his month marks the 50th anniversary of the Great March on Washington, the watershed event in 1963 that culminated in Dr. Martin Luther King Jr.’s “I Have a Dream” speech. This anniversary helps all of us appreciate how far we have come as a people, and how much more needs to be done. (See Special Section beginning on page 24) The March on Washington can be remembered as one of the largest political civil rights rallies for human rights in the history of the United States. Since that time, we have passed the landmark Civil and Voting Rights Acts, eliminated blatant discrimination and elected the first African American president. Also, in Washington DC, the Congressional Black Caucus will be hosting their 43rd Annual Legislative Conference, September 18-23, 2013. This year conference will provide educational, health and business related opportunities for attendees. Additionally, there is the highly popular “Authors Pavilion” featuring 75 or more of the nation’s premier African-American literary and scholarly talents from around the country. Special attention has been placed

In California, the California Black Chamber of Commerce held their annual Ron Brown Business & Economic Summit in Fresno, California, August 15-17, 2013. Ron Brown, former Secretary of the
Department of Commerce under President Bill Clinton, died in a plane crash in Croatia in April 1996, was the first African American to hold such a position. Let us keep on climbing. We still have a long way to go.

n his 2013 State of the Union Address (www.whitehouse. gov/state-of-the-union-2013), President Obama laid out a plan that builds on the progress we've made during his first term and strengthens the middle class by making America a magnet for jobs and manufacturing, equipping every American with the skills

the years of major storms such as Hurricane Ike in 2008, a year in which cost estimates range from $40 billion to $75 billion, and Superstorm Sandy in 2012, a year in which cost estimates range from $27 billion to $52 billion. The costs of outages take various forms including lost output and wages, spoiled inventory, delayed production, inconvenience and damage to the electric grid. Continued investment in grid modernization and resilience will mitigate these costs over time – saving the economy billions of dollars and reducing the hardship

resident Barack Obama honored former Negro League baseball players Monday, August 5, 2013 for their important contribution to history
professional sports. Some of the teams represented at the White House included the New York Black Yankees, Philadelphia Stars, and the Boston Blues.
"It's just wonderful to see the president, and to know where we came from– we weren't able to travel and to sleep in hotels and to eat in restaurants," said Forbes, who owned the Detroit Stars. "Now we're able to come to the White House and see the president." The Negro League saw great success in the early 20th century but soon declined when Jackie Robinson paved the way for African-Americans to play Major League Baseball, becoming the

2012 National Medals of Arts and Humanities
W
hat do an acclaimed Opera singer, the director of Star Wars, and a Harvard scholar have in common? Today at the White House, they were all honored by President Obama as recipients of the National Medals of Arts and Humanities. In a ceremony in the East Room, President Obama presented 24 medals, equally divided between the National Medal of Arts and the National Humanities Medal, to extraordinary individuals who impacted American life. As the President said, the medal recipients "used their talents in the arts and the humanities to open up minds and nourish souls, and help us understand what it means to be human, and what it means to be an American." And that's no small feat. The awardees included screenwriters, dancers, poets, and professors. They made phrases like "Luke, I am your father" familiar, and they challenged our fundamental beliefs about American civic society. Some won a Grammy, Pulitzer or MacArthur Genius Award, but all awardees gave more to the country than their physical prizes can ever represent. In ceremony, President Obama said that "we celebrate people like our honorees here today not just because of their talent, but because they create something new. They create a new space and that becomes a lasting contribution to American life. And that’s true for all of these honorees." President Obama told the medalists: "The work that we honor today, the lifetime achievement of these artists and these scholars, reminds us that the human
imagination is still the most powerful tool that we have as a people. That’s why we celebrate their creativity and the fundamental optimism, the notion that if they work that hard somebody will actually pay attention. That’s why we have to remain committed to the dreamers and the creators and innovators who fuel that progress and help us light the way ahead, because our children, our grandchildren deserve to grow up in a country where their dreams know no bounds and their ambitions extend as far as their talents and hard work can take them." Expanding National Service Community Service (CNCS). Likewise, President Obama long has believed that service builds stronger communities and can improve the lives of those who take part. In his first 100 days in office, he signed the bipartisan Serve America Act that set out a plan to increase AmeriCorps, our flagship national service program. Since that time, applications to AmeriCorps have reached an all-time high and more Americans are volunteering than at any previous point in the past five years. The Administration has responded to this new demand by launching new programs such as FEMA Corps and School Turnaround AmeriCorps that create new pathways for people to serve. In these new “Corps,” young people are serving their country, while gaining valuable experience in fields such as emergency management or classroom instruction that can help to prepare them for the workforce. Building on the momentum of these new pathways, during an
event with President Bush earlier today, the President unveiled a new Presidential Memorandum on Expanding National Service. With this memo, President Obama seeks to tap the full resources of the federal government to provide more opportunities for citizens to engage in service and volunteering. The Memorandum establishes a task force made up of federal agencies who will consult with CNCS to explore how they can leverage programs like AmeriCorps to make progress on national priorities. It encourages the use of innovation and technology to facilitate volunteerism and expand civic participation. In an environment of tight budgets, it recommends publicprivate partnerships to scale such activities. And, after such programs have helped these individuals to develop skills that improve their career prospects, it calls on the government to explore how such talent potentially can be recruited back into the federal workforce to continue their commitment to public service. President Obama believes that the best way we can honor President Bush’s commitment to service is to continue his legacy. happened one night in Florida. And it’s inescapable for people to bring those experiences to bear. The African American community is also knowledgeable that there is a history of racial disparities in the application of our criminal laws -everything from the death penalty to enforcement of our drug laws. And that ends up having an impact in terms of how people interpret the
case. Now, this isn't to say that the African American community is naïve about the fact that African American young men are disproportionately involved in the criminal justice system; that they’re disproportionately both victims and perpetrators of violence. It’s not to make excuses for that fact
-- although black folks do interpret the reasons for that in a historical context. They understand that some of the violence that takes place in poor black neighborhoods around the country is born out of a very violent past in this country, and that the poverty and dysfunction that we see in those communities can be traced to a very difficult history. And so the fact that sometimes that’s unacknowledged adds to the frustration. And the fact that a lot of African American boys are painted with a broad brush and the excuse is given, well, there are these
statistically more likely to be shot by a peer than he was by somebody else. So folks understand the challenges that exist for African American boys. But they get frustrated, I think, if they feel that there’s no context for it and that context is being denied. And that all contributes I think to a sense that if a white male teen was involved in the same kind of scenario, that, from top to bottom, both the outcome and the aftermath might have been different. Now, the question for me at least, and I think for a lot of folks,
statistics out there that show that African American boys are more violent -- using that as an excuse to then see sons treated differently causes pain. I think the African American community is also not naïve in understanding that, statistically, somebody like Trayvon Martin was

