A planning inspector ruled in favour of developers William Davis after hearing an appeal in December. Charnwood Borough Council had refused planning permission in June 2013, saying the development would reduce the area of separation between Rothley and Mountsorrel. Planning Inspector Harold Stephens’ report stated the development: “…would have a somewhat harmful effect on the…area of local separation. However this harm would be limited and would not be sufficient to…cause the coalescence of Mountsorrel and Rothley”. The Inspector noted that there was an insufficient amount of housing land and his report states: “the significant shortfall in the Borough’s housing land supply is an important factor which counts strongly in favour of the appeal…

Mountsorrel. “The proposed relief road and traffic calming would be beneficial and the overall environmental benefits would be significant with enhanced biodiversity and new pedestrian and cycle links.” The proposals attracted widespread local opposition with hundreds of objections submitted to Charnwood Borough Council. Percy Hartshorn, the Chairman of Rothley Parish Council, said: “This makes the granting of planning permission for 730 extra houses in Rothley since 2006. This cumulatively has changed the village into an urban sprawl. It takes away the settlement separation between Rothley and Mountsorrel. We are powerless to stop development.” Rothley Borough Councillor Diane Wise said: “This decision will be extremely disappointing to many people, with the extra traffic and pressure on local resources. And it seems Inspectors don’t seem to care about areas of separation [between communities] any more. “I don’t blame our planning officers or our councillors – don’t you think if we could stop developments because we didn’t like them we would have done? We are being overrun by government policy and government planning inspectors, we are trying to object but it’s like rolling a snowball uphill.” Library continued from page 1

The 16 most well used libraries, which includes Birstall, will remain open but 36 smaller libraries could close if community groups and volunteers do not come forward to run them. The 16 libraries that will remain open are facing reduced opening hours of up to 20 per cent. The county council is inviting the public to comment on its proposals between April 7-July 7. June school fete will be special ORGANISERS OF the last ever summer fete at Rothley school’s old site are hoping to make the event something special.
Rothley Primary School will be holding their summer fete on Saturday June 14. This year’s fete will be the last one at its current site in Mountsorrel Lane before the children move to their new school early in 2015. There has been a long history of fetes at the school raising thousands of pounds for activities and equipment for the children at the school. Vikki Cooper, PTFA Chair said: “On June 14 we will be opening the doors to the school for the last summer fete, we want as many ex-pupils, ex-teachers and members of the local community to come along and visit the school and tell us about their time here. We are aiming to have a community feel at the fete and are offering free stalls to local clubs, charities and groups.” There will also be a special stall at

Council homes A FIVE year contract, worth £5million per year, has been signed to give council tenants new kitchens, bathrooms and heating systems. Wates Living Space will be delivering the improvement programme for Charnwood Borough Council starting in April 2014. Every year, over the next five years, Wates Living Space will install over 500 new kitchens, and 400 new bathrooms. In addition, over 70 heating systems will be upgraded in 2014 and insulation products will be installed. Councillor Jane Hunt, the Council’s Cabinet Member for Housing and Regulatory Services, said: “We’re pleased to officially start the contract with Wates Living Space to make these improvements for our tenants. “Wates won the contract after a tough, eleven-month long selection process and after careful consideration from our tenant representatives. Inspector says plan for more houses A PLAN to build 17,380 new homes in Charnwood has been rejected by a government Planning Inspector because he thinks that figure may be too low. Charnwood Borough Council has been preparing its Local Plan for several years – it sets out how much development is needed in the borough between 2006-2028. At a two day hearing in March, Planning Inspector Kevin Ward ruled that: “…the Core Strategy has not been positively prepared, it is not justified or effective and it is not consistent with national policy in respect of overall housing provision. It is therefore not sound…” The Inspector did rule that Charnwood had met its duty to co-operate with neighbouring authorities while preparing its Core Strategy. The evidence that Charnwood’s planners used to produce the number of 17,380 new homes was questioned by Inspector Kevin Ward. He suggested that evidence may be out of date and indicated that a 2011 report projected 19,470 homes were needed. Figures produced at the hearing by developers Gladman and Jelson suggested that a housing figure of between 22,000 and 22,770 up to 2031 would be necessary. Cllr Peter Osborne is Rothley’s County Councillor and also a Borough Councillor where he chairs the Plans Committee. He said: “From the Inspector’s report it seems Charnwood will have to find more sites or increase the housing numbers in identified areas. What people want to know [is] where is the extra housing going to be and can they by

