Aviation Valley puts Poland at center of map for global aviation giants
Mason Holland, a resident of Charleston, South Carolina, didn’t expect to find salvation for his Albuquerque airplanes in a distant southeastern corner of Poland. But when he bought the bankrupt Eclipse private jet manufacturer in 2009, he had to find ways to reduce the jet’s m anufacturing costs.

That search led him to Mielec and Poland’s Aviation Valley. Reborn as Eclipse Aerospace, the firm is sourcing its fuselage and wings from PZL Mielec, and instead of nearly 800 high-cost manufacturing jobs
based in New Mexico, the firm has largely outsourced all manufacturing to Poland, with final assembly being done in the United States. Eclipse is just one example of global forces and aviation manufacturing networks that are driving demand for Poland’s aviation manufacturing firms, most of which are based in or around Rzeszow in a region that has become known as Aviation Valley. This cluster of hi-tech manufacturing firms, research departments and academic institutions has put Poland firmly on the map as a source of high-quality talent for the global aviation giants who are keen to control costs and breed talent inside their firms. Since 2009, PZL Mielec has manufactured key components of the Black Hawk military helicopter for the U.S. Army, including nearly 100 cockpits, 75 tail booms and 75 pylons. During summer of this
year, the firm won another contract, worth $350 million, to produce additional cockpits and tail booms for the Black Hawk. The contract was signed by the firm’s owner, Sikorsky Aircraft, the world’s leading helicopter manufacturer. PZL Mielec also produces the international version of the helicopter, the S-70i, which Sikorsky sells to the armed forces of other countries. As if to underscore Poland’s growing profile on an international level, the Berlin Air Show, starting 12 September, has chosen Poland as the Country of Honor, and this year’s will event will attract the largest Polish delegation to date, including the Ministry of Economy, the Polish Foreign Investment Agency PAIZ, the City of Rzeszow, the Aviation Valley association, and a large number of manufacturers and suppliers to the aviation sector. The past two counties of honor at the Berlin Air Show were Switzerland and India.

www.bizpoland.pl Very-light jets – made in Poland Eclipse Aerospace, manufacturer of the world’s first very light jet (VLJ), will buy major components for the Eclipse 550 Jet from PZL Mielec, which will manufacture the fuselage, empennage, and wings for Eclipse’s jets and ship the parts to Albuquerque, New Mexico, for final assembly. Eclipse Aerospace plans first deliveries of the Eclipse 550s in 2013. PZL Mielec is an affiliate of Sikorsky Aircraft and subsidiary of United Technologies Corp. UTC is the dominant foreign company in Aviation Valley, by way of its additional ownership of WSK Rzeszow (manufacturer of engine elements) and Goodrich (manufacturer of aircraft sub-units such as landing gear for Boeing 777s and F-16 fighters). Now that Eclipse is armed with an established supply chain, a new FAA production certificate, and a certified airframe, Eclipse is officially back in production with deliveries beginning in 2013. Eclipse plans initial low-volume production with the first aircraft taking approximately 12 months to complete as the balance of the production line is re-tooled and validated during the process. Full production for an estimated 50 to 100 aircraft per year is expected in 2014, paced by market demand. “The signing of the PZL Eclipse 550 airframe contract is another major milestone in our production path,” said Mason

include Synthetic Vision, Auto Throttles, and Enhanced Vision. The Eclipse 550 will also possess the same 1,125 nm range, 375 ktas max cruise speed, and 41,000 ft service ceiling of its predecessor, and will continue its industry-leading fuel performance, burning a mere 59 gallons per hour at cruise.
Other firms from Poland’s aviation cluster are also supplying the American private jet manufacturer. The Eclipse is powered by two Pratt & Whitney PW610F engines (allowing a cruising speed of 362 knots), and systems monitors are provided by Hispano-Suiza Canada - both companies are firmly entrenched in the Rzeszow area. Aviation Valley has built up a strong network of suppliers to the industry, and in process, has created a “virtual circle”, the Holy Grail of clusters, which seek to grow based on dense and intense networks of partners, contacts, vendors, human resources and financing.

Cover Story Select success stories WSK Rzeszów Contractual work for foreign manufacturers constitute currently the main source of revenues for WSK Rzeszów. The largest Polish manufacturer of aircraft engines elements is owned by American corporation United Technologies Corp. The Rzeszów enterprise has been involved in assembly of engines for F-16 and is currently recognized as one of the best manufacturing plants within UTC corporation, based on manufacturing quality, timely delivery and health and safety. Tinplate components manufactured in Rzeszów, precise casts or gears are installed in the majority of the aircraft engines that are branded with the Pratt&Whitney logo.
PZL Świdnik In January 2010 the privatization of one of the remaining helicopter manufacturing plants of the PZL Świdnik was formally signed. The enterprise was purchased by the Italian and British helicopter behemoth Agusta Westland, which has been already cooperating with the plants in Lublin for 13 years. The fuselages of the majority of the Italian helicopters constructed in Poland will continue to be supplied from the PZL Świdnik to the AW plant in Europe. The manufacturing plant has been also gaining profits from the sale of other aircraft components. Cooperation commissions from Airbus, Eurocopter, Latercoere and other significant companies from the USA and Great Britain continue to account for the lion’s share of production.

Since the early last decade, the Goodrich aircraft corporation has been manufacturing aircraft sub-units in its manufacturing plant in Krosno. 100% of its products are exported, and the manufacturing techniques apply the most advanced technologies for landing gears. The sub-units manufactured in Krosno are used in the production of the landing gears for the entire Boeing family, including Boeing 777 and F-16 fighters. Also, all new operating Gulfstream jets and two types of short-distance passenger airplanes of the Canadian Bombardier land on the landing gears manufactured in Krosno. Aircraft subunits have been also exported to Japan for many years.
Foreign Investment (PAIIZ), Poland will be represented at the Berlin Air Show with its biggest display to date. Poland’s aerospace industry will be introducing itself as a modern, fast-developing sector, which offers outstanding opportunities for customers and investors from around the world. The focus is on existing industrial production and on research and development within the industry. Focus on research
Around 90 per cent of the Polish aviation industry’s manufacturing plants are members of Aviation Valley (Dolina Lotnicza). This industry association was founded on 11 April 2003 by the aviation industry’s largest manufacturers, suppliers and companies in southeast Poland. Over the course of eight years its membership has risen from 18 to 84 companies, with a current workforce of more than 23,000. Aviation Valley is one of Poland’s largest industry clusters and Central and Eastern Europe’s leading centre for aviation. The employer’s association has contributed significantly to southeast Poland becoming one of the aviation industry’s leading regions in Europe. Total sales of products by this cluster exceed EUR 1.5 billion. The industry is experiencing rapid growth and from 2003 to 2008 its turnover increased four-fold. This economic upturn is also due to foreign investment. Thus deliveries to the foreign owners of Polish plants currently account for most of the industry’s sales. One of the best-known companies to have recognised the potential of Aviation Valley is MTU Aero Engines, one of the world’s leading manufacturers of engines for use in civil and military aviation. This company has built a modern manufacturing plant and research centre in Jasionka near Rzeszów. In addition to MTU Aero Engines, other companies which are well known in Germany also belong to Aviation Valley. They include the optical components manufacturer B&M OPTIK and the shipping company M&M air sea cargo S.A. Major foreign investors also include Hispano Suiza (Sędziszów), Aero (Kalisz), Gardner (Tczew) and Creuzet (Sędziszów).
Research and development is of great importance to Aviation Valley. The association is also a founder member of the Centre for Advanced Technologies AeroNet - Aviation Valley. This centre is a consortium made up of Poland’s six largest technical universities, from Warszawa, Lublin, Łódź, Rzeszów, Częstochowa and Gliwice, as well as other technical colleges and institutions. They include the University of Rzeszów, the Aerospace Institute, the Air Force Technical Institute as well as the two institutes of the Polish Academy of Sciences (Institute for Fluid-Flow Machines, Institute for Basic Technical Problems). The consortium’s main task is to conduct scientific research and development and to introduce innovative aviation technology solutions. Aviation Valley is also a founder member of the Polish Aerospace Technological Platform, whose aim is to intensify cooperation and strengthen the involvement of Polish aerospace companies and universities in relevant European research projects.
The association’s objective: greater involvement at international level Aviation Valley is one of three leading institutions of the European Aerospace Cluster Partnership (EACP), to which aerospace clusters from EU member states belong. Aviation Valley continues to move forward, and is constantly establishing new contacts with numerous aviation industry institutions. Thus, for example, at ILA 2010 Aviation Valley signed a cooperation agreement with the Berlin Brandenburg Aerospace Alliance ■ (BBAA).

We also anticipate that participation by our Polish neighbours will result in further joint ventures and ties between our two countries evolving at all levels.” Poland has attended the bi-annual air show ever since the ILA moved to Berlin in 1992. Last year, more trade visitors than from any other foreign country travelled from Poland to Berlin. The ILA grounds are only about 80 kilometres from the Polish border. Since the introduction of the partner country concept Poland’s predecessors at the ILA have been Russia in 2006, India in 2008, and Switzerland in 2010. The ILA 2012 will be taking place from 11 to 16 September at Berlin ExpoCenter Airport, the new exhibition grounds directly adjacent to BER, the capital’s new airport.
Soviet legacy The cluster of aviation firms in Podkarpackie, which pre-dates World War I, partially owes its success to the Soviet strategy of concentrating industrial production in defined areas. Added to the mix is a large dose of Polish technical and

engineering know-how, and a recent injection of capital and world-class best practices from global aviation firms. The first state aircraft manufacturing plant was the PZL - State Aviation Works established in 1928 and replaced the former Central Aviation Workshops. World War II completely damaged the operating Polish aircraft industry, which resulted in the necessity of its reconstruction from the very beginning. This process was commenced with establishment of a network of plants named WSK – Transport Equipment Manufacturing Plant, which manufactured the equipment and machineries used in different transport sectors (from bikes
to helicopters and airplanes). The following plants were established: WSK Warsaw (on the basis of the former PZL) constructing sports, training, agricultural and multi-task airplanes (among others the most popular PZL 104 – Wilga and PZL 106 Kruk). WSK Świdnik established in 1951 on the basis of the Podlaskie and Lubelskie Aviation Manufacturing Plants (in 1958 the company launched the construction of Mi-1 and Mi-2 helicopters under the Soviet license; since 1980 – construction of W-3 Sokół and parts to passenger airplanes Ił and An). WSK Mielec (on the basis of PZL Mielec works), which manufactured the An-2 airplanes, MIG-14 and MIG-17 jet airplanes under the Soviet license and since the sixties. its own training airplanes – TS- 11 Iskra and M-15 Belfegor (the only agricultural jet airplane in the world and the only jet biplane). WSK Kalisz established in 1946, manufacturing different engines to MIG-15 and MIG-17 jets since 1952. Despite construction of agricultural airplanes, the other Polish specialization in this time was manufacturing of gliders in the Special Experimental Workshops (SZD) in Bielsko – Biała.

MTU Aero Engines In May 2009 the newly-established manufacturing plant of the German MTU Aero Engines, the world-leading player in design and production of aircraft drives, was launched. The firm specializes in the manufacture of low-pressure turbine blades for aircraft engines.

