Sturgis cancels Shuswap event

The 2013 Sturgis North Motorcycle Jamboree and Music Festival proposed for Silvery Beach near Chase has screeched to a stop.

Sgt. Gary Heebner of Chase RCMP told Chase council Tuesday that the event has been cancelled.

He said it’s unknown if the jamboree will be located at the same site in 2014, and it’s rumoured organiz-

ers might be looking at a venue in Merritt.

Heebner told the Shuswap Market News that police were informed Friday by the Neskonlith Indian Band that Sturgis North was being cancelled.

The Market News could not reach Chief Judy Wilson of the Neskonlith band nor Joan Hansen, president of Sturgis North, for comment prior to the newspaper’s deadline.

District also received word from Chase RCMP that the event has been cancelled.

Cpl. Mark Skotnicki sent an email Tuesday to the CSRD, noting that the organizers have cancelled the event and so restrictions on police officers taking leave during the event could be rescinded.

“We were never going to get our money back anyway, so the reality is, at least they’re going to stop creating more debt.”

Seized Malakwa residence back on the market

The palatial Malakwa residence that serves as home to convicted drug trafficker Colin Martin is back on the market, though its sale remains subject to the federal seized property management act.

The 6,700-squarefoot home at 3621 Northway Rd. is currently listed at $850,000 – a substantial drop from the $1.75 million asking price back in January 2011, when the house was briefly on the market despite a court order granted to the Public Prosecution Service of Canada and the RCMP Integrated Proceeds of Crime section preventing the sale.

Paul Riley, a Crown counsellor with the prosecution service, says the restraint order on the property was recently varied by the B.C. Supreme Court to allow for the property’s sale, with net proceeds

to be held under the seized property management directorate.

“If the property is sold, then net proceeds will be restrained in the place of the property itself,” said Riley.

Riley said the variance was granted at the request of the property’s registered owner. Land Title records list numbered company 311165 B.C. Ltd. as the property’s owner. The company’s director is listed as Steve Ambrose of Sicamous.

Martin and Cahill are tenants of the home, which sits on one of three neighbouring properties raided by police in July 2010.

Beneath a workshop on one of the neighbouring properties, investigating officers uncovered a bunker that contained about 3,000 marijuana plants. From the property at 3621, or Lot 5, court documents state police claimed to have seized two baggies of

marijuana, a paper bag containing marijuana with the name “Colin” written on it and other drug paraphernalia, as well as documents and emails showing Martin, his common-law wife Jennifer Cahill and Gorge Timber Ltd. (of which Cahill was listed as president) arranging for the bunker’s construction, and a Health Canada application for a licence to produce marijuana prepared in Martin’s name.

Martin and Cahill are both facing related drug charges for production and possession for the purpose of trafficking.

Martin remains behind bars and is scheduled for a pre-trial conference in Kelowna on April 9 in relation to the above drug charges. He is also expected to be in court in September for extradition hearings for separate charges relating to a cross-border drug smuggling operation.

Local talents are putting it out there Saturday to support two non-profit groups – the women’s emergency shelter and Shuswap Lake Health-Care Society in the process.

Popular for his portrayal of Hank Snow in the Louisiana Hayride, radio personality Patrick Ryley brings Hank to the Shuswap Theatre, a co-producer of the fundraiser.

Ryley will be accompanied by the stellar guitar riffs of another local favourite – Peter Clark.

Homegrown in the Shuswap, indie artist Aimie Laws’ vocals resonate in her own a mysterious and intriguing sound. Laws will perform music from her new CD, accompanied by Tyler Matthews (bass), Mark Greenhalgh (drums) and Jon Treichel (lead guitar).

And The Elk Tribe is a fresh, new, local group exploding onto the music scene.

“Our goal is to write simple, raw, good music that’s pleasing to all folks,” says the group on their website. “We

have a foot-stompin’ groove, sweet harmonies and an infectious energy. Our sound is unique.”

Band members include: Zach Harder on guitar and rhythm, Levi Harder on lead vocals, glockenspiel, and rhythm, Brayden Harder on bass and vocals, David McMaster on violin and mandolin, and Amanda Robbins on lead vocals and synth.

With 100 years of history, the Shuswap Lake Health-Care Auxiliary continues to meet changing needs.

More than 70 members volunteer in a wide range of services to support health care in the Shuswap.

