EXECUTIVE SUMMARY
EXECUTIVE SUMMARY As a senior capstone project, a team composed of public relations students, Stephanie Bivins, Anna Johnson, Rachel Murphy and Mary Beth Walton, was given the privilege of creating a campaign to keep Alexander City’s Lake Martin community clean. Anne Gramberg, Auburn University’s dean of the College of Liberal Arts, is a resident of Alexander City’s Lake Martin community. Gramberg noticed a littering problem near her house and decided to petition students to assist in an endeavor to keep the lakeshores clean. After consulting Alabama Power Company’s Charles McCrary, Gramberg spoke with Dr. Brigitta Brunner, AU’s Department of Public Relations Chairwoman, to create an assignment for her campaign class. After an initial meeting with Gramberg, the team of students was able to gain a clearer understanding of the littering dilemma plaguing Lake Martin. The team began using secondary research to find potential solutions and to learn about other cleanup efforts currently implemented in the Lake Martin area. After gathering information, the team traveled to Lake Martin and met with the Lake Martin Home Owners and Boat Owners Association president, Jesse Cunningham. This trip offered a first-hand look at the trash and allowed the group to speak with residents about potential solutions. This primary and secondary research gave way to the team’s finished product: the Love Your Lake campaign. This campaign’s foundation is three primary goals: better the Lake Martin community’s environment, motivate residents to preserve the lake’s resources and ultimately promote a positive image of Alabama Power and Russell Lands. From these key goals, the team extracted four detailed objectives:
To install three 4-cubic yard dumpsters and six recycling bins during the week of May 2, 2010 at three marinas located in Alexander City. To place two large trash cans and one recycling bin on five prominent islands by May 2, 2010. To hire a sanitation officer by May 2, 2010. The sanitation officer will maintain the trash and recycling service at islands and marinas, and will remove large trash items from Lake Martin. To involve the Boy Scouts of America with the Love Your Lake campaign by establishing a biannual service for large trash pickup on May 15, 2010, and Nov. 13, 2010.
To effectively communicate the campaign objectives to the Lake Martin community, the team of students chose specific media. By developing press releases, pitch letters, broadcast news releases, events, informational packets and signage, the team anticipates high message saturation with its main publics.

BACKGROUND
BACKGROUND After the initial classroom meeting with Dean Gramberg, the team of students was better able to grasp Lake Martin’s littering situation. The students began brainstorming potential solutions to the littering problem with Dr. Brunner. Early research led to the Lake Martin Home Owners and Boat Owners Association. The team e-mailed the association’s president, Jesse Cunningham, and asked for advice. Cunningham allowed the team to have a conference call with him, in which the students were able to obtain information about Lake Martin from a resident’s point of view. After speaking with Cunningham, the team trimmed its ideas to a few key goals. The campaign was titled Dump No More, Reclaim Your Shore and included two objectives. The first objective involved placing dumpsters throughout the Lake Martin community, and the second objective involved creating a volunteer pickup service. This service would allow Lake Martin residents to schedule monthly pickup appointments with various organizations willing to volunteer their time. The team began creating the Dump No More, Reclaim Your Shore campaign materials while continuing to perform further research. The students called various organizations they felt would be willing to participate with the pickup service in order to see if the organizations would be cooperative if such a campaign was implemented. The majority of the organizations declined the opportunity. A prospective group of volunteers for the campaign was Auburn University students. To determine whether this group would be willing to volunteer, the team administered a 10-question survey to 25 students in the Ralph Brown Draughon Library on Auburn’s campus. The results were not favorable. Sixty-eight percent of the students said they would only be willing to volunteer five or less hours per year at Lake Martin. Therefore, the team concluded that coordinating volunteers to help with cleanup efforts would most likely be ineffective. In hopes to gather first-hand research, the team traveled to Lake Martin to meet with two Lake Martin residents—Cunningham and Larry Brantley. The students were able to visit prominent islands on Lake Martin and stepped out to witness the littering problem for themselves. The team noticed the islands were covered in cans, bottles and other items left by visitors and residents after camping. The public relations students also noticed another problem while touring the lake. A large floating dock washed ashore and was too large for residents to remove for proper disposal. Large items like this dock that have been abandoned are detrimental to the appearance of the lake. With a better understanding of the littering problem at Lake Martin, the team felt its initial two objectives from the Dump No More, Reclaim Your Shore campaign were insufficient. On Oct. 19, 2009, the students decided to recreate the campaign. The public relations team wanted to more effectively solve the problem and achieve its three main goals of keeping the Lake Martin community clean, motivating residents to preserve the lake’s resources and ultimately promoting Alabama Power Company and Russell Lands. The Love Your Lake campaign was established.

