M&S support for Birstall BAGS BIRSTALL BAGS, the local cancer charity, have been chosen by the Thurmaston Marks & Spencer store as their charity for the year. Sharon Bailey from M&S said: “Each store chooses a charity to support, it’s our way of contributing something back to our customers. There was a vote among the store staff and we chose Birstall BAGS.” Volunteers have spent weekends packing customers’ shopping and col-

lecting donations. Sharon said: “It’s a local charity and the reaction from customers has been very positive. Later in the year we plan

Correction THE ARTICLE, Plans For Extra Primary Places, published in the July 2014 Birstall Post, contained a suggestion that developers Jelson had "wriggled their way out of" their obligations in respect of the Section 106 Agreement in relation to the provision of a combined primary school/recreation centre at Hallam Fields. The Birstall Post wishes to clarify that there has never been any requirement that Jelson construct these facilities at Hallam Fields and that therefore the article incorrectly gave the impression that Jelson had shirked their responsibilities. The delivery of the primary school/recreation centre is a County Council obligation. The County Council have resolved that it is no longer appropriate to provide a new primary school and instead to negotiate an appropriate contribution with Jelson towards the provision of primary school places at an existing primary school. Those negotiations on the level of contribution, and the form of the alternative recreation provision, are not yet complete. The Birstall Post apologises for not contacting Jelson for comment before the publication of the article, and for any possible damage caused by its publication.

Parish Council notes A FULL meeting of Birstall Parish Council was held on August 11. PC Dave Jaeckels reported that the incidents of petrol theft at the Shell garage, with motorists driving away without paying, was an ongoing problem and was inflating the village crime figures. Continued from page 1 Liz Darlison from Birstall BAGS said: “The Birstall BAGS committee are delighted M&S Thurmaston chose the BAGS as their charity for 2014. To date not only have the numerous events raised an amazing amount they have also provided an opportunity to bring the local community together to fundraise specifically for local services. We would like to extend our gratitude to all management and staff at the Thurmaston store for extending the M&S quality standards to fundraising for a local charity and also thank you to all the customers for giving so generously. We really hope M&S have opened the door to more businesses wanting to work with Birstall BAGS.”

Burglary dwellings were usually at unsecured properties. He reported that Police were looking for a man suspected of burglary who was knocking on doors asking to use the phone or if any scrap metal was for sale. He is white, about 20 years of age, 6ft tall with short blond/brown hair and riding a mountain bike. PC Jaeckels reported that two young men had been arrested for breaking into an outhouse in Hill Rise, and another had been made following a car crash on Sibson Road. Several members of the public made comments about dogs and dog byelaws on Birstall’s three parks. The current byelaws require dogs to be kept on a lead and for dog waste to be picked up. Comments included: all dog owners were being tarred with the same brush because of the actions of the minority of irresponsible owners, responsible dog owners would be happy to assist the council in any way to bring about prosecutions, a dog ban would result in protests, the council is biased against dog owners, antisocial behaviour on the parks is a serious problem and should be given equal priority.

Suggestions included: the council could consider allowing dogs off the lead between certain times, such as 6-9am and 7-9pm; CCTV be used to identify dog fouling, ASB and people dropping litter; signs be erected with clear instructions about how to report people breaking the byelaws. Some people welcomed the suggestion of a fenced off dog exercise area, for dogs off the lead. After the residents had left the meeting, councillors discussed the issue. Chairman Ann Marshall said the playing fields were not large enough to provide a dog exercise area. She reported there had been three recent incidents involving injury to people from dogs on the playing fields. She commented that the Council was not biased against dog owners, she was a dog owner and many other councillors were, and there had never been any suggestion that the council were considering a dog ban. Cllr Julian Howe commented that the bylaws could not be enforced by volunteers but need a trained enforcement officer who can also tackle litter. It was agreed not to proceed with any proposal for dog exercise areas because of the lack of space, to set up a working party to consider possible ways forward and to meet informally with concerned residents to listen to their views.

CWC is run by local couple Byron & Mandy Manning. They said: “It’s thanks to our customers that we have received such a glowing report - it just goes to show that we always put quality first.”

