Spring has sprung Spring officially arrives in Victoria at 3:45 p.m. today (March 20), according to Environment Canada. One of the happiest guys around hearing that news is city gardener David Grayson, who examines a blooming tibouchina in one of the city’s greenhouses in Beacon Hill Park.

Placement of the Afghanistan War Memorial intended for Pioneer Square is being reconsidered after concerns about the park’s heritage as an old cemetery.

When the subject of a war memorial came to council in January, it was unanimously supported.

However, when it was submitted to the heritage advisory committee, it was rejected.

The heritage committee did not support the location because of the park’s history as a cemetery.

It served as the city’s cemetery from 1855 to 1873 and was converted to a park in 1908.

Approximately 1,300 people are buried there, marked by few surviving gravestones.

“Many of the 1,300 people buried and memorialized in Pioneer Square are Métis and First Nations,” said Fern Perkins, a Victoria Métis woman. She is the great-greatgreat-granddaughter of Charles Ross, a Hudson’s Bay Co. trader who is buried in the park.

Perkins does not want to see their graves disturbed and forgotten through the placement of the war memorial.

Black proposes rehosting Commonwealth Games Kevin Laird Victoria News

Victoria and Esquimalt municipal councils are considering a request by Oak Bay businessman David Black to have the region rehost the Commonwealth Games.

Commonwealth Games Canada wanted to submit a bid for the 2022 Games, but no Canadian city stepped forward because of cost. So far, only Durban, South Africa has submitted a bid.

Black said he is only seeking for Victoria to be considered as an alternative host in the event Durban is “unable or unwilling to proceed with its bid.”

“We have the facilities and venues in place to host the Games,” said Black in a letter to local politicians.

“We also have skilled and experienced sports and business people who can create new approaches to hosting in order to hold operating costs down to an affordable level.”

Black chaired the 1994 Commonwealth Games in Victoria. He owns more than 180 newspapers in Western Canada and the United States, including the Victoria News, and is proposing an oil refinery in northern B.C. On Monday, Esquimalt council considered Black’s offer and wanted more information on the costs involved and the commitment of municipalities.

When the Games were held in Victoria more than 20 years ago most of the events were held in Saanich, but the region rallied together to put on a successful sporting event.

“It’s a huge undertaking and can only be considered on a regional basis,” said Esquimalt Mayor Barb Desjardins.

“There are many opportunities and benefits.”

In the 1994 Games, Esquimalt hosted both wrestling and boxing events.

Victoria man charged with murdering ex-wife Woman’s body found in Queens Street home by police Kevin Laird Victoria News

Victoria police have charged Daniel Penney, 51, with second-degree murder in the death of his estranged wife Mary Caitlin Walton, 46.

Penney was rescued by two West Shore RCMP officers in an apparent suicide attempt in the garage of a home on Volmer Road in Colwood at around 1 p.m. last Friday.

Later in the day, VicPD officers were requested to attend Walton’s home at 830 Queens St. by RCMP where they found her body in an upper-level suite.

“At this time there is no reason to believe that the public may be at risk,” said Victoria police spokesperson Const. Mike Russell in a statement.

Penney remains in custody awaiting his next court date.

Walton’s death is the third suspicious death being investigated by VicPD in the last month.

City ‘Garden Destination of Year The Victoria Flower Count wrapped up last week, with more than 17 billion blooms counted.

On Wednesday, the City of Victoria was named the Garden Destination of the Year by the International Garden Tourism Network.

The IGTN presented nine awards, including Garden Festival of the Year, Flower Event of the Year and Garden of the Year. Victoria was the only Canadian city to receive an award.

“We are extremely honoured and humbled to receive this award,” said Paul Nursey, CEO of Tourism Victoria. “We are pleased to welcome those interested in gardens to Greater Victoria yearround.”

The two women quietly enter the hospital room. They pause.

The man, holding a yellow begonia, standing next to the dying woman nods his head in acknowledgement.

“Would you like us to sing to your mother?” they softly ask.

He replies in a soft whisper that he was about to leave.

The women invite him to stay. He moves to the head of the bed and the women begin to sing All Through the Night.

As the women sing, the woman lying in the bed passes away.

“He was really grateful that he stayed because he was there when his mother died,” says singer Mariana Chapman, a member of the Victoria Hospice Bedside Singers.

Three evenings a week the sound of voices can be heard coming from patient’s rooms at Victoria Hospice.

The voices belong to the Victoria Hospice Beside Singers, a group that helps comfort the dying by singing in a cappella (voices unaccompanied by instruments) and always in teams of only two singers. The core repertoire includes songs of comfort and general blessing, as well as popular songs from popular culture.

The group began in 2007 when a Hospice volunteer noticed that by humming and singing around patients, they seemed to be comforted.