The team began creating new objectives that are more tailored to the Lake Martin community. For instance, the students wanted to make an easy way to dispose of trash on islands that was not dependent on visitors and residents bringing their own trash bags. If there is no excuse to litter due to convenience, cooperation is easier to achieve. After visitors and residents are finished camping, they can simply dispose of their trash in the conveniently located trash cans on the islands. To offer an eco-friendly solution, the team included recycling bins for cans and bottles. The three other objectives also accommodate the needs of Lake Martin visitors and residents. The team of students is confident that the Love Your Lake campaign will positively link Alabama Power Company and Russell Lands to an effective effort to clean up the lake.

TACTICAL IMPLEMENTATION
TACTICAL IMPLEMENTATION To realize the Love Your Lake campaign objectives, the students chose to utilize a complementary mix of promotional tools. Press releases will increase news coverage and help to educate the community about the campaign’s efforts. The press releases will inform local media about the dumpsters installed at marinas, trash cans and recycling bins placed on islands, the hiring of a sanitation officer and the Boy Scout pickup service. Pitch letters will entice local media to take interest in the Love Your Lake campaign. The letters invite local newspapers and magazines to write news articles and feature stories about the campaign. The letters also invite the local media to attend campaign events. Broadcast releases will be an effective way to specifically reach the Lake Martin resident and visitor publics. Since residents and visitors listen to the radio while spending time on their boats and docks, much of the Lake Martin community could be reached if local radio stations announce information about Love Your Lake. Informational packets sent to residents of Alexander City will inform recipients about the Love Your Lake campaign and make it easier them to participate in the Poker Run event. Packets will include: Brochure outlining the details of the Love Your Lake campaign Poker Run invitation Poker Run event itinerary Poker Run rules Poker Run registration These packets will ease the Poker Run registration process for Alexander City residents and will motivate them to participate. Promotional tools including a refrigerator magnet, floatable key chain and koozie are all optional items to include in the packets. These tools were designed to increase word of mouth and to serve as ongoing reminders within the Lake Martin community about Love Your Lake. The www.loveyourlake.org Web site is a method for the Lake Martin community to conveniently access Love Your Lake information and resources. This site would be helpful to visitors and residents of Lake Martin because it provides information about where to dispose of trash within the community and how to schedule a pickup appointment with the Boy Scouts. The sanitation officer employment application and the Poker Run registration form will be obtainable for visitors and residents to download. Information about the campaign, as well as promotional tools like the Love Your Lake license plate, will be available for purchase.

Two trash cans and one recycling bin will be conveniently located on the following five islands: Chimney Rock, Acapulco Rock, Goat Island, Graveyard Island and Snake Island. Love Your Lake will also hire a sanitation officer to maintain the trash cans and recycling bins placed on each island, to haul large items from the lake and to dispose of them at the appropriate sites. Love Your Lake Campaign Press Release P. 2 Love Your Lake Campaign A final objective of the campaign is to utilize the local Boy Scout troop. These volunteers will pick up large items from residents who are unable to dispose of such items themselves. This pickup service will be provided twice a year, beginning on May 15, 2010. Alabama Power and Russell Lands will be hosting a Poker Run to help kick off the new Love Your Lake campaign. The Poker Run is scheduled for May 8, 2010. The event’s central station will be located at Kowaliga Marina. Alexander City residents will receive informational packets about the Poker Run in the mail. Included in the packet will be registration forms and information regarding the details of the Poker Run. Each household will receive a koozie, a floatable Love Your Lake key chain and a refrigerator magnet with information about where to dispose of trash in order to promote a cleaner Lake Martin. New Dumpsters Arrive At Local Marinas ALEXANDER CITY, Ala. (May 2, 2010) – As a part of Alabama Power Company and Russell Lands’ new Love Your Lake campaign, large dumpsters will now be provided for residents and visitors of Lake Martin. The dumpsters will be conveniently located in Alexander City at The Ridge Marina, River North Marina and Kowaliga Marina. These containers will arrive this week and will be emptied weekly by the Advanced Disposal waste service. Residents and visitors will only be allowed to place bagged trash in the dumpsters. Recycling bins will be placed next to the dumpsters and will only accept paper, glass bottles and cans. If residents or visitors need to dump larger trash items such as couches, microwaves and televisions, they may contact the Alexander City Inert Landfill at 256-409-2040. The landfill is located on North Central Avenue and is open the second Saturday of every month. Boy Scouts Volunteer with Love Your Lake Campaign