Borough Cllr David Gaskell reported that a planning application for a 72 bed care home at Hallam Fields had been submitted. County Councillor Iain Bentley said he wished to be made aware of any parking problems on Whiles Lane and that the County Council are prepared to remove the bus shelter on Front Street outside the bookmakers and allow Birstall Parish Council to resite it. Three new grit bins will be provided by Birstall Parish Council at a cost of £600. They will be located on Fielding Road, the corner of Moorgate Ave/Kingsgate Ave and the corner of Briargate Drive and Queensgate Drive. The Council received six applications for bins from residents – some were rejected as they did not meet the criteria. The County Council will install the bins and keep them supplied with grit. It was agreed to budget annually for the provision of two new bins, so funds were available if the need arose. It was reported that the Meadow Lane noticeboard had been resited outside Birstall library and a new litter bin provided.

Art needed ARTISTS ARE being invited by LOROS to donate paintings, prints, photographs or sculptures for an exhibition at the hospice in October. The artwork will be exhibited on October 10 and 11 as part of National Hospice Care Week. A LOROS spokesman said: “We would like to ask if local artists or members of art societies would like to donate any paintings, works of art, prints, photographs or sculptures either on a part or total donation basis. Any donations will be used to help LOROS continue to provide care and services to patients and their families free of charge. “The exhibition will also feature artwork completed by LOROS patients who attend our Day Therapy Unit. “It is hoped that the event will be mutually beneficial as it will help LOROS to raise awareness of the important work that hospices do, and will give local artists an opportunity to raise their profile and share their work through supporting a local charity.” Contact 0116 2318431 or fundraising@loros.co.uk

Green flag WATERMEAD COUNTRY Park has retained its Green Flag status, along with Beacon Hill and Market Bosworth country parks. The awards, announced by environmental charity Keep Britain Tidy, recognise and reward the best parks and green spaces across the county. This year a record 1,476 parks across the country will fly the green flag. Blake Pain, the County Council’s Cabinet member for country parks, said: “The green flag is a sign to the public that the spaces are maintained to the highest possible standards and that they have excellent facilities, so it’s great news that all three of our country parks have been recognised in this way.”

Exam results A-LEVEL results announced in August saw Leicestershire improving on last year’s figures with the number of students at county schools gaining A*C grades rising from 75 per cent to 76 per cent. At Longslade 67 per cent achieved A*-C grades and the pass rate was 97 per cent. The pass rate for the county was 99 per cent and nationally it was 98 per cent, down from 98.1 per cent in 2013. Longslade’s Acting Principal Mr Jason Smith said: “We’re incredibly proud of the hard work and talent of our students, they’ve achieved some excellent results.” At Beauchamp College in Oadby 87.4% achieved A*-C grades. Beauchamp College leads the Lionheart Multi Academy Trust to which all schools in Birstall now belong except Longslade – it is expected to join shortly. At GCSE, Longslade students achieved a pass rate of 58 per cent for five A*-C grades including English & maths. In 2013 the figure was 60 per cent. 63 per cent of students obtained five or more A*-C grades in any subject. In 2013 the figure was 77 per cent. At Beauchamp College, the pass rate for five A*-C grades including English & Maths was 78 per cent, and in any subject it was 85 per cent.

Future of park and ride uncertain

THE FUTURE of Leicester’s park and ride network, which includes the site in Birstall, is under discussion after the costs of subsidising the service rose. The Birstall, Enderby and Meynell’s Gorse network is jointly run by the City and County Councils and last year they subsidised the service with £664,000 – up from £526,000 the year before. The scheme cost £l.737 million to run last year and generated £1.073 million in income. In 2011 there were 700,000 passenger journeys rising to 830,000 last year but the rise in usage has not been sufficient to eliminate the subsidy, say the City Council. The City and County Councils have jointly drawn up a number of options for the service: • mothballing one of the sites • improved marketing and promotion • increasing ticket prices and charging for concessionary travel Peter Osborne, County Council cabinet member for transport, said: “We are working with our colleagues at Leicester