work its way through, as long as it remains nonviolent. If I see any violence, then I will remind folks that that dishonors what happened to Trayvon Martin and his family. But beyond protests or vigils, the question is, are there some concrete things that we might be able to do. I know that Eric Holder is reviewing what happened down
areas where I think all of us could potentially focus. Number one, precisely because law enforcement is often determined at the state and local level, I think it would be productive for the Justice Department, governors, mayors to work with law enforcement about training at the state and local levels in order to reduce the kind of mistrust in the system that sometimes currently exists. When I was in Illinois, I passed racial profiling legislation, and it

Traditionally, these are issues of state and local government, the criminal code. And law enforcement is traditionally done at the state and local levels, not at the federal levels. That doesn’t mean, though, that as a nation we can’t do some things that I think would be productive. So let me just give a couple of specifics that I’m still bouncing around with my staff, so we’re not rolling out some five-point plan, but some
actually did just two simple things. One, it collected data on traffic stops and the race of the person who was stopped. But the other thing was it resourced us training police departments across the state on how to think about potential racial bias and ways to further professionalize what they were doing. And initially, the police departments across the state were resistant, but actually they came to recognize that if it was done in a fair,
straightforward way that it would allow them to do their jobs better and communities would have more confidence in them and, in turn, be more helpful in applying the law. And obviously, law enforcement has got a very tough job. So that’s one area where I think there are a lot of resources and best practices that could be brought to bear if state and local governments are receptive. And I think a lot of them would be. And let's figure out are there ways for us to push out that kind of training. Along the same lines, I think it would be useful for us to examine some state and local laws to see if it -- if they are designed in such a way that they may encourage the kinds of altercations and confrontations and tragedies that we saw in the Florida case, rather than diffuse potential altercations. I know that there's been commentary about the fact that the "stand your ground" laws in Florida were not used as a defense in the case. On the other hand, if we're sending a message as a society in our communities that someone who is armed potentially has the right to use those firearms even if there's a way for them to exit from a situation, is that really going to be contributing to the kind of peace and security and order that we'd like to see? And for those who resist that idea that we should think about something like these "stand your ground" laws, I'd just ask people to consider, if Trayvon Martin was of age and armed, could he have stood his ground on that sidewalk? And do we actually think that he would have been justified in shooting Mr. Zimmerman who had followed him in a car because he felt threatened? And if the answer to that question is at least ambiguous, then it seems to me that we might want to examine see Trayvon Martin Ruling on page 21