Today, the group consists of 13 volunteers and more are needed.

and Kathie Doerksen have been with the group the longest.

“What we do in bedside singing is we’re very respectful of the patient,” Guenther says.

“We would not sing songs or hymns with religious language unless we get an indication from the patient or the family that’s their tradition. We just offer comforting words.”

Hospice staff will usually refer a patient and oftentimes family members. A singer will then meet with the patient to see if they are interested.

Some people are interested right away, others take a little convincing, and often it’s a flat no, Doerksen says.

“If they say no, we thank them for that too. No is also a right answer,” says Chapman.

The singers can sing one to

a handful of songs, it depends on how long the patient wants them there.

“Sometimes patients are too exhausted and it’s overwhelming for them to choose a song,” Doerksen says.

“We just ask them if they want a lullaby-kind of song or an upbeat song and we’ll choose one to fit.”

Training to become a Bedside singer is about a six-month process with singers required to take Hospice volunteer training followed by music work.

The group wants singers who can stay on key, generally sing in a warm lullaby tone, and be able to smoothly blend their voice with one other singer. It is not necessary to have any professional vocal training.

The ability to read music is not a requirement. New singers are mentored by experienced Bedside Singers during the regular Victoria Hospice schedule.

Members of Beside Singers are required to attend Wednesday evening practices.

Doerksen, Guenther and Chapman say there is nothing like Hospice.

“I never leave here without feeling so grateful and uplifted.

It’s just so supportive and calm,” Doerksen says.

Adds Guenther: “It’s the times when it’s profound that keeps us coming back. Every now and then there is something really touching and you realize, ‘wow we made a difference for that person.’” klaird@blackpress.ca

Training begins in mid-September.

All Bedside Singers must attend the Victoria Hospice volunteer training course before they can sing in the patient unit. They are also required to undergo a criminal record check and willing to get a flu shot.

“Volunteer training is another form of training,” says Kay Larsen, manager of

volunteer services for Victoria Hospice.

“If you’re squeamish through the training and feel uncomfortable about dying then clearly this isn’t going to be the place for you.”

The development of Capital Park will be a positive addition to James Bay, says the president of the neighbourhood association.

Council recently approved the Capital Park development behind the B.C. Legislature, bordered by Superior Menzies and Michigan streets. The project fulfills part of an agreement known as the Victoria Accord, created more than 20 years ago.

Jawl Development Corp. and Concert Properties plan to redevelop the 6.2-acre property they bought for $34 million in 2013 into a mixed-use space, including offices, retail amenities, housing options and public areas. A library branch has also been proposed for the space, which Marg Gardiner thinks is crucial to Capital Park’s success.

“The library is needed to make the development become a community building development,” said Gardiner, president of the James Bay Neighbourhood Association. “If we don’t get the library, it will just be more of an office development.”

The Victoria Accord had a number of goals for the property, including the need for a mix of land use around the legislature, ensuring that streets are people-oriented, the presence of amenities to serve the residents and employees of the new developments, and preserving the views of the Legislature from all sides.

Construction on Capital Park is expected to start this summer with the first phase being complete in 2017. The final phase is planned to be finished by 2019.

There will be approximately 235,000 square feet of office space in two four- to five-storey buildings, 175,000 square feet of retail space primarily on Menzies Street and approximately 175 rental and condominium homes integrated into four buildings on the western and southern portions of the site, ranging from three to five storeys.

“It will be a very transformational development within James Bay,” said Gardiner. “[It] will make James Bay much more complete.”

Terminal upgrade eyed in provincial transportaion plan Revitalization of the Belleville Street Terminal and easing the Colwood Crawl are are included in a 10-year transportation plan released Tuesday by B.C. Transportation Minister Todd Stone.

The plan also includes $24 million over three years to pay a provincial share of community airport improvements and an $18 million fund for bike lanes and cycling trails.

A province-wide trucking strategy is also included in the plan, which restates many projects previously announced by the government. They include work on a replacement for the Massey tunnel under the Fraser River in South Delta, planning for a second bridge across Okanagan Lake at Kelowna, and conversion of B.C. Ferries vessels to use liquefied natural gas.

Overall the plan includes $800 million over three years to upgrade existing infrastructure and nearly $1 billion toward expansion of major highways.

With an eye to an aging as well as growing population, disabled access projects are to include accessible washrooms and curbs at highway rest areas and wheelchair accessible taxis in communities around B.C.

High court to decide right to pot cookies Medical marijuana lawyers aim for big win Jeff Nagel Black Press

Canada’s high court will weigh the constitutional rights of medical marijuana users for the first time today (March 20).

At stake in the case before the Supreme Court of Canada is whether approved legal cannabis users can be restricted to just using dried marijuana – the only authorized product under the new system of regulated producers – and denied access to oil extracts and other options, such as pot brownies and cookies.

