The NHL is coming to the Saanich Peninsula next season.

Panorama Recreation Centre’s Arena B in North Saanich erupted in cheers and shouts as the announcement was made Saturday afternoon that the rink was the top vote-getter in the final round of the Kraft Hockeyville competition. Their 1.1 million votes put Panorama over the top — not only to take home $100,000 for arena improvements, but to host an NHL preseason game. Panorama defeated Chatham, Ontario for Hockeyville’s premier award.

The announced match will be between the Vancouver Canucks and the San Jose Sharks, featuring Peninsula hockey product Matt Irwin.

Jason Fletcher, who initially nominated Panorama in the Kraft Hockeyville challenge, says he was thrilled that the rink won and he quickly credited the community and the scores of volunteers who made it all happen.

“We were half a million votes better,” he says. “Hats off to all of the volunteers. I may have started the ball rolling but this went a lot bigger than just me.”

Fletcher was celebrating his birthday Saturday and says the Hockeyville win was a topper.

He says the effort and all of the votes shows that hockey is ingrained in everyone’s spirit in Canada.

“It doesn’t have to be 30 degrees below zero or covered in snow,” Fletcher says, indicating Vancouver Island’s typically balmy winter weather. “This will be great for the kids to see their heroes play hockey on the Saanich Peninsula.”

Wayne Ruffle, chair of the Peninsula Recreation Commission, says he sends his thanks out to everyone who voted, as well as Panorama staff and community volunteers who worked hard to get the word out.

“My head is just spinning,” Ruffle says. “And congratulations, too, to Chatham for being right there and winning $100,000 as well. It’s a fabulous thing to happen to our area.”

North Saanich Councillor Geoff Orr, whose children played in the arena coming up with Peninsula Minor Hockey, says Panorama may be in his community, but so many people throughout the area use it.

“It’s a Peninsula thing,” Orr says, adding he still plays adult rec. hockey there.

Saanich North and the Islands MLA Gary Holman adds the win was “remarkable”. He says even MLAs from across B.C. got on

board. Panorama in his riding, and Dawson Creek in the riding of Liberal MLA Mike Bernier, were in the finals for the west. The two agreed, says Holman, to support each other should one emerge victorious.

“Mike lived up to his end of the bargain,” Holman says.

Fletcher notes that now the work begins.

He says representatives with the NHL were expected to be in North Saanich Tuesday to inspect the arena and begin the preparations to hold the hockey game at Panorama.

“We get to showcase our community on a very big stage,” he says.

United Way of Greater Victoria finished its 2014 campaign on March 31 with a total of $5.7 million raised.

Despite not reaching the campaign goal of $6 million, CEO Patricia Jelinski said it was a

successful year full of innovative ideas.

“This past year’s campaign was really energetic,” Jelinski said.

For the first time, United Way of Greater Victoria introduced a pilot project e-pledge system for several workplaces. More workplaces will be added to the online donation system this year.

Viking Air on April 2 announced it is laying off 116 people between its North Saanich and Calgary operations.

Employees at Viking Air’s headquarters and shop facility at the Victoria International Airport were given termination notices that morning.

Representatives of Unifor, the union representing the workers, were there to provide the staff information about the layoffs and support should they need it.

Viking President and CEO David Curtis says the company has had to scale back its production of the Twin Otter aircraft to 18 from the 24 it assembled in 2014. That’s one plane off the line every 15 days, instead of one every 10 days. That means Viking Air has to reduce its workforce, he said.

Curtis said the Russian market for the aircraft they produce is still strong, however the uncertainty over economic sanctions imposed by western nations in the wake of the fighting in Crimea and Ukraine, as well as other factors led to some customers unable to pay for aircraft Viking has already built. Other customers, stated Curtis in a media release, have deferred major acquisitions until conditions improve.

Curtis said Viking has aircraft sitting on the tarmac, awaiting the completion of contract terms. Finding new customers for them is a priority, he said, should those contracts not be able to be completed. He added Viking will work with its existing customers first to try to complete the sales.

D

emonstrating acceptance and a strong will to make a difference, the First Unitarian Church of Victoria, the Victoria Hindu Temple, and the Ukrainian Cultural Centre are coming together to organize a fundraiser for Child Haven International next Saturday (April 18).

The charity, founded by the Reverend Fred Cappuccino and his wife Bonnie, focuses on supplying shelter, food, clothing and education to destitute children in India, Bangladesh, Nepal and Tibet and is a lifeline for hundreds of children.

“Because the children don’t have families to support them, education is crucial,” said Christine Johnston. “If you don’t have a family, you need a skill.”

Johnston has been involved with Child Haven International since its founding 30 years ago and is their official social worker in Victoria.