Last year, the Shuswap Area Family Emergency Society (S.A.F.E.) supported some 140 to 150 families (800 to 1,000 individuals if all services are included), says crisis intervention support worker Sara Inskip, noting the society relies heavily on community support.

“We supply families we support with housing, clothing, healthy food choices, hygiene

Demise of HST a lesson for the future

The HST is gone, finally.

And while Premier Christy Clark didn’t miss the opportunity to remind voters that the harmonized sales tax had been beneficial to the film industry, manufacturers and other businesses that received input tax credits, the politicking rang a little hollow.

The fact is that the HST – good or bad – became more than a tax. Historically, it will be seen as a symbol of everything that went wrong with the Liberal government since being granted its last mandate in 2009. It’s fact that former premier Gordon Campbell went to the polls last election stating he was not considering adopting an HST. It’s also fact that within weeks of being elected, the Liberals were rolling out plans for the HST. A significantly large segment of the electorate evidently didn’t believe the message – or the timeline. They concluded they had been deceived. Even some of the staunchest Liberals were forced to admit they had done a horrible job of selling the HST, especially after opponents gathered sufficient votes to call for a referendum.

There may have been many good reasons for an HST, but mishandling killed it, virtues, faults and all. And the writing is on the wall for whichever party forms the next government, should they choose to read it.

A mandate to govern is not a signal for hubris, or over-confidence bordering on contempt for public opinion. It is not a blanket approval for anything a government decides to introduce. It is not an indication that democratic process is suspended, that questions won’t be asked, or that a docile public has gone to sleep for the next four years. Let’s hope future governments learn the lesson.

Seeing things in a different light They say that change is inevitable. While that may very well be true, whether or not specific changes are for the better or worse, usually depends pretty much on your perspective.

If you happen to be a fiscally conservative federal politician who genuinely believes that balancing the budget is critical to the survival of our nation, and, that our natural resources should be developed and exploited in order to accomplish financial stability for all Canadians, then something like the Enbridge Northern Gateway Pipeline Project would be a good thing.

On the other hand, it you are the kind of individual who is inclined to stand on the edge of a mountain ridge somewhere, looking out at a pristine wilderness valley as it spreads before you, and feel like you are standing at the alter of the Creator’s church, you might be of the mindset that having a pipeline running smackdab through such a setting could, quite possibly, be a bad thing. My point is that each person sees things in a different light.

THe GreaT OuTDOOrS James Murray The fact that we live in a democratic country where important decisions can be openly discussed before being acted upon by Parliament is good thing. I’m pretty sure that most, if not all, of us could agree on that point.

I’m pretty sure, also, that most of us would like to think that out government is acting our best interests.

After all, we do elect our political representatives to represent our wishes in Parliament. So my question then, is why does our current federal government seem to be making changes to acts of federal legislation without first giving Canadian citizens an opportunity to express their ideas, opinions and concerns?

In my two previous col-

umns, I referred specifically to changes to the Fisheries Act, the National Energy Board Act and the Species at Risk Act that were made to Canada’s environmental laws with the passing of Bill C-38. Bill C-38 repealed the Canadian Environmental Assessment Act and effectively introduced a new version of the act that contains a number of subtle changes – changes that should worry most Canadian citizens to some degree. Changes that worry me, at least.

Most issues can be viewed from various angles and, like I said, in different lights. I am not trying to say that one perspective is better or more important than another on any given issue. My problem is with our federal government sneaking important legislative changes through in an omnibus bill.

These are changes that will have far-reaching effects on the environment, the wildlife that lives within and the lifestyles of many people – without our knowledge or having a say.

One has to wonder at the intent, if not design of these changes, which effectively

weaken many of the laws and much of the legislation that was previously in place to protect our freshwater, the fish that live there and the wildlife living nearby.

These changes introduce less comprehensive environmental assessment laws which give broad decision making powers to both the federal cabinet and ministers - all with much less accountability and less opportunity for public input and/or participation. What worries me the most, I guess, is that the fact things like the closure of the Experimental Lakes Area research facility in Ontario, which was in the news for a while and then more or less disappeared from the radar (so to speak), seem to be but the tip of the iceberg when it comes to the kinds of changes that are being initiated by the federal government. What other changes are planned or already in the process that we don’t know about? What’s this old country of ours coming to … what’s it going to look like down the road … what’s our government going to sneak through with its next omnibus bill?

Shuswap should take lead on green tech In the Shuswap Market News there was an article about John Mcleod, a retired local farmer promoting agriculture in the area, with Coun. Ken Jamieson saying it is suggested that it should be a pillar of the new college, which I totally agree with.

