Accelerating Entrepreneurial Development
T
he Black Business Association (BBA) consistently attains superior methods and improved business models that help to accelerate solid growth of black-owned and operated business firms. The next few months promises to exemplify these efforts by offering accelerated development processes for small business enterprises to gain corporate interface time with lenders, classroom training and buyer matchmaking. For starters, in partnership with the U.S. CONGRESSWOMAN MAXINE WATERS, the BBA is presenting a ‘Lending Pavilion’ event for all small business owners. On August 17, 2010, the U.S. Small Business Administration, Pacific Coast Regional and the City of Los Angeles Minority Business Opportunity Center have collaborated to bring together some the areas finest financial lenders that can help with acquiring business expansion and startup capital. As a member of the U.S. Congress, representing the 35th District of California, the Honorable Maxine Waters for more than three decades has always been the most effective and efficient public servant for the people of the greater Los Angeles area. Ms. Waters is an active member of the House Committee on Financial Services, Chairwoman of its Subcommittee on Housing and Community Opportunity, and Subcommittee Member of Financial Institutions and Consumer Credit. Along with selected financial institutions, Ms. Waters has helped to assemble an array of lenders to inform and direct black-owned enterprise manag-
ers on the best strategies to position themselves to secure business development funding sources. The BBA is encouraging entrepreneurs to attend the ‘Lending Pavilion’ even if they are not currently seeking capital, because this is how contracts can begin by interfacing with corporate represents to share readiness of business wanting to activate larger deals. Particularly, the information in this economic climate will be most valuable for any business person wanting to learn about methods to get over unprecedented times in America. A key highlight of the Lending Pavilion is the opportunity to meet one-on-one with financial institution representatives and technical assistance providers regarding the lending processes. Each attendee will be able to know how to gain access to workable business loans. Secondly, the BBA in partnership with West Los Angeles College will kick-off its BUSINESS ENTREPRENEUR TRAINING INSTITUTE (BETI), on Wednesday, September 15, 2010. This is an intense 12-week training program that offers experienced and new entrepreneurs the most progressive ‘nuts and bolts’ information of operating a successful enterprise. The BBA is extremely proud of this new partnership with West Los Angeles College as it shows how when communities interact it can bring about positive social change. The participants of this program will be expected to meet a tangible goal and have results at the end of the twelve weeks. In the fourth quarter of 2010, the BBA is supported by over a three-dozen
Federal, State, and Local elected officials for our 7th ANNUAL PROCUREMENT EXCHANGE SUMMIT™. This extraordinary contracting program will take place on Thursday, November 4, 2010 at the Sheraton Gateway LAX Hotel. This full-day event accelerates and develops access to contracts with major utility, transportation, and other Fortune 500 firms. As in the past, we have step up the ability for entrepreneurs to meet with procurement professionals in a precise matchmaking environment within the venue. An event like this really helps managers and owners to create and keep a competitive edge in business since there are so many real buyers and those who directly influence the buying decisions present all day. National Commission on Fiscal Responsibility and Reform Crisis in the Gulf, energy agenda, and job growth
P
resident Obama created the bipartisan National Commission on Fiscal Responsibility and Reform to address our nation’s fiscal challenges. The Commission is charged with identifying policies to improve the fiscal situation in the medium term and to achieve fiscal sustainability over the long run. Specifically, the Commission shall propose recommendations designed to balance the budget, excluding interest payments on the debt, by 2015. In addition, the Commission shall propose recommendations that meaningfully improve the long-run fiscal outlook, including changes to address the growth of entitlement spending and the gap between the projected revenues and expenditures of the Federal Government. The Commission will meet as a whole once a month while Congress is in session. The Commission will vote on a final report containing a set of recommendations to achieve its mission no later than December 1, 2010. The final report will require the approval of at least 14 of the Commission’s 18 members.
Working Groups The working groups are operating under 41 CFR 1023.35(a) which permits subcommittees that do not report directly to a federal agency or official to meet without regard to FACA’s open meeting requirements. The working groups will report their findings directly to the Commission at regularly scheduled open meetings of the Commission. Discretionary Working Group The Discretionary Working Group will research and discuss issues related to discretionary spending. Mandatory Working Group The Mandatory Working Group will research and discuss issues related to mandatory spending. Tax Reform Working Group The Tax Reform Working Group will research and discuss issues related to tax reform.