“What I love

too, is it’s always their home,” she says of the charity’s group homes. “Their parents may be mentally ill, in prison, blind, or perhaps a widow that’s been abandoned. They’re homeless children and once they’re accepted, they’re there for good.”

Johnston was instrumental in getting the Victoria chapter going through her Unitarian church, and her commitment to the cause has never wavered.

Next week’s fundraiser is an annual tradition, but it’s been steadily growing since 2000. This year there will be a gourmet vegetarian Indian dinner and a performance by the teen dancers at the Victoria Hindu Temple in Saanichton, with a chance for audience participation.

“They’ve modernized it to make it more hip, as teenagers do,” said Johnston with a laugh. “And then after they’re going to give a dance lesson.”

After the entertainment, volunteers who have been overseas will present the charity’s current needs and show a video featuring some of Child Haven International’s projects.

The fundraiser kicks off at 6:30 p.m. Saturday, April 18 at the Ukrainian Cultural Centre, 3277 Douglas St. Doors open at 6.

The burden of budgets With Central Saanich looking at a six per cent tax rate increase in 2015, questions about who pays are already coming up.

To be clear, the six per cent figure is a starting point and the municipal council is reviewing their budget to find ways to keep the tax rate down. It’s clear there will be a two per cent-plus increase this year, just to cover long-term debt and wage commitments.

From there, council will have to make serious priority decisions.

Few municipal councils want to see their annual tax rate balloon. Annual increases have been in the two to four per cent range in most area municipalities in recent years.

Business and industrial tax rates have been an issue in Sidney, where candidates in last year’s civic election were lobbied to either keep the rate low — or at least give businesses in West Sidney something to show for them.

In North Saanich, the tax rate will go up over the previous two years of zero per cent increases. The question here will be is it enough, considering how North Saanich may have fallen behind in debt repayment or in its reserve contributions to help keep up with infrastructure replacement.

Most municipal taxes come from residential taxpayers — an estimated 70 to 80 per cent. The rest comes from a smaller pool of businesses, industry, public institutions, farms and more. The question is: which category has the biggest impact on civic services — and who should be paying more?

Municipalities must balance those and many other considerations as they strive to balance their budgets.

Local leaders must find ways to save and ensure the tax burden is shared.

Sigurdson makes a valid point that when two concrete masons compare paycheques on the Site C project and one sees he’s making $5 an hour less, he won’t be happy. He will want the higher rate, and the BCYT is taking BC Hydro to court to ensure they can recruit new members on the site.

It looks like a hot summer ahead.

Spread out the tax burden

I

n response to the article in the PNR Friday March 27, it needs to be stated clearly that every municipality in B.C. has an unsustainable tax structure.

In my 25 years of operating a business in Central Saanich not one of the six or seven mayors, and dozens of councillors in recent years, have had the courage to start the conversation to address this critical issue. In fact, most residents don’t even understand the true costs of operating a municipality and every elected council avoids educating the public and continues to follow archaic methodology and have local businesses pay the biggest portion.

The proposed 6 per cent tax hike in Central Saanich notes that residents are facing an average annual increase of $99 and businesses an average of $335.

Businesses in Central Saanich pay on average 300 per cent more tax than residents. What if this were reversed, how would residents respond?

The capital improvements within a municipality do not benefit businesses more than residents; we get no additional value.

However, we subsidize operating costs for residents and farms year-after-year and this is unsustainable.

The topic of disproportionate tax is not about whether a project is needed like a new fire hall, or wage increases or water mains. It’s about who benefits. If the answer is everyone, then everyone should pay their fair share.

I would challenge Central Saanich council to start the conversation with residents on what it truly takes to operate a municipality and show the courage to equally distribute the costs to the benefactors.

It’s reached a critical point that mayor and councils across B.C. start doing what’s fundamentally right, not what’s popular, to get voted in.

Readers respond: Driving, First Street and leaders To me driving in the right hand lane other than passing someone is part of my driving skill.

I see too many people sitting in the passing lane being oblivious to any traffic behind them; they are often the same ones to forget to turn off their windshield wipers when it stops raining.

Aren’t we always told to keep an eye on traffic around us, which means not only what is going on in front of us but also what happens behind us?

Isn’t it common courtesy to make the passing lane available to faster drivers, especially when driving below the speed limit?

Not constantly driving in the passing lane also does not clog up our highways as much because traffic moves more efficiently.

Care about First Street? Leadership empowers young women Some of us care what happens on First Street even though we don’t live there. This is the most difficult place to find a place to park I have encountered in Sidney. I hope the new condos will have parking for at least two vehicles per unit to help alleviate the problem.

