Riding commission leaves Area G alone Kamloops-Thompson-Cariboo electoral boundary re-adjusted

A committee that proposed removing 100 Mile House, 108 Mile Ranch and Lac la Hache from the Kamloops-ThompsonCariboo (KTC) federal riding has changed its mind after a public outcry. The Federal Electoral Boundaries Commission for British Columbia has once again redrawn the boundaries to put these
communities back into the KTC riding. Last summer, the commission had provisionally mapped all of Cariboo Regional District (CRD) Area G into the Chilliwack–Fraser Canyon riding. The commissioners opened the plan for public input, and then they got an earful of comments submitted online, in letters, and in presentations opposing the change made
by citizens and local politicians. CRD chair and Area G Director Al Richmond made a presentation to the panel at commission hearings in Kamloops and Prince George last fall to explain why he thinks it is a bad idea. The District of 100 Mile House agreed and was represented at the Kamloops hearing by Councillor Spence Henderson. This is where Cariboo-Chilcotin
MLA Donna Barnett also addressed the panel with her objections to its proposal. The last redesign sees some minor changes in KTC, but its boundaries are largely unchanged, except for the transfer of the Valemount area to the Prince George–Peace River electoral district. The commission aimed at having ridings close to the electoral quota of 104,763 constituents each,
and these changes will leave KTC with a population of 118,618, an overage of about 13 per cent. Before the commission began its mission, the riding was at about 125,000 – one of the largest in B.C. MPs will be allowed to comment over the next few weeks on the commission’s recommendations, and express any objections they may have before the panel finalizes the plan by this summer.

Businesses feeling not prepared for PST transition A recent survey by the BC Chamber of Commerce has revealed that 63 per cent of businesses do not feel prepared for the transition back to the Provincial Sales Tax (PST) on April 1, 2013. “There are many PST resources now available that BC businesses need to avail themselves of and be made aware of,” says John Winter, BC Chamber of Commerce president and CEO. “Many new businesses in British Columbia have never collected the PST, and need brought up to speed, so consumers are not negatively impacted at the cash register come April.” In total, 970 businesses across British Columbia participated in the PST business survey. Of those, 62 per cent were not aware of the changes that will be made to the PST, and 73 per cent did not feel they had received adequate information. Through the depth and breadth of the Chamber of Commerce Network in B.C., the BC Chamber was able to reach businesses of all sizes, sectors and regions of the province. For more information on the transition back to the PST, businesses are encouraged to contact their local chamber of commerce, the BC Chamber website or visit the Provincial Government PST in B.C. and webinar websites. The PST is being re-implemented on April 1, 2013, with all permanent exemptions.

body – emotionally and physically. It can lead to feelings of deprivation, overeating, and a resounding amount of guilt that can lead you back to square 1. Instead, focus on small changes, healthy foods that you enjoy, and take the time to create a support system to help maintain lifelong healthy eating habits.
Healthy eating tips • Be realistic. Trying to tackle too much at once can be overwhelming. Big things happen when small, sustainable changes are repeated over a lifetime. By including a fruit at breakfast or an extra vegetable at dinner, you can achieve large goals over time.

Last year, I recall seeing two mountain bluebirds (thrush family like the robin), which also hang around the western bluebirds and sparrows. The mountain bluebird is brilliant blue with a blue or greyish or white chest and blacktipped wings. In the past few years, I noticed Boyd Bay in the provincial park has more than a dozen birdhouses, with numbers on them, nailed to trees, as well as a few on the right-hand side of the road on the way to 70 Mile House just past the sani dump. I have left messages with numerous people, including the BC Parks office in Williams Lake, but no one is calling me back. Is there anyone out there who knows who is doing this? I would like to commend them and
know more. Mountain bluebirds fly south for the winter and migrate north in March and feed on small fruits and insects. A unique feature of these birds is they can hover in the air a metre or more above the ground in a hawk-like manner, as they search for food. Nesting boxes Accurate measure-

BCTF spurns Liberal ‘peace’ offer By Tom Fletcher Black Press
The B.C. Liberal government’s proposed new bargaining framework for teachers has been rejected by the British Columbia Teachers’ Federation (BCTF). Premier Christy Clark and Education Minister Don McRae unveiled their proposal on Jan.
24, calling it a new path to a 10-year agreement to “labour peace” with the province’s 40,000 public school teachers. The proposed framework calls for pay increases based on an average of nurses, post-secondary faculty and other government employees, and a separate “education policy
council” to administer funds for classroom support. Clark and McRae stressed it would offer teachers a formal role in policy decisions, and a voice in allocating a “priority education investment fund” that would rise to $100 million by the third year. BCTF president Susan Lambert said the proposal was shared with her Wednesday, and she considers it a “non-starter.” Removing class size and special needs support issues from union negotiations is unacceptable, she added. “It’s quite ludicrous that government would hold out a 10-year deal in trade for giving up bargaining rights that we have fought long and hard for in the courts,” Lambert told CKNW radio.
“We fought a 10-year battle to achieve a decision that, yes, teachers have a constitutional right to bargain working conditions.” The union has another legal action in process, based on a precedent-setting ruling by the Supreme Court of Canada that overturned parts of legislation passed by the B.C. Liberal government in 2002. That case is to go to B.C. Supreme Court next fall. Clark said the intent is to elevate discussion, not to achieve a longterm deal before the May election. “It’s not about helping the government, and it’s not about helping the union. It’s about helping the kids. I know that’s a culture shift for many of the parties around the table, including the govern-
ment, but we have to do it.” Lambert said the timing of the government’s announcement is surprising, since the BCTF and B.C. Public School Employers’ Association have just reached their own tentative agreement on new bargaining framework. To be voted on by executives of the school district bargaining agent and the BCTF, it includes a shared method for calculating costs. Last year’s teacher strike was marked by huge discrepancies in the costs of raises and other bargaining proposals.