Am I judging people as much as I can, based on not the color of their skin, but the content of their character? That would, I think, be an appropriate exercise in the wake of this tragedy. And let me just leave you with a final thought that, as difficult and challenging as this whole episode has been for a lot of people, I don’t want us to lose sight that things are getting better. Each successive generation seems to be making progress in changing attitudes when it comes to race. It doesn’t mean we’re in a postracial society. It doesn’t mean that racism is eliminated. But when I talk to Malia and Sasha, and I listen to their friends and I seem them interact, they’re better than we are -- they’re better than we were -- on these issues. And that’s true in every community that I’ve visited all across the country. And so we have to be vigilant and we have to work on these issues. And those of us in authority should be doing everything we can to encourage the better angels of our nature, as opposed to using these episodes to heighten divisions. But we should also have confidence that kids these days, I think, have more sense than we did back then, and certainly more than our parents did or our grandparents did; and that along this long, difficult journey, we’re becoming a more perfect union -- not a perfect union, but a more perfect union. iven the recent acquittal of George Zimmerman, this “March for Jobs and Justice” takes on even greater significance. Indeed, our permit to peaceably march on the Department of Justice on August 28, 2013, gives us an opportunity to send a message to Attorney General Eric Holder that we support a Department of Justice investigation into civil rights violations by Mr. Zimmerman. “There is clearly precedent for this kind of investigation and prosecution by the Department of Justice”, said Van White, civil rights lawyer and founder of the Center for the Study of Civil and Human Rights Laws. Why We Are Marching
50th Anniversary March on Washington Rev. Al Sharpton, National Action Network.
T
he March on Washington for Jobs and Freedom took place 50 years ago on August 28th at the Lincoln Memorial in Washington, DC. It was during this march that Dr. King gave his iconic “I Have a Dream” speech that has reverberated for decades. While we celebrate all that has been achieved in the 50 years since that march, we recognize that the “Dream” has not been fulfilled and the battle for justice is ongoing. The name of the march on August 24th is the “National Action to Realize the Dream March” so that people understand that this march is a continuation of the efforts 50 years ago. Jobs & the Economy – Jobs are still a major focus of the march 50 years later. Unemployment is still plaguing many communities. The black community still sees double the unemployment rates of the rest of the country. Youth unemployment is nearly six times higher. Voting Rights – Voting Rights have been thrust to the forefront of the agenda after the Supreme Court dismantled a crucial section of the Voting Rights Act. Now, without protections to keep states with a history of disenfranchising voters, those states are left susceptible to new laws that threaten to keep them from the polls. This after winning crucial battles in 2012 against misleading claims of voter fraud. Workers’ Rights – Workers’ Rights have been under attack in
states across this country. Low wage earners in certain industries have been banned the right to unionize and collectively bargain for fair pay, benefits and other protections. Others who have been protected have had their rights attacked or taken away through the introduction and passage of bills that threaten workers’ protections. Stand Your Ground Laws & Gun Violence – The Trayvon Martin and Marissa Alexander cases put Stand Your Ground laws under the microscope. The cases brought to light the inequalities that lie within its interpretation and the fact that it is in place in a majority of states underscores that we must fight to repeal the laws. Gun violence has been an issue in low income communities for years, but the Sandy Hook tragedy created an urgency to address gun laws. While Congress failed to act on sensible gun legislation, we must continue to demand action. Women’s Rights – Women continue to have to fight laws that limit their ability to make decisions about their own health. Many states have legislation that has either recently passed or that has been introduced that eliminates a woman’s right to choose even in instances of incest, rape or health. Women are also still making less than male counterparts but living longer. The implications of this are numerous but keep women in vulnerable positions.
Immigration – Immigration reform has been discussed for many years, but gained traction in the recent months with the introduction and passage of a bill in Senate. While it has stalled in the House, this legislation will have a huge, positive impact on the economy and create civil rights for the millions of immigrants living in this country. Despite the fact that many immigrants are Latino, this is not just a Latino issue – it is an American issue. We need to grant amnesty to the many illegal immigrants who are here and allow them to achieve the American Dream. LGBT Equality – This year the LGBT community made progress in their work to achieve equality. With 13 states now allowing gays to marry and the Supreme Court overturning DOMA and Prop 8, the crucial victories set up a forward march. However, the gay community still faces employment discrimination and other challenges that block their ability to achieve full rights. Environmental Justice – Many low income people and minorities face environmental challenges that threaten their health and their lifestyle. In Los Angeles, African Americans are twice as likely to die in a heat wave. 68% of African Americans live within 30 miles of a coal plant and this creates more incidences of asthma. Latino children are twice as likely to die from an asthma attack as non-Latino children. There are many more issues related to the environment that impact outcomes for these communities. Youth – Many of the aforementioned issues affect youth, but in addition to those challenges, youth often deal with college loans. In recent years the college loan interest rate has been at risk for doubling multiple times.

A
s we approach the 50th anniversary of the famous March on Washington — Aug. 28 — Americans will recall Dr. King’s famous “dream”; many can recite entire passages of his historic address. But it’s worth recalling the full meaning of that dream. The March on Washington was a march
for justice. And the Civil Rights Movement transformed the country — gaining equal access to public accommodations, outlawing racial discrimination in employment, securing and protecting the right to vote with the Voting Rights Act. But the 1963 March was titled “March on Washinton for Jobs and Freedom.” Economic opportunity
was at its center. As a key organizer of the march, A. Philip Randolph, president of the Negro American Labor Council, put it: “We have no future in a society in which 6 million black and white people are unemployed and see Jobs and Freedom on page 33