Executive Order -- National Commission on Fiscal Responsibility and Reform By the authority vested in me as President by the Constitution and the laws of the United States of America, it is hereby ordered as follows: Section 1. Establishment. There is established within the Executive Office of the President the National Commission on Fiscal Responsibility and Reform (Commission). Section 2. Membership. The Commission shall be composed of 18 members who shall be selected as follows: (a) six members appointed by the President, not more than four of whom shall be from the same political party; (b) three members selected by the Majority Leader of the Senate, all of whom shall be current Members of the Senate; (c) three members selected by the Speaker of the House of Representatives, all of whom shall be current Members of the House of Representatives; (d) three members selected by the Minority Leader of the Senate, all of whom shall be current Members of the Senate; and (e) three members selected by the Minority Leader of the House of Representatives, all of whom shall be current Members of the House of Representatives. Section 3. Co-Chairs. From among his appointees, the President shall designate two members, who shall not be of the same political party, to serve as Co-Chairs of the Commission. Section 4. Mission. The Commission is charged with identifying policies to improve the fiscal situation in the medium term and to achieve fiscal sustainability over the long run. Specifically, the Commission shall propose recommendations designed to balance the budget, excluding interest payments on the debt, by 2015. This result is projected to stabilize the debt-to-GDP ratio at an acceptable level once the economy recovers. The magnitude and timing of the policy measures necessary to achieve this goal are subject to considerable uncertainty and will depend on the evolution of the economy. In addition, the Commission shall propose recommendations that meaningfully improve the long-run fiscal outlook, including changes to address the growth of entitlement spending and the gap between the projected revenues and expenditures of the Federal Government. Section 5. Reports. (a) No later than December 1, 2010, the Commission shall vote on the approval of a final report containing a set of recommendations to achieve the mission set forth in section 4 of this order. (b) The issuance of a final report of the Commission shall require the approval of not less than 14 of the 18 members of the Commission. Section 6. Administration. (a) Members of the Commission shall serve without any additional compensation, but shall be allowed travel expenses, including per diem in lieu of subsistence, as authorized by law for persons serving intermittently in Government service (5 U.S.C. 57015707), consistent with the availability of funds. (b) The Commission shall have a staff headed by an Executive Director. Section 7. General. (a) The Commission shall terminate 30 days after submitting its final report. (b) Nothing in this order shall be construed to impair or otherwise affect: (i) authority granted by law to an executive department, agency, or the head thereof; or (ii) functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals. (c) This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person. .

Waters Wins Big for Minorities, Women in Wall Street Reform and Consumer Protection Bill Efforts Protect Consumers, Empower Shareholders & Assist Homeowners
T
he Wall Street Reform and Consumer Protection legislation passed by the House includes a number of provisions introduced and championed by Congresswoman Maxine Waters (D-CA) to increase access and opportunities for minorities and women. “Many industries lack the inclusion and participation of people of color and women, perhaps none more egregiously than the financial services sector,” said Congresswoman Waters. “I wrote this legislation to make sure that federal financial regulatory agencies ensure diversity in their hiring and promotion, as well as in their contracting, so that competent and qualified minorities and women and minority-, womenand small-businesses have a seat at the table. Congresswoman Waters continued, “Since minorities were preyed upon by unscrupulous lenders and other financial actors and are at higher risk when the economy takes a down turn, I am pleased that my legislation to ensure access to affordable, safe insurance products and to study the impact of wind down on underserved communities is included in the legislation that passed the House today.” Increasing Access and Opportunity for Minorities The historic lack of racial, ethnic and gender diversity in the federal financial services agencies is well known and documented. Expanding opportunities for female and minority professionals is the right thing to do, not only out of fairness but also to best serve the needs of our diverse population. Additionally, predatory lenders deliberately and systematically preyed upon minority and
low-income individuals and helped cause this economic crisis. Implementing safeguards to ensure fair access, treatment and regulations for all is important to stabilize America’s financial system and economy. Office of Minority and Women Inclusion: Women- and minority-owned firms were largely overlooked for the contracting opportunities made available by the government’s historic intervention at banks and other financial institutions. Congresswoman Waters authored an amendment, adopted by the House-Senate conference, to create Offices of Minority and Women Inclusion at each of the federal regulatory agencies – including the Department of the Treasury, the Federal Reserve and the Federal Depository Insurance Company, among others – in order to ensure the racial, ethnic and gender diversity of the work force and senior management. The offices would also increase the participation of minorityowned and women-owned businesses in the programs and contracts of each agency. Protecting Minority Communities when a Financial Institution Fails: The final conference committee report includes a provision to wind down failing financial institutions that pose a risk to the economy. Congresswoman Waters wrote legislation that would require the appropriate federal regulatory agency to consider the economic impact of the default of the failing institution on minority and low-income communities, and to take steps to avoid or mitigate the potential adverse effects on these communities prior to winding down the financial institution. Ensuring Minority Access to Af-
fordable Insurance Products: Minority and low-income communities were targeted by predatory lenders and have felt the impact of the recession severely – particularly during the meltdown of the subprime mortgage industry and the subsequent burst of the housing bubble. The House-Senate conference created a Federal Insurance Office (FIO) at the Treasury Department to monitor all aspects of the insurance industry, including practices that create systemic risk. Congresswoman Waters wrote legislation to task the FIO with monitoring the extent to which underserved communities, and minority and low-income persons, have access to affordable insurance products. “This legislation has been designed to prevent another financial crisis, to reform how Wall Street and the nation’s major financial institutions operate, and to protect American consumers from predatory loans, excessive bank charges and credit card fees. Families and small businesses on Main Street in cities and towns across the country will benefit from our efforts to hold Wall Street accountable,” the Congresswoman said. Congresswoman Waters served on the House-Senate conference committee that crafted the conference report by reconciling differences between House and Senate versions of the legislation. She negotiated with her colleagues, among both Democrats and Republicans, to include these provisions and others in support of the following priorities: • Helping Homeowners • Empowering Shareholders and Preventing Conflict of Interest

