BIN THOSE SCRAPS Tips for green-binning food waste in apartments and condos

METRO VANCOUVER

R

ecycling food scraps is the right thing to do: not only does it take waste out of our landfills and reduce methane emissions, but it turns those scraps into compost and bioenergy. Since January 2015 all Metro Vancouver residents and businesses have been asked to separate food scraps from their regular garbage. This applies to apartments and condos as well as single-family homes. However, recycling food scraps can be confusing, inconvenient or downright stinky. Here are suggestions, specific to property managers, to make composting easier.

Set up a green bin program ■ Determine the specific requirements and needs for your building using Metro Vancouver’s Multi-Family Recycling Toolkit (visit metrovancouver.org and search “toolkit”). ■ Contact the Recycling Council of BC

(604-RECYCLE) for information about consultants and service providers. Maintain your recycling area A dark, uninviting or unsafe recycling area can be a barrier to composting. The following tips can make it more accessible: PROPERTY MANAGERS’ SOURCE BOOK 2018 | 15



Environment ■ Install lights and make sure the bins are easy to reach. ■ Keep the recycling area tidy and post signage so residents know what waste goes into what bins. (Contact Metro Vancouver’s Info Centre at icentre@metrovancouver.org or 604-432-6200 to request signage.) ■ Evaluate if waste is being picked up frequently enough by your hauler, and add more pickups if needed. ■ Use the same Multi-Family Recycling Toolkit to determine if you have enough bins to meet your building’s needs. ■ Set up a green team or recycling champions program to promote composting in your building. Keep it clean Food scraps recycling can be a messy business. Share these simple ways to prevent odours, avoid spills and keep bugs at bay with your building tenants: ■ Line your kitchen catcher. This helps

absorb moisture, keeping your container cleaner. Use a paper bag or cellulose-lined paper bag, or fold your own out of paper. (Plastic or plastic-lined bags – even those labelled biodegradable or compostable – should not go in the green bin as they do not decompose, thus polluting compost sites). ■ If you don’t need to empty your kitchen catcher regularly, keep your food scraps in the fridge or freezer: this prevents odours from developing and keeps bugs at bay. ■ Keep a lid on it. You can splurge and buy a kitchen catcher with a lid or retrofit a large ice cream container or coffee can, or use a bowl with a plate as a lid to contain smells and prevent spills. ■ Wrap greasy or wet food scraps, fish, meat and bones in paper to absorb moisture, which will reduce odours and keep flies from being attracted to your bin. ILLEGAL DUMPING Put waste in its place with Metro Vancouver’s new initiative

I

t’s an all-too-familiar sight: a mattress abandoned behind an apartment building or unwanted furniture or appliances left in a laneway or by the curb. Illegal dumping comes in many forms, but the result is the same – it costs Metro Vancouver municipalities $5 million annually to clean up and sends a message that our neighbourhoods and buildings are suitable for dumping. Local residents are responsible for the majority of illegal dumping in the region, with large household items the most commonly discarded. In 2016, Metro Vancouver municipalities reported 37,257 incidents of illegal dumping, with the most frequently dumped items being mattresses, furniture, appliances, carpeting, tires, green waste and larger amounts of household garbage. Property managers know the problem first-hand. They’re often the ones cleaning up or reporting illegal dumping, or dealing with vandalism and other problems that can accompany it. Metro Vancouver’s Put Waste in its Place online tool can help both property managers and residents find a better way to dispose of unwanted items. Property managers can visit wasteinitsplace.ca to share information with their building’s residents. While the vast majority of residents want to do the right thing and keep their neighbourhoods clean, many may not be aware of their options to properly dispose of items that are too large or not accepted for normal garbage collection or recycling. Find a municipal program for largeitem collection T he wasteinitsplace.ca site provides

information on municipal programs, like large-item pickup services, pop-up junk days or spring cleaning events. Sometimes disposing of bulky items can be as simple as scheduling a free pickup with your municipality. Recycle or repurpose items Many illegally dumped items could be donated or recycled instead. The site includes a tool for users to find a local option for recycling or repurposing a wide variety of household items. Take care of waste at a disposal facility For when municipal collection programs or recycling isn’t an option, the site gives info on regional disposal facilities where residents can drop off garbage for a fee. Display posters and signage Visit wasteinitsplace.ca to download posters, which can be displayed to remind residents that illegal dumping isn’t acceptable, no matter where it occurs. ENERGY BENCHMARKING Collecting the right information consistently is critical to formulating an effective energy management plan for any office building