If the council is interested in the community’s overall need for a diverse supply of housing why does it approve only condos for millionaires?

People who are paid minimum wage or less need small rental apartments close to their workplaces.

Until the Strata Act is revised to give some consideration to unit owners instead of strongly favouring the industry, the town would be well advised to stop issuing permits for condos. As we have seen in many letters over the years, this form of housing often leads to misery.

As a criminal justice student, advocate of feminine rights and long-term resident of Central Saanich, I am pleased to hear of the new detachment commander for the Sidney North Saanich RCMP, Anna Marie Mallard.

It is encouraging for youth to see a female leader, specifically someone who states that she is dedicated to positive youth restorative justice.

Small communities such as ours rely on this mentality as our youth deserve role models who believe in their ability to become responsible civilians.

I would like to see a continued effort from female officers dedicating time to empowering young girls in our local schools to pursue positions of authority.

“It boosts your memory, it can help prevent dementia and Alzheimer’s, it improves flexibility and gives you muscle tone,” she says. “It reduces stress and depression.”

“You learn rhythm and timing and musicality. It’s dancing, and it’s a cardio workout.”

Country line dancing also offers a built-in social boost too.

“The social aspect is really good for your health as well, being able to have a community of people that you can have fun with,” says Mason. “The part of exercise that I hate is the drudgery. And when you do it with people, it’s a lot more fun.”

lihood that you’ll stick with it and reap all those benefits. And despite not being perhaps as flashy as a Zumba class, country line dancing will sure get your heart rate up.

“If you do it continuously for 30 minutes, you can burn 300 to 400 calories,” adds Mason.

That’s comparable to an hour of jogging, and much more enjoyable.

The health benefits and “camaraderie of the family” are what’s kept Mason in the dancing world for more than two decades.

“The entire dance community becomes your family,” she says.

To get the word out, Mason is offering a free class this Sunday (April 12) at Greenglade Community Centre, 2151 Lannon Way,

from 11:30 a.m. to 12:20 p.m.

Participants get to try line dancing, and can also put their name into the hat for a chance to win a set of six classes beginning April 26.

“Anyone who participates can enter to win,” says Mason.

Dancers are asked to wear soft-soled shoes. No experience is necessary.

For those who get bitten by the line dancing bug and want to stretch their skills, Mason also offers a Beyond Beginners class teaching more intricate dances.

B.C. couple hopes to share soldiers’ stories on the trail Steven Heywood News staff

Years following his service with the Canadian Forces as a reservist in Calgary and as a soldier in Bosnia during the Balkans conflict, Paul Nichols was faced with someone who felt the impact of his — and his fellow troops’ — effort overseas.

Nichols, from Quesnel in B.C.’s interior, says he was in a shop in Vancouver when the woman who worked there recognized the regimental insignia on his jacket. She shared her story of how Canadian soldiers essentially saved her.

“It was a real turning point in my life,” Nichols said. “It was a part of my own story.”

It’s his and other veteran’s stories that Nichols hopes to share with communities across Canada.

He and his wife Terry host a ride across the nation.

They and eight horses will meet up with

approximately 700 veterans and ride in stages from community to community. Terry, a therapeutic riding instructor, will give lessons to people who need them. With her OK, Paul said the groups will ride for as long as they are comfortable.

Paul said soldiers often have difficulty when they come home and return to civilian life. In his own case, he was far from support services and there were very few other soldiers living in his community.

“I think (soldiers) struggle a bit in this transition,” he said. “I was fortunate enough to find support and good friends.”

He said veterans, young and old, have stories and he hopes this crosscountry ride will enable them to share their experiences, issues and struggles — and raise awareness that there are men and women who have

served their country in almost every small town or large city in Canada. He said he hopes to re-define what people think makes up a veteran in this country.

The couple are in Central Saanich April 12 at 9 a.m. at the Victoria Therapeutic Riding Association on Veyaness Road. There will be a pancake breakfast fundraiser.

They will be at Hatley Castle that evening for another fundraiser, before officially starting the ride April 13 at noon at the legislature.

Indian celebration offers a cultural immersion Saanich Fairgrounds playing host to family oriented event

For members of the Sikh community, the centuries-old festival of Vaisakhi marks the beginning of the new year, the birth of the Khalsa and the completion of the wheat harvest.

While local residents with the nonprofit India Canada Cultural Association may not be as directly involved in agriculture as their forebearers, the marking of this special time of year in Greater Victoria offers numerous opportunities to experience Indian food, traditional dance and other cultural activities.

Not so ironically, this Sunday’s Vaisakhi Mela (a Sanskrit word meaning gathering, or to meet) is happening at the Saanich Fairgrounds, a Central Saanich venue tied directly to agricultural celebrations.