With a plant located in Sedziszow Malopolski, the firm employs about 400 people, and manufactures toothed wheels for gear cases and structural components for aviation turbo-ventilator engines. The two largest enterprises from eastern Poland – WSK PZL Rzeszów and PZL Świdnik – account for nearly 38% of the total turnover for the sector, and if one includs the third and fourth largest players – Pratt&Whitney and PZL Mielec – the share percentage goes up to more than 50% of turnover for the entire industry. In addition to the global firms, Polish SMEs from the region are also important, including among others Aero-Kros, Aero AT, Margański&Mysłowski i Wytwórnia Konstrukcji Kompozytowych (Composite Constructions Manufacturing Plant) Andrzej Papiorek. They are for the most situated in the Podkarpackie Voivodeship and around Bielsko – Biała.

Size of the sector The Polish aircraft industry is situated in 90% in Eastern Poland. Outside this region the aircraft industry plants are located in southern Poland (Bielsko – Biała, Małopolskie Voivodeship), in Wielkopolskie Voivodeship (Kalisz, Wielkopolskie Voivodeship, Bydgoszcz, Kujawsko – Pomorskie Voivodeship) and in Pomorze (Tczew). The Polish aviation sector is strictly related to the global aviation industry, so global trends influence the Polish market. Approximately 90% of production is exported. While the manufacture of parts and components has driven the sector’s growth in Poland, companies intend to move up the value-chain, and recent initiatives in engine design and research confirm this strategy. Aviation is one of the most innovative sectors in the Polish economy, due to companies’ large expenditures on R&D, cooperation with research centres, and participation in international projects. The advanced level of processes used in the Polish aviation sector is best illustrated by the participation of Avio Polska and GE EDC (Engine Design Center) in the development of the innovative jet engine GEnx,
which will be used in the state-of-the-art Boeing 747-8 and 787 Dreamliners. Polish participation in such projects should increase owing to the subsidy of the National Centre for Research and Development, which will invest Euro 75 million in years 2013-17 in scientific research for the aviation industry. (Source: PAIZ) And Poland’s technical universities continue to turn out well-trained graduates. Nearly 11,000 engineers graduate yearly, including about 650 graduates in aviation studies.
Growth on the horizon As Poland continues to gain market share in the global aviation manufacturing sector, domestic demand is also growing, albeit insignificant in comparison to global demand. The government of Poland will soon commission new helicopters for the military, police forces and border guards, as well as training aircraft for the army. The challenge, therefore, for the Polish aviation industry is that production cannot rely and be based on domestic customers. Poland’s integration with global aviation giants is driving revenue growth, supporting high-tech innovation and research, and creating challenging job opportunities. The cluster that is the Aviation Valley has much to be proud of, and may serve as a model for other industry clusters hoping ■ for similar successes.

Canadian helicoper firm expands in Rzeszów

Members of the management of HeliOne, the largest independent provider of services in the area of maintenance, repair and overhaul of helicopters, met in August with Podkarpackie officials and the mayor of Rzeszow Tadeusz Ferenc, to present their plans for the newly-opened plant. More than 20 workers were recruited by Heli-One. The new facility will service current and future customers in Europe. At this stage, the company will focus on the hulls on the “heavy” helicopters, such as the Super Puma manufactured by Eurocopter.
Larry Alexandre, President of HeliOne, officially introduced his colleagues and the local team of Heli-One. “After a thorough analysis of potential locations we chose Rzeszow because of its location in the heart of the “Aviation Valley”, close to customers in Central Europe as well as with the availability of skilled and educated workers”, said Mr. Alexandre. “The opening of this facility is the first step towards increasing the coverage, capacity and efficiency of our service and maintenance activities on a global scale. It is likely that this investment will increase. The main task of the team that came to Rzeszow is to continue hiring, training and development for the firm’s repair facilities. The new plant will be fully-operational by the summer of 2013. Heli-One is part of the world’s largest helicopter company CHC Helicopter Servicing, based in Vancouver, Canada, which also provides transportation services for offshore oil platforms as well as rescue units. The company operates more than 250 helicopters in 30 countries worldwide. CHC recently announced its financial results for the year, with revenues reaching $ 1.69 billion, up 17 per cent, while profit increased by 25 percent ■ to $421 million.

Poland fields last second-hand C-130 Hercules The Polish air force commissioned its latest Lockheed Martin C-130E transport into service during a 22 August ceremony at Powidz air base. Now carrying the registration 1505, the ex-US Air Force aircraft had arrived in Poland in late July. Warsaw ordered five C-130Es for $98.4 million using the US government’s Foreign Military Financing mechanism, with a separate support deal worth more than $55 million. L-3 Integrated Systems refurbished the aircraft at its Waco site in Texas, with its work having included replacing the Hercules’ original centre wing boxes. Also including spare parts and personnel training, the programme’s total value is estimated at $165 million. The Polish air force has logged more than 2,500 flight hours with C-130Es since taking delivery of its first example in March 2009. This was followed by two more in 2010 and a fourth that was accepted in September 2011. Poland also leased two additional E-model Hercules from the USA due to earlier programme delays. One of these was damaged during an evasive manoeuvre made to avoid hitting a mountain in Afghanistan in February 2010, and was subsequently cannibalised for spare parts. It was replaced by another transport, which is now dedicated to supporting ground training activities in Powidz. The other leased aircraft was delivered in May 2011, and will be returned to the USA no later than October 2012.
Poland to replace Su-22 Bombers Wisniowski orders a GrandNew helicopter AgustaWestland announced that Wisniowski of Poland has signed a contract for a GrandNew helicopter in VVIP transport configuration. The aircraft, featuring an exclusive 5 seats interior, is expected to be delivered in late 2012. This contract marks the first sale of the GrandNew light twin helicopter in Poland. This sale also further reinforces the presence of AgustaWestland in Poland where its subsidiary PZLSwidnik is based. PZL-Swidnik is also responsible for the manufacture of several GrandNew fuselages.
UCAV Poland is planning to replace its obsolete Soviet-built Sukhoi Su-22 strike aircraft with an unmanned strike aircraft (UCAV) system, Deputy Defense Minister Waldemar Skrzypczak told TVN24 television. “We are looking at possibly swapping some of our Su-22 fleet for long-range pilotless systems with high strike capability,” Skrzypczak said. Skrzypczak has responsibility for defense procurement. Poland plans to buy around 30 UCAVs by 2018 to form three squadrons. Skrzypczak did not say who would supply them. The Su-22, the export variant of the Soviet Union’s Su-17M2, was first
produced in 1976 and entered Polish service in the late 1970’s. Poland is also considering buying a multirole transport aircraft, he said, possibly from Israel, which has experience of converting civil airliners for military use.
New tenders for Polish helicopters The Polish military plans to issue a new tender in the coming months for new military helicopters. Insiders say that the tender requirements will include a condition that the winner have manufacturing operations in Poland, which would suggest that AgustaWestland and PZL Mielec have an advantage in the tender process. Another firm Eurocopter (part of EADS), which does not yet have a factory in Poland, is rumoured to be mulling the establishment of manufacturing operations in Poland. Eurocopter has previously provided medical helicopters to Poland.

The Avio NG flat panel display before me suggests we’re cruising at 340 knots at this high station, well above most other traffic. Today’s ride is in Mason Holland’s Total Eclipse demonstrator, a fully completed version of the Eclipse 500, the primogenitor of the very light jet. In truth, the Eclipse created the VLJ market, and today, there are something over 250 of the type in the sky. At $2.15 million for a Total Eclipse, Holland’s company is offering the least expensive twin jet in the world by a wide margin. The Cessna 510 Mustang and Embraer Phenom 100 are the only models that come

One year after Sikorsky took a minority ownership in Eclipse Aerospace, the company announced a “new” aircraft called the Eclipse 550. Based on the Eclipse 500 but with significant modifications, the 550 is priced at $2.695 million with standard options, up by $545,000 from today’s Eclipse 500 price. Entry into service is slated for 2013. Unlike the previous twinjet, produced in the U.S. and U.K. between 2006 and 2008 under the leadership of Eclipse Aviation head Vern Raburn, the new 550 will feature a fuselage, wing and empennage all built by Sikorsky subsidiary PZL Mielec in Poland. Sikorsky’s agreement with Eclipse included global supply chain support and help to restart the production line. The airframe itself will be the same as that of the latest Eclipse 500, including Pratt & Whitney Canada PW610F turbofan engines and an integrated cockpit built by Innovative Solutions and Support (IS&S), but now with synthetic vision and auto throttles, the wiring for which was included in the original design but not activated. Wings, empennages and fuselages will be delivered to Eclipse’s Albuquerque facility, where workers will assemble, install interiors,
close to competing, and both those jets are much larger and notably more expensive, about $3.5 million for the Mustang and nearly $4.0 million for the Phenom 100.
Flight To 410 When I met with Eclipse demo pilot Matt Blackburn at Van Nuys Airport, north of Los Angeles, he was on a hectic schedule of demo flights, flying back and forth across the country, to show prospective buyers that the Total Eclipse is now a viable airplane. Sitting on the ramp, the Eclipse looks about the same size as a Beech Duke in wingspan and length, but it’s slightly larger than most of the old cabin-class twins on flight test and paint the aircraft. Since the aircraft itself is certified, Eclipse will perform incremental certifications of the upgrades during 2012 and be ready for deliveries in 2013. Eclipse Aerospace CEO Mason Holland said final construction of the aircraft is likely to stay in Albuquerque, although the company is keeping its options open in the long term. Holland said Eclipse will double its workforce in Albuquerque from 150 to 300 employees by the end of 2012. “We have one partner under our own umbrella,” Holland said of work at PZL. “That’s why we’re going to do it right this time.” Holland prefers to call the airplane a “personal jet.” “We hope to initiate production at four airplanes a month,” said Holland, “but we could ramp up to 10 a month if there’s strong demand.” List price for the Eclipse 550 will be $2.615 million. Eclipse Aviation, under Raburn, had developed a host of problems with vendors in the supply chain, which led to delays and legal issues. Empennages, built by Hampson Aerospace, proved particularly troublesome when Hampson filed a legal complaint in early 2008 claiming Eclipse had not paid its bills. Although the issue was later solved, Eclipse ultimately went bankrupt in 2008, with Eclipse Aerospace purchasing the assets for $40 million
the inside. The cabin is 55 inches across by 50 inches tall, reminiscent of the Aerostar, another airplane that frequently flew with the middle-row left seat removed for easier boarding. (The sixth seat is an option on the Eclipse, by the way.) All seats are now forward facing. Holland’s airplane should be very comfortable for its chosen mission, typically less than 800 nm. Like most of the new generation of flat panel displays, the Eclipse’s Avio NG integrated avionics system looks intimidating at first glance, but familiarity breeds friendship. The jet is fitted with PFDs for both pilot positions plus a large MFD at center panel. I flew the airplane for about 1.5 hours, and some of the Avio NG’s and restarting the company in September 2009 with 260 aircraft in the fleet. Plans by Eclipse’s previous owner and other manufacturers to “darken the skies” with very light jets never developed, but producing a new jet under today’s regulatory, financial and market constraints is a remarkable accomplishment. In October 2010 Sikorsky Aircraft announced that it would invest in Eclipse Aerospace. Sikorsky VP Mark Cherry explained: “This agreement in principle affords us an opportunity to invest in a great product and to further leverage our strong aftermarket and product support capabilities for fixed-wing application”. Sikorsky President Jeff Pino owns and flies an Eclipse 500 and regards it highly. The deal was completed by the end of January 2011, with Sikorsky buying an undisclosed equity share in Eclipse. Sikorsky will also provide Eclipse with access to its supply and parts distribution system, as well as engineering support. In April 2012 Greg Hayes, CFO of United Technologies, which owns Sikorsky, indicated that Sikorsky would not be investing any more money in Eclipse. Eclipse CEO Mason Holland quickly clarified that the company had not asked for any further investment and that Sikorsky’s share stood at 42%. ■