A FORMER Longslade student has returned from a two month trip to Africa where she was helping promote gender equality. Christine O’Byrne (34) was assisting the Lesotho Federation of Women Lawyers (FIDA) with developing a strategic plan to promote greater understanding of the law and campaign for legislative change. Christine said: “Gender inequality is built into the constitution and it’s important that FIDA continues to educate people on the law and campaign for further reforms until women enjoy the same rights as men. “I was really lucky to be chosen to take part in the programme. It was a fantastic opportunity to experience a different culture and challenge myself by trying new things. I am glad that I have been able to use my expertise to help women and children

Pink balloon swim MEMBERS OF a triathlon club swam a circuit of King Lear’s lake trailing pink balloons to remember a clubmate. Mandy Woolly (55) a popular member of the club, died from cancer in July, and the Leicester Tri Club decided to swim with pink balloons as a tribute to her. Mandy’s friend, Chris Mawer, said: “Mandy swam at King Lear’s lake since we first obtained permission and began swimming there almost 10 years ago. “She would often bring her camping stove and cook breakfasts in the colder weather. “After diagnosis and her mastectomy she truly lived up to her ‘no surrender’ attitude and swam solo from Alcatraz to San Francisco and with her husband did the New York Little Red lighthouse swim in the Hudson River in 2012”. Birstall’s Fleur Grewcock said: “Mandy was full of life and bubbly, a keen environmentalist and very well known and liked within the group.”

Bakers needed for Birstall bake off ARE YOU famed for your tarte tatin? Do you know the trick to making a mean flan? Or do you just enjoy a bit of a bake? If the answer to any of these questions is 'yes', then please enter this year's Great Birstall Bake Off. The brainchild of Rebecca Kay and based around the concept of the hit BBC TV series, last year the event raised over £600 for Macmillan Cancer Support and served up some seriously sumptuous delights in the process. Rebecca said: “I was thrilled with the response to the Bake off last year, it was great fun. As with all competitions and especially those with a charitable emphasis, the more entries received means more money raised. So whether you're a complete novice or consider yourself to be the next Mary Berry - get baking!” There is a category to suit all tastes and palates, young or old; Cupcakes, Cake, Bread, Sweet Bake, Savoury Bake, Biscuit, Best Decorated and Best Junior Entry will all feature. But if sweets aren't your thing, the organisers are trying to encourage more entries into the 'Savoury Bake' category. Pizzas, pasties, quiches, sausage rolls and bread are all potential entries into this category, although the list does not end there by any means and more exotic ideas are encouraged. Mr Allen from Allen's Family Bakers has offered to provide yeast to those who might like to bake some bread. The Bake Off will be judged on Satur-

day September 27 by a judging panel including some of last year’s winners; Mr and Mrs Allen from Allen’s family Bakers, Maxilyn Geary from the Birstall WI and Rob Mackay (Chef at the White Horse, Birstall). They will follow WI guidelines for appearance, texture and flavour. All entries will then be sold off the following day at the Macmillan World’s Biggest Coffee Morning, which raises funds to support people with cancer. The coffee morning will start at 11am on Sunday September 28 at the White Horse, Birstall. Charlotte Foy of the White Horse added “What better way to support a cause, please drop in and enjoy a piece of cake – or two!” The winners will be announced at the coffee morning and each will receive a prize and a rosette. Applications can be obtained from Allen’s Family Bakers, the White Horse and in various places where you see the poster, as well as from the White Horse website. Rugby club’s energetic summer schedule A TITANIC truck pull and an epic ride to the top of a French Alp kept Birstall Rugby Club’s players busy this summer. An August 9 they supported Hope Against Cancer by pulling a 10 tonne truck 9 miles from the Hope and Anchor in Syston to Sileby via Syston, Rearsby and Thrussington, helping to raise over £8000. The previous weekend a 17 strong contingent set off to conquer the daunting challenge of the French Alps, completing the Alpe D’Huez stage of the Tour de France, at 3330 metres nearly double the altitude of Ben Nevis. Earlier in the summer a number of

players, led by club coach Chris Byrne, successfully climbed the equivalent height of Mount Everest in 24 hours, to raise well over £2000 for Beating Bowel Cancer. The club is organising a busy social calendar for the forthcoming season, and anyone who is interested in joining the club either as a player or a social member can contact the club via the website on www.birstallrfc.co.uk

