The Victoria Police Department is now the sole respondent in a human rights complaint filed by VicPD Const.

Jamie Pearce in 2013 for restricting his public communications as a member of the U.S.-based organization LEAP, Law Enforcement Against Prohibition. bunal dismissed Graham and Pearce from Bratzer’s complaint on Dec. 16.

In his complaint, Bratzer said he was restricted from participating in a harm reduction forum at Victoria City Hall in 2010 by Graham, and was told

by Graham and Pearce to seek approval before speaking publicly on matters that contradict the police board policy positions.

Tribunal member Robert Blasina said the tribunal decided to dismiss Graham and Pearce from the complaint because it would neither benefit Bratzer according to the Code, nor further the purposes of the code.

“The allegations against Chief Graham and Insp. Pearce, if proven, do not indicate a level of individual culpability that would justify their inclusion as individual respondents,” wrote

However, Blasina also wrote, “There is no dispute that VicPD, Chief Graham and Insp. Pearce have sought to restrict, and have restricted Const. Bratzer’s activity as a member of LEAP, and that VicPD continues to restrict his activity.”

Blasina added, “That [Bratzer] expresses his beliefs outside of working hours, does not unequivocally excuse him from the scrutiny of his employer. I find that Chief Graham and Const. Pearce were acting within the scope of their managerial authority on behalf of the VicPd.” Graham is now retired and Pearce no longer supervises Bratzer.

School support staff ratify new contract All districts and unions representing education support staff – including those in Victoria – that signed on under the provincial framework agreement negotiated this summer now have ratified agreements in place.

This means more than 33,000 support staff workers – or approximately 97 per cent of the total support staff workers in B.C. – have fully ratified agreements in place. Teamsters Local 31, the only local who opted not to sign on to the provincial framework agreement, has not yet reached an agreement with School District 34 (Abbotsford).

The term of the new agreement for each district is from July 1, 2014, to June 30, 2019. It provides for a modest 5.5% wage increase over the five years. editor@vicnews.com

In 1916, region paralyzed when more than four feet of snow fell

We don’t normally associate major snowfalls with the mild, maritime climate in our part of the world. Snow is more or less a novelty that quickly turns into a nuisance.

But Greater Victoria has experienced three major snowfalls that rival those in any other part of Canada.

The first of the “big three” arrived in February 1916 (the others took place in 1923 and 1996) after what had been an unusually cold January.

During the first three days of the month close to four feet of snow blanketed the area, with strong winds piling it higher and higher until some drifts reached the 10-foot mark.

The snow event soon paralyzed the region and virtually everything ground to a halt including streetcars.

The City of Victoria hired 150 men to dig out the streets, paying an enticing 40 cents

an hour – unfortunately they could only find a hundred snow shovels.

Fortunately, the area was full of soldiers preparing to go overseas to fight in the First World War. Hundreds were pressed into service to assist the local citizenry and to clear the streets and sidewalks by any means possible.

The B.C. Electric Company, operators of the regional streetcar system, was so thankful for the help of the soldiers that all men in uniform rode for free for a month.

In Esquimalt, the Daily Colonist reported that Esquimalt Road was covered to a uniform depth of two feet and that weary passers-by used stranded streetcars as rest stops. Supplies, particularly coal and food grew scarce and some residents resorted to felling and cutting up trees for fuel. Some even destroyed

fences for firewood.

School children remained at home as they could not make their way to Lampson Street School through drifts of several feet.

Town Hall was closed while the mail from Victoria arrived in Esquimalt Harbour via the steamer Galiano, then was taken to the local Post Office where residents could call for it.

Once the worst of the snowfall was over, B.C. Electric began delivering supplies to the more isolated parts of the municipality by using a snow plow-equipped locomotive pulling a flatcar.

By Feb. 11, life was more or less back to normal.

Miraculously, no deaths or serious injuries were ascribed to the storm.

First-time councillor eyes mayor’s job JANUARY

Jan. 8 – First-time city councillor Lisa Helps declared she would be running for mayor in the November civic election.

“We need genuine, roundtable discussion, people sitting together and coming up with ideas right at the beginning,” she said.

The city’s “risk-averse” mindset is also something that needs to change rather than deferring every decision to the city’s legal department, she said. Helps was also critical of the expanding “gate-keeper” role of Victoria’s communication department and said staff need to be free to discuss projects with both media and the public.

