Festival will close Douglas St. Six blocks of Douglas Street will be closed to traffic on Sunday Kendra Wong Victoria News

There won’t be any honking or road rage on Douglas Street as part of the street is set to close for Victoria’s first-ever Car Free Day on the weekend.

Six blocks of Douglas Street from Herald to Fort streets will be closed to traffic from 9 a.m. to 8 p.m. on Sunday for Car Free YYJ festivities.

The inaugural event includes more than 225 vendors such as artisans, businesses, food vendors and not-for-profit organizations, a craft beer garden, a skate ramp and three stages featuring live performances from local musicians such as Bucan Bucan, Le-La-La Dancers, New Groovement, The O’Briens, the Pandora Choir, Steph Macpherson and Winston Wolfe.

A 7,000-square foot grassy park made from artificial turf will also be installed for people to sit and enjoy the festivities between Pandora and Johnson streets.

The Downtown Victoria Businesses Association, who organized the event, estimates more than 10,000 people will show up for the festivities.

Missing man ID’d as murder victim Kendra Wong Victoria News

The human remains found at a Saanich property last week are those of missing Victoria man Dana McKellar, the B.C. Coroner’s Service confirmed Tuesday.

“It’s bittersweet,” said VicPD Insp. Keith Linder.

“This is someone’s father, someone’s son. It’s good for the investigation to locate him, but it is difficult for his family to have to let go of their hopes that he was still alive. It’s a small consolation for us that were are able to help bring him home.”

McKellar’s remains were found at a property in the 100-block of Goward Road in the Prospect Lake neighbourhood last Thursday.

The 51-year-old father was reported missing in September.

Through an investigation, it was later revealed that McKellar had been previous assaulted. As the investigation progressed, officers learned that there may be potential evidence on the Goward Road property.

On June 2, VicPD, Saanich PD and RCMP launched one of the largest searches undertaken on Vancouver Island in search of evidence of McKellar.

According to Bowen Osoko with the VicPD, the property owners and the seven different tenants on the property are not involved in the case.

The investigation is continuing with police looking into how he died, how he ended up at the Goward Road property and who is responsible.

Osoko said there are a few persons of interest in the investigation and would not say if the people who previously assaulted McKellar were involved in his death.

No arrests have been made and the investigation continues. kendra.wong@vicnews.com

A Victoria condominium strata council is one of the first on Vancouver Island to install solar panels on its building’s roof – all out of residents’ pockets.

Residents of Central Park Strata (909 Pembroke St.) recently voted to spend their own money to install 60 solar electric panels on the roof of the four-storey apartment building, which started generating power for some 100 residents last week.

“We wanted to join the solar revolution.

There’s clearly a need for more local energy generation. It’s a beautiful building for solar panels because it has a flat roof and absolutely no shade,” said Bruce Mackenzie, president of the Central Park Strata.

As part of the $48,000-project, each suite pays on average $735. The electricity generated from

the grid-tied panels feed into the strata’s electrical panel and have a maximum capacity of 14.7 kilowatts.

On the first day of testing, the panels were already generating 11.2 kilowatts.

“I’m very excited that it’s working, it’s been several months of planning and it’s lovely to have it running,” he said.

It was Mackenzie who originally brought forward the idea of installing solar panels at a strata annual general meeting three years ago.

“I just asked for a show of hands if anyone would be interested in solar power and almost everyone said ‘we’re interested. Find out more’,” he said.

But the idea really took off in October, when the price of solar panels dropped, making it more economical.

Sarah Simmons, who has lived in the building since 2001, said a majority of residents voted for the project, reflecting how environmentally

conscious building residents are.

“Quite a lot of the owners in this building are environmentally conscious, they are green, they are looking for a sense of what can we do to reduce or bills, but at the same time look after the environment,” she said.

“The consensus of the owners was that it’s just the right thing to do.”

Mackenzie noted there aren’t any major downsides to switching to solar power and hopes other condominiums will consider switching too.

“There are dozens of similar buildings all over Vancouver Island and the (Lower Mainland) too, which could do just the same thing,” Mackenzie said.

The residents expect panels will generate about 16,000 kilowatt hours per year and save them $2,100 of the strata’s $6,000 electrical bill every year as well. kendra.wong@vicnews.com

Youth in care eligible for new education fund Children who grow up in government care without parents setting aside a college fund are being promised a new potential source of aid for their education.