ALEXANDER CITY, Ala. (May 2, 2010)— Alexander City Boy Scouts are volunteering to help Lake Martin residents and the environment. These young men are participating in the Love Your Lake campaign pickup service, sponsored by Alabama Power Company and Russell Lands. Twice a year, troops have made a commitment to assist any Lake Martin residents in disposing of unwanted items. The Boy Scouts have volunteered to remove unwanted trash items including washers, dryers, ovens and couches. The collected items will be taken to Habitat for Humanity, the Alexander City Inert Landfill and the Alexander City Recycling Center. With the help of parents and troop leaders, the Boy Scouts will dedicate a day to pick up residents’ large items. The event will last from 8 a.m. to 5 p.m. on Saturday, May 15, 2010. The next scheduled pickup day is on Saturday, Nov. 13, 2010. Lifting and transporting heavy objects is only one aspect of the troops’ project. CONSERVATION GOOD TURN GUIDELINES Alabama Power Company and Russell Lands have created an opportunity for Boy Scouts to earn their Conservation Good Turn patch through the new Love Your Lake campaign. This project qualifies as a Conservation Good Turn project because it works for the betterment of Lake Martin’s land and water. Upon completion of this project, a Conservation Good Turn certificate will be presented to all Boy Scout participants. Overview The Boy Scouts will be picking up Lake Martin residents’ large unwanted items. Some of these items could include ovens, dishwashers, dryers, washing machines and couches. Boy Scouts will then take the items to Habitat for Humanity, the Alexander City Inert Landfill or the Alexander City Recycling Center. This project is designed to prevent residents from dumping trash into the lake. The Boy Scouts will be performing manual labor that not only helps the residents of Alexander City, but prevents litter. How it All Works Residents who need large items picked up will need to schedule appointments by Thursday, May 13, 2010. Once the names and addresses of the residents requesting pickup service have been recorded, a final itinerary will be provided to the troop leaders. On Friday, May 14, 2010, each driver will be assigned specific destinations. After loading the items, the Boy Scouts will immediately take the items to one of the three areas mentioned above. Guidelines 1. The Boy Scouts must work on the pickup day from 8 a.m. to 5 p.m. with a break for lunch, unless the work is finished before 5 p.m. 2. All pickups must be made. 3. The items should be taken to the appropriate site. This is determined based on what the item is and its current condition. 4. Troop members need to make safety a priority by working together to lift heavy items. 5. The houses each troop member will visit should be divided up beforehand. This ensures every resident is reached. 6. The Boy Scouts must smile and have fun! What to Bring 1. Gloves (to protect yourself from sharp household items’ edges) 2. Poker Run participants will pick up a minimum of five pieces of trash on five islands that include: Chimney Rock, Acapulco Rock, Goat Island, Graveyard Island and Snake Island. Dear Alexander City residents: The Love Your Lake campaign directors are excited to announce a new initiative to keep Lake Martin beautiful, sponsored by Alabama Power Company and Russell Lands. We want to invite you to participate in the campaign kickoff and to love your lake! The first objective of the Love Your Lake campaign is to locate trash cans and recycling bins on five islands in Lake Martin. Two trash cans and one recycling bin will be conveniently located on the following islands: Chimney Rock, Acapulco Rock, Goat Island, Graveyard Island and Snake Island. Another objective of the campaign is to hire a sanitation officer. The officer will maintain the trash cans and recycling bins in addition to hauling large items from the lake. A third objective of the Love Your Lake Campaign is to place dumpsters at the following marinas in Alexander City: The Ridge Marina, River North Marina, and Kowaliga Marina. Trash bags will also be available for residents and visitors use. A final objective of the campaign is to involve the local Boy Scout troops. These volunteers will pick up large items from residents who are unable to dispose of such items themselves. This pickup service will be provided twice a year, beginning on May 15, 2010. To kick off Love Your Lake, we have scheduled a fun-filled Poker Run competition for May 8, 2010 and we invite all Alexander City residents and Lake Martin visitors to participate.

LOVE YOUR LAKE POKER RUN OFFICIAL RULES 1. Participants must complete a registration form in order to participate in the Poker Run event. 2. Participants can only receive cards under the name that he or she has registered. A maximum of two cards per participant, per island will be given. 3. Participants must collect AT LEAST five items of trash to be eligible to draw a card. 4. If a participant is found re-using trash in order to gain cards he or she will be immediately disqualified and will NOT be allowed to participate in the awards ceremony. 5. Participants are not allowed to switch cards with other players. Records will be kept to ensure each participant only plays the hand he or she is dealt. 6. Participants are allowed no more than 10 cards during the event. 7. Participants must provide their own boat. The Love Your Lake campaign will not provide any sort of transportation. 8. If there is a tie, a coin will be flipped to determine the winner.

