Roll of Honour skilfully restored A WOODEN Memorial inside Rothley Parish Church that lists the names of local men who served in the Great War has been restored.

300 new homes added THE NUMBER of houses planned for the Broadnook Garden Suburb north of Birstall has increased from 1650 to 1950. The plans have been changed to provide more smaller two and three bedroom properties and remove larger homes from the development. A retirement village with 170 dwellings is a feature of the plans, to address the rising proportion of elderly people within the population. The changes have come about because of the findings of a report that looked into the requirements for housing and employment land in the county over the next 20 years. The report, The Housing and Economic Development Needs Assessment (HEDNA), was pub-

lished in February 2017, The Broadnook Garden Suburb is planned for a site between Birstall and Rothley and will be looked after and managed by a trust. Parish boundaries are expected to be moved and a new parish council created for the site. The development site has not been enlarged to accommodate the additional 300 homes – they will be provided within the original planned settlement boundary. The commitment to a high quality garden suburb model remains, say the landowners, who have been taking advice from the Bourneville Village Trust in Birmingham. The increase in the number of homes has required a new transport assessment of the impact of the development of local roads – this is being done now. A comprehensive set of revised plans is expected to be submitted to Charnwood before the end of September and will go out for public consultation. A Charnwood Borough Council spokesperson said: “The applicants have informed the Council that they are investigating increasing the number of homes on the application from 1650 to 1950 due to issues including viability, affordable housing and the housing mix. “If the applicant does submit an amendment like this then we will consider if it can be accepted under the current application or if a new application will be required. If it can be accepted under the current application then it Continued from page 1 The 28 names of those who died are recorded in gold lettering in the centre panel and the lettering for the 264 names in the folding wings are recorded in red. The restoration of the Roll of Honour during the centenary year of the Great War was the wish of the late John Sheppard DCM, who attended the church regularly and did much voluntary work for Rothley over many decades. John consulted the Parochial Church Council (PCC) in 2014 and the PCC agreed to go ahead with the work. John died in 2015 and Frank and Marion Whitby took over the project. Marion said: “Both the red and gold lettering were in need of alteration. The timber frames, centre panel and wings also needed repairing, cleaning and protecting.” Eight companies were approached to do the work and Belgrave Conservation from Derbyshire was chosen. Permission to carry out the restoration was obtained from the Diocese of Leicester and on July 23, Claire Ridley and Dr Campbell Norman-Smith began work on the memorial, which took five days to complete. Marion said: “We are so pleased with it. It has been very sympathetically restored, cleaned and repaired.” Rothley Parish Church is open from 9am-5pm, Tuesday to Saturday during the summer months if you would like to see the Roll of Honour.

would be a material change to the application and therefore consultations with residents will be required in line with our planning polices and procedures. “It will then continue through the usual planning decision process.” Since the proposals for the site were first announced more than two years ago, residents of both Birstall and Wanlip have expressed their concerns about the impact of the development on local roads. Chair of Birstall Parish Council, Ann Marshall, said: “My concerns are traffic and pollution and we have to look at the wider picture with Ashton Green being built at the top of Greengate Lane. Greengate

Lane can’t accommodate any more traffic. We need some sort of alternative route, a bypass.” Chairman of Rothley Parish Council, Percy Hartshorn, said: “We should have been told earlier about these 300 new homes being added. This development will have a horrendous effect on local roads, with Rothley more affected than anybody.” • Planners and the highways department are currently considering whether a £500,000 pedestrian/cyclist underpass from the development under the A6 and across the fields to Wanlip should be added to the scheme. It would provide a safe route to school for Cedars’ pupils who otherwise would have to negotiate the interchange rounda-

More than £1400 raised by this years Joe’s jog NEARLY 400 runners raised more than £1,400 for charity by joining a mile-long fun run to support the work of the Joe Humphries Memorial Trust (JHMT). Joe’s Jog, now in its fifth year, took place before the Mattioli Woods Rothley 10k running event on Tuesday 12 June. It drew a record 358 participants, with families and children of all ages enjoying the chance to be part of the Rothley 10k evening. The race was opened by the Rev Rob Gladstone who set the racers off. Joe’s Jog was won by William Harmer, age 14, from Rothley, in 6 minutes 0.5 seconds. First female was 12-year-old Gracie Rose Walters, from Newton Burgoland, in 6 minutes 17 seconds. Steve Humphries, chair of the JHMT, said: “This was a fantastic event for families to run together. We were blown away by the number of people who participated in this years’ run. One of many projects they were involved in, thanks to money raised from various events in Rothley, included a new toilet block for one of the main schools in Musoma, as the school currently has only 20 toilets for 3,500 children. The Rothley team prepared and produced concrete lintels and all the wooden framework for the new toilet block, leaving the pit digging and final assembly to local Tanzanian charity workers. The team would like to thank all those in Rothley and surrounding villages who kindly donated towards the projects they were involved in, which also included: • Completing one goat shed with goat

