Man arrested for riot participation By Tracy Hughes MARKET NEWS STAFF

A Salmon Arm man was arrested by Vancouver Police for his part in the riots following the Canucks’ loss in the Stanley Cup. Police have recommended five criminal charges against the man, who is not

being named until Crown counsel formally approves them. “It is a 37-year-old Salmon Arm resident who is well- known to police,” says Sgt. Howard Chow with the Vancouver Police Integrated Riot Investigation Team. The charges include tak-

ing part in a riot, arson, two counts of mischief and committing an indecent act. While Chow declined to say how the suspect was identified, he indicated the man had a “distinctive appearance in terms of body painting” that assisted them in the investigation.

Members of the Vancouver Police came to Salmon Arm and arrested the man without incident on Feb. 8. He has since been released pending a future court date. Hundreds of photos of rioters have been posted on a special Vancouver Police website to generate citizen

Man killed in single-vehicle crash By Tracy Hughes MARKET NEWS STAFF

A Salmon Arm man died in a single-vehicle collision, when the vehicle he was riding in struck a tree in the 700 block of Foothill Road Tuesday night. Salmon Arm RCMP report at 7 p.m., they were called to respond after an area resident heard a loud bang. Immediately afterwards, this was confirmed as a motor vehicle collision. On ar-

rival, police found the vehicle had gone off the road, struck a tree and sustained severe damage to the passenger side. The 54-year-old male passenger was unresponsive at the scene and he was later pronounced dead. The man, whose name has not yet been released pending the notification of next-ofkin, was not wearing his seatbelt. The driver and only other occupant of the

vehicle was transported to hospital with undisclosed, but not lifethreatening injuries. Sgt. Carlos Tettolowski of the Salmon Arm RCMP reported the investigation was continuing Wednesday morning, but indicated speed and road conditions may have contributed to the collision. Anyone who may have witnessed the accident, or have information, is asked to contact the Salmon Arm RCMP detachment.

SHUSWAP Flag debate causes flap Council: Request for city to fly Welsh banner sparks concern over political ramifications. By Lachlan Labere MARKET NEWS STAFF

Making a statement

# Jen Gamble, Hazel Gamble-Fell, Tracy Eliason, Mila Norgren, Kate Gamble-Fell and Elias Norgren join local teachers in a show of solidarity during a rally staged Tuesday at noon across from Education Minister George Abbott’s office. Students returned to school Thursday after a three-day strike by teachers that began Monday. While teachers are now in a legal position to strike one day per week, School District #83 students will begin their regularly scheduled two-week spring break on Monday, March 12.

Emergency boat to arrive soon By Lachlan Labere MARKET NEWS STAFF

The coast guard is coming to the Shuswap this summer. Shuswap Emergency Program co-ordinator Cliff Doherty confirms that a new rescue boat is expected to arrive in

April or May. This will be operated by the first freshwater crew of the Canadian Coast Guard Auxiliary, whose members have been training steadily now since November. The boat and crew will be stationed in Sicamous.

Jerry Silva, who heads the Shuswap Lifeboat Society, says a berth and a storage facility have already been procured, and that heads of the BC Emergency Program, the Canadian Coast Guard Auxiliary, BC Ambulance and Lifeboat So-

ciety directors are working on establishing the dispatch procedure for on-water calls, and how emergency responses will be funded. Classroom training, says Silva, remains ongoing, scheduled every two weeks at the Si-

camous fire hall. Usually about 12 to 15 enthusiastic students attend. “Some people are so eager they are volunteering, at their own cost, to go to Vancouver to train/familiarize themselves on our boat…,” says Silva.

Police issue warning on fraudulent money orders By Richard Rolke BLACK PRESS

Residents and businesses throughout the Okanagan region are being warned of fraud. RCMP in Vernon, Kamloops, Salmon Arm, Princeton and

Kelowna have been investigating a case of fraud involving a woman calling herself “Shana Ross.” The suspect has been allegedly using fraudulent Royal Bank money orders to make purchases.

“The RCMP are warning private sellers to have their financial institutions verify money orders,” said Gord Molendyk, Vernon RCMP spokesperson. It’s believed the name the suspect is using was

obtained through identity fraud. “The real victim is being victimized again,” said Molendyk, adding that fraud artists are always looking for ways to obtain personal information for crime.

“People have to be careful about giving information out.” The suspect is described as a Caucasian woman, in her mid-30s, five-feet-tall and about 150 pounds. She has long brown hair.