he Department of Commerce announces the establishment of the National Advisory Council on Minority Business Enterprise (NACMBE). The purpose of the NACMBE is to advise the Secretary of Commerce on key issues pertaining to the growth and competitiveness of the nation’s Minority Business Enterprises (MBEs).
Contractors Wanting to Assist in Cleanup in the Aftermath of a Disaster If you are a small business interested in helping with Federal response to a disaster, you will do three things: FIRST STEP: Register in the Central Contractor Registry at www.ccr.gov. Once you have accessed the website, go to “Help” link on the top of the page and read the CCR Handbook. It will tell you all the information you will need to register. To begin your registration go to the CCR Home page and select “Start a New Registration” on the left hand side of the page. Move to Clean Energy: $2 Billion in New Investments to Help Build a Clean Energy Economy
T
he Department of Energy is awarding nearly $2 billion in conditional commitments to two solar companies. The first is Abengoa Solar, a company that has agreed to build one of the largest solar plants in the world right here in the United States. After years of watching companies build things and create jobs overseas, it’s good news that we’ve attracted a company to our shores to build a plant and create jobs right here in America. In the short term, construction will create approximately 1,600 jobs in Arizona. What’s more, over 70 percent of the components and products used in construction will be manufactured in the USA, boosting jobs and communities in states up and down the supply chain. Once completed, this plant will be the first large-scale solar plant in the U.S. to actually store the energy it generates for later use – even at night. And it will

generate enough clean, renewable energy to power 70,000 homes. The second company is Abound Solar Manufacturing, which will manufacture advanced solar panels at two new plants, creating more than 2,000 construction jobs and 1,500 permanent jobs. A Colorado plant is already underway, and an Indiana plant will be built in what’s now an empty Chrysler factory. When fully operational, these plants will produce millions of state-ofthe-art solar panels each year. These are just two of the many clean energy investments in the Recovery Act (www.energy.gov/recovery). . Already, I’ve seen the payoff from these investments. $30 million in funding from the Recovery Act and FY 2010 budget appropriations will be made available to qualified small businesses to support the commercialization of promising new technologies. This is the first time DOE has offered Phase III awards under the Small Business Innovation Research program (SBIR) and the Small Business Technology Transfer program (STTR). Small companies previously awarded Phase II grants through these programs are eligible. TI Environmental, Inc, a minority-owned environmental construction and engineering consulting services firm that was established in 2009, has teamed up with Kiewit Pacific, the general contractor working on the Los Angeles County MTA’s billion dollar I-405 Sepulveda Pass Widening Project. CTI has been awarded an estimated three million dollar contract pertaining to excavation and removal of aerial deposited lead soil. Upon completion, this project will add a 10-mile High Occupancy Vehicle (HOV) lane on the northbound I-405 between the I-10 and US-101 freeways, replace existing bridges, widen lanes and underpasses, lessen traffic congestion, and increase highway safety. CTI Environmental, located in Long Beach, California, is operated by Ms. Robin Thorne and Mr. John Talbot. The company’s expertise is in the field of environmental construction and engineering consulting. The partners bring a combined 32 years of experience, along with an A-HAZ general contractor’s license, Disadvantaged Business Enterprise (DBE) as well as CUCP certifications. The I-405 project is CTI’s first multi-million dollar contract since opening for business last year. Court Voids Law for New Race- and Sex-based Quotas in State Contracting

