important in Europe given the EU’s direction to phase out the use of the antibiotic colistin and zinc oxide, both among the ways producers’ protect against E.coli today. The transaction also brings Prevtec’s research and development programs to Elanco’s pipeline.

By acquiring Prevtec and bringing the Coliprotec line into Elanco’s swine portfolio, Elanco will look to expand registration to other key geographies. Offering a full range of alternative solutions is particularly important given alternatives do not typically have the same broad 18

adMare BioInnovations fuels growth of Canada’s life sciences sector

TO SUCCEED GLOBALLY, A BIOSCIENCE SECTOR REQUIRES GREAT SCIENCE, TALENTED PEOPLE AND READY ACCESS TO CAPITAL. Canada excels in two of those areas, says Gordon C. McCauley, president and CEO of adMare BioInnovations, an organization created earlier this year to elevate Canada’s life sciences sector. But having two out of three, he says, is simply not good enough to secure a spot among the world’s leading life sciences jurisdictions.

And among the leading jurisdictions is exactly where Canada deserves to be.

“We are a powerhouse in the area of science,” says Gordon, “recognized around the world for our innovative research.

We’re also very strong on the people front, successfully developing and attracting a steady flow of skilled workers.

If we are being held back at all, it is in the area of finance.”

Unlike other successful jurisdictions, Canada’s life sciences sector has yet to become self-sustained. And Canada is still the only advanced pharmaceutical market in the world without a research-based anchor company. “The competition 20

is fierce,” says Gordon. “For example, Massachusetts, the #1 cluster in the world, recently committed $1.5 billion to life sciences while the Bay Area in California, the #2 cluster, committed almost $1 billion.”

Despite those daunting numbers, both industry and government are confident that Canada is well positioned to become a top-tier global hub. In fact, a year ago the Health and Biosciences Economic Strategy Table Report forecast that the size of Canada’s health and biosciences sector would double by 2025. It expects to do so by “leveraging and advancing innovative technologies; attracting and retaining capital, skills and talent; and ensuring a vibrant ecosystem that will unleash the full potential of the sector and lead to improved health outcomes”. adMare BioInnovations, says Gordon, will play a vital role in that effort. adMare BioInnovations (the name comes from Canada’s official motto a Mari usque ad Mare, or from sea to sea), was created through an agreement between the CDRD, Canada’s national life sciences venture, and the

NEOMED Institute, a leading not-for-profit R&D organization.

It is Canada’s only fully‑integrated translational science and venture centre designed to deliver the scientific, business, infrastructure and capital resources necessary to drive health-related technology to a company of scale.

For adMare, creating a financial climate that helps emerging companies scale up is clearly a priority, says Gordon. And that will require the collaboration of academia, industry and government. “Collaboration enables us to identify research with the potential to translate into new therapeutic products and improved health outcomes. It allows us introduce training programs that close the gap between innovation and business. And it clears a path for supportive scale-up programs.” adMare has hit the ground running. In July, it announced the expansion of Montreal’s NEOMED Innovation Centre.

Specializing in life sciences and health technology, the centre is a focal point for the development of a business ecosystem and innovation networks. The centre’s expansion will enable

the centre to further amplify productivity and ensure that biotech companies become more effective and more competitive in the global market.

And while its focus is on creating a favourable climate for investment, adMare is also helping build future leaders for life sciences companies. “We’ve introduced the Executive Institute, an in-depth training program for experienced industry professionals,” says Gordon. “With seven women and seven men graduating in the first cohort, it has already been spectacularly successful. For today’s life science-based businesses to become tomorrow’s anchor companies, we need commercially minded scientists and a cadre of business leaders.”

With its commitment to collaboration and its focus on training and investment, says Gordon, adMare is creating an unparalleled climate for innovation and product development. NOVO NORDISK ALBERTA DIABETES FUND https://novadfund.ca/ Novo Nordisk Canada Inc., the University Hospital Foundation and the Government of Alberta announced the 2019 Novo Nordisk Alberta Diabetes (NOVAD) Fund Competition. NOVAD is a $2.5 million fund focused on improving diabetes-obesity interventions, supporting independent living and improving acute care for hospital patients, distributed over three years.

The impact of diabetes on health is significant: diabetes contributes to 70% of non-traumatic lower limb amputations, and is associated with other chronic conditions such as obesity; 1 in 5 hospital admissions in Alberta will be a person living with diabetes, while over 300,000 Albertans are known to have diabetes with numbers on the rise. The NOVAD fund collaboration aims to improve health outcomes for Albertans living with diabetes and obesity, and address risk factors contributing to this concerning trend.

an emerging force in Manitoba

HUNDREDS OF BIOSCIENCE COMPANIES IN MANITOBA EXPORT GOODS AND SERVICES to Canada, the United States and Europe. Industry sales now approach $9.6 billion annually—and that total continues to increase every year.

The province’s bioscience community employs nearly 15,000 skilled workers and contributes some $7.5 billion to the provincial GDP. Behind the industry’s success, and its continuing growth, is Bioscience Association Manitoba (BAM). As it has for 30 years, BAM supports the province’s bioscience community in a variety of ways and areas.

“At BAM, we offer our members access to high-calibre events, world-class training sessions and assorted opportunities for business development,” says president Tracey Maconachie, “Equally important, we give the bioscience community a unified voice to engage local, national and global partners and markets.”

BAM, she says simply, is a catalyst for innovation.

Providing effective service to the bioscience community requires a deep understanding and thorough knowledge of the industry. With that in mind, BAM recently completed a comprehensive examination of bioscience in Manitoba. Its final report—Industry Profile Study 2019—confirmed what the world has come to know: Manitoba’s bioscience industry is large, well-educated, efficient and highly diverse.

“We wanted the report to highlight the successes, challenges, trends and future direction of our unique industry,” says Tracey, “We also wanted to further our understanding of the bioscience industry so that we are ideally positioned to help companies prepare for the future.”

The report did just that, identifying both emerging challenges and upcoming opportunities. For example, a number of companies expressed concern about their inability to recruit and retain skilled workers. In response, says Tracey, BAM is working with educational institutions in the province to ensure that the post-secondary curriculum is better aligned with industry needs.

Increasing awareness of Manitoba’s bioscience industry is also an ongoing challenge. To reach potential clients and partners, BAM regularly participates in events like Global Biotech Week, a gathering designed to inform policymakers, policy influencers and the general public about the enormous potential of the bioscience industry.

“On Sept. 25, we’ll be holding a special breakfast at the Manitoba Legislative Building to highlight careers in bioscience,” says Tracey. “We’ll be bringing together researchers, community leaders, elected officials and students to broaden the awareness of Manitoba’s bioscience sector.”

While BAM is clearly dedicated to supporting bioscience in Manitoba, it also works closely with its partners in the prairie provinces through organizations like Prairie Biosciences Canada (PBC). Co-funded by Western Economic Diversification Canada, PBC’s goal is to catalyze the growth of the clean biotech sector across the prairie provinces.

“Clean Biotech is one of three subsectors of Manitoba’s bioscience industry (along with Ag Biotech and Health

Biotech),” says Tracey. “While its revenues are lower than the other two sectors, a significant portion of the entire bioscience industry is now green. In fact, of all the companies that responded to our survey, 38 per cent indicated that they are producing products and/or processes which reduce environmental impacts.”

PBC is now conducting a survey of clean bioscience companies, similar to the one carried out by BAM. Tracey believes the results of that survey will impact every sector of the bioscience industry, not just clean biotech.

“At a time when there are growing concerns over the health of our environment, bioscience is essential to ensure that we can feed, heal and fuel the planet in a sustainable and responsible way. Manitoba’s bioscience industry has the opportunity, perhaps even an obligation, to play a meaningful role in that effort.”

