WASTE? NOT! Food scraps bylaw reshapes landfill landscape, but policing remains an issue

ith landfills running out of room and Lower Mainland municipalities aiming to reduce greenhouse gases by 50 to 80 per cent by 2020, Metro Vancouver has banned food scraps from regular garbage. Instead of being thrown away, organics will be recycled into compost or biofuel. Among the materials mandated for diversion: raw and cooked food, plate scrapings, leftovers, expired food, meat, bones and dairy products. As of July 1, 2015, penalties are being

applied to loads of garbage containing more than 25 per cent food, and buildings that don’t comply could be subject to fines by their waste-collection providers. Though waste collection has changed to accommodate the new regulations, most municipalities report that the changeover’s been relatively smooth. However, one remaining bump in the road includes how to ensure that the material haulers bring to compost processors is acceptable – if it’s not, it is up to the hauler to determine the offending building on its route, and then up to the owner or manager of that building to determine who inside isn’t adhering to PROPERTY MANAGERS’ SOURCE BOOK 2016 | 21

Environment the bylaw instructions. “Metro Vancouver has developed a number of tools to help building owners and property managers to assist residents to establish or improve food recycling in their buildings,” according to Malcolm Brodie, chair of Metro Vancouver’s Zero Waste Committee. “The most important message to share with residents is that food is not garbage and it belongs in the green bin. As such, residents should put all food waste into a separate container in their home, empty the container into the building’s green bin, and then the waste hauler will take the food scraps to a composting facility,” he added. “Having a team of resident volunteers to promote the program, encourage participation and to report any problems or issues to the hauling contractor will improve communication and adherence to the food-recycling program.” In addition, as a means of getting full participation from tenants, many building owners are setting up special wastecollection rooms to make sorting an easy process. Concert Properties, which owns and manages 2,000-plus rental suites in British Columbia in 13 properties, keeps expanding and refining its waste-diversion programs. “In all of these cases we have a comprehensive landfill waste-diversion program running that includes organics,” said Jonathan Austin, Concert’s corporate marketing and communications manager. “Concert’s begun to implement expanded landfill-waste diversion within its condominium properties,” he continued. “Instead of a garbage room we have branded these spaces as a ‘sorting lounge.’” In its 194-suite Salt building on Hornby Street in Vancouver, for instance, the sorting lounge contains colour-coded walls for each type of recycling, a camera and key-swipe entry to better keep track of who’s dumping what, an exhaust fan, and

flooring that’s easily hosed down. Though not all residential buildings have space for this type of facility, even smaller stratas are making do. At the 26-unit Grandview Gardens on East 1st Avenue, a tiny spot next to the outdoor dumpster is working. “It seems that people are using the new system, as the bin is about half full prior to our weekly pickup,” said strata president Coby Woods. “I’ve been quite surprised by how much of my own waste, especially by weight, is diverted into the organics bin. I think once people realize how much of an impact the separation is, they will get on board.” Although some of the building’s tenants have complained that the bin smells in warm weather, Woods said, “That’s the nature of it and it’s no different than if the same waste was in a regular bin.” Overall, he adds, the small extra effort is worth the trouble. “It’s our responsibility both as a strata council and as individual residents to do what we can to can to help reduce and effectively manage our waste,” he said. “Knowing that we are part of a larger solution to limit our impact on the environment is a good thing.” É Originally published in Green Space 2015.

