A popular online classified site is sniffing out those who profit from the sale of animals online. UsedEver ywhere. com, headquartered in Victoria, announced on Wednesday that it has banned online ads posted by those suspected of profiting from the sale of household pets. “We have worked in conjunction with the B.C. SPCA to determine what the ethical and moral course of action should be to ensure that pets are kept safe from harm, and we have arrived at the decision to prohibit profiting from the sale of household pets on our sites,” says Elizabeth Dutton, president of UsedEverywhere. com. “We’re a familyfriendly site and this move is a fit with our culture. “We hope that by doing this it will be more difficult for people to find a place to sell these animals. If we can do our small part to reduce the market place for these animals then we hope the supply will go down as well.” As part of the new policy, the live moderation team at UsedEverywhere.com will continue to review every pet ad. As part of the implementation of this new policy, the team has reviewed over 4,000 pet

UsedEverywhere.com is partnering with the B.C. SPCA to help curtail the exploitation of animals online. ads in the last two days. People wishing to rehome pets or are looking for pets can still post ads. Geoff Urton, senior manager of stakeholder relations with the B.C. SPCA, hopes the new policies will crack down on unethical, non-reputable breeders. “The Internet has become a safe haven for unethical puppy mills and other pet breeders,” said Urton. “It sends a very strong

message that it’s unacceptable to exploit pets by selling them online for profit.” According to Urton, dogs raised in puppy mills experience horrific conditions and are often kept in confined conditions. This can lead to the animals developing health conditions and often becoming aggressive towards people and animals. “The animals suffer, the pet owners who

have to deal with the health conditions of the animals suffer and public safety can suffer too,” said Urton, adding that reputable breeders would not be posting animals on classified websites in the first place. “Look for breeders that are only breeding one kind of animal, make sure you visit the breeder and ask to see where the animals are being kept and make sure they have a veteri-

nary checkup.” Recently Kijiji started charging $4.99 to place a dog ad. “We didn’t feel like that was strict enough, people are selling these animals for hundreds of dollars, so a $4.99 fee, we didn’t feel was a deterrent and we’ve taken a much more stricter policy and we hope others will follow suit,” said Dutton.. — Victoria News/ Black Press

Aviation Museum opens its door for celebration Tim Collins

to be in an aircraft without actually leaving the ground, there will be a chance to have their picture taken while seated in a T-33 jet trainer. Or perhaps the kids want to climb aboard a real working fire truck, provided by the Victoria Airport Authority for the event. Of course, no celebration would be complete without a cake, and the District of North Saanich will be providing the confection as part of their jubilee year celebration. Other food will also be available through the efforts of the Aviation Museum volunteers who will be serving up a selection of hot dogs, hamburgers and snacks for hun-

There was a time, during the Second World War, when the site that now houses the British Columbia Aviation Museum was the hub of so much activity that it almost defies imagination. Almost 10,000 military personnel passed through the Pat Bay facility at any one time and the site was home to aircrews, groundcrews, and a host of support personnel ... all training or providing training for the conflict overseas. Not much is left of the old camps now but through its many exhibits the B.C. Aviation Museum has preserved a little of those glory days for future generations. On Saturday, July 25 the museum will be hosting an open house in conjunction with North Saanich’s 50th anniversary celebrations and the day’s list of activities is sure to have something for the whole family. Naturally, the usual array of exhibits will be on display. “The museum has over 35 aircraft of various vintages on display,” said Larry Dibnah, one of the museum’s directors and tour guide co-ordinator. “The planes are fantastic and really give a glimpse of what made aviation great ... but there’s so much more as well.” Dibnah maintained it’s the other display items that complete the package. “We have an art gal-

gry visitors. “We’ve had so much co-operation for this event,” said Dibnah. “The 433 Squadron (of the Canadian Armed Forces) will visit with their Sea King helicopter and the Catalina (Canso) Preservation Society will be flying in with a vintage Catalina flying boat. It’s going to be fantastic!” Among the various displays and activities, the event will be rounded out through the contribution of the Panorama Recreation

Centre who will be on site with a bouncy castle for the kids, face painting and other activities. Doors open at 10 a.m. and the event runs until 4 p.m. Admission is by donation at the door.