Magazine/Newspaper Clippings- We will scan local newspapers and magazines, clipping articles where the Love Your Lake campaign is mentioned. 3. Number of Poker Run Participants- This measurement will allow us to know how successful our promotional strategies were for the Poker Run event. 4. Measure the Use of the Recycling Bins/Trash Cans on Islands- Measuring how often the sanitation officer(s) has to replace trash bags on islands will allow us to know the amount of bags to order and if any additional sanitation officer(s) need to be hired. 5. Amount of Trash Bags Requested From Marinas- This measure will allow us to know how many trash bags need to be ordered for marinas per month or season. 6. Measure Success of Boy Scout Troop Trash Pickup- This method will evaluate if all Boy Scout appointments were completed to the satisfaction of Alexander City residents. We will use the phone list on record to call participants and hear their thoughts on the pickup service. We will also research to see if other local troops would be interested in participating in the Conservation Good Turn opportunity for the following year. 7. Resident Surveys (Before & After)- Surveying Alexander City residents after a specific amount of time has passed would measure message saturation. We would be able to gain an understanding if they have heard about the campaign and if they are using the new services.

ADDITIONAL OPPORTUNITIES These ideas are contingent upon additional efforts of clients and budgets, and could easily be incorporated into Love Your Lake.
1. Love Your Lake Education Program for High Schools Our group considered using an educational program for local high school students. Through primary research with Lake Martin residents, we found that high school students are responsible for a large portion of the glass bottles and aluminum cans on the lakeshores. We want to educate this public so it can make more informed decisions before choosing to litter. The method we could use to reach this public is a Love Your Lake campaign education program. This program would be given annually throughout school systems in Tallapoosa County. We would want to incorporate respected opinion leaders in the program in order to inspire and motivate the youth in a positive manner. We think this method would be more effective than a fear tactic. Refer to secondary research item number 13 for further information.
2. Internal Incentive Program for Alabama Power Company and Russell Lands’ Employees While brainstorming ways to positively promote Alabama Power Company and Russell Lands, we thought an effective tactic would be to increase employee participation in campaign events. This strategy would include an internal competition based on employee participation. This competition would be held between departments, and the winner would receive awards and recognition. To communicate this new incentive program within the two companies, we wanted to utilize top-down communication. Mr. McCrary and Mr. Russell could send an employee e-mail informing all workers of the new program. We also wanted to hang fliers in the employee break rooms to heighten awareness.
3. Alabama Garbage Disposal Sign For Boats Since the Garbage Disposal Sign law works well in Mississippi, we thought it would be a strong addition to the existing Alabama law. If passed, this law could decrease littering by reminding passengers that littering is illegal and is a danger to the environment. Refer to secondary research item number 12 for further information.

4. Potential Eagle Scout Project An Eagle Scout project could be organized if the Love Your Lake campaign trash can and recycling bin operation is successful. The Boy Scouts would be in charge of placing the trash cans and recycling bins on other prominent islands in order to earn Eagle Scout rank. Potential new island sites could include: Woods Island, Farrows Island or Young Island.

PRIMARY RESEARCH Survey and Graph One of the team’s original ideas was to have students from Auburn University drive to Lake Martin for a volunteer trash pickup day. The students would be collecting large trash items from Alexander City residents. To research whether students would be interested or not, the team administered a 10-question survey to 25 students. The surveys were passed out in the Ralph Brown Draughon Library on Oct. 22, 2009. The surveys showed that 44 percent of students would not be willing to volunteer at Lake Martin. Twenty-four percent of students said they would volunteer 30 minutes to five hours of time within a year. Sixteen percent would volunteer six to eight hours per year, 12 percent said they would volunteer nine to 10 hours each year and 4 percent of students said they would spend 10 or more hours volunteering at Lake Martin. Therefore, the team decided not to implement an objective using student volunteers because the majority would volunteer five hours or less per year.
SECONDARY RESEARCH Item 1 - Russell Marine’s Locations The team researched the marinas owned by Russell Marine, which is an affiliate business of Russell Lands. The team wanted to use the marinas owned by our client to install dumpsters for the residents and visitors of Lake Martin. The public relations team chose three marinas located within Alexander City (The Ridge Marina, River North Marina and Kowaliga Marina) since the Love Your Lake campaign is focusing on that area of the community.
SECONDARY RESEARCH Item 2 – Prominent Islands When researching which islands to place trash cans and recycling bins, we found this real estate Web site describing local hot spots. We noticed the same hot spots described on this Web site were also mentioned on other Web sites. Therefore, we chose five islands—Chimney Rock, Acapulco Rock, Goat Island, Graveyard Island and Snake Island—to use for our campaign. If our campaign is successful with these islands, we can implement trash cans and recycling bins on other prominent islands (such as Woods Island, Farrows Island, Young Island, etc.). Another Web site mentioning the islands is http://www.lakemartin.com/Islands.asp.