I think one of our next steps should be to tie the college to the new

treatment plant, which I understand could be happening soon, and use the methane gases to power and heat up greenhouses to produce fresh food all year.

Perhaps we could obtain provincial and federal money to promote the project as it will be very environmentally friendly. A lot of this technology is already being used.

I have a nephew who works at a 100acre greenhouse site in Delta, where hothouse tomatoes are grown to supply all of western Canada and some of the States. All the heat for the greenhouses comes from water cooling electrical generators producing electricity, which run off methane gas from an old landfill.

This is the kind of technology that we should be promoting and working on at the new college. The college should also be giving courses in the summertime on environmentally friendly backyard gardening or greenhouses which could then be promoted throughout the Interior.

Government protects Arctic environment with the exception of the Inuit who have a constitutional right to hunt polar bears. Reports from the Nunavut Department of Environment show the number of polar bears actually increasing to a 20-year high and the polar bear habitat recovering. In Antarctica, the sea ice started growing early this year, and the ice cover remains above average. The global sea ice of both polar caps now exceeds the average recorded since 1979, when satellites began their measurements.

According to the Danish Meteorological Institute, tracking Arctic temperatures since 1958, arctic ice has made a comeback, and arctic temperatures have returned to normal lows.

PURPOSE OF BYLAW NO. 700-71: Bylaw No. 700-71 proposes to amend Schedule B (Land Use Map) of the South Shuswap Official Community Plan Bylaw No. 700 by redesignating Lot 2, Sections 7 and 8, Township 22, Range 10, West of 6th Meridian, Kamloops Division Yale District, Plan KAP79111 and Lot 1, Section 8, Township 22, Range 10, West of 6th Meridian, Kamloops Division Yale District, Plan KAP79111 from MDR MEDIUM DENSITY RESIDENTIAL to SH SPECIAL HOUSING. PURPOSE OF BYLAW NO. 701-71: Bylaw No. 701-71 proposes to amend Schedule A the South Shuswap Zoning Bylaw Text by adding a new zone, CD3 Comprehensive Development Zone 3. The CD3 Zone consists of four Development Areas.

Seniors suggestions sought for program There is a new program being introduced into Salmon Arm through a partnership with United Way and the provincial government of British Columbia called Better at Home.

Better at Home will support seniors in Salmon Arm to live at home independently longer by receiving free or affordable nonmedical services.

These services could range from transportation to appointments, house-cleaning, minor repairs or even a friendly visit. But which type of these Better at Home services or other services are needed in Salmon Arm? It’s important for the Salmon Arm community to talk about what are the main issues to keep seniors’ living longer in their own homes. Also, to know which services and programs are currently offered and who provides them.

If you want to learn more about “Better at Home” and have the opportunity to share

When downsizing makes sense - help is available from you. Explain why the item is important to you. Ask them to respect your wishes and receive it with care.

Once the special items have been distributed, invite a local charity to go through the remaining items before throwing it out.

People downsize for a variety of reasons.

Sometimes it’s out of necessity. Often health or financial reasons require that a smaller, simpler residence is necessary. Sometimes it just makes sense to move to a smaller home. You may come to the realization that the effort to manage a large family home or acreage can be a big hassle and a lot of work to maintain. If you’d rather be out with friends or travelling to exotic locations, a big backyard full of fallen leaves, dandelions, or a driveway full of snow and ice may be too much to handle.

Whether you are experiencing changes in your life due to employment, family or health, it’s never an easy process to let go of your familiar surroundings even when you know it may be time to move on. For seniors, it can be even more difficult because of the memories associated

with their home and the accumulation of things that have emotional meaning. Still, as life requires constant adaptation to change, downsizing can also be a very liberating and progressive experience too.

With modern technology, images of our momentos can be easily stored for reference long after that item has been passed on to another family or collector.

Here are a few tips that can help when preparing to downsize.

1) Select a comfortable new residence and take measurements of your new living space. Ask for a printed layout of the new residence so you can decide what fits in there and where to place it. Most modern facilities have enough room to live comfortably with all your essential items.

2) Get help. Invite help from a loved one, friend or family member.

Ask them to gently keep you focused and encourage you to let go while honouring the departing items.

3) Sort the items into two basic categories.

First category are things you really use often. Second category are things you seldom use, if at all. Easy things to define are duplications – if the new facility already has a toaster oven, you don’t need to bring one.