T

he practice of benchmarking the energy use intensity of a building or portfolio of buildings is relatively simple, but the information collected is critical to develop an effective strategic energy management plan or to certify under a holistic building sustainability program (e.g., energy, water, waste, occupant engagement). Regular benchmarking provides a comparison of a building’s current performance with its own past performance and the performance of comparable buildings. This data allows the building-management

team (owners, managers and operators) to be better informed on how well their real estate portfolio is operating and where to focus efforts to reduce consumption. When the team implements energy conservation initiatives, it can be more confident that the project will result in lower operating costs, increased marketability of rentable space, higher rental rates, reduced greenhouse gas emissions and higher overall asset value. The Building Owners and Managers Association of BC (BOMA BC) supports the concept of benchmarking the energy use intensity of buildings. However, BOMA BC’s preferred tools for benchmarking are building environmental certification PROPERTY MANAGERS’ SOURCE BOOK 2018 | 69


Energy programs (e.g., BOMA BEST 3.0) and advanced energy management information system (EMIS) software (e.g., BOMA uTrack) that have mandatory third-party verification requirements or data quality assurance processes. These types of tools provide energy benchmarking and are often integrated with Energy Star Portfolio Manager (PM), but go beyond benchmarking to help improve the energy efficiency and environmental responsibility of buildings. As buildings certify under sustainability programs or use advanced EMIS tools, they are engaging in a form of continuous optimization. EMIS data is often done in real time or on a billing cycle that provides a continuous update on performance, which the building team can use to track progress or identify issues. Certification programs typically run on a three- to five-year re-certification cycle, meaning the building team must reassess its buildings at a granular level, giving the opportunity to identify ways to further optimize performance. Benchmarking data can also be used by governing bodies to develop policies and regulation that targets energy conservation more effectively. Many U.S. cities and states as well as Ontario have already implemented mandatory building energy benchmarking and reporting requirements. However, an issue with data reliability has been identified in a number of these U.S. cities, negatively impacting the ability of governing bodies to use reported benchmarking information reliably. Thus, it is imperative that benchmarking data is accurate so it can be used with confidence in regulatory or policy development – one reason why BOMA BC prefers benchmarking tools that have mandatory verification requirements. There is a trend throughout the U.S. and Europe for the public disclosure of building 70 | PROPERTY MANAGERS’ SOURCE BOOK 2018

energy benchmark information, also known as “building labelling.” But, due to privacy laws, data access limitations and other unforeseen consequences, BOMA BC does not support building labelling. It does, however, support the disclosure of building energy use information with the following caveats: ■ the information is disclosed in aggregate form by governing bodies and no individual owner or organization is identified (e.g., information is used to inform the development of targeted energy efficiency policies or incentives); ■ the information is disclosed in such a way that an individual owner or organization will benefit from the disclosure (e.g., owners are celebrated or rewarded for energy efficiency efforts); and ■ the information is not used in a way that will create an unfair business environment for an individual owner or organization (e.g., unfairly labelled as a poor-performing building). Until such time that public disclosure or building labelling actually increases the energy performance of buildings, BOMA BC recommends efforts by governing bodies be focused on helping buildings improve their energy efficiency through appropriate policies and incentives that have been proven to help transform the built environment to become more efficient (e.g., direct energy management assistance and education). Benchmarking should be a component of every building-management strategy and, with the availability of environmental certification programs (BOMA BEST, for instance), advanced energy management software (e.g., BOMA uTrack powered by PUMA) and the free energy and water benchmarking tool PM, there is a program that should work for the needs of every organization.