SECONDARY RESEARCH Item 3 – Sanitary Officer Salary We were not sure what the average salary would be for a garbage collector, so we researched online to find out what price range would be appropriate for this position in Alexander City. We found the average hourly rate for a garbage collector to be $10.38. We decided to set the sanitary officer’s salary a bit higher at $14 per hour because he or she would have additional job requirements. In order to be eligible for employment as a sanitary officer, the individual must have an Alabama boating license and be knowledgeable about Lake Martin.
SECONDARY RESEARCH Item 4 – Conservation Good Turn Our group found this information about the Boy Scouts of America’s Conservation Good Turn Patch. Boy Scouts earn this patch by volunteering their time to improve land, wildlife or water. We thought this would be a good project to implement because Boy Scouts in the local community would be a great help to the Love Your Lake campaign. We noticed several different organizations were involved with the Conservation Good Turn program. These organizations include federal, state, local and private sectors. We could ask the Boy Scouts in Alexander City if they would be willing to participate twice a year in a large item trash pickup. Only two troops would be involved each year, however more troops could participate if needed. This allows the Boy Scouts the opportunity to earn a “Conservation Good Turn” patch.
SECONDARY RESEARCH Item 5 - “My Lake Martin” Article The “My Lake Martin” article from LAKE Magazine, Lake Martin Edition was helpful to our campaign in a few ways. First, this article profiles a man named Norm White, a resident who is very upset about the littering and dumping problem near his home. The article detailed the illegal dumping White has witnessed. It explains that typical items dumped are “fast food containers, aluminum cans and plastic bottles” as well as “mattresses, lawn mowers, outdoor grills, refrigerators and other household trash.” The article notes another important point: “the contributors to the illegal dumps will tell you they have nowhere else to dispose of paint, tires, lawn mowers, sofas, refrigerators, building materials and other large items.” Through research, our group discovered the Alexander City Recycling Center and a landfill both accept all the items listed above except refrigerators. Therefore, if residents are unaware of the landfill and recycling center resources available, more publicity should be implemented. A goal of the Love Your Lake campaign could be to better publicize these locations. Another key part of this research is when the article states, “After seeing the area cleaned during an organized lake cleanup effort only to be quickly trashed again…” This proves that merely a few cleanup events are ineffective at solving Lake Martin’s dumping and littering problem. This reminds our group to keep the campaign proactive instead of reactive. We would like to implement methods to create a solution. The result would be less trash, and cleanup days would no longer be necessary.
SECONDARY RESEARCH Item 6 – “Lake future bright if we manage it” Article This article titled “Lake future bright if we manage it” from the Dadeville Record was an informative piece of research because it clearly explained the importance of keeping Lake Martin clean. The article states strong statistics from an independent economic research study: • “Lake Martin residents spend about $89 million per year in the three counties that border the lake.” • “Right now, the lake supports 1,600 jobs and if construction is added in, the job total hits 3,170. In addition, retail and service jobs related to lake development add at least another 1,100 jobs.” The article expresses the need to maintain this community in order to preserve the local economy. Therefore, it is vital to have campaigns like the Love Your Lake campaign to ensure that the basic necessity of keeping the lake clean is met. The article includes two great statements: “We need a plan and people working together,” and, “I see trouble ahead if we don’t make some changes.” Both of these articles show the importance of our campaign.
SECONDARY RESEARCH Item 7 – “Group targets Madwind dump site” Article Our campaign group used this “Group targets Madwind dump site” article because it mentions the dumping/littering problem in the Lake Martin community. The article references Alabama Power Company’s Renew Our Rivers campaign. A relevant quote in this article is where Tallapoosa County Commissioner Emma Jean Thweatt says, “You’ve got to be committed to do this. It’s an effort to keep it clean.” This proves that our campaign should be a long-term solution, which is proactive instead of reactive.
SECONDARY RESEARCH Item 8 – Lake Lines Publication The January 2009 edition of Lake Lines helped our group with several aspects of our campaign. First, it presented us with an example of what the Lake Martin Resource Association (LMRA)’s publications looked like. This gave us a better idea of what kinds of press releases, feature stories and pitch letters to send. We included this publication in our media contact list. The Lake Lines publication includes a local calendar of events. This is important to our campaign because we need to be aware of activities occurring in the Lake Martin community. We could use this information to ensure that we do not plan events during other community activities. The Love Your Lake campaign could participate with or join other events. Most of the activities listed on the Lake Lines’ calendar share the target publics of the Love Your Lake campaign. Therefore, if we utilize this knowledge, our group could better reach our publics to disseminate our key messages more successfully. The second page of this publication is an application form providing information on how to become an annual member of the LMRA. We thought it might be appropriate for the Love Your Lake campaign to join local organizations, such as the Alexander City Chamber of Commerce, LMRA and the Lake Martin HOBO Association. This would allow us to receive membership benefits, such as receiving the publications in order to stay up-to-date on local happenings. The fourth page of this publication includes the “environmental emphasis” summary of LMRA. This explained how that LMRA placed 80 road signs throughout the Lake Martin community to remind residents and visitors to avoid littering. This gives us an idea of past objectives which have already been implemented toward the littering problem and allows us to avoid repeating the tactics.