A request to fly the Red Dragon at city hall has Salmon Arm council feeling a little flag-shy. The Red Dragon adorns the flag of Wales. The request to see the Welsh flag fly at city hall in celebration of St. David’s Day on March 1, came in a letter from Wyn Gittins of the Shuswap Welsh–Cymry’r Shuswap. Mayor Nancy Cooper suggested that flying the flag might be one way Salmon Arm could be an inclusive community. She added the intent was to fly the flag below the city’s flag. But Coun. Marg Kentel suggested the city tread lightly when it comes to flags. “I just think we probably need to stay out of a lot of this and that’s my own, personal opinion,” said Kentel. “There’s lots of places to fly flags like that, and I don’t personally think it shows that we aren’t inclusive. There will be somebody definitely against this if we do it, because there always is, and I’d just as soon not get controversial about flags,” she added. Coun. Ken Jamieson had a different point of view. He said he liked Welsh people, and would have no problem flying their flag, suggesting a smaller, stand alone pole. “And I know it does open up a whole different debate, but I think maybe that debate needs to happen, because I think we need to be finding ways to include more people, include more groups,” said Jamieson. “In some ways, I think by not flying any, we are showing a low level of disrespect.” Coun. Chad Eliason, however, was also on the side of caution. He questioned where and when would the city draw the line. “I think our job is more so to deal with the politics of the city as opposed to the politics of whose flag we should allow and should not allow to fly on the flag pole,” said Eliason “I think that it could just bury us in something that we shouldn’t be dealing with.” With Couns. Debbie Cannon and Denise Reimer away, council decided not to make a decision on the request until all of council is present.

OPINION Strike produces no winners The full-scale strike this week by B.C. teachers was inevitable. After essentially working to rule for months while the government dug in its heels on its netzero wage-freeze mandate, tensions finally reached the boiling point. That the labour dispute was allowed to reach this stage is a gamble by both sides. The BC Teachers Federation says the strategy it had been employing since the beginning of the school year created little disruption on learning or the daily routines of school kids and their families while still allowing its 41,000 members to make their point. By escalating their job action to a province-wide walkout, teachers are hoping they’ll be able to drive home their stand that years of government cutbacks to education funding have strangled their ability to educate effectively. The government, by introducing legislation that would impose its own mediator to settle the dispute once and for all and force the teachers back to their desks, is gambling the voting public is fed up with the teachers. Letting the teachers cool their heels outside for a few days, causing great disruption to students and their parents, may only feed that impression. While most high-stakes gambits have a winner and loser, this one only has losers. Students will lose three valuable days of learning. Parents will lose sleep, and likely a few bucks, organizing alternative care. Teachers will lose income and risk losing support. The government risks losing understanding for its hard-line stance. It’s difficult to see how the wounds from this fractious dispute will ever be healed. — Burnaby NewsLeader

Blending in critical to fly-tying It’s in the air. You can feel it; spring is coming. Which means that it won’t be long before the ice will be off the lakes and they’ll be starting to turn over. It won’t be long, therefore, before the first chironomid hatches will start coming off. A smart fly fisher will have already started to tie up a good supply of chironomid patterns so they will be ready for the start of the new fishing season. Ah yes, chrironomids, those tiny little members of the two-winged order Diptera. I read somewhere that there are about 2,500 species of chironomids in North America and at least 200 different species in B.C.’s Interior. That’s quite a few possible fly patterns. Chironomids, which begin hatching immediately after ice-off, have a complete metamorphosis. Their life cycle begins when eggs are deposited on the surface of a lake and settle into the mire and mud on the bottom. The eggs develop into larvae which are thin, worm-like creatures, half an inch to one inch in length, with a rather

THE GREAT OUTDOORS James Murray pronounced segmentation along the full length of their body. They are usually bright red in colour due to a hemoglobin substance in their bodies which allows them to live in relatively oxygenpoor waters throughout the winter months. The majority of chironomid hatches take place in waters that are no more than ten to twenty feet deep, and although individual chironomids are often tiny in size, one only has to look at the tremendous number of empty chironomid pupae cases floating on the water to realize just how large many chironomid pupae are hatching at any given time. The pupae stage can be anywhere from less than a quarter of an inch, to as large

as three quarters of an inch. In shades of pale green to brown, wine, and black, chironomid pupae are easily identified by their pronounced segmentation along the abdomen and the presence of white feather-like gills on the head and sometimes on the tip of the abdomen. The pupae emerge from protective tubes in the lake bottom to begin their ascent to the surface by trapping gases under the skin of their abdomen and thorax. As the pupae make their way through the water column towards the surface, they often take on a silvery mirror-like appearance due to the trapped gases. Immediately upon reaching the surface and breaking through the meniscus, a split forms along the back of the thorax, the winged adult emerges, and the mature insect flies off to mate and begin the cycle all over again. It is during their ascent to the surface that chironomid pupae are the most vulnerable and become easy prey for opportunistic trout which will often feed almost exclusively on the emerging