A swing and a miss

T

here’s every indication that North Saanich politicians — as well as quite a few residents — were not comfortable with a proposal to build houses on agricultural land. That is essentially what a proposal to change the Glen Meadows Golf Club was going to do. The owners had proposed splitting the 130acre golf course in two pieces — 100 acres to the District of North Saanich as farmland and the rest developed into large lots for single family homes and small plots of land that could be farmed. North Saanich council this week ratified an earlier decision to deny the proposal. This is generally seen as a no-no for those fighting for the preservation of local food sources. It’s also typically a non-starter for the ALR’s governing wing, the Agricultural Land Commission. There are certainly examples of ALR land being developed, or potentially developed. Take the Sandown property in North Saanich. It split off 12 acres for use as a commercial development, gifting 80 acres to the District as farmland. The difference is, the municipality was able to come up with 12 acres of land to add to the ALR pool, offsetting the loss to the commercial component of the deal. There were no spare 30 acres hanging around in the municipality to make the Glen Meadows deal work. That’s probably why the proposal had not yet been taken to the ALC for its comments. There were plenty of other questions surrounding the plan, and it came down to a level of comfort in the proposal that just wasn’t sufficient to see it proceed. The novelty of turning a golf course back into farmland — which could have been a first — may have to remain just that for now. What do you think? Fortunate to have Panorama people I made my regular daily excursion to the Panorama Recreation Centre either by car or by bicycle while the Elders Gathering was taking place. I was discouraged to hear some of the patrons complaining about the inconvenience of not being able to find parking during the event. As a patron and a taxpayer I think it is fabulous to see the facility used for such an event, not to even mention a special and significant event such as the Gathering. I also want to say hats off to all the Panorama staff, especially all the front line employees who, from my casual observation, went well above and beyond their normal routines in order to contribute to the success of the event. What’s more, they performed all those other related duties with a smile on their face. How the staff handled this event was just another example of what a great group of people they are. With so many things to see and do, summer trips, barbecues and parties, the beach and reunions, it is the furthest thing from our minds. However, some of us might find that we have more time on our hands - an excellent opportunity to ask our local MPs about their party’s platform. I, for one, want to know which party will commit to getting us closer to the goal of .7 per cent of gross national income (GNI) for

international aid spending. Please note that .7 per cent is less than one (1) per cent. Can we not find it in our hearts and in our pockets to give those less fortunate a hand-up? Our aid contributions stand at just 0.24 per cent of GNI, and have dropped from $5.65 billion in 2012, to $5 billion in 2013, to $4.2 billion in 2014. Meanwhile, the U.K. has passed a bill that enshrines in law its commitment to spend 0.7 per cent of its GNI on aid every year, making it the first G7 country to meet the U.N.’s 45-year-old aid spending target. In 2013, only five other countries — Sweden, Norway, Luxembourg, Denmark and the United Arab Emirates — had met or exceeded the 0.7 per cent aid spending target. The Netherlands had consistently met the target, but fell short in 2013. Canada must prioritize international development by committing to increasing our aid spending to .7 per cent of our gross national income by the year 2020. C’mon, pull yourself away from the barbecue or hammock for just a few minutes, or maybe an hour and do a little research so that you are armed for that fall election. Better yet, let your MP know your thoughts while he or she is home enjoying those hazy, lazy crazy days of summer Connie Lebeau Victoria

There was also a call for more public consultation, Finall said, adding she also spoke up on this issue and its lack of public input, compared with that for Sandown. The mayor said she hadn’t heard from the proponents following council’s vote Monday night and was not sure if they had any plans to re-apply. Affordable housing plan nixed in Sidney Town, proponent too far apart on land price Steven Heywood News staff

Both sides were too far apart on the price for a piece of land, killing a proposed affordable housing project in Sidney. On Wednesday, the Town of Sidney issued a media release stating, in part, the municipality would no longer proceed with the proposal for a six-story building that would see multiple price-controlled units and two floors of commercial space. The land in question is the Town-owned parking lot, south of the fire hall, on Third Street. The project was proposed by the Greater Victoria Rental Development Society (GVRDS), seeking to build affordable rental workforce housing — something that area industrial companies have said is needed in

the area. In an interview, Mayor Steve Price said council was looking for the best possible price for the land, while the GVRDS had to meet its price point in order to keep costs low and maintain lower unit costs — essentially, keeping the units affordable. Price said the municipality was happy to entertain certain tax exemptions and other financial breaks to help make the project work. However, the two sides were too far part on the land price. As a result council, at an in-camera meeting July 13, decided to stop the process with the GVRDS. Alanna Holroyd, executive director of GVRDS, stated in an email to the PNR they “jointly agree on this conclusion.” She stated further that the Society is “continuing to look