The free gathering at the fairgrounds represents the festival side of Vaisakhi, one of the most important cultural events of the year globally for members of the Sikh community – Hindus, Buddhists and Tamils also celebrate, but in slightly different ways. The festival also includes special prayer services and events at the gurdwaras (temples).

It’s primarily about family, says Serena Rai, a Victoria resident who has danced the traditional Indian bhangra style since she was five and performed often at such celebrations.

“We’re a close group. We all kind of

pull together and work well as a group in order to make it a fun event for everybody,” she says.

While the mela has plenty of outward cultural appeal, Rai, as part of the younger generation, also appreciates the efforts being made to maintain her ethnic Indian heritage.

“It’s so important to look at what our elders are doing for us as a community,” she says of Vaisakhi-related events. “It makes me very proud to know my children (will be able to participate), as this is being passed from generation to generation.”

Gordy Dodd, a well-known Greater Victoria merchant and president of the India Canada Cultural Association, noted that the marking of Vaisakhi can have many beneficial elements. “(This) celebration is about sharing and family,” he said.

“I firmly believe that when a community gathers in sharing its food, culture, music, art and dance, then our whole community of Victoria gains a sense of tranquility, equality and belonging that is spiritually healing for all of us.”

The Vaisakhi Mela, running from 11 a.m. to 6:30 p.m. at 1528 Stelly’s X Rd. in Central Saanich, features a market, authentic Indian food stalls, henna tattoo applications and a variety of free children’s activities.

There will be outfit, food and decoration contests for attendees to take part in. From an entertainment standpoint, there will be various musical and dance performances and competitions, headlined by members of the Apna Virsa

(translates to our cultural roots), which is billed as the region’s premier Punjabi arts and culture group.

According to Khushia Gill, the coach and leader of Apna Virsa, “Cultural dance knows no race, colour or ethnicity; only talent and passion.” and this groups remarkable energy and synergy symbolizes this way of dance.

The ICCA is mandated to celebrate and raise awareness about the power, diversity and colour of India’s rich culture. For more than 40 years, the society has worked towards creating bridges between the Indo-Canadian community in Greater Victoria and other cultural groups.

Getting there and back For people wishing to attend Vaisakhi events in Saanichton but looking to avoid driving, transportation will be provided from various locations. n Vehicles will leave the Khalsa Diwan Sikh Temple at 1210 Topaz Ave. at 11:30 a.m., noon and 1:30, 2:30 and 3:30 p.m. Departures from Saanich Commonwealth Place are at noon, 12:30, 2, 3 and 4 p.m. n Vehicles also leave Mayfair Centre from the Toys R Us entrance at noon, 1 and 2 p.m., while departures from Sizzling Tandoor at Uptown happen at 12:30, 1:30 and 2:30 p.m. n Regular return times from the fairgrounds begin at 12:30 p.m. and run every 15 minutes starting at 4:30.

They add Ryan Cup play in Greater Victoria, as well as a 24-team tourney at the University of Victoria April 16 to 18.

“I’ve got a great bunch of kids,” said the coach. “All have been playing together for a long time now and many were part of our junior girls team that won the Islands four times in a row.”

Stelly’s will face tough competition in the league again, in the form of Oak Bay, Belmont and Reynolds.

Cunningham is confident her group of athletes will do well.

“The league is strong, but that’s the case every year.”

The Peninsula Track and Field Club is now preparing athletes of all ages for the upcoming track season which begins May 2 and 3 in Port Alberni.

Although the Masters/Seniors group has been active all winter with their Saturday morning workouts at Parkland Secondary School, younger members of Pen Track have now begun their training sessions as well.

Meeting on Tuesdays and Thursdays at Parkland, it is the Track Rascals (6 to 8 year olds) who begin at 4:15 p.m.

Then at 5:15 p.m. the Junior Development (age 9 to 12) athletes take over until 6:45.

A separate set of coaches overlap this session from 6 until 7:30 p.m. as they prepare the older JD (13-

14) and Midget/Youth (15-18) for their events.

While the Track Rascals program runs until April 30, the other groups will continue their training until the end of June, preparing for the various B.C. Athletics championships.

All the various disci-

plines are covered by the cadre of dedicated coaches, including the sprints and hurdles, jumps, throws and middle distance races.

Following the Long Term Athletic Development program, the spring distances are shortest for the youngest athletes but gradually increase as they get older and more experienced, and the throwing implements (shot, javelin and discus) also get progressively heavier.

Although more than 60 athletes are already registered, any new or returning members can still turn up and be enrolled at these ses-