involved. “Melton Borough Council has shown the way forward having withdrawn their initial plan. They have involved the whole community in future decisions and it will be a real community strategy when presented. “What concerns me is a potential free for all, pepperpotting of applications, with little local control. It seems that this is what the government wants – centralisation. It is the direct consequence of what our MPs voted for. And yes, as a resident, I feel let down.” The Inspector has suggested that the examination of the Core Strategy be suspended for nine months to allow Charnwood to work with all the districts in the county and Leicester City to prepare a Strategic Housing Market Assessment – more up to date evidence of future housing need across Leicestershire. Rothley’s Borough Councillor Diane Wise said: “Yes, the housing figures will go up – we are all living longer, the number of single households is increasing and there is immigration. I can understand people will be disappointed but I don’t blame our planning officers central government are giving them a remit and they are doing their best to

fulfil it. It has also been extremely difficult to get any sort of agreement or consensus about where new homes should be built.” Borough Councillor David Gaskell (Birstall Watermead) said: “I am disappointed with the Inspector’s report but not totally surprised. We were firmly of the opinion our housing figures were right and we will be asking the Inspector for clarification. We want to do what is best for Charnwood – we will get there but it will be a hell of a lot of work in a very short time.”

Racist New map of Charnwood forest incident on bus THE POLICE are investigating an assault and racist incident on a bus in Mountsorrel and are appealing for witnesses to contact them. The incident took place at about 12noon on Friday March 14 on an Arriva bus, possibly number 126 or 127, which was travelling from Loughborough towards Mountsorrel. A man on the bus began making racist comments towards an Asian family and when another passenger intervened the suspect assaulted him. The victim received minor injuries and didn’t require hospital treatment. A 62-year old man has been arrested in connection with the incident and released on police bail pending further enquiries. PC 1948 Chris Hayton is investigating the incident. He said: “There were a number of people on the bus at the time that we would like to speak to, in particular the Asian family who were the subject of racial abuse. If you were travelling on this bus and recall the incident please get in touch. Parts of the Forest are already well-loved by many Leicestershire people, but we hope that this locally centred map will encourage them

“Evidence based policing, using new and innovative approaches to intelligence and tasking, has helped to make us more efficient.” Overall crime fell for the second year running, totalling 11% in two years. Theft from vehicles fell by 4%. Burglary and vehicle crime account for a third of all reported crime in Charnwood. There has been a slight increase in reported incidents of antisocial behaviour (ASB) this year. Over the last five years there has been a reduction in reported ASB of 49%, from 3,177 incidents in 2008/9 to 1621 this year. Inspector Harrison said: “I am very pleased to announce that our PCSO team are some of the most visible in the Force and spend 70% of their time working in the heart of the community. This enables warranted officers to spend more time using their powers to investigate crime, arrest and bring offenders to justice. Officers on my Safer Neighbourhood Teams are still able to spend 50% of their time out of the station patrolling the beat. “This year I would like to retain this excellent record and improve visibility in my officers to 55% and retain 70% visibility for my PCSOs.”