It flows from the 2009 drug trafficking arrest of Owen Smith, a Victoria man who baked pot into various edibles for a cannabis buyers’ club.

Medical pot patients have twice convinced lower courts in B.C. that it’s unconstitutional for them to be denied their medicine in different forms if they cannot or do not wish to smoke it.

The B.C. Court of Appeal split 2-1 on the issue last August, agreeing federal regulations should simply state “marijuana” instead of “dried marijuana” but said actual changes to legislation should come from Parliament.

Health Canada has so far refused to authorize alternative medical marijuana products.

“Other means that don’t involve smoking are less problematic for health,” said Abbotsford lawyer John Conroy, calling the restriction inconsistent with the medical marijuana regulation’s goal

of protecting health.

He said alternative forms are more effective for some people.

“Sick people trying to enhance their quality of life should not be criminalized for their choice of medicine,” said lawyer Kirk Tousaw, who represents Smith.

He will argue the current law limiting authorized users to dried marijuana restricts the choice of treatment for serious illnesses and therefore violates the charter right to life, liberty and security of the person.

Tousaw will urge the top court to simply exempt medical marijuana possession from the Controlled Drugs and Substances Act. Medical pot could then still be regulated by other means by Ottawa, he said, but its users would be shielded from criminal prosecution.

“You can keep your outdated, ineffective prohibition on recreational marijuana consumers and producers. But let’s take sick people off the front lines of this ridiculous war on this plant.”

Police and federal authorities object because, unlike a bag of dried bud, it’s difficult to readily determine if personal possession limits are exceeded with products or extracts like brownies, cookies, oils and topical creams.

Tousaw insists it’s a red herring and other jurisdictions have dealt with that issue.

“To our immediate south in Washington, you can access all of these products, medically or recreationally, without fear of criminal sanction.”

The one-day Supreme Court hearing on March 20 is just one legal front in a war between pot advocates and the federal government over how medical marijuana is controlled.

The other key battleground is in Federal Court, where Conroy has sought to overturn the federal government’s ban on personal home growing by licensed users, which has continued under an injunction pending the outcome of the case.

He is also making a constitutional argument on behalf of users who say they cannot afford to buy commercially grown marijuana under Ottawa’s new system and that it denies them control over the strains they use.

The court heard conflicting evidence last week from fire chiefs from Surrey and Fort McMurray on the severity of public safety risks from authorized home grows.

Conroy will argue Ottawa has insufficient justification for the ban in closing arguments set for the end of April.

A win at the Supreme Court of Canada would likely have major implications for the case on home growing, Tousaw said, and could finally force reforms that the government has resisted, despite 15 years of litigation.

“Canadians have had to fight for every inch they’ve been able to get in court and the system continues to cause people to suffer in an arbitrary way that’s unrelated to protecting health and public safety.”

The Conservative government has proposed giving additional powers to the RCMP and CSIS, the Canadian Security Intelligence Service. Many of those protesting say these new powers will strip privacy from many Canadian residents.

They also argue that both the RCMP and CSIS do not have sufficient independent oversight.

The very different reactions from the two opposition parties speak volumes about the perceptions of this bill.

The Liberals are clearly banking on the broad support among Canadians for more counter-terrorism measures, in the wake of the attack on Parliament Hill last fall and numerous homegrown terror plots.

The NDP, on the other hands, is taking its traditional principled approach, in standing up for civil rights over enhanced anti-terrorism measures. The principled stance gets them plenty of positive mentions, but often does not translate into votes.

Virtually all polls show the NDP will finish third in the election, barring a last-minute shift by voters.

The need for enhanced antiterrorism measures is pretty clear. However, there should be more oversight of both CSIS and the RCMP, should they be granted new powers.

At the very least, there needs to be a Parliamentary committee with MPs from all sides taking an ongoing close look at just how these new powers are being used.

terrorism is necessary and that any problems in the legislation can be fixed “later.”

Bill C-51 proposes measures that are sweeping, dangerously vague and therefore likely to be ineffective.

Under the new bill, CSIS’ mandate would be expanded to “disrupt” activities of people and groups that it believes pose a threat to Canada.

Unfortunately for Canadians, the minister of Public Safety is unable or refuses to describe what this will mean in practice.

It is clear that this bill risks lumping together legitimate dissent and protest with actual terrorism.

What presents further cause for concern is the serious lack of oversight for CSIS. Even before the proposed expansion of CSIS’ mandate there have been concerns raised regarding shortcomings when it comes to oversight body for this secret organization. As well the Conservatives need to explain how they think the RCMP,

the CBSA, and CSIS can meet the threats we face when the Conservatives are continuing the significant budget cuts each have struggled with annually since 2012. It makes no sense to expect these organizations to execute a broader mandate with fewer resources.