SECONDARY RESEARCH Item 9 – LMRA Anti-Litter Signage Through research our group found information about the Lake Martin Resource Association’s anti-litter signage. We thought it might be an effective strategy to use signage around the Lake Martin community. Our group initially wanted to place signage at marinas and boat ramps to educate visitors and residents about our campaign and remind them that it is illegal to litter. However, once we found this research, we decided this strategy would probably not be effective since another organization already implemented the idea.
SECONDARY RESEARCH Item 10 – LMRA Buoy Project Our campaign group originally saw this buoy project information and had the idea to install buoys throughout the lake which would advertise our campaign and promote Alabama Power Company and Russell Lands. Visitors and residents would both be able to clearly see these buoys throughout the lake. As we considered using this strategy, we decided that we didn’t want any aspect of our campaign to be detrimental to the main goal of our campaign: to keep Lake Martin clean. Therefore, adding floating objects into the lake is actually going against the main idea behind our project. With this thought in mind, we decided it would be best to not use buoys at all. We want to “walk the walk” as we “talk the talk.”
SECONDARY RESEARCH Item 11 – “Alabama Power plucking bird ads” Article We originally considered creating a commercial with Alabama Power Company’s animated birds named Ben and Mickey. We planned to create a storyboard depicting the birds having a conversation about how ignorant it is to litter. Through research we discovered that the ad campaign ended in 2008, so we decided to avoid implementing the idea.
SECONDARY RESEARCH Item 12 - Mississippi Garbage Disposal Sign This is an interesting piece of research we found while looking for anti-littering campaigns for other lakes. The president of the Lake Martin Home Owners and Boat Owners Association, Jesse Cunningham, said he used to live on the gulf in Mississippi. He explained that the law was enforced throughout the state and was a successful method of reducing litter. This Mississippi Garbage Disposal Sign law requires all boats to display the sticker at all times, reminding boat passengers that it is illegal to litter. After finding this piece of research, we also researched Alabama’s laws and found no such requirement for our state.
SECONDARY RESEARCH Item 13 – Clean Valley Council The September 2009 edition of CITY Magazine in Roanoke, Va., featured information about the Clean Valley Council (CVC). One thing this council does is educate local public and private schools about the prevention of littering and waste reduction. We noticed that the CVC educated “all levels” of schools, which we found interesting. We plan on educating high school students because many environmental education programs end at the middle school level. One of our contingency plans is to visit local high schools and present our program to the students in this age group. We wanted to specifically target high school students. Mr. Cunningham, president of the Lake Martin Homeowners and Boat Owners Association, explained that the majority of the beer cans and bottles left on the islands are from high school-aged students who do not clean up and take the beer cans home with them for proper disposal. If the teenagers brought the beer cans and bottles home or placed them in their parents’ trash cans, the students would most likely be in trouble because they are underage. Therefore, we wanted to specifically target this public in our contingency plan. When brainstorming how to approach these high school students, we first assumed a fear tactic would be the most successful way to communicate with them. This would include explaining all of the consequences the students would face if they were caught leaving their cans and bottles on the lake. In this CVC article, it explains that the council’s programs “are designed to inspire, encourage, and demonstrate responsible waste management.” We believe if we did use the contingency plan of targeting high schools, we would be more effective using tactics similar to the CVC’s instead of our initial fear tactics. If we were to implement this contingency plan, we would like to use a similar approach to CVC’s, by using local opinion leaders who would be able to inspire and encourage the students through our program’s presentation.
PROMOTIONAL TOOLS Item 1 – Magnets for Dumpsters and Recycling Bins These magnets will be placed on dumpsters and recycling bins in order to promote Alabama Power Company and Russell Lands. It will remind residents that the Love Your Lake campaign is provided by the two companies. This will positively promote Alabama Power and Russell Lands because it shows their efforts to sustain Lake Martin’s environment. An online company, Memory Magnets, can print these oversized magnets with the Love Your Lake logo. Since the campaign would require 14 magnets, the team could purchase 14 for $184.