Parish Council notes A FULL meeting of Rothley Parish Council was held on March 17. The Council agreed to comment on the proposals for development in ‘North Birstall’ on the parish boundary. The Parish Council objects on the grounds that the 1500 new homes would put an unrealistic strain on the local infrastructure, would lead to coalescence of settlements, the loss of high grade agricultural land, would require significant highway modifications, increase traffic and harm the natural environment. It was reported a large amount of litter was being left in the library car park by people using the site as a meeting place in the evenings. Local police have been advised. A full meeting of Rothley Parish Council was held on April 14. It was agreed to set up a sub committee to look into how Rothley library might be kept open. The Parish Council is not empowered to take on the management of the library but could help set up a group of volunteers to keep it going. All the county’s smaller libraries are at risk of closure because of budget cuts at Leicestershire County Council.
Some play equipment on the Mountsorrel Lane playing field has been vandalised. It was agreed to put in a new swing, climbing frame, roundabout and safety surfacing. It was agreed to request double yellow lines for the section of Hallfields Lane from the path to the church to the junction with Town Green Street, then along Town Green Street as far as the play equipment. This measure will restrict parking outside the new school, which is expected to open in January 2015. It was agreed to object to a planning application for six dwellings in the meadow at the end of Town Green Street on the grounds that the development is encroaching into an historic park, the building design is not in keeping with the area and it would increase traffic problems. A FULL meeting of Thurcaston & Cropston Parish Council was held on February 20. PCSO Steve Quinn reported that there had been no crimes reported in the parish in January 2014. He said that posters were being distributed in Thur-
caston regarding inconsiderate parking in and around Richard Hill school. Cllr Jankowski reported that the speeding sign on Station Road was effective. Residents reported overflowing compost bins in the cemetery, an impassable footpath off Leicester Road and parking on grass verges on Leicester Road. It was agreed to initiate a Neighbourhood Development Plan. It was agreed to contact the landowner of Lanesborough Wood off Mill Road to request permission for parishioners to access the land to tidy up trees that were planted in the wood by them when owned by the Lanesborough Estate. The council agreed to look into the costs of new goal posts on the Jubilee Park after a request by two young residents. Budgens supermarket have indicated they are willing to extend their free shoppers’ bus service to Thurcaston and Cropston.
Teaching volunteers A CHARITY is appealing for volunteers to teach English in Leicester to non-English speakers from the Bangladeshi, Somali and Pakistani communities. National volunteering charity TimeBank will provide volunteers with training. Dave Conroy from TimeBank said: “No special skills or experience are required, just patience, commitment and enthusiasm.” He added: “Language skills are vital to build strong united communities and without them people can feel marginalised. Our Talking Together project aims to develop individuals’ life-skills and confidence, particularly for women who may find it difficult to do vital, everyday things like talk to their children’s schools or visit the doctor. “The training and experience will provide volunteers with real skills in teaching, English language learning and classroom management. Scooter shed leads way A PURPOSE built mobility scooter storage shed at Birstall’s Riverside Court is being used as a model for sheltered housing across the borough. Charnwood Borough Council have allocated £150,000 for the sheds, after seeing how Birstall’s Borough Councillors had identified the problem at Riverside and have organised a solution. Cllr David Gaskell said: “I identified the problem on one of my regular visits to Riversdale Court. I saw extension cables being used to charge batteries and mobility scooters parked in hallways. This was obviously dangerous, the residents were aware of this and wanted a scooter store.” Grant funding for the store was secured from Leicestershire County Council’s Area Forum and a local supplier provided the building, which is now in regular use.

Residents reject plans PLANS TO build 50 new homes in Thurcaston were rejected by the overwhelming majority of residents who attended a public meeting in April. The Thurcaston Park proposals would see 50 new homes built off Mill Lane, an area of public parkland and a community building. Residents raised their concerns about village expansion, flood risk, traffic impact and safety, village identity, the affordability of the homes and the prospect of future applications to develop the site further. Those present were asked to vote on the acceptability of the plans and all residents voted against with five abstentions. The Chairman of Thurcaston & Cropston Parish Council Richard Younie said: “I think the Parish Council would be minded to object to any planning application for this site because of the objections of local people.” TAG, Thurcaston Action Group, are campaigning against the proposals. Its members feel that the proposals are not consistent with the government’s National Planning Policy Framework or with Charnwood Borough Council’s own emerging Core Strategy. A spokesman said: “In light of the fact that both these documents provide Thurcaston with extremely strong arguments against such large scale, out of boundary projects, and that our own council’s target for future build in Thurcaston would be zero when the Core Strategy is adopted, TAG’s view is that any planning application will be speculative, aimed to take commercial advantage of a loophole in the planning calendar, before it is closed by the adoption of the Borough Council’s Core Strategy. TAG will therefore continue to strongly oppose the development.”