millions more live in poverty. Nor is the goal of our civil rights revolution merely the passage of civil rights legislation. Yes, we want all public accommodations open to all citizens, but those accommodations will mean little to those who cannot afford to use them.” But for jobs and economic opportunity, the March on Washington remains unfinished 50 years later. Nearly one-half of all African-American children live in neighborhoods of concentrated poverty. Nearly three-fourths attend majority minority schools, often scarred by the “savage inequality” of public funding. African Americans are still two times more likely to be unemployed than whites. Affordable housing remains beyond reach. Adequate public transport to allow access to jobs has declined, not improved. And in our inner cities and barrios, clean water, sound sewage, healthy food and good
parks grow ever more rare. The 50th anniversary must revive the movement to address this unfinished agenda. Only now the stakes are even greater. A majority of babies born in the United States are now children of color. In three decades, more than half of our population will be people of color, according to U.S. Census projections. By 2050, Bureau of Labor Statistics projections estimate that 42% of our workforce will be African American and Hispanic (today that figure is 27%). Diversity is our reality. We cannot afford to write off a majority of the next generation and still prosper as a great nation. We will educate and engage the children of all races or we will suffer continued decline. We have made great progress since 1963. American apartheid in the South was outlawed. Overt racial discrimination is against the law. No longer must African Americans move to the back of the bus. But the agenda of economic justice remains unfinished. The demands of the marchers in 1963
resonate today: full employment, affordable housing, equal and excellent public education, a minimum wage the equivalent of $13 an hour in today’s terms. We argued in 1963 that removing the shackles from the impoverished African-American minority would lift the nation. Now the challenge is to provide opportunity to all children, including the children of color who are America’s future majority. Dr. Martin Luther King taught us that “Freedom is never voluntarily given by the oppressor; it must be demanded by the oppressed.” In this time of extreme inequality, equal opportunity will not be bestowed by the privileged; it must be demanded by working and poor people. Working and poor people, across regions and religions and race, must come together to transform our national politics and priorities. The 50th Anniversary of the March on Washington For Jobs and Freedom provides the opportunity to revive the full breadth of Dr. King’s dream and the full scope of the challenge to reach it.

Prior to joining Rockefeller in 2002, Mr. Walker served as chief operating officer of the Abyssinian Development Corporation, a leading community
organization in Harlem. There he guided efforts to develop housing for low and moderate-income families, was involved in two of Harlem's largest privately financed commercial projects in 30 years, and led the development of the first public school built in New York City by a community organization.

First-in-the-Nation Survey of Insurance Company Procurement Released

alifornia's Insurance Commissioner Dave Jones announced today the results of a first-in-the-nation survey of supplier diversity in the insurance industry. The reports of California's largest 206 insurance companies are posted on the Department of Insurance website. The reports reflect that a majority of insurers are taking steps to increase efforts around supplier diversity. According to the most recent statistics from the Minority Business Development Agency, one-fifth of the nation's minorityowned businesses are located in California. According to a study commissioned by American Express, with just over 1.1 million women-owned businesses, California is home to the largest number of women-owned businesses. "When you consider the percentage of minority- and womenowned businesses in California and the size of the insurance economy in California with $123 billion in annual written premium, it's encouraging to see that 150 companies currently have a supplier diversity statement or are committed to developing one," said Commissioner Jones. "We look forward to watching the relationships between California's robust insurance industry and the state's diverse businesses grow." Chicago Public Library Creates Innovation Lab at Harold Washington Library Center By Ruth Lednicer

he Chicago Public Library is opening the CPL Innovation Lab at the Harold Washington Library Center. Already used by a variety of industries from retail to banking to universities, innovation labs offer organizations a place to test new ideas for services, programs and products. The third floor space at the Chicago Public Library will allow CPL to quickly experiment with new ideas and approaches in order to be more customer focused and able to adapt to the community’s changing needs. The first innovation experiment in the space is the Maker Lab, part of the growing movement of hands-on, collaborative learning environments in which people come together to share knowledge and resources to design, create and build items. CPL is the first large urban library to experiment with a maker space. Made possible with a grant from the Institute of Museum and Library Services (IMLS) to the Chicago Public Library Foundation, the Maker Lab will be open to the public from July 8 through December 31, 2013. This will be the first free maker space open to the public. Created in partnership with the Museum of Science and Industry, the Library’s Maker Lab offers the public an introduction to technology and equipment which are enabling new forms of personal manufacturing and business opportunities. After the six month run, the Library will evaluate the project to determine the fit with the Library’s mission and the ability
to bring the project, or elements of it, to a wider audience in the neighborhood branches. The Lab will offer access to a variety of software such as Trimble Sketchup, Inkscape, Meshlab, Makercam and equipment including three 3D Printers, two laser cutters, as well as a milling machine and vinyl cutter. ecently a disparate set of men (and one woman) gathered around a table to talk about Litecoin (//litecoin. org), a digital currency whose proponents push it as the silver to Bitcoin’s gold (http://bitcoin.org/ en). The attendees were a mixed bunch. One worked at a company that tests apps, another at a financial technology fund, and a third was a part-time Tube driver who spends his spare time trying to organize people into some sort of anarcho-libertarian movement.
Litecoin symbol The convenor of the meeting, a computer-science doctoral student in London, enthused about Litecoin, which is based on Bitcoin, as the next big thing. Both bitcoins and litecoins are essentially strings of numbers that have to be discovered, or “mined,” by using a computer to decipher codes. Once mined, they can be used as currency and exchanged with other currencies. Both are
capped: There can be no more than 21 million bitcoins and 84 million litecoins in circulation. They are set up so that the more are mined, the harder it gets to mine new ones. Though more than half of all bitcoins have already been mined since its creation in 2009, it will take until 2140 for the last one to be found. Bitcoin, the convenor said, is already is too big and increasingly difficult to mine without groups of peers to pool resources with. And those pools sometimes come under attack from rival groups, rendering a whole day’s work pointless. The returns do not justify the effort. But look at Litecoin, he argued. The supply remaining is greater. It is also a harder system to fool, he said, because the mechanisms that determine whether a miner really has done the mathematical calculations to generate a litecoin are more secure. Moreover, Bitcoin has reached a stage where miners are using special machines that are useless for any other purpose. Litecoin can still be made using normal computers. Since the start of the year, the value of a litecoin has risen from $0.07 to about $2.50. And it has