4) You and your team can decide ahead of time the criteria for sorting through your belongings.

Once you have separated items into “need” and “don’t need”, it’s time to separate the items further into categories such as: a. Give to family or friends b. Sell, auction, donate to charity, c. Throw out 5) As you are sorting: designate someone to

track the items. Where are they now? Place each sorted item in a separate room. Write the item on a list with a sorted code (e.g. give to son, give to church, sell at auction, give to museum).

6) Use technology. Ask a friend to photograph or video the special items as they are sorted. The photos can be referenced later for sentimental or educational reasons.

7) Be patient. Work through the items systematically.

One room at a time is best.

Finish one box or closet before moving on. Keep it organized and take time to reminisce. It’s a form of respect and a time for closure. Breath as you let go. Take breaks. If you have the time, set a pace that is manageable.

8) Once the items are sorted, celebrate by inviting individuals to receive their gift

9) The rest is easy, many seniors residences or community groups offer moving services.

People who are strong and able to help move the items for you.

10) Celebrate! Letting go of personal items can be difficult at first but, like spring cleaning, it can be the beginning of a fresh start. They say the universe abhors a vacuum. As we let go of one item, the opportunity to fill that space with new experiences and adventures will present itself. The more we practice letting go, the easier it gets.

How the Shuswap was settled

Jim Cooperman Prior to 1896, there were few permanent settlers in the Shuswap.

Other than the early formed settlements in Chase, Westwold (Grande Prairie), Fortune’s Landing (Enderby) and Sicamous, most of the Shuswap was still vacant land, except for the small Indian reserves. With the election of Canadian Prime Minister Wilfred Laurier, a settlement campaign began – called “the last Best West,” named because, by then, most of the best land in the U.S. had already been settled. This campaign led to, first a trickle, and then a flood, of settlers moving.

From 1896 until 1905, Canadian immigration was under the responsibility of Clifford Sifton, who was the minister of the Interior. Sifton instituted a massive program to encourage settlement through the establishment of immigration offices throughout Europe and the United States.

Many different forms of advertising were used, including newspaper ads, brochures and post-

as eastern European and Scandinavian countries.

To facilitate homesteading, Sifton increased the surveying of the western lands and he pressured the railway companies to free up their land grant properties to make these available.

A number of other factors contributed to a huge wave of immigration. Most important was the growing international market for agricultural goods, particularly hard wheat and other grains.

Many Europeans were suffering from hardships due to a troubled economy, industrial pollution, high unemployment and, in Ireland, the potato famine. Canada offered the chance for a better life for both the lower classes, who had limited options for the future, and even the wealthy, who were attracted to the opportunities for investing in new businesses.

Sifton’s program was an enormous success as more than one million immigrants came to Canada between 1896 and 1905, with approximately 50 percent settling in rural areas. Within a decade, the population of the west increased from 300,000 to 1.5 million. ers that portrayed Canada as a prosperous nation with rich farmland in need of farmers. The benefits of moving to Canada were touted at agricultural fairs and at schools, and journalists were given free tours to write about.

Sifton also offered attractive incentives, including in some cases, free passage to Canada, free supplies to new immigrants, and most importantly, up to 160 acres of free farmland.

Immigration agents were taken off their salaries and were required to work for commissions, and steamship companies were offered bonuses for each new immigrant. Pamphlets, filled with glowing descriptions of the railway, bountiful amounts of arable land and the scenery were printed in dozens of languages and distributed throughout Europe. However, negative information was omitted, such as the cold Canadian winters and the difficulties encountered in clearing land.

Given the prejudices of the times, the campaign focused on enticing immigrants from either the United States or Europe, while blacks and Orientals were discouraged from coming.

Sifton was primarily interested in developing agriculture in the West, so most of the efforts went to attracting immigrants from rural Britain, Germany, as well

out the Shuswap River valley. Most of these new settlers were either from the United States, Great Britain and Scotland, as eastern Europeans primarily settled in the Prairies. A few communities, including White Lake and Malakwa attracted settlers from Scandinavia.

The Shuswap was particularly attractive to younger British men from upper or middle class families, who were not the first born and thus unlikely to inherit the family property or business. Some of these immigrants were called “remittance men” because they received a regular stipend from their families. In some cases, these men were also the “black sheep” of their families because of their drinking problems or other

lifestyle habits.