pupae. Most anglers fish chironomid patterns with a floating line and a long sinking leader. An integral part of fishing with chironomid patterns is having enough patience to wait for such a tiny fly to sink to the required depth. Strike are often subtle and hard to recognize. It can take three to five minutes for a fly to sink 20 feet in the water. A slow retrieve is also essential – a couple of inches, pause, a couple more inches, then a longer pause. Too fast a retrieve and your presentation looks too unnatural. The key to successful chironomid fishing is to remember that size matters. You want your imitation to blend in with all the other little chironomids trying to emerge, so you need to select a pattern that is very close in both size and colour to the naturals that are emerging at the time. Spring has been a long time coming, but it won’t be much longer before you’ll be making that first, longawaited cast of the new fishing season.

Focus on oil sands dangers By Martha Wickett MARKET NEWS STAFF

The Alberta tar sands project – or oil sands as it’s also called – and accompanying pipelines are something all British Columbians should be concerned about. Jim Cooperman of the Shuswap Environmental Action Society gave reasons for this view in a presentation to more than 115 people in Salmon Arm Feb. 29. In a detailed talk, he described the current situation, future dangers and action people can take. He said the oil sands, the largest industrial project in the world, now pump out 1.9 million barrels of oil, “actually dirty bitumen or tar” every day. By 2020, production is expected to increase to three million barrels per day. The land available for production is 142,000 sq. km. – 21 per cent of the province of Alberta and 35 per cent of Canada’s wetlands. As

of mid-2010, he said, 680 sq. km. have been disturbed, 25 per cent of which is covered by toxic tailings ponds. Pressurized steam is put deep into the ground to melt the bitumen, forcing it to the surface. The process, he said, is energy inefficient. Producing one barrel of dirty oil requires two tons of sand, 2.4 to 4.5 barrels of water and 1,200 cubic feet of natural gas – enough to heat an average home for four days. Up to 2,500 litres of toxic tailings, as well as greenhouse gas, are by-products of this process. “What is happening to Alberta’s streams and wetlands is a disgrace. Mine tailing ponds become permanent toxic lakes... Cannons are used daily to keep birds away and, despite this, many die anyway after landing in the oily toxic water.” The tailings, Cooperman said, now cover an area 1.5 times the size of the City of Vancou-

OUT AND ABOUT Lynda Hooper I drove past Carlin Elementary school on Monday, March 5 expecting to see some activity outside, but there was nothing out of the ordinary, just lots of vehicles in the parking lot. It looked like a normal school day. As I drove through Sorrento on my way to Chase, I noticed the flash of a hot pink placard out of the corner of my eye. There were the striking teachers I was looking for, walking with pickets near the intersection at Notch Hill Road and TransCanada Highway. I stopped to talk with them, and they explained they couldn’t picket in front of the school so that union members wouldn’t be forced to cross picket lines to get to work. In order to work around that, the teachers are not officially ‘picketing’ but handing out information regarding their cause. While teachers are taking strike action, a new trustee is taking the Carlin/Sorrento trustee seat. Jenn Wilchuk was elected decisively to the position of School District #83 trustee for the Carlin-Sorrento area.

LYNDA HOOPER/MARKET NEWS

# Teachers from Carlin and Sorrento schools picket in Sorrento at the Notch Hill Road / Highway One intersection. Wilchuk garnered 153 votes to defeat Ray Wedge, with 59 votes, and Dan Adrian with 11 votes. The byelection for the seat was necessary after trustee Lisa Rolland, who had been reelected to the position in November, died of an aggressive form of cancer in December. Polling took place Saturday, Feb. 25 at Carlin Elementary/ Middle School and at Sorrento Elementary School. Wilchuk was sworn in Monday at the board office and took on her duties at Tuesday’s regularly scheduled school board meeting. Carlin, Sorrento, and North Shuswap schools will be closed for spring break March 12 to 23.

