Message from the Manager of Parks Recreation & Facilities:

Spring and Summer is just around the corner and I am pleased that the Town of Innisfil is able to provide you the 2011 Spring and Summer Program Guide. Some remarkable program opportunities have been developed by our program staff and they will help you in preparing for a healthy and active spring and summer season.

As you look forward to Spring and Summer activity plans, we are pleased to present our 2011 Spring Summer Recreational Program Guide.

I encourage you to watch for an event to Inspire Innisfil Families that I am sponsoring and coordinating with community members to have a bit of fun, meet some of the people in our town and foster a feeling of belonging and community. This event will take place in late spring or early summer and I look forward to seeing you there with your family and friends. I will be letting the community know as soon as the date is finalized and some of the activities confirmed. Please watch for this notice on the Town website and contact me if you wish to be involved. Have a great spring and summer, enjoy participating in our programs and community events. We look forward to bringing you more programs and opportunities in our Fall brochure coming to you in August.

Program registration commences Thursday, March 3rd at 8:30 a.m. for residents and Tuesday, March 8th 8:30 a.m. for non-residents. If you do not have a bar code and family pin # for registering on line call our office at 705-436-3710 or email to inn-touchhelp@innisfil.ca to obtain this information. The anticipated warm weather will provide an opportunity for all to become more active in the outdoors, enjoying swimming, bicycling and walking. Enjoy the new waterfront trail in Innisfil Beach Park and other trails throughout the Town. Minor and adult sports leagues including baseball, soccer, softball, ball hockey, lacrosse along with YMCA swim lessons and fitness programs at the Innisfil Recreational Complex will be commencing in early spring. Offering a busy Spring & Summer for all residents in Innisfil. Have a great Spring and Summer, get involved and get active.

The health and well being of the citizens of Innisfil is important to the quality of life we all value and the Spring and Summer Program Guide outlines some of the ways to become more active and involved in the community. The increased focus on activity and healthy lifestyle for all members of our community will provide habits to be formed among the young and opportunities to create and revitalize these same habits of active living in all citizens of Innisfil.

Many exciting new and returning Recreational Programs are offered for all Innisfil Residents. Please take the time to browse our guide and take advantage of a variety of programs for the whole family. New this year in the youth section we are offering Still Life Painting, Cycling, Junior Volleyball, Latin Dance, Spanish Lessons and Playball Camp. For the adults check out our Acrylic Painting Courses, Spanish for Travellers, Hatha Vintasa Flow, Urban Pole Walking and Latin Dance.

PROGRAM REGISTRATION INFORMATION GENERAL INFORMATION:

The Community Recreation Program is developed and operated by Town of Innisfil Parks & Recreation in cooperation with the Simcoe County Board of Education and the Simcoe Muskoka Catholic District School Board. The purpose of the program is to extend to the community use of schools and Town owned facilities and to give citizens of the Town a better opportunity to enjoy their leisure time. Most courses will be offered providing there are sufficient people registered and a resource person for that course is available.

POLICIES:

NSF CHEQUES: A $30 fee will be charged to all NSF cheques issued for program registrations.

WEATHER CANCELLATIONS:

If weather or other circumstances force the postponement of a class, the instructor will try to telephone each student in the course. During the winter months on some occasions when there is a severe blizzard which makes travel impossible an announcement will be given over Bl0l - FM and ROCK 95 to advise instructors and participants of cancellations. If you are in doubt at all about a course cancellation, please call the Innisfil Parks & Recreation office before 4:30 p.m.

SENIOR DISCOUNT:

Seniors (55 yrs & over) are welcome to a 10% discount on most registration fees. Red Cross programs are not included.

COURSE CANCELLATION:

The department may cancel any program that fails to meet minimum registration numbers. Registrants will be notified in writing or by phone of any cancelled programs. Those applicants will be offered a full refund or a transfer to another class (based on availability).