ROOFING REVOLUTION Remote leak detection, drones protect office roofs

F

inding pinhole leaks in office roofs can be challenging. Now, two B.C. firms are offering automated systems that allow leaks to be discovered – and damage averted – quickly and even remotely. First, Victoria-based Detec Systems president David Vokey says that his company’s concept relies on the fact that water conducts electricity. By having an electrical grid above and below a roofing membrane, any leakage creates an electrical connection and sends an electronic signal of the leak’s location. The signals can be

detected on site or via remote monitoring from any computer. Such systems largely replace the need to flood a roof with water to check for leaks after a membrane has been installed. Detec-protected buildings include the Film Archive and Preservation Center in California as well as the deck beneath the Olympic Cauldron situated in downtown Vancouver. “It is about risk mitigation,” Vokey confirms. “The whole concept is to detect a problem before it becomes a leak. Technology demanding roof designs make leak detection even more vital. Green roofs planted with vegetation and office roofs outfitted as staff meeting areas place greater demand on quickly finding and servicing leaks. And, while electronic leak detection is primarily used in new construction, SMT Research in Vancouver is working on a system that could be retrofitted to monitor leaks on existing roofs by assessing the roof from below to install leak detection monitors. SMT Research systems include a comprehensive roof and waterproofing scan using a DigiScan hand-held unit that can detect even the smallest membrane breach in inverted roofs and waterproofing membranes. Both the SMT Research and Detec Systems leak-detection systems are accepted under the RoofStar warranty program of the Roofing Contractors Association of BC. Rise of the drones When the British Columbia government wanted to inspect the roof of the most important building in the province, it called on an innovative Vancouver pilot who launched a drone above the B.C. legislature. The contract to Victoria Aerial Photos and Survey revealed the startling versatility of unmanned aerial vehicle systems as a roof-inspection method. While drones will never replace professional roof inspectors, they do hand them a new tool that could potentially make their job easier, faster and safer. “It was an important job for us, and our first roofing contract,” says licensed pilot and Victoria Aerial Photos and Survey founder David Carlos, adding that the government’s property manager wanted to check on the gold-leafed statue of Capt. George Vancouver, the iconic copper dome and the general roof condition atop the main legislative building.

Like many property managers, it also likely wanted to avoid the onerous safety regulations, access permission and potential damage that could result from sending a team of inspectors onto the sloped roof of the 116-year-old structure. Instead, Carlos carefully guided a powerful multi-rotor drone with video and a high-def camera to take detailed photos up top. The cameras showed, for example, that what was thought to be bird droppings on the seven-foot-high Capt. Vancouver statue was actually base metal showing through the aging gold leaf. The property manager now also has clear, close-up photos of the entire roof and the dome, which has some structural issues. Carlos, one of the few commercial multirotor drone operators in British Columbia, says that, while most of his business comes from the real estate industry, the unmanned flying cameras are uniquely suited for roof inspections. “They can fly high or low, they can hover and they provide high-resolution photos or videos,” he explains. Any pilot who flies a multi-rotor for commercial use requires a special flight operator’s certificate under Canadian air regulations of Transport Canada, and applicants must prove that they have the experience and expertise to handle the powerful drones. Using drones for roof inspections certainly offers a number of advantages compared with using Google Earth, airplanes or even on-the-roof inspectors. Drones are inexpensive – Carlos estimates that a commercial roof inspection by drone would cost around $300 – allow better visuals than satellite or airplane images and avoid the safety and access concerns of putting people onto the roof. “[Drones] are cheaper, safer and can get way closer,” he says . DISASTER RELIEF Wilder weather, terror threats among latest concerns for security firms BY PAT JOHNSON

T

wenty years ago, technology allowed security guards to monitor a panel of cameras from a central post. While people and cameras are still crucial to security, new software makes them more effective. “The biggest change … has been in the use of digital video analytics,” says Provident Security president Mike Jagger. “What we do now is use the camera as an intelligent motion detector, so we can tell the system what types of activity we’re interested in and what should create an alarm.” Software now lets a camera focused on a parking gate be set to let cars enter/exit and pedestrians leave but to trigger alarms if any person enters. A camera could even differentiate between a raccoon and a person. Modern cameras can also be synced with POS terminals, so a review of video can identify fraudsters in seconds. Best of all, the ubiquity and affordability of video cameras lets security firms customize their responses. “If we can see the reason an alarm tripped is somebody’s kicking in the door versus someone … with their arms full and getting to the keypad slowly, we can call the police and let them know exactly who we’re looking for – a guy wearing a red jacket – and where he is right now,” Jagger said, adding that, while video analytics do not replace human security pros, they can enhance their work. “The most competent professional person [isn’t] going to be able to do as good a job of noticing something amiss compared to what we can do with some software. We can make better use of the unique skills a person has and make them infinitely more valuable by the appropriate use of technology.” Advances have also allowed security firms

