A planning inspector ruled in favour of developers William Davis after hearing an appeal in December. Charnwood Borough Council had refused planning permission in June 2013, saying the development would reduce the area of separation between Rothley and Mountsorrel. Planning Inspector Harold Stephens’ report stated the development: “…would have a somewhat harmful effect on the…area of local separation. However this harm would be limited and would not be sufficient to…cause the coalescence of Mountsorrel and Rothley”. The Inspector noted that there was an insufficient amount of housing land and his report states: “the significant shortfall in the Borough’s housing land supply is an important factor which counts strongly in favour of the appeal…

Library continued from page 1 changes to Mountsorrel library” said a Parish Council spokesman. “Despite the library in Mountsorrel being the 16th most visited library the County Council has not included it in its list of 16 ‘most used’ libraries, which will continue to be run and staffed by the Council. The Parish Council wants to know why our library was not included in this list of libraries? “For example, Glenfield library has less visitors despite being open for 35 hours per week as opposed to 20 hours per week for Mountsorrel. The Parish Council is asking its County Councillor Peter Osborne and Borough Councillors Leigh Harper Davies and John Capleton to support keeping Mountsorrel Library open”. The County Council says that the future of 36 local

libraries, including Rothley and Mountsorrel , is at risk if community groups cannot be found to run them. Richard Blunt, cabinet member for libraries, said: “I’m encouraging people to have their say and to consider coming forward to run some of our libraries. This has proven a success in other areas such as Warwickshire. “If people are interested, we will give them massive support as I believe these libraries could become real community hubs.” If you are concerned about the possible library closure or want to become a volunteer, there is a public consultation meeting in the library on Thursday June 26 at 7pm (doors open 6.30pm). A petition about the library closure will soon be circulating around the village. Homes continued from page 1 Mountsorrel. “The proposed relief road and traffic calming would be beneficial and the overall environmental benefits would be significant with enhanced biodiversity and new pedestrian and cycle links.” The proposals attracted widespread local opposition with hundreds of objections submitted to Charnwood Borough Council. Percy Hartshorn, the Chairman of Rothley Parish Council, said: “This makes the granting of planning permission for 730 extra houses in Rothley since 2006. This cumulatively has changed the village into an urban sprawl. It takes away the settlement separation between Rothley and Mountsorrel. We are powerless to stop development.” Rothley Borough Councillor Diane Wise said: “This decision will be extremely disappointing to many people, with the extra traffic and pressure on local resources. And it seems Inspectors don’t seem to care about areas of separation [between communities] any more. “I don’t blame our planning officers or our councillors – don’t you think if we could stop developments because we didn’t like them we would have done? We are being overrun by government policy and government planning inspectors, we are trying to object but it’s like rolling a snowball uphill.”

Mountsorrel Revival promises summer fun for the village PREPARATIONS FOR the Mountsorrel Revival event in August are well underway. “The great thing is the backing and support from almost everyone I’ve spoken to – it’s been fantastic. I’m looking forward to it so much!” said organiser Ian Shonk. The event, on Sunday August 10 from 10am to 4pm, promises to be a traditional fete with a modern twist. The Memorial Hall is already completely booked

A FULL meeting of Mountsorrel Parish Council was held on February 10. It was reported that a meeting had been held with Fusion Lifestyle and Charnwood Borough Council re the joining of the proposed new Memorial Hall with the Leisure Centre. The Youth Development group would not be providing a programme of summer activities in 2014 but were looking to participate in the Mountsorrel Revival event in August. It was agreed that the Parish Council donate £500 to the Mountsorrel Revival event. At its Planning and Highways Committee meeting on March 3, the Council agreed to object to plans for 150 dwellings off West Cross Lane. It was agreed to object to any proposals from the County Council for speed humps on Leicester Road. The Council has agreed to obtain quotes to extend the Christmas lights in 2014 to two additional trees on The Green, and to all the buildings with brackets who have previously been supplied with trees by the Parish Council in The Market Place and on Leicester Road/The Green, and also for erecting lights on the library. A full meeting of Mountsorrel Parish Council was held on March 10. It was agreed that a contribution of £300,000 be made available towards the new Memorial Hall as and when it was required and once the plans had been seen by the Parish Council and agreed to and building work had started. Comment was made that the Mountsorrel United Charities were not doing enough to encourage people in the village to apply. It was agreed to provide a grant of £4000 to the Sorrel Youth Café.