BAM will play a pivotal role in the effort, she says. “As the voice of the bioscience industry in Manitoba, we’re wholly committed to the success of our members.”

FACIT1: Commercialization for cancer care and innovation outcomes in Ontario FACIT1 : La commercialisation en Ontario des résultats de l’innovation en matière de soins oncologiques

MANAGING THE PULL OF ESTABLISHED U.S. BIOTECH MARKETS Canadian cancer patients deserve the best innovations and care science can offer. Although Canada is well known for its academic excellence and impactful science, the commercialization path for local cancer research breakthroughs has often seen industrial development occur in the United States. Indeed, the pathway for industrial development is well established in a few biotechnology hubs south of the border. For Canadian academic centres, this southern giant acts as a commercial magnet and serves as an innovation receptor with risk capital, management talent and industrial network. However, the early export of intellectual property (IP) has hidden costs. For patients living with cancer, US-based clinical development can delay access to experimental medicines by over a decade. Innovation economy jobs and industrial development follow IP, and our science-trained graduates are often recruited away from home to California and Massachusetts. Lastly, the local gap in healthcare seed capital means that assets arising from decades of investment in cancer research are often orphaned at this critical stage of commercialization. Hence, there exists enormous unrealized opportunity within the country.

To capitalize on this opportunity in Ontario, local institutions need to collaborate, harness research strengths in cancer, and compete with the incumbent US market by further developing and building value of local IP and establishing companies anchored in Ontario.

The province’s existing pool of limited seed capital does not have a healthcare focus, and thus it is Ontario First seed funds that are really needed to create momentum for local development of IP. For seedling companies to take root, Ontario’s academic institutions and researchers should embrace an Ontario First mandate, which will in in turn maximize innovation outcomes for the province.

Bien que le Canada soit réputé pour l’excellence de ses universités et la haute utilité des travaux de recherche qui y sont menés, le développement industriel et la commercialisation des percées locales dans le domaine oncologique prennent souvent le chemin des États-Unis. En effet, la voie de la mise au point commerciale des produits est bien établie dans quelques grands pôles biotechnologiques chez notre voisin du Sud. En ce qui concerne les innovations produites par les centres universitaires canadiens, le géant américain agit tel un aimant qui attire le capital de risque, les dirigeants de talent et les réseaux industriels. Or, le départ hâtif de la propriété intellectuelle (PI) a un coût. La réalisation du développement clinique aux États-Unis peut retarder de plus d’une décennie l’accès à des médicaments expérimentaux pour les patients qui sont aux prises avec le cancer. Les emplois du secteur de l’innovation et la mise au point commerciale suivent la PI, et nos diplômés en sciences sont souvent recrutés par la Californie et le Massachusetts. De plus, en raison des lacunes que cela entraîne en matière de capitaux d’amorçage dans le domaine de la santé, les biens intellectuels produits grâce à des décennies d’investissement dans la recherche sur le cancer se retrouvent souvent abandonnés au stade crucial de la commercialisation. Il existe donc au pays d’énormes possibilités non exploitées.

FACIT’S ONTARIO FIRST MANDATE: NAVIGATING ONTARIO’S BEST ONCOLOGY INNOVATIONS TOWARDS THE ULTIMATE TARGET Commercialization of healthcare innovations is significantly more challenging compared to other breakthrough technologies (e.g. fintech, cleantech, etc.) due to the complex underlying biology, long development times, high regulatory burden, and the degree of capital required. Commercialization of these innovations often requires industry-trained specialists who focus on niche domains within the healthcare field. This model takes advantage of experts being immersed within their specialized network of industry and academic partners, as well as having a deep understanding of their specific market.

FACIT—a company creator and seed investor for oncology innovations—helps build Ontario’s local biotech ecosystem by providing local entrepreneurs with a unique source of Ontario First seed capital for oncology innovations, experienced executive management and connections to our industry and investor network. FACIT has established a track record as a leader in Canadian healthcare commercialization, in part, due to a purposefully narrow and defined focus on the oncology marketplace. Competing with established US markets is tough and therefore a deeper specialization increases the likelihood of commercial execution.

FACIT and OICR’s joint mission is to lead Ontario’s oncology innovation economy, deriving tremendous local value from IP and benefitting patients with improved therapies and diagnostics.

The FACIT-OICR model emphasizes innovation outcomes, such as local breakthroughs reaching the market, creation of sustainable companies and jobs, and attraction of further investment to the province (Image 2). Commercial emphasis should not displace academic exploration but incorporating principles such as unmet medical need, competitive landscape and product differentiation greatly enhance these economic-focused innovation outcomes.

FACIT and OICR have been successful at maximizing economic impact for Ontario’s life sciences sector, incorporating market-pull and early commercial planning, often before research takes place. This industry-minded strategy ensures that Ontario’s research is meeting an unmet need and has an end-user who is willing to pay. Once an unmet need is defined, FACIT management can help local entrepreneur-scientists plot a course for local industrial development, and global adoption and reimbursement.

ANCHORING INNOVATIONS TO ONTARIO A successful outcome of the FACIT-OICR commercialization model was showcased in January 2019, when FACIT and our majority-held, Triphase Accelerator, announced a historic $1 billion US partnership with Celgene for an OICR-discovered blood cancer therapy. The partnership represents the largest oncology licensing transaction for a preclinical asset in Canadian history, and the largest biotech asset transaction worldwide for academia/NPO. Moreover, this partnership solidified a “discovered & developed in Ontario” pathway for commercialization of oncology innovations. The pathway reflects the collective efforts of multiple local stakeholders and receptors to accelerate innovation and capitalize on Ontario’s investments in research, education and healthcare.

By investing $3M in seed capital, FACIT put Ontario IP in a position of strength to negotiate a transaction with maximum regional impact. Without access to this Ontario First capital, the IP would have been undersold to an international suitor, taking R&D jobs and real economic impact along with it. Through Triphase, R&D jobs, clinical trials and industrial development are anchored in Ontario, benefiting both the economy and patients.

Ontario is in a favourable position to build on our recent successes and continue the momentum. For research and IP to be successfully translated and innovation outcomes realized, an ecosystem that can provide experienced management, Ontario First seed capital, and incubation are critical. Without government support, the resulting economic and social benefits of research and innovation cannot be fully realized. Fueling high-potential innovations into FACITOICR’s proven commercialization model will create R&D jobs, scale-up local biotechs and attract investment into the Province. Underlying the exciting economic impact, growing Ontario’s oncology innovation economy will ultimately deliver the best cancer care to its patients.

Caprion’s Innovation Advancing Global Pharmaceutical, Biotechnology Industries THE WORLD CLASS TECHNOLOGY PLATFORMS OF CAPRION BIOSCIENCES, a leading specialty contract research organization (CRO) laboratory headquartered in Montreal, are instrumental in the quests of global pharmaceutical and biotechnology companies to develop a new generation of drugs to combat cancer, autoimmune and infectious diseases, improve cardiovascular and metabolic health, and make key advances in neurology.

“We’ve perfected some multi-parametric flow cytometry and mass spectrometry laboratory assays and technologies that are more complex and tailor-designed than what you would typically find in the larger CROs,” explains Martin LeBlanc, Caprion’s co-founder, president and chief executive officer.

“The problem today is we lack the tools to predict who will respond to the drug, or to monitor that response in effective ways. By relying on our technology and services, the biotechs are able to better target the drug to the patient population who will respond, and better demonstrate the patients that are having the desired immune response,” LeBlanc explains.

