A

n updated and improved space at the Saanich Peninsula Hospital is being named for a great supporter of the medical facility.

On Thursday, Oct. 2, the Trevor Deeley PostAnaesthesia Care Unit will be officially opened with a special ceremony with representatives from the hospital, Saanich Peninsula Hospital Foundation, Vancouver Island Health Authority (Island Health) and the Capital Regional Hospital District.

Karen Morgan, executive director of the SPHF, says the opening day marks the official conclusion of their fund-raising campaign for the room.

In all, the Foundation raised $2.1 million — the lion’s share of the $3.4 million project.

The rest came from VIHA ($966.000) and the CRHD ($414,000).

Morgan said a new OR was completed in 2012 to the tune of $6.8 million — of which the SPHF raised $5.2 million.

The new space will be used by staff to bring in patients awaiting surgery and get them ready for their procedure.

It’s also the room

where they will come after their operation.

Morgan said the renovation of the space brings it up to current infection control standards and provides a proper nurses’ station.

She added she is pleased with the work, overseen by Canpro, adding that the project is on time and slightly under budget.

On Oct. 2 and again at an open house Oct. 4,

supporters of the project will get to see the inside of the room — their only opportunity, she said, noting that as of Oct. 6 the only way anyone will see inside is if they are a patient.

Morgan added the next campaign for the Foundation will be to raise money for a new sterilization room adjacent to the operating theatre.

She said they want

to build the room to meet current infection control standards and to increase hospital efficiencies.

Morgan said the current sterilization room was state of the art in the 1970s and has been upgraded over the years to meet standards.

A new space, she continued, will continue that effort.

On Oct. 18, the Foun-

dation holds it annual Gala Evening, kicking off its next major fundraising campaign.

Morgan said the 2014 campaign to raise money for a new CT scanner is almost complete and it’s expected they will be able to purchase the unit soon for planned installation in early 2015.

The SPH’s new Post-Anaesthesia Care Unit is named for the late Trevor Deeley.

Deeley was the Canadian distributor for Harley Davidson Motorcycles, a role he took on in the 1950s after retiring from motorcycle racing. Born in Vancouver in 1920, his family had owned a Harley Davidson dealership since 1918.

He began racing throughout North America in 1939 and would be inducted into the B.C. Sports Hall of Fame and the Canadian Motorsports Hall of Fame. Deeley died March 28, 2002.

Saanich Peninsula Hospital Foundation Executive Director Karen Morgan says Deeley was a strong supporter of the hospital.

‘He was a longtime supporter of the Foundation as well, very generous and a great character.”

When he died, she said, he left a generous bequest to the Foundation and the B.C. Cancer Society.

Red Cross simulating disaster in Sidney Devon MacKenzie News staff

The Canadian Red Cross Health Emergency Response Unit (ERU) training has been brought to B.C. for the first time and it’s been set up in Sidney.

“Sidney and the Mary Winspear Centre seemed to be ideal place to set this up,” explained Director of Emergencies and Recovery for the Red Cross, Hossam Elsharkawi.

“It’s near an airport and has the appropriate facilities, so it made sense.”

The Red Cross ERU is a standardized package of both trained personnel and modules of equipment that are ready to be deployed within 24 – 48 hours to areas hit by a catastrophic disaster. It was set up through the week behind the Winspear Centre and simulations will run until the end of day today (Friday), said Elsharkawi.

“We have a core team here of doctors, nurses, technicians, administrators, social workers and more,” he explained.

“There are 40 people here participating in the training, 10 of which have traveled here from other countries like Colombia and Mexico to participate in this.”

The simulation is held annually, usually near the Toronto Pearson Internation Airport, and serves to give hands on disaster training to members of the Red Cross.

“It’s the first time we’ve left Ontario,” said Elsharkawi, adding that the reason for

coming to B.C. stems from a new agreement between the B.C. government and the Red Cross.

The province of B.C. and the Red Cross formalized a partnership in 2012 — the first of its kind in Canada — to help ensure timely and effective deployment

of national or international ERUs as temporary resources to assist B.C. in times of a catastrophic disaster.

“The aim of the simulation is to increase the level of preparedness.

With this type of work there’s really no substitute for the hands on training,” he said.

The simulation centred around a massive earthquake scenario.

“Mass casualties are simulated, as well as issues with electricity and power, infrastructure engineering and so on,” Elsharkawi said.