Bus shelter Well done! Borough Cllr Simon Sansome, for securing bus shelters for Loughborough Road, Hallam Fields. The costings being secured from the Jelson section 106 money. Why then, cannot County Cllr Iain Bentley, whom I understand has responsibility, be able to access money from the same source to move the bus shelter from the Triangle to the 22A bus stop terminus on Wanlip Lane? I have asked Sue Coulson, Clerk to Birstall Parish Council, to include it as an agenda item at the Estates and Recreation meeting on August 18 for discussion as to whether a suitable site can be identified for its relocation, should this be the decision of the Parish Councillors. It has been suggested that a good location would be on Wanlip Lane near the school and I would support this. The cost of relocation would be at the expense of Birstall Parish unless funding can be secured from elsewhere. I have offered my services free of charge to re-locate the bus shelter as I have a licensed operative who can re site it. Therefore the costs of the relocation, should this be the decision of the Birstall Parish members, would be minimal. The shelter would only require a prepared base for it to be fixed to. Meadow Lane Like the ‘annoyed rate payer’ in the August Birstall Post I too take great exception to the fact that the new track on Meadow Lane Playing Field is now totally barred to pedestrians. It was bad enough that there was no gate or gap in the fence at the Meadow Lane end; what makes the situation far worse is the blunt sign at the north end of this new track ‘No pedestrian access’. The last place that I saw this sign was on the old Belgrave flyover! The parish clerk in the Birstall Post states ‘nothing has been taken away from the users of the Meadow Lane Playing Fields’. I beg to differ. A new amenity in the surfaced track has been installed and can only be used by a tiny minority. Many elderly walkers prefer a hard surface to a rough field. I ask the Council to reconsider pedestrian access to this part of the Mead-

New school I agree completely with the views expressed in the letter from Julian Howe (The Birstall Post, August) especially his references to the decision to not build a primary school on the Hallam Fields development. Surely the Section 106 agreement between the County Council and Jelson Homes to provide a primary school (with Jelson Homes providing £2.05million) was not some informal, verbal agreement which could easily be changed but an official, legally drawn-up contract signed by both parties and probably enforceable in law. It seems probable that many of the parents who have children of primary school age and couples hoping to be parents were encouraged to buy houses on the development because they understood a school was to be provided. Also it seems possible, even likely, that the promise of there being a school was one of the selling points to induce people to buy their houses. These people and indeed many children have been cruelly let down and betrayed. To add insult to injury, so to speak, even more houses may be built on the site that was allocated for the school. the school should not have houses built on it but used in some way as a public facility. As the situation stands at the time of writing (August 6) to state it rather bluntly – it stinks. Councillors and MPs often bemoan the fact that there is a low turnout of electors at local and general elections, well the situation at Hallam Fields gives a good example of why this is: our present county councillors can’t be trusted. It is hoped that Birstall Parish Council and our local MP will publicly support the petition signed by 192 people on the Hallam Fields estate but there is no sign of that in the public arena so far. All we have had is the reported statement from Ivan Ould, County Council cabinet member for children and families, which is patronising and inadequate, stating he is disappointed that the Council has not been able to secure sufficient money to warrant (surely he means to build) a new primary school and he goes on to say that what is being offered is a fair settlement allowing the council to create extra places within the Birstall area and alleviate community concerns. How dare he state that the County Council’s new proposals will alleviate community concerns. I think Ivan Ould should examine his own conscience and think hard about what he has said. I think it would be a good idea for Birstall Parish Council to support Julian Howe’s request that our councillors at Borough and County level plus the Council staff involved hold a public meeting in Birstall re the unhappy, sad situation at Hallam Fields. Cyclists People seem to be complaining a lot about uncontrollable dogs down Watermead Country Park, Birstall side, but does anyone stop to complain about pedal cyclists, they go so fast, they would rather run into you than slow down, everyone we talk to says they are fed up too. On Monday August 4 we were walking our Jack Russell, Sparkle. She stopped to say ‘Hello’ to another lovely Jack Russell. Two rough looking blokes came past us on their bikes so fast. I on my mobility scooter heard a dog yelp, thinking it was Sparkle, but it was the other Jack Russell, they did not stop but turned and gave me a filthy look, if looks could kill! I’ve no disrespect for cyclists, most are lovely, ring their bells or say ‘We will be passing on the right’, fair enough. Surely something can be done regarding the speed and arrogance they give. I do try and get Sparkle on the scooter when I hear and see them. Please, please can something be done about these pedal cyclists before an accident waiting to happen ie senior citizens or children. I’m sure they think it is a race track. Also, regarding the dog poo, between Birstall and Thurmaston along the tarmac path. It is disgusting, does no-one clear up, we always do! We haven’t seen Julie, Watermead Swans lately, we love to see her and how she does love all the swans. They love her too. Record Dancer secures cruise liner job meetings MEETINGS OF Birstall Parish Council can now be recorded by any member of the public following the introduction of a new law. The change to the law, allowing the press and public to film, tweet and blog from council meetings in England, was introduced in August. Local Government Secretary Eric Pickles last month signed a Parliamentary order allowing press and public to film and digitally report from all public meetings of local government bodies. The Openness of Local Government Regulations 2014 gives rights to members of the press and public to: • use modern technology and communication methods such as filming, audio-recording, blogging and tweeting to report the proceedings of the meetings of their councils and other local government bodies • see information relating to significant decisions made outside meetings by officers acting under a general or specific delegated power The public can now make recordings at meetings of Birstall Parish Council, Charnwood Borough Council and Leicestershire County Council. Government advice is to give the Council notice of your intention to record a meeting, although this is not legally required.