The province is putting $250,000 into the newly created Learning Fund for Young Adults (LFYA), which will be available to youth born in 2007 or later once they turn 17, provided they’ve spent at least a year in government care.

Disbursements for post-secondary education or vocational training would start in 2024.

LFYA is to be an alternative to the existing B.C. Training and Education Savings Grant, which wasn’t available to many youth in care because it required them to have a Registered Education Savings Plan.

The province is also transferring $1.5 million into LFYA from the BCTES program account and

$500,000 a year in subsequent years. That’s equivalent to $1,200 for each eligible child or youth in care.

“Children and youth who have been in government care deserve to have the same opportunities as their peers from more traditional family backgrounds,” Children and Family Development Minister Stephanie Cadieux said.

The new fund is administered by

the Victoria Foundation.

Other government programs offer help with tuition and other costs for former youth in care, who may also be eligible for tuition waivers now offered at many postsecondary institutions.

The province launched a new website agedout.com to provide help with life skills for youth who are about to turn 19 and age out of government assistance.

A new hospice room at Glengarry Hospital gives dying patients a place to spend with family Kendra Wong Patients nearing the end of their life will now have a peaceful, private place to spend the end of their days with a new palliative care room at Glengarry Hospital.

The Robert (Bob) D. Thomas Memorial Comfort Care Room opened its doors this week and offers patients who are about to die a comforting, private space to spend time with their families.

“When it comes to end of life, families like to be together so we like to have a space where residents can move and have that privacy and the time and space to spend with loved ones,” said Lori McLeod, executive director of the Elder Care Foundation.

The room comes equipped with a TV with a USB port and stereo so families can bring in photos, movies or music that might stimulate positive memories, a love seat and chair that fold out

“End of life care rooms make that experience much more meaningful for families and allows them to spend that time together. It’s a peaceful loving environment,” said McLeod, adding that it still has all the necessary medical hookups and lifts.

The roughly $30,000-project (which was formerly a wheel-

chair storage room) was funded mainly through two major donations from families who know first-hand the need for palliative care rooms.

The first was from John Thomas whose father spent the last year and a half of his life at Glengarry Hospital.

“The compressor would come on at all hours of the night, there was no comfortable bedding in it. They basically rolled dad’s bed in there and we

spent eight days with him in the heat and the cold,” said Thomas, adding that the hospital would not have been able to fund the room on its own.

“We’re just happy to see families being able to have a comfortable space to send their loved ones off rather than the horror of the eight days that we spent here.”

The second donation came from Denese Alexander, a recreation therapist at Glengarry whose husband Darin

James Bay Project marks 40th year with creation of community archive Kendra Wong Victoria News

The James Bay Community Project is kicking off a milestone year that has been 40 years in the making.

At the project’s annual general meeting last night (June 18), members celebrated their continued success providing health, counselling and volunteer services and community support to residents in James Bay, Fairfield, Oak Bay and Victoria over the last 40 years.

They offer outreach and in-home volunteer services to low-income and isolated seniors, and family and child services such as their increasingly popular parent child Mother Goose program.

“We’re all about people — what we can do to help people and people’s place in the community and people’s contributions,” said Kaye Kennish, executive director of the project. “The 40th anniversary gives us an opportunity to recognize the many people through the years who have contributed to their community and have made their community a better place.”

But the program looked quite different when it

was originally formed back in the early 1957.

In the early 1970s, a group of James Bay citizens formed the James Bay Community Association in response to the City of Victoria’s proposal for high density land development in the neighbourhood.

They were able to pressure city council to zone the area for single family/duplex homes and saved many existing homes as well.

From that, the James Bay Community Project was born.

Over the years, they’ve grown to include more than 300 volunteers providing services to roughly 400 people a day.

Paula Greene, communications and fundraising manager with the project, attributes the organization’s success to its ability to adapt to the needs of its changing demographic.

As part of the celebration, they will be collecting stories, pictures and memories of people’s involvement to create an archive.

The Victoria Police Department will help block off the roads during the festivities.

“We support all kinds of events throughout the city. Car Free Day is an interesting, and frankly, exciting initiative,” said Bowen Osoko with the VicPD, noting they will have reserve officers who will be coming out to help with traffic.