he California Legislature violated the state Constitution by trying to bring back race- and sex-based participation quotas in state contracting. So ruled a Sacramento County Superior Court judge Friday in a lawsuit filed by attorneys with Pacific Legal Foundation, the leading legal watchdog against race- and sex-based discrimination and preferences in government. The case is titled Ward Connerly and American Civil Rights Foundation v. Schwarzenegger, et. al. Superior Court Judge Patrick Marlette struck down key provisions of AB 21, a quota law passed by the Legislature and signed by Governor Arnold Schwarzenegger as part of the 2010 state budget package enacted last July. The provisions would have barred

from state contracts any firm that failed to subcontract at least 15 percent of its work to minority-owned business enterprises (MBE) and at least five percent of its work to women-owned business enterprises (WBE). Although state attorneys maintained that officials were not enforcing the quota mandates, the court held that a writ of mandate should be issued against them because they violate Proposition 209 (Article 1, section 31
by excluding many qualified companies from the process, even if they were the lowest responsible bidders.” In the lawsuit, PLF attorneys represent Sacramento businessman and former University of California Regent Ward Connerly, who led the campaign for Proposition 209; and the American Civil Rights Foundation, a nonprofit organization dedicated to monitoring and enforcing civil rights laws at all levels of government.
Commenting on the ruling, Ward Connerly issued this statement: “This quota scheme would have pushed California backward, and showed a lack of respect for our state’s governing law. With this ruling, lawmakers and the governor have been reminded that they are supposed to enforce the law, not break it.” The case is titled Ward Connerly and American Civil Rights Foundation v. he National Marrow Donor Program® (NMDP), in partnership with the Congressional Black Caucus Foundation (CBCF), is celebrating African American Bone Marrow Awareness Month throughout July to raise awareness about the critical need for African Americans to join the national registry, publically known as the Be The Match Registry®. Every year, more than 10,000 patients in the United States are diagnosed with life-threatening diseases for which the best option for a cure can be a bone marrow transplant from an unrelated donor or donated cord blood unit. Approximately 70 percent of patients in need of transplant do not have a matching donor in their family. Patients are most likely to match with a donor who shares a similar

Help for Consumers: Individual Development Accounts (IDAs) Match Savings The Corporation for Enterprise Development (www.cfed.org) is a national nonprofit based in Washington, DC dedicated to expanding economic opportunity for low-income families and communities. CFED uses a “think-doinvest” approach grounded in community practice, public policy and private markets. We find investors and policy advocates for ideas that might bring about large scale change. Microenterprise. The Development Report Card. Individual Development Accounts (IDAs). These are just a few of the social innovations CFED has been known for. IDA Basics ndividual Development Accounts (IDAs) are special savings accounts that match the deposits of people with low- and moderate-incomes. Savers receive a corresponding match for every dollar saved in an IDA. Savers agree to complete financial education classes and use their savings for an asset-building purpose, i.e., post-secondary education or job training, home purchase, or to capitalize a small business. In addition, savers learn about budgeting, saving and receive training before purchasing an asset. IDAs are offered through partnerships between financial institutions, i.e., banks and credit unions, and local non-profit organizations, or program sponsors. The IDA program sponsor recruits participants for the program and provides education and training. The financial institution handles all transactions to and from the IDA. IDA account holders receive statements detailing how much they have saved and the amount of match they have earned. IDA participants are allowed to withdraw money as soon as they have reached their savings goal, but they must first get approval from their IDA program sponsor. Some participants choose to use their funds toward one