My fascination with local history stems in part to the parallels between the lives of the early settlers and my own early days in the Shuswap spent carving a “homestead” out of the bush without power or running water. As I fled a nation obsessed with an unjust war to live off the land, so too did many of the pioneers leave their problem-plagued countries and endured hardships to build their homesteads with similar goals of self-reliance and healthy living.

And just as the Canadian government promoted immigration to settle the West well over 100 years ago, so too did Canada foster the entry of adventurous war resisters some 40 plus years ago.

Stockwell Day sees next month’s provincial election as “the most important election in B.C. in the last 50 years.”

And the former federal cabinet minister has thrown his support behind the incumbent Liberals.

“I want it (election) to be something that’s going to produce positive results for my kids, my grandkids and opportunity for the future,” said Day, who was in Vernon and Salmon Arm Tuesday showing support for Liberal riding candidates Eric Foster and Greg Kyllo.

“That will happen with the policies of the B.C. Liberals. It can’t happen with NDP economic policy.”

Day served a number of federal cabinet portfolios when he represented the riding as MP of Okanagan-Coquihalla, based out of Penticton. Those portfolios included public safety, international trade and the minister responsible for B.C. He was also president of the treasury board.

CSRD ‘underwhelmed’ by reaction to policing motion

The province has responded to two Columbia Shuswap Regional District resolutions that were endorsed by the Union of British Columbia Municipalities in 2012.

While the resolution on invasive species received a positive response, a Ministry of Justice response to rural policing concerns offered nothing new.

“It’s always nice to get follow-up on resolutions we advance through UBCM, but the responses are somewhat predictable,” says Charles Hamilton, CSRD’s chief administrative officer, noting he was pleased to see the province taking a proactive approach on invasive species like quagga and zebra mussels, but “underwhelmed” by the justice ministry’s response to rural policing issues.

The ministry advises the RCMP has been conducting a study on models of police service to ensure compliance with the Canada Labour Code and listed the criteria used in allocating resources.

“Given the fluid nature of policing, the RCMP, in conjunction with the provincial government, consistently monitors and reviews resources and redeploys accordingly

in order to prevent and reduce crime in B.C. communities,” reads the provincial response.

“It’s not a question of whether or not they re-allocate resources, because where in the province do they need less policing?” asks Kevin Keane, Salmon Arm RCMP Detachment staff sergeant.

“The real issue is, increased boots on the ground and increased visibility are what we need.”

The local detachment provides service to the City of Salmon Arm and a large part of the Shuswap with only 19 officers paid for by the city and six covered by the province – to provide 24-hour service with back-up, attend mandatory training, appear in court, have leave, holidays and maternity or paternity leave.

“I have been told we’re (RCMP) Southeast District’s priority for more resources,” says Keane. “But, at the end of the day, the province has said there will be no money for new positions.”

Hamilton says, as local government, the regional district is well aware of restraint and making difficult financial choices.

“But underlining our resolution was the ‘don’t focus all your energies on urban po-

licing,’” he says. “Certainly there is a need in rural areas to access police service and we want to ensure the division is fair and equitable.”

Hamilton gave the province’s response on the regional district’s request for immediate measures to protect B.C.’s lakes a better grade.

“They are recognizing the seriousness of invasive species and are contemplating legislation or regulations to prohibit or control their entry into the province,” he says.

The Ministry of Forests, Lands and Natural Resources advised it has proposed amendments to the Controlled Alien Species Regulation that will prohibit the possession, transport or breeding of listed species…and enable conservation officers and other law enforcement staff to stop, inspect and impound musselfouled boats.

The province is also working with the federal government to have quagga and zebra mussels added to the Federal Aquatic Species Regulation.

This will prohibit the importation of live mussels into Canada and enable Canada Border Services Agency to stop musselfouled boats from entering the country.

Credit union aims for August opening Work is progressing on the new Salmon Arm Savings and Credit Union building, with doors expected to open in August.

Michael Wagner, chief executive officer, says he expects a grand opening to take place in the second or third week of September.

“It’s progressing very well. We’re pretty much on time and under budget.”

He said the building will utilize a number of green technologies, including a green roof featuring trays of lichen and the recycling of water for irrigation.

“We’re very, very excited about it.”

About 30 staff in total will work at the new location, 12 of them moving up from the downtown site, which is running out of room. The branch will allow the credit union to expand its marketing and information technology. Included at the uptown location will be support functions such as ATM balancing and servicing, payment systems and administrative services. There will also be insurance staff and two financial planners.