“We also have a pretty rich history of collaborating with the Biomarker Consortium to develop novel predictive biomarkers for certain diseases like Alzheimer’s and Parkinson’s, and for bio-defence in the area of tuberculosis and other infectious diseases,” he says.

About 50 per cent of Caprion’s global revenue is earned from North America—the vast majority of that coming from the U.S., although LeBlanc is bullish on the growing footprint of Canada in the life sciences field.

“We work with Canadian companies, and I’d like to see a lot more of that in the future because we’re getting more and more companies in Canada at the clinical stage going further.

We’re very passionate about the Canadian life sciences eco-system, and would love to continue to collaborate and help those companies grow,” he adds.

CAN YOU PROVIDE A BRIEF HISTORY OF THE COMPANY? Since August 2008, Acasti has focused on addressing the important market need for an effective, safe and wellabsorbing omega-3 therapeutic with a positive impact on the major lipids associated with cardiovascular disease risk.

HOW IS ACASTI ADDRESSING THIS NEED? Acasti’s lead product candidate is CaPre® (omega-3 phospholipid), which the company is developing in a Phase 3 program, is for the treatment of hypertriglyceridemia, a condition characterized by abnormally high levels of triglycerides (TG) in the bloodstream (over 150 mg/dL).

Our first indication will be for patients with severe hypertriglyceridemia, where blood levels of triglycerides exceed 500 mg/dl. CaPre is a krill oil derived mixture containing polyunsaturated fatty acids (PUFAs), primarily composed of omega-3 fatty acids, principally eicosapentaenoic acid (EPA) and docosahexaenoic acid (DHA).

CaPre has shown in two Phase 2 clinical trials that it not only effectively reduces triglycerides, but also has the potential to lower LDL or ‘bad cholesterol’ levels, raise HDL or ‘good’ cholesterol levels, and lower hemoglobin A1c (HbA1c), an important biomarker of long-term glucose control in diabetic patients.

COMMENT L’ENTREPRISE S’Y PREND-ELLE? Le principal candidat-médicament d’Acasti est CaPreMD (composé de phospholipides d’oméga-3). Il en est aux études cliniques de phase 3 pour le traitement de l’hypertriglycéridémie, une affection qui se caractérise par des taux anormalement élevés de triglycérides (TG) sanguins (plus de 150 mg/dl). La première indication du médicament visera les patients atteints d’une hypertriglycéridémie prononcée, c’est-à-dire ceux dont les triglycérides sanguins dépassent les 500 mg/dl. and DHA contained in CaPre are delivered as free fatty acids or bound to phospholipid esters, allowing these PUFAs to reach the small intestine where they undergo rapid absorption and transformation into complex fat molecules that are required for transport in the bloodstream. Acasti believes that EPA and DHA are more efficiently transported by phospholipids sourced from krill oil than the EPA and DHA contained in fish oil that are transported either by triglycerides (as in dietary supplements) or as ethyl esters in other prescription omega-3 drugs (such as VASCEPA or LOVAZA), which must then undergo additional digestion before they are ready for transport in the bloodstream.

Consequently, due to this enhanced absorption, the EPA and DHA in CaPre have been shown to be very effective at lowering triglycerides, as seen in our Phase 2 trials.

“CaPre has shown in two Phase 2 clinical trials that it not only effectively reduces triglycerides, but also has the potential to lower LDL or ‘bad cholesterol’ levels, raise HDL or ‘good’ cholesterol levels, and lower hemoglobin A1c (HbA1c), an important biomarker of long-term glucose control in diabetic patients.”

WHAT EVIDENCE HAS CaPre SHOWN IN PREVIOUS TRIALS REGARDING LOWERING TRIGLYCERIDES AND DEMONSTRATING A POSITIVE IMPACT ON THE MAJOR LIPIDS ASSOCIATED WITH CARDIOVASCULAR DISEASE? In four clinical trials conducted to date, Acasti saw the following beneficial effects with CaPre, and is seeking to demonstrate similar safety and efficacy in Phase 3 clinical studies: • Significant reduction of triglyceride and non-high-density lipoprotein cholesterol (non-HDL-C) cholesterol levels in the blood of patients with mild to severe hypertriglyceridemia;

CAN YOU EXPLAIN YOUR PHASE 3 TRIAL? CaPre is being evaluated in a Phase 3 TRILOGY program.

TRILOGY, an acronym derived from “Phase 3 Studies of CaPre in Lowering Very High Triglycerides,” is a doubleblind, randomized, placebo-controlled, 26-week, two-trial Phase 3 clinical program designed to evaluate the safety and efficacy of CaPre in patients with severe hypertriglyceridemia.

TRILOGY 1 and TRILOGY 2 are running in parallel and we have fully randomized a total of approximately 500 patients.

Nous évaluons actuellement CaPre au moyen du programme TRILOGY de phase 3. Le programme d’essais cliniques de phase 3 TRILOGY, dont le nom a été formé à partir de certaines lettres de l’expression « Studies of CaPre in Lowering Very High Triglycerides » (essais de la capacité de CaPre à réduire les taux très élevés de triglycérides), a une durée de 26 semaines et comporte deux essais randomisés réalisés à double insu, contre placebo; il vise l’évaluation de l’innocuité et de l’efficacité de CaPre chez les patients atteints d’une hypertriglycéridémie prononcée.

In June 2019, Acasti announced that its two on-going Phase 3 TRILOGY trials (TRILOGY 1 and TRILOGY 2) have reached full randomization and have exceeded the target of a combined 500 randomized patients. In August, Acasti reported more than 68% of the patients in both trials have already completed their 6-month treatment plan.

The primary endpoint of the identical trials is to determine the efficacy of CaPre 4 grams daily compared to placebo in lowering TG levels after 12 weeks of treatment, in subjects with fasting triglyceride levels between 500 mg/dL and 1500 mg/dL. The persistence of the effect of CaPre on TGs over 26 weeks of treatment will also be evaluated. Numerous secondary endpoints will assess the effect of CaPre on patients’ broader lipid profile and certain exploratory metabolic, glycemic diabetic markers, inflammatory and cardiovascular risk markers.

Safety will also be evaluated.

The study was designed to provide at least 90% power to detect a difference of at least a 20% decrease from baseline in triglycerides between CaPre and placebo.

WHEN ARE YOU EXPECTING TO REPORT RESULTS FROM YOUR TRILOGY PROGRAM? Acasti expects to report topline results for our primary endpoint of lowering triglycerides for TRILOGY 1 in December 2019, and for TRILOGY 2 in January 2020.

In addition to our preliminary topline data, we will seek to present the full data set, which will include results for our key secondary and exploratory endpoints of interest such as LDL-C, VLDL, HDL-C and HbA1c, as a late breaker presentation at the American College of Cardiology meeting at the end of March 2020.

DUE TO THE PROXIMITY OF THE RESULTS, WHAT IS ACASTI’S COMMERCIALIZATION PLAN? Acasti’s strategy is to commercialize CaPre in the U.S. and is continuing discussions with a number of major pharma companies for commercialization partnerships in key countries around the globe. We expect those discussions to gain momentum next year after Phase 3 results are announced, assuming positive results.

FINALLY, HOW BIG IS THE ADDRESSABLE MARKET? Our initial market for severe hypertriglyceridemia incudes about 3 to 4 million patients in the United States alone.

These patients are at a greater risk of diabetes, heart disease, renal failure, and pancreatitis. Additionally, the addressable market is expected to expand significantly to the approximate 70 million patients with triglyceride levels of over 150mg/dL based on the positive results from Amarin’s REDUCE-IT outcome study, and anticipated results from Astra Zeneca’s STRENGTH outcome trial due to report in the second half of 2020. Acasti will likely need to conduct an additional trial to address this segment of the market.