operating procedures were starting to sink in. That’s obviously an important part of the transition training. From the outside looking in, starting a jet engine always sounds complex, but on the Eclipse, it’s anything but. The HispanoSuiza Canada FADEC system monitors all parameters during start-up and will automatically abort if any temperature becomes too far out of tolerance. Pilots used to advancing the appropriate condition lever to introduce fuel at exactly the right time, then, monitoring engine temps as they climb quickly after liftoff, won’t need to worry about that on the Total Eclipse. You turn a switch, and the appropriate engine starts automatically. Takeoff is always more fun in a jet. The Eclipse comes off the ground cleanly and starts uphill with no hesitation to catch its breath. Once you’re off the ground and cleaned up, you’ll see an initial 3,000 fpm climb. Accelerate to 180 knots, and the jet will still make 2,500 fpm or better. For a three-ton airplane, the Eclipse maneuvers with the agility of a Pilates instructor. Handling down low is quick and positive. The airplane seems to almost mind-meld with the pilot, and while abrupt maneuvers seem inappropriate for an airplane designed to spend most of its life in RVSM airspace where all operations must be on autopilot, the Eclipse is a ball to fly. Buyers of turbine aircraft have a slight advantage over piston fans, as turbine manufacturers must guarantee their performance within established parameters. For that reason, I wasn’t surprised that the Eclipse hit all its performance targets on the mark. At FL410, we were leaving our contrail behind at 340 knots. Dropped

down to FL360, speed worked out to 360 knots, about Mach .636. Meanwhile, fuel burn was a relatively meager, confirming Holland’s claim that the Total Eclipse is the most economical jet above the planet. The Eclipse could manage well over 1,000 nm between fill-ups. In fact, virtually every aspect of flying the Eclipse is easier than operating a business twin such as a 421, Duke or Aerostar 700. The cruise speeds are typically at least 100 knots quicker, but the big numbers don’t manifest themselves until you’re at high altitude where they become little more than readouts on the Avio NG system.
On The Horizon The new model will also feature a new avionics package, including dual integrated flight-management systems, synthetic vision and enhanced vision. Synthetic vision is reasonably new technology that presents a real-time, GPSbased image of terrain, obstacles and airport features ahead. Enhanced vision offers perhaps the ultimate Forward Looking Infrared that images heat rather than a straight optical image. It will, for example allow a flight crew to “see” a vehicle or deer crossing the runway ahead in zero-zero fog. Holland commented there was nothing wrong with the existing Avio NG system, but incorporation of all the new avionics technologies demanded a little more microprocessor horsepower to power the redundant flight-management systems. In a sense, the promise of the first VLJ nearly a decade ago has been fulfilled. No one can guess if there’s truly a market for thousands of mini jets, but the Total Eclipse
500 has indeed redefined our vision of a “personal jet.” The upcoming Eclipse 550 should only strengthen that image as the leader in a whole new class of airplane. ■
Eclipse Aerospace selects PW610F for Eclipse 550 The Pratt & Whitney Canada’s (P&WC) PW610F engine has been selected by Eclipse Aerospace to power the next-generation Eclipse 550 twin-engine business jet. Templeton’s Mobius Makes Case for Emerging Europe by Mark Mobius

The media has been quite fixated on the beleaguered Eurozone, but there’s a unique and often overlooked story coming out of some of Europe’s emerging markets that interests me more. While much of developed Europe is still struggling to get its fiscal house in order, much of emerging Europe already has. Some of the emerging markets in Europe deserve to be a greater part of the European story, and in my view, can offer compelling investment opportunities at attractive valuations. Many investors have the view that emerging Europe equals Eastern Europe. I view emerging Europe as all former Communist European countries, plus Turkey. We also look at Austrian companies when considering this region, since many companies in Austria have sales or operations in Eastern European countries. More specifically, in emerging Europe we tend to focus on Russia and the Central or Eastern European Three (“CE3”) countries of Poland, the Czech Republic and Hungary. We also evaluate opportunities in Romania, Turkey and the Commonwealth of Independent States (CIS) region (former Soviet bloc countries), as well as the smaller countries of Bulgaria, Croatia, Serbia, Latvia, Lithuania and Estonia, some of which are considered to be frontier markets. Of course, each of these countries faces unique challenges and risks, but also has areas of strength that can look attractive from a long-term investment perspective. Generally lower debt than many of their Western neighbors is one of those strengths. In the key countries of Russia, Turkey, Poland and the Czech Republic, public debt does not exceed 60% of GDP. Private debt is also lower with loans-to-GDP at about 50% on average, compared with more than 100% in many developed markets. Poland, Hungary and the Czech Republic have relatively well-developed infrastructure and a well-educated, foreign-language speaking workforce. Foreign companies with high-cost labor markets looking to relocate production facilities and shared service centers are finding these countries attractive destinations. Poland was actually one of the only countries in Europe to escape recession in the wake of the 2008 – 2009 financial crisis, and I see potential for its economy to grow long-term with greater improvements

in infrastructure, corporate governance and bureaucratic reforms. Of course, Poland has also faced some difficulties. Some of the banks there have engaged in mortgage lending in foreign currencies, which can cause stress on the system (and has) during times of severe currency weakness. Poland’s banking sector has been able to work through those problems and mitigate some of the risks, and while banking profits have declined a bit this year in the face of current challenges, the sector overall appears stable to us. As bottom-up investors, we try to assess the potential risk/reward profile of each company in each country individually, in order to invest in those we believe to have the greatest long-term potential. Our team is fortunate to have the benefit of a local presence and a well-established research process that help us to uncover opportunities across a spectrum of market capitalizations in a number of countries in the region.
Impact of Eurozone Crisis Varies Emerging Europe has not been completely immune to the crisis in the Eurozone, although the impact varies by country. The CE3 countries are still heavily dependent on exports to Western Europe, with Poland and Hungary being the least and the most dependent, respectively. Germany is the biggest trading partner for Poland, Hungary and the Czech Republic, so as long as Germany shows relatively good economic performance, those countries should benefit. In the case of CE3, while we continue to search for individual companies that we believe look undervalued, we are cautious of these economies’ relatively higher export dependency on the Eurozone. Interestingly, banks in emerging Europe generally do not have a significant exposure to the PIIGS (Portugal, Italy, Ireland, Greece and Spain) countries. But the PIIGS countries’ banks do have some subsidiaries
in Eastern Europe. Some banks in emerging Europe have significant retail loans denominated in foreign currencies (e.g. CHF, EUR). This practice was particularly popular in Hungary and Poland, which means that if local currencies depreciate as a result of problems in Western Europe, non-performing loans in emerging Europe may increase in volume. Another concern is that many industrial companies in emerging Europe remain cautious, preferring to sit on cash instead of launching new investment projects. Thus, expectations for new projects are low as a result of problems in Europe. In addition, the weakened fiscal positions of many Western European companies have translated into less money flowing to Eastern Europe. However, these countries are witnessing what’s happening in Western Europe, and many are accelerating reform efforts to improve their own economies. I see that as a positive, because it’s likely to lead to more privatization. The companies that are partly government-owned and listed are also likely to reform faster than they might otherwise in a less challenging environment. For example, to improve its fiscal position, the Polish government has established a privatization program which includes reducing the state ownership in some of the largest listed companies (financial and utility sectors mostly) as well as privatizing and listing several state-owned companies. I believe this should lead to higher levels of efficiency and as a result, improve these companies’ international competitiveness. In addition, witnessing what’s happening in the Western European financial industry, local financial system regulators in emerging Europe have been trying to avoid a similar situation by imposing stricter and more conservative lending policies and capital adequacy requirements. In Poland, for example, the banking system is relatively well capitalized and healthy. Emerging markets, including those in Europe, represent a growing proportion of the world’s stock market capitalization. Even if their overall growth this year may be a little lower than in recent years past, most of these economies are still expected to grow faster than most developed ones this year. Given generally better fiscal positions, valuable resources and resourcefulness, I believe that even as the Eurozone’s troubles dominate headlines, long-term investors should ■ take a closer look at emerging Europe.

Renegotiated Tax Treaty between Cyprus and Poland is not the end Since the early 1990s Cyprus has been the jurisdiction of choice for both local and foreign investors in Poland. Cyprus’s competitive tax regime, business friendly environment and an extremely advantageous double taxation avoidance agreement (DTA) have guaranteed Cyprus’s success.

However the current double taxation treaty between the two countries contains two provisions which many politicians in Poland, faced with a budget shortfall, consider abusive. The first of these is the tax sparing provision relating to the taxation of dividends. A Polish resident receiving a dividend paid from a Cyprus company is deemed to have paid Cyprus tax on this at a rate equal to the Cyprus corporate income tax rate (10%), irrespective of whether any tax has actually been paid in Cyprus. This means that a Polish tax resident is taxed on dividends received from Cyprus at 9% rather than the standard 19%. The second of these is director’s fees. A director’s fee paid from a Cyprus company to a Polish tax resident is exempt from tax in Poland and is normally not taxed in Cyprus. Finance Minister Jacek Rostowski pledged last year to renegotiate those DTAs which the Ministry of Finance considered abusive and, in the case of uncooperative jurisdictions, unilaterally abrogate the DTA. In the case of Cyprus negotiations took place quickly and in an atmosphere which was described as ‘cooperative’. On 22nd March 2012 the Cypriot Minister of Finance and the Polish Ambassador in Cyprus signed the Protocol amending the DTA. This amended version will come into effect on 1st January following the year in which ratification takes place. It is possible that the changes will start on 1 January 2013 or at the latest 1 January 2014. As expected the tax sparing provision has been abolished so dividends will be taxed at 19% in Poland and the

article dealing with director’s fees has been amended. Director’s fees will be taxable in the country in which the director is a tax resident. For Polish residents this means taxation at the progressive rates of income tax (currently 18% and 32%) The negotiators took advantage of the opportunity to streamline the provisions relating to withholding tax (WHT). As Cyprus does not apply this under its domestic legislation the changes will only affect payments made from Poland Dividends – the treaty rate of WHT on dividends will be reduced from 10% to 0% if the recipient holds at least 10% of the capital of the company distributing the dividend, for an unbroken period of at least 24 months. In all other cases the WHT tax will be 5%. Interest – the treaty rate of WHT on interest will be reduced from 10% to 5%. Royalties – the treaty rate of WHT on royalties will remain 5% but the definition of these has been expanded in order to comply with international standards To reflect the new international reality of combating terrorist financing and money laundering a wholly new article
regarding the exchange of information between the relevant authorities has been included. The most important thing which has not been changed is the capital gains tax article – Cyprus will remain one of only two jurisdictions which can be used to invest in real estate and land in a tax efficient manner using a Polish SPVs. For example, the recently amended Luxembourg-Poland DTA has lost this possibility. Whilst this is good news for property investors and developers what does it mean for others? Cyprus continues to offer an excellent holding company regime – no taxation of capital gains or dividends (with no minimum qualifying ownership period or holding percentage) and no withholding taxes on payments made from the country. Cypriot companies are able to benefit from EU wide directives on direct and indirect taxation such as the Parent-Subsidiary Directive and the Interest & Royalties Directive. There are no plans to change the standard flat rate of corporate income tax in Cyprus which is 10%. This makes Cyprus an attractive centre for international trading companies which supply either goods or services. This rate is the lowest permitted by the EU. Cyprus also has one of the lowest EU VAT rates at 17% In a surprise move in May the Cypriot government introduced a superlative taxation system for intellectual property ownership and use with retrospective effect to 1 January 2012 80% of profit derived from the sale of intellectual property owned by a Cypriot company is tax exempt. This means that only 20% of any gain is taxed in Cyprus and as the standard rate of corporate income tax is 10%, the effective Cyprus tax rate is just 2%. The same 80% exemption will apply to net profit derived from intellectual property owned or used by a Cypriot company. This means the effective tax rate will often be even lower than 2% due to depreciation and tax deductible costs. It looks like Cyprus will continue to be the jurisdiction of choice for Polish international tax planners as it intends to stay ahead of the curve in the new volatile ■ world economy.