“It will be a pretty good sized, full-service branch,” Wagner remarked.

Marksmanship: Squadron places well in BC’s.

Royal Canadian Air Cadet 222 Shuswap Squadron participated in the combined cadet (army, air and sea) marksmanship provincials at the Vernon Army Base on Saturday, April 6.

The competition consists of shooting at a total of 60 targets from 10 metres (30 feet) with a Daisy air rifle (pellet gun).

The 222 Shuswap Squadron participated as a team against the top teams and individual shooters from across the province.

Teams consisted of five members with a minimum of two junior shooters (under 15 years old) on each team.

As a team, 222 Shuswap had a respectable showing out of the 13 teams, with a total of 65 shooters on teams and 12 individual shooters. The team competition was won

by Army Cadet Corps 2812 from Surrey.

The highest possible score was 380 for each shooter.

score, and then 20 targets were shot at in the standing position and counted for 10 per cent of the total score.

Team members included: senior shooters Nicolas Parent (334.3), Rebecca Pikkarainen (350.5) and junior shooters Mikayla McKay (352.7), Anthony Geier (340.8), Rylie Schuetze (286.7) and spare Felix Plath.

Rebecca Pikkarainen did extremely well in this is her first year shooting.

Mikayla McKay placed fourth in the junior division, with the winner being Oressa Mathers-Cyr from Comox with a score of 358.3.

The overall high score was shot by Kevin Fierling from Army Corps 2812 from Surrey with a score of 367.9.

Wharf work will protect lake

The Village of Chase was able to obtain the permit required to carry out construction on the wharf; however a few minor stipulations were included.

While the village will not need to resort to the use of a barge to complete the work on the Memorial Park wharf, it does need to alter procedures to ensure the lake bottom and the body of water itself are not impacted.

The procedures include that any work to be done by a machine off the lake bottom where there is currently no water, must have rubber tires.

The other stipulation directed that the workers drive the crane out on wooden mats in the water as to ensure there would be no damage caused by the crane being in the water itself.

The work on the wharf continues to progress, with a new cap being installed on the boat ramp Tuesday.

It was noted at Tuesday’s council meeting that a pole will be installed in front of the wharf with the intention of keeping vehicles off.

Coun. Rick Berrigan said the fire department already gets called out for bikes which fall off the end of the wharf, and he highly doubts they want calls for vehicles that experience

the same fate.

The village had received some letters complaining about the messy state of the beach surrounding the area where construction is taking place.

Some noted the burning of scraps to be a problem, stating it would leave behind old nails and other sharp pieces of metal. The letters pointed out that the beach is highly populated in the summer, and such objects could cause harm if stepped on while hidden along the shore or the beach itself.

VLA burns in TNRD’s hands Does the Village of Chase have any control over what items get burned in the VLA Road area and the methods used to do so?

Coun. Steve Scott raised this question at Tuesday’s council meeting, noting the village provides fire prevention for the area.

The answer is “no,” according to Fire Chief Brent Chamberlain.

Though the fire department responds to any fires in the area, it is up to the Thompson-Nicola Regoinal District (TNRD) to regulate what people are able to burn, and specify how it’s done.

Chamberlain says it has been an issue in the past, and has been looked into; however, they have discovered the TNRD does not have any set guidelines regarding the matter, leaving their hands tied.

NOTES Drugs targeted

Chase RCMP Sgt. Gary Heebner provided council with an update on recent police activity in the area.

Along with roadside check stops and investigations into a number of breaks and enters, police have been assisting with fundraisers for the Chase Hamper Society.

The local officers have also been lending a hand to the youth action society, viewing it as a great initiative for youth in the area.

Heebner said raids on three separate residences back in November resulted in a number of arrests along with the seizure of drugs and weapons.

“Drugs continue to be an issue throughout the entire detachment

area,” says Heebner, adding police are currently working on warrants targeting some of this illegal trade.

The Chase jail cell is currently visited by two weekend prisoners.

While this is not much, Heebner said it does require extra guards to work the weekend.

Utility bills

Council announced the year’s first water utility bills will be issued today (Friday).

This will allow users in the area to get a first look at the recent price hikes. Council also discussed the possibility of changing bill distribution back to a twicea-year process, freeing up administration to invest their time in other projects. This possibility is still being looked into and no decision has

While it was unknown whether this offer was for all of council, or just Coun. David Lepsoe, the band’s liaison, it will provide an opportunity to discuss matters of mutual interest.