large savings goal, such as buying a home, while others make withdrawals for a number of smaller, related goals, such as a computer, textbooks, and college tuition.
Where do the match dollars come from? Match dollars for IDAs come from many different places, such as government agencies, private companies, churches, or local charities. Any individual, organization or business can contribute match dollars to IDAs. In most cases, donors can get a tax deduction for contributions to IDAs, and they are also recognized for helping others in their community. How long will I be able to save in my IDA? The savings period or program length will vary from program to program, but most savings periods range from 1 year to 3 years. The savings period indicates the length of time during which your savings will be matched. Do I have to use my IDA savings to buy a house, pay for education or job training, or start a small business? These are the most common uses for IDA savings, but each program is different. Some IDA programs allow participants to save for home repairs, computers, automobiles, or retirement in addition to the three uses above. Other programs have just one purpose, such as to help people start their own businesses. Does the IDA program sponsor provide other services? Many IDA program sponsors provide a range of services to low-income families. For example, some organizations may assist families in applying for welfare benefits, obtaining legal aid, preparing income tax returns, or obtaining affordable housing. Be sure to ask each IDA program sponsor about additional
services that might be helpful to you. How can I open an IDA? There are more than 500 IDA programs in the United States, so the first step is to find a program close to where you live. The fastest way to do this is to go to the IDAnetwork web site at www. idanetwork.org where you will find the IDA Program Directory, which lists programs by state. Using the Directory, contact the sponsor(s) closest to you to find out more about their IDA programs and learn how to apply. In addition, the federal Office of Community Services offers a directory of more than 200 organizations across the nation that run IDA programs. Visit www.acf.hhs.gov/ programs/ocs/afi/states.html to view a list of programs by state. What if there are no IDA programs in my area? There are other ways to get financial education and help with asset building. The United Way has a presence in nearly every city and town in America. You can find your local chapter by visiting www.unitedway.org, and clicking on the “Contact United Way in Your Area” link on the top right of your screen. Also, the federal government’s page at www.mymoney.gov has some good resources for you to educate yourself on money matters, including budgeting and taxes, credit, financial planning, and homeownership. There are many ways each of us can help the Black Business Association. However, some ways are better suited to certain donors while other methods make more sense for other donors. Following just a few of the many ways that you can use to help the Black Business Association thrive. +
Give cash outright to the Black Business Association. This is the easiest and most common method. However, for larger donations, this typically is not the best method for the donor.

Give appreciated property to the Black Business Association. If done properly, you get a deduction for the full fair market value of the property. If you were to sell the asset, normally you would pay 20% of the gain to the IRS. So, if you had an asset for which you paid $10 and you sold for $100, you would have a gain of $90 and pay $18 in tax. After sale and taxes, you would have $82. However, if you contribute the property to the Black Business Association, you get a charitable deduction for the full $100, even though you would have received only $82 after the sale and taxes. Essentially, you get a deduction for the gain on which you never paid taxes.

Set up a lifetime Charitable Remainder Trust with the Black Business Association as the remainder beneficiary. With a lifetime Charitable Remainder Trust you contribute property to a trust and you receive a fixed dollar amount or a fixed percentage of the value of the trust each year. At the end of your life, or at the end of a term up to 20 years, the property remaining goes to the Black Business Association. You get a current income tax deduction for the value of the interest that eventually goes to the Black Business Association. You can control how the assets of the trust are invested. This can be particularly important when the asset is stock in a family business.

Give a remainder interest in your home or business. You can give the Black Business Association the right to have your home or business after your death. You have full rights to live in the home or use the farm. The Black Business Association has no right to use the property until your death. You get a current income tax deduction for the value of the interest going to the Black Business Association. The value of the interest going to the Black Business Association is calculated by using your life expectancy at the time of the gift of the remainder interest.

Set up a Charitable Lead Trust during your lifetime with The Black Business Association as the beneficiary. This is the reverse of the Charitable Remainder Trust. The Black Business Association gets the income stream during your life or the fixed period of time, and then at your death the remaining assets go to your children or other beneficiaries.

You would set up a trust that would be funded at your death. This is a way to reduce the estate tax on assets passing to your heirs.

Give of your time and expertise. This can be a great way to help in a very personal way. While it helps the Black Business Association, it also can provide you with a sense of accomplishment. However, you will not receive a tax deduction for this type of giving.
As you can see, there are a wide range of options. A qualified estate planning attorney can help you select the method which maximizes the income tax, estate tax, and personal advantages of the contribution to the Black Business Association.

U.S. Hotel Lodging 2009 Revenue Lowest Since 2004
T
he U.S. hotel industry posted $92.41 billion in room revenue for 2009, according to the Hotel Operating Statistics Study for 2009, compiled by Smith Travel Research. That’s the lowest revenue on record since 2004, when the industry took in $85.18 billion in room revenue. Total revenue for the hotel industry dropped by $13.4 billion from 2008, to $127.2 billion, leading to a gross operational profit of 34.0 percent (the GOP in 2008 was 38.2 percent). A 16.7 percent year-over-year decline in revenue per available room represents the steepest RevPAR drop since STR began tracking industry data in 1987.