Curate’s new post ROTHLEY PARISH Council said goodbye to their popular curate in August. Rev Josh Bailey led his last service on August 5 before moving on to a new post as Associate Vicar at St Mary’s Church, Chesham. Prior to the service an informal farewell was held in the Old School Rooms attended by about 80 friends when there were tea and cakes and Josh was presented with a gift by Rev Rob Gladstone and his wife received a bouquet of flowers. A church spokesman said: “Josh had been in post for just over three years and had become popular and well respected, not only with the members of the Church but also in the village. As a family they will be missed.”

for coming and helping us raise such a brilliant total for our chosen charities. Thank you also for your lovely comments and encouragement. We loved seeing you all. Hope to see you next year and if you were inspired by this year’s gardens

THE ROTHLEY POST

This successful annual event raised just over £2300 to be shared between Air Ambulance and Thurcaston and Cropston Good Neighbour Scheme. This year 16 gardens were open and garden owners were on hand to welcome visitors, give information about plants and flowers and generally encourage visitors to enjoy their own gardens. As always there was a very varied mix of gardens on view, large and small, formal and relaxed. Some have water features, vegetable plots, compost bins (that even Monty Don would admire), and a wildlife garden with moths to identify and pond dipping to indulge in. Other Open Garden essentials were also available: ice cream for sale, lots of plants to buy, and of course tea and cake to enjoy. Organiser Linda Bennett said: “Were you one of our visitors? If so, thank you

"The Post" won six Golden Globe Award Nominations and many accolades. Thurcaston and Cropston Parish Council will be showing these films at Thurcaston Memorial Hall, starting at 7.30pm. Rothley Centre developments In early May, at the Annual Parish Meeting, it was agreed to transfer the management of the Rothley Centre from the Rothley Centre Management Trust to the Parish Council. This will take place as soon as some outstanding RCMT business has been completed. The Parish Council have made enquires of Charnwood Borough Council as to whether they are willing to let RPC buy the facility. Even if this does not happen the Parish Council still want to invest in this village facility with an extension to the lease in order to investigate and make a plan for improving the facility. A much-needed upgrade to the toilets has already taken place and external redecoration is about /has been done.

2018 Precept setting and how we spend it / rationale for charges 2018/19 Budget Our total budget for 2018/19 is approximately £145,000. The greater part

of our income comes from the ‘precept’, which is the Parish Council’s share of the Council Tax paid by Rothley residents. We are pleased to say that the precept per household is slightly less than last year (yes really!) because we have kept our costs down while the number of households contributing has increased. The budget is allocated under the following main headings: Wages 34% Open spaces 20% Rothley Centre grant 8% Village Hall 7% Operating costs (rent, etc) 6% Christmas lights 5% Cemetery 5% Administration 3% Street lights 3% Other 9% Tree Survey / trees As a result of a survey that highlighted some disease, a number of mature trees have been felled and to assist with the environmental impact we have plans to replant trees in the Autumn.

Club car park has been cleared with much help from a band of local volunteers. The Parish Council has paid for the removal of the unwanted fence and the area is now being well used by local young cyclists. A large section of felled tree has been left partly as a seat and also for children to scramble / climb on.

To mark this special date commemorating 100 years since hostilities ceased there will be a change to the normal arrangements.

Fowke Street Cycle track Area The overgrown area to the right of the footpath from Fowke Street to the Tennis Club car park has been cleared with much help from a band of local volunteers. The Parish Council has paid for the removal of the unwanted fence and fence posts and the area is now being well used by local young cyclists.

Fowke Street Play Area Some 10 years ago the play space on Fowke Street was opened up along with other play facilities to allow easier access. However recent advice for dedicated Under 5 play grounds suggests that they should now be enclosed to give greater protection and to prevent dogs coming in. Therefore RPC have reinstated the two missing corners of fencing. Access is now only by the orange gate.