Creating healthy environments for kids Toxic substances are common in our environment, both indoors and out. Harmful chemicals that stick to dust, fumes from cleaning and renovation products, chemicals in plastics, mercury in fish – all of these can have serious impacts on the health of children. The good news is that parents can take some simple steps – beyond what they already do – to reduce risk in the home. Children are at greater risk than adults because their natural defences are not fully developed. Babies and toddlers also explore the work with their hands and mouths, which exposes them to more harmful substances. It’s better to be safe than sorry. Chemicals in dust and cleaning products or mercury in fish may not make your children look or feel sick. But exposure to small amounts of toxic substances can have long-term often subtle effects on the developing brain, lungs, and reproductive systems of a fetus or young child. Scientists still don’t understand all of these ef-

CHILDREN’S CORNER Sue Rossi fects. However, when it comes to children’s health, it is better to be safe than sorry. Small amounts of harmful substances can add up. But so can your efforts to reduce everyday exposure. Here are some easy tips that can make an immediate impact with simple actions and without spending a lot of money. • Bust that dust – clean with a good vacuum or simply a damp cloth or wet mop and take your shoes off at the door. • Go green when you clean – use nontoxic cleaning products and choose not to use air “fresheners” and fragrances. • Renovate right – choose less toxic paints and glues, control and contain the dust and, if you are pregnant, try to avoid being exposed

to potentially harmful chemicals or substances. • Get drastic with plastic – don’t use plastic containers or plastic wrap in the microwave, whenever possible reduce exposure to foods in cans with BPA linings and avoid plastics that contain PVC; especially in teething toys and bath toys. • Dish safer fish – choose varieties that are low in mercury and if you are eating canned fish; look for “light” rather than “white” tuna varieties. A crisis of neglect in the province’s forests

Jim Cooperman In 1985, the rapidly growing amount of notsatisfactorily-restocked (NSR) land in B.C. forests became a crisis. This resulted in a joint provincial and federal $300-million funding plan, the Forest Resource Development Agreement (FRDA) that restocked many thousands of hectares. A similar crisis is occurring again in B.C.’s forests, but this time the cause is not logging by irresponsible forest companies. Instead, the massive amount of NSR land is a result of fires fuelled by climate-change, diseases and beetle kill. Government policies that have stripped the ministry of employees, ended adequate inventory efforts, and handed forest management

forests. The inventory is woefully inadequate and what research does exist shows a high rate of damage in the plantations. There is a growing disparity between forest cover information and actual forest conditions, growth rate, and density. As the problems multiply, the public is increasingly left in the dark as to what is happening in their forests. Ministry reports lack sufficient assessment or interpretation to effectively assess the results or make them meaningful. As a result the public has no way of knowing if the forests are increasing or decreasing in terms of volume, value, or species diversity. Included within the auditor general’s report is the response from the Ministry of Forests, Lands and Natural Resources to each of the six recommendations. Typically, the ministry responded with assurances that its policies and activities sufficiently address the issues and promised to continue with efforts it sees as adequate. For

some of the glaring deficiencies, such as the inadequate stocking standards and public reporting, the ministry promised to review these issues. On Feb. 20, the Association of BC Forestry Professionals added more fuel to the growing crisis fire

“As the problems multiply, the public is increasingly left in the dark as to what is happening in their forests.

by releasing a report about grossly out-ofdate forest inventories. The foresters, normally a very cautious group as most of them either work for industry or government, point out that the budget staffing for inventory has been cut nearly in half, while the need has increased on an “unprecedented scale due to the impacts from wildfire, disease and insect

pests. While the focus of this current crisis is on timber values with the rapidly growing amount of NSR land and inadequate inventory, it is important to understand that the solution should not always be to mow down what is left in the beetle-killed forests with huge machines and replant with single species. Many areas now denuded are indeed recovering naturally and sometimes replanting can cause more problems than if the land was just left to recover on its own. The key is to maintain a continuous inventory that keeps track of the ratio between growth and depletion, which should be greater than one, and to make decisions about restoration that best protect all for-

est values. Here in the Shuswap, the situation is not as grim, since there are fewer pine stands. However, where lodgepole pine does grow, the beetles have wiped out vast numbers of hectares, such as in the Salmon River watershed and on the hills above Adams Lake. Plus, pine has long been the preferred species in the plantations and the beetles have hit some of these. A local forester reports that the major issue here is not the dismal state of the future timber supply, but is that companies are having problems locating enough timber to feed their mills. He explained how there is a “ribbon war in the woods as First Nations are competing

with mills to ribbon off planned cutblocks. This comes as no surprise, as our organization, SEAS (Shuswap Environmental Action Society), did a comprehensive spatial timber modelling analysis in 1995 that showed how over-cutting then would lead to the situation we are seeing now. And that was before the beetles hit. British Columbians need to face the facts: forestry is a sunset industry due to decades of high-grading and over-cutting, the massive climate change caused beetle kill, and now over a decade of mismanagement by the provincial government.