25 years in Birstall A MAJOR milestone in the history of a local bowls club was marked with a special match. St Margaret's Co-operative Bowls Club have now been at their Birstall Road ground for 25 years and this special anniversary was celebrated with a match last month against a team from Bowls Leicestershire led by their President Deepak Tanna, followed by a meal in the clubhouse. The County President addressed the meeting, speaking of the huge achievement of the club members. The founding members originally played for the Corah club on their Thurcaston Road ground. Corah was a Leicester hosiery company, in its hey-day one of the largest in the country. In 1990 Corah decided to sell their land which had already been reduced by the development of Red Hill Circle and the inner ring road. The members rallied together and moved the whole of the bowling green complex to a new site on the Co-operative Sports Ground in Birstall. The Club was named St. Margaret’s Co-operative Bowls Club - St Margaret's being the original name of the Corah club. Only two of the original members are

still with the club. One of them, Johnny Wesson, told the story. "Imagine it. Four inches of turf, 38 yards square, all removed by hand and brought over here. All the paving surrounds together with the old pavilion. We were novices doing a professionals' job. It was a colossal effort. The green was laid by eye and is now reckoned to be one of the finest in the county. My life has been dedicated to bowls since 1977 and this is one of the proudest achievements." Johnny added: “Since then, the members have continued to work hard and instead of operating out of a portacabin we have a fabulous club house and function area with full kitchen and bar facilities. I am still amazed at what we have achieved.” The club welcomes new bowlers of all standards. The club house can be hired for events and will comfortably accommodate up to 80 people. Up to 20 children took part each day over five days in a multi-sports event at Birstall Watermead Tennis Club organised by coach Laura Morley. Youngsters aged between four and 14 had great fun taking part in tennis, uni hockey, Kwik cricket, football, handball and space hopper relay races. Meanwhile, more than 80 juniors will be attending tennis coaching sessions again during term time, on Monday, Wednesday and Thursday evenings. Some sessions will be held on Saturday afternoons. There will be tots tennis for those aged three and four, mini tennis ‘red’ for children aged five-eight, mini tennis ‘orange’ –

eight to nine, mini tennis ‘green’ – nine to 10 years, and tennis for youngsters aged 11 and over. Cardio tennis is keeping club members fit and creating a real buzz. Birstall bowls club BOWLERS FROM Birstall Ladies Bowling Club reached the last eight in the country in two competitions at the National Championships, which took place in Leamington Spa last month. Pa Walker got to the quarter final of the two wood singles by beating Babs Salter (Wiltshire) 17-9, Stella Utteridge (Suffolk) 14-12, and Huntingdonshire’s Hannah Overton 16-15 (after an extra end), before losing 9-14 to last year’s World Indoor Matchplay Singles champion, Norfolk’s Rebecca Field, who went on to win the competition. She also reached the quarter final of the