Solar Plane Flight is Successful New Era Emerging
A
n experimental solar-powered plane that took off from western Switzerland for a 24-hour test flight -- a key step in a historic effort to one day circle the globe using only energy collected from the sun -- landed safely. The plane with its 262.5-foot (80-meter) wingspan left Payerne airfield shortly before 7 a.m. The Solar Impulse its first 24-hour test flight successfully Thursday, proving that the aircraft can collect enough energy from the sun during the day to stay aloft all night. Clear blue skies on Wednesday allowed the prototype aircraft to soak up plenty of solar energy as it flew over the Jura mountains west of the Swiss Alps. The plane’s 12,000 solar cells filled up its batteries with enough energy so the plane could fly through the night. The goal of the project is to have a solar-powered plane flying day and night without fuel. This flight was crucial for the credibility of the project. The test flight -- the third major step after its first ‘flea hop’ and an extended flight earlier this year -- will demonstrate whether the ultimate plan is feasible: to fly the plane around the world. The team will now start to build a sec-
ond solar plane that will be more efficient and have a larger cockpit to allow for longer flights. That plane should be ready for international flights by 2013. The round-the-world flight will eventually be made with five stops along the way. Although the goal is to show that emissions-free air travel is possible, the team says it doesn’t see solar technology replacing conventional jet propulsion any time soon. Instead, the project is designed to test and promote new energy-efficient technologies. When the pilot took off it was another era. Congratulations to the Los Angeles Lakers on Another NBA Championship
For the second straight campaign and 16th time in franchise history, the Los Angeles Lakers emerged from a long regular season and tough playoff run to stand alone as the champions of basketball. All-Stars Bryant and Pau Gasol were respectively terrific throughout; Andrew Bynum made great strides in maturity while battling through a difficult knee injury; Lamar Odom made key contributions when such were mandated; Ron Artest, the only new addition, played his best when it mattered most; Derek Fisher proved yet again why “clutch” will always be associated with his name; and Jordan Farmar, Shannon Brown and Sasha Vujacic found ways to boost L.A. off the bench when called upon. “We did it with perseverance,” said Coach Phil Jackson, earning an almost unbelievable 11th coaching title. “It’s about the joy for this group of guys that put so much work (in). They’re a willing group and I’m very proud of them and very happy for them.” What the Lakers showed throughout the season, as they had in the previous year, was that they played their best when they needed to, refusing to lose a game they felt – or knew – had to be won.

So, I felt blessed to have the opportunity to co-chair the President’s Council on Fitness, Sports and Nutrition with Drew Brees. If you have never heard of the President’s Council before, that’s ok, but you will hear a lot more from us now. Yesterday, HHS Secretary Kathleen Sebelius swore in members of the new and improved Council established by President Obama and the First Lady. The First Lady later led Council members and children in a series of fitness and
nutrition activities, including jump rope, juggling and making healthy snacks. We have a new charge that not only focuses on getting Americans active, but also promotes the collective responsibility, accountability and health benefits of good nutrition. Good nutrition is key to being healthy, fit and strong. Eating plenty of fruits and vegetables, choosing whole grains and drinking water will give you the energy to power through your day. We are challenging the American people to take control of their health. Think about how you get from one place to the next -- choose to bike or walk with co-workers instead of drive, to play with your friends in the park instead of turning on the computer after school, to do sit ups while watching TV (if you must watch TV), or to plant
a garden with your neighbors instead of watching the grass grow, and eating those vegetables for lunch and dinner each day. Everyone has an important role to play in this effort, and we’re calling on all Americans to choose to move and to help educate and activate those around you, including your children, your parents and grandparents, your co-workers, your co-worshippers, your neighbors, your entire community. It is our goal to make healthy eating and safe play accessible, affordable and attractive for everyone regardless of age, background or ability. Ex-Im Bank Issues New Policy on Short-term Content
I
n response to the difficulties small businesses face in accessing export financing, Ex-Im has changed its policy governing what constitutes eligible content of products financed by the ExIm Bank small business programs. The new policy expands the kinds of costs that can be considered as eligible when Ex-Im provides credit support, or cover, for an export by a small business. This policy applies to both our short-term credit insurance and working capital loan guarantee programs. Over 90% of the authorizations under these two programs support small businesses. We are very excited about the potential this change in policy can have to increasing financing for U.S. exports,
especially as foreign markets become increasingly important to both the success of America’s small businesses and our overall economy. Foreign Content Policy for Short-Term Programs Ex-Im Bank’s mission is to support U.S. jobs through exports. To fulfill its jobs mandate, Ex-Im Bank relies on U.S content as a proxy to evidence support for U.S. jobs. Accordingly, there