Serco to create 450 new jobs in Kraków Serco, the international services company, has signed an initial three-year customerservices contract with easyJet. As part of the contract, Serco will open offices in Krakow and create 250 new jobs. At the same time Serco is recruiting for another 200 positions related to other projects implemented in Krakow. “easyJet serves customers from all over the world, so our staff will be working every day in foreign languages”, said Małgorzata Raniszewska, HR Manager at Serco Poland. “We are looking for motivated individuals who are proficient in one of four languages: French, Spanish, German or Italian. Most of the 450 people will be employed as Travel Agents and will be responsible for handling foreign clients: planning and organizing trips and making reservations. Serco employs more than 100,000 employees in more than 30 countries.
Vanquis Bank selects FIS for outsourced payment services UK based Vanquis Bank has signed an agreement with FIS, which will provide outsourced payment services in support of the bank’s international business.
Vanquis Bank, a part of the Provident Financial Group is specialized in lending and credit cards, and provides financial services to over 1 million customers in the UK and is currently embarking on a new pilot programme in Poland. Vanquis Bank selected FIS as its credit card processing provider due to its solution flexibility and ability to accelerate deployment. The bank said that the FIS solution helped it in Poland, where it launched a full credit card product in spring 2012. Vanquis BankIT & operations director David Underwood said the firm selected FIS because of its track record and ability to deliver successful payment processing services flexibly and at scale, which was critical to enable and sustain its plans for further growth. “FIS has the experience and capabilities to offer credit processing suited to each of our target regions, enabling us to move forward with a single solution provider quickly and cost-effectively,” Underwood added.

European grain market leader invests in Poland Europe’s leading producer of flour GoodMills Group will expand its presence on the Polish grain market. The company will invest 42 million pln over the next three years. Changes will affect companies operating under the name DIAMANT, AURORA and VK Poland, which from 1st October will change their name to GoodMills Poland. GoodMills Group Company, with an annual turnover of 1 billion euros, is at the f orefront of flour producers world-wide and has a leading position in the European market. With ownership of more than 29 mills in 7 countries, with annual production exceeding 3 million tonnes, it intends to strengthen its presence in Poland under the brand name GoodMills Poland – with the other brands, known as Diamond, Aurora and VK Poland – producer of Mąki Basia – to be rebranded. “Currently, we have a dominant position in Poland on the B2B market. With wider distribution, additional support in
the form of know-how and technological capabilities, we have a chance to be also a leader in the consumer market for grain. ABB invests USD 30 million in new plant in Łódź ABB, the leading power and automation technology group, will invest around USD 30 million in a new plant in Poland making components for power and distribution transformers. The new unit will be located next to ABB’s existing transformer facilities in Łódź. The 10,000 sqm factory will be completed by mid 2013 and will employ about 140 people including machine operators and logistics, purchasing, quality and engineering support personnel. Investment, increasing ABB’s manufacturing facility in Łódź, is going to meet demand for transformers in Europe. “The new component manufacturing plant will act as a feeder factory for our transformer units in the region” - said Bernhard Jucker, head of ABB`s Power Products division. When the new component factory is completed next year, it will bring the total number of ABB employees in Łódź to about 1,000. This is ABB’s third investment in Poland in recent years, following the construction of factories to manufacture electric motors and power electronics, which are also located close to Łódź.

Four bidders are in the running: two private equity firms and two global investors, one of which is America Movil. P4 acquired a Polish 3G licence in 2005 and launched services as Play in early 2007. It has since signed up 7.8 million customers, giving it a 15% share of the market, but has ambitions to grow further; analysts say Play’s market share is "too small". An investment in either Hawe or Play would extend the European footprint Carlos Slim has built up over the past few months. America Movil announced at the end of June that it had raised its stake in Dutch incumbent KPN to 27.7%, having launched an €8-per-share offer a month earlier. At the same time, the company brokered a deal to increase its stake in Telekom Austria to almost 23% by the end of the year; at present its holding stands at 6.7%.

Carlos Slim, one of the richest men in the world, is continuing his foray into Europe's telecoms market by eyeing up a pair of possible acquisition targets in Poland. The Mexican billionaire and owner of major Latin American telecoms group America Movil is considering making a move for the Polish fibre-optic network provider Hawe and the country's smallest mobile network operator P4, which offers services under the brand name Play. Hawe has been looking for an investor for the past two months and has hired consultancy Lazard to conduct the search.

Polish Information and Foreign Investment Agency, the Australian Trade Commission (Austrade) and Embassy of Australia in Poland will host a Polish Australian commercial seminar that will be held on September 13th, at 10.30 am at PAIiIZ. The bilateral trade relationship between Australia and Poland is relatively small (around AUD 270 million) and mostly in Poland’s favour, despite the rapid growth in exports of high-quality Australian wine. Australian companies are increasing investments in Poland in such sectors as mining and energy, logistics and distribution as well as information technologies. Australian firms are also active in the intelligent transport systems, automotive
aftermarket, medical devices, education, services and creative sectors. Polish companies have made strategic investments in Australia, particularly in the mining sector. Automotive accessories firm expands in Legnica zone Vorwerk Dichtungssysteme Poland Ltd based in Komorniki received permit to operate in Legnica SEZ. The company already has business activity in the Legnica zone. The main objective of the new investment project is the construction of a production and warehouse hall in Komorniki near Środa Sląska in an area of about 5,000 sqm along with social infrastructure, where the production of rubber tape for fastening metal tips is planned. That will expand the product range of the plant and will allow the company to increase its competitiveness in the automotive accessories market. New, technologically advanced machinery provides higher-quality final products. The project consists of computer-controlled machines and devices with a high degree of technical innovation. The company intends to invest at least Euro 3 million before December 31, 2013,and will eventually employ as many as 337 people.

Photoluminescent film is much more resistant, less expensive to manufacture and lighter than existing products. Components developed by Swietlik Poland can be used in the defense industry and road construction. The company will start production within the next three months, and intends to hire 58 people.
Ryanair launches 4 new routes: Gdansk, Krakow, Wroclaw, Warsaw RYANAIR in August announced five new routes from Cork to Poland and Lithuania but denied targeting rival Hungarian lowcost carrier Wizz Air, which operates and enjoys load factors of 90 per cent on four of the five routes. Ryanair deputy chief executive Michael Cawley confirmed the airline will start flying from Cork to Gdansk, Krakow, Warsaw and Wroclaw in Poland and Vilnius in Lithuania from November with flights twice and thrice weekly depending on the destination. Mr Cawley said Ryanair’s prices would be 50 per cent cheaper than Wizz Air, which currently offers one-way tickets from Cork to Gdansk and Wroclaw from €14.99 and from Cork to Krakow, Warsaw and Vilnius from €19.99. “People here are being ripped off at the moment,” he said.
Asked how he would respond to observers who say Ryanair is seeking to take out Wizz Air on its routes from Cork to Gdansk, Warsaw, Wroclaw, Katowice and Vilnius, Mr Cawley said “like much of the commentary about Ryanair, they would be wrong”. Asked if he believed there was sufficient business for both airlines on the routes, Mr Cawley said there was a sufficient market for Ryanair at its prices and, while he could not speak for Wizz Air, Ryanair was committed to the routes. He explained that Ryanair would switch a 189-seater Boeing 737 aircraft based at Cork Airport during the summer months servicing routes to Bordeaux, Carcassonne, La Rochelle and Pisa to servicing the new destinations in eastern Europe come the winter. Next summer, the seasonal services to France and Italy would resume from Cork and Ryanair would service the eastern Europe routes with aircraft based at Wroclaw and Warsaw, leading to an increase in Ryanair passenger numbers through Cork to 850,000 per annum, he said. “Wizz have reduced their frequency on some of these routes. This is going to double the frequency and fares are going to be halved just in time for Christmas,” said Mr Cawley, adding Euro 2012 had increased interest in Ireland among Poland’s growing middle class. “We expect the market to expand and to be in both directions as is our experience elsewhere – we are going to be bringing tens of thousands of foreigners into this part of the world and not just people going from here to Poland and Lithuania.”
Lublin zone gets new 6 million pln investment The company Max-Bud Grzegorz Pawlowski will purchase undeveloped land with an area of 1.7 ha from the company Ramatti, and will invest over 6 million pln in the Lublin sub-zone. The firm was established in 2001 and specializes in the execution of works, roads, plumbing, sanitary and electrical equipment.
Radomsko expands in Lodz Special Economic Zone
Radomsko Aquila also plans to build up its manufacturing facility operating in Subzone Radomsko LSEZ. The investment is to expand an existing production line by an additional modern machine that would allow the automatic counting of paper volume of corrugated cardboard. The company intends to incur capital expenditure of at least PLN 418,000 and retain existing workforce of 62 persons.
Trade mission to Taiwan and Hong Kong
The Polish Agency for Enterprise Development (PARP) will have a trade mission for companies from the electronics and IT / ICT sector to Taiwan and Hong Kong from 9 to 16 October 2012. The main aim of the mission will be to participate in the international electronics fair - Taitronics in Taipei and Electronic Asia and Hong Kong Electronics Fair in Hong Kong. It is possible to apply for funding the costs of participation in the mission under the de minimis aid granted by the Ministry of Economy. Kulczyk seeks swift entry into wind sector with $202 million bid for PEP Jan Kulczyk has offered 671 million zlotys for green energy firm PEP, which put itself up for sale earlier this year. Kulczyk Investments’s wholly-owned subsidiary Polenergia Holding said it will offer 31.50 zlotys per PEP share. PEP, which builds and operates wind farms and delivers biofuels to energy producers, had put itself up for sale. The stock has risen nearly a third in value since May. Poland’s top utility, state-controlled PGE, may also be interested in PEP. Poland, which relies almost exclusively on coal for electricity generation, hopes to rely more on other sources of energy, including gas and wind power, to cut down on CO2 emissions and meet European Union quotas. PEP operates wind farms with an 80 megawatt (MW) capacity and plans to add
100 MW next year. The group has scrapped its 2012 forecast of a 10 percent jump in net profit to 74 million zlotys. PEP shares are mainly in the hands of pension funds Aviva OFE, Generali OFE and ING OFE and investment funds such