An uncertain future There lies the nub of the problem with digital currencies. Litecoin, and before it Bitcoin, first gained traction in the corners of the internet where most forms of payment will not go. In unregulated marketplaces on Tor, a software that renders its users anonymous, Bitcoin and Litecoin are preferred methods of payment for contraband goods. As a result, crypto-currencies (so called because they are created using cryptographic algorithms) have come to be associated with crime: money-laundering, tax evasion, trafficking. No wonder governments and big firms are tetchy about its use. Thailand’s central bank has issued a preliminary ruling that it is illegal to to use bitcoins. Similarly, Apple has not banned Bitcoin but is extremely cautious about it. In see Digital Currencies on page 52

Ven symbol money on to Bitcoin exchanges. And even without government, the companies that facilitate trade in digital currencies are not helping themselves. Mt. Gox, the biggest Bitcoin exchange, finds itself facing a lawsuit for breach of contract with Coinlab, a payments company. On the other hand, the Israel Bar Association last week made the first move towards authorizing the use of Bitcoin for payments to attorneys. In what will be a significant decision, a US judge ruled on Wednesday, August 7, 2013 that for all practical purposes, Bitcoin is money. For participants in the digital-currency economy, it is hard to know what to make of these mixed messages.
The day after the pub meeting, I met another proponent of digital currencies—or digital assets, as he referred to them. Stan Stalnaker is the founder of Ven (http:// vencurrency.com), a currency used by members of Hub Culture (www. hubculture.com), a social network he also founded. It too is better than Bitcoin, Stalnaker explains over a coffee at a cafe that does not accept any form of non-cash payment except old-fashioned credit cards. If we had met at one of the “hubs” (co-working spaces) run by Hub Culture, we would have been able to pay with ven. Members use ven to buy coffee as well as to trade goods and as non-tangible things such as time on the web service. “It’s a little bit like going to a virtual country. You arrive inside the borders of a hub and that’s the currency we use,” says Stalnaker. One US dollar buys between eight and nine ven, depending on the exchange rate. Stalnaker says that his currency has several advantages. Its value is based on a basket of big currencies and commodities, such as gold, silver, wheat and carbon credits. That, he says, makes it more stable than the volatile Bitcoin, likening it to an exchange-traded fund. Like other digital currencies, it also allows for easy transfers across borders but without the onerous fees charged by banks and remittance companies. And since it includes carbon credits, it is environmentally friendly (if you
believe carbon credits actually work). Crypto-currencies such as Bitcoin or Litecoin are drastically different from social currencies like Ven or the now deceased Facebook Credits (www.facebook.com/credits). The first kind promise anonymity, have no central exchange mechanism, and their mining requires technical skill and cryptography. The second class are transparent and centralized, and can be created in various ways. Ven’s creator has big plans for it. He wants it to be used for online purchases on mobile. He sees it being traded on the open market. His brochure grandly calls it “the internet’s reserve currency.”
Mining for DATA One way to tackle the haphazard manner in which virtual currencies are evolving is to create a selfregulatory organization. Such a body could set standards for its members (and if it grew big enough, impart legitimacy through membership); lobby for recognition with governments; and help protect the interests of the people putting their money into digital assets. It could work with tax authorities, banks and financial institutions to integrate emerging currencies into the existing financial system. Most importantly, it could help remedy the perception of new currencies as a facilitator of crime: After all, cash too is anonymous, untraceable and used for illegal purchases. The first such effort became visible recently, with the announcement of the formation of a committee to discuss the formation of a body called the Digital Asset Transfer Authority (DATA) (//info. datauthority.org). Its list of initial members includes exchanges (which handle transactions between digital currencies and national see Digital Currencies on page 53

ones), payment mechanisms, venture capitalists, founders of yet more digital currencies such as Ripple (//ripple.com) and Ven, and the Bitcoin Foundation, a nonprofit established to promote and standardize Bitcoin. (Notable for its absence is Mt. Gox, though it is represented through its membership of the Bitcoin Foundation.) It is not surprising that these groups are setting up a “committee to establish” a self-regulatory body rather than the body itself. Considering the suspicions surrounding digital currencies in general and Bitcoin in particular, the founders of DATA need all the support they can get. There are also clear advantages to be being seen as the first to do something. If DATA manages to establish itself