MINIMUM ENROLLMENT:

REFUND: All refunds are subject to a MINIMUM

administration fee of $15.00 per program. FULL REFUND - If the program is cancelled by Innisfil Parks & Recreation Program Department. PARTIAL REFUND * Participant receives a Refund less a $15.00 administration fee if your request is received up to 5 business days before the program begins. * Participant receives a Refund if your request is received before the second class, the amount refunded will be the full amount, less the cost of the first class and the $15.00 administration fee. * Participant receives a pro-rated Refund if a medical certificate is submitted to the Department before the halfway point of the course. Cancellation may be requested by phone. Phone requests MUST BE followed up IN WRITING before your refund will be released. Please allow 3 to 4 weeks after your request to process your refund cheque. Cash/Interac/Cheque payment will be refunded by cheque from the Municipal Office. Credit Card payments will be refunded on the original card. SORRY, NO REFUND * Participants receive No Refund if the request is received after the midpoint of the program. * Participants receive No Refund if the cancellation affects minimum class numbers. A refund can only be administrated if a replacement is found, less the administration fee.

CREDIT:

One transfer within the same session will have no administrative fee charged. Additional transfers will be charged a $5.00 administration fee.

Following the refund guidelines should a participant request a refund to be placed on CREDIT to their account they will be charged a reduced administration fee of $5.00.

Innisfil Parks and Recreation offers a number of courses at various locations. As a result, some scheduled classes may not reach their required enrollment. Thus, Parks & Recreation reserves the right to cancel any courses for which enrollment does not reach the required minimum. They also reserve the right to combine any class during the session for which attendance falls below the minimum.

PARTICIPANT ACCIDENT INSURANCE:

All participants are responsible for their own hospital and medical insurance. Innisfil Parks & Recreation will not be responsible for any liabilities to person or property associated with participation in any program offered through Innisfil Parks & Recreation services.

REGISTRATION CONFIRMATION:

Drop off and mail in registrations will receive confirmation back through the mail. Walk in registrants will receive confirmations immediately. Online registrants will be responsible for printing their Confirmations at the end of their registration. When you receive your confirmation check to ensure registration is correct. If you do not receive a receipt prior to the start of your class please call 436-3710. Please keep this receipt for your records as only one receipt will be issued.

REGISTRATIONS ACCEPTED:

Program registrations will be accepted up to the first day of the program on the basis that space is available and there are sufficient numbers to warrant a program. Camp registrations will be accepted up to Thursday at 4:30 p.m. prior to the first day of camp or lesson. Any registration forms not signed or otherwise incomplete will not be processed.

Innisfil Parks and Recreation reserves the right to withdraw, postpone, cancel, re-locate or combine classes, limit registration or change instructors. No registrations will be accepted after the first class. Parks & Recreation has the right to withdraw any individuals who do not follow the rules and regulations set by the program and/or instructor. Classes cancelled by the Parks & Recreation Department will be rescheduled based on facility and instructor availability. On some occasions location, day and/or time may have to be adjusted. Individuals not registered in the program are not permitted in the facility.

Danielle is a Signing Time Academy Baby Sign Language instructor. I first started signing with my daughter Sophie when she was 6 months old and fell in love with it! Providing her with this early communication tool was key in her development, and it was a great activity for us to do as a family. Playball offers formalized sport and movement development for boys and girls beginning at 2 years of age. At each level the children's developmental, emotional and physical needs are met. The Simcoe Mountain Bike Parents Association is a non-profit association that began in 2009 to provide help local athletes progress through the sport of cycling at a Provincial or National level. Welcome to another year of Summer Day Camps in the Town of Innisfil. The Innisfil Summer Camps mandate is to provide an outdoor opportunity for children to participate in a safe, enjoyable and memorable day camp experience. Our aim is to give your child an unforgettable camp experience as well as the chance to build lasting memories and friendships with campers and staff alike.

Adventure Camp is located at Innisfil Centennial Park at the corner of the 7th line and 10 Sideroad. Sports Camp is located at Innisfil Beach Park (Alcona) at the Westside Pavilion (near the tennis courts). Discovery Camp is located at Innisfil Beach Park (Alcona) at the Lakeside Pavilion (near the snack bar).

Adventure & Sports Camp programs operate from 9:00am - 4:00pm, Monday to Friday. Discovery Camp operate FULL DAY 9:00am - 4:00pm, Monday - Friday or 1/2 DAYS 9:00am -12:00pm

QUALITY SUPERVISION Our camp staff are carefully selected on the basis of their past experience, skills, enthusiasm and the ability to work with children. All our staff are certified in First Aid, CPR and Healthy Childhood Development prior to commencing employment with us. We pride ourselves on maintaining a camper to counselor ratio of 10 to 1 for Adventure and Sports Camp and 5 to 1 ratio for Discovery Camp. This ratio is supplemented with support from our Counselor-in-Training program which allows one leader for every four campers.

SAFE ARRIVAL PROGRAM If your child is NOT attending camp for any reason, please call 436-3710 ext. 4314 prior to 9:30am so that camp leaders can be informed. Camp leaders will call home on a daily basis to confirm absenteeism.

MEDICATION Campers requiring medication at camp must have a signed Medication Release Form on site with both parental and camp supervisor approval. Medication must be stored in original containers only and camp supervisors will keep medication . 26

SWIMMING Sports & Discovery camp incorporates recreational swimming (weather permitting) for campers to cool off (Discovery campers are required to wear provided life jackets.). Swimming locations are staffed with certified and trained aquatic counselors. Unique to Adventure camp, canoeing will be available with each boat equipped with a staff member along with certified life jackets for all participants.

FRIDAY ACTIVITY /CAMPFIRE New this year we will be having a special Friday program which includes an activity at Sports & Discovery Camp and a campfire at Adventure Camp. Campers will be provided with a pizza lunch (cost included). From 3-4 pm on Friday afternoon campers will enjoy their special activity/campfire and perform their group’s skit/song/cheer for the camp. Parents are welcome to attend this portion of the camp to watch your childs performance or join in the activity.

PRE & POST CAMP Extended camp care is available at Adventure, Sports & Discovery Camp (Full Day) at an additional cost. Monday - Friday 1 Week Session 7:00am - 9:00am $15.00 4:00pm - 5:30pm $15.00 Campers must be pre-registered. Late pickups are subject to additional charges.

A.I.R. - ACCESSIBLE I N C L U S I V E RECREATION Adventure, Sports and Discovery Camp programs offered by the Town of Innisfil provide an integrated environment. In conjunction with Catulpa Community Support Services the Town of Innisfil welcomes participants with a range of abilities to enroll in our summer camp programs. Inclusiion counselors are available for participants who need assistance, however spaces are limited, so please book early. If your child has attended our camp in the past, you will be receiving an AIR Information Package in the mail. This program works well with those children who have not yet participated in any structured pre-school program, as well as giving increased confidence to ‘experienced’ campers. ACRYLIC PAINTING FOR ABSOLUTE Beginners Workshop Join us for this creative one day workshop where you will learn all you need to know to get started painting with acrylics. INTRODUCTION TO HORSEBACK RIDING

A Photography programme for adults. Have you ever wanted to get that perfect shot at a special event but didn't know how? MacLaren Art Centre instructor, and regional photographer Andre Beneteau, will demonstrate the mechanics of the camera-how to select the best feature to maximize your options. Subject matter will include still life, portraiture and how to dynamically capture action, landscape and architecture. Participants must bring their own camera, whether regular or digital. This course will also investigate Design Principles for dynamic composition, encouraging new discoveries. Suitable for all levels of experience. Andre Beneteau got his first camera as a teenager and hasn't put it down since. After a degree in geology, Andre studied audiovisual production, leading to a career in AV production and photography. Since 1974, the Bonsecour Club has established and maintained the snowmobile trails within their catchment area; namely, the Town of Innisfil, the southern limits of the City of Barrie and currently, the Thornton-Cookstown Rail line which is part of the Trans Canada Trail system. The Trail Network is possible with the partnership between private Landowners and the Club Volunteers. The Club Volunteers stake and sign the trail system after late Fall pre-grooming is completed. Trail Permit sales provide revenue for grooming and your support is greatly appreciated. All Terrain Vehicles and Off-road Vehicles are not permitted on Bonsecour's snowmobile trails at any time of the year. Their unauthorized use on private land causes destruction of farm crops and vegetation, actions which jeopardize permission for the snowmobile trail system. Club Information:

MUNICIPAL INFORMATION FINANCIAL SERVICES PROPERTY TAX AND UTILITY BILLINGS 2011 Final Property Tax Bill: The 2011 Interim Property Tax Bills for all tax classes were issued in early February with due dates of February 28 and April 29, 2011. The 2011 Final Property Tax Bills for the Residential, Farm, Managed Forest and Pipeline property tax classes are issued in early June with due dates of June 30 and September 30, 2011. Final Property Tax Bills for all other classes (Commercial, Industrial and Multi-Residential) are issued in early August with due dates of August 31 and October 31, 2011.

2011 Water and Wastewater Utility Bills are issued every four months throughout the year based upon the service area that you reside in, which is also advertised in the Community Bulletin in the Innisfil Examiner. The following options are available to pay bills:


MUNICIPAL INFORMATION CUSTOMER SERVICE CENTRE The Town of Innisfil's Customer Service staff are committed to providing efficient, high-quality service to residents, visitors and the business community. Our goal is to offer "One Window" service where all questions, inquiries, applications and payments may be processed through the Customer Service Centre. We provide: Licensing for lotteries, dogs and business operations; Permit; Applications-building, plumbing, entrance, septic; Applications for birth, marriage certificates, site plans, rezoning and Committee of Adjustment; Tax, Utility and Recreation Program payments are accepted; Inquiries regarding zoning, roads as well as reporting of streetlight outages. Dog Licenses: dogs over 90 days old require a dog license with proof of a valid rabies vaccination and are available at the Innisfil Town Hall, branches of the Innisfil Public Library, Innisfil Veterinary Clinic and the Stroud Veterinary Clinic. CLERK SERVICES Council meeting are held on the 1st, 3rd & 4th Wednesday of the month starting at 7:30 p.m. In July, Council meetings are held on the 2nd & 4th Wednesday. In August, Council holds a meeting on the 2nd Wednesday of the month, returning to the regular schedule in September. Written submissions addressed to the “Clerk” will be accepted by the Clerk’s Office. Requests for delegation or to appear before Council shall be in writing and provide a brief outline of the subject for consideration. Delegations will be scheduled by Clerk’s Office and the appropriate date will be confirmed with the applicant. Any additional material may be provided to members of Council and Clerk during deputation. Commissioners are available by appointment - fee is $20.00. Please note the Town does not have a “Notary Public”. Starting January 2006, the Town Clerk has been authorized to perform civil marriage ceremonies. Ceremonies are performed at the Town Administration Centre for a $250 fee. Due to the civil nature of this service interested parties must be aware that there cannot be any religious connotation to the service. MUNICIPAL LAW The Municipal Law Enforcement is responsible for the administration and enforcement of by-laws passed by the Town, various Provincial Statues, as well as other duties as may be assigned by Council. Inquiries and complaints are received and recorded by Customer Service. Calls for service may include the administration and/or enforcement of the following: • Line Fences Act (fencing disputes) • Lot Drainage & Maintenance • Weed Control Act of Ontario • Traffic Studies, including but not limited to placement of No Parking Signs, Traffic Control Devices, Speed Zone Studies • Public Entertainment (approval to hold dances, draws, parades and festivals) • Dog Licensing- Need proof of rabies+altered m/f • Business Licensing • Environmental matters • Livestock, Poultry & Honey Bees Protection (claims for damages by dogs or wolves/ coyotes) • Lottery Licenses • Marriage Licenses • Ontario Building Code Act & Zoning By-Laws • Lot maintenance, including regulating, cleaning or clearing of any grounds, yards or vacant lots. The Municipalities’ Municipal Law Enforcement Officers will be strictly enforcing the Parking By-Law over the summer months, specifically on road ends in the lakeshore area. Due to our public work/roads services group heavy workload, we will also be enforcing infractions on vehicles parked, impeding or obstructing road and drainage maintenance. Should a vehicle prevent our road crew from undertaking their duties , that vehicle will be ticketed, and towed away at the owners expense. Your cooperation on these issues will be appreciated. Property Standards Officers of the Municipality investigate all property standard complaints and enforce the property standards by-law. Where an owner feels that he/she is being dealt with unfairly or cannot comply with an Order, they may, through the Clerk’s Office within 14 days of the Order being issued, make an appeal to the Property Standards Committee. The Committee is comprised of three Innisfil Residents (appointed by Town By-law) who will set a date and time for an appeal hearing.