PROMOTIONAL TOOLS Item 2 – Free Trash Bag Signage The team chose to use signs for the Love Your Lake campaign to publicize the available trash bags. The signs are placed in the marinas’ windows to make visitors and residents aware of the Love Your Lake campaign, sponsored by Alabama Power Company and Russell Lands. Giving free trash bags to anyone who needs them is one way the Love Your Lake campaign is trying to stop litter. The team called Sign World in Auburn, Ala., to find out how much it would be to have three signs printed for the marinas. The cost would be $19.95 per sign. PROMOTIONAL TOOLS Item 3 – Refrigerator Magnets The team wanted to create magnets for residents of Alexander City to publicize the resources available within the community for trash disposal. The public relations team included the logo to promote the campaign and included that the campaign is sponsored by Alabama Power Company and Russell Lands. The team thinks these magnets would be an effective tool to educate residents about the resources available and promote the Love Your Lake campaign. The team wanted these magnets to not only provide a resource, but to increase word of mouth within the community. Residents could potentially place these magnets anywhere—on their refrigerators, filing cabinets or any other magnetic surface visible to others. If magnets are placed in public places like these, conversations about the campaign could arise. Through research, the public relations team found a company (Memory Magnets) that could print 10,000 magnets for $880. The team wanted to include these magnets in the Alexander City residential information packets. These packets include information about the campaign and Poker Run. The packets could be filled with various personalized message tools like the magnet, keychain and koozie.

PROMOTIONAL TOOLS Item 4 – Poker Run Banner This banner was created on www.buildasign.com. It would be a great addition to the Poker Run event to be placed above the registration table. The banner would include the Love Your Lake campaign logo to advertise the campaign. The banner would also state that the campaign is sponsored by Alabama Power Company and Russell Lands to positively promote these two companies. One banner costs $69.47.
PROMOTIONAL TOOLS Item 5 – Floatable Key Chains Imprint Items’ Web site allows you to pick a key chain type and design the print or logos you would like to include on it. The team chose to use a floatable key chain as one of the promotional tools. Boaters would attach the key chains to their boat keys. This would help to spread the word about the Love Your Lake campaign and would publicize Alabama Power Company and Russell Lands. This would positively promote the two companies by showing how they are giving back to the Lake Martin community. Floatable key chains last for years and are an inexpensive way to advertise. PROMOTIONAL TOOLS Item 6 – Koozies The team designed koozies to send in the Love Your Lake campaign packets. The koozies would be another way to gain publicity for the Love Your Lake campaign and the Poker Run. A total of 6,152 koozies will be sent out to the residents in Alexander City. Each koozie costs $1.45 each and will include the Love Your Lake logo. The information for the Poker Run is printed on the back of the koozies.
PROMOTIONAL TOOLS Item 7 – License Plates This license plate was created on www.buildasign.com. These license plates could be sold through the campaign’s Web site at www.loveyourlake.org. If license plates are purchased for residents to use around the community, they would serve as a constant advertisement for the Love Your Lake campaign. The cost of the license plates is $15.60 per plate.
PROMOTIONAL TOOLS Item 8 – Billboard When leaving the Lake Martin area after research in October, the team noticed the billboards on Highway 280 in Alexander City. The public relations team thought this would be a great way to advertise to the community and to visitors who are passing through the area. This is a simple design that would work for a billboard. The team would include that the campaign is sponsored by Alabama Power Company and Russell Lands to positively promote the two companies. The team included the Web site address to publicize the resource to anyone who is interested. The team spoke with Chris Burdette, who is the account executive for Lamar Advertising’s Alexander City clients. Burdette said the cost of leasing a billboard on Highway 280 in Alexander City would be around $600 per month, with the one-time fee of $2.25 per square foot to install the vinyl. POTENTIAL SUPPLIES Item 1- Dumpster Units This is information about the dumpsters available to purchase through Advanced Disposal. The team decided that the best size to use would be the 4-cubic yard container because it is not the smallest size, yet it is not too large. The public relations team figured that the marinas wouldn’t want a huge waste container outside of their facility. The team called the local Advanced Disposal location on Oct. 18, 2010 and spoke with sales representative, Kim. She explained to us that the dumpsters cost $25 each to install on-site and then $75 per month for the pick-up service. The dumpsters would be emptied once a week, but the service may easily be altered to pick up several times a week or even daily. The team wants to place these dumpsters at marinas that are owned by Russell Lands. The public relations team chose the three marinas that were located in Alexander City since the team is focusing on that particular area. To find the Advanced Disposal service, the team called Harbor Pointe Marina in Dadeville, Ala. The public relations team noticed that this location had a dumpster on-site while the team was at the lake researching on Oct. 18. The team figured that the same disposal service that services Dadeville would also be able to install dumpsters in Alexander City.
POTENTIAL SUPPLIES Item 2- Dumpster Request Form This dumpster request form would allow the team to order dumpsters for the three marinas. The dumpsters would be the 4-cubic yard containers. The public relations team would want the containers to be delivered during the week of May 2 to May 7, 2010, in order to be completely ready for use on May 8, 2010. The dumpsters could then be scheduled to pick up once a week. More pickups could be added each week if needed.