The rush to go public is also a signal from the industry that it is willing to bring some order to the digital-asset economy before governments decide to do it themselves. The US Treasury, and its agency for fighting money
laundering, the Financial Crimes Enforcement Network (FinCEN), will be watching closely. In March, it released guidance explaining how its regulations should apply to virtual currencies. In a meeting with some of the founders of DATA soon after, it indicated it would like to see a self-regulatory body evolve from within the industry.
Two sides of the same coin What unites the various forms of digital currency is the belief of people who hold and trade them that there is a lot of real money to be made. The Ph.D. candidate I met at the Pembury Tavern meeting in Hackney told me he doesn’t use Bitcoin or Litecoin to actually pay for things. Instead he spends part of his day trading the currencies for profit. Stalnaker, an entrepreneur, believes that digital currencies could be a “new asset class” to rival the rise of derivatives in the 1980s. Whether as a trader or creator, both are clearly looking to get in early enough to reap the rewards. There are thousands more like them—and 20 or more currencies for them to buy into, albeit most of them tiny, with names like Namecoin (http:// dot-bit.org), Feathercoin, and Worldcoin. More are in the works. The sums of money involved in creating and participating in the digital currency economy could become become enormous. At
today’s exchange rate of around $100 to 1 bitcoin, there are nearly $1.2 billion worth of bitcoins in circulation—still small beer, but over ten times the value a year ago. As other currencies are invented and expand, the digital asset economy can only grow. Exchanges, userfriendly transfer systems, and funds stand to earn millions as more are created and the volume of transactions increases. Even
at the most basic level, a small percentage from transactions goes to miners, who between them earned $5,000 on the basis of 55,000-odd transactions during one day this week. That number too will surely go up. In a statement accompanying DATA’s announcement, Jeremy Liew, a partner at Lightspeed Venture Partners, which is part of DATA, stressed the need for “trust in the integrity of the companies in the ecosystem” if digital currencies are to take off. It is hard to argue with that. One reason Bitcoin so worries regulators is that it works outside the current system. If it is brought into the fold, they would rest more easy. Yet illegal activity is also where new, bottom-up currencies are coming from. Self-regulation is to be welcomed, but any body that takes on the task will have to walk a line between nurturing the nascent movement and throttling it. http://qz.com/113227