Ambro Logistic expands in Lodz special economic zone Ambro Logistic Sp. is a shipping and logistics company, operating across the EU as well as in Switzerland and Norway. The main customers are furniture producers, manufacturers of polyurethane foam, bottles and windows. Ambro Logistic plans to expand its services by setting up warehouse operations with office facilities, roads and parking facilities. In connection with the new investment, the company will invest at least 3.7 million pln in the Subzone Przykona near Łódz.
Japan’s Fuji Seal expands its packaging and labels production
Clariant International Ltd will invest in a new plant in Konstantynów Łódzki, which will produce color masterbatches for plastic materials for individual needs. The firm is a recognized world leader in the production of color concentrates and solutions for the plastics sector. Clariant will invest in the Łódź zone over 38 million pln in one of the most modern plants, which will allow to increase production to 4,000 tons of color concentrates (masterbatches) per year, and serving clients in Central and Eastern Europe. Clariant is a specialised chemical company based in Muttenz, near Basel. The Group has over 100 companies worldwide.
Krakow Technology Park lands new investments

HS GLASS s.c. and H-GAZ Inc. became the 109th and 110th investors in the Krakow Technology Park. HS GLASS, which operates on the market of glass fibers, said it will invest over 600,000 pln, with the actual location being Tarnów. H-GAZ, engaged in the production of gas stations, filters and assembly kits of rotor and turbine gas meters, will invest 7.5 million pln and hire 49 new workers. The company provides materials for the construction of gas networks, including exports to Ukraine. The investment will be realized in subzone Boguchwała.
Oil services firm expands its hydraulic fracking offer
Japanese packaging shrink sleeve label specialist Fuji Seal International plans to expand the production capacity at its plant in Lodz. Fuji Seal won the official planning go-ahead for its project to invest about €385,000 in the purchase and installation of a new high-technology line to turn out heat shrinkable labels. The facility is located in the Kutno sub-zone of the Lodz Special Economic Zone. Fuji Seal Poland is set to increase its current workforce at the production site by at least 25 when the new line is installed and operating. The Tokyobased global group, which also supplies packaging equipment, reported European shrink label sales in the year to March 2012 up marginally by 5.4% in local currency terms to around €92.6 million due to greater demand from dairy and beverage customers. The company will incur capital expenditures of nearly 26 million pln and will increase employment by at least 25 new employees. Although sales of its packaging machinery in the region were down in last year by nearly 1%, Fuji Seal Europe reported overall sales up 4.5% to €118m in local currency terms. However, its overall operating income dropped by 31.5% to €5.65m after as higher sales and cost reductions failed to offset raw material price rises, it said. Earlier, Fuji Seal said it was expanding its operations in all regions and markets, and aimed in Europe to persuade industry leaders to use its shrink labels to enable it to develop other products and categories for those same customers in other regions.
United Oilfield Services, a Polish company offering a wide range of oil a nd gas field development services, has started to build a logistics and storage facility within the Lowicz subzone of the Lódz Special Economic Zone. The complex will be made up of seven buildings, and the general contractor is Kajima Poland, a Japanese construction company with 10 years of experience on the Polish market. The seven buildings will have a total space of 8,862 sq m. United Oilfield Services will use its facility to store specialist equipment and provide services related to the installation, assembly, and repair of drilling and hydraulic fracturing equipment. The company plans to invest at least zl.35 million in the zone. The project is scheduled to be completed by the end of this year.
Netherlands company invests €1.8 million in production plant Wiefferink, a Dutch heavy-duty flexible storage system manufacturer, plans to invest nearly €2 million in a project to construct a new production hall at its site in Wykroty. The Oldenzaal, Netherlandsbased company, which makes and converts special PVC, polyurethane and polyethylene sheet for industrial and agricultural storage, aims to produce a range of new products for the Polish and foreign markets. Wiefferink has undertaken to increase its local workforce to 45 and to maintain this number there until at least the end of June 2017. The Dutch firm recently won planning consent to build the new production facility located in the Kamienna Góra Special Economic Zone in southwestern Poland. This consent is the third permit granted for that zone this year, according to PAIZ. Wiefferink specialises in producing flexible environmental bulk storage tanks for clean drinking water; manure storage covers to prevent CO2 emissions and biogas energy storage tanks and covers. Its products tend to be custom designed and manufactured.

Poland-China: cooperation in logistics On July 23-28, on an official visit in China, Poland’s Minister of Transport, Construction and Maritime Economy, Sławomir Nowak, paid a visit to China, after an official invitation was sent the PRC China’s Minister of Transport, Mr Li Shenglin.
In the frame of the visit in late July, 2012 in Shanghai, the seminar on Polish-China cooperation in logistics was held. 220 participants of the seminar had the opportunity to learn more about the Polish sector of maritime transport, railway and aviation. Chinese business was represented, among others, by members of the board’s of largest companies operating in field of transport: China Shipping Container Lines, Cosco Shipping Line & Cosco Freight Forwarding Company, as well as Shanghai Electric and GeoHarbour Group. The seminar program included the presentation of a combined offering of DCT, PKP Cargo and LHS in field of goods’ transportation to Central and Eastern Europe. From the Polish side, presentations were made by: the Port of Gdańsk, Gdynia Port and Port of SzczecinSwinoujscie. The program also included papers presented by representatives of maritime transport on the current cooperation and opportunities for further development.
“Thanks to the way we can think the way of our customers and to the flexible character of our organisation, we can quickly adapt to the market. This translates into short delivery times, customerspecific products and high-quality service,” Wiefferink stated. Another highlight of the visit was a seminar on “Development of cooperation in the field of infrastructure between Poland and China” held on July 25th in Beijing. The participants discussed the possibilities of cooperation in the modernization and revitalization of the railway lines (PKP PLK), cooperation between Polish and Chinese construction companies, as well as investments in airports and seaports. Polish transport and logistics sector was presented by companies: PKP PLK, Port of Gdynia, Gdańsk and Szczecin-Świnoujście and Container Terminal DCT Gdańsk. The seminars were an opportunity to sign a cooperation agreement with PAIZ and the Shanghai Association of International & Technological Cooperation (SAIETC). The official talks covered such topics as: development of Polish-Chinese cooperation in the field of railway and maritime infrastructure, Chinese investment in Poland and the ability to build solid, transoceanic relations between China and Poland. Also, the Polish delegation met with the General Director of the Department of Commerce in Heilongjiang Province, which ranks second in China in terms of the railways. So far, the provincial government has approved two Polish investment projects to be implemented in the region. Potential areas of cooperation between Poland and Heilongjiang are also the agricultural logistics, construction and agricultural equipment, hi-tech, food processing, chemicals and automotive.

In the last days of the visit to China, the Polish delegation attended meetings in Hohhot, Baotou and Ordos - the cities of Inner Mongolia Autonomous Region. On July 28th the mission participated in an investment seminar in Hohhot, which was attended by about 20 Chinese companies, representatives of the PRC government and provincial authorities. Members of the Polish delegation presented the investment climate in Poland and the potential of the Polish dairy sector, as well as mining, chemical and metal industries. After the seminar the meeting with representatives of Yili Industrial Group was held China’s largest dairy company. On July 29th, the delegation visited the city of Baotou and met with Baotou Steel Industrial Economic & Trading and the Rare Earth Group, as well as Vice Mayor of the City. On July 30th, in Ordos city another seminar on the promotion of Polish investment projects was held. Approximately 40 entrepreneurs and Vice Mayor of the City of Ordos attended the meeting. Ordos is one of 20 major cities in China. The resources of the city include wool and cashmere, coal, 33 kinds of mineral resources and gas reserves. Participants of the seminar were mainly interested in the subject of railways, automobiles, cashmere, privatization and investment in energy. The meetings of the Polish delegation in Inner Mongolia took place after the visit of Deputy Governor Mr. Yiyang in Poland. The aims of meetings were to emphasize that the Polish-Chinese relations are not confined to the eastern coast of China, and that the Polish side wishes to actively cooperate with the en■ tire country.

The August meetings held with the Deputy Minister Lu Zhongyuan concerned the possibilities of cooperation in the field of trade and investment between Poland and the People’s Republic of China, including the future of the European Union and euro zone, government debt in Poland and the mechanisms of the maximum debt limits – and Poland is keen to position itself as a gateway for Chinese expansion to the EU markets. Development Research Center is one of the key institutions forming economic policy in China. DRC is directly under the authority of the State Council. In light of the Constitution of the PRC, the State Council has absolute control over the governmental and municipal administration. DRC is responsible for research, development strategies and socio-economic development of China. It is an advisory body that recommends policies and actions of the Central Committee of Communist Party of China and the State Council. The meeting was attended by Ilona Antoniszyn-Klik - Undersecretary of State in the Ministry of Economy, Rafał Baniak - Undersecretary of State in the Ministry of Treasury, Maciej Grabowski - Deputy Minister of Finance, Marek Łyżwa - Vice President of PAIiIZ, Anna Polak-Kocińska - Vice President of PAIiIZ, Andrzej Raczko - Vice President of the National Bank of Poland. The delegation of the People’s Republic was represented by Lu Zhongyuan Deputy Minister of the DRC and delegates from the Department of Foreign Economic Relations, DRC: Zhang Xiaoji - General Director, Zhao Jinping - Deputy Director General, Zhang Qi - Deputy Director General.
Food packaging manufacturer CaseTech Polska has launched a new production facility in Nowa Wieś Legnicka. The pla nt will make polyamide sausage casings. The latest investment created about 160 new jobs at the plant. The facility in Nowa Wieś Legnicka has a total space of more than 8,000 sq m and is located in the Legnicka Special Economic Zone in the southwestern region of Dolnośląskie. The new factory is expected to produce as much as 40 million metres of polyamide casings per year. About 95% of the plant’s output will be intended for export. “The main challenge ahead of us right now is to find new foreign markets for the products from our new production lines,” Monika Pilch, chief executive of the production facility, said at the official opening ceremony. Moreover, the food packaging business aims to reinforce its position in the Polish market, Pilch said. Set up in 2006 and based in Legnica, Poland, CaseTech Polska had previously leased production space from Haerter Technika Wytłaczania, a Legnica-based injection moulder. CaseTech Polska is a local subsidiary of German food packaging manufacturer CaseTech. Based in Bomlitz, Germany, CaseTech operates three production facilities in the US, Germany and Poland. The manufacturer has more than 400 employees worldwide. In 2010, CaseTech posted revenues of about €60m, according to the most recent figures released by the company.
ABS, according to data released by the French group. Under the plan, the French company will shift production to the new factory from its current production facility in Świebodzice. The plant will be located in the Wałbrzyska Special Economic Zone. Segepo-Refa will invest at least €1.5m at the Świebodzice-based facility. The French manufacturer aims to complete the investment by the end of 2016 at latest. Set up in April 2002, Segepo-Refa has a workforce of about 100. The facility in Świebodzice is ISO 14001 and 16949 certified, and as much as 80% of its output is exported to various European markets. The group’s Polish subsidiary has annual sales of about €30m, according to figures from Segepo-Refa. In addition to its Poland-based plant, the French manufacturer operates four factories in France and one production facility in Turkey. The six plants have a total ■ of 300 employees.
France’s Segepo to open new components plant French manufacturer Segepo plans to open a new production facility in Świebodzice. The company’s new plant is to be built on a 10,000 sq m site, and it will have a total production space of some 3,500 sq m. The designed factory will be operated by Segepo-Refa, a local subsidiary of Segepo. The Poland-based manufacturer makes a wide range of plastic and metal components for automotive, refrigeration and electronic equipment manufacturers. DB Schenker Rail to expand London – Wroclaw freight service DB Schenker Rail is to expand its freight operations between Britain and mainland Europe with the launch of a second weekly train between London and Wroclaw, Poland, on October 9. The service supplements the weekly train launched in November 2011 which is used by customers from the automotive, retail, and food sectors. This is the first regular European-loading-gauge freight service to operate in Britain and the first to use High Speed 1, carrying high-capacity 9ft 6in-high swap bodies as well as conventional containers. The journey time is around 50 hours for the 1200km trip. DB Schenker Rail says the launch of a second train will respond to increasing demand for more capacity on the route. From October, trains will leave the Barking terminal in east London on Tuesdays and Fridays, with departures from Wroclaw on Tuesdays and Saturdays. There will be a further boost for crosschannel railfreight next month, when Eurotunnel subsidiary Europorte Channel plans to launch three trains per week from Barking to terminals in Belgium and Germany carrying lorry semi-trailers for Dutch haulier Ewals Cargo Care.
Axit leases space in Aquarius Business House Axit Sp. z o.o., an international IT company, has leased over 1,200 sq m in Aquarius Business House an A-class office building which is being developed in the centre of Wroclaw by Echo Investment. Axit is the next, after Tieto Poland and PwC, international company to have leased office space in Aquarius Business House. “We are very happy that Axit has chosen our facility to be its new seat in Wroclaw. The company has joined