The invitation allows Chase council 15 to 30 minutes to speak at the start of each meeting, scheduled at the beginning of every month.

Lepsoe had requested this opportunity, seeing it as a means to develop a stronger friendship and improve communication between them.

He noted previous meetings with the band had been very much hit and miss.

Feds to assist with band renos Government support for renovations of two Adams Lake Indian Band community buildings was awarded April 5 by Okanagan-Shuswap MPColin Mayes from the Community Infrastructure Improvement Fund.

Mayes, who made the announcment on behalf of Lynne Yelich, Minister of State for Western Economic Diversification, expressed his approval of the improvements now set to occur.

“I am proud to see the Adams Lake Indian Band benefit from the Community Infrastructure Improvement Fund,” said Mayes. “This investment will help create economic growth and will support the prosperity of the community for years to come.”

The federal government’s investment of $11,650 will upgrade the band’s administration building and community resource centre with stained siding and a new roof. The facilities are located in the heart of the

community and the renovations will allow the band to continue providing important resources for elders, youth and other band members.

“Adams Lake Indian Band is grateful for this contribution from the Government of Canada, as well as for their continued support,” said Chief Nelson Leon. “Projects like this help build pride in our accomplishments, and ensure infrastructure facilities are available and accessible to our people.”

In Economic Action Plan 2012, the government announced further support to help communities across the country modernize their infrastructure. The government committed $150 million over two years for the fund. The fund supports projects that look to improve existing community infrastructure accessible for use by the public, such as community centres, recreational buildings, local arenas and other community facilities.

Obituaries

ANITA BOUMA It is with much grief and sadness that we announce the death of Anita Bouma at Kelowna General Hospital on April 1st 2013. She was a loving mother, a caring sister, consistent friend and a trusted colleague.

Born March 7th 1953 in Zoutkamp, Netherlands, she immigrated with her family to Canada at the age of 16. In 1975 she moved to Salmon Arm and began nursing at Shuswap Lake General Hospital shortly after. Over a career spanning more than 35 years, Anita took pride in her work and is remembered for her “warm, compassionate personality”. For so many people she will be remembered as the friendly face of the hospital and the woman who ensured patients and guests felt comfortable and kept the unit running smoothly.

She cultivated close, long-lasting friendships and was intentional in demonstrating her love.

Through times of joy and times of sadness she remained consistent to her friends. Her devotion, contentedness and empathy are qualities we adored and will always remember.

As a mother she was a source of inspiration, an ever-present guide and a role model. As a single mother she raised Marcel with selfless love, providing him with a safe and nurturing home. By her actions she demonstrated the importance of faith, humility, kindness, hard work and active living. She seized every opportunity to celebrate birthdays, holidays and other milestones and made it abundantly clear that she loved and was proud of her son.

Anita was the oldest surviving sister and has four siblings: Errit, Marga, Edith and Andrea. She valued family and connectedness and loved bringing everyone together. She was kind and forgiving toward her siblings and selfless when it came to caring for her parents. She deeply appreciated the support from her family and friends.

Anita lived an active life and would regularly walk for hours in the evening, particularly with her close friend Erica. She also enjoyed nature and had a passion for whale watching. In recent years she would camp on Malcolm Island, BC and could be found on the beach listening to the songs of the orcas.

We would like to invite you to join with us in celebrating Anita’s beautiful life at Broadview Evangelical Free Church (350-30th St NE, Salmon Arm BC) on Sunday April 14th 2013 at 2:00 p.m.

There will be a reception following the celebration.

In lieu of flowers or gifts donations can be made to the AREA Fund (www.areafund.ca) for asbestos research, education and advocacy or BC Heart & Stroke Foundation (www.heartandstroke.bc.ca).

ALLPORT: ALLAN AND FAY It is with heavy hearts and great sadness that we announce the sudden passing of Allan Arthur Allport, 70, and his wife Fay Dorothy Allport, 67, on March 31, and April 1 respectively, 2013. These two loving, creative, wonderful people will be missed by all who knew them. Allan was born in Tuberose, Saskatchewan, on July 2, 1942. He was an avid cyclist , hiker, swimmer, camper, wood worker and master craftsman.

Fay was born in Queensland, Australia on February 9th, 1946.