A full meeting of Mountsorrel Parish Council was held on April 14. It was reported that all the money for the new Memorial Hall was now in place and the plans needed to be finalised and costed. It was reported that attendance at the Annual Parish meeting on March 20 had been low. Chairman Brian Allard and Cllr Stan Coats have attended a meeting at County Hall about the County Council’s plans to encourage community groups to take over the running of smaller libraries. It was agreed to obtain the detailed costs of running Mountsorrel library and to arrange a further meeting with representatives from the library service. The September issue of the

MOUNTSORREL POST will be published on Sept 12. The copy deadline is Aug 29 .

Village litter pick YOUNG PEOPLE from Mountsorrel’s Youth Café joined up with local Rotarians for a litter pick around the village. The 16 volunteers collected around 20 bags off litter together in an event organised by the Rotary Club of the Soar Valley and the Sorrel Youth Café.

Donations sought for heritage centre THE CONSTRUCTION of a heritage centre, museum and tea room on Swithland Lane by the Mountsorrel Railway Project (MRP) could start this summer. The MRP have been busy fundraising – they need to raise £56,000 to release a grant of £540,000 from Lafarge Tarmac’s Landfill Communities Fund.

The whole project, as a condition of the major grant, must be completed by July next year but we have two old granite buildings to dismantle and reconstruct stone by stone as part of the heritage centre. This will be a tough ask but is very much doable if we can start early enough. “To help raise this figure a ‘Brick Appeal’ has been launched where you can sponsor the bricks that will be used to combine, into one unified building, the different structures that form the core of the Heritage Centre. The names of sponsors will appear on a large commemorative plaque that will feature in the tearoom at the Centre. The price of sponsoring an individual brick has been set at £50. We will, of course, be grateful for donations of any size!” The latest large contributions have been £5000 from the Rothley based Harry

Hames Cottage charity, which is administered by Rothley Parish Council, and £2000 from Rothley History Society. The MRP will shortly be submitting a planning application for the project. As part of a consultation process there were two open days at the site which were attended by over 350 people. Council home improvements A FIVE year contract, worth £5million per year, has been signed to give council tenants new kitchens, bathrooms and heating systems. Wates Living Space will be delivering the improvement programme for Charnwood Borough Council starting in April 2014. Every year, over the next five years, Wates Living Space will install over 500 new kitchens, and 400 new bathrooms. In addition, over 70 heating systems will be upgraded in 2014 and insulation products will be installed. Councillor Jane Hunt, the Council’s Cabinet Member for Housing and Regulatory Services, said: “Wates won the contract after a tough, elevenmonth long selection process and after careful consideration from our tenant representatives. Improvements at surgery A £50,000 refurbishment of a Mountsorrel GP’s surgery has been welcomed by both staff and patients. enable a second GP to be appointed and the post is currently being advertised. Stan Coats is a patient at the practice and a member of the Patient Participation Group. He said: “The car park and access is now much better and with the new consulting room we can now get a second doctor. “Dr Hirani is a very friendly and understanding doctor and

treats everyone as a person and not just another patient.” • In April, the Care Quality Commission inspected the surgery and ruled that it met the necessary standards for cleanliness and infection control.

Footpath Can you remember the ‘walk through’ under the archway at the Old Bull & Mouth Public House in Leicester Road (now the Slate restaurant) which led down to the Playing Fields? This had been in use for many years – I can remember 50 years plus and recall the cricket players walking down this path on a Saturday and Sunday and, following the match, back to the pub for a shandy. In the winter, the football players used it to carry their nets and posts from the chapel, which was utilised as a changing room.