Osoko said it’s important for drivers to check the VicPD and City of Victoria websites for updates throughout the weekend.

“Before people come down, because there will be some traffic disruption, not a lot, based on where the block offs are, but it’s important to take a look at the websites to avoid the areas that are blocked off because it will help avoid headaches,” said Osoko.

“It’s important for people to be patient on Car Free Day. It’s trying something new, and there may be a few growing pains along the way.”

There will be a free bike valet and free parking at all five city parkade as well as at street meters as well.

Esq. Music Fest celebrates Naden Band’s 75th birthday Kevin Laird Victoria News

Esquimalt’s Township Community Arts Council is launching its Memorial Park Music Fest on Tuesday (June 23) with a birthday party for Naden Band of Maritime Forces Pacific.

The band turns 75 this year.

“It will be a huge celebration,” said Morlene Tomlinson chairman of the arts council and sponsor of the music festival.

“This year is very, very special because we are going to throw them a birthday party.

We think it is very fitting because we are neighbours, and there is a particular relationship between the Township of Esquimalt and the Naden Band.”

The festivities begin at 5:15 p.m. on Tuesday with CFB Esquimalt base commander Capt. (N) Steve Waddell delivering a birthday cake for 475 people.

Rear-Admiral Bill Truelove will be among the band’s well-wishers.

Student musicians from Vic High, Rock Heights and Shoreline schools will also perform during the evening.

Naden Band commanding officer Lt. (N) Matthew Clark said playing within the township is always memorable for the band.

“It’s in our backyard.

I think its most fitting that we play here, and we should play here more often.”

The 75th anniversary will be marked with several events including the International Military Band Concert tonight (June 19) at the Royal Theatre, a

recording of Canadian composer Robert Buckley’s music in July and the 75th anniversary concert at the Royal Theatre in September, among other events through to December.

But home is where the heart is.

Last year Naden Band opened up the inaugural Memorial Park Music Fest and is happy to return.

“The musicians really enjoyed it. The reception I got from them was a really, really positive one. They felt acknowledged in a very lovely way,” Clark said.

Premier posing a bad picture It sometimes seems that in her quest to seem young and hip, Christy Clark forgets that her job as premier of B.C. requires a certain level of decorum and respect.

Clark once again demonstrated how oblivious she can be, creating another fracas with her attempt to host an International Day of Yoga event.

“Om the Bridge” would have seen Vancouver’s busy Burrard Bridge closed for several hours on June 21, and set the province back $150,000.

Clark June 21 is the first day of summer. It’s also, as many people are aware – though apparently not Premier Clark – National Aboriginal Day. Clark apparently still hasn’t learned a lesson that most people learn in their childhood, that showing respect creates respect in turn.

When it comes to dealing with B.C.’s First Nations, showing respect is a key piece of the puzzle. It would be hard to describe how much disrespect Clark showed by organizing – and planning to attend this event – on the same day. The whole sorry mess fell apart on June 12, when Clark announced she wouldn’t be attending Om the Bridge.

It’s worth noting that in Clark’s 220-word announcement that she wouldn’t be attending the event, only 23 words were dedicated to National Aboriginal Day – the rest was about the wonders of yoga.

Nor did Clark mention anything she might be doing on the June 21 to honour Canada’s First Peoples.

Readers respond: micro-housing, fireworks, homeless deaths A dangerous can of worms to open Re: City OK’s micro-housing (News, June 10) I am someone who regularly interacts with the street people of the city as part of my job.

I can say that the vast majority of the “homeless” type of people that you regularly scuttle by downtown are mostly harmless and kind people if you get to know them. They are simply ill, and generally homelessness is often not their most critical illness.

If you take the time to talk to these people and ask their story, you will learn that their tale is almost always one of mental or physical childhood abuse, coupled often with mental illness and addiction.

Homelessness is not the most critical problem for many of these people.

Before offering housing we will need dedicated teams of mental health professionals to assess each individual on a case by case basis.

I do not believe that simply

building a village and leaving them to their own devices is the correct course of action, and nor will it reduce policing costs as the city has suggested.

I am also very weary of the location being proposed inside public parks. Aren’t parks supposed to be for the taxpayers to enjoy?