Golfing & social events raise charity cash THE CAPTAINS at Rothley Park Golf Club have presented a cheque for £8300 to a cancer charity. Rothley book My family ancestors emigrated to Canada in 1946. I’ve had no contact with any England relatives. At 51 years of age, I’m very interested in learning more about my heritage. My family roots, on my mother’s side trace back to Southside London. On my father’s side, back to the Rothley. I’ve since discovered that there’s a book that might help me better understand my heritage. I’ve looked on all online new and used bookstore sites without any success. Depressed After reading The Mar/Apr 2014 edition of "The Rothley Post" I feel so depressed at all the housing development applications in and around Rothley. Here in Rothley we have been transformed into what can only be described now as a small town…not a 'Rural village' as it once was affectionately known. On page 2 it illustrates how many additional housing planned in or near Rothley and Mountsorrel = TOTAL = 2259 and that is on top of what has and is being built! There is talk of enough room for 600 new homes on a green wedge that separates Rothley and Mountsorrel (watch this space). The front page shows planning for 40 dwellings at Thurcaston. On page 11 it shows 3000 new homes at Ashton Green near Birstall. On page 12 it shows 4500 new homes near Thurmaston Not only are we loosing our green fields which are primarily there to feed us but the increase in people and traffic is frightening. Driving down into Birstall and along Abbey Lane into town is a nightmare now so what will it be like in a year or two's time! I feel like a lot of other people do: "We are being herded together like cattle" No wonder the hospitals and doctors surgeries cannot cope and they are but only two to mention. A spokesman said: “They let you tell the driver that you need some extra help to make your journey on the bus. It may be that you need more time to reach your seat or that you want the driver to speak up because you are hard of hearing. Whatever you need, you can use these cards to let the driver know in a private and discreet way – there are even blank spaces for you to fill in yourself for details of your destination or special instructions.” Disabled customers may also want to carry a Better Journey Card. The spokesman said: “This card has been designed following consultation with disability groups around the UK, and is intended to give disabled people a way of letting the driver know that the may need additional help. It includes messages such as ‘Please be patient I have a hidden disability’, ‘Please face me and speak clearly, I lip read’ and ‘Please help me find a seat. There are also some blank spaces for you to use if you want to include a different message.” He added: “Keep the card in your wallet or travel pass and when you get on the bus show it to the driver. The driver should then offer you the necessary assistance. Carrying these cards is voluntary – you do not need to use one if you don’t want to, but you may find it a useful way