Arrangements for Sunday November 11th

The church service for adults will be in the Parish Church, whilst the service for children will be at the Baptist Church. Both services will commence at 10.00am. Everyone will meet at the War Memorial for 2 minutes silence and service at 11 am. Large poppies that were placed on posts around Cross Green last year will be increased in number. Large poppies that were placed on posts around Cross Green last year will be increased in number. Car Parking Advice

A large section of felled tree has been left partly as a seat and also for children to scramble / climb on. There will be further developments over time that will improve the appearance of the area and will be beneficial to the environment. Town Green Street Playing Field Gates The Parish Council have provided financially assistance to pay for new gates on this popular park, which is owned by the Bartholomew Hickling Educational Foundation.

RPC wish to repeat information issued in the last newsletter that pavement parking is illegal where it causes an obstruction, leaving insufficient room for pushchairs, wheelchairs and motorised scooters to get past especially where this parking forces people into a busy road. The entrance to Town Green Street Playing Fields and the junction of Babington Road / Macaulay Road are areas that are particularly prone to this issue. Parish Council advice is to ring Leicestershire Police on 101 and report any such incidents of obstruction.

Marion was the Natural History Heritage Warden and with two other Heritage Wardens they carried much survey work across the village. Marion became secretary of this small group as they became a charity, The Rothley Heritage Trust. This group produced many publications and for one of them, The Departure of the Dead: The Story of Burials in Rothley, Marion transcribed 50 years of burials from entries in the parish council cemetery records from 1904 to 1954. During this work Marion was aware that 198 paupers who died in the nearby workhouse lay in the ground without any recognition. Marion was the driving force to mark the otherwise blank pauper burial area with a fitting memorial stone Remembering the Paupers, who lie here in unmarked graves. The Heritage Trust began using the Cemetery Chapel for exhibitions and following much hard work and research, a Heritage Lottery bid was successful and an exhibition was launched in June of this year and was entitled Echoes from the Workhouse. The 3 Trustees dressed as characters from the workhouse and Marion carried off with aplomb the role of a pauper inmate, unpicking the fibres from old ropes for recycling as caulking in wooden navy ships. In 2009 she started research on tracing the burial places and events surrounding the deaths of 34 soldiers from World War One, whose names appear on the village war memorial. Her book Rothley Remembers: Men and Memorials is a fitting tribute to these soldiers but also Marion’s desire to create a written record for all of us so that we could have some idea of these men’s lives and what they had to endure. Marion on her hands and knees on a Friday morning working on the flowerbeds around the village green and keeping the war memorial tidy was something local people came to expect. This was also a time when she listened to local folks who came by for a chat. She became the ears and eyes of the Parish Council and attended nearly all their meetings. She would raise issues where something was out of place, something not working, an improvement that was needed. Almost always these came with a suggested solution. The list is endless. She lobbied for improved zebra crossing lights following a near accident, made the parish council aware that nearly all other local villages had film clubs so why didn’t Rothley have one and in June when she attended for the last time she suggested that there should be signage outside the cemetery to indicate that there were War Graves there. When the County Council announced that they needed volunteers to run village libraries Marion was one of the first to come forward to offer her help. During her time she reorganized the local history archives. For many years she was the local Neighbourhood Watch coordinator , the Chair and leading light of the local WEA organizing many interesting courses. She was also responsible for ensuring that all her magnificent local history archives and photos were on a village website, which she later transferred to that of the Parish Council. In her working life Marion was branch manager at the Alliance and Leicester at Birstall. Marion visited over 50 countries in her quest for birds and nature. She served for many years in various roles on the Leicestershire & Rutland Ornithological Society committee and was the long standing and enthusiastic chairman of the Birstall Birdwatching Club.

Her funeral took place on 24th July but many local people may not have been able to attend and the short service did not permit a full acknowledgement of all her voluntary work. A memorial event is being held at The Rothley Centre on Friday 7th September at 10.00am when all are welcome to listen to tributes and see some photos and records of her work.

Marion Vincent M.B.E. Rothley has lost one of it’s finest community volunteers, Marion Vincent, who sadly passed away on Tuesday 10th July in Loughborough Hospital following a recurrence of cancer which she had been battling with for many, many years. It is a testimony to Marion’s commitment that following the award of an M.B.E in 2007 for services to the community of Rothley that she still devoted 11 full years to a huge variety of community activities despite poor health.