If council is absolutely serious about this initiative it has to purchase new land to put this micro-village on. There are still plenty of vacant lots in the city that could be purchased.

I think once these structures begin being erected in our city parks there are going to be a lot of angry residents coming out of the woodwork, and perhaps rightly so. It will be a gigantic can of worms the city must open with the utmost tact.

I completely support their view eliminating the outdated tradition.

Delightful to watch, fireworks are still an environmental calamity that needs to be put to rest.

Other culminating events could easily replace this practice.

Homeless die and are forgotten Victoria’s harm reduction by the numbers: ■ 281 reported street deaths in B.C. 2007 to 2013 (Megaphone Report) ■ 30 known deaths on streets of Victoria in 2012 (last available data) ■ Zero deaths from overdose at Vancouver’s Insite safe injection site In 2012, there were two deadly explosions at B.C. sawmills. In

March 2015, a coroner’s inquiry was held to determine the cause of the deaths. An appropriate measure, a coroner’s inquiry makes recommendations to prevent similar lifethreatening events from happening.

Homelessness is a lifethreatening condition.

People living on the street die at half the age and seldom from “natural causes,” but the B.C. Coroners Office has not conducted an inquiry.

In any other situation: automobile, industrial, prisons – 30-plus deaths in such a short period would have precipitated an investigation.

The homeless die and are forgotten.

The province is considering stiffer fines and possibly vehicle impoundments or prohibitions to get distracted drivers to put down their cellphones and devices.

Motorists caught using a hand-held device face $167 fines and – since last fall – three driver penalty points.

“We took a first step and increased the penalties last fall and now we’re looking at possible changes to the legislation, including more severe penalties,” Justice Minister Suzanne Anton said.

A four-week online consultation period is open until July 16 to gather public opinion on whether tougher measures are needed.

Five years after distracted driving fines were introduced in

B.C., many drivers continue to ignore the law.

Police issued 55,100 tickets last year to drivers caught using an electronic device behind the wheel – an increase from 53,000 in 2013.

ICBC estimates 9,500 drivers in B.C. are using a hand-held device at any given time and 40 per cent are texting or

emailing as they drive.

The B.C. Association of Chiefs of Police supports escalating fines or sanctions, particularly for multiple repeat offenders, said Transit Police Chief Neil Dubord who chairs the chiefs’ traffic committee.

But he said the widespread disregard for the cellphone law makes it difficult to see how officers could impound vehicles – at least on a first offence – without being accused of selective, unfair enforcement.

“The impoundment of vehicles is difficult because of the large numbers,” said Dubord. “When people are speeding at double the limit speed limit a threshold is broken which can then lead to the impounding of the vehicle.”

He said he believes prohibitions should be

considered, but only for the worst repeat offenders.

The chiefs’ association doesn’t have a formal position on prohibitions, nor has it adopted the stance that texting is worse than hand-held phone calls.

According to research cited by the province, texting or using a smartphone while driving is more distracting than talking on one, resulting in up to 23 times higher crash risk for drivers who text.

Songhees dancers like Devon Lepine will perform this weekend at the Royal B.C. Museum.

A multi-day festival highlighting aboriginal culture kicks off today (June 19) at the Royal B.C. Museum in celebration of National Aboriginal Day. The 2015 Aboriginal Cultural Festival celebrates Vancouver Island’s three First Nations communities: the Coast Salish First Nations and the Nuu-ChahNulth and Kwakwaka’wakw First Nations.

As part of the free three-day event, there will be performances by more than 45 performers, including Lekwungen Traditional Dancers, the Esquimalt Sing-

ers & Dancers, Le-La-La Dancers from Kwakwaka’wakw Nation, Tzinquaw Dancers and three-time world hoop dancer champion Alex Wells.

There will also be an artist market featuring authentic indigenous arts and crafts, wood carving and drum-making demonstrations, authentic Aboriginal cuisine and storytelling.

This is the second year the festival will be put on outside the museum and organizers are expecting to draw more than 10,000 people over the weekend. “[Participants] are going to experience the diverse cultures that B.C. has to offer,” said Paula Amos, director of operations and

partnerships with Aboriginal Tourism B.C., who organized the event.