The memorandum of agreement the Red Cross has with the province is unique, Elsharkawi said.

“Other provinces are definitely watching closely.”

Municipalities get no love

M

ayors and councillors didn’t get much in the way of joy or love from the provincial government last week during the Union of B.C. Municipalities annual conference.

A resolution was passed unanimously by UBCM delegates asking the government to rescind recent B.C. Ferries fare hikes and service cuts.

Minutes after the resolution passed, Transportation Minister Todd Stone kiboshed the idea.

“That’s not going to happen,” he told a reporter.

The UBCM was asking for a rollback in fares to 2013 rates. They were too high then, as well.

The motion put forward by UBCM delegates came on the heels of a report suggesting B.C. has missed out on more than $2 billion in economic activity over the past decade because of rising fares. Stone labelled the report “irresponsible” and “unsubstantiated.”

When he wasn’t keeping the socialist hordes away from the gates of British Columbia, Premier W.A.C. Bennett essentially created B.C. Ferries in the late 1950s.

A strike by employees of the private Black Ball Line was the impetus for Bennett’s plan to create a government-owned ferry service.

Bennett saw it as an extension of the highway system. Say that now and watch both federal and provincial politicians run for the hills.

Back at the UBCM last week, delegates passed an emergency motion related to the sharing of tax revenue by the province.

This is mostly about infrastructure upgrades and the increasing difficulty municipalities have funding projects.

The emergency motion was thought to be required because the provincial government has ignored, for 12 months, a report detailing a partnership proposal between the province and municipalities.

No word, no love, from the province on this one, either. Premier Christy Clark didn’t bring any either when she addressed the UBCM on Friday.

Makes one wonder just how seriously the provincial government takes the UBCM.

Understand history of Seaport East With reference to your interview with mayoral candidate Don Amos (Amos seeks return, PNR, Sept. 5) there is mention of Mr. Amos’ presentation to council last March.

At that meeting, Mr. Amos pleaded with council to keep its waterfront property (Seaport East) and not sell or exchange it and, in doing, find a higher purpose for this valuable land. In a PNR piece on March 26, a direct quote from Mr. Amos is highlighted, “Previous councils did not sell its waterfront properties, they leased it out preserving ownership for future generations.”

His statement is interesting as in 1999 there was a development proposal involving the Town and the then leaseholder of Seaport East, Sidney Pier Holdings (SPH).

The council of the day, under the leadership of Mayor Amos, did indeed approve a land exchange/ purchase agreement whereby the Town was transferring ownership rights of a significant portion of the Seaport East leasehold lands to SPH in exchange for the Town receiving freehold title to land on the west side of Seaport East.

The Town’s land, prime waterfront, was approximately two times larger that SPH’s parcel. The parties agreed the Town would receive a lump sum of $360,000 from SPH because of the vast difference in size between the parcels.

The development proposal entailed SPH constructing and owning a three-level commercial/ office development. The Town, in turn, was to develop its land into an above-grade parking structure.

While the Town did approve the development, the arrangement did not proceed.

While I certainly appreciate

the comments and perspective provided by Mr. Amos, I think it’s equally important to fully understand the history and complexities of this waterfront site.

Don’t blame the most vulnerable Re: Ministry Caused Problems in the Classroom, PNR, Sept. 19.

I am a retired teacher as is the writer. I also happen to have a child with a developmental disability and she was included throughout her school career.

Thank goodness that inclusion happened during her education.

She learned how to behave and speak from her peers and expectations were higher.

Her peers in turn learned tolerance of people with diversities, something which the letter-writer seems to have missed.

The ministry had very little to do with the inclusion of students with differences.

Individual school boards decided on placements and some were more backward than others.

I can attest to this as we were in five different districts during her time, and some districts were more forward-looking than others.

My daughter went on to modified courses at university for four years and took Education and Wellness.

She taught upcoming teachers by her presence and participation in class.

She now has a job. Most students “graduating” from segregated classes don’t.

She is a loyal employee and corrects the mistakes more short term non-disabled employees make.

Please don’t blame the most vulnerable of our society for the demands of the BCTF for class size and composition.

We are past the debate of whether disabled children belong in our society.

SODC should stand on its own two feet Like most I support the Shaw Ocean Discovery Centre. However, what is being lost in the discussion is management’s business plan.