for a viable site.” “We want to look at this as a postponement,” Price added, saying the Society might be able to find an alternate site that meets their needs. The mayor added the Town still hopes to see some kind of affordable housing project. “While council recognizes that the decision to no longer pursue workforce housing on this particular site is disappointing, they remain focused and steadfast in their commitment and pursuit of this much needed housing type in Sidney,” stated the Town’s media release. The choice of the building site on Third Street was controversial. Residents who did express their concerns lamented the loss of a central parking area and the potential impact on shopping downtown.

er’s company and show our art of families and children.” Lott said the event sees an estimated 30,000 people during the day — so not a lot of actual painting gets done. “I will have (a painting ) on the go,” said Lott, who works primarily in watercolours and oils. “Sure enough, though, every time I go, people will start talking to you.” Lott said she enjoys the interaction with people, so while the work may suffer, the chances to engage with people do not. Under her canopy this weekend, Lott said she not only have a painting on the go, but she will display some of the story boarding work she does when illustrating children’s books. Lott has been a professional artist since around 1985 — but said she has loved art since she was in Grade 3.

“I have always loved it. I was always encouraged to take art, as I have a lot of artists and architects in the family.” Yet, she didn’t want to be a starving artists, so Lott became a physiotherapist. It was a field or study and practice that has helped her paint the human form. These days, Lott paints regularly, illustrated books and works on commissions she receives each year. After this weekend’s TD Art Gallery Paint-In, Lott will get ready for an exhibit of her work at the Victoria Art Gallery on August 14. The next afternoon, from 2 to 4 p.m., the Gallery hosts a relaunch of the children’s book, Jessie’s Island, which features Lott’s illustrations. The Peninsula Players kicked off their sixth season of outdoor theatre last week in North Saanich. The local theatre group has brought their latest show, Space Wars: The Empire Strikes Blanc, to the Muse Winery for another summer of singing, dancing and fun in the open air. “Space Wars is a really fun, light show full of very talented people and lots of humour,” said Gerald Schieven, the director of the show. “It’s a bit of a spoof on all the old, popular space movies and television shows and the story is based around the evil galactic empire deploying their ultimate weapon which a lovebot.” Please see: Summer shows go rain or shine, page 13

Jubilee event takes off on July 25 North Saanich celebrates 59th anniversary this year Tim Collins News contributor

It’s only fitting that the District of North Saanich should use the July 25 open house at the B.C. Aviation Museum to cut the cake to celebrate its 50th anniversary. It was, after all, the selection of the land now occupied by the museum (and the Victoria International Airport) that ultimately led to the incorporation of the municipal district back in 1965. (A previous attempt at incorporation in 1905 led to dissolution of the District in 1911). But since then the municipality has grown and prospered and has a lot to be proud of. “We have a history that we’re very proud of here in North Saanich, said Councillor Jack Thornburgh. “We have a healthy blend of commercial and agricultural activities and it’s my hope that we’re able to maintain that balance with a strong farming tradition here in North Saanich. Looking to the future, for example, I think we have a lot to offer in terms of the demonstrating that food security is important and attainable.” Beyond the July 25 event at the Aviation Museum, the District has planned a series of other events. They include: • August 22 — 8 a.m. to 10 a.m. Jubilee Park Dedication and Community Pancake Breakfast at Jubilee Park. Remarks by Honourable Elizabeth May MP, Gary Holman, MLA, Sidney Mayor Steve Price (possibly Central Saanich Mayor Ryan Windsor) • September 29 — Storytelling at the Mary Winspear Centre. Schieven added the show had the audience in stitches on opening night. “The crowd really seemed to enjoy the show and it’s just a great atmosphere being outdoors at the winery,” he said. The show, written by Schieven’s daughter, Sasha Moriarty-Schieven, opened on July 11, ironically to the rainiest night in the Players’ outdoor theatre history. “It was quite unexpected, seeing as this summer has been so dry,” he said. “Everyone still had a great time and we all stayed dry though,” he laughed, emphasizing that both the crowd and the stage are under cover, so shows go on rain or shine through July and August. The Peninsula Players have been a cornerstone in the arts community on the Saanich Peninsula since they officially began in 1953. The Players also regularly perform at the Mary Winspear Centre and Berwick Royal Oak, but the summer shows at Muse have become a fixture in the Peninsula’s summer arts calendar. Space Wars: The Empire Strikes Blanc will run Saturday evenings at 7:30 p.m. on July 18, Aug. 15 and Aug. 29 and on Sundays at 3 p.m. on July 19, Aug. 16 and Aug. 30. Panthers release 48-game schedule; camp set for August NORTH SAANICH — Spencer Loverock will be wearing the C for his last season in junior hockey. The 20-year-old defenseman has been a stalwart on the blueline for the Peninsula Panthers Junior B hockey club and head coach Rob Mortin made the choice several weeks ago. “Spencer in my mind is the best defenseman in the Vancouver Island Junior Hockey League (VIJHL),” said team governor Pete Zubersky. “He is an awesome kid and I believe will be a great leader for a fairly young club. “Although we will once again be one of the younger squads in the VIJHL, I believe we really have upgraded the roster and also believe we will be in the hunt this time around. “Loverock has been there through the bad times and the good and I know he will take this team and lead right from the opening faceoff.” The Panthers recently released their 2015/16 regular season schedule. They will play a 48-game schedule with the opener set for September 4 when they host the Saanich Braves at Panorama Recreation Centre. The two teams will head to George Pearkes Arena in Saanich the following evening to complete a weekend back-to-back opening week series. The schedule will feature 21 Friday night games with a start time