Canada should be following a similar path to that of the United States, where the Obama administration has been engaging with community and faith leaders and counterradicalization experts to find solutions at the grassroots level to the radicalization that is most often the basis for these threats.

New Democrats understand that anyone planning to use violence against others must be stopped, but such measures must be effective and must not erode our fundamental freedoms.

What’s in a name?

On Nov. 22, 1858, more than 400 residents of Yale, B.C., signed a petition asking their new governor, James Douglas, to provide an armed escort for their shipments of “treasure” (gold) that were being sent down the river.

This petition will be one of the feature objects on display in the exhibition Gold Rush! El Dorado in B.C. at the Royal B.C. Museum.

With tools like the Internet and social media at our fingertips, it’s easy to gain the support of the masses and drive change, but imagine how anyone managed to garner mass support in British Columbia more than 100 years ago.

Petitions in the 19th century were used the way change. org functions for us today. To draw their government’s attention to an issue, citizens would round up signatures from as many like-minded people as they could.

Despite not being legally binding, actual signatures had a special weight. The sheer number of names would, at the very least, make the governor’s secretary take note when it arrived.

The petition stands nearly eight feet long and is made up of four sheets of paper complete with two long columns of spidery signatures. It comes from the B.C. Archives’ collection of Colonial Correspondence.

You can imagine that displaying such a huge document without causing damage to the artifact would be a challenge, but the Royal B.C. Museum staff has developed some innovative techniques to allow visitors to view the original document.

Visitors will also discover the fate of some of these fortune seekers through an interactive touchscreen. You’ll find that some of the petitioners were absolutely right in requesting their need for protection. Some made it away with their “pile” while others met a violent end, or simply disappeared.

Who were these people and why did they feel the need for a gold escort? All were new residents of Yale, which before the summer of 1858 was simply Fort Yale, a Hudson’s Bay Company trading post. The discovery of gold on the Fraser River that year brought thousands of prospectors; many entrepreneurs also flooded into the area.

Those who didn’t fancy the job of panning on the bars established businesses that supplied the prospectors instead.

Yale quickly became a community of adventurers from around the world – and a dangerous place.

David Higgins, who arrived in Yale that summer, described the “wild west” atmosphere in Yale: “In every saloon a faro-bank or a threecard-monte table was in full swing, and the hells were crowded to suffocation. A worse set of cut-throats and all round scoundrels than those who flocked to Yale from all parts of the world never assembled anywhere.

Decent people feared to go out after dark.”

Moving gold dust safely on to Victoria where it could be banked and exchanged for currency was problematic. The request of the petitioners was for an armed escort not unlike those in Australia, which had

‘It’s literally heartbreaking’ Physician watches as Vanuatu recovers from devastating cyclone Christine van Reeuwyk Black Press

The challenge is to describe the meld of emotions the physician has felt this week, the feelings he’s navigated with wife Carla and daughters Maryn and Neeve.

The Oak Bay family recently returned from working and living in Tanna, one of the most southern islands in Vanuatu, that suffered a direct hit from Cyclone Pam on March 14.

“It’s literally heartbreaking,” Unger said. “It’s a mix of emotions. We’re so thankful to be back here. I wouldn’t ever want to put my children in harm’s way, but there’s the strangeness of that’s just lucky timing for us.”

The Victoria-Vanuatu Physician Project is a small, grassroots, not-for-profit organization that supplies a physician to staff the 40-bed Lenakel Hospital on the island of Tanna. Over its 24 years more than 40 Greater Victoria physicians and their families have made the trip.

“There’s a whole gaggle of kids who live around the hospital … they were acting like locals within months,” he said.

“It was such a powerful experience for them, the whole experience will change their lives.”

Other than a couple of confirmations that friends are OK, a glimpse of nurses in CNN footage provided Unger a few early insights into what the hospital – where Maryn and Neve were so popular with patients they were often afforded the opportunity to cut umbilical cords and name babies – may look like now.

It would have been a difficult transition home anyway for the girls, aged 8 and 10, leaving behind new friends. Now they ask regularly if there’s been word of their friends.

“Now my wife and I are trying to walk this fine balance of being realistic, but not creating anxiety,” he said. “They are worried, but they’re pretty level-headed and the know how fragile life is there.

“They’re talking already talking about doing a fundraiser at (Christ Church Cathedral) school next week,” he added.

It’s a sentiment the family hopes to see echoed among Canadians in general.

“It’s hard to keep proper perspective. People have tragedies in their life all the time here, but just knowing how little they already had, this exponentially increases the need,” he said.

The residents there still face the challenges of maintaining health and nutrition and Unger is encouraging those looking to help to push Canada to send its Disaster Assistance Response Team.

“Many other countries have already responded … sadly the only thing Canada has done so far is offer a travel advisory,” Unger said. He hopes people will write the minister of foreign affairs, minister of national defence and Prime Minister Stephen Harper to have the DART team respond.