With over 40 years running businesses I am very familiar with developing yearly business plans, projections, cash flow statements etc. It’s clear that all concerned knew that Sidney had agreed to financially support the center for the first five years at which point I assume it was felt the centre would be able to support itself financially.

What happened?

Management’s job is to execute the yearly plans as outlined and when there are discrepancies, to modify and develop new plans to achieve the desired financial goals.

If management is unable to achieve what has been agreed upon by all concerned then it’s time to make changes.

Giving the Centre more temporary support will not provide a permanent solution. We should be asking, if you failed to achieve your financial goals in the first five years why should we believe the next five will be any different?

What’s the plan, who’s monitoring the results, and who’s being held responsible?

The interest rate conundrum

Degree and timing of softening of real estate market cannot be predicted

F

or several years now, the Bank of Canada, the federal Minister of Finance and most pundits have been warning Canadians to beware inevitable and imminent interest rate increases – only to be proven wrong.

If anything, rates have actually declined throughout this period.

Just this past month, the Bank of Montreal repeated its offer of earlier this year, in announcing a limitedtime 2.99% offer on 5-year fixed mortgage rates.

At that rate, a qualifying borrower could carry a $300,000 mortgage for less than $1,000/month – clearly less than most rental costs.

Without a doubt, this continuing stretch of record-low interest rates has attracted the interest of first-time buyers who, despite high prices, can now afford at least a starter

This inflow of firsttime buyers always stimulates sales even in higher priced homes, as more established homeowners, also helped by the low rates, decide to upgrade their residences.

Greater Victoria real estate continues to benefit from these low interest rates, with not only a 10% increase in home sale numbers over the past 12 months, but also a slight price increase of approximately 1% on single-family dwellings.

As can be expected in the lower price ranges where first-time buyers predominate, strata properties’ prices have increased by a more robust 2.5%.

Greater Victoria’s real estate clearly remains in a balanced state, where it has rested for much of 2014.

This is the healthiest state for both buyer and seller, with good availability, and reasonably quick turnover of well-priced homes.

The real question now, is how long this balance can be preserved, before turning once again, as interest rates eventually do rise, to a buyers’ market.

With neither U.S. nor Canadian inflation levels currently looming as a problem, with both economies still operating well below optimum capacity, there seems to be minimal upward pressure on interest rates.

Hence, we could see low interest rates continuing well into 2015.

Once the U.S. economy returns to its full pre-2008/09 potential, so will inflation pressures, thus causing interest rates in both countries to increase.

Canada is always directly affected by the economic fortunes of the U.S. - it is our largest trading partner.

Hence, it is inevitable that our rates will not escape the upward trend.

When interest rates go up, real estate markets always soften.

The degree of impact is directly related to the speed and magnitude of increases.

If we are fortunate when rates rise, they will do so very slowly, over several years,

avoiding a shock wave on the real estate market.

That is the best we can hope for.

There is no question that Canada’s real estate nationally, as well as ours locally, will react negatively to future interest rate increases.

It is only the degree and timing of the softening which cannot be predicted.

Current Central Saanich councillor Zeb King announced this week he will seek re-election for a fourth term in the November election.

King, who was first elected to council in 2002, said if he’s elected his main focus will be on taxes and municipal finances. “[Should I be elected for a] fourth term, I am committed to keeping taxes low, reducing municipal debt and increasing savings,” said King in a press release.

“I will support balanced development that respects our longterm community plans while protecting agriculture and food security. And I will continue to work to build positive relationships between council and

Each of the area’s Save-on-Foods stores – Westside Village, Saanich, Tillicum, Fort & Foul Bay, University Heights and Sidney – had whittled numerous entries down to just 10 finalists. Those lucky few arrived at their local store for the 11 a.m. finale, each with a key they hoped would be the one to open the car, says Ted Pigeon, manager of the Westside Village location.

Save-on-Foods had run a similar promotion on the Mainland and local managers were keen to try the promotion here in Victoria, with support from partner Jim Pattison Metro Toyota Victoria, Pigeon notes. “It was really neat,” he says, pointing to the excitement that quickly built at his own store as the right key wasn’t discovered until their eighth of 10 contestants.

Stelly’s grad awarded $5,000 Coast Capital scholarship CENTRAL SAANICH — Coast Capital Savings has awarded $145,000 to 35 deserving students in B.C. communities, including Stelly’s Secondary School graduate Melissa Lyon, through the Coast Capital Savings Education Awards program.