“We’ve got amazing, competent, expert staff in all our departments, and I think it would be beneficial to have those staff speak for themselves and not have everything filtered through communications,” she said. nnn Jan. 15 – Esquimalt residents and council are set to mull over the latest proposal for a wastewater treatment plant at McLoughlin

“We’ve seen it all along the Saanich Inlet, we’ve seen it around the Gulf Islands, it started in Howe Sound,” said marine biologist Paula Romagosa, curator of Sidney’s Shaw Ocean Discovery Centre. “It’s quite serious. Nothing like this has been seen before, not to this extent.”

She said if they could not figure out what was wiping out about 30 per cent of the coast’s observable starfish, then there was no way to control it – or know if it’ll affect our food sources like fish.

“Most seastars are top predators so this will affect everything in the food chain below them. All populations that depend on the sea stars as a control system will start going unchecked,” said Romagosa.

Errant faxes frustrating MARCH March 7 – The number of public sector jobs is declining faster than growth in the private sector, which resulted in Greater Victoria producing negative growth of 0.2 per cent in 2013. The local economy is expected to increase by 1.8 per cent this year.

“We have a lot of private sector companies that are growing, [but] the job creation numbers in the private sector are not quite enough to offset the declining numbers in the public service,” said Dallas Gislason, speaking at Chemistry Consulting’s annual economic outlook breakfast.

Last year, the region’s economy produced more than $15 billion, and Greater Victoria has seen 10 per cent growth since 2007.

Victoria Mayor Dean Fortin said he’s pushed for a balance of investment, fair taxation and international partnerships to help the economy – and create jobs. nnn March 12 – A Victoria man is fed up after receiving at least 200 faxes that contain private patient information to his personal fax machine.

“There will be no job action tomorrow; there will be no job action next week,” said B.C. Teachers’s Federation president Jim Iker after the results were

tabulated. “It will depend entirely on what is happening at the negotiating table and whether or not the government and the employers’ association are prepared to be fair and reasonable.”

After a year of bargaining sessions with an expired contract, the BCTF still has not presented a specific wage and benefit demand. nnn March 14 – Victoria Coun.

Lisa Helps is launching an online voter engagement campaign ahead of next fall’s election.

Helps’ website, votepledge2014.ca, aims to engage the 73 per cent of eligible Victoria residents – many of those younger voters – who failed to cast a ballot in the 2011 municipal election. nnn March 28 – Victoria AIDS Resource & Community Service Society (VARCS) is permanently closing its doors March 31, thanks to a new harm reduction model by the region’s health authority.

Since 1991, VARCS has provided respite and community support services to people living with HIV/AIDS through contract funding from Island Health. Last year, VARCS received $165,000 for its work, which includes a regionwide needle exchange program.

INSOMNIA Insomnia or trouble sleeping is very common. About 30% to 40% of adults will experience insomnia in any given year.

There are different types of insomnia. Some people have trouble falling asleep while others have trouble staying asleep or waking up too early. Also, sleep problems can be short-term, lasting a few days or weeks, or chronic, lasting for several months or more.

Celebrate with care The warmth of the holiday continues to cast a warm glow as last night we gave a good Christmas cheer and now look forward to the new year.

And as we marvel at all the holidays lights and sounds, there’s another series of lights we see this time of year that don’t carry such a happy message.

The flashing lights of police cars and emergency vehicles serve as an unfortunate reminder that all too many holiday celebrations end in tragedy.

Police in Victoria and across the province are in the midst of their annual Christmas CounterAttack campaigns, targeting impaired drivers in an effort to keep the roads safe.

The consequences of a single bad choice can haunt you for the rest of your life.

And those bad choices add up to thousands of injuries dozens of deaths each year as a result of alcohol-related crashes in B.C. The good news is the numbers are decreasing, with the number of fatalities down significantly from just a few years ago.

But there is no acceptable level of carnage on B.C. roads.

Each and every one of those crashes represents a tragedy for someone’s family, and the saddest part is that they could all have been easily avoided.

So when you’re celebrating the season, make sure those celebrations include planning for a safe ride home. Arrange for a designated driver, call a taxi, plan to stay over with friends.

Think of the victims, think of the potential consequences, think of what you would have to tell your family — just please think, and let us all enjoy a safe and happy holiday season.

There’s help for children with anxiety David Smith Guest comment

Everyone has times of feeling anxious, scared or fearful. In fact, without our body’s innate ability to sense and respond to pending danger, we would never have survived as humans.

These days, however, anxiety disorders are like a car alarm repeatedly sounding when there is no real threat. Anxiety disorders are the most common mental health concern for children in B.C., affecting an estimated four per cent of all children, impacting their dayto-day life, their friendships, their school performance, their physical health and their sense of well-being.