“It’s a day for us to celebrate who we are, the diversity of our cultures, the resilience of our cultures that comes from our history and how we’re still here strong, and passing on our culture to the next generations.”

I’m not a particularly tall individual, but my driving partner, an above average height male, didn’t find himself as cramped as he thought he would be. Even when we put the top up, claustrophobia was nowhere to be found.

And speaking of top up driving, cabin noise is reduced significantly. Thanks to an aluminum front panel and insulating headliner, wind noise is cut by 40 per wwcent.

With the top down, engineers have used their wizardry – or in this case, scientific knowhow – to keep cabin wind at bay and to allow conversations to be carried on without having to yell. And without too much hair being blown around. Side note: ladies, bring a hair tie just in case.

Perhaps MX-5 admirers should also bring their sunglasses, because this front-engine, rear-wheel drive car is hot. Hot meaning sexy. And sexy in regards to its styling.

You won’t find hard edges on this car, but you will find a flowing form that is highly attractive at a standstill.

While the looks of a car are essential, it’s not what the MX-5 relies on for its cult-like following. It’s the drive.

Subaru is working with the Centre for Pet Safety to crash test pet safety products.

A recent survey revealed that 56 percent of North American pet owners drive with their pets aboard and 20 percent admitted to travelling with a pet in their lap.

Subaru will help promote the safety of beloved four-legged companions by funding the non-profit research and advocacy organization’s testing of pet crates and small carriers in crash situations. The study, designed by CPS, will include an investigation of crate connection options for pet owners who travel with their pets, as well as examine crate and carrier structural integrity, and gather data necessary to formulate testing and crate performance standards.

The partnership continues the work that began in 2013 with the testing

by CPS of pet harnesses. The resulting Harness Crashworthiness Study uncovered major differences in performance of popular pet restraints, with many resulting in catastrophic failure that could cause serious injury to both the pet and vehicle passengers. The goal of the study was to highlight the importance of driving safely with pets and to complete the first formal test protocol and independent ratings

guidelines for pet travel harnesses, published by CPS in 2014.

“We want to make pet parents aware of proper safety measures they can take to help protect their pets.

Following the previous study with CPS, we were delighted to support this next stage in testing,” said Michael McHale, Subaru's director of corporate communications. “Pet safety is very important to Subaru as more than half of Subaru drivers are pet owners, with over 69 percent of them owning at least one dog. We feel a sense of responsibility to inform pet parents of safety measures they can take.”

Subaru and CPS will once again enlist MGA Research Corporation, an independent National Highway Traffic Safety Administration (NHTSA) contracted testing laboratory, to conduct rigorous crash testing on commonly available pet safety products using

realistic, specially designed crash test dogs. The results, including a crate-sizing guide and best practice for securing pets in vehicles, will be shared later this summer.

“No performance standards or test protocols currently exist for pet crates or carriers, and while many pet safety product manufacturers claim to test their products, they can’t be substantiated without uniform test standards and protocols,” said Lindsey Wolko, Center for Pet Safety’s founder and CEO. “We are very excited to once again have the support of Subaru, allowing the independent examination of pet crates and carriers. Subaru understands the importance of safety of all passengers including our fourlegged friends.”

Victoria buskers festival draws all-star performers

What has become one of Victoria’s top annual attractions is ready to again sail into downtown for 10 days beginning July 17.

The fifth edition of the freeto-attend Victoria International Buskers Festival will present professional street theatre performers from Sweden, the UK, Australia, New Zealand, the U.S. and Canada.

“We hear from people all year round over how impressed they are with the quality of talent we present,” said John Vickers, executive director of

the Victoria International Buskers Festival Society.

“This year’s lineup includes magicians, one of the top hula hoop performers in the world, acrobats, jugglers, we have a fire show act – the community and visitors alike are in for a real treat.”

Vickers said after last year’s celebratory All-Stars event, a majority of stage acts this year are performing in Victoria for the first time. They include the UK’s Lisa Lotte, recognized as one of the world’s top hula hoop performers and the Eng-

Soy ranked sixth and seventh in both agility and balance events, while Reddekopp finished second in anaerobic fitness: mean power output and tied for seventh in aerobic fitness: test duration.

All bees share a few key features.

Unlike wasps and ants, bees are vegetarian. Instead of a predatory lifestyle, bees feed their young protein-rich pollen.