British Columbians can have help to quit smoking

Smokers who want to quit are reminded that help is available from British Columbia’s Smoking Cessation Program (SCP). Since the SCP was launched on Sept. 30, 2011, 161,453 orders for nicotine replacement therapies have been placed through HealthLink BC. More than 45,000 people have obtained a prescription for a smoking cessation drug while visiting their physician for another reason. The program aims to help British Columbians stop smoking by assisting with the cost of smoking cessation aids. Once in each calendar year, B.C. residents enrolled with the Medical Services Plan can receive coverage for a single continuous course, lasting up to 12 weeks, of either a prescribed smoking cessation drug through the PharmaCare program or a free supply of nicotine replacement gum or patches. While a prescription for a smoking cessation drug can be obtained simply by visiting a physician for another reason, the nicotine replacement therapies can be easily accessed
by calling HealthLink BC at 8-1-1, which is available 24 hours a day, seven days a week. Smoking increases many health risks, including lung cancer, throat and oral cancer, heart disease, stroke and emphysema. Quitting smoking and reducing exposure to secondhand smoke greatly improves both quality of life and lifespan. British Columbians who register with the Smoking Cessation Program are able to receive further web, text and telephone support

B.C. rolled out provincial program to combat HIV/AIDS
Health Minister Margaret MacDiarmid recently announced $19.9 million in annual funding for the provincial expansion of a successful pilot program that reduces HIV transmission by ensuring those living with HIV have access to the best care and treatment. Beginning April 1, 2013, the Seek and Treat for Optimal Prevention of HIV/AIDS (STOP HIV/ AIDS) program will allow health professionals and community partners to better engage the broader community and specific at-risk groups in HIV testing, reach more people with HIV/AIDS, and enable more people to be treated. Some examples of where health authorities could spend the money include: new outreach programs, new HIV testing technologies, such as rapid point of care testing, additional front line staff or funding for community groups to run prevention, testing, treatment and support programs. Expansion will be carried out by the province’s health authorities with support and leadership from the BC Centre for Excellence in HIV/AIDS, which pioneered the concept of Treatment as Prevention under the guidance of the centre’s director Dr. Julio Montaner. The centre will also continue to monitor and evaluate the progress of the program. The initial four-year, $48-million pilot started in 2009 in Vancouver and Prince George, and has allowed health professionals in the pilot areas to identify more people that have HIV/AIDS and enabled more people to be treated. In contrast, in non-pilot health authorities, there has been an overall decline in the number of people being diagnosed with HIV and the number of people accessing treatment. The landmark drug cocktail Highly Active Antiretroviral Therapy (HAART), also pioneered by Dr. Montaner and his team in the early 1990s, can reduce the amount of virus in the blood and bodily fluids to undetectable levels, greatly reducing HIV transmission. HIV medications are free of charge to all British Columbia residents living with HIV, and HAART has been adopted in Canada and around the world as the gold standard of treatment. In B.C., HIV/AIDS-related morbidity and mortality have decreased by more than 90 per cent since 1996, as a result of the use of HAART. During the same period, new HIV infections per year in B.C. decreased by two-thirds, from 900 in the mid1990s to 289 in 2011. An estimated 13,000 people in B.C. are living with HIV/AIDS, with as many as 3,500 people still unaware they are living with HIV.

Nurse practitioners to admit, discharge patients
New regulations will give health authorities the ability to provide nurse practitioners (NPs) with the ability to admit and discharge patients from health-care facilities, says Health Minister Dr. Margaret MacDiarmid. They will be working in collaboration with physicians and other health-care providers, she adds. “The regulations are expected to help enhance health services and meet patient need by easing congestion and reducing workloads, especially for rural regions.” The majority of NPs in British Columbia have the education and competencies required to admit and discharge, but did not have the ability legislated,
MacDiarmid notes. After Ontario, B.C. is the second jurisdiction in Canada to have qualified nurse practitioners admit and discharge patients from hospitals. Nurse practitioners were introduced to B.C. in 2005 to assist in improving access to primary health-care services. In fall 2011, the B.C. Liberal government passed legislation allowing nurse practitioners to work more fully within their existing scope of practice. In May 2012, the province announced a $22.2 million to fund 190 NPs over the next three years to provide better access to health care for British

Hospitals redevelopment moves ahead Health Minister Margaret MacDiarmid joined patients and their families today to officially open the new, clinical-support building as part of the B.C. Liberal government’s investment in the BC Children’s and BC Women’s redevelopment project. Constructed ontime and on-budget, the two-storey, 2 , 3 4 6 - s qu are - m e t re building is home to a number of clinical programs and services. These programs include psychology, social work, youth health and the Centre for Healthy Weights – Shapedown BC, along with Telehealth, a service of the Provincial
Health Services Authority. It is also home to administrative offices for several BC Children’s and related research areas and some UBC Faculty of Medicine seminar rooms. Many of these programs and services were relocated from existing buildings to make way for the new, acute-care centre. The $14-million wood-first building was built to LEED Gold standards. It is linked directly to the adjoining Child & Family Research Institute and is part of the $83.2-million phase 1 of the redevelopment project. The three-phase redevelopment proj-
ect, an initiative of the Provincial Health Services Authority, represents an investment of up to $700 million. The BC Children’s Hospital Foundation has pledged $150 million, with the remaining project costs being funded by the provin-
cial government. The second phase of the project will see the development of a new state-of-the-art, acute-care centre that will house patient-care services from both BC Children’s Hospital and BC Women’s Hospital & Health Centre.