Deep Learning and the Future of Artificial Intelligence in Personalized Medicine L’apprentissage profond et l’avenir de l’intelligence artificielle en médecine personnalisée

WITH THE RISE OF BIG DATA AND ADVANCEMENTS IN COMPUTING, THE PROMINENCE OF ARTIFICIAL INTELLIGENCE, OR “AI”, IS EXPLODING. AI is everywhere: from autonomous vehicles to detecting fake news online to using AI to communicate through art. As our approach to medicine rapidly shifts towards prevention, personalization, and precision—in other words, personalized medicine—AI would seem to be a natural fit, in particular with the vast amounts of genomic data and other personal health information to be processed.

What is personalized medicine? As each person is genetically unique, personalized medicine is an approach that focusses on available treatment options tailored to a person’s individual genetic makeup and history. Often used synonymously with precision medicine, personalized medicine represents a paradigm shift from treating the disease to treating the person by individualizing diagnosis and treatment based on genetic, environment, and lifestyle characteristics. With personalized medicine, health care decisions are specific to the individual and treatment is informed by a deep understanding of the genomic and molecular changes that contribute to disease.

Physicians have historically relied on their experience, professional judgment, and problem solving to diagnose and treat patients, often limited by rudimentary tools and scarce data about the patient’s health or disease.

The rise of digital health—such as hand-held devices, wearable sensors, nanotechnology, and molecular diagnostics and imaging— combined with advances in genomics, epigenomics, and proteomics, has led to the rapid development of our understanding of the human body and the relationships between genes, proteins, and disease.

Similarly, the massive amounts of data generated by these technologies is now available to feed AI algorithms, thereby accelerating research and the adoption of AI in Canada and around the globe like never before.

AI: THE KEY TO REDUCING HEALTH CARE COSTS? Just as personalized medicine may offer a potential solution to one of the biggest challenges facing the country—the rising cost of health care—AI and deep learning may be the key to the success of personalized medicine. Deep learning is a form of machine learning that uses multiple layers to progressively extract higher level features from raw data. Using deep learning algorithms for advanced diagnostics to identify whether a person will respond positively to a given drug, or have a potentially life-threatening reaction to the medication or dose, could meaningfully reduce healthcare spending by billions, in addition to improving the quality of care and preventing fatalities.

The promise associated with AI and deep learning has not been lost on Canadian researchers. For example, The Hospital for Sick Children (SickKids)—one of the world’s foremost paediatric health-care institutions and a leader in advanced paediatric research—has introduced a joint strategic initiative with the University of Toronto called the “Precision Child Health Strategy” to accelerate improvements in disease treatment and prevention informed by advanced technologies like AI, genomics, advanced imaging, and innovative procedures.

Similarly, researchers at the University of Calgary are using deep learning to develop a tool to predict the antiseizure drug based on details of a patient’s epilepsy, genetic data, brain wave signals, and brain imaging. The result will be a deep learning predictive tool for physicians to optimize anti-seizure outcomes for patients. Researchers at the University of Western Ontario are also using a tool for advanced machine learning on multiomics and brain scans to identify illness-associated profiles of genetic risk and neurodevelopmental processes to yield a biologicallyinformed personalized medicine approach to schizophrenia.

L’apprentissage profond est une forme d’apprentissage machine qui utilise de multiples couches pour extraire graduellement d’un ensemble de données brutes des caractéristiques de plus haut niveau. Le recours à des algorithmes d’apprentissage profond pour établir un diagnostic de pointe et déterminer si un patient réagira bien à un médicament ou s’il aura une réaction extrêmement grave au médicament ou encore à la dose pourrait véritablement réduire les dépenses en soins de santé de plusieurs milliards de dollars, en plus d’améliorer la qualité des soins et de prévenir des décès.

La promesse de l’IA et de l’apprentissage profond n’a pas échappé aux chercheurs canadiens. Par exemple, le Hospital for Sick Children (SickKids), l’un des établissements de santé pédiatrique les plus actifs au monde et un chef de file de la recherche avancée dans le domaine, a lancé une initiative stratégique conjointe avec l’Université de Toronto appelée « Precision Child Health Strategy » pour accélérer l’amélioration du traitement et de la prévention des maladies grâce à des technologies de pointe comme l’IA, la génomique, l’imagerie avancée et des procédures novatrices.

Aussi, des chercheurs à l’Université Western Ontario appliquent en ce moment un outil avancé d’apprentissage machine à la multi-omique et aux scintigraphies cérébrales pour établir les profils de risque génétique et les processus du développement neurologique qui sont liés à la maladie afin d’obtenir, relativement à la schizophrénie, des procédés de médecine personnalisée inspirés par la biologie.

Informing deep learning algorithms often involves interdisciplinary teams of researchers, for example with the diverse team of immunologists, hematologists, structural chemists, and systems biologists from the University Health Network (UHN) who are developing novel individualized therapies in mature T-cell leukemias/lymphomas driven by JAK/STAT genes. As part of the project, the researchers will use machine learning algorithms to integrate harmonized data of genomic profiles, drug-sensitivity patterns, and clinical outcomes to yield multiomics-guided predictions of optimal choices for trial designs and individual patient based therapy selection.

Often this information is sourced from electronic health records, or EHRs. However, flawed EHRs have created a huge hurdle to applying AI to personalized medicine.

The key deficiency of EHRs is the nature of how the information is collected across different platforms. For example, patient data requested on a form for cancer screening will be different from the data on a form for admittance for a non-life threatening health issue, and forms vary between health care facilities. Even a universal EHR system may not be the solution—EHRs are often incomplete, incorrect, insufficiently detailed, or use inconsistent words, phrases, and meanings.

AI and personalized medicine also raises various legal questions. There are currently no AI-specific laws in Canada. Beyond questions on bioethics, patient privacy, and data ownership, perhaps the most basic of questions is: Who is to blame if AI makes a false decision or prediction?

Are safeguards in place to protect against poorly designed algorithms?

AI also introduces interesting intellectual property questions. For example, a group of researchers at the University of Surrey in the UK have filed multiple patent applications in the UK, Europe, and the US that list the sole inventor as Dabus AI—the AI algorithm that is said to have developed the innovative products. As there was no human inventor, the team believe Dabus AI deserves proper attribution for the inventions in question, namely a fractalbased easier-to-grasp food container and a lamp built to flicker in a pattern that mirrors brain activity. To no surprise, the patent applications have faced objections from the various patent offices based on the requirement for a human inventor behind every patent. Of course, the patent laws with this restriction were crafted before this level of sophisticated AI was contemplated. While this dispute will likely take time to resolve, it raises questions like: If AI cannot be the inventor, who is? Can the person who crafted the original algorithm be the inventor even though he/she had no involvement in conceiving the invention or reducing it to practice? Is a requirement for a human inventor outdated (assuming such a requirement exists) given ongoing advances in AI? While many legal and ethical questions remain, AI is clearly here to stay and the value of deep learning in particular to the advancement of personalized medicine is well-established and growing rapidly.

L’IA présente également des questions intéressantes en matière de propriété intellectuelle. Par exemple, un groupe de chercheurs de la University of Surrey, au Royaume-Uni, a déposé de multiples demandes de brevet dans son pays, en Europe et aux États-Unis, lesquelles indiquent un seul auteur, appelé Dabus AI, l’algorithme d’IA qui aurait mis au point les produits novateurs.

Bien entendu, les lois sur les brevets imposant cette restriction ont été rédigées avant qu’on puisse imaginer une IA aussi subtile. Même s’il faudra probablement du temps pour régler ce différend, il soulève des questions.