The private track by side of Library to car park has been resurfaced after lengthy and protracted negotiations with Charles Church who has partially fulfilled a commitment to do this work following use of it by heavy vehicles during the construction phase of the Aspire development. Despite our request they refused to resurface the first 20metres of road. Users of this track and the car park are reminded that this is a private road and vehicle owners use this road at their own risk. Rothley Parish Council is not responsible for any loss or damage to vehicles.

Volunteers at Rothley Community Library Volunteers needed! The Community Library opened in 2015 and we are very proud of our friendly, lively environment, the activities and service we offer. To date we have been able to re-

main open during all our scheduled times during the week and we would like to continue to provide this valuable community service.

Our visitors have said: “I have nothing but praise since it was all changed – everything is better. It’s lovely to be able to pop in and read the paper and have a cup of tea – what more could you ask?” “It’s a fabulous community asset.” So, Rothley Community Library is now recruiting and looking for anyone interested in joining its established, friendly and experienced volunteer team who already work in the library. There are different roles available, and you can choose when you want to take a turn on the rota. This can be weekly, fortnightly or monthly to suit you during our opening times, each of which lasts either two or three hours. Training is given to help you to understand and take on the work and there are always experienced team members to work alongside you. The work can be varied and you do not necessarily have to be computer literate. Some comments from our existing library team: “It’s very enjoyable and it’s nice to meet all the community especially children.” “I like meeting lots of different people.” “It’s about doing your bit for the community.” “It keeps your brain active”. “It’s good to learn new skills.”

If you would like to know more or 13 discuss what you could offer please contact Sue on: volunteers @rothleycommunitylibrary.co.uk or call into the library to leave your name and phone number. Marion Vincent M.B.E. It is with much sadness that we report the death of one of our longest serving volunteers Marion Vincent. Marion Pic: Marion Vincent was a true champion of community causes and was one of the first to come forward to offer her services to the new Community Library that came into being in October 2015. We are grateful to her magnificent efforts to establish and catalogue the Local History section and history archives as well as the regular shifts she did at the counter. We are very appreciative of all that she did for the Library. A further tribute can be found elsewhere in this issue.

The council agreed to confirm its right to exercise the General Power of Competence. A member of the public reported that a damaged verge in Rectory Lane is being repaired. It was agreed to renew the lease on the Jubilee Field park with Charnwood Borough Council for a further 21 years.

THURCASTON & Cropston Brownies, Guides and leaders all earned awards this summer, reports Snowy Owl.

A FULL meeting of Rothley Parish Council was held on June 18. It was reported that a plaque had been erected at Rothley cemetery indicating that the cemetery contained war graves. The exterior of the Rothley Centre is being re-painted. A new sub committee has been formed to deal with issues relating to the Rothley Centre, the Village Hall and the pavilion.

We were trying to make the eggs exactly the same as each other so that conditions would be fair for our next meeting at Old John, Bradgate Park. Here we rolled the eggs down the bumpy path to the bottom of the hill and gave prizes to the first person with an (almost) intact egg. But there were mini chocolate eggs for everyone too as we sang Happy Birthday to Chris Miranda. It took several weeks to earn our First Aid certificates and badges with the help of Brian from the Duke of Edinburgh (D of E) scheme at Rawlins academy. Although the girls had fun practising Stop, Drop and Roll as if our clothes were on fire, we hoped a more serious lesson was learnt. It was fun to practise bandaging heads and knees and tying arm slings and to learn to roll bodies into the recovery position. We tried CPR on the resussi anni manikins and learnt how easy defibrillators are to use as the equipment prompts you what action to take next. The Thurcaston and Cropston village show is in early September and does not allow us time to do the crafts then, so we made our desk tidies and pom- pom animals this term. I am always pleased with the new ideas and talent that the girls bring to the task. We enjoyed good weather when we visited Watermead Park for the Brownies to climb up to the Mammoth and to look for answers to a quiz on climate change, to crawl through the net tunnel over the stream and to play on the

dinosaur skeleton play equipment. Later the Guides tried out a specially prepared version of the permanent orienteering course in Watermead. Helping the leaders to collect the Barnados envelopes allows the Guides to fulfil some community service. The residents of Latimer Rd, Sandham Bridge and Caudle Close in Cropston gave a generous £139. Before this the Brownies had gathered in Jubilee Park, off Latimer Rd, to carry out a scavenger hunt and to use the play equipment. On June 27, two leaders were absent at a county ceremony where our older Guides, Molly Dawson and Lily Grooms, received their Baden Powell awards. The younger Guides and Brownies met at the Wheatsheaf pub and completed a trail of questions around Thurcaston. The following Wednesday fell on July 4, American Independence Day, and the Brownies dressed up as cowgirls, the US flag, native Americans, cheer leaders, a film star and even a Statue of Liberty complete with torch. We