POTENTIAL SUPPLIES Item 3- Trash Cans for Islands The team originally wanted to order trash cans for the islands through Witt Industries. After discovering the high price of trash cans at this particular company, the team of students decided to research other options. The team then found School Outfitters—an inexpensive trash can vendor. The public relations team wants to order the EX Series Diamond Perforated Outdoor Waste Receptacles. The campaign would need 10 trash cans. The trash cans cost $224.99 each and would total $2,519.24. The team wants to place two trash cans on five different islands: Chimney Rock, Acapulco Rock, Goat Island, Graveyard Island and Snake Island. Through research on the internet, the team found that these lakes are popular spots for visitors and residents to spend their time. The public relations team hopes that Lake Martin visitors will use these conveniently located trash cans, instead of throwing their trash on the ground. The team wanted to implement a service provided by Alabama Power Company and Russell Lands, in which a sanitary officer would be designated to maintain these trash cans throughout the week.
POTENTIAL SUPPLIES Item 4 – 55- Gallon Trash Bags The 55-gallon trash bags would be used for the trash cans on the five islands. The sanitation officer would replace these trash bags as often as needed. The team researched both biodegradable trash bags and plastic trash bags. The biodegradable bags are more expensive, so the team wanted to provide cheaper alternatives. To order 120 55-gallon biodegradable trash bags, it costs $104.99. To order 100 55-gallon plastic trash bags, it costs $37.66.
POTENTIAL SUPPLIES Item 5 – 13-Gallon Trash Bags The 13-gallon trash bags would be used for the Poker Run event. Each event participant would be given a trash bag upon arrival to the island to dispose of litter. These trash bags would also be given away to all residents and visitors of Lake Martin at the three marinas in Alexander City. The biodegradable bags are more costly, and we wanted our campaign to have flexible alternatives. The 13-gallon biodegradable trash bags cost $62.42 for 144. The 13-gallon plastic trash bags cost $48.92 for 240.
POTENTIAL SUPPLIES Item 6 – Recycling Bins Recyclingbin.com sells public recycling collection bins. The bins the team found should be large enough to service the Lake Martin community if the team places one bin per island and one at each of the three marinas in Alexander City. The sanitation officer will empty the recycling bins weekly and dispose of the items at the Alexander City Recycling Center. Recyclingbin.com offers different types of recycling bins—one for cans and bottles and one for paper only. The team decided that the islands would only need the recycling bins for cans and bottles. The public relations team does not think it would be cost effective to purchase one of each of the types of bins to place on the five islands. Instead, the team would want to place one recycling bin (for bottles and cans only) on each of the islands, but place one bin of each type at the marinas. Therefore, residents and visitors would be able to recycle glass bottles, cans and paper at the marina locations. These recycling bins would be located right next to the large dumpsters we are having installed at the River North, The Ridge and Kowaliga marinas. If through time the team discovers that more recycling bins are needed, (or that paper only recycling bins are needed on the islands) the team can always order more through the Web site. The cost information is included on the next page.
POTENTIAL SUPPLIES Item 7 – Sanitation Officer Work Boat In order to maintain the trash cans and recycling bins on the islands and to drag large items from the lake, the sanitation officer will need a work boat. Chinook custom makes boats that would fit the teams need. It will have an open deck to hold the trash bags and a crane to haul large items from the lake. For a 8.5 by 26 foot boat with a 115 horsepower motor, the total cost is $40,300. This includes a trailer for transportation, motor and a one-time installation fee. This boat is sufficient for all of the work the sanitation officer will be undergoing in his or her daily route.
POTENTIAL SUPPLIES Item 8 – Recycled Paper The team chose to use 100 percent recycled paper from OfficeMax because it is environmentally friendly. For 500 sheets of paper, the price is $8.49. This paper would be used to print all informational packet materials.
POTENTIAL SUPPLIES Item 9 – Manilla Envelopes The team chose Office Depot as its source to order manilla envelopes from, because they offered recycled envelopes at a low price. If you order three or more packs of 100 than the price drops from $7.79 a pack to $7.39. These would be easy to order. Since there is an estimated 6,152 households in Alexander City, we suggested ordering 62 boxes of 100 envelopes. This would ensure that each household would receive a Love Your Lake campaign packet.
POTENTIAL SUPPLIES Item 10 – Postage In order to reach all of the Alexander City households, 6,152 packets should be sent. If each packet weighs 1 pound, the postage cost for shipping one First Class packet is $4.95. If it weighs 13 ounces or less than the price is $2.92. The First Class option was chosen to reduce shipping costs.