The 32 day event takes places during the 2010 FIFA Soccer World Cup and opens on June 5, 2010 at Ratanga Junction, Century City, Cape Town - South Africa. Beyond the World Cup: A Diamond for Growth

pain’s victory in the World Cup in Johannesburg marks the conclusion to an exciting competition. However, with the media pointing to some of the dashed economic expectations among South Africans these past few weeks, I decided to inquire a little more into the entrepreneurial part of South Africa’s economic development equation which led me to uncover some important trends and opportunities suggesting that the country might be well on its way to achieving the goal set forth by the country’s new president, Jacob Zuma, to create 4 million new jobs by 2014. According the Gallup World Poll, 29% of South Africans are planning to start a
business in the next 12 months. This is below the median of 41% for Africa, but on the positive side, we know from local witnesses that many of those plans are increasingly materializing. Nontokozo

New Cocoa Agreement Is a Sweet One By Isolda Agazzi
T
he new international cocoa agreement will provide a positive shake-up in the cocoa market and ensure better prices for stakeholders, including small farmers. It also strengthens the participation of civil society and the private sector in the cocoa industry, according to GuyAlain Emmanuel Gauze, Côte d’Ivoire’s ambassador to the United Nations (UN) in Geneva and president of the UN cocoa conference. The conference, which ended on Jun 25 in Geneva, negotiated an agreement which will replace the current one in 2012. The global export value of cocoa beans for 2009/2010 is estimated at some 10 billion dollars. Côte d’Ivoire is the main producer in the world - 40 percent of total production - with Ghana in second place.
Gauze regards the new agreement as “objective and balanced” as it strengthens the role of the International Cocoa Organisation (ICCO) and puts in place measures to achieve fair prices for the suppliers, including small farmers, transporters and exporters, and the consumers, including valueadders, importers, industrialists, negotiators and buyers. ICCO is the organisation that administers and supervises the operation of the agreement. Ghana expresses similar sentiments to Côte d’Ivoire about the new agreement: “I am happy and satisfied. I hope that member countries will ratify the treaty as soon as possible,” says Anthony Nyame-Baafi, minister counsellor at the permanent mission of Ghana to the UN in Geneva.
“The concerns of producing countries have been taken into consideration. The agreement contains an elaborate definition of the objectives of a sustainable cocoa economy and promotes development projects. And, very importantly, it enhances market transparency.” Gauze stresses that, “you cannot define a marketing strategy if the market is opaque. You need data on world production and consumption, stock variations, and trade in derivative products such as butter, powder and liqueur.” Therefore, countries have agreed to create an economic committee that will examine statistical data, consumption, see Cocoa Prices on page 44

oung people everywhere are more alike than different. They want a good education and opportunities for the future. Children in refugee camps who have survived the war in Darfur are no different. They dream of quality education and a chance to help rebuild their lives and homes. When Tracy McGrady of the Houston Rockets heard about the massive challenges children from Darfur were facing in the refugee camps in Chad, he decided to see for himself. After spending days listening to the harrowing stories of young Darfuris in the refugee camps and their incredible thirst for a better education, he decided to act. When Tracy and his traveling compan-
ions from the Enough Project returned, they hatched the idea for the Darfur Dream Team’s Sister Schools program linking American middle schools, high schools, colleges, and universities with schools in the Darfuri refugee camps. Producing and consuming countries, nongovernmental organisations (NGOs) and the private sector will be represented on the committee. Gauze calls it “a huge novelty”. Cocoa has been one of the rare soft commodities, together with coffee, that has resisted the effects of the economic and financial crisis of 2008-2009. In 2009, prices increased between 30 and 60 percent on the London and New York markets. “Financial markets have invested in agricultural commodities and prices have gone up,” explains Gauze. “This
will carry these messages around the world through a series of powerful testimonies and unique stories told directly by the individuals who see, work with, or benefit from Africare’s assistance on the ground. happened partially because of the decline in supply from producing countries and the increase in demand in emerging economies.” Gauze regards the investment in commodities as “a good thing because it drives prices up. But extreme speculation is dangerous since it can bring prices down. We have to see how to react to extreme speculation, perhaps by regulating markets.” Côte d’Ivoire has put policies in place to ensure that price increases benefit small producers too. “In Côte d’Ivoire, cocoa represents 35 percent of national exports. When prices are good, the country earns a lot of money, so small farmers must be compensated too. In all producing countries, governments are aware of
that. Prices paid to small producers have been on the rise for the past four to five years,” says Gauze. Nyame-Baafi adds that, “this accord should ensure fairer prices for Ghana’s producers because the importing countries have given the assurance that there will be transparency in data, from both private and public sources. Our farmers will have up-to-date information on consumption of cocoa and the use and prices of the main products.” His hope is that this new development will boost the income of farmers and even contribute to the achievement of the millennium development goals. Another significant advancement is that the new agreement forbids the use of alternative products, not only of

