KEEPING OUR SYSTEM RELIABLE - IN THE MIDST OF SIGNIFICANT CHANGE The electric delivery system has a unique characteristic of producing, transporting, and consuming electricity in virtually the same instant of time. Currently, there are a number of planning requirements for electric suppliers to have adequate reserves to reflect both planned and unplanned outages of generation plants. There are also mechanisms in place to reflect the reserves based on the forced outage rates of the generation fleet. With the expected advent of distributed generation, electric storage, a reasonable question arises on how our current planning process will need to be adapted to account for these changes. What do we need to do to make sure the electric system remains reliable? Presenter: Thomas Butz, Power System Engineering Date: Wednesday, January 30 and Thursday, January 31, 2019 Time: 12:45 PM -1:45 PM Room: Spruce/Pine Rms

PRACTICAL SURFACE CONDENSER MONITORING The surface condenser at a power plant has a significant impact on the efficiency at which power is generated. Any degradation in condenser performance leads to elevated operating back pressures (BP), heat rate penalties, and in some cases, a total plant trip. A proper condenser performance monitoring program not only is one that uses the proper instrumentation and calculates the appropriate KPIs, but one that converts the data into useful monitoring/troubleshooting information. With this information, not only can the end user monitor condenser performance, but they can also pinpoint Balance of Plant (BOP) issues affecting overall plant performance. Presenter: Kevin Boudreaux, ChemTreat Inc. Date: Wednesday, January 30, 2019 Time: 12:45 PM -1:45 PM Room: Ex Hall Rm 101

ONE FEDERAL DECISION AND OTHER DEVELOPMENTS IN THE NATIONAL ENVIRONMENTAL POLICY ACT (NEPA) The National Environmental Policy Act (NEPA) is an evolving mechanism to review federal actions and private projects subject to federal approval. The Council on Environmental Quality (CEQ) issued NEPA regulations in 1978 and updated them in 1986. Since that time, no substantial modifications have been made to the regulations that guide NEPA implementation for dozens of federal agencies. Recent initiatives by the Executive Branch aim to streamline the NEPA process include updating regulations and consolidating all federal review into a single approval process. We will describe proposed changes and their status of implementation, with implications for energy generation and transmission.