Jenny, from Venezuela, has been teaching her class at Mountsorrel Working Men’s Club since 2005 and has students from all walks of life. She said: “They all have different reasons for joining, but one thing they have in common is that they all experience a sense of wellbeing, uplifted spirits and feel more energised. The Council’s Don’t Muck Around enviro-crime campaign was a winner – over the last three years it has significantly reduced incidents of dog fouling, litter and fly-tipping in hotspot areas. Councillor Jane Hunt, the Council’s Cabinet member for Regulatory Services said: “I would like to take this opportunity to congratulate the teams who worked so hard on this campaign from street wardens patrolling and envirocrime officers dealing with fly-tips, to our street cleaning teams and neighbourhood officers in the community. Plan for parish
Charity bike ride
A TEAM of volunteers working with Thurcaston & Cropston Parish Council have begun preparing a Neighbourhood Development Plan (NDP).
TAKE PART in a charity cycle ride through the Charnwood countryside to help raise money for a local charity.
A formal request to designate the parish as a Neighbourhood Area has been submitted to Charnwood Borough Council. The aim of NDPs is to allow a community to shape its own future by deciding where building should take place, what areas should be protected and what local facilities are needed. NDPs need the approval of a majority of voters in the neighbourhood before they come into force. If proposals pass a local referendum, the local planning authority is under a legal duty to adopt them. Before being put to a referendum, NDPs must comply with national planning policy and be in general conformity with the development plan for the local area. Thurcaston and Cropston’s NDP application states: “Consultation with the community will generate evidence which will ensure that through planning guidance Thurcaston and Cropston can develop in such a manner as to protect the area’s heritage, maintain its character and provide for future infrastructure, housing and employment needs for a viable and sustainable outlook. The purpose of the Neighbourhood Development Plan will be to maintain and enhance quality of life and sense of place in the Parish by preserving the balance between housing, green open space and agricultural land. The plan will align to Charnwood Borough Council’s Core Strategy.” The NDP will include: • an assessment of sites and styles of sustainable residential development to meet local needs • a review of requirements and provision of community facilities • provisions for maintaining a sustainable parish with distinct village identities • provisions for the protection of landscape, heritage and wildlife • an assessment of transport infrastructure to improve safety and access to other locations • an appraisal of employment and business opportunities within the parish • a strategy to support the protection of important buildings and historic assets As of March 2014 there have been 980 applications for NDPs nationwide. Research by planning consultancy Turley has shown 75% have been in the south of England and 73% in areas with Conservative led councils. Rob Peters is Executive Director of Turley’s and led the research. He has said: “The picture that emerges from the published Neighbourhood Plans is one of the majority seeking to maintain the status quo and restricting new development with a smaller minority of plans encouraging growth. This suggests a potential for conflict between localism delivered through neighbourhood planning and the positive presumptions for growth that underpin government policy.”

Belgrave Traveller sites built New food hall gardens this summer THE GARDENS at Belgrave Hall are reopening to the public for a new season of events. The gardens are open regularly, free of charge, every Wednesday from April 2 until the end of September. They will also open on the first full weekend of each month from 11am to 4.30pm.
A spokesman for Leicester City Council said: “Visitors can bring a picnic, take a stroll and discover some of the unusual plants and shrubs that grow in the garden. Traditional games, such as croquet, are provided. “A series of events is also planned, taking inspiration from the hall and gardens. Highlights include a one-day botanical illustration course, a family mini-beasts nature day and a course exploring the life of Charlotte Ellis who lived at the hall.” For more information, contact Belgrave Hall on 0116 2298181. WORK TO construct two new, permanent gypsy and traveller sites on the edge of Birstall is due to begin this summer. The city council is set to release funding of £390,000 from its capital programme towards the development of the sites at Redhill Way and Greengate Lane. The rest of the investment will come from the government’s Housing and Communities Agency (HCA) which is providing £1.44million. Both sites are expected to be ready for occupation by the end of March 2015. Rental income from the 16 pitches on the sites will cover their running costs. The running costs are expected to be £60,000 a year, and rental income £65,000. The surplus will cover rent

Leicester’s City Mayor Peter Soulsby said: “The development of these new facilities will help us to address the ongoing and costly problem of unauthorised camps in the city. The release of funding is the final stage in what has been a very thorough process and I am pleased we have reached a point where work can soon begin.” Lindsey Richards, Head of Midlands South for the HCA covering Leicester and Leicestershire said: “This funding will help the city council to satisfy its legal duty to try to meet the accommodation needs of Gypsies and travellers in the city. We are looking forward to the completion of both sites next year.” The Homes and Communities Agency is also funding the council’s refurbishment of its existing gypsy and traveller site at Meynells Gorse. Work to its 21 pitches will start later in the year and will be completed by March 2015. The two new sites were to have been managed by Framework Housing Association, but under the Mobile Homes Act a housing association would not have the same allocation rights as the council. The City Mayor has written to the Secretary of State on two occasions to ask him to amend the legislation but no amendments have been made. Framework will therefore act as the development agent for the council but will not have management responsibilities.