a group of demanding clients who have appreciated the unique location of our project as well as the modern technological solutions which have been applied in Aquarius Business House,” says Katarzyna Kubicka, Senior Leasing Manager in Echo Investment. Aquarius Business House is being developed in the centre of Wroclaw, at the junction of Borowska and Swobodna streets. The project is being carried out in two stages. The first one started in June 2011 and is to finish in November 2012. The completion of the second stage is planned for September 2013. The contractor of the building’s shell is Eiffage Budownictwo Mitex SA. The architecture of the building was created in the Arcad architectural studio of Kielce. In June 2012 Echo Investment concluded a loan agreement worth PLN 93.3 million with Alior Bank SA. The funds have been earmarked for the development of Aquarius Business House. The facility consists of two 7-storey buildings. The office space of the whole facility amounts to 25,000 sq m.
LG Electronics to launch OLED TV production near Wrocław LG Display’s CEO Han Sang-beom said that the company plans to start mass producing flexible OLED panels in the second half of 2013. He wouldn’t say whether they got any orders for the next-gen flexible panels, but obviously there are speculations that Apple
is behind those orders. It’s probably unlikely as capacity at first isn’t likely to be enough for Apple. This actually marks an expediation of LG’s flexible OLED plans. In January 2012 the company said that they will start constructing a new pilot line in Q3 2012, which will become active by the end of 2012 and the company will need 1-2 years to develop and verify the process before producing at mass volume.
Wrocław will issue 360 million pln for construction of Leśnica bypass In early 2013, the City of Wroclaw will announce a tender for the construction of the ring road, lying in the western part of the city in the Leśnica area. Elżbieta Urbanek, Director of the Department of Infrastructure and Economy of the City of Wrocław, said that the cost of the work is about 360 million pln. - This structure will allow us to move traffic from Leśnica, which has been demanded for a very long time by local residents. After that, we will begin the revitalization of housing and efforts to enhance the aesthetics of the place”. The construction will take two years. In the past five years in the area of Leśnica about 65 km of roads have been rebuilt, as well as 115 km of sewers and sanitation at a cost of about 260 million zł.
Ikea builds Poland’s largest store The new Ikea being built in Wroclaw, with three levels, will be the largest Ikea store in Poland. In addition to the usual product offerings of Ikea, this store will also include a movie theater and restaurant for 600 people. And it will be “green”, with rain and melting water collected under the parking lot and later used to flush toilets. The store will also use geothermal energy - heat from the earth will be able to heat the building up to 20 degrees Celsius. The heat generated by the refrigeration and refrigerator restaurants will be collected by special boilers and used to heat water. The facility will open in ■ spring 2013.

City of Szczecin gets high marks from Fitch Fitch Ratings has affirmed the Polish City of Szczecin’s long-term foreign and local currency ratings at ‘BBB+’ with Stable Outlook and Short-term foreign currency rating at ‘F2’. Szczecin’s rating reflect the city’s high liquidity and good financial and strategic management with the focus on curbing operating expenditure growth and increasing the city’s revenue. The ratings also reflect Szczecin’s good operating performance, which Fitch projects to remain satisfactory in 2012-2014, securing safe debt service and debt coverage ratio. The ratings also take into account projected high infrastructure investments implemented by the city and its companies in 2012-2014, which will lead to growth in Szczecin’s direct and indirect debt. A downgrade could result from a deteriorating operating performance, with operating margin falling below 7%, accompanied by debt growing well above Fitch’s projections, resulting in a significant deterioration in debt coverage ratio, beyond 15 years. Szczecin’s rating could be upgraded if the city strengthened its operating performance on a sustainable basis, with operating margin above 12%, accompanied by stabilisation of direct debt following containment of capex in the medium term. Fitch expects Szczecin’s operating balance to reach about PLN150m in 2012 (PLN140m in 2011) and account for 10% of operating revenue, being supported by about PLN30m one-off item (a VAT refund). However, Fitch believes that Szczecin’s prudent and competent management is capable of maintaining the city’s satisfactory operating performance in 2013-2014, disregarding any one-off items, and post operating margin of 10%-11%. Following high investments (25% of the total), Fitch expects the city’s debt to reach PLN1.1bn in 2013-2014, accounting for a high 68% of current revenue (PLN726m and 56%, respectively, in 2011). However, Fitch expects the city’s debt service and debt coverage ratios to remain satisfactory in 2012-2014, with operating balance by 1.5x-2x covering the annual debt service of PLN95m and the debt coverage ratio not exceeding 10 years, corresponding well with the city’s long debt maturity.
Szczecin pipeline receives EC go-ahead

The European Commission has confirmed its financial support to the construction of the Szczecin-Gdansk gas
pipeline implemented by GAZ-SYSTEM S.A. under the Operational Programme Infrastructure and Environment. Projects with a value of more than $US60 million supported by the European Regional Development Fund and the Cohesion Fund are mandatorily subject to additional verification and approval at the European Commission level. The highpressure gas pipeline between Szczecin and Gdansk is the first energy project in Poland to receive a positive assessment from the European Commission. The decision also means that the project meets a number of environmental, material and financial conditions. Deputy Minister of Regional Devleopment Adam Zdzieblo said that the European Commission had also granted support from the Infrastructure and Environment Program (OPI&E) to the underground gas storage facility Kosakowo, with financial support to both projects totalling almost $US100 million. “The project being implemented by GAZ-SYSTEM S.A. will be the longest gas pipeline supported under the OPI&E,” he said. “Thanks to the implementation of this project, 265 km of gas transmission infrastructure will be built.” Jan Chadam , President of the GAZSYSTEM S.A. management board, said that GAZ-SYSTEM’s project is on the list of individual projects under OPI&E 20072013 due to its strategic nature. It is also being covered by the monitoring of the state of preparedness and received consulting support under JASPERS, an initiative of European institutions, he said. GAZ-SYSTEM’s pipeline is one of the company’s biggest investment projects related to the Swinoujscie LNG terminal, which is currently under construction, with the total cost estimated at more than $US270 million. Construction of the pipeline is being co-funded by the European Investment Bank, with the project supported by the European Union under the OPE&I to the tune of approximately $US67 million. GAZ-SYSTEM said that the gas project will be very important to the region as a whole, in particular to Zachodniopomorskie, Pomorskie, Kujawsko-Pomorskie and Wielkopolskie Voivodeships, because it will ensure gas supplies that meet the needs of these areas. The project is being implemented in four stages – Płoty-Karlino, Karlino-Koszalin, Koszalin-Słupsk and Słupsk-Wiczlino – with the completion of construction and
launching of the pipeline expected in fourth quarter 2013. The project is currently in the first phase of construction work, following the completion of all tenders for works and delivery of materials.
Complete reconstruction of the breakwater in Swinoujscie
Reconstruction of the eastern breakwater adjacent to the port at Swinoujscie is part of the infrastructure investment currently underway to support the new LBGF terminal. The terminal in Swinoujscie, which will include two tanks with a capacity of 160,000 cubic meters each, is to be launched in 2014 and will allow the import to Poland of 5 billion cubic meters of natural gas per year, with the possibility of extension of the capacity to 7.5 billion cubic metersyear. The eastern breakwater reconstruction will improve the safety of navigation on the approach to the ports of Szczecin and Swinoujscie. The cost is 42 million pln, including EU co-financing amounted to just over 34 million pln. Dive teams have been working under the water for a total of about 4300 hours in this effort to reduce the effects of erosion and improve maritime safety. The contractor rebuilding the breakwater was a consortium of companies including Hydrobudowa Gdańsk and Szczecin Energopol. Swinoujscie’s eastern breakwater was built in the nineteenth century with sand and stones, reinforced by a concrete structure. Constantly exposed to erosion by the sea, it required a thorough reinforcement before operation of the LNG terminal.
Dutch entrepreneur launches FK Fruit in Poland Ferdinand Hofstede, a Dutch entrepreneur who has been active in the fresh produce industry for years, has been living in Szczecin, since 1996. Freddi, as his friends call him, used to be employed by a Dutch

www.bizpoland.pl company in Enschede. “When that company went down, I went into business for myself.” His first business venture lasted a short while, and after working for another company Hofstede headed for Poland, seeing new business opportunities. After several different ventures, that took him away from fresh produce, he returned to the industry when he accepted a job at Jurasz, a wholesale business with branches in Szczecin and Gdansk. Hofstede was responsible for the purchase of produce from Holland and Belgium. This year, he was supposed to retire, but fate intervened. “The person set to take over Jurasz Szczecin couldn’t raise the money,” says Hofstede, “and people were talking about closing down the company. I just didn’t have the heart to see it go down.” Together with his wife Krystyna, who owns Sedina Fresh Company in Szczecin, he decided to buy Jurasz Szczecin himself. The wholesaler now operates under the name FK Fruit, named after Freddi and Krystyna. Hofstede hopes their children will continue the business in the future. FK Fruit imports fresh produce from Holland, Belgium, Spain, Portugal, Greece, Italy and France. “Mostly, we import stone fruit, and vegetables such as leeks from Portugal and carrots from Italy.” If he needs something, Hofstede just jumps in his car and drives back to Holland: “If I get mad, I can make ■ Enschede in 5 hours.”