here are many options when you want students to try out digital textbooks — CourseSmart, CourseLoad, Flat World Knowledge, Chegg, textbooks.com, Apple, Amazon, Google Play, eFollet, and an evergrowing number of other sources. But little in education trumps free. When Educause, Internet2, and McGraw-Hill, examined the value of digital materials in higher ed. "Faculty and students were both clear and consistent in their criteria for adopting digital course material," the report's authors wrote. The most important factor turned out to be cost. With that in mind, we have hunted down the top sources for digital textbooks — all free. Here are 6 to start.
Bookboon.com Here's a source for free textbooks in PDF form that focus primarily on accounting, economics, engineering, IT, marketing, and management. The books are modest in size — most run from 50 to 100 pages — and provide "just the facts, ma'am" graphics. How does the company stay in business? It sells advertising that appears in the books — in other words, ads that ostensibly made sense for the intended e-book reader. Southern California Edison Serves Formal Notice of Dispute to Mitsubishi over Defective Steam Generators (RSGs) at SONGS Southern California Edison (SCE) has served a formal Notice of Dispute on Mitsubishi Heavy Industries, Ltd., and Mitsubishi Nuclear Energy Systems (together, “Mitsubishi”) which seeks to hold Mitsubishi accountable for designing and manufacturing defective Replacement Steam Generators (RSGs) at the San Onofre Nuclear Generating Station (SONGS). “Our action is about making sure that Mitsubishi takes responsibility for providing the defective steam generators that led to the closing of SONGS,” said Ron Litzinger, president of SCE. Although Mitsubishi warranted the generators would operate reliably for 20 years, SCE was required to take SONGS offline in January 2012 when one of the Mitsubishi RSGs experienced a radioactive coolant leak after less than a year of operation. Although its contract with SCE required Mitsubishi to repair the RSGs “with due diligence and dispatch,” SCE’s Notice of Dispute alleges that Mitsubishi failed to do so. Facing continued uncertainty about restoring SONGS to service at any level of power, SCE permanently retired the plant as of June 2013. SCE alleges that Mitsubishi, as designer and manufacturer of the faulty RSGs, is responsible for the enormous harm its failures have caused to California ratepayers, SCE, and the other SONGS owners. When SCE contracted with Mitsubishi to replace the SONGS steam generators, it did so to extend the life of SONGS so that the plant could continue to provide safe, reliable and affordable power to over 1.4 million homes in Southern California. However, SCE’s Notice of Dispute claims that Mitsubishi seriously breached the Contract, totally and fundamentally failing to deliver what it promised. SCE alleges that Mitsubishi grossly failed to appropriately model the thermal hydraulic conditions in the RSGs and is alleged to have failed to design tube support structures capable of withstanding the extreme thermal hydraulic conditions within the RSGs. As a result, the RSGs experienced damaging flow-induced vibration that caused several types of excessive tube wear. The tube-to-tube wear was so advanced in one of the four identically-designed RSGs that it caused a radioactive coolant leak, which SCE was able to address by promptly and safely shutting the plant down. The Notice of Dispute claims that for over 16 months, SCE has asked Mitsubishi to make things right, but Mitsubishi failed to live up to its contractual obligations. SCE invoiced Mitsubishi for the money SCE was forced to spend investigating and attempting to repair the RSGs, but SCE claims that Mitsubishi has refused to even acknowledge responsibility for any of these costs, even after receiving thousands of pages of documents in support. SCE further claims that Mitsubishi additionally refused to submit to a contractually mandated audit of the documents regarding its work on the RSGs, hindering a transparent look into what went wrong with Mitsubishi’s steam generators, and why. The Notice of Dispute also alleges that SCE asked Mitsubishi to provide a repair or replacement plan that eliminated the risk that these serious problems would reoccur, but after more than 16 months and despite the contract’s requirement that it provide repairs “with due diligence and dispatch.” Mitsubishi provided only “conceptual” proposals--for example, one proposal would have required workers to perform first-of-a-kind repairs in radioactive, confined areas as narrow as18 inches, with specialty tools that did not yet exist. Ultimately, with no reliable timeline for generating power at SONGS, SCE determined that the prudent course of action was to end the uncertainty for its ratepayers and the company and permanently retire SONGS as of June 2013. Such an early retirement is exactly what the Steam Generator Replacement Project was designed to avoid. SCE’s notice formally initiates a 90-day dispute resolution process under the Contract. If that process is unsuccessful, then SCE intends to initiate binding arbitration against Mitsubishi, as the designer and manufacturer of the faulty RSGs, to recover damages Mitsubishi has caused. In the Notice of Dispute, SCE argues that limitations on Mitsubishi’s liability set forth in the Contract do not apply because of contractual exceptions and because of provisions of California law. Mitsubishi, like the manufacturer of a “lemon” automobile, was unable to fix the defects in its product because they were so fundamental and pervasive. In this circumstance, SCE claims that the limitations are not enforceable, and Mitsubishi is therefore responsible for the full measure of damages incurred by SCE, the other SONGS owners and their customers. Ethiopians in Middle East Unite to Combat Human Trafficking

thiopian communities in the Middle East have formed a union to fight the abuse and suffering of Ethiopian migrant workers in the region. After a meeting in Addis Abab, a memorandum of understanding (MoU) was signed by representatives of Ethiopian communities in Jeddah, Riyadh, Bahrain, Dubai, Yemen, Lebanon and Qatar. The union vowed to defend the rights of Ethiopian migrant workers in the stated countries and fight

ong Kong customs officials recently confiscated a Nigerian shipment of 1,120 elephant tusks—part of a haul of rhino horns and leopard pelts that totaled around $5.3 million in value. In July, 2013 Hong Kong customs seized 1,148 tusks worth $2.3 million in a shipment from Togo, and confiscated another 780 tusks worth $1.14 million back in January. Those three shipments alone add up to at least 1,525 dead
elephants—scary, considering as few as 400,000 elephants are left on the planet. Since ivory is traded illegally, the best way to capture poaching trends is to look at customs seizures, which suggest a sharp recent rise in killings and here’s where they’re coming from, via National Geographic’s good interactive map (http://ngm. nationalgeographic.com/2012/10/ ivory/elephant-ivory-poachinggraphic).

Poachers are now “using more and more sophisticated and powerful weapons,” some of which may be coming from Libya, said the UN report. The trade not only funds murderous guerrilla groups, but it also threatens legitimate businesses built around elephants—notably tourism, an important source of income for many African countries. What’s driving this business? Increasingly, China, where “white gold” is prized as a status symbol. In the 1990s, China drove only around 3%-4% of global demand; it’s now responsible for around 40% (paywall). The Convention

but many suspect its legal trade supports the black market (for instance, that’s why the Philippines just destroyed its stockpiles). And as ivory prices skyrocket—they tripled in the space of a year—that’s only picking up. So are these luxury-goods buyers ruthless fiends? Not necessarily, explains Brian Adams of the non-governmental organization WildAid, which is perhaps best known its anti-shark finning campaign involving basketball star Yao Ming (http://yaomingblog. com). A WildAid survey conducted in Beijing, Shanghai and Guangzhou revealed that many didn’t know that elephants had to be killed to get their tusks. “The answers were pretty eye-opening,” Adams tells Quartz, noting a high degree of “naiveté to where these products originated.” More worrisome, though, might be that some Chinese authorities who do know that ivory comes from dead elephants don’t seem especially concerned. “Most poachers in Africa are Africans,” Meng Xianlin, director of Chinese government representative to CITES, told the state-run People’s Daily. “Locals suffer from poverty and poaching can be a lucrative business for them. Uganda shares a border with South Sudan, which is Sudan's neighbour to the south. The floods struck after a nearby river overflowed its banks following hours of torrential rains. The floods have heightened fears of a cholera outbreak as locals say all the pit latrines were washed away and people have to use bushes as toilets. The Ugandan Red Cross has so far delivered a few essentials like blankets and food, but many people remain homeless. Weather experts say more rains are expected until October.