Par exemple, si l’algorithme d’IA n’est pas l’inventeur, qui peut-on désigner? Peut-on trouver l’auteur de l’invention dans la personne qui a élaboré l’algorithme original même si elle n’a pas participé à sa réalisation ou à sa mise en pratique? L’exigence d’un être humain est-elle dépassée (en supposant qu’une telle exigence existe) compte tenu des progrès continus de l’IA? Bien que de nombreuses questions d’ordre juridique et éthique demeurent, l’IA est manifestement ici pour rester, et la valeur de l’apprentissage profond, en particulier pour les progrès de la médecine personnalisée, est bien établie tandis qu’elle prend rapidement une importance grandissante.

As many of us are now back from vacation after a busy year, it’s a good time to look back on recent developments in life sciences at the Fonds, and also look ahead to the coming months for our industry.

Therachon recently announced its acquisition by Pfizer for US$ 810 million (2nd exit). As part of the transaction, the GLyPharma asset will be spun-out of Therachon into a separate entity with distinct management and investors, a potential 3rd exit, a rare “hat trick” in our industry.

Our 2018-2019 financial year ended on a high note with Milestone Pharmaceuticals’ IPO. Two years ago, the Montreal-based pharma closed a US$ 55 million series C round, with our partner fund Forbion as part of the lead syndicate. Milestone then closed an US$80 million series D in late 2018, and raised approximately US$95 million in its May 2019 IPO. Philippe Douville, co-founder of the company in 2005 deserves much of the credit for Milestone’s journey.

CEO Joe Oliveto’s leadership was also instrumental in reaching the company’s recent inflection points.

Both reinvestments and efforts to create or protect value also kept us busy during the last year. We participated in Bellus Health’s financing, led by OrbiMed, in late 2018. We also reinvested in IMV in March 2019, a public offering in which the Fonds was the largest single investor. We were thrilled to welcome Paul Truex as Executive Chairman of Gladius Pharmaceuticals and to see Jason Hanson join enGene as CEO, teaming up with Anthony Cheung for the next phase of growth of this exciting enterprise.

Milestone a ensuite clôturé un financement de série D de 80 millions de dollars américains à la fin de 2018 et a levé environ 95 millions de biotech.ca

Other portfolio companies reached new milestones. Repare announced a partnership with ONO Pharmaceuticals. As for Zymeworks (in which the Fonds first invested in 2014), it accelerated its scale-up again this year, with multiples achievements: financing, milestone payments, new partnerships, and news related to proprietary assets that would be too long to list here!

Specialty pharma Searchlight closed many deals, including the rights to Estelle, an innovative oral contraceptive currently in late-stage development. DalCor Pharmaceuticals, a Sanderling Ventures initiative, announced the completion of enrollment of over 6,000 patients in the DAL-GENE trial.

Many thanks to our partner fund Lumira Ventures for inviting us to invest in Antios Therapeutics which closed its financing in fall 2018. We also joined Versant Ventures in Turnstone Biologics a few months later. More investments to come.

SPECIALIZED FUNDS During the year, we also continued to deploy our specialized funds investment strategy.

The Fonds was part of the launch of Versant Ventures VII. We are also actively leading the creation of Amplitude Ventures I, with the very important support of BDC. The Fonds also joined the Teralys Capital Innovation Fund 2018, which was also supported by both the federal (through BDC) and Québec governments.

In April, Sanderling Ventures (through Therillia Development Co), announced its acquisition of Tavec Pharmaceutical and its relocation to Montréal.

Les réinvestissements et les efforts visant à créer ou à protéger la valeur nous ont également tenus occupés au cours de la dernière année. À la fin de 2018, nous avons participé au financement de Bellus Santé orchestré par OrbiMed. Nous avons également réinvesti dans IMV en mars 2019, un placement public dans lequel le Fonds était le plus important investisseur. Nous avons été ravis d’accueillir Paul Truex à titre de président exécutif de Gladius Pharmaceuticals et de voir Jason Hanson se joindre à titre de PDG à enGene, où il fera équipe avec Anthony Cheung pour la prochaine phase de croissance de cette fascinante entreprise.

D’autres sociétés de portefeuille ont franchi de nouvelles étapes. Ainsi, Repare a annoncé un partenariat avec ONO Pharmaceuticals. Searchlight, une entreprise pharmaceutique spécialisée, a conclu de nombreux accords, y compris l’acquisition des droits de commercialisation d’EstelleMD, un contraceptif oral novateur actuellement en phase de développement avancé.

DalCor Pharmaceuticals, une initiative de Sanderling Ventures, a annoncé le recrutement de plus de 6000 patients à l’essai DAL-GENE. Un grand merci à notre fonds partenaire Lumira Ventures de nous avoir invités à investir dans Antios Therapeutics, qui a clôturé son financement à l’automne 2018. Nous avons rejoint Versant Ventures dans Turnstone Biologics quelques mois plus tard. D’autres investissements sont à venir.

Our partner funds were active in Québec too. NuChem, the first investment of AmorChem I, announced a successful management buy-out in early 2019. AmorChem II announced their first investments during the year. Of note, AmorChem was the only life sciences group selected by the federal government as part of VCCI’s second stream. Genesys Capital was also active in Montréal, as it was instrumental in Inversago Pharma closing a $7 M series A financing in July 2018.

THE YEAR AHEAD We strongly believe that Canada’s life sciences sector is heading in the right direction. While we will continue to support the venture capital community, we believe that this asset class requires more investors to jump in. Help us spread the word: it delivers realized returns in biotechnology and it leverages great expertise present here.

Other than the need to attract more capital to the asset class, we will be keeping our eyes on two other issues critical for our sector. Building a strong C-suite community remains a challenge as certain expertise and experience seem difficult to attract and retain here. Building companies of scale from Canadian universities also remains difficult. We are currently thinking about how we could work on these elements.

That being said, we have high expectations on the recent announcement of adMare BioInnovations, the new initiative between Vancouver’s CDRD and NeoMed in Montréal. We will also continue to support VC funds that help us address these two challenges.

We are very proud of our achievements again this year, and I am personally very proud of my team as well as of the unwavering support of Fonds de solidarité FTQ for life sciences since 1989. While the Fonds is present in more than 20 sectors of the economy, approximately 10% of our yearly investments go into life sciences.

NuChem, le premier investissement d’AmorChem I, a annoncé le rachat de l’entreprise par les cadres au début de 2019.

AmorChem II a annoncé ses premiers investissements durant l’année. Il est à noter qu’AmorChem a été le seul groupe du secteur des sciences de la vie sélectionné par le gouvernement fédéral dans le cadre du deuxième volet de l’ICCR. Genesys Capital a également été active à Montréal; en effet, elle a joué un rôle déterminant dans la clôture d’un financement série de A de 7 M$ d’Inversago Pharma en juillet 2018.

L’ANNÉE À VENIR Nous croyons fermement que le secteur canadien des sciences de la vie est sur la bonne voie. Même si nous continuerons de soutenir la communauté du capital de risque, nous croyons que cette catégorie d’actifs a besoin de plus d’investisseurs. Aidez-nous à faire passer le message : la biotechnologie génère des rendements et permet d’exploiter la vaste expertise présente ici.

Outre la nécessité d’attirer davantage de capitaux dans cette catégorie d’actifs, nous ne perdrons pas de vue deux autres questions cruciales pour notre secteur. La création d’un solide bassin de cadres supérieurs demeure un défi, car il semble difficile d’attirer et de retenir ici des personnes ayant certains types de compétences et d’expérience. Bâtir des entreprises d’envergure à partir d’universités canadiennes demeure également ardu. Nous réfléchissons actuellement à la façon dont nous pourrions travailler sur ces questions.