LEICESTER’S NEW food hall – a glass and timber building next to the Corn Exchange at Leicester Market – will open to the public on Friday May 23. Less than 12 months after contractors started on site, all external works have been completed – with the zinc roof, matching fascias and the building’s 86 glazed panels all in place. “What we’re creating here is a fantastic new food hall which will be a tremendous draw for local residents and visitors to the market” said the City Mayor Peter Soulsby. The building itself looks stunning and I would like to personally thank the designers and the contractors – including many local businesses – who have done such a great job. It’s been a very difficult site to work in and I know that the team has had to overcome some huge problems to get to where we are today.” The eight stalls, selling meat, fish and delicatessen produce, have been designed to meet the traders’ individual specifications, featuring bespoke food counters that will help keep the fresh produce in optimum condition. Alison Ireland of Sherwin’s Cheese Stall, which has been on the market since 1977, is counting the days until they move into their new home. “Our customers have supported us loyally over the years in a building that is now tired and outdated, so I can’t wait to be able to serve them in this fantastic new environment”, she said. “There’s a real buzz of excitement around the place. We’re going to have the best equipment and top of the range counters in one of the best food halls in the country – and we’re looking forward to welcoming customers, old and new, to our new home from May 23.” The new food hall is the first phase of a £9.2million scheme that will transform Leicester’s historic market. Subject to planning permission, work on phase two could be under way in June, with the old indoor market demolished by early 2015 The new square that will replace the indoor market, and an extension to the rear of the Corn Exchange, are due to be completed in the summer of 2015.