Another difference can be found in the hairs of bees.

While not all bees are hairy, they all have some hair and some of these hairs are plumose (branched), when viewed under the microscope.

And just when you think you have it figured out, along comes a fly posing expertly as a bee.

Here the easiest things to check for are the four wings (on a bee).

The European honey bee is a non-native species that was brought to our coast in 1858 for honey production and pollination services.

colonies of up to 60,000 individuals, consisting of a single queen, thousands of female worker bees, and a few males waiting for a queen to carry out a mating flight. The queen can live several years, and hives over winter as a large colony.

Although not as diverse as other groups of bees, (only 39 species in B.C.), bumble bees are a very challenging group because of the variation within each species.

With few exceptions, a bumble bee must be collected to identify it. A relatively easy bumble bee to identify is also a rare bee: the western bumble bee – now considered threatened under Canada’s Species At Risk Act. Bumble bees form hives on a small scale – a queen and usually fewer than 50 worker bees. Only queens overwinter, and they only live for a year.

And last but certainly not least — the hundreds of solitary bees moving from flower to flower unnoticed and underappreciated.

Here is where the greatest surprises can be found: species that look like wasps or flies, some so small you cannot tell they are a bee until you see them under a microscope, some that nest in the exit holes of beetles from dead trees, others that burrow into the

ground, and still others that create special structures out of leaves to house their young.

A solitary bee that many people are familiar with is the blue orchard bee or mason bee.

In nature they use small holes in trees to nest, but we can provide homes for this species and benefit from its incredible pollination efficiency.

Ground-nesting solitary bees can be encouraged by leaving areas of exposed and undisturbed soil. Hollow stems are another popular nesting site for solitary bees, so don’t be so quick to tidy things up or you will be eliminating important pollinator habitat.

We have approximately 15,000 specimens of bees already in the Royal B.C. Museum collection, and many of them have been identified through the volunteer efforts of Dave Blades, a research associate in entomology, as well as Dr. Cory Sheffield, a leading bee expert in Canada now working at the Royal Saskatchewan Museum.

Staff at the B.C. Ministry of Environment and Environment Canada, as well as RBCM entomology staff and volunteers have been helping to improve these collections and provide a clearer picture of how this essential group of organisms is faring.

You can help reverse pollinator declines by choosing to eat pesticide-free foods, helping protect natural areas, and providing habitat in urban areas through the use of native plants.

St. Matthias celebrates centennial Thomas Mahan Special to the News

One-hundred years ago, Victoria was growing rapidly. In 1909, a trolley line extension (along Cook Street, May Street and Fairfield Road to Foul Bay Road) brought new development to an area that had been rural pasturage.

By Jan. 1, 1915, the church known as St. Matthias Mission was opened and consecrated at 311 Richmond Ave., near Lillian Road, in Fairfield.

St. Matthias had begun as a mission from downtown Christ Church Cathedral. As early as 1911 an Anglican home worship group had been organized at 1587 Fairfield Rd. A year later, the house was found to be not large enough.

As the Cathedral wanted to establish a larger presence in the Ross Bay and Foul Bay area, funds were raised for what became St. Matthias Mission.

The new building on Richmond Avenue had about 1,100 square feet, accommodating both Sunday school and church services. It had seven pews, to seat 72 people. The Cathedral’s St. Agnes Guild provided a pedal organ, which is believed to be the same one in St. Matthias’ chapel today.

Subsequent additions included a belfry, with its former Yates Street Fire Hall bell (1919), and a hall (1928).

The congregation grew steadily, but like so many organizations it struggled financially during the Depression.

The subsequent war years provided their own challenges.

Nonetheless, by 1947 St. Matthias was formally separated from the Cathedral, being now financially self-sufficient and no

By the mid-1950s, the congregation had outgrown the facility near Lillian Road. It was sold and since then has been home to St. Jean Baptiste, Victoria’s Francophone Roman Catholic parish.

Meanwhile, St. Matthias moved to 600 Richmond Ave., at the corner of Richardson Street, where a new, much larger church and parish hall were dedicated on Jan. 6, 1957.

Four years later, planning started for a new rectory, which was finished by early 1963.

In 1969 the idea of building a non-profit rental complex on the church property was first suggested. In late 1971 construction began, replacing what had been a rose garden.