It is held in the old Parish Council office, 10 Sibson Road, on the last Saturday of every month between 10am and 12noon. Birstall’s County Councillor Iain Bentley said: “They are held to enable any member of the public to call in to report, or discuss, problems on any local matter. Although we are all Conservatives this should not be seen as a barrier. We do not conduct these surgeries to talk about local or national politics or to try to pursue people to vote, we are here to help! It is what we are elected to do. “Over the last 2½ years we have had over 100 complaints and enquiries to deal with and we all welcome new visitors to share with us their concerns. If we don’t know about them we can’t help! So we invite anyone with a problem to come and see us on Saturday September 27 or the last Saturday of any month. “Common problems can be simple things. For example: hedges and shrubbery growing out of control. One such problem, brought to our attention, was the hedge on the corner of Sibson Road and Beechfield Avenue opposite Birstall Garden Centre. This was taken care of in less than 4 weeks after it was reported to us at the June 28 Surgery. I would like to thank Daniel Robinson of ‘Your Move’ estate agents for his help and assistance in getting this resolved so speedily. The pavement is now clear and enables those using mobility scooters and those pushing prams, especially the double and triple prams, to pass without having to leave the pavement. “Then there was the ‘out of control’ shrubbery reported to us by a local resident after a truck jumped the lights and narrowly missed him at the exit on to the A6 from the Shell garage on Loughborough Road. With the kind permission of the management of the Shell garage and with just a few minutes with the trusty hedge cutter the shrubbery was reduced to a level which allows car drivers can see if anything is ‘jumping the lights’. A quick simple solution can often be the difference between life and serious injury or death. I am pleased to report that we have once again seen a reduction in the number of crimes reported this month, with 34 recorded in July compared to 40 in June. A significant reduction in ‘theft from store’ offences is one of the main reasons for this and I am hoping that the hard work I spoke about in last months report in relation to this is now starting to pay dividends, with shoplifters choosing to stay out of the village. Drive-off’s from the Petrol Station continue to be an issue with a further six reported in July, however as I have mentioned previously, this is not a problem that is exclusive to Birstall. We continue to work closely with the petrol stations to ensure that their CCTV systems are as good as they can be and that the staff are sufficiently trained in order to reduce these types of offences however despite these measures it continues to be a problem. Burglary dwelling offences have remained fairly constant with another four being reported during July, however ‘other than dwelling’ offences (shed and garage breaks etc) have reduced considerately, which is obviously good news. Please ensure that your shed or garage is locked and secured at all times with a good quality lock in order to provide both a visual and physi-

Both golfers were members of Birstall as amateurs and put their course knowledge to good use, with Cort – who had led by two shots overnight – snatching a birdie on the par five 18th to clinch the title. Birstall BAG’s cancer corner Cancer Causing Substances This week our daily tabloids carried a story about the potential cancer causing dangers of the latest child (and adult!) craze, loom bands. Apparently event the Duke and Duchess of Cambridge have been wearing them. Here is an excerpt from one of the articles: “Hundreds of thousands of imported loom band products could contain cancer-causing chemicals, researchers have warned. There are fears ruthless retailers could be flouting regulations after the British Assay Office, which tests for purity of products, found some loom band products contain 500 TIMES the legal level of toxins”. Birstall BAG’s would like to shed some light on substances that have the potential to help cause cancer, they are called carcinogens. Being aware of their existence promotes cancer prevention

and awareness. Phthalates are used in the manufacturing of plastics but they are also a known carcinogen and the use of them is strictly controlled - particularly in toys that could go in the mouth. The tabloid articles explain tests show the levels of phthalates were 500 times the legal limit in some of the imported loom band accessories. The genuine branded loom band products contain a safe limit; it seems the problem arises with fake products. There are many carcinogens that are better known for example asbestos, plutonium and of course tobacco smoke.
