Caribou transfer hopes to increase local herd

Nineteen caribou from the Dease Lake region were released in the southern Purcell Mountains outside of Kimberley this past weekend. Habitat fragmentation has required a committed effort to maintain the endangered mountain cari-

bou of British Columbia’s interior temperate rainforest. The translocation was an important step in augmenting the Purcell population whose numbers have crashed over the past decade to less than 20 animals. Caribou from a herd

of approximately 1500 animals in the territory of the Tahltan Nation travelled by truck to Kimberley where they were welcomed by representatives of the Ktunaxa Nation. ment of the land that has displaced caribou in Ktunaxa territory and gave thanks to the northern caribou for their help in strengthening the Purcell herd. The animals travelled from Kimberley to two sites in the southern Purcells in the back seat of a helicopter, either in pairs or individually, always accompanied by a veterinarian. Four experienced wildlife veterinarians were involved in the transplant that prioritized the health and safety of all of the animals. Unfortunately, one animal died during the trip south. Her passing was recognized in a brief Tahltan blessing at the release site. Translocation of wildlife is stressful, but a necessity if mountain caribou are to continue to roam in their historic range. The objective is to have the Purcell herd gradually rebuild to a sustainable population of approximately 100 animals. Presently three of the resident animals are monitored daily by radio collar. The transplanted animals will be monitored weekly by GPS collars that download their locations to researchers who are also monitoring wolves and cougars in the Purcells. This project is expected to provide important information on wildlife movements and best practices for future wildlife management. Success of mountain caribou recovery depends upon many factors. Importantly, the provincial government has eliminated logging and forestry road building from designated mountain caribou habitat. However, much forest habitat has already been seriously fragmented, increasing predator pressure. Motorized access, including snowmobiles and helicopter skiing have also been curtailed, but

restrictions are largely dependent upon voluntary measures agreed upon by snowmobile clubs and recreation operators. Mining and predator management remain unresolved issues. Representatives from the Ktunaxa and Tahltan nations, the provincial government, the Columbia Basin Fish and Wildlife Program, the University of Victoria, Montana Fish and Wildlife Program, Big-

horn Helicopters and Wildsight participated in the release. “It is an honour for Wildsight and its partners to play a role with the provincial government in this important activity to recover an endangered species and a healthy wild ecosystem in the Kootenay region,� said John Bergenske, Wildsight’s executive director.

Regional District approves 5-year plan Submitted The Regional District of East Kootenay has adopted its Financial Plan for the years 2012-2016. The 2012 budget is $29.7 million, which represents an overall decrease of 5.8% from last year. This includes a number of items that are speciÂżc to certain service areas. When those items are set aside, the 2012 operating budget for services shared by most municipalities and electoral areas in the region, represents a 5.4% increase from 2011. “We are committed to maintain or improve our service levels and programs while keeping any tax increases to a minimum. The Board and staff have worked hard to achieve that balance this year and I’m pleased with the budget we’ve adopted,â€? says RDEK Board Chair Rob Gay. It is important to understand that there is a difference between the numbers in the budget and the effect those numbers will have on individual tax rates. Residents of the RDEK will be affected differently, depending on the municipality or electoral area in which they live. On average, rural residential properties in the RDEK will see approximately a 1% overall increase in their tax levy. “Unlike a municipality that has one boundary and one set of taxpayers, different areas of the RDEK require different services and these are paid for only by the taxpayers of each speciÂżc service area,â€? explains Gay. “In addition, even though there may be increases in the requisition amount, new development in parts of the region will offset some of that impact on taxpayers.â€? Tax calculations are expected to be complete by early-April when 2012 revised assessed values are available. What Causes Potholes?

Potholes are weather related and can occur at any time of the year. They are normally formed following extreme weather, with the freezing and thawing of sub-surface water from rain or snow runoff that has infiltrated into the ground through surface cracks. The weakening of the pavement structure combined with heavy traffic loads eventually leads to the formation of potholes.

The law in British Columbia does not make a municipality legally responsible to ensure that its roads are always free of defects or hazards such as potholes and The Local Government Act, Section 288, provides that a municipality does not have the legal liability for damages that arise from a breakdown in a road. The municipality must be found to have been negligent in the particular circumstances. Motorists are advised that written notice of intent to claim must be provided to a municipality within two (2) months of the events that give rise to the claim – per The Local Government Act, Section 286.

How Does The City of Cranbrook Respond to Potholes?

The City deals with a large network of streets and Public Works has a fixed number of work crews, equipment and other resources with which it can respond to and repair road defects. When a pothole is reported to the City, the repair work is scheduled and carried out accordingly. In normal circumstances the City can respond to pothole repairs in a timely manner. During extreme and unfavourable weather conditions when pothole problems are numerous and proper repair work cannot be carried out, only temporary repairs will be made until conditions improve.

City Hall will be closed Friday April 6 and Monday April 9 for Easter. City Hall will reopen on Tuesday April 10 at 8:30am.