It was also greatly used by residents of Mountsorrel and other surrounding villages when the fair came here many years ago, together with both past and present walkers and ramblers. We, as children, used the path to the playing fields, then walked across the fields to Sileby to swim in the back water or fish in the mill pond (in the days before Health and Safety!) Unfortunately, this ‘walk through’ had never been officially designated as a Public Footpath and has recently been ‘blocked off’ as a result of the development of 5 houses. In order for Leicestershire County Council to give this consideration for re-opening, they require evidence of usage for a minimum of 20 years and must be from ‘highway to highway’ i.e. not just a ‘short cut’ to the Playing Fields. Cuts We all know the cuts are coming, but in Leicestershire it would appear that the scale of the cuts are hidden in plain sight. Few people are aware about the devastation these cuts will bring to many services. These are services we currently take for granted. In your last edition I noticed you mentioned the risk to our local libraries and I am writing to raise awareness about more consultations about cuts to services which are there to protect the most vulnerable in our community. The scale of the proposed cuts is unprecedented: the budget for supporting independence for older people is set to be cut by 76% and the budget for Homelessness support is set to be cut by 78%. This reduction in preventative services will cause hardship for many in our community and will cost more in the long run as it leaves other, more expensive, services to pick up the pieces. Crime rate falls RESIDENTIAL BURGLARIES have fallen 14% in Charnwood over the last year. In a statement reviewing policing Inspector Paul Harrison, LPU Commander for the Charnwood Local Policing Unit said: “The past 12 months have been challenging for us, due to the changes in the policing model for the Response and Safer Neighbourhood teams. “As with any change we have had to adapt and revise the way in which we work in order to ensure that our resources are used more efficiently than in the past. This is to prepare us for the challenges that we will have to face from further cuts of £20million by 2016. “Evidence based policing, using new and innovative approaches to intelligence and tasking, has helped to make us more efficient.” Overall crime fell for the second year running, totalling 11% in two years. Theft from vehicles fell by 4%. Burglary and vehicle crime account for a third of all reported crime in Charnwood. There has been a slight increase in reported incidents of antisocial behaviour (ASB) this year. Over the last five years there has been a reduction in reported ASB of 49%, from 3,177 incidents in 2008/9 to 1621 this year. Inspector Harrison said: “I am very pleased to announce that our PCSO team are some of the most visible in the Force and spend 70% of their time working in the heart of the community. This enables warranted officers to spend more time using their powers to investigate crime, arrest and bring offenders to justice. Officers on my Safer Neighbourhood Teams are still able to spend 50% of their time out of the station patrolling the beat. This year I would like to retain this excellent record and improve visibility in my officers to 55% and retain 70% visibility for my PCSOs.”

Charity run THE FIFTH Watermead Challenge charity run takes place on Tuesday July 8 at 7pm at Watermead Country Park. Inspector says plan for more houses A PLAN to build 17,380 new homes in Charnwood has been rejected by a government Planning Inspector because he thinks that figure may be too low. Charnwood Borough Council has been preparing its Local Plan for several years – it sets out how much development is needed in the borough between 2006-2028. At a two day hearing in March, Planning Inspector Kevin Ward ruled that: “…the Core Strategy has not been positively prepared, it is not justified or effective and it is not consistent with national policy in respect of overall housing provision. It is therefore not sound…” The Inspector did rule that Charnwood had met its duty to co-operate with neighbouring authorities while preparing its Core Strategy. The evidence that Charnwood’s planners used to produce the number of 17,380 new homes was questioned by Inspector Kevin Ward. He suggested that evidence may be out of date and indicated that a 2011 report projected 19,470 homes were needed. Figures produced at the hearing by developers Gladman and Jelson suggested that a housing figure of between 22,000 and 22,770 up to 2031 would be necessary. Cllr Peter Osborne is Rothley’s County Councillor and also a Borough Councillor where he chairs the Plans Committee. He said: “From the Inspector’s report it seems Charnwood will have to find more sites or increase the housing numbers in identified areas. What people want to know [is] where is the extra housing going to be and can they by

involved. “Melton Borough Council has shown the way forward having withdrawn their initial plan. They have involved the whole community in future decisions and it will be a real community strategy when presented. “What concerns me is a potential free for all, pepperpotting of applications, with little local control. It seems that this is what the government wants – centralisation. It is the direct consequence of what our MPs voted for. And yes, as a resident, I feel let down.” The Inspector has suggested that the examination of the Core Strategy be suspended for nine months to allow Charnwood to work with all the districts in the county and Leicester City to prepare a Strategic Housing Market Assessment – more up to date evidence of future housing need across Leicestershire. Rothley’s Borough Councillor Diane Wise said: “Yes, the housing figures will go up – we are all living longer, the number of single households is increasing and there is immigration. I can understand people will be disappointed but I don’t blame our planning officers central government are giving them a remit and they are doing their best to

Parish gardens open to public

Wind turbine starts generating power

THE WANLIP wind turbine began turning in mid February but didn’t start generating electricity until February 26, says Severn Trent.