House sales on the Peninsula are brisk this summer. Not surprising since, let’s face it, this is one of the most beautiful places on the planet to make a home. Yet according to Ann Watley, of Anne Watley *PREC, a DFH realtor with offices in Sidney, there are some basic (and not so basic) tips that can make your home buying experience as effective as possible and, perhaps, save you grief down the road. Here are the top 10 tips as supplied by Watley. • Pick a good realtor. There are a lot of realtors out there, but they are not all created equal. “I’d advise you to pick a realtor with the same care and caution that you’d use

in choosing any professional,” said Watley. “I have no problem with supplying potential clients with a listing of my last ten customers so that they can check my references for themselves. Any good realtor should be prepared to do the same.”

Monitor traffic noise, parking patterns and anything in the surrounding environment that may impact your enjoyment of the home.

• Does the layout of the home work for you and will it do well for resale? People have renovated homes so that there are only two bedrooms, for example ... or bedrooms on multiple levels of the home. Buyers should think about how they will be using the home and whether they are buying something that just doesn’t fit their lifestyle.

• Consider future resale value. “I had a couple recently who loved a house, and

Gardens don’t maintain themselves and lawns need to be cut.”

• What is the update budget? People often look at homes with plans to renovate but it’s important to know what those costs will be before they buy. “I have a list of trusted trades people that I call in for potential buyers so that they know what their dream renovation is going to cost. Remember that renovations are like onions ... every time you peel back a layer there is going to be another layer that needs to be considered. A bad renovation at the wrong property can sink you in a sea of debt.” • Choose a good building inspector. Then let them know what your plans for the property may be. It’s all well and good to say that you’re planning to create an open area concept by removing walls, but a building inspector can tell you if your plans are feasible given the home that you are considering.

• Mortgages ... it’s not just about rates. It can be a mistake to just shop around for the best mortgage rate, according to Watley. “The lower mortgage rate may not have the portability that you want or there may be other conditions that may end up costing you more money in the long run. Choose a mortgage broker or banker that you trust and consider all the aspects of a proposed mortgage.” • Is this really a good price? It’s important to choose a realtor who will tell you the facts about market conditions. Get that information and then verify it from a second source to make sure that you’re not buying at the peak of a price fluctuation. “Recently we’ve had some really good prices out there,” said Watley, “and I’ve been involved in a few bidding wars. Other properties are selling inside 24 hours of listing. It’s a good time to buy, but that isn’t always the case.” • The miscellaneous can drive you crazy. Do your homework. Is there a buried oil tank on the property? Are there

archeological restrictions on the land due to a past find of some artifact? “These sorts of issues are all part of buying a home,” said Watley. “I tell people to check things out ... go to the municipal hall and check out the property’s history and any issues that may be associated with it. “The realtor may not always know and it doesn’t hurt to do your own due diligence.” Sound daunting? It needn’t be, according to Watley. “Buying a home is a significant step in anyone’s life, but if you do it well, it can mark a positive and lasting milestone in your life.”