over to the corporations have exacerbated the problems. On Feb. 16, B.C.’s auditor general released a bombshell report that sharply criticized the government’s forest policies, lack of direction, and inability to adequately manage the forests. The report concluded that the ministry has not clearly defined its timber objectives, management practices are insufficient to offset a reduction in timber supply and species diversity, and the ministry is not appropriately monitoring and reporting results in relation to its objectives. While industry remains responsible for returning logged areas to “free growing status, the government is under no obligation to ensure that areas denuded by fires and pests are reforested, including the growing number of plantations also denuded by disturbances. Perhaps the greatest problem identified by the auditor general is that the ministry lacks the information it needs to properly manage the

SPORTS Register now for soccer Mother Nature may seem undecided about when to launch spring, but at the office of Shuswap Youth Soccer it’s a beehive of activity as registration for all our outdoor programs is well underway. This is an exciting year for the organization as there have been many changes on and off the field. The most notable change is the new online registration system. It took a lot of research to find an affordable way to manage the website and make it simple for the 1,100-plus players to navigate and submit their information but the new site recently went live. Visit www. ShuswapSoccer.com to register your player(s) today as the registration deadline is Monday, March 12. Any registrations after that date are subject to a $25 late fee and not guaranteed. No access to Internet? No problem, just stop by the office in person to complete the registration process. The office is located at the indoor facility (or SASCU Memorial Arena) behind Safeway. Prefer to pay by cheque or draft? It is still possible to mail or drop it off at the office or, if applying for KidSport, just make a note on your registration that you’ve submitted your paperwork to the local KidSport office. The move to online registration is a big change but we’re working hard to accommodate all our members. If you have any questions or concerns call us at 250-8335607 or email the office atadmin@shuswapsoccer.com. As a non-profit organization, it’s always a bit of a struggle to keep things affordable for our members while still maintaining a high quality program. After a lot of budget analysis, you will notice that the fees for many age groups have been reduced this

ON THE PITCH Kevin Harrison year to more accurately reflects the actual costs involved for each division. For example, house registration costs (before the March 12 deadline) are as follows: $50 for U3-U5, $90 for U6-U9, $110 for U10U13 and $125 for the U14-U18s. The U3-U5 program is revised this year and

we’re pleased to announce that Steve Miller is returning to the field as head coach to these future soccer stars. With the reduced fees, return to a Saturday morning time slot and the exciting revamp to what will be happening on the field, this is going to be a great program. However, numbers are limited, so be sure to register as soon as possible. None of our programs would be successful without our volunteers. For as little as two hours a week as a coach or assistant you can make a huge difference to a group of children’s lives.

Team contacts are needed to distribute information to players through the season with limited time devoted to email or phone communication. Division coordinators are needed for each age group and almost all of this work is done prior to the start of the season. If any of these sound like areas that you could help, please indicate on your child’s online registration or you can call or email the office for more details. Warmer weather and the start of soccer season is on its way, so register your players today and we’ll see you on the pitch soon.

New Residential Construction Guide Benefits Homeowners and Builders Homeowners have a new tool at their fingertipss to help them better understand how warranty providers evaluate claims for possible design, labour or material defects in new homes. The Residential Construction Performance Guide is the newest online resource available on the provincial Homeowner Protection Office website at www.hpo.bc.ca. It explains how homes covered by home warranty insurance should perform. Every new home built for sale by a licensed residential builder in B.C. is protected by mandatory third-party home warranty insurance. It’s the strongest system of construction defect insurance in Canada. “For most consumers, buying a new home is one of the largest financial investments they will make. So it’s essential that homebuyers can make that investment with confidence, knowing that they will not be faced with additional expenses to repair defects after they move in,” said Tony Gioventu, executive director of the Condominium Home Owners’ Association and an advocate for consumer protection. This simple, practical guide is easy to use. It outlines more than 200 possible defects that are searchable online. This includes the most common defect claims that might be submitted under a home warranty insurance policy – from windows that malfunction, to driveway or interior concrete floors that have cracked, to siding that has buckled. Designed primarily for conventional low-rise, wood-frame homes, the guide also provides some helpful guidelines for the common property of multi-unit buildings. Builders can also use the guide to help ensure that they deliver high performance homes.