The popular open garden event will this year be held on June 28/29 with all proceeds going to LOROS. A spokesman said: “We hope to have a number of different gardens for you to visit across the two villages; some large, some small, some immaculate, some very much less so! But all for you to enjoy. “We are still looking for gardens to open. The wet weather at the start of this year meant that many gardens were slow to get going, but now that spring is really here they are bursting into life. If you would like to get involved by open-

A spokesman said: “Until now [Feb 26] the wind turbines blades have been moving slowly without generating power. That’s because installing wind turbines isn’t quite the same as plugging in lights at home. “Since the structure has been erected extensive testing has taken place. Engineers have also worked through the wettest winter on record.” The wind turbine at Wanlip was named Windy by class one of Rothley primary school and the class will be visiting the turbine this spring. The turbine is one of four located at the company’s sewage treatment works, with two in Derby and one in Newthorpe, near Nottingham. It is expected to generate 5000 megawatt hours of electricity for the water treatment works. Renewable energy specialist at Severn Trent, Jon Beeson, said: “The team constructing the turbines have pulled out all the stops to get them generating power as quickly as possible. With Windy’s blades turning and producing power for the first time we’re making history here

in Leicestershire – as the tallest structure in the county now generates clean, renewable energy. “We’re a responsible company and we already generate almost a quarter of our energy from renewable sources, including crop digestion, water and sewage gas power. The wind turbines now add to this and will hopefully see us generating a third of our energy from renewable sources by 2015. We’ve thought carefully about the resources that we have as a company. Before we installed any of the wind turbines, we carried out wind tests at 5,000 different sites – from that number, less than ten proved to be suitable to install large wind turbines. “As well as reducing our carbon footprint, by generating more renewable energy we help to protect our customers from future energy price rises. The renewable energy we produce today means that our power bill is reduced and this helps us to make sure that our customers continue to have the lowest combined household water and sewerage bills in England and Wales.” He added: “We hope that the local communities welcome the wind turbines as their neighbours. We understand that some people find them beautiful and some people don’t. We’ve done all we can to help residents understand the reasons why they’ve been constructed and the benefits they’ll bring.” “Severn Trent Water has donated more than £100,000 to benefit local community organisations and schools in the four areas that the turbines have been constructed. As part of this the Rothley Centre is having solar panels installed to help reduce its power bills, and improvements have been made to the village hall in Wanlip.

Oxfam Mountsorrel garden competition aid worker THE FRONT Garden Competition run in the village by Mountsorrel Parish Council is changing this year.

AN OXFAM aid worker from Mountsorrel is working in Jordan collecting testimonies from Syrian refugees. Rachel Cawood has been working with refugees in Jordan since the beginning of this year. The 28 year old who is an Advisor for Oxfam on the Syria Crisis has been meeting regularly with Syrian communities that Oxfam works with and carries out interviews with them to gather stories and experiences of living in the conflict. Rachel (28) used to be a radio journalist. She said: “I have met many refugees who fear they will never see their homes again. The situation is truly devastating, children ask their parents when they are going back to Syria, a question

Renewed efforts must be made to stop the bloodshed and bring an end to this conflict which has destroyed so many lives.” Abu Mustaffa, father-of-seven, from Hamra governorate, in Syria, now lives in a tented settlement in the Jordan Valley. He said: “No one can go back to our village, it’s too dangerous and life is too difficult, we want people across the world to help us to get back to our country. “At the moment I am not hopeful that there will be any peace, I feel hopeless,. We all hope things will get better, but nothing happens. I want to go back go normal life where everything is fine and people have stopped killing each other. “We hope to go back so that our children will return to their schools to learn, to farm their land and be productive in their own country.”

June school fete will be special ORGANISERS OF the last ever summer fete at Rothley school’s old site are hoping to make the event something special.

Salsa fun & fitness “TEN MINUTES on a treadmill can feel like an hour but a night of salsa dancing just seems to go far too fast” says Salsa teacher Jenny Harvey.

Rothley Primary School will be holding their summer fete on Saturday June 14. This year’s fete will be the last one at its current site in Mountsorrel Lane before the children move to their new school early in 2015. There has been a long history of fetes at the school raising thousands of pounds for activities and equipment for the children at the school. Vikki Cooper, PTFA Chair said: “On June 14 we will be opening the doors to the school for the last summer fete, we want as many ex-pupils, ex-teachers and members of the local community to come along and visit the school and tell us about their time here. We are aiming

to have a community feel at the fete and are offering free stalls to local clubs, charities and groups.” There will also be a special stall at the fete where people will be able to write or recount their memories of the school before the physical memory has gone. Jenny, from Venezuela, has been teaching her class at Mountsorrel Working Men’s Club since 2005 and has students from all walks of life. Loughborough hosts classic car show

Appeal launched for new visitor centre LOVE LOUGHBOROUGH have teamed up with local car club Charnwood Cruisers to being a Classic Car Show to the town centre on Father’s Day June 15. Loughborough town centre will be taken over with hot rods, custom cars, race cars, choppers, classic scooters and buses. The show is free – even the parking at Council owned car parks, excluding Browns Lane. The show will be open from 10am until 4pm and there will be live music and children’s fair rides. Local businesses will also be open including shops, cafes, restaurants and bars.