Comprising 24 low-income rental suites, Rogers Court was named for the retiring incumbent Canon Rogers.

Over the next decades, the congregation continued its many activities within the

church, out in the surrounding community, and abroad – including supporting church and social justice activities in Eastern Europe and Nicaragua.

In 2009, there was a severe bump in the road – the rector and a large majority of St. Matthias parishioners left the Anglican Church of Canada.

The remaining, much-reduced, congregation reorganized and started rebuilding itself.

Led by The Rev. Canon Bruce Bryant-Scott, St. Matthias proceeds with confidence and enthusiasm into its second century.

On June 28, at 10 a.m., the Parish of St. Matthias will celebrate its centennial year with a Morning Prayer service, using the old Book of Common Prayer. A lunch and musical entertainment will follow in the Parish Hall. All are welcome.

A booming Saanich market is having a ripple effect in municipalities like Victoria Travis Paterson News Staff

It looks like nothing will stop the hot Saanich real estate market that has improved for two straight years, and the booming business creates a ripple effect for regions such as Victoria.

Like Saanich, Oak Bay and Victoria are experiencing similar growth while the West Shore has remained more static.

As the biggest municipality on the Island, Saanich always offers the largest amount of sales on a monthly basis, says Victoria Real Estate Board president Guy Crozier.

And it creates a ripple effect for the rest of the region. Buyers will find in Saanich what they can’t find in Oak Bay or Victoria, but Saanich too, is limited.

“With an increase in sales, correspondingly, inventory has been falling month over month (in Saanich) for the last 20 months,” Crozier said.

“When you have an area like Saanich, similar to Oak Bay and parts of Victoria, the demand can’t keep up.”

There are many factors that make Saanich a desination, key among them its sizeable residential lots in a natural setting, but with proximity to town.

But it’s the lack of new development that’s driving demand (and prices) up in Saanich. North Saanich is building, the West Shore is building. But in Saanich, development is minimal compared to the size of the municipality.

“It puts pressure on house prices (in Saanich and Victoria) whereas with the West Shore, there is less pressure, because they can keep up with the housing demand. Sales are up, but the prices haven’t risen drastically because they haven’t been pressured.”

Since February, Saanich real estate sales have been up over last year, every month, increasing moderately over the last 20 to 24 months, with a substantial boost of 25 to 30 per cent in the last five months.

As the region hits the year’s peak months for inventory, May has registered a lower inventory of residential units for sale compared to previous years for the second straight year.

“May to September are the highest months for sales and inventory, with more than 900 sales in May. It’s the first time we’ve hit 900 in six years, prior to 2009,” Crozier said. “What we’ve seen in our House Pricing Index this year, which monitors price changes, is close to a 4.6 per cent spike in Saanich East, and 2.76 per cent spike in Saanich West. We haven’t seen prices go up that high in one year for a long while.”

Even throughout the economic downturn of 2009 Saanich held true. The urban containment boundary, which protects development from encroaching agricultural areas, protects the values of not only Saanich real estate, but the properties of neighbouring cities too.

Saanich is close to, but not Victoria As a buyer, be clear that you understand the District of Saanich as its own municipality.

There is some confusion about Saanich’s role as a neighbour to the City of Victoria to the extent that, Saanich is to Victoria what England’s Westminster is to London (nearly half).

Many Saanich residents identify as living in Victoria, not only in conversation, but when they write their address. Even Google maps list Saanich addresses as a place in Victoria.

In many ways the bylaws and politics of the District of Saanich are drastically different to that of the City of Victoria.

Other factors are at the cause of the Saanich price growth. Interest rates being low, consumer confidence, a steady economy and its desirable location for out-of-town buyers.

“Look at Greater Victoria, the past two winters we’ve experienced compared to the rest of Canada, and people are making the choice to come here,” Crozier said.

Privacy issues keep VREB from tracking exactly where buyers are coming from, but it’s no secret that new-to-town buyers are part of the increasing demand.

“When we see sales take a jump of that size, it puts pressure on prices, more so on Saanich because of the lack of available land for development for new housing, see some in fill and some small subdivisions, but no large scale developments.”

For those who are interested in buying in Saanich, patience is a virtue.

Sales are always cyclical and consistent here.