My colleagues and I in the mental health field are concerned that in this modern, fast-paced, wired world, anxiety disorders in children are greatly increasing.

We are seeing more children than ever before who are constrained and made miserable by their fears when they should be feeling safe, secure, confident and happy.

Anxious feelings include a rapid heartbeat, difficulty catching one’s breath, a sense of doom, sweaty palms, an upset stomach or stomach ache, even nausea and vomiting. Focusing on the feelings can cause them to intensify, a vicious cycle.

Anxious symptoms become a true anxiety disorder when the anxiety leads to avoidance of the situation that is causing the anxiety and causes significant physical distress and disruption of daily life and functioning. An unresolved anxiety disorder can often lead to depression or substance use problems in future years.

Anxiety, however, exists on a spectrum. A certain amount of anxiety is normal and beneficial.

It keeps our children safe and conscientious; it motivates them to perform well. Children who tend to be anxious are often model students: high achieving, diligent, analytical, sensitive, alert, creative and imaginative.

Too little anxiety and a child or teenager may take foolish risks or lack motivation to succeed. But

too much anxiety and children become so paralyzed by fear that they may be unable to leave their parent’s side, leave the house, go to school, make friends or participate in normal life.

The good news is that anxiety can be very successfully managed or treated when required. Regular exercise and reliable routines in children are often all it takes to quell mild cases.

Mild and moderate anxiety is very responsive to Cognitive Behavioural Therapy (CBT), which is a process of addressing the unhelpful thoughts and actions that underlie anxiety.

Thought stopping, talking back to negative thoughts, not believing everything you think, relaxation techniques like calming breathing, mindfulness meditation, and gradual safe exposure to the things you fear are all examples of types of CBT. All children – and adults, too – could benefit from learning simple CBT techniques to turn off their body alarms that are sounding unnecessarily. In more

long term or severe cases of anxiety – such as panic disorders, post traumatic sress disorder, obsessive-compulsive disorder – treatment may include a period of anti-anxiety medication in addition to teaching the child ageappropriate CBT techniques, an approach called “pills plus skills.”

If you are worried about your child or teenager’s anxiety, there are many places to get help. Many online resources as well as books, some written for specific age groups, are available to give in depth information about anxiety and step-bystep instructions for specific CBT techniques. For parents of children and youth, the FORCE Society, in partnership with MCFD’s FRIENDS Program, offers an online parent program for parents of children ages 4-13 years. Anxiety BC (anxietybc.ca) is another great site and offers detailed pages for adults and youth.

Township arts council launched in Esquimalt APRIL April 2 – Esquimalt’s Township Community Arts Council formed just over a month ago after the township’s arts, culture and special events advisory committee was disbanded by council. The arts council has announced three major projects for 2014.

“We’re trying to promote local arts, local culture and be a cornerstone for a healthy and vibrant community,” said arts council president Morlene Tomlinson.

The non-profit arts council has seven directors and more than 20 members.

“We [the arts council] believe that all this good work can be enhanced and augmented by engaging the community using its own arts council as a vehicle,” said Tomlinson. “What will result is a greater sense of people’s connection to their community.” nnn April 11 – Esquimalt council was met with a standing ovation when it not only rejected – but unanimously slammed the door on future proposals – for a sewage treatment plant on its shoreline.

now has the authority to intervene and force rezoning at McLoughlin Point.

“The reaction to Esquimalt saying, ‘We don’t want the plant at all,’ has changed the transaction. It’s shut down some options and really limited the ways we can move forward,” said Geoff Young, chair of the CRD’s core area liquid waste management committee.

Council’s unanimous opposition to the rezoning package is simply the result of elected officials doing their job, said Mayor Barb Desjardins.

“When you get a standing ovation after you take your vote, you’ve obviously met the public’s needs,” Desjardins said. nnn April 11 – The contractor of the new Johnson Street Bridge says it needs more money and another six months to complete the project, but Victoria’s mayor is still confident there won’t be cost overruns.

The city received a change of order request from PCL Constructors Westcoast Inc (PCL) last month seeking a $7.9 million addition to the $92.8 million contract, and a 5.5month extension to the timeline for bridge completion.

“Both our staff and the design group (MMM Group Limited) will look at this request for merit, but in the end, it has to be within the fixed price contract,” said Mayor Dean Fortin. “We have full expectation that they can and will manage the project within those parameters.”