Lez Cope-Newman, BID Vice Chair, said: “We are really pleased to be holding this event in the town again. Last year’s was a huge success and we hope people will travel into Loughborough for this superb car show once again – it will be a great day out for Dad, and the whole family. Whilst here we hope people will take advantage of our great shopping and food and drink offer in the town.”

Extra help on the bus PEOPLE WHO travel by bus and need a little extra help can use a new card. Bus operator First have introduced the Safe Journey card. A spokesman said: “They let you tell the driver that you need some extra help to make your journey on the bus. It may be that you need more time to reach your seat or that you want the driver to speak up because you are hard of hearing. Whatever you need, you can use these cards to let the driver know in a private and discreet way – there are even blank spaces for you to fill in yourself for details of your destination or special instructions.” Disabled customers may also want to carry a Better Journey Card. The spokesman said: “This card has been designed following consultation with disability groups around the UK, and is intended to give disabled people a way of letting the driver know that the may need additional help. It includes messages such as ‘Please be patient I have a hidden disability’, ‘Please face me and speak clearly, I lip read’ and ‘Please help me find a seat. There are also some blank spaces for you to use if

you want to include a different message.” He added: “Keep the card in your wallet or travel pass and when you get on the bus show it to the driver. The driver should then offer you the necessary assistance. SIR DAVID ATTENBOROUGH visited Bradgate Park in May to help launch an appeal for £150,000 to extend Bradgate Park’s visitor centre. The Rotary Cub of Leicester and the Bradgate Park Trust are leading the appeal which will see the existing visitor centre in the middle of the park extended into an adjoining building. New displays will give information on the area’s geology and wildlife. The centre is expected to open in 2016, to mark the centenary of the Rotary Club of Leicester – Sir Davids father was a former president of the club. Sir David frequently visited Bradgate Park as a child. He said: “It was a vision of what the English countryside could be like which has stayed with me for ever.”

Council a winner CHARNWOOD BOROUGH Council has won the Campaign of the Year category at the 2014 Local Government Chronicle Awards, the biggest celebration of innovation and talent across British councils. The Council’s Don’t Muck Around enviro-crime campaign was a winner – over the last three years it has significantly reduced incidents of dog fouling, litter and fly-tipping in hotspot areas. Councillor Jane Hunt, the Council’s Cabinet member for Regulatory Services said: “I would like to take this opportunity to congratulate the teams who worked so hard on this campaign from street wardens patrolling and enviro-crime officers dealing with fly-tips, to our street cleaning teams and neighbourhood officers in the community. It is a truly tremendous achievement. The Don’t Muck Around campaign is a terrific way of helping the Council achieve its commitment to protecting our Borough for future generations.” LGC Awards judges said: “The Charnwood team demonstrated clear objectives, partnership working, listening to their residents, value for money, real results and savings for the council. The judges felt this was an excellent campaign that could easily be adopted by other councils with equally positive outcomes.” A ceremony was held in London on Wednesday March 12, featuring more than 80 organisations which had been shortlisted for their work to improve services.

New map of Charnwood forest GETTING OUT and exploring Charnwood Forest has become a whole lot easier with a new detailed map covering the whole area on a single sheet. The colourful 1:25,000 Ordnance Survey based map, designed by awardwinning Northamptonshire-based map publisher Global Mapping, shows additional footpaths, bridleways and permissive paths. It also shows public access land and includes information on places to visit. It costs £4.99 and is available to buy locally and online. Roy Denney, Chairman of the Ramblers, Leicestershire & Rutland Area, is responsible for the new map. He said: “As so often seems to be the case wherever you are, if you want to explore Charnwood Forest you find yourself walking off the edge of the OS map. Parts of the Forest are already well-loved by many Leicestershire people, but we hope that this locally centred map will