Peak sales for the year are in May and June but sales should plateau through August before dipping between September to November.

More units will come on the market and while the sales are excellent, the prices aren’t crazy.

Overall, it’s a great market, Crozier said.

“One thing about a market like this is it’s a reminder of the importance to consult a real estate agent. The market is drastically different from years past and even across the region, advice is key.”

Without getting too technical, dimensionally, it has changed. It’s actually smaller – the overhangs in the front and rear don’t hang as much – yet space is used even more efficiently inside. The driver sits lower, and so does the engine.

I’m not a particularly tall individual, but my driving partner, an above average height male, didn’t find himself as cramped as he thought he would be. Even when we put the top up, claustrophobia was nowhere to be found.

And speaking of top up driving, cabin noise is reduced significantly. Thanks to an aluminum front panel and insulating headliner, wind noise is cut by 40 per wwcent.

With the top down, engineers have used their wizardry – or in this case, scientific knowhow – to keep cabin wind at bay and to allow conversations to be carried on without having to yell. And without too much hair being blown around. Side note: ladies, bring a hair tie just in case.

Perhaps MX-5 admirers should also bring their sunglasses, because this front-engine, rear-wheel drive car is hot. Hot meaning sexy. And sexy in regards to its styling.

The MX-5 fully embraces the Kodo or “Soul of Motion” design language that inspires clean and crisp lines on new and future Mazda products.

You won’t find hard edges on this car, but you will find a flowing form that is highly attractive at a standstill.

While the looks of a car are essential, it’s not what the MX-5 relies on for its cult-like following. It’s the drive.

The MX-5 is a car that can make you feel like a hero, or a champion without breaking too many road rules.

It’s a car whose steering, suspension and transmission work so seamlessly together with the driver that it requires effort not to enjoy yourself.

If the Laws of Attraction are yet again on my side, the 2016 Mazda MX-5 and I will cross paths again. Hopefully sooner rather than later.

The 2016 Mazda MX-5 (the GX trim) has a starting MSRP of $31,900. The GS has an MSRP of $35,300 and the GT of $39,200. All three trims can be outfitted with the six-speed manual or the six-speed automatic for the same price.

Subaru is working with the Centre for Pet Safety to crash test pet safety products.

A recent survey revealed that 56 percent of North American pet owners drive with their pets aboard and 20 percent admitted to travelling with a pet in their lap.

Subaru will help promote the safety of beloved four-legged companions by funding the non-profit research and advocacy organization’s testing of pet crates and small carriers in crash situations. The study, designed by CPS, will include an investigation of crate connection options for pet owners who travel with their pets, as well as examine crate and carrier structural integrity, and gather data necessary to formulate testing and crate performance standards.

The partnership continues the work that began in 2013 with the testing

by CPS of pet harnesses. The resulting Harness Crashworthiness Study uncovered major differences in performance of popular pet restraints, with many resulting in catastrophic failure that could cause serious injury to both the pet and vehicle passengers. The goal of the study was to highlight the importance of driving safely with pets and to complete the first formal test protocol and independent ratings

guidelines for pet travel harnesses, published by CPS in 2014.

“We want to make pet parents aware of proper safety measures they can take to help protect their pets.

Following the previous study with CPS, we were delighted to support this next stage in testing,” said Michael McHale, Subaru's director of corporate communications. “Pet safety is very important to Subaru as more than half of Subaru drivers are pet owners, with over 69 percent of them owning at least one dog. We feel a sense of responsibility to inform pet parents of safety measures they can take.”

Subaru and CPS will once again enlist MGA Research Corporation, an independent National Highway Traffic Safety Administration (NHTSA) contracted testing laboratory, to conduct rigorous crash testing on commonly available pet safety products using

realistic, specially designed crash test dogs. The results, including a crate-sizing guide and best practice for securing pets in vehicles, will be shared later this summer.

“No performance standards or test protocols currently exist for pet crates or carriers, and while many pet safety product manufacturers claim to test their products, they can’t be substantiated without uniform test standards and protocols,” said Lindsey Wolko, Center for Pet Safety’s founder and CEO. “We are very excited to once again have the support of Subaru, allowing the independent examination of pet crates and carriers. Subaru understands the importance of safety of all passengers including our fourlegged friends.”