Cela dit, nous attendons beaucoup de l’annonce récente d’adMare BioInnovations, la nouvelle initiative entre le CDRD (centre de recherche et développement pharmaceutique) de Vancouver et NeoMed à Montréal. Nous continuerons également de soutenir les fonds de capital de risque qui nous aident à relever ces deux défis.

Nous sommes très fiers de nos réalisations cette année encore, et je suis personnellement très fier de mon équipe ainsi que du soutien indéfectible du Fonds de solidarité FTQ aux sciences de la vie depuis 1989. Bien que le Fonds soit présent dans plus de 20 secteurs de l’économie, environ 10 % de nos investissements annuels sont consacrés aux sciences de la vie.

En date de novembre 2018, le Fonds avait investi 1,5 milliard de dollars canadiens dans les sciences de la vie, en particulier en biotechnologie. Ce degré d’investissement a joué un rôle déterminant dans la production d’un rendement pour nos actionnaires et a contribué au développement de notre économie.

HOW BAYSHORE’S PATIENT SUPPORT PROGRAMS IMPROVE ACCESS TO TREATMENT In our Spring 2019 issue, we shone a spotlight on Bayshore HealthCare—one of Canada’s largest providers of home and community health services—and the digital health solutions it has rolled out recently. These innovations are making it easier for patients to access services and information. In doing so, they’re also helping to bridge the gaps in our overburdened health care system.

Digital health tools are just one of the ways that Bayshore is enhancing the client experience across its four divisions: Bayshore Home Health, Bayshore Home Care Solutions, Bayshore Therapy & Rehab and Bayshore Specialty Rx. The company, which was founded in 1966, is headquartered in Mississauga, Ontario. It has 100 offices across Canada, and it also operates a national network of 13 pharmacies and 80 clinics, with access to 200 partner clinics as well.

Bayshore’s diverse portfolio of services enables it to offer patients and their families, as well as insurers, governments and other funders, greater value at every step of the health care journey. One of the best illustrations of this is the company’s patient support programs, or PSPs. REMOVING BARRIERS TO ACCESS Pharmaceutical companies introduced PSPs in the late 1990s and early 2000s to facilitate access to new drugs for complex health conditions, including autoimmune disorders, cancer and rare diseases.

Specialty medications are expensive—some prohibitively so, costing hundreds of thousands of dollars per year, per patient. Many drugs require special handling (such as cold chain transportation) and administration (injections or intravenous infusions). Patients need ongoing support, as well as assistance with reimbursement.

To remove barriers to access, drug manufacturers partner with companies like Bayshore to create PSPs. Through these programs, patients receive services such as case management, education, drug delivery, administration, counselling, reimbursement navigation and financial assistance.

LES PROGRAMMES DE SOUTIEN AUX PATIENTS DE BAYSHORE AMÉLIORENT L’ACCÈS AUX SOINS Dans notre numéro du printemps 2019, nous avons braqué les projecteurs sur Soins de santé Bayshore, l’un des plus grands fournisseurs de services de santé à domicile et en milieu communautaire au Canada, ainsi que sur les solutions de santé numériques récemment déployées par l’entreprise.

Ces innovations, qui visent à faciliter l’accès des patients aux services et aux renseignements, contribuent également à combler les lacunes d’un système de santé déjà surchargé.

Les solutions de santé numériques ne sont qu’un des moyens utilisés par Bayshore pour améliorer l’expérience client dans l’ensemble de ses quatre divisions : Soins à domicile Bayshore, Solutions Soins à domicile Bayshore, Thérapie et réadaptation Bayshore et Rx spécialisés Bayshore. L’entreprise, fondée en 1966 et dont le siège social se trouve à Mississauga, en Ontario, compte cent bureaux d’un bout à l’autre du Canada, en plus d’exploiter un réseau national de treize pharmacies et quatre-vingts cliniques, et d’avoir accès à deux cents cliniques partenaires.

UN ACCÈS SANS BARRIÈRES Au tournant des années 2000, les entreprises pharmaceutiques ont introduit les PAP afin de faciliter l’accès aux nouveaux médicaments dédiés aux troubles médicaux complexes, notamment les maladies auto-immunes, le cancer et les maladies rares.

Les médicaments spécialisés sont dispendieux (certains de manière excessive), coûtant annuellement des centaines de milliers de dollars par patient. Plusieurs requièrent des procédures particulières de manutention (comme le transport par chaîne du froid) et d’administration (pensons aux injections et aux infusions intraveineuses). Les patients ont besoin de soutien en continu, ainsi que de l’aide au niveau du remboursement des coûts.

Pour éliminer les barrières à l’accès, les fabricants de médicaments collaborent maintenant avec des entreprises comme Bayshore pour créer des PAP. Grâce à ces programmes, les patients obtiennent notamment des services liés à la gestion de cas, à l’éducation, à la livraison et l’administration de médicaments, à la consultation, aux procédures de remboursement et à l’aide financière.

Les patients peuvent être admissibles à une combinaison de financement public et privé, et certains doivent payer une franchise ou un ticket modérateur. For patients who have completed a clinical trial but the medication has yet to be added to Canada’s drug formulary, pharmaceutical companies may offer a bridging program, but not in all circumstances.

COLLABORATION IS KEY Bayshore helps its pharmaceutical partners design and launch each PSP. Bayshore currently runs over 90 programs. “Every program is different, depending on the therapeutic area,” says Michelle Jordan, Director of Operations, Patient Support Services at Bayshore Specialty Rx. “We implement a customized process for each drug and manufacturer.”

Bayshore’s PSP services may include enrolment, appointment coordination, specialized nursing services, drug dispensing and distribution, monitoring, adherence tracking, reimbursement navigation, financial assistance, co-pay management, call centre capabilities, and reporting and metrics. “There is an element of data collection, and consent is always obtained from the patient and their physician, meeting all privacy regulations,” says Jordan.

Bayshore’s pharmacy network, operated by Bayshore Specialty Rx, plays an integral role in PSPs. “The pharmacy functions as an extension of the PSP,” says Andrew Bakhit, Director of Pharmacy Services at Bayshore Specialty Rx. “The main intention is to navigate the patient through insurance and coordinate with stakeholders in the circle of care to ensure patients get the support they need, and pharmacy works to support that.”

With pharmacies in every province, Bayshore Specialty Rx can deliver specialty drugs safely and efficiently. For therapies that involve injections or infusions, it works closely with Bayshore’s clinics and nursing team to coordinate care.

LA COLLABORATION, UN ÉLÉMENT ESSENTIEL Bayshore offre son soutien à chacun de ses partenaires du domaine pharmaceutique lors de la création et du lancement de leurs divers PAP. Actuellement, l’entreprise dirige plus de quatre-vingt-dix programmes. « Chaque programme diffère en fonction du domaine thérapeutique, » explique Michelle Jordan, Directrice, Opérations des services de soutien aux patients de Rx spécialisés Bayshore. « Nous appliquons un processus sur mesure pour chaque médicament et chaque fabricant. » Les services des PAP de Bayshore comprennent entre autres l’adhésion, la coordination de rendez-vous, les services infirmiers spécialisés, la délivrance et la distribution de médicaments, la surveillance, le suivi de la conformité, les procédures de remboursement, l’aide financière, la gestion du partage des coûts, un centre d’appel, ainsi que l’élaboration de rapports et de statistiques. « Cela implique de la cueillette de données, et nous obtenons toujours le consentement du patient et de son médecin afin de respecter toutes les exigences en matière de confidentialité, » assure madame Jordan.