to identify potential crises of different kinds. When windstorms knock out power at night, sensors can alert restaurateurs their refrigeration is down. Likewise for flooding, where minutes can make the difference between a small mess and a major catastrophe. Unlike weather events, which have long been an issue, current events are suddenly raising concerns about terrorism, with perceptions of crime impacted by major events like mass shootings. Paladin Security VP Chad Kalyk says while Canadian security guards wouldn’t likely have prepared for such situations 10 years ago, his company and others are equipping staff for active shooting scenarios through drills, exercises and online simulations – not to mention the effective collating and application of data. “More and more, our clients are seeking evidence-based decision-making: Where are we having challenges? What part of the property are we having issues on?” Kalyk said, adding that, by intelligently analyzing information, security firms can determine the times and locations where extra assets are needed and advise clients accordingly. he Building Owners and Managers Association (BOMA) of Canada’s Building Environmental Standards (BESt) program gives owners and managers of existing buildings a tool that they can use to effectively benchmark their energy, water and waste programs. It is an ongoing process proven to keep even decades-old office buildings at the forefront of sustainability. And, according to the annual BOMA BESt Energy and Environment Report: The National Green Building Report, the savings can be substantial. Managers Association BESt-certified office buildings across Canada, including buildings in British Columbia, found a large improvement in energy and water consumption for buildings certified in 2013 compared with those certified a year earlier. BOMA BESt works on a scoring system, whereby owners and managers are invited to critically assess six key areas of environmental performance and management in their buildings. These six key areas are energy, water, waste diversion and site enhancement, emissions and effluents, indoor environment and environmental management. From performing water and energy audits to implementing recycling programs and training maintenance staff in environmental best practices, the program provides an opportunity to run ever cleaner, greener buildings. In return, BOMA BESt participants enjoy increased cost savings each and every time they advance a level of certification – in fact, the program makes sure to place a strong emphasis on continuous energy and environmental improvement through re-certification. “BOMA BESt office buildings that recertified showed a 25 per cent increase improvement in energy-use intensity compared to buildings that had only gone through the original certification process,” according to the BOMA BESt Energy and Environment Report: The National Green Building Report. “Similarly,” the report continued, “recertified buildings achieved a 30 per cent reduction in annual building water usage per square foot of space as well as an average of an eight per cent reduction in diverted waste.” BESt expands in B.C. As of March 31, 2015, 259 buildings in British Columbia were BOMA BESt-certified – that’s 29 more than were BOMA BEStcertified the previous March. Seven had achieved Level 4 certification, including the Shangri-La in Vancouver, the Victoria Conference Centre and the Airport Executive Park Building 6 in Richmond. Plato maintains that there is no magic bullet for achieving and maintaining BESt Level 4 in an older office tower. “It is just constantly looking for ways to improve sustainability and performance,” he advised other building owners and property managers. Next BESt Following its success in the private office sector, the Building Owners and Managers Association is now expanding BESt into the health-care field as part of the national BOMA BESt Health Care module. BOMA Canada is offering managers and operators of health-care facilities a BESt module specifically designed to fit a health facility’s unique energy and environmental profiles. “The BOMA BESt program will help develop strategies and plans that will maximize investments and foster the continuous improvement of building operations,” according to a BOMA statement. “The environmental impact of the facility will be reduced, leaving money to be invested where it matters most, in patient comfort and care.” In addition to the six BESt principles, BOMA BESt Health Care includes specific strategies for the health-care industry, such as best practices for medical-waste disposal and sustainable food-purchase practices.