City lauded for report By Lachlan Labere MARKET NEWS STAFF

The City of Salmon Arm’s annual financial reports may never be an Oprah’s Book Club pick, but they tend to be among the best of their kind in the country. For the fourth year in a row, the city has been recognized for excellence in financial reporting with a Canadian Award for Financial Reporting. The award, for the 2010 annual report, was recently presented by Mayor Nancy Cooper to city corporate services director Monica Dalziel, on behalf of the Government Finance Officer’s Asso-

ciation. “I thank the finance department for all their hard work and let you know how much we appreciate all that you do,” said Cooper. The award recognizes the City of Salmon Arm for its financial accountability, stewardship responsibility, transparency and quality in financial reporting. “This is the fourth year the city has received this award, and it’s a testament to both council direction, management of the operation and staff who do the work,” said Dalziel, who paid special thanks to financial services manager Betty Hiebert for the statistical work.

Disappearing snow in the valley is deceiving, at Skmana there is a winter wonderland, great conditions for skiing and snowshoeing. The Shuswap Trail Alliance has been clearing new snowshoe trails and clearing an old unused ski trail at Skmana. The club offers youth and senior introductory skill development sessions for all ages. Crosscountry skiing is a fullbody workout and fairly low impact on those joints. Well-groomed trails are available for your enjoyment at Skmana of this fun-filled winter sport. Contact Brian David, skills development co-ordinator at 250-679-8377 to book your session. If you need maintenance on your skis, call Darcy at 250-679-3951 to arrange your ski care. Denise Harper dents in Chase. Harper was first elected to the school board in 1993, her experience rounding out her assessment of the state of education in B.C. Harper’s focus is on

the students. “I volunteer at the schools whenever I can, feeling most effective when I can be in the midst of the children,” she said. She frequently spends time at schools in her jurisdiction. This focus is the same for teachers, she notes. They just want to help the students get an education. Progress and resources are bogged down with policy and it can be frustrating for all concerned. Installing smart meters with a smile A smart meter was installed at the Shuswap Market News office in Chase this week. Brian Jones was the BC Hydro Smart Meter installer who came to do the job. Jones said good humour and a sense of adventure is important to do his job. He never knows what to expect when he knocks on a door to do an installation. Some people are a bit emotional to deal with, requiring a

little patience some days. The easygoing ways of this installer, along with his big friendly smile, would definitely go a long way to calming a customer. Though he is a trained electrician, Jones said because of his frontline position and the controversy around smart meters, sometimes his job requires use of good communication skills as well. LYNDA HOOPER/MARKET NEWS

Council focuses on listening to young people’s ideas Youth in Chase are getting attention from individual Village of Chase councillors. Couns. Rick Berrigan and Steve Scott have been involved with the Youth Action Committee, organizing a Feb. 21 meeting, the second since the inception of the committee. Couns. Rod Crowe and Scott at-

tended the Chase Heat Hockey Team Banquet and awards presentation on Feb. 19. For their first year together, the boys were learning to play as a team, developing skills as individual players, and attracting a substantial crowd of appreciative fans to Art Holding Arena for some fun.

Four councillors, Berrigan, Crowe, David Lepsoe, and Scott attended the Chase Excellence Program. The Chase Excellence Ambassadors for girls in Grade 11, learn valuable communication and leadership skills, gaining confidence as they enter adulthood.

Rural schools face different challenges than cities Continued from pg. 23 example. While the building sits empty there are costs associated and lost revenue that could be better spent educating the students. At this point, dollars are spent keeping a vacant building due to strict policy adherence. Harper is actively looking for solutions and has attempted to better manage school

board resources. We talked about the statistics the Fraser Institute has published on its website, and how the data is suspect due to the action of teachers over the past year. Marks on the FAS tests used have been submitted at best sporadically, because many teachers don’t agree with the assessment. If there’s one thing I’ve learned from playing with data over the

past 40 years, its integrity is only as good as the diligence taken to ensure accuracy. When one looks at the Fraser Institute reports, there are obvious gaps in some years where the data makes no sense. There can be value in finding trends in the Fraser Institute data base, Harper agreed, but the information as presented should be taken with a grain of salt. She said rural schools come with

challenges not present in the larger centres and therefore comparison of numbers requires supporting information to clarify. Harper spoke of her efforts to bring more variety in the scope of training, especially at the high school level when students are preparing to enter the workforce. She said any progress has been extremely slow in this economic climate. Though the overall

population is aging in the Chase area, the children are important citizens worthy of attention. They are the future of our community, and their teachers care about the state of education in B.C. enough to take action. Spring break is here along with daylight savings time; hopefully some resolve will come over the next couple weeks until classes resume once again.

Hosted by the Chase Minor Hockey Association, the BC Hockey Female Jamboree will be held at the Art Holding Arena March 9 to 11. The BC Hockey Female Jamboree in Chase is one of the premier events offered to female players ages five to 13. The grassroots development program is geared towards females already playing the game as well as those starting out.