Fay was an amazing cook and baker and was highly active in her community; dancing, playing tennis, and volunteering. Allan and Fay met in New Zealand and were married in Saskatchewan, October of 1969. They had a talent for creating a home wherever they went and loved spending time with their children, grandchildren, family and friends. Together they found happiness paddling on nearby lakes. They are survived by their sons, Graham and Jeffrey Allport, daughters-in-law Megan Ross and Kara Uzelman, grandchildren Liam and Rory, and many, many other family members and friends around the world. There will be a celebration of life for Fay and Allan at the Leir House Cultural Centre , 220 Manor Park Ave in Penticton, on Saturday, April the 13th at 2:00. Del was born in Edmonton AB on August 20, 1935, and adopted by loving parents Gwendolyn & Leonard Lewis. She is survived by sister Trudy Lewis, sister-in-law Merle Lewis, and five children: Daniel, Dawn, Denise, Douglas, and Stephanie as well as 9 grandchildren and 15 great-grandchildren.

Del was an independent free spirit who loved learning, sharing, and serving her community. She also enjoyed her pets, crafts, Christmas, reading, canning, and especially listening to her scanner.

Del’s families and friends are invited to celebrate her life at the Canoe Senior Citizens hall (7330 – 49 Street NE) on Friday, April 12, at 4:30.

NORRIS, BARBARA ELIZABETH July 30, 1926 to March 29, 2013.

In loving memory of Barbara Elizabeth Norris (Nee Bowes) – July 30, 1926 to March 29, 2013.

It is with deep sadness we announce the death of our mother, Betty. After battling a lengthy illness, Betty passed away peacefully in the early morning hours of March 29, 2013.

Predeceased by Cliff, her husband of 58 years who died in 2009, she is survived by her youngest brother, Alan, and her four children, Jeannie, Ellie, Wayne and Gordon.

Born to Mabel and Arthur Bowes in Viking, Alberta, she was one of six children including a sister Audrey, and brothers, Jim, Arthur, Jack, and Alan. The family moved to Richmond, B.C when she was 10 years old.

At the age of 23 she and Cliff married, and shortly after moved to Kamloops, B.C. Cliff established a successful machinist business there. Raising four children, they remained in Kamloops until retiring to Sorrento, B.C. in 1975. They relocated to Parkside Estates in nearby Chase, B.C. in 2006. Since Cliff’s passing in 2009, Betty had remained at Parkside, living independently, until her own death.

Mom enjoyed socializing, made friends easily, and had a wide circle of friends, some known for many years, others for only a few, and some perhaps just a little while. Although many are no longer with us, all had been most precious to her. Friendship was one of the things she valued most of all.

Please join us on Saturday, April 13, 2013 at 11am for a memorial service in her honor, to be held at St. Andrew’s Church, 845 Thompson Avenue, Chase B.C. In lieu of flowers, we know mom would be pleased if donations were made to the nearest Food Bank.

We miss you so much, mom. Rest in peace.

HARDEN, MARIE-ALIDA “DENISE” Denise Harden, beloved wife of Don Harden passed away on March 10th, 2013 at the age of 54 years at Salmon Arm, BC. Denise was born Nov. 5th, 1958 in Sherbrooke, Quebec.

In May 1996 Don and Denise moved to Salmon Arm. Denise worked at Canadian Tire for the last 12 years and you may remember her for her outgoing and happy personality.

She will be dearly missed by Don, her only son Eric Smith and three step daughters Donna, Susan and Kathy Harden, as well as her large family of brothers and sisters.

DONALD NELS NELSON SEPT 24, 1929 - APRIL 5, 2013 Born in Moose Jaw, Saskatchewan, Don passed away peacefully at Bastion Place, Salmon Arm, BC. Predeceased by both parents, son Robert, and brother Conrad.

Don started working for CP Telecommunications as a telegraph messenger at the age of 13, which led to a career which spanned 43 years.

Dad was a passionate collector of music and postage stamps and will always be remembered by friends and family as a cheerful gentleman with an infectious laugh, and was considered as a ‘second father’ to many. Dad left us to go see the greatest jazz band ever assembled and to share the wonder of those sounds with the son he has missed so dearly.

Don and Marg have enjoyed many wonderful years in Sorrento on the beautiful Shuswap Lake.

He is survived by his loving wife, Margaret, sons Don (Sandy), Rick (Michelle), Chris (Nicole), grandchildren Kyla, Dana, Richard, Steven, Randi, Andrew and Christine. Great grandchildren Finn, Calen, Maggie and Jackson. Also survived by loving nieces and nephews.