WNS (Holdings) Ltd. to hire 500 for new service centre in Gdynia One of the key Indian business services providers, WNS Holding announced plans to open a service centre in Gdynia. It is another new investment in Tri-City from the BPO/SSC sector this year. WNS, a company listed on the New York Stock Exchange, is a world leader in providing business services. The company delivers financial and accounting services, carries out research and business analyses, and runs customer service centres. Client industries include tourism, insurance, finance and retail sales. WNS employs over 25000 people in 29 centres all around the world. The centre in Gdynia will be the second project carried out by the holding in Central and Eastern Europe (after Bucharest). Apart from Romania, the company has its offices in India, Sri Lanka, Costa Rica, the UK, the US, South Africa and the Philippines. WNS has been recently very active on the American market. The growing demand for the services provided by the holding has already resulted in opening a new centre in South Carolina and the acquisition of a South African company that offers outsourcing services. “What we are seeing now is investors’ growing interest in Tri-City, which is being perceived as a perfect location for service centres. In January OIE Support opened
its office here and it already employs 120 people. In March Bayer announced opening of its shared service centre in Tri-City. In September Metsa Group, a Finish company, will move in to its new office”, said Lukasz Zelewski, President of the Board of the Pomeranian Development Agency.
WNS will lease space in Luzycka Office Park in Gdynia. “The WNS project is another sign that TriCity is becoming one of the most significant BPO/SSC centres in Poland. New Gdańsk retail project AIG/Lincoln Polska is planning to develop a new retail development in Gdańsk, next to the TriCity ringroad in the city’s Szadółki district. Lódź forms IT cluster to boost investment Several Lodz-based IT companies are joining forces to create the ICT Cluster of Central Poland”, which will promote investment into Lodz, as well as raise the standards of employees and IT students. AMG.net, ZETO, Comarch, Ericpol, Fujitsu Technology Solutions, Infosys BPO Poland and Makolab are the core group of initial firms behind the cluster. Artur Urbanski of AMG.net said the situation in the IT market in Lodz has changed in the last year, and now is a “ripe time for this idea”. One of the Cluster’s initiatives is to test IT students, to check their level of practical IT education, with a 500-question form. The idea of the cluster has been instigated by the Politechnika University in Łódz, and so far the Cluster has 19 members. Companies are hopeful that the Cluster will encourage cooperation and collaboration, as well as the exchange of experiences. “We intend to share experiences and knowledge of the trends and technologies, develop a network of partners, attract more investment and promote education in the region”, said Marek Gajowniczek,

director of Ericpol in Lodz. The company has previously tried to establish closer cooperation with colleagues from the industry. ICT Cluster also expects to have more resources to promote itself internationally.
Logistic Sevener to expand in Łódź Special Economic Zone The company, a subsidiary of ICE-FULL, will invest 12 million pln and employ 40
new workers, in its first stage of expansion. In addition to a new warehouse, the firm will build offices and distribution facilities. The new logistics center is to work with an innovative integrated storage system and sorting, packaging and shipping system for the FMCG sector. Started in 1989, the company distributes and supplies alcoholic beverages, including liquor, wine, beer and beverage.
German Union to buy largest Polish mall for €400 million Hamburg-based fund manager Union Investment Real Estate is to buy Poland’s largest shopping centre, Manufaktura in the city of Łódź for its open-end real estate fund UniImmo: Deutschland from French investors Fonciere Euris, Rallye and developer Apsys. Polish business newspaper Puls Biznesu estimates the price at €350m-€400m. “With assets of over €7.5bn, the fund is the perfect platform for this outstanding investment,” said Board Member Frank Billand. Union will buy 91,240 sq.m. rental space; a DIY store and cinema will remain the property of owner-occupiers Leroy Merlin and Cinema City. Apsys will continue to manage the asset. The 112,000 sq.m. Manufaktura mall has 300 retail units in Łódź city centre and is fully-let, attracting 20m visitors per year and serving a catchment area of 2.5m people, said Union. Tenants include Real, Saturn, H&M, C&A, Zara and Van Graaf. The Manufaktura complex was comprehensively refurbished in 2006, and awarded BREEAM In-Use certification for sustainable operation. “Manufaktura offers everything we look for in a highly diversified core investment,” ■ said Billand.

Poznan City Center in strong demand from retailers Poznan City Center has received a high level of interest from retailers, with more than 30 tenants signing leases over the summer. The project, which is set to open in the fourth quarter of 2013, is already 58% leased to a roster of tenants including major local and international brands such as Toys’R’Us, Piotr i Pawel, Cubus, Rossmann, Douglas, Benetton, Puma and Nordsee. Advanced negotiations are currently being held with the remaining anchor retailers, with some expected to open their first stores in the city at the Poznan City Center development. The Poznan City Center project, being developed by joint venture partners TriGranit Development Corporation, Europa Capital and Polskie Koleje Panstwowe S.A, is a 250-million euro investment of 150,000 sq. meters and 60,000 sq. meters (GLA). This integrated transport hub and shopping centre, will include 250 retail units, a PKS coach terminal with 19 bus platforms as well as a park & ride car park facility for public transport commuters and 1,500 parking spaces. The Poznan Glówny Railway Station, the first phase of the project, opened its doors for passengers on May 29, 2012.
Poznan lobbies in London for Youth Olympics 2018 A delegation led by the President of Poznan Ryszard Grobelny recently visited London, to discuss with the International Olympic Committee details of its bid to host the Youth Olympic Games in 2018. “We spoke to the IOC executive director Gilbert Fellim how to prepare our presentation and candidacy”, said Grobelny. “The observations made by the delegation from Poznan at the London Olympics will help. Many of the London Olympics buildings were temporary, and are also used as exhibition halls. Poznan also has large meeting halls, which can be a strong asset in the context of organizing social events”, said Grobelny. So far, Poznan has tried, and failed, to host the Youth Olympics event twice. The budget for the event is 260 million pln, of which 35 percent - or about 90 million pln, will come directly from the city’s budget. Most expenses pertain to modernization of facilities. As of March 2012, Poznan one is officially one of the six candidates for the

Youth Olympics in 2018. Competing cities are Buenos Aires, Glasgow, Guadalajara, Medellin and Rotterdam. By 15 October Poznan must submit a complete application file, including all financial and government guarantees. In 2018 the competition will be held in 28 disciplines, and it will be attended by approximately 5,800 athletes. In February 2013, the IOC will announce a short list of finalist cities (two or three), and the winner will be announced in July 2013.
City of Poznan appoints Impact34 to assist with the 2018 Youth Olympic Bid The city of Poznań has chosen sports marketing agency Impact34, part of Porta Communications Plc, to assist with the city’s bid for the 2018 Youth Olympics. Poznań was one of the host cities for the successful UEFA EURO 2012 and has hosted several major international events featuring Olympic discipline sports. These include the 2009 FISA World Rowing Championships and the ICF Canoe World Sprint Championships in 2010. Previously Poznań made a bid for the 2014 Youth Olympics, and narrowly lost out to Nanjing with an innovative bid that was widely praised by IOC members. Poznań and the Polish Olympic Committee are determined to continue
the sporting legacy and prove their commitment to the Olympic Movement with a second bid for the prestigious 2018 Youth Olympics. APPE on target with Polish packing plant APPE, the packaging division of La Seda de Barcelona (LSB), claims it is on schedule to open its new Polish factory. Commercial production is due to commence in December. Three Husky injection moulding machines are being installed initially to satisfy the three major contracts that APPE Polska currently has in place, meaning that its original planned capacity is already sold-out. A DeepGrip blow moulding machine will be installed in 2013. “Establishing this state-of-the-art production facility from the ground up has enabled us to install equipment to take advantage of all the very latest technologies in PET manufacturing,” said plant manager Wojciech Brzegowy. “This means we will not only be able to supply the best quality products but also produce them with the lowest carbon footprint.” The location for the new factory, Tychy, near Katowice in the South of Poland, was selected for its proximity to Polish fillers as well as for its capacity for expansion in line with growth forecasts. A team of 15 operators has been employed in the manufacturing plant, headed by Brzegowy. The workforce is expected to grow rapidly in line with planned production increases
Water park in Katowice In Katowice, officials intend to perservere in their efforts to build a water park. Using the public-private partnership model, Katowice will soon issue another tender for the construction of a water park. Although two
earlier tenders ended unsuccessfully, Mayor Piotr Uszok expects the third effort to yield results. “The tender for the water park in the PPP model will be announced later this year”, said Maciej Biskupski, assistant to Uszok. City officials are also looking for investors who wants to build two underground car parks in the center of Katowice.
New railway station hall in Katowice almost ready Spanish developer Neinver said that in late October it will open the first stage of the new Katowice train station project, integrated eventually with adjacent shopping centre Galeria Katowicka. The underground bus station may open before Christmas as well as an underground tunnel under Plac Szewczyk, according to Monika OlejnikOkuniewska, a spokeswoman for the investor Neinver Poland. The full integration with the shopping centre will take place in 2013. Future tenants include Natura Cosmetics, Le Crobag, Cukiernia Sowa, Auntie Anne’s and Cinnabon and 2theloo company, which will will provide travelers with clean, modern eco-toilets. The II European Congress of Small and Medium – Size Enterprises will continue the idea of the SME sector business meeting which took place last year. The previous Congress became a platform for numerous debates and discussions gathering the representatives of the SME sector and large companies, scientific circles, business environment institutions, local governments and state authorities. 12 subject sessions and 30 discussion panels, 23 foreign delegations, together – over 2500 participants from Poland and abroad – these are some of the statistics from the first European Congress of SMEs. The 2-day cycle of meetings resulted in proposed changes in the development of SMEs, barriers that entrepreneurs encounter and suggested changes improving Polish entrepreneurship. The Honorary Patronage of the II European SME Congress is taken by: President of Poland, Bronisław Komorowski, Mr José Manuel Barroso, President of the European Commission and President of the European Parliament, Martin Schulz. The works of the Honorary Committee are led by Prof. Jerzy Buzek and Janusz Steinhoff, Chairman of the Council of the Polish Chamber of Commerce and Chamber of Commerce and Industry in Katowice, manages the works of the Program Committee. Brown Brothers Harriman in recruitment drive for new Krakow Business Centre