The event creates a non-competitive atmosphere, which allows the participants to have fun and play with other girls with similar abilities and experience from around the province. Typically two BC Hockey Jamborees are held each year. In the Lower Mainland, BC Hockey partners with the Vancouver Canucks and the Canucks Centre for BC Hockey to or-

ganize an event meant to bring female players from all Minor Hockey Associations together to play. The second BC Hockey Female Jamboree is held in another region of the province and changes from year to year. This year, Chase is the chosen location. BC Hockey jamborees stress sportsmanship, fair play, and respect for fellow players,

coaches and officials. It is run by BC Hockey and is an initiative of the BC Hockey Female Hockey Development Committee. Players are placed on teams based on age and ability. Each team will compete in three games. Opening ceremonies for the BC Hockey Female Jamboree will be held Friday, March 9 from 5 to 7 p.m.

Music touches most human beings, starting from before birth according to science. Everyone has the physical capacity to sing, but not everyone takes that equipment on to the stage in front of an audience – this is for only a brave few. For those who have managed to get up to sing and/or play a musical instrument, surviving the nervous jitters, the applause at the end can make it all worth while and can be a little addictive. As a learning tool, music exercises the math side of the brain as part of a wholebrain thinking process. Instruction from a mentor is necessary to learn the rudiments, but some people have learned on their own from a book.

Council supports right to refuse smart meters By Lachlan Labere MARKET NEWS STAFF

Salmon Arm residents should have the right to refuse the installation of wireless smart meters on their own properties according to

city council. Though they’ve yet to make a definitive decision on smart meters, Salmon Arm council is in agreement with the District of Maple Ridge, which has written a letter to BC

Hydro stating that they are in support of “optional refusal of installation of wireless smart meters for citizens of British Columbia.” “What their motion says is that peo-

ple should be given a choice, which is what I personally agree with, on the installation of wireless smart meters,” said Coun. Alan Harrison, who recommended council write a letter of

its own in support of Maple Ridge’s. Salmon Arm council has heard a variety of concerns expressed from the public in relation to the contentious smart meters, including

a presentation made mid-February by Lori Onsorge. She asked council to support a moratorium on the meters’ installation, but council was reluctant to make any decisions un-

til they could first meet and discuss the matter with BC Hydro. BC Hydro was scheduled to make their case to council on March 12, but has since changed the date to March 26.

BEDFORD, VICTOR After a long and healthy life, George Victor Bedford died peacefully in his sleep on Thursday, Feb 2nd 2012. He was 96. On April 19th 1915 Victor was born to Albert and Clarissa Bedford. Arriving in 1909, his father was Salmon Arm’s first druggist/optometrist and his mother was the organist for the United Church. With the exception of the time spent at University, Vic spent his whole life living in the Salmon Arm area. After studying engineering for 2 years at the University of British Columbia, in 1939 Vic changed his career focus and in 1942 he enrolled in the School of Optometry at the University of Toronto. That same year he married Nina Mobley, a local girl from Sunnybrae, and she joined him in Toronto. In 1945 Vic was awarded an optometric degree (honours), plus the A Johnson Mechanical Optics Medal, the General Proficiency Medal and the first H. Harmat General Proficiency Prize from the University of Toronto. Because of his love for his friends and family, Vic chose to return to Salmon Arm where he joined and later took over his father’s practice. He experienced a long, successful career as a well-respected optometrist and valued member of the community. Vic could accomplish anything he wanted to do. When he was 17 he built an ice boat powered by a car engine and an airplane propeller; then he built a speed boat which he successfully raced. Vic valued learning in all its forms. He spent long hours studying the research articles in the Canadian and American Optometric Journals and conducting his own research on early childhood vision. Throughout his life his cheery greeting, “Well, what’s new with you?” welcomed patients, visitors, and family alike. His advice and friendship were characterized by good judgment, warmth and optimism. Vic brought out the best in people and he had a natural aptitude for teaching. Asking him questions often resulted in long discussions in which you were encouraged to either form your own conclusions or ask more questions. He seldom gave you a direct answer. Vic also enjoyed playing the piano, hunting, fishing, camping, gold panning and generally exploring BC’s back roads and wilderness. Even in his 90’s, he still thoroughly appreciated going out into the bush ostensibly to cut firewood for the fireplace and backyard bonfires but in reality he just loved being in the great outdoors. Vic was proceeded in death by his wife, Nina and his parents and his siblings: Albert (Eileen) Bedford; Doug (Liz) Bedford; Margaret (Temple) Keeling; and Max (Eva) Bedford. He will be greatly missed by his daughters Barbara (Mike) Dagneau, and Melanie (Bob) Ashton; and grandchildren Chad (Sarah) McCarthy, Brook (Diana) McCarthy, Meghan (Tyler) Ashton and James Ashton. His shared wisdom, words of encouragement, and wonderful stories will be cherished by those who knew and loved him. He was a true gentleman in every sense of the word. A “Celebration of Life” service and reception will be held at 2:00 on Saturday afternoon, March 24th at Bowers Funeral Home in Salmon Arm. In lieu of flowers, memorial donations in memory of Vic may be sent to the Shuswap Hospice Society, PO Box 967, Salmon Arm, BC VIE 4P1. Email condolences may be sent to Vic’s obituary at www.bowersfuneralservice.com