Goldman Sachs Launches 10,000 Small Businesses Initiative in the Greater Los Angeles Metropolitan Area Cities of Los Angeles, Long Beach Join Effort to Drive Economic Growth, Create Jobs $20 Million in Small Business Loans to be Provided Through Local Community Development Financial Institutions Business Education Partners to Include Los Angeles Community College District, Long Beach Community College District The Goldman Sachs Group, Inc. (NYSE: GS) today announced the greater Los Angeles 10,000 Small Businesses initiative. Throughout the Los Angeles metropolitan area, the program will offer a unique combination of three resources to help small business grow and create jobs: •
Business and Management Education: Small business owners will have access to a high quality business education developed in partnership with leading national business schools. Through the program, they can develop a business growth plan through a practical business and management education offered by Los Angeles City College, one of the nine campuses in the Los Angeles Community College District (LACCD), and The Long Beach Community College District. The education will be free to accepted business owners selected through a competitive application process administered by the Initiative for a Competitive Inner City (ICIC) in partnership with City College and The Long Beach Community College District. 10,000 Small Businesses is also partnering with LACCD’s Los Angeles Southwest College to support the needs of small businesses with a particular focus on minority and lowincome business owners in the South Los Angeles region. Southwest College will build its capacity to enhance its small business curriculum and associated business support services.

Access to Capital: Goldman Sachs will commit $20 million of lending capital, in addition to philanthropic support to Community Development Financial Institutions (CDFIs) in Los Angeles County. The investment will increase the amount of growth capital available to small businesses in underserved communities and expand the capacity of the CDFIs to deliver enhanced technical assistance to small businesses. The first CDFI that will be receiving financing from Goldman Sachs will be the Valley Economic Development Center. Additional CDFI partners will enter the program in the future.

Business Support Services: Business advice, technical assistance, and networking will be offered to participating small business owners through partnerships with the community colleges and national and local business organizations, as well as the people of Goldman Sachs.

Our most recent grants, announced July 7, 2010, will create opportunity for Haiti’s workers and businesses in key industries - garment production, microfinance, the artisan community, and the health sector. Aid to Artisans (ATA) Funding for ATA will help re-establish over 3,000 artisan production jobs and expand local retail revenues by a projected 10-15% over the next six to eight months. ATA will provide Haitian artisan businesses throughout the country with product development and design consulting; arrange buyer trips in areas capable of production and delivery; position Haitian artisan goods at international gift fairs; and execute targeted retail training to stimulate demand for Haitian artisan products. BRAC BRAC will use its decade of experience running a limb and brace center in Bangladesh to establish a similar center in Haiti. HELP will buy earthquakeaffected loans from microfinance institutions, providing them fresh funds to maintain their lending operations and preserve their capital base. The program is designed to help stop the contraction of lending by key MFIs and allow them to expand. Institut National pour le Développement et la Promotion de la Couture (INDEPCO) INDEPCO’s network of seamstresses and tailors consists of over 600 ateliers (workshops) employing 6,852 people throughout Haiti. Is Gold In A Bubble? No Way! Classic Cup and Handle Pattern
O
n the front page of all the media outlets is the question if gold is in a bubble. I ride bubbles and look for beginning signs of bubbles. Bubbles are irrational, but there is an old saying that “markets are irrational a lot longer than one can stay solvent.” I believe gold is nowhere near a bubble top and believe now is the time to profit on the next major asset class ready to run. Gold is in a classic cup and handle pattern. The cup and handle pattern has historically led to major market moves. See charts and explanations that follow...
You can see by the graph above the major breakout from the six month saucer on excellent volume. Notice how the volume dries up on the handle. Now I expect a major breakout and a run to $1,375 an ounce. Compared to other bubbles gold appears flat.
Above is a chart of the oil index verses the gold and silver index. Notice the run in oil before the credit collapse. This run lasted almost 5 years before it topped. Meanwhile for the past 15 years the XAU has been relatively flat and yet it has had a nice run we have not seen the run up like other asset class bubbles. I believe there are signs that we may be moving into a peak gold area and would not be surprised if there is a global rush to gold as investors lose faith in fiat currencies. The recent collapse of the euro only preludes what will eventually happen with the dollar and treasuries. Now many people have run from the Euro to dollars, but I believe that is temporary. Now is the time, before the masses rush in, to buy gold. This is not the time to be bottom fishing other markets. I believe to stick to strength. The challenge for South Africa doesn’t end there. Even the most enabling environment can fail to generate interested risk-takers. South Africa’s other significant entrepreneurial bottleneck is inadequate education. Due to the success of these programs, the SBA has received an additional $305 million to continue some ARRA programs.