US investment and securities giant Brown Brothers Harriman & Co. is set to open a new business centre in Krakow, and employ 200–300 people over the next two years. BBH’s Krakow business centre will be the fifth of its kind in Europe, and the company expects to hire 500 local staff in the long term. “We do not intend to build a mere annex here in Krakow, but a genuine business centre linked to our other centres around the world,” said Michael McDonald, Managing Director of BHH Poland. Krakow was chosen as the location for the new venture from among three cities in Ireland and three in Poland – the other Polish candidates being Warsaw and Wrocław. “Choosing Krakow was the result of a long process of analysis. This region has experienced excellent growth over recent years. It has very good infrastructure and well-educated college graduates,” said McDonald. Unlike other BBH business centres in Europe, the Krakow operation will provide its clients with technical support as well as investment and asset management services. Up to half of new recruits are expected to be recent graduates, with qualifications in economics and information technology being the most in demand.
The city of Sochaczew will be held the 2nd Sochaczew Investment Forum on 12 September. The honorary patronage of the event is Deputy Prime Minister and Minister of Economy Waldemar Pawlak, who will also be a guest of the Forum. Representatives of large companies from Poland, Europe, Asia and North America have announced their participation in the Forum. Italians buy Krakow drug maker
Italian drugmaker Recordati has signed an agreement to acquire 100% of the share capital of Farma-Projekt Sp zoo, a Polish pharmaceutical company with headquarters in Krakow. The value of the transaction is 71 million pln and will be funded from existing liquidity. The closing of the transaction, expected to take place in the following months, is subject to certain conditions. Recordati is already present in Poland with its subsidiary Recordati Polska, which was established in 2011. Farma-Projekt has been operating on the Polish pharmaceutical market since 2003 and markets drugs belonging to a variety of therapeutic areas, mainly cardiovascular and urological treatments as well as dietary supplements. The company employs around 135 personnel, of which 84 are dedicated to sales and marketing. Sales in 2011 were of around 47 million pln. “The acquisition of Farma-Projekt is another step forward in our strategy to

increase our business in the Central and Eastern European markets which are growing at interesting rates,” commented Giovanni Recordati, chairman and chief executive of the Italian firm. “Poland has a large population and currently a strong demand for pharmaceuticals. The Polish pharmaceutical market is the second largest in Central and Eastern Europe and in the last five years has been growing at an average annual rate of 6.8%. In particular, the market for self-medication products has grown at an average rate of 11.2% per year,” he noted. Poland’s pharmaceutical market is reported to have grown in value by around 3.7% year-on-year in 2011, to a value of around $7.0 billion, according to data from IMS Health.
Krakow Business Run For the first time ever, Krakow is to host a race for members of the city’s business community to raise money for charity. The inaugural Krakow Business Run will take place on September 16, at the city’s Planty gardens. Money raised will go towards providing help for the Jasiek Mela Beyond Horizons Foundation – particularly to help buy a prosthetic leg for one of the charity’s wards, Justyna Topa. Many international businesses in Krakow have already registered teams for the event, but members of the public can help with the fundraising drive via www.krakowbusinessrun.pl. The event has also received support from sponsors Luxoft, Finder Financials, and UBS.
Krakow airport seeks more U.S. direct flights Krakow aims to recruit new carriers for direct connections to Chicago, New York, Toronto and Miami. “We have hired a company to search for a carrier which would fly between Krakow and the U.S.”,. says Jan Pamuła, president of the Krakow-Balice International Airport. He adds that are already in preliminary talks with one of the U.S. airlines. The carrier’s conditions, however, include promotion of at least 6 million pln during the first 3-4 years – a sum the airport alone can not sustain. Pamuła hopes to get the support of local governments to encourage new carriers to connect with Krakow. Two years ago, a carrier resigned from the New York and Chicago flights, citing unprofitability and lack of available aircraft, despite occupancy rates ■ of 85 percent.

Innovator contest begins The 6th edition of The Innovator contest rewards the best units, projects, activists and local companies has begun. The government-sponsored event grants Innovator awards in the following categories: Top Managed Local Government Unit (which can be either voivodeship, county, city, or district), Best Project (infrastructure, cultural, promotional, sports, tourism, or urban planning and revitalization), the Local Government Company of the Year and the Man of the Year 2012. France French Chamber at Economic Forum in Krynica The French Chamber of Commerce in Poland (CCIFP), together with member companies Gras Savoye Poland and Mazars, will host its Café France at Krynica’s annual Economic Forum. Panel discussions will be led by Monika Constant, CEO of CCIFP, Alexander Konopka of Gras Savoye and Michel Kiviatkowski Poland Mazars, Maciej Witucki of Orange, as well as guests senator Alesander Pociej and Wojciech Eichelberger, who is responsible for the implementation of programs aimed at improving the work-life balance in Polish and foreign companies. United Kingdom: New BPCC Chairman, changes to Board, after AGM The Polish-Swiss Chamber of Commerce and the Swiss Business Hub Poland organize the Swiss Pavilion for the third time at ENERGETAB fair in Bielsko-Biala. This year’s event will take place on 11-14th September 2012 and will be the 25th jubilee edition of the fair. Energetab is the most important meeting point of the representatives of the power industry in Poland. The Swiss Pavilion, with total area of 120 m2, will be located in the new exhibition hall. The Pavilion provides Swiss companies with a unique platform which helps them enter the Polish market. It also functions as a networking platform for companies which are already present on the market. The Annual General Meeting of the British Polish Chamber of Commerce, held at the British Embassy on Wednesday 27 June, saw Alan Jarman step down as Chairman, to be replaced by Antoni F. Reczek. Mr Reczek, President of the Board of PricewaterhouseCoopers Sp.z o.o., the PwC audit firm, who has been on the BPCC’s Board since 2000 and Vice Chairman since 2003 takes over chairmanship with immediate effect. Oliver Murphy, partner at Deloitte, steps down after three years as Honorary Treasurer, to be replaced by Marzena Richter, Partner at Staniszewski & Richter. Marzena qualified in the UK as a chartered accountant with the Institute of Chartered Accountants in England & Wales and has more than 20 years post-qualification experience. In 1993 she became a member of the equivalent Polish body recognised for auditing, the Polish Chamber of Auditors and has been in practice as Staniszewski & Richter for the past 19 years. Nicholas Richardson was appointed a Vice Chairman and continues in his role as Honorary Secretary. After CEO Joe Tunney and head of policy Michael Dembinski presented the BPCC and its work, Jean-Jacques Moyson, the Chief Commercial Director at Deepwater Container Terminal (DCT), Gdańsk, who gave a presentation about the terminal and its importance to Poland’s economy. The audience – who represented sectors as diverse as business process outsourcing, IT, recruitment, real estate and logistics, were all fascinated by the sheer scale of the development and the speed with which it has grown. DCT is very much part of a wider phenomenon of a city whose economy has grown at a tremendous pace over the past few years. “The Tri-City has a great story to tell, and as a Chamber we are committed to spreading the news that there are some great business opportunities for British exporters and investors,” said Joe Tunney after the meeting. The arrival of a new low-cost airline linking Gdańsk to many other Polish cities will certainly accelerate economic development. The completion of the A1 motorway to link Gdańsk with the A2 Warsaw-Berlin motorway and then further southward links to Gliwice and on to the Czech border will have an even more profound effect as the Tri-City becomes an important Baltic hub in a new north-south trans-European transport corridor. In the past few years, the Tri-City has become a significant location for business process outsourcing (BPO) – including shared services centres, call centres and R&D activities. Representatives of Thomson Reuters were present; the company in Poland currently employs 900 people – three times more than was originally planned for 2012. The company’s Polish operation focuses on data collection and on software development. The Tri-City is now Poland’s second-largest employer (after Kraków) in BPO. The BPCC would like to thank in particular Jake Jephcott and Maciej Grabski of the Gdańsk Central Business District foundation for their work in pulling the event together.

The main subject of discussion was responsible marketing strategies in food sector. The special guests of the meeting were Małgorzata Kozak, vice-president of Office of Competition and Consumer Protection (UOKiK), Dariusz Łomowski, vice-president of the Department of Trade Inspection in UOKiK, and Andrzej Gantner, director of Polish Federation of Food Industry (PFPZ) and a board member of the Advertisement Council. The discussion was moderated by Iwona Sarachman, director of the Corporate Department in Tesco.

Advocate Renata Patoka from Wierzbowski Eversheds gave an introductory presentation on alternations in regulations concerning the food industry. She discussed the new rules introduced with the regulation, which concern the way consumers are informed about food. Rules regulating the minimum font size for compulsory information on the packaging, nutritional value, allergens and country of origin data, and distance selling regulations had changed; this information now has to be more visible than before. Ms Patoka briefly discussed the problem of functional foods (such as Actimel or Activia, which boast health benefits) . This type of product is not specifically regulated in Poland. She also mentioned selected issues concerning health statements. Elżbieta Szadzińska, representing the Polish Consumer Federation, admitted that although Polish consumers are exceptionally knowledgeable about prices, they can hardly read labels. The participants of the meeting agreed that consumer education should start early at school. The Social Responsibility Team, operating in the Ministry of Economy, has taken up actions to deal with the issue, she said.

As many as 1000 AmCham members, along with friends and families, including 100 children, joined the U.S. Ambassador Lee Feinstein, AmCham Chairman Joseph Wancer and the AmCham Board of Directors to celebrate the independence of the United States at the 4th of July Picnic held on July 7 at the Polonia Stadium in Warsaw. Nowak served as Ambassador of Poland to Spain from 2000 to 2002, and Permanent Representative of Poland to NATO and WEU from 2002 to 2007 in Brussels, and from 2005-2007 as Dean of the NorthAtlantic Council. He is a specialist in the field of multilateral diplomacy, European security and arms control and author of numerous publications on international politics, including iIn 2011 published a book on the last years of the Warsaw Pact. Arabian mare fetches Euro 440,000 at Pride of Poland auction As expected the eight-year-old mare Ejrene has topped this year’s Pride of Poland Arabian horse sale, fetching €440,000 for the Michałów Stud, sold to a bidder from the United Arab Emirates. Ejrene has been one of Michałów’s most outstanding show mares, and was named Polish National Champion Junior Mare in 2007, 2008 International Senior Champion mare in Austria, and in 2011 was Polish National Senior Silver Champion Mare, and International Senior Gold Champion Mare in Wels, Austria.
Every year in August, buyers from around the world flock to the sale at the state-owned Janow Podlaski in eastern Poland for the weekend sale. Mares were also sold to buyers in Saudi Arabia, Germany, Australia and Poland. The auction followed the 34th National Arabian Horse Show at Janow. Second highest price lot was the nineyear old mare Etnologia, who was sold on behalf of Janow Podlaski to British breeder Shirley Watts, who has been a regular at the auction over the years, and submitted the winning bid of €370,000.

Watts topped the sale in 2009 when she bought Pinta for €500,000, and in 2007 when she bought Pieta for €300,000. This year Watts also bought three additional horses: Elgina (€25,000) Esmirna (€10,000) from Michalów Stud, and Biruta (€100,000) from Janow Podlaski. Nineteen mares were sold this year, fetching a total of €1.325 million, with a perhorse average of €69,700. Other sale toppers in previous years include Michalów Stud’s Piacenza, who fetched €475,000 in 2011; Pilar (€240,000) in 2010, and Kwestura, ■ who fetched €1,125,000 in 2008.
Poland lingerie conquers the world capital of lingerie Manufacturers and distributors of Polish lingerie and underwear presented at a common stand at the world’s largest lingerie and underwear trade fair - Mode City - held in Paris each July. The Mode City trade show, combined with Interfilière (exhibition of materials and suppliers to the industry) is organized twice per year in January and July. More than 17 Polish firms participated, with financial subsidies under the Programme of Economic Promotion of Eastern Poland. Companies and brands that presented included: AVA, Axami, Expose Beauty, Fabio Undercare, GAIA, Gorteks, Gracya, Kinga, Kostar, MAT Lingerie, Fashion and Miss Meva Fabio. Although the vast majority of models were corsetry (bras, panties, corsets), including

for weddings and for young mothers, men’s underwear was also presented. “Thanks to the participation in international exhibitions, our brands are now increasingly recognized in international markets” - said Elżbieta Kacała, who represents the Podlaskie Lingerie Cluster. “During this year’s exhibition, all companies from our cluster presented their underwear.” At the fair, 430 brands from around the world presented, attracting more than 15,000 visitors - mainly distributors and direct merchants. Most of them were French, but as many as 73% of visitors came to the fair from abroad: Italy, Germany, UK, as well as Russia, the USA and Japan. Next year, Mode City trade fair will celebrate its ■ 50th anniversary.