Victoria has a fixed-price contract with PCL for the bridge with the exception of steel quantity. PCL contends its change order request was necessitated by a delay on design delivery, according to a staff report. nnn April 23 – A policing framework agreement between Victoria and Esquimalt is finally in place after 18 months of negotiations.

Esquimalt will receive a dedicated division of 25 VicPD officers and Mayor Barb Desjardins will receive co-chair status on the VictoriaEsquimalt Police Board, a key recommendation of a 2012 mediator’s report funded by the province.

The new agreement allows both municipalities to opt in and out of “optional resources” with board approval.

New manager changing culture at Victoria City Hall May May 14 – As city manager at the City of Victoria, Jason Johnson has spent the last three months shepherding a bureaucracy of nearly 1,000 staff – including 50 managers – in 10 different departments.

In a short period of time, Johnson has already begun to demand more collaboration and planning between city departments.

“Jason insists on a highly performing staff and high performing managers,” said West Kelowna Mayor Doug Findlater, who spent six years working with Johnson to build that municipality from the ground up.

Undersea Gardens turned into scrap metal at shipyard June June 6 – A longstanding aquarium removed earlier this year from Victoria’s Inner Harbour will soon be turned into scrap metal at Point Hope Maritime shipyard.

Undersea Gardens was sited along the south end of the Inner Harbour as a popular tourist attraction from 1969 until earlier this year, when owner Oak Bay Marine Group announced the barge would be removed because it was in need of serious repairs.

The dissolution of the Provincial Capital Commission, which owned the area leased

by Undersea Gardens, also played a role in its permanent removal.

This week a decision was made to break

down the barge for scrap metal, said Ian Maxwell, Ralmax CEO, owner of Point Hope Maritime shipyard. nnn June 13 – Teachers voted 86 per cent in favour of a full walkout to put maximum pressure on the provincial government at the bargaining table.

A full strike would close elementary and middle schools – parents will be advised to make child care arrangements if necessary – while secondary schools would be open only to conduct exams for Grade 10 to 12 students.

worse, as both the number of students and special needs students without additional support continue to increase.

“The kids who need a standard education are not getting it because we’re busy putting out fires with a few students rather than teaching classes,” he said.

Saanich teacher Nessie Magee said the focus of the labour dispute has always been on class size and composition. nnn June 18 – Esquimalt’s next mayor will get a salary bump of 34 per cent after council voted four to three to increase renumeration for their public service roles.

Effective December 2014, the mayoral salary will increase

from $34,667 to about $46,400, while councillor salaries will jump from about $14,600 to $18,600.

“We need to attract people to run for council and for mayor,” said Coun. Dave Hodgins, who voted in favour of the increase.

The vote split council with Mayor Barb Desjardins, Meagan Brame and Lynda Hundleby opposed, and Hodgins, Robert McKie, Tim Morrison and David Schinbein in favour.

Desjardins previously supported the salary increases at a committee of the whole meeting, but rejected the motion at council when it was packaged with an ongoing two per cent annual increase, as well as the $75 monthly stipend.

Winter pretty good time to sell Winter in Victoria – when the oak trees stand leafless and skies are more often coloured a dull grey than vibrant blue. Sound like a tough season to sell a home?

Not necessarily, says Newport Realty’s Jordy Harris.

In fact, homeowners can take advantage of a market with fewer listings at a time when prospective home buyers are still actively looking for their next dream home.

“Sometimes winter can be a great time to sell a house because you stand out for a lack of inventory,” he said.

The trick, said Harris, a realtor since 2008 who grew up in Oak Bay, is to create first impressions inside and out that says warm, welcoming and well-kept.

“Those first impressions are definitely important this time of year as you want your home to stand apart from the rest.”

It all starts with the first drive-by.

Be sure to have all the leaves cleaned up, the grass mowed and plants looking tidy – not only does this suggest a home that has been well-maintained, but also one that won’t bring mountains of maintenance for the new homeowners.

“It really makes a difference. Having the yard looking good also suggests that it’s easy to care for,” Harris notes.

Moving up the front path, add a wreath or winter planter to the front door and porch to further invite buyers into the home.

“Once you’re inside, you really want to make the home seem warm and inviting, almost a refuge from the weather outside.”

Before a showing, turn on all the lights, have the home warm and get the fireplace going – offer “comfort from the storm,” Harris suggested.

While decluttering is important, tasteful decorating can help the prospective buyers envision how they may use the space.

“We want the buyers to see themselves comfortable here,” Harris said. “As long as it’s tasteful, that’s going to go a long way.”
