Airport dike project update STEPHEN WAUGH, CCRD EMERGENCY PROGRAM COORDINATOR The Central Coast Regional District is continuing to move forward with the processes required to perform critical upgrades to the Bella Coola Airport Dike. While there are 30 recognized flood hazard conditions in the Bella Coola Valley, the airport dike is a
high priority for upgrading considering that it failed in two places during the 2010 flood. Protecting this key piece of transportation infrastructure is considered crucial during flood events, as most often the highway is closed due to washout or landslide. Several more critical flood protection projects are being considered by the CCRD but the airport
was the only one that met the federal and provincial funding guidelines. Earlier this year, the CCRD received approval of funds from the federal and provincial governments to repair the flood-protection structures at the Bella Coola Airport. This also includes constructing an extension to the bottom end of the dike to better protect the entire runway.
The regional district is required to contribute onethird of the capital costs towards this project and must undertake a number of processes prior to the project commencing. The most significant process involves the CCRD establishing a service area to administer a ‘diking authority’ for the purposes of modifying and subsequently maintaining the structure. At
this time, the diking authority would have responsibility for the airport protective structures only. No other dikes are being addressed under this current funding package. The establishment of a service area requires elector assent and the CCRD administration is proceeding with the initiative to engage local SEE DIKE ON PAGE 3