Get fit, get gardening Gardeners have many reasons to be out tilling the ground and nurturing their plants each season. For some it is healthy, home-grown and nutritious fruits and vegetables that they are after, others are looking for the relaxation and stress relief gained from working in the outdoors. Gardening can also have signiďŹ cant health beneďŹ ts. Regular gardening can help decrease your risk for high blood pressure and diabetes and develop healthier bones, muscles and joints. When you think about getting ready for the next gardening season, consider your ďŹ tness level as well. To avoid overly sore muscles and sore backs and go through the summer injury-free, you need to be prepared and a little spring training before you get going can help. After all – you would not run a marathon without having laced up your runners before. As with any other exercise program, you should listen to your body and be active according to your abilities. If any particular exercise causes you discomfort, do not continue and consult with your doctor if you are at all unsure. Start any training with a proper warm-up; take a brisk ďŹ ve-minute walk around the block or your garden. Next, get your muscles ready with a few stretches. Stretching before exercising helps prevent injury – after a session of gardening, it can guard against soreness. Stretching should always be done in slow, controlled movements. Move until you feel a slight resistance, then hold that position for about 30 seconds – do not bounce. Shoulders and back are one area that beneďŹ ts from stretching. Stand with your feet no more than shoulder width apart, facing a fence post or sturdy tree trunk. Grasp the post or tree with both hands. Round-out your upper back and shoulders, leaning away from the post, until you feel a stretch. Next, use the same tree or post for calf and quad stretches. First, step back with one leg into a lunge position and – holding on ďŹ rmly – lean into the tree. Keep the heel of your back foot at on the ground. Repeat with the other side, then let go with one hand and stand on one leg. With the free hand, grab the ankle of your one leg. Press your leg gently into your hand to feel a stretch on the front part of your thigh. Try to keep your knees together. You do not have to get fancy equipment to exercise effectively. Not done much lifting lately? Get your arms up to speed with pot raises. Stand with your feet no wider than shoulder width apart, knees bent, toes forward. With your elbows slightly bent, lift an empty clay pot (you can increase weight with a bit of soil) straight out in front of you. Raise your arms to shoulder height and then lower. Start with two sets of eight to ten repetitions and work your way up. If your garden activities include lifting heavy bags of soil or lots of kneeling to tend ower beds, you need strong leg muscles and squats can help. Stand with your feet no further than shoulder width apart, toes forward. Place hands on hips for stability. Keeping your chest tall, bend your knees and sit back, as if sitting in a chair, without bending your knees past 90 degrees. Placing your weight through your heels helps prevent knee strain. Return to starting position and start with two sets of eight to ten repetitions. Wall push-ups, curls and one-arm rows are other examples of exercises you may ďŹ nd work well for you. Remember that it is normal to feel fatigue after exercising, but with time you will work up strength and stamina and be left with all the energy you need for the coming gardening season. Today in BC, 2,100 additional special needs teaching assistants are working in BC Classrooms, not 700 fewer as you may have heard. BC teacher’s salary plus beneďŹ ts is 4th-best among the provinces, not ninthbest in Canada. 130 net-zero contracts have been signed in BC including 25,000 CUPE employees who accepted government’s net-zero wage mandate. Teachers received a 16 % wage increase and $3,700 signing bonus for their last contract, a fair deal in 2006 when the economy was thriving. The proposed 15 % wage increase at a cost of $2 billion given the current economic reality would unfairly raise taxes on all BC families and would be unfair to all those who agreed to no increase in the 130 net-zero contracts already negotiated. The Education Improvement Act gives $165 million to school districts to hire additional teachers and education assistants, provide additional teaching time and support professional development and training. The Act restores class size and related matters to the scope of collective bargaining, as the union wanted, and implements a class size maximum. Seniority remains a key factor but qualiďŹ cations will now also be considered. Math teachers teaching math; science teachers teaching science.

Arthur Norman Olson 1930 - 2012 It is with deep sorrow that the family of Arthur Norman Olson announces his passing on Monday, March 5, 2012 at 81 years of age in Cranbrook, British Columbia. Art was born on July 13, 1930 in Dunblane, Saskatchewan. In 1937 Art's family moved to Kamloops. In 1946 he started working at CPR delivering telegrams on his bicycle. Throughout his career Art worked as an assistant station agent and station agent. He met Lois Herbert in Kamloops and they were married May 17, 1952. He was transferred to Cranbrook in 1969, and was made a mobile supervisor. He remained with CPR until his retirement, with 40 years of service with the company. Art was an active member of the Elks Club. He was also the past president of the CPP Pensioners where he kept the books like none other! Dad's passion was music. His rhythm guitar playing was extraordinary. He filled our house and hearts with music, the highlight being when Evan Kemp came over and accompanied him. Art is survived by his 3 children Norman, Carol Olson (Dan Barnhardt), Noreen Muglich (Stan), his sister Lorna Hutchinson and his 2 grandchildren Gary Muglich and Jaynie Fahlman who were his greatest love. He was predeceased by his loving wife Lois, his parents Clifford and Bertha Olson and his sister Bernice. A Celebration Of Art's Life will be held at McPherson Funeral Home in Cranbrook on Saturday, March 10, 2012 at 10:00 am. Those wishing to make a memorial donation in honour of Art may do so to the: The Canadian Museum Of Rail Travel, PO Box 400, 57 - Van Horne Street South, Hwy 93/95, Cranbrook, British Columbia, V1C 4H9. Individuals or companies who wish to be considered for the following contract positions in the East Kootenay for the 2012 field season: • Area Controllers (May through Nov 2012) Responsible for inventory and treatment of invasive plants. Requirements: current BC herbicide applicators license, valid BC pesticide service license and experience in the treatment of invasive plants. Must have above average communication skills, ability to plan, read maps, organize and implement weed treatments over a wide area. Treatment equipment is required. • Education and Outreach Assistant (Apr – Oct 2012) Responsible for delivering an education and awareness program. Invasive plant experience and/or training is an asset. Must possess strong writing skills and be creative, energetic, and comfortable giving presentations. The ability to work from a home office, a valid BC driver’s license and personal vehicle are also required. • Two Person Boat Wash Crew (May – Sept 2012) Responsible for manning a mobile vehicle decontamination station at various boat launches and special events throughout the summer. Responsible for delivering prevention messaging to recreational vehicle users. Candidates must be energetic, comfortable speaking in front of others and willing to work outdoors. The ability to work weekends and holidays and a valid BC driver’s license are also required. Additional hiring conditions may be applied, subject to funder requirements.