TYRRELL, MARY GERTRUDE April 13, 1917 - February 25, 2012 It is with great sadness that we announce the passing of our mother and grandmother, Mary Gertrude Tyrrell on February 25, 2012 in Hillside Village. Mary was predeceased by her husband Percy Tyrrell, twin sister Betty Patzack, brother Edward and son Ron Lawrance. They farmed in the Salmon Valley till Percy’s death in 1959. Mary then sold the farm and worked in old age care homes till she retired and moved to her little house on 2nd St. SE where she loved her garden with all the tulips. She will be sadly missed by sons Larry (Muriel) and Dave (Lil), daughter Flora (Harry), 13 grandchildren, numerous great and great great grandchildren, her nephews Joe (Mickie), Carmen (Diane) and niece Delia (Ed) plus great nieces and nephews. A big thank you to Dr. Cindy Malinowski and the staff at Hillside for their special care in mom’s final days. ROUSE, HULDA OPAL Hulda Opal Rouse, age 87 years, formerly of Simmie, SK, Salmon Arm, BC, and most recently, Lethbridge, AB, passed away in her sleep looking forward to the resurrection spoken of at Psalm 37 to a peaceful, paradise earth. Hulda is survived by her children, Karen (Barry) Fritz, David (Donna) Rouse, Perry (Janine) Rouse, Lyle (Colleen) Rouse, eight grandchildren, and nine great-grandchildren. Most of her life was enjoyed as a farm wife and mother. In between looking after kids and all other forms of farm animals, she gardened, tended her huge raspberry and strawberry patches, worked in the fields and baked bread good enough to be traded for cookies at school. Later, she and Dad retired to the Shuswap, enjoying the weather, travel, and daily visits to the coffee shop. Hulda also enjoyed many close friends within the congregations of Jehovah’s Witnesses wherever she lived, and will be missed by all. Thank-you to everyone who had a hand in her care over the years. A memorial will be held at Kingdom Hall on Sat., March 10, 2012 at 2 p.m. Honoured to serve the family, CORNERSTONE FUNERAL HOME AND CREMATORIUM, 2800 Mayor Magrath Drive South, Lethbridge, Alberta T1K 7B1. the need for help in the poor areas of many countries. When we choose to join a Rotary Club, we choose to commit ourselves to community and international service. Sometimes our service is about fundraising for a worthwhile project, like our Pennies for Heaven drop held at the fair which raised money for the purchase of a Gamma probe for the hospital and for the accessible playground being built at Blackburn Park. Other projects are hands-on. There are small projects, like ¿xing up trails at Haney Park, or the Rotary Trail that winds from Little Mountain to Shuswap Lake. We clean up parks, like Peter Jennick Park on the shoreline. These small projects offer community improvement, and are a visible demonstration of our effort. However, some of our projects are

larger in scope, and make a signi¿cant difference in the lives of people around the world. Last summer, Mike gineering Boudreau of Tech-Brew Engineering went to Kenya. As a result of meeting with a Rotary Club there, he organized a project to improve a water system, and to provide lunches for students at Burrani High School. Knowing how important nutrition is to learning, we know that this project is making a difference. Another huge project is the dental mission to poor people in Cuenca Ecuador. In January of this year Dr. Eugene Tymkiw and dental assistant Donna Cook were part of Medical Dental Mission Esperanza (“hope”) providing dental treatment to children in poor mountain schools as well as to

patients about to have orthopedic surgery. When our club saw photos of the teeth he treated, some that looked more like barnacles d than teeth, we were particularly proud to support Gene in his internationall service. Our club helped purchase a portable digital dental x-ray machinee which proved to be invaluable to thee team. Rotary makes a difference in ourr community and our world. We’ree proud to put service above self. Wee invite you to join us.