Le réseau de pharmacies de Bayshore, administré par Rx spécialisés Bayshore, joue un rôle essentiel dans les PAP. « La pharmacie fonctionne comme une extension du PAP, » indique Andrew Bakhit, Directeur, Opérations pharmaceutiques nationales à Rx spécialisés Bayshore. « L’objectif principal est de guider les patients dans tout ce qui concerne les assurances voir à la coordination avec les intervenants du cercle de soins afin de garantir que les patients obtiennent le soutien dont ils ont besoin. Les pharmacies travaillent en ce sens. » Avec des pharmacies dans chaque province, Rx spécialisés Bayshore peut livrer des médicaments spécialisés efficacement et en toute sécurité. Pour les traitements impliquant des injections ou des infusions, la division collabore étroitement à la coordination des soins avec les cliniques et les équipes infirmières de Bayshore.

LE FINANCEMENT, UNE ÉNIGME À RÉSOUDRE « Le PAP a pour rôle de s’assurer que les patients ont rapidement et facilement accès aux médicaments, » affirme Erin O’Malley, Gestionnaire principale, Oncologie à Rx spécialisés Bayshore. « Lorsqu’il est question d’oncologie, le temps ne favorise pas les clients; chaque jour de retard est un jour que nous amputons à leur vie et à celle de leurs proches, alors il est de première importance que nos processus soient bien huilés. » Chaque mois, des centaines de nouveaux patients adhèrent aux PAP de Bayshore. Les spécialistes des remboursements aident chacun d’entre eux à suivre les processus de réclamations aux assurances privées, de la couverture provinciale et des programmes de compassion et de transition offerts par les fabricants. « Notre système de santé est si

SOLVING THE FUNDING PUZZLE “The PSP’s role is to ensure that patients get access to medications quickly and easily,” says Erin O’Malley, Senior Manager, Oncology at Bayshore Specialty Rx. “When it comes to oncology, patients don’t have time on their side— every day we delay is a day we’re taking away from their life and their family’s life, so it’s super-important our processes run smoothly.”

Reimbursement specialists help individuals navigate private insurance, provincial coverage and manufacturers’ compassionate and bridging programs. “Our health system is so complex. Each province is unique, and each private payer is unique,” says O’Malley. “We look for the best coverage options that will get patients started on a drug as soon as possible.”

This hands-on assistance reduces stress for patients already dealing with substantial physical, emotional and financial challenges. “Patients are overwhelmed by the time they come to us,” says O’Malley. “We assure them that there’s coverage or other options. It’s a huge relief for patients and families, and for physicians and the drug access navigators at hospitals we work with. We also remove the burden of paperwork and following up with private payers.”

Sometimes, patients need a certain drug, but they don’t qualify for the manufacturer’s PSP. For this situation, Bayshore Specialty Rx offers a program called Direct Care.

It has many of the same services as PSPs, including drug administration in clinics or at patients’ homes. “It could be any type of medication, from iron infusions to biotherapies,” says Colleen Scalise, Program Manager, Direct Care at Bayshore Specialty Rx. “When patients feel like they’ve reached a road block, we show them what other options they have. We step in and light that path for them.”

PARTNERING WITH HOSPITALS Bayshore works closely with most of Canada’s major cancer centres, always exploring the best ways to align its practices and care delivery with hospitals. To support these efforts in Quebec, Bayshore—which was already ISO 9001 certified— went the extra mile of attaining accreditation from Accreditation Canada. Last July, Bayshore Specialty Rx infusion clinics in Quebec were awarded Exemplary Status for their cancer care standards.

Treatment in your own community saves on transportation and parking costs, child-care fees—all kinds of things. We deliver quality care and best practices, and we work hard to ensure patients have a good experience. Patients appreciate the one-on-one time they get with their nurses.”

C’est un énorme soulagement pour les patients et les familles, mais aussi pour les médecins et les navigateurs de l’accès aux médicaments des hôpitaux avec lesquels nous collaborons. Nous les libérons aussi du fardeau de la documentation à remplir et du suivi avec les tiers payant privés. » Parfois, un patient nécessite un certain médicament, mais n’est pas admissible au PAP du fabricant. Pour cette situation, Rx spécialisés Bayshore offre un programme nommé Bayshore Direct Care (Accès Direct). Il offre les mêmes services que les PAP, y compris l’administration de médicaments dans une clinique ou au domicile du patient. « Il peut s’agir de n’importe quel type de médicament, des infusions de fer aux biothérapies, » précise Colleen Scalise, Gestionnaire de programme, Accès Direct Bayshore à Rx spécialisés Bayshore. « Lorsqu’un patient a l’impression de se trouver devant un obstacle, nous leur montrons les options encore accessibles.

Nous entrons en jeu et leur ouvrons la voie. »

LES PARTENARIATS AVEC LES HÔPITAUX Bayshore collabore étroitement avec la plupart des grands centres d’oncologie du Canada, cherchant toujours les meilleures façons d’harmoniser ses pratiques avec la prestation des soins en milieu hospitalier. Pour contribuer à ces activités au Québec, Bayshore (qui est déjà homologuée ISO 9001) a fait l’effort supplémentaire d’obtenir le feu vert d’Agrément Canada. En juillet dernier, les cliniques d’infusion de Rx spécialisés Bayshore situées au Québec ont été agréées avec mention d’honneur pour leurs normes en matière de soins contre le cancer. « Notre objectif collectif est d’élargir l’accès aux soins.

OVER THE PAST FEW DECADES, TECHNOLOGY HAS DISRUPTED HEALTHCARE AND MEDICINE at an unprecedented scale and Canada has done well to remain a leader in innovation. However, in an increasingly connected world, Canada faces new challenges in remaining a key driver of the biomedical industry. In particular, the question of how to attract and retain young talents is one that is gaining relevance every year. In the technology sector as a whole, Canadian companies are finding that many new university graduates are flocking to lucrative technical roles in the United States—a phenomenon known as “brain drain”.

Interestingly, more and more Canadian students are electing to study specialized topics at the intersection of medicine and technology. New programs such as Biomedical Engineering at the University of Waterloo and the Integrated Biomedical Engineering and Health Sciences program at McMaster University draw top students from across the nation. Clearly, there is an abundance of Canadian talents, but in order to further tap into it, biomedical companies must connect with these students more effectively. Often, undergraduate students interested in biotech are simply unaware of opportunities and developments in the field.

The Biotechnology and Bioengineering Conference (BioTEC) aims to bridge this gap to catalyze the growth of the Canadian biomedical industry. Initiated by three Biomedical Engineering students at the University of Waterloo, the conference serves as a platform for university students, researchers, industry professionals, and entrepreneurs to connect and learn about novel developments in the biomedical field.

“Two classmates and I realized that the Canadian biomedical field was growing incredibly fast and were upset to see that we had no way to learn about relevant opportunities and cutting-edge topics in industry and academia,” said Nathan Duarte, one of the co-founders of BioTEC. “We wanted to bring together a diverse group of attendees with similar interests with the hope of enabling them to better understand how they want to contribute to this exciting field.”

Néanmoins, dans un monde de plus en plus connecté, le Canada se heurte à de nouveaux défis dans sa volonté de demeurer un important fer de lance du secteur biomédical.

En particulier, la façon d’attirer et de retenir les jeunes talents est un point sur lequel les réflexions s’avèrent de plus en plus nécessaires chaque année. Dans l’ensemble du secteur des technologies, les entreprises canadiennes constatent que de nombreux jeunes diplômés universitaires s’envolent vers des postes techniques chez notre voisin du Sud : le phénomène bien connu de la « fuite des cerveaux ».