History society news Try bowls at club’s open day RICHARD HURD was an 18th Century rector of Thurcaston, who went on to become Bishop of Worcester and founded an important library there. Chris Penney is the current Hurd Librarian and she visited the Society in March to tell us about Hurd’s life and work. Potentially a dry subject, you might think, but Chris’s talk was well illustrated and full of interest: the only aspect that was dry was her sense of humour! Richard Hurd was born in 1720, the middle son of a Staffordshire farmer. He was bright enough to go to grammar school and subsequently became a student, then fellow, of Emmanuel College, Cambridge. A literary and academic life seems to have suited him but stories of fiddle-playing and horse-riding also show a lighter side to his character. He was befriended by William Warburton, the future Bishop of Gloucester, who encouraged Hurd to seek advancement. The living of Thurcaston was one of the wealthiest owned by Emmanuel and when it became vacant in 1756 Hurd was installed as rector. He declared that the rectory (now Thurcaston Grange) was “good enough for a bishop and the garden quite excellent”. He maintained correspondence from here with the great literary figures of the day, including Thomas Gray and Edward Gibbon. He has the reputation of having been rather aloof from the affairs of the parish and certainly he does not appear to have enjoyed socializing, perhaps because of shyness. However, unlike some rectors, he did spend most of his time in the village and letters show that he stayed to tend to the sick during a time of widespread illness. He rebuilt the chancel of the church in 1763, which is probably when most of the medieval glass was lost. We saw a small painting of Hurd in later life, which belongs to the church. Chris has been able to identify the artist. Warburton arranged for Hurd to give lectures in London, where he came to the attention of the royal family and was appointed a tutor to the Prince of Wales (future George IV). Hurd was a great favourite of Queen Charlotte, who had his portrait by Gainsborough on her bedroom wall. He was made Bishop of Lichfield in 1774 and Worcester in 1781. Meanwhile, Warburton had become wealthy through an astute marriage and had inherited a great library, including the collection of Alexander Pope. When Warburton died, Hurd bought the 3000 books for £350 and added
them to his own. He built a new room to house the library at the bishop’s residence, Hartlebury Castle, where it still remains. It is not dominated by theological works but is more of a gentleman’s library with a diverse collection of books on science, poetry, botany, gardening and topography, as well as important editions by Spenser, Johnson and Gibbon. George III, who visited Hartlebury, donated a hundred books from the royal collection. In 1783 Hurd was invited to become Archbishop of Canterbury but he modestly declined it as “a charge much too heavy for him to sustain”. It seems likely that he was reluctant to abandon his newly completed library! On his death in 1808, he bequeathed the collection to his successors at Worcester. ROTHLEY BOWLS green is open for play after a programme of improvements has been completed. Rothley Bowling Club secretary Carole Law said: “We are pleased to announce that following the hard work carried out to the green surrounds over the winter months by several club members and our contractor the green is again open for play.” The work to replace the ditch boards and update the surrounds was made possible by grants received towards the project from the Harry Hames Trust and Midlands Cooperative Society. In addition, Lafarge donated the granite cobbles which were used to replace the grassed area between the relaid slabs and the fence surrounding the green. The club is also grateful for the help received from Jewson Plant Hire, Jewson Ltd, David Wilson Homes, and Loughborough University. Carole said: “An open invitation is extended to all those who would like to come along to the club and participate in our “Chummy Evenings” which take place every Wednesday from 5.30pm onwards commencing on May 7. A warm welcome awaits you at Rothley whether you are a complete novice or an experienced player, male, female, young or old. Rothley is a small but friendly club and new members will be able to join free of charge this year.” The club will be hosting an Open Day on Sunday June 8 from 12noon until 4pm. WI news OUR MARCH speaker was Paula Webster who gave a talk accompanied by slides entitled: “Forty Days and Forty Nights”. Her talk focused on the Holy Week and the different ways it is celebrated in England and Spain. While we in England treat the period of Lent and Holy week in a sombre and reflective way, the Spanish treat it very differently. Semana Santa is the biggest event of the year in Seville. Some fifty-eight processions, each consisting of two thousand followers, parade through the city carrying extravagantly decorated floats called “Pasos”. It takes them twelve hours to visit every church in the city and pass through the famous Seville Cathedral. Local residents turn out dressed in their finest clothes to watch this spectacular, colourful and emotional parade. Parish gardens open to public
Wind turbine starts generating power