Lyon received one of the credit union’s Standing Tall Awards valued at $5,000 in recognition of her dedication to the pursuit of a career as a teacher, despite living with cerebral palsy and epilepsy since birth.

Lyon is currently attending the University Transfer Program at Camosun College with the goal of transferring into the University of Victoria Elementary Education Program.

The funds from Coast Capital will support her post-secondary education expenses.

Carving through the canyons outside of L.A. was a treat, the platform is very forgiving and there is no longer any unstable mid-corner surprises found in the older cars, just a very sure-footed modern car.

Verdict 50 years is a long time to continually produce a single car model. What comes out of this is a cumulative result that is

hard to beat. The engineers have done a great job of bringing the suspension into the modern world and the new EcoBoost engine will be very popular, once people try it. The old-school buyers will be attracted to the meaty V8 but often, sensible decisions prevail and the EcoBoost is a solid experience. The styling is stunning, inside and out. To be blunt, this car will be a homerun for Ford.

There are two things I’d like to see improved. The seat back has no electric actuation, which means getting the right spot is hard to achieve. The second is the suspension in the GT can be a bit bouncy over city conditions but settles right down at highway speeds – pretty minor stuff for an all-new car.

Driving down the road you see quite a variety of work vehicles, cube vans, flat decks, service trucks and pickups to name but a few.

The days of the traditional van have gone except for a few that have seen more than a little action in their lives! Consumers looking for a work van now want more headroom in the back to carry out products to the job site or perhaps use as a portable office or shop.

Enter the European vans.

The Sprinter van is a classic example. It started with just a few driving our streets and now it’s the template for what other vans to aspire to be. The 2015 Ford Transit is new to us but has been around for many years in Europe; a big success there and it will likely prove to be a huge success here.

around some downed cones without braking, until we straightened the wheels again, that was.

Then it was on to the slalom course, where we were timed driving a bright yellow Porsche Cayman around a snakelike course.

Up second, I tooled around the now sun-dried course in about 31 seconds. Not bad, I thought.

But as this group of enthusiasts gained knowledge from those who went before them, the times dropped steadily.

Red Barn Market co-owner Ashley Bourque, looking at home in the Porsche, made it around in a field-best 26 seconds and change, but dumped a cone for a threesecond penalty. In the end, the final driver – my partner John – ran a clean run in just over 27 seconds to take the unofficial title.

To wind up this amazing day where the smiles spanned as wide as the homestretch, teams picked their cars for two 18-lap circuits around the speedway road course.

I chose the only manual transmission car in the field, a Volkswagen Golf GTI turbo. The VW proved nimble and fun to drive, if a bit underpowered compared to the rest of these sports cars.

Someone wanted to try out the five-speed for the second goround, so John and I jumped into a Mercedes C-class coupe to growl around the rest of the way.

Afterward, John summed up his experience: “I was a little nervous

“The handling and the braking ability of all these new cars, and the traction control, was really eye-opening. It gave me a little more awareness of the capability of these cars and what you can do without losing control.”

Pedersen said having a controlled facility that allows drivers to exercise some of the capabilities of the cars makes it a fun and educational day.

“The advanced traction control system, stability control system and ABS programs, most of us don’t use those on a daily basis.

This gives us an opportunity to feel those. We can talk about them

all day long in the showroom, but it’s a different experience when you get to actually push them and activate some of these things.”

Hildebrandt enjoys seeing people’s reactions when they realize what they can do when they get behind the wheel of a high-performance automobile.

“For us it’s really a pleasure to do this driving event and to see at the end everybody leaving with big smiles,” he said, “and asking ‘What’s the next event? Can we do this again?’”

Member of Parliament for SaanichGulf Islands and the Canadian Green Party Leader, Elizabeth May, will be reading from and signing her latest book, Who We Are: Reflections on My Life and Canada this weekend at the Mary Winspear Centre in Sidney.

May’s newest book, which she calls a combination of a memoir and manifesto, was released earlier this month, and the event on Saturday, Oct. 4 at 1 p.m. will be the first time she will publicly read from it.

“The event has been sponsored and organized by Tanner’s Books who have done a wonderful job,” May said.

“During the event I’ll be doing a few readings from the book and answering questions.

I’m really looking forward to it.”

May said when she published her latest book, she knew the release had to be in Sidney.

“We’re launching in Sidney, of course, because Sidney is booktown,” she said, smiling.