Instead, the aforementioned countries are grouped with the Bureau of Near Eastern Affairs, together with Iran, Iraq, Israel and others. This artificial distinction between North Africa and the rest of Africa
negatively impacts US foreign policy relations throughout the entire continent of Africa. We unequivocally reject the argument that North African countries are outside the scope of African affairs. North Africa is geographically and historically part of the African continent, and all fifty-three (53) independent African states, including North African countries, are represented in the African Union (AU). It would be far more productive for the State Department to engage with the entire continent of Africa, including North Africa, under its Bureau of African Affairs. We are one Africa, from the Cape to Cairo, indivisible and bound together! Therefore, no square inch of African
land should be excluded from African affairs.

Mali Awaits Official Presidential Election Results
M
alians have cast their votes for a new president they hope will usher in a new era of peace in the West African nation - with international montiors reporting satisfaction with voting conditions. Polls closed shortly after 6pm on Sunday in a run-off that pits Ibrahim Boubacar Keita, a former prime minister, against Soumaila Cisse, a former finance minister. The two candidates have declared themselves confident of victory in the run-off, called after none of the 27 candidates in the first round on July 28 achieved an outright majority.
Al Jazeera's Ahmed Idris, reporting from the capital Bamako, said that EU observers were happy with the vote, the result of which should be known by the end of the week. "Logistics problems in the first round were largely solved," he said. "They were happy, thinking that this will probably run according to plan." However, he said bad weather and apathy may have affected turnout. "There is a fear that the turnout will drop by 10 percent on the first round," he said. About 50 percent of Mali's seven million voters participated in the first round of
voting. Keita is the favourite, having won 39.8 percent of the vote to Cisse's 19.7 percent in the first round. Cisse's claims of voter fraud were rejected by the Mali Constitutional Court. The election is crucial to Mali's recovery following a military coup in 2012 that led to an armed uprising and a French-led military intervention. It will unlock more than $4bn of aid promised by international donors and allow France, Mali's former colonial master, to withdraw most of the 4,500 troops it sent in January to remove al-Qaeda-linked fighters from northern areas. Widespread poverty has contributed to unrest in the north, with several armed groups vying for control in the vacuum left when the fighters fled. Reminiscences of My Life in Camp by Susie Baker King Taylor
B
orn on the Grest Farm in Liberty County, Georgia, on August 6, 1848, Susie Baker King Taylor was raised as an enslaved person. Her mother was a domestic servant for the Grest family. At the age of 7, Baker and her brother were sent to live with their grandmother in Savannah. Even with the strict laws against formal education of African Americans, they both attended two secret schools taught by black women. Baker soon became a skilled reader and writer. By 1860, having been taught everything these two black educators could offer, Baker befriended two white individuals, a girl and boy, who also offered to
teach her lessons even though they knew it violated Georgia law and custom. On April 1, 1862, at age 14, Baker was sent back to the country to live with her mother around the time federal forces attacked nearby Fort Pulaski. When the fort was captured by the Union Army, Baker fled with her uncle’s family and other African Americans to Union-occupied St. Simons Island. Since most African Americans did not have an extensive education, word of Baker’s knowledge and intelligence spread among the Army officers on the island. Five days after her arrival, Baker was offered books and school supplies by Commodore Louis M. Goldsborough if she agreed to organize a school for the children on St. Simon’s Island. Baker accepted the offer and became the first black teacher to openly instruct African American students in Georgia. By day she taught children and at night she instructed adults. Baker met and married her first husband, Edward King, a black non-commissioned officer in the Union Army, while teaching at St.
Simon Island. For the next three years, Susie Baker King traveled with her husband’s regiment, working as a laundress while teaching black Union soldiers how to read and write during their off-duty hours. She also served as a nurse, helping camp doctors care for injured soldiers. In 1866, the Kings returned to Savannah, where she established a school for freed black children. In that same year, Edward King died in September only a few months after their first son was born. By the early 1870s, she moved to Boston where she met her second husband, Russell Taylor. With nursing being a passion of hers, Baker soon joined and then became president of the Women’s Relief Corps, which gave assistance to soldiers and hospitals. In 1890, after a trip to care for her dying son, Baker wrote her memoirs which she privately published as a book in 1902 as Reminiscences of My Life in Camp with the 33rd US Colored Troops. Susie Baker King Taylor died in 1912 at the age of sixty-four in Boston.