THE WANLIP wind turbine began turning in mid February but didn’t start generating electricity until February 26, says Severn Trent.
The popular open garden event will this year be held on June 28/29 with all proceeds going to LOROS. A spokesman said: “We hope to have a number of different gardens for you to visit across the two villages; some large, some small, some immaculate, some very much less so! But all for you to enjoy. “We are still looking for gardens to open. The wet weather at the start of this year meant that many gardens were slow to get going, but now that spring is really here they are bursting into life. If you would like to get involved by opening your garden please contact us as
Monday club OUR APRIL speaker was Josephine Burgess from Save The Children. Her talk, “Save the Children Then and Now”, was about the history of the charity and what it has achieved. The founder was a well-to-do Edwardian lady named Eglantyne Jebb. She was not particularly enamoured with children but decided to “give life” from a strategic distance by setting up the fund at the end of the First World War. Eglantyne worked tirelessly and one day in 1922, she looked down from the top of Mount Saleve outside Geneva, over the international city and drafted the pioneering statement of children’s human rights that has since evolved into the UN Convention on the Rights of the Child – forever changing the way the World regards and treats its children. Sadly, six years later at 52 years old, Eglantyne died. Her legacy brought the current work into focus throughout the World saving the lives and mental security enabling the chance for children to thrive and prosper. Citizens’ panel RESIDENTS ARE being invited to join a Virtual Citizens’ Panel to let Charnwood Borough Council know what they think of its services and future plans. The Council is looking for as many Charnwood residents as possible to join the panel to represent the Borough’s diverse population. Members will be invited to complete surveys, online or by post, giving their views on a range of topics from bin collections to Council Tax. The feedback from the panel will help shape council services now and in the future. A spokesman said: “Until now [Feb 26] the wind turbines blades have been moving slowly without generating power. That’s because installing wind turbines isn’t quite the same as plugging in lights at home. “Since the structure has been erected extensive testing has taken place. Engineers have also worked through the wettest winter on record.” The wind turbine at Wanlip was named Windy by class one of Rothley primary school and the class will be visiting the turbine this spring. The turbine is one of four located at the company’s sewage treatment works, with two in Derby and one in Newthorpe, near Nottingham. It is expected to generate 5000 megawatt hours of electricity for the water treatment works. Renewable energy specialist at Severn Trent, Jon Beeson, said: “The team constructing the turbines have pulled out all the stops to get them generating power as quickly as possible. With Windy’s blades turning and producing power for the first time we’re making history here
in Leicestershire – as the tallest structure in the county now generates clean, renewable energy. “We’re a responsible company and we already generate almost a quarter of our energy from renewable sources, including crop digestion, water and sewage gas power. The wind turbines now add to this and will hopefully see us generating a third of our energy from renewable sources by 2015. We’ve thought carefully about the resources that we have as a company. Before we installed any of the wind turbines, we carried out wind tests at 5,000 different sites – from that number, less than ten proved to be suitable to install large wind turbines. “As well as reducing our carbon footprint, by generating more renewable energy we help to protect our customers from future energy price rises. The renewable energy we produce today means that our power bill is reduced and this helps us to make sure that our customers continue to have the lowest combined household water and sewerage bills in England and Wales.” He added: “We hope that the local communities welcome the wind turbines as their neighbours. We understand that some people find them beautiful and some people don’t. We’ve done all we can to help residents understand the reasons why they’ve been constructed and the benefits they’ll bring.” “Severn Trent Water has donated more than £100,000 to benefit local community organisations and schools in the four areas that the turbines have been constructed. As part of this the Rothley Centre is having solar panels installed to help reduce its power bills, and improvements have been made to the village hall in Wanlip.

Garden inspires club members OUR MARCH speaker was Caroline Tate, the nursery manager of Coton Manor Gardens. Her photos and commentary of life at Coton Manor took us on a journey through the seasons and the decades of this lovely garden that is a popular visiting place for Leicestershire garden lovers. The gardens are open for six months in the year from the spring time displays of hellebores and blue bells, through the rich varieties of summer flowering borders, and into autumn displays. Caroline made the point that the garden at Coton had evolved over many years. Because gardening at Coton is on a large scale, they work hard at colour combinations and succession. They also use repeat planting in long borders as a technique. This illustrated talk by Caroline was very well received. Caroline had an enthusiasm and passion for Coton and a manner and style that members warmed to. Our April speaker, Geoff Smith, took us ‘Behind the Scenes at the Chelsea Flower Show. Geoff grows prize winning fuchsia and has exhibited at Chelsea for almost 30 years. The Show is staged on the site of the Royal Chelsea Hospital (home to the Chelsea Pensioners). The Hospital is situated in a 14 acre municipal park, open to dog walkers, jog-
gers, children’s play area, and tennis courts. For six weeks of the year the park is closed and heavy security is put in place. The tennis courts, play areas, and much of the grass is removed. Water and power is supplied to the park. The show gardens, developed all over the country are then transported to the park. The park is then transformed into the Chelsea Flower Show. Many big companies sponsor show gardens and spend huge sums of money for the exposure the Show provides. Geoff showed a variety of ‘before’ and ‘after’ photographs showing an area of the park before Chelsea and then the finished garden. Geoff had a relaxed and humorous manner and the talk was entertaining and informative. The gardening club meets in the Thurcaston and Cropston Memorial Hall Whether an experienced gardener or an enthusiastic beginner we are
sure you will something of interest in this year’s programme. New members are made most welcome. The membership fee is £12 for the year (pro-rota) or £3 per meeting.