Trevor has been working as a dentist for the last 3 years in Denver, Colorado. He is excited to bring his expertise to our Sidney Clinic.

Popular Canadian country musician George Canyon and his band will play the Charlie White Theatre this month.

Canyon’s new album Decade of Hits will highlight the show, which will be complimented with Canyon’s personal retrospect of the last 25 years.

The show in Sidney is only one stop along Canyon’s coastto-coast, 29-show Canadian tour.

“I’m looking forward to singing favourites from this tremendous decade,” said Canyon.

A special guest alongside Canyon will be 18-year-old country musician Jordan McIntosh, who has been traveling with Canyon through the tour.

“It’s been incredible touring with George Canyon,” said McIntosh.

ome owners, buyers and even sellers all benefit from a home inspection.

An inspection can alert any of the above to unexpected expenses whether purchasing or selling a home.

“Houses have an economic lifespan,” said Tony Braid of All-Points Home Inspection.

“We’re looking for early symptoms, maintenance, changes that need to be made.”

What they look for depends on the age of the home, but all home inspections run on a common theme.

“If something’s wrong with the house, it’s going to start to display after a while,” said Braid.

He looks for untoward shifting, all houses shift, but how and how much is what Braid looks for.

Older home feature only wood, which soaks up, then expels water throughout the seasons, but more modern stucco and plaster aren’t capable of that expansion and contraction.

“Even if a house is really well built, if it’s not maintained it won’t matter,” Braid said.

And every house is different regardless of age.

Braid starts with the roof, in search of “any signs of maintenance being deferred.”

Things on the roof include moss or bird damage. If there are signs of severe wear, the attic and other spaces below are next in the search for “moisture intrusion.”

A home inspection prior to buying or selling a home, especially an older one, can help save money and headaches later on.

“Which in this climate is the biggest ager of houses,” Braid added.

While many modern tools are at their disposal, from thermal cameras to a simple water meter, Braid prefers the equipment nature provides, and that he has honed in the last 14 years.

“What I rely on most is my eyes and sense of smell. Those are pretty good tools,” Braid said.

He also relies on a good sense of communication, keeping people in touch with what’s really going on in their home.

“You don’t want to put people off their dreams unnecessarily,” he said.

“I have to tell them about damage, but have to put it in context.”

For example, early in his career, deck repair requirements chased

off one set of potential homeowners, while the next week after inspecting the same home, the new potential purchaser assessed what he was saying, and opted to do his own repairs.

Richard Wong worked as a policy analyst for the Ministry of Environment for 25 years, and now he draws inspiration for his paintings from nature and wildlife.

Wong, 60, from Sidney, along with three other artists from Greater Victoria, will be featured at Goward House in Saanich as part of the Inspired by Nature exhibit.

“All four of us are nature inspired, [but] we use different mediums and techniques,” said Wong.

“It’s just a natural fit.”

Wong uses Chinese brushes and watercolour paints to paint wildlife on dry masa paper.

Having spent much of his life busy working in government and raising a family, Wong said he hadn’t had the chance to explore his creative side until after retirement.

His wife bought him a watercolour paint set for Christmas in 2010, because he decided he should try

something new.

“I have no idea why art came into my mind,” he said.

“I had no experience prior to that, no interest in art.”

Wong took some lessons and started entering art shows, despite being nervous.

He even taught his own workshops, showing others how he uses his brushes with the watercolour paint.

Wong’s art has now been seen around the world, thanks to a six-week artistin-residence opportunity this past summer in Cairns, Australia through the Sidney Sister Cities Association.

The residency was at the Tanks Art Centre and featured 12 paintings of endangered species (flora and fauna) from Vancouver Island.

While he was there, Wong painted a series on Australia’s endangered species.

“Before, I was just painting for myself for fun,” said Wong.

“Ever since I got back from Australia where I painted

the topic endangered species, I had a greater purpose.

“It’s great to be able to use your art and capture the endangered species theme and spread awareness at the same time.”

Having only started painting a few years ago, Wong already considers it his second career.

“Life does not end after you retire,” said Wong.

“After you retire, the main thing is to find something that you are interested in and just go ahead and do it and enjoy it.”

Wong said he will continue to paint for as long as he enjoys it.

“It just seems to be getting better and better,” he said.

The Inspired by Nature art show at Goward House (2495 Arbutus Rd. in Saanich) runs until Oct. 29.