Fait intéressant, de plus en plus d’étudiants canadiens choisissent d’étudier dans des domaines spécialisés qui se trouvent à la croisée de la médecine et des technologies.

Le programme de génie médical de l’Université de Waterloo et le programme intégré de génie biomédical et de sciences de la santé de l’Université McMaster attirent, à l’instar des autres nouveaux programmes du même genre, de bons étudiants des quatre coins du pays. Il y a de toute évidence une abondance de talents au Canada, mais pour réussir à les attirer, les sociétés biomédicales doivent entrer en contact avec les étudiants de façon plus efficace. Souvent, les étudiants de premier cycle qui s’intéressent aux biotechnologies n’ont tout simplement pas conscience des possibilités et des évolutions qu’offre le domaine.

La Biotechnology and Bioengineering Conference (BioTEC) a pour objectif de combler cette lacune et de catalyser la croissance du secteur biomédical canadien. Mis sur pied à l’initiative de trois étudiants en génie biomédical de l’Université de Waterloo, le congrès BioTEC sert de plateforme de réseautage aux étudiants universitaires, chercheurs, aux professionnels du secteur ainsi qu’aux aux entrepreneurs et leur offre aussi l’occasion de se renseigner sur les dernières avancées dans le domaine biomédical. « Deux de mes camarades de classe et moi-même nous sommes rendu compte que le domaine biomédical canadien connaissait une croissance fulgurante et avons été extrêmement surpris de constater qu’il n’existait aucune

“To further the discussion on enabling the biomedical industry to attract and retain graduating university talents, BioTEC has proudly partnered with BIOTECanada.”

In its first two years, BioTEC has hosted over 300 attendees from across Ontario and drawn over 11,000 engagements on social media. Typically, the day-long event has featured a keynote, a number of panel discussions and breakout sessions, and a lunch session with research posters and company booths. Topics covered have ranged from 3D bioprinting to medical imaging systems to surgical devices, and speakers have come from leading groups across North America.

“I attended BioTEC 2018 to see the Artificial Intelligence in Medicine panel discussion. Through conversations with the speakers, I learned about the dire need for better tools to manage and analyze medical data. This ultimately motivated me to pursue courses in data science to supplement my degree in Biotechnology,” commented a former delegate who attends the University of Waterloo.

The conference’s success is attributed to strong partnerships with the University of Waterloo and with leading biomedical companies such as Baylis Medical, Intellijoint Surgical, Relay Medical and Starfish Medical. BioTEC’s industry partners are given a unique platform to present their innovative work, and connect with top students from relevant engineering and science programs across Ontario.

Often, these interactions can feed into their co-op, internship, and full-time hiring pipelines.

Les sujets abordés allaient de la bio-impression aux systèmes d’imagerie médicale, en passant par les instruments chirurgicaux, et les conférenciers provenaient d’organisations de pointe de toute l’Amérique du Nord. « J’ai participé au congrès BioTEC 2018 afin d’assister à la séance de discussion sur l’intelligence artificielle en médecine.

Au cours de mes conversations avec les conférenciers, je me suis rendu compte qu’il y avait un besoin criant en matière d’outils de gestion et d’analyse des données médicales. À la suite de cela, j’ai décidé de suivre des cours en science des données, à titre de complément à mon diplôme en biotechnologie », indique un ancien participant qui fréquente l’Université de Waterloo.

BioTEC 2019 will include even more opportunities for Canada’s biotech ecosystem to engage with innovative students with diverse skills, experiences, and ideas. This year, the conference will include a biomedical capstone pitch competition. First, teams of graduating engineering students will go through a competitive selection process. Then top teams will present their capstone projects as business ideas to Canadian venture capital investors in the biomedical space.

“Many well-known companies, biomedical and otherwise, have started as University of Waterloo capstone projects. Our goal with this pitch competition is to highlight the process of bringing an idea into fruition in an industry with very unique challenges and nuances. We want to show students how they can engage in entrepreneurial pursuits without having to leave the Canadian ecosystem,” remarked Jerry Liu, one of the co-founders of BioTEC. BioTEC 2019 is set to take place on Saturday, November 16, 2019 in the Engineering 7 building at the University of Waterloo. The organizing team is anticipating over 250 attendees, speakers, guests, and sponsors. In addition to the capstone pitch competition, BioTEC 2019 will feature a keynote on genomics, a panel on medical devices, workshops run by the event’s Diamond Sponsors, and more.

Le congrès BioTEC 2019 comprendra encore plus de possibilités pour l’écosystème canadien des biotechnologies sur le plan des échanges avec des étudiants créatifs, aux compétences, à l’expérience et aux idées variées. En effet, le congrès de cette année inclura un concours entrepreneurial en biomédecine. Des équipes d’étudiants en dernière année de génie se soumettront d’abord à un processus de sélection.

Puis, les meilleures équipes présenteront leur projet, qui couronne la fin de leur cycle d’études, à tire d’idée commerciale à des capital-risqueurs du domaine biomédical. « Quantité d’entreprises bien connues, en biomédecine et dans d’autres secteurs, sont nées de projets de fin d’études de l’Université de Waterloo. Le concours entrepreneurial a pour but de mettre en valeur le processus qui consiste à mener une idée à son terme, au sein d’une industrie aux enjeux et aux particularités uniques. Nous souhaitons montrer aux étudiants qu’ils peuvent démarrer une entreprise sans quitter l’écosystème canadien », déclare l’un des cofondateurs de BioTEC, Jerry Liu. Le congrès BioTEC de cette année aura lieu le samedi 16 novembre 2019 dans le bâtiment du génie 7 de l’Université de Waterloo. Canada’s Burgeoning Regenerative Medicine Sector

“With support from the Government of Canada, the Stem Cell Network and its partners have made strategic investments in growth areas such as bio-manufacturing, technology scale-up, clinical trials and translational research valued at more than $216 million,” said Dr. Michael Rudnicki, SCN’s CEO and Scientific Director. “Through our mandate to support the commercialization of research, 879 patent applications have been filed and numerous biotechnology companies have emerged.”

One of these biotechs is ExCellThera, a clinical-stage company that is expanding stem and immune cells for therapeutic use in the fight against blood diseases, like leukemia. Based in Montreal, ExCellThera was started by three SCN investigators, Drs. Guy Sauvageau, Anne Marinier and Peter Zandstra. More than a decade ago, SCN began funding the basic research that now underpins ExCellThera’s

therapeutic approach. More recently, SCN has supported Canadian clinical trials to validate the company’s lead technology. Additional clinical trials will soon begin outside Canada and ExCellThera is actively developing additional platforms, including gene therapy, for a range of other conditions.

Morphocell Technologies is another Montreal-based biotech founded in 2018 to address an unmet need in the treatment of liver diseases. Based on the work of Dr. Massimiliano Paganelli, Morphocell’s ReLiver™ technology consists of mini-organs encapsulated in a special biomaterial to form a tissue that performs like a human liver. Initially developed with the help of SCN, the technology has shown promise to restore liver function and regenerative capacity, and the company is seeking to initiate human clinical trials. ReLiver™ is also being used to test new generations of drugs to reduce the time and costs of drug development.

SKILLS FOR THE 21ST CENTURY In just under 20 years, the Stem Cell Network has provided core skills training to more than 3,000 individuals working in Canadian research labs, institutes and hospitals. The training encompasses skills to advance new technologies and methodologies in labs, as well as essential competencies such as management, writing/ communications and business development.

Many have used their SCN training to secure employment in industry, academia, government and as entrepreneurs.