learned about the Boston tea party and desire for Independence. We looked at the flag, the star spangled banner, and stood, right hand on heart, to sing along to their National Anthem music with its difficult top and bottom notes. The girls invented their own cheerleading routines complete with sparkly and noisy pom-poms. We tried an indoor version of basketball and, revived with cola drinks and popcorn, we did line dancing. Exhausted leaders had to do the whole thing again when the Guides turned up for their American evening. Finally on July 11 we ended the term splashing about in Beaumont Leys swimming pool. We were almost the only people there and at 7pm the national anthem rang out to announce the start of the world cup football match between England and Croatia. Our older Guides, Lily, Molly and Katie, have completed the practice expedition for bronze D of E while Lily and Abi have also volunteered at Brownies. Sadly, Abi has moved house. We will also miss young leader, Abbi Crisswell, and wish her luck as she starts at university. Chris Miranda and Irene Marriott (Snowy Owl) have completed 15 years volunteering with D of E and were invited to receive framed certificates in Buckingham Palace gardens where we met the explorer Dwayne Fields and were part of a group being congratulated by Sophie, the Countess of Wessex. We have lots of spaces for new girls to join. We meet on Wednesdays at All Saints church rooms and sometimes at Richard Hill School both on Anstey Lane, Thurcaston. 6 until 7.15pm for Brownies (age 7+). 7.15 until 8.30pm for Guides (age 10+).There is no requirement for girls to attend the church, or RH school or live in Thurcaston or Cropston. AN APPLICATION for lottery funding for a planned new building at Mountsorrel & Rothley Heritage Centre has been turned down. The Discovery Centre would have featured a heritage display space a local history library, a study centre and would have hosted school trips at the Swithland site. The estimated cost was £850,000 A centre spokesman said: “This is by no means the end of the road for the Discovery Project. As the project developed it became overwhelmingly clear the benefits it will bring, especially to education, so it is so important that the project must go ahead one way or another. “Since the project to restore the Mountsorrel Railway and create the heritage centre started 11 years ago we have had literally hundreds of setbacks like this. THE THURCASTON and Cropston Gardening Club was delighted to welcome Matthew Wilson to their June meeting. Matthew spent ten years with the RHS as Curator of Hyde Hall and Head of site and Curator of Harlow Carr. He is now a garden designer, writer, radio and television broadcaster and lecturer. He is also a regular participant on Gardener’s Question Time on BBC Radio 4. As a young man Matthew didn’t want to be a gardener and did a number of different jobs. But it was his love of the outdoors and of wild things that drew him to gardening. He trained in horticulture the 1990’s. Those days trainees were taught that gardens could be separated from the rest of the world in a ‘command and control’ fashion, using agro chemicals to do the controlling. Matthew rejected these ideas and grew to appreciate how amazing plants are. Matthew got the job as Curator of Hyde Hall at the age of 32. For centuries Hyde Hall had been a working farm and in 1955, Dr and Mrs Robinson

came to Hyde Hall and started to turn it into a garden. But the site was cold, windy, and dry. When Matthew came to Hyde Hall the garden was nothing special. One of Matthew’s crowning achievements at Hyde Hall was the design and creation of the Dry Garden. It was created in 2001 and aims to show visitors how they can work with the environment and use drought-tolerant plants that won't need to be watered constantly during a long, dry summer. It is home to more than 400 different species of plant. With sweeping panoramas, big open skies and far reaching views this Essex garden is an inspiration to visitors of all ages. When Matthew went to Harlow Carr the RHS wanted to develop the garden and make it more attractive to visitors. Matthew set about a stunning redesign of the Main Borders that are filled with colour. The Woodland was also regenerated and now includes a Rhododendron Glade full of spring-flowering bulbs. Matthew’s talk was excellent. It was full of stories about his exceptional career in horticulture. It was also full of humour. His talk was supported by high quality photos and Matthew spoke with authority and confidence. His extensive knowledge was evident and he was very well received by members and visitors. The July meeting was an evening visit to Crossfell House, a garden in Great Dalby near Melton Mowbray. The owners open their garden as part of the National Garden Scheme to raise money for the NGS selected charities. This year these are Macmillan, Madam Curie and Hospice UK. The garden consists of a terraced herbaceous border and rockery, flanked by a shrub border