Vi-Va is working to provide ongoing aid, but in the meantime they’re urging donations to Canadian Red Cross (redcross.ca) which has the expertise and equipment needed to help residents of the ravaged area.

“Our organization is slowly trying to arrange how we can change our mandate… so we can accept donations for mid to long-term fundraising,” Unger said.

Vi-Va hopes to focus on rebuilding the hospital, staff housing and other health care structures on Tanna. It is the only hospital on the island of roughly 30,000 people. Visit vivaproject.ca for updates on fundraising efforts. editor@vicnews.com

“We’re concerned that this just further obliterates the real history of Victoria,” she said, adding that while the Afghanistan War memorial deserves its own place of honour, that place should be somewhere else in the city such as City Hall or Bastion Square.

In Pioneer Square, she would like to see the city focus on memorializing the people who are buried there.

Coun. Chris Coleman said an Afghanistan War Memorial in Pioneer Square fits with a previouslymade policy.

“Less than two years ago, we accepted a policy document around Pioneer Park, and it said that this is a place that needs to honour its past history as the old burying ground and function as a park. In that, it identified a specific quadrant of the park where military memorials or commemorative pieces would be appropriate.”

There are already several war memorials located in the park.

Council will have to deliberate the options of where the Afghanistan war memorial belongs.

One option brought up is Rockland Avenue, where it intersects with Quadra Street.

Council recently decided to permanently close a portion of Rockland Avenue off from traffic, so this could be a good place for the memorial, said Coleman.

“I’m not fussed with where it goes. I passionately believe that we should have this,” he said. andrea.peacock@vicnews.com

Driveway’s Alexandra Straub will pilot an all-electric Nissan LEAF in the annual AJAC Eco-Run next week.

The all-electric sedan, which is also the prize car provided by the Scrap-It program for our Plug-In to Win contest, will glide silently from the Vancouver International Auto Show in downtown Vancouver next Wednesday.

The route, devised by the Automobile Journalists Association of Canada, will then take the participating 19 eco-friendly vehicles to Victoria via the Nanaimo ferry. On Thursday, the vehicles will be put through their paces on a handling course in Langford to see how versatile they are.

Cash incentives to go green

Good news for BC auto buyers who want a "green car" – a $7.5 million fund was set aside in the BC provincial budget in order to bring back a government incentive program that offered point of sale rebates to buyers of plug-in hybrids, electric vehicles and fuel cell vehicles.

The previous rebate plan expired last spring and details of the new plan are expected to be announced at the Vancouver auto show.

Here are five new to market vehicle choices with "green" aspirations. The first four are finalists for the AJAC Green Car of the Year Award, which will also be announced in Vancouver at the show next week. The 2015 Acura RLX Sport Hybrid SH-AWD would be my personal "primo-green" pick, if I were lucky enough to have a spare $50K stashed away.

2015 Honda Fit

Honda Fit may be small on the outside, but its organic shape and an ingeniously versatile seating system makes the most of every bit of interior space. The new Fit also consumes even less fuel, due to a new powertrain and a lighter yet more rigid new body.

2015 Kia Soul EV

This is a clever electric vehicle adaptation of Kia's tall 5-door compact car with the funky styling. Soul EV offers the same, user-friendly features as its gasoline counterpart, with seating for four or five and a large rear cargo area. Kia's polymer (electrolyte) lithium-ion battery pack is compact and easier to hide, as is can be molded into different shapes.

In Soul EV it's centrally fitted under the rear seats and a raised rear floor pan.

The liquid-cooled AC synchronous permanent magnet electric motor can generate a whopping 210 lb-ft of torque.

That's 59 lb-ft more than the gas engine version of Soul. Yet, its impressively smooth and standing starts are not as jumpy as other electric vehicles. Soul EV has a claimed driving range of 149 km on a single charge.

2015 Subaru Legacy

The redesigned Subaru Legacy won the overall 2015 Canadian Car of the Year Award. A substantial improvement in

Trucks with pulling power

2015 Chevrolet Colorado:

The all-new design is turning heads all across Canada. This mid-size truck fills a void here. Still expected to work as hard as a full-size truck, the Colorado can tow more than 3,039

2015 Ford F150:

The combination of a body made of aluminum body and high strength steel in its frame make this truck up

to 317 KG (700 lbs) lighter.

This truck was inspired

by Ford’s concept vehicle, the Atlas. It has 11 new class-exclusive features, including 360-degree camera view, integrated loading ramps stowed in the pickup bed, 400-watt power outlets inside the cab, LED headlights and side view mirror spotlights, and remote tailgate release.

There are four engine choices, the 3.5L Ti-VCT V6, 2.7L EcoBoost, 5.0 Ti-VCT V8, and the 3.5L EcoBoost.

The 3.7L V6 delivers 282 horsepower and 253 lb-ft

of torque. The 2.7L V6 has 325 horsepower and 375 lb-ft of torque. The 5.0 V8 has 385 horsepower with 387 lb-ft of torque and the 3.5L V6 is pushing 282 horsepower and 253 lb-ft of torque. These are all capable engines depending on your requirements. Base price - $24,899

After nearly 15 years the Victoria Police Capitals and Saanich Police Watchdogs hockey teams have made it to Game 7.

The two squads, whose rosters consist of members from their respective institutions, have their eyes on being the first to inscribe their team’s name on the coveted Battle of the Badges trophy, which sits at three wins apiece.

Puck drop is 6 p.m. at Archie Browning Sports Centre on Tuesday (March 24).

“It started as friendly Victoria-Saanich banter in the locker room,” said Const. Phil DiBattista of VicPD, Capitals’ captain. “The trophy is really cool, it’s from an athletic contest for Victoria area police officers 100 years ago.

We found it and repurposed it, and we love winning it.”

That low-key rivalry evolved into the fundraising force for Victoria’s Special Olympics chapter.

The losing team’s police force will fly the flag of the other team’s police force for 24 hours. Each team’s bench will also have a Special Olympics athlete handling the bench door for player shift changes.

“We’ve partnered with (Victoria Special Olympics) in the past,” DiBattista said. “We just thought we donate to

them regularly, hockey’s fairly athletic and it seemed like a really good fit.” “(Last year’s game) was well-received with a full arena at Pearkes, 550 people,” said Saanich police Const.

Damian Kowalewich, who played for the Victoria Cougars junior B team in its inaugural season of 1998-99.

“Archie Browning is bigger so we’re hoping to take advantage of it’s size this year. And of course, Ace the dog, Saanich Police’s mascot, will come out for the kids.”

Hot goaltender leads Royals The Royals will play their final home game of the regular season tonight versus the Everett Silvertips for Fan Appreciation Night.

Victoria will have home ice advantage in the first round of the 2015 WHL Playoffs. Game 1 will take place on Friday, March 27 and Game 2 on Saturday, March 28. Puck drop for both is scheduled for 7:05 p.m

The Jason Montgomery rink edged out the Kevin Dey rink to take the 2015 Admirals Walk Pet Clinic Victoria Super League Championship.

The game seesawed back and forth with the win coming down to the skip’s rocks.

“It’s physical, extremely strategic and this part is a competitive league, its not a beer league,” said Ryan Landa, lead for the Dey rink, prior to the game .

Landa has been playing the Montgomery sport for nine years now and hoped his team would pull through in the final.

“It’s been a consistent season for us. We’ve always finished middle of the pack so it’s nice to finish on top.”

A total of 20 teams play in the Victoria Super League out of the Victoria Curling Centre on Quadra Street.

The Western Hockey League announced that Victoria Royals’ goaltender Coleman Vollrath has been named the Vaughn CHL Goaltender of the Week.

The 6-0, 174 lb netminder from Calgary, AB appeared in three games for the Royals this past week and registered a 3-0-0-0 record with a 1.00 goals against average (GAA), a 0.970 save percentage (SV%) and two shutouts.

The 1995-born goaltender set the franchise’s all-time record for shutouts in a season with six and also extended Victoria’s alltime franchise mark for team shutouts in a campaign to eight.

In 52 games with Victoria this season, Vollrath has posted a 28-143-1 record with a GAA of 2.97, a SV% of 0.905 and six shutouts.

Real estate prices in lower Vancouver Island are some of the highest in Canada, hence, the abundance of houses with a “mortgage helper,” or what is officially called ‘additional accommodation’ in the MLS. Here are three things buyers should know before and during the process of purchasing a home with a suite.

Firstly, what are your lender’s requirements? Does the suite need to be tenanted with a minimum amount of rental income or can the suite be vacant? How much of the rental income will be used to qualify? Some lenders use 100 per cent while others accept much less.

Also, does the suite have to be legal or is ‘illegal’ acceptable? Does a basement area that just needs a kitchen to make it a suite, qualify?

Knowing such details is critically important, as is illustrated in a sale I was involved in a few years ago. I had a property listed with an empty, full-height basement. It was a perfect candidate for the creation of a suite. Several times I asked the agent representing the buyers whether they were financially qualified to purchase the property. The agent insisted they were and on that basis the offer was accepted.

However, it was discovered that, although it was within their price range, neither the buyers nor their agent had made themselves aware that their lender required the home to have an existing suite. It was a waste of time and disappointing for everyone involved.

Secondly, the Residential Tenancy Act has very specific rules regarding the sale of a home where tenants occupy a suite. Buyers may not legally ask for vacant possession of a suite simply because they want to put their own choice of tenant in the suite. Buyers may only request

The most common reasons are: a) if you want to use the entire home for yourselves or if you are prepared to leave the suite vacant for 6 months, b) if you intend to rent it to a member of your immediate family, meaning parents or children, or c) if you plan to do major renovations.

Painting and other minor things don’t count. You are required to produce permits to prove your renovations are major.

Thirdly, if none of the three scenarios above are applicable, then you must accept that the tenants come with the property. If this is the

case, they are either an asset or a liability and need to be investigated. In the conditions of a purchase agreement, you should require a copy of the rental agreement as well as an opportunity to interview the tenants before removing your conditions.

For instance, if you are allergic to cigarette smoke or cats and the tenant smokes and /or has a cat, both of which may be allowed under the existing rental agreement, you may not wish to proceed.

Otherwise, be prepared to go to arbitration to receive permission to give your tenant notice to vacate.

Another scenario is if the rent is significantly below market. If the tenants remain, it will take years to raise it to market standards, because the annual rate of rental increase allowed by the Residential Tenancy Act is quite minimal.

Suites are a great financial boost but there is more to being a landlord than collecting rent cheques.

Doing your due diligence will help you avoid the pitfalls and reap the rewards.

Driveway’s Alexandra Straub will pilot an all-electric Nissan LEAF in the annual AJAC Eco-Run next week.

The all-electric sedan, which is also the prize car provided by the Scrap-It program for our Plug-In to Win contest, will glide silently from the Vancouver International Auto Show in downtown Vancouver next Wednesday.

The route, devised by the Automobile Journalists Association of Canada, will then take the participating 19 eco-friendly vehicles to Victoria via the Nanaimo ferry. On Thursday, the vehicles will be put through their paces on a handling course in Langford to see how versatile they are.

The EcoRun concludes that evening in Vancouver.

Cash incentives to go green

Good news for BC auto buyers who want a "green car" – a $7.5 million fund was set aside in the BC provincial budget in order to bring back a government incentive program that offered point of sale rebates to buyers of plug-in hybrids, electric vehicles and fuel cell vehicles.

The previous rebate plan expired last spring and details of the new plan are expected to be announced at the Vancouver auto show.

Here are five new to market vehicle choices with "green" aspirations. The first four are finalists for the AJAC Green Car of the Year Award, which will also be announced in Vancouver at the show next week. The 2015 Acura RLX Sport Hybrid SH-AWD would be my personal "primo-green" pick, if I were lucky enough to have a spare $50K stashed away.

2015 Honda Fit

Honda Fit may be small on the outside, but its organic shape and an ingeniously versatile seating system makes the most of every bit of interior space. The new Fit also consumes even less fuel, due to a new powertrain and a lighter yet more rigid new body.

A 1.5-litre engine that can produce 130 horsepower and 114 lb-ft of torque, powers all Fit models. Fuel economy is rated at 7.0/5.7/6.4 L/100km (city/highway/combined) with the new Continu-

2015 Kia Soul EV

This is a clever electric vehicle adaptation of Kia's tall 5-door compact car with the funky styling. Soul EV offers the same, user-friendly features as its gasoline counterpart, with seating for four or five and a large rear cargo area. Kia's polymer (electrolyte) lithium-ion battery pack is compact and easier to hide, as is can be molded into different shapes.

In Soul EV it's centrally fitted under the rear seats and a raised rear floor pan.

The liquid-cooled AC synchronous permanent magnet electric motor can generate a whopping 210 lb-ft of torque.

That's 59 lb-ft more than the gas engine version of Soul. Yet, its impressively smooth and standing starts are not as jumpy as other electric vehicles. Soul EV has a claimed driving range of 149 km on a single charge.

Trucks with pulling power

Truck lovers could fill an afternoon running a careful eye over the new trucks at the Vancouver auto show.

Here are my five picks for special attention:

2015 Chevrolet Colorado:

The all-new design is turning heads all across Canada. This mid-size truck fills a void here. Still expected to work as hard as a full-size truck, the Colorado can tow more than 3,039

kilograms (6700 lbs) a 2.5L I-4 engine is standard with an optional 3.6L V6 with a six speed automatic transmission. This truck includes all the modern day technologies including 4g LTE hotspot with WI-FI connection through OnStar, which provides service for seven devices. Base price $21,695.

2015 Ford F150:

The combination of a body made of aluminum body and high strength steel in its frame make this truck up

to 317 KG (700 lbs) lighter.

This truck was inspired

by Ford’s concept vehicle, the Atlas. It has 11 new class-exclusive features, including 360-degree camera view, integrated loading ramps stowed in the pickup bed, 400-watt power outlets inside the cab, LED headlights and side view mirror spotlights, and remote tailgate release.

There are four engine choices, the 3.5L Ti-VCT V6, 2.7L EcoBoost, 5.0 Ti-VCT V8, and the 3.5L EcoBoost.

The 3.7L V6 delivers 282 horsepower and 253 lb-ft

of torque. The 2.7L V6 has 325 horsepower and 375 lb-ft of torque. The 5.0 V8 has 385 horsepower with 387 lb-ft of torque and the 3.5L V6 is pushing 282 horsepower and 253 lb-ft of torque. These are all capable engines depending on your requirements. Base price - $24,899

2015 Ram 1500 EcoDiesel:

The new Nissan Titan offers a roomy interior that rivals the other popular full-size trucks on the market today

It is the only light duty diesel available here. It has a 3.0 L V6 Diesel engine with a torqueflite eight speed

transmission. Not only will it give you 420-pound feet of torque and plenty of

towing capabilities, it will also reduce CO2 emissions and runs on B20 Biodiesel.

Many trims are available from work-truck-ready to full luxury. This truck has something for every buyer.

This Titan can tow up to 4309 kg (9,500lbs) thanks to 385 lb-ft of torque from its 5.6 L DOHC 32 valve V8 engine producing 317 hp at 5,200 rpm.

If off-road driving is part of your plans then the Titan is ready. With the Prox-4x package you get heavy duty skid plates protect the oil pan, fuel tank, transfer case and lower radiator.

The 4WD system utilizes a shift on the fly two-speed transfer case, which allows you to 4WD at a moment’s notice. Low range can be selected when the terrain requires it. The electronic locking rear differential is ready at a flip of a switch giving much need traction on slippery surfaces.

It’s not just about glitz on wheels

Auto shows dazzle with glitzy expensive new cars but among them are some hidden less expensive gems.

Here are five cars with frugal price stickers at the Vancouver auto show that that will get you where you need to go and with a few goodies.

Hyundai Accent Sedan/ Hatchback

($13,249/$13,599) The Hyundai Accent fivedoor is quite possibly the best-looking car within its price range. And it’s hard to believe that kind of style comes in under $14K. And for that meagre price, you get a standard six-speed (yes, six) manual transmission linked with a 1.6L, four-cylinder GDI (Gasoline Direct Injection) engine, along with 138 horsepower and 123 lb-ft of torque.

Then there’s the Accent sedan for those who aren’t on the hatchback bandwagon. The engine specs and transmission are the same but in a four-door format.

Trunk space, however, is reduced to 389L.

Toyota Yaris

($14,545) - Available in both a three-door or five-

door configuration, the 2015 Toyota Yaris fits five people inside, has nine airbags and an very efficient 1.5L, four-cylinder engine producing 106 horsepower under its European-styled hood.

Standard features included on the Yaris models come in the shape of a 15.5 cm display audio with AM/FM, CD and MP3 with USB input and Bluetooth capability, along with power windows and power door locks.

VW Jetta

($14,990) - Your eyes are not deceiving you. The new VW Jetta Trendline is priced as modestly as you see.

For that money, you’ll get a standard rearview camera, Bluetooth, as well as six airbags. Not to mention a great looking sedan. It’s powered by a 2.0L, four-cylinder engine, which yields 115 horsepower and 125 lb-ft of torque. You have your choice between the standard five-speed manual or a six-speed automatic.

Furthermore, it comes with revised front and rear fascias, attributing to better aerodynamics and fuel consumption. If 115 horsepower isn’t enough, you’ll need to save your pennies for the

next available engine. It’s a powerful 1.8L TSI engine ($22,890.) The 1.8L engine came out last year and delivers 170 horsepower and 184 lb-ft of torque thanks to direct injection and turbocharging.

Ford Focus Sedan/ Hatchback

($16,449/$18,849) - For 2015, the Focus for Ford is about styling and efficiency! There’s a new look for the Focus sedan and hatchback that includes a restyled hood, grille, new rear lamp clusters and a restyled trunk lid. Standard on Focus for the first time is the rearview camera, which will appear on either a 10.4 cm screen or the 20.3 cm screen that comes with MyFord Touch-equipped cars.

Inside, colours and materials have a clean, modern look, with satin chrome detailing, new seat trims, switches and an available

heated steering wheel.

Subaru Impreza Sedan

($19,995) - As the most affordable vehicle in Canada that comes standard with an All-Wheel Drive (AWD) system, Subaru’s Impreza is a great fit for those who want reliable transportation and the confidence on slippery surfaces.

As an added bonus, it comes with a manual transmission. But for those who prefer not shifting their own gears, there’s an available Lineartronic CVT (Continuously Variable Transmission). For the 2015 model year, it also received some cosmetic upgrades, you know, to keep it looking young and hip.

The Impreza is powered by a 2.0L horizontally opposed, four-cylinder SUBARU BOXER engine giving you 148 horsepower and 145 lb-ft of torque.
