Bridge bids come in above estimated cost BY SHERI REGNIER Times Staff

Four million to $14 million is a pretty penny above the expected cost to build a new crossing in Trail. But that’s what it’s going to cost according to five bidders vying for the pedestrian/ pipe bridge contract. Tenders came in last week with price tags ranging from $13.5 million to $24.3 million – which is nowhere near the city’s $10 million estimate. The bids were a surprise to Trail Mayor Mike Martin, who says council now needs to consider options. “First of all, what I would like to say is

that we are very disappointed that the tenders have come in significantly above the estimate,” he told the Trail Times Monday. The tender process remains in the hands of the city’s project manager, contract administrator and bridge engineering company. “We’ve asked them to work through the tenders to find out where the significant differences lie and determine what options we might have going forward, ” he added. Martin expects council to review a preliminary report during the Aug. 17 Governance and Operations Committee meeting before any decisions are considered.

“We need to understand first of all why there is such a difference between what we believed was a very rigorous engineering estimate and the tender.” The city recently updated the cost for the new bridge through Buckland and Taylor, a Vancouver-based bridge engineering firm. “What caused the variation at this point, I can’t speculate,” Martin concluded. “We had a very solid engineering estimated so this all came as a bit of a surprise to us. At this point, we have to have the report and give council the opportunity to explore what options we might have going forward, and what sort of steps we make need to take.” Of the five tenders, Calgary’s Graham

Infrastructure came in the lowest at $13.5 million; PCL Construction, a North American/Australian company, $15 million; Vancouver-based Surespan Construction, $16.1 million; Nebraska-based Kiewit Infrastructure, $17.4 million; and Ruskin Construction from Prince George, $24.3 million. The city got the okay from voters via referendum last August, allowing the municipality to borrow $5 million to build the walking portion of the Columbia River Utilities/ Pedestrian Bridge. Prior to the bids, which were made public Aug. 5, construction was expected to begin this fall.

Water restrictions remains status quo throughout the region even after the province issued a Level 3 drought rating last week. The Ministry of Forests, Lands and Natural Resource Operations warns that the Lower Columbia could experience significant water supply shortages this year especially with more warm and dry conditions forecast this month. The West and East Kootenay areas also remain on alert as drought conditions continue to negatively impact stream flows, river levels and ecosystems. The stepped up measures call for voluntary water-use reductions of an additional 20 per cent beyond restrictions that have been in place locally since June 1. Even though the Columbia River appears to be at its usual August depth, rules for Trail water users could change later this week. “To date we have not experienced anything outside the norm from our two water sources,” explained Chris McIsaac, Trail’s utilities superintendent. “Keep in mind that our surface water source is the Columbia River, so it is difficult for us to see any anomalies with the river other than a visual change in water level.” The Bear Creek well, which taps into the Bear Creek Aquifer, has not experienced any decrease in water level, McIsaac added. “Regardless, we are still proceeding with a review of our municipal irrigation habits in an attempt to achieve a 20 per cent reduction as the ministry is recommending.” He said the water report with recommendations should be complete mid-week. Another municipality that pulls from the Columbia River is Warfield. Standard water restrictions remain in effect for now, as well as in Rossland, with the latter reporting full reservoirs sourced from various streams. Montrose’s year round restrictions were tested when an atypically dry start to summer had water users pulling more than 28 million litres from the municipal supply. That’s

one of the highest use periods in village history, totalling four million litres more than June the year previous. The same is expected for July and August, says CAO Bryan Teasdale, noting an increase in usage also hikes up associated costs. He said no significant changes have been identified in the two production wells that supply groundwater from an aquifer near Beaver Creek, but users are urged to reduce water consumption for reasons outside of conservation. “We have experienced an increase in usage,” Teasdale pointed out. “And, as such, our operating costs for our water supply and distribution activities have seen increases,” he explained mentioning electrical, general operation and maintenance expenses. Lawn and garden sprinkling is permitted between 6 a.m. and 8 a.m. and 6 p.m. and 8 p.m. on designated days and flow restriction devices are required on hoses, nozzles and spray guns. Since the Village of Fruitvale tightened watering regulations, demand has stabilized, says CAO Lila Cresswell, noting an increase in restrictions may still happen if the weather remains dry. The municipality recently switched most operations from Kelly Creek surface water to ground water from two production wells, one at Maple Avenue, the other on Columbia Gardens Road. “People have been very diligent about staying within the regulations,” said Cresswell. “Our usage has declined to a manageable level, so we have remained at Level 2.” Intake continues to be monitored, she added. “If things change for the worse, we will move to Level 3.” Fruitvale residents are allowed one sprinkler per house, turned on between 8 a.m. to 9 a.m. and 8 p.m. to 9 p.m. on designated days. Underground sprinklers are permitted to run between 2 a.m. and 4 a.m. in 20-minute intervals per zone. Further east in Salmo, the village’s two groundwater wells, which pull water for storage in a reservoir tank, show satisfactory and normal levels at this time, says CAO Diane Kalen-Sukra. Nakusp reaps rewards of Canada building fund Arrow Lakes News In January 2015 the Village of Nakusp staff submitted an application for grant money through the New Building Canada program. The application was one of 21 other applications that were submitted in the Kootenay-Columbia region; only seven applications were approved. On July 30, Kootenay-Columbia MP, David Wilks, announced the success of the Nakusp application during an impromptu gathering of the mayor, council

and residents. “I was quite happy with the number of projects that were approved in the Kootenay-Columbia,” Wilks commented. “Our riding submitted the most and it bodes well for your staff who have obviously written a very good grant application because there was some very good competition out there.” The money will be used to fund improvements to the Nakusp water distribution system by installing a pressure reducing station and a flow meter

No byelection needed

Nelson Star Salmo won’t need a byelection to fill vacancies on village council after only two candidates put their names forward. Diana Lockwood (pictured) and Jonathon Heatlie, who both ran unsuccessfully in last November’s general election, were the only ones to let their names stand by Friday’s deadline. Former councillor Bob Vliet also filed nomination papers but withdrew. Barring any complications, they are expected to be declared elected by acclamation on Aug. 17 and be sworn in soon after for a term of slightly more than three years. They will replace Cathy Paton and Ken Anderson, who both resigned recently with little explanation. Council has continued to function with a bare quorum of three.

City councillor resigns

GRAND FORKSGrand Forks City Councillor, Michael Wirischagin, advised City staff over the weekend that he will be leaving his seat on City Council effective immediately. Wirischagin is eight months into his third term on Council and has made a decision to focus on a career outside of local politics. In a statement provided to the City Wirischagin said “It is with the deepest regret that I have to inform you that I will be vacating my seat on council effective immediately, Sunday Aug. 9, 2015 to focus on my career ambitions outside of the council chambers. While not an easy decision, it certainly has been one that has been considered even before the previous. My family and I are forever indebted to the City of Grand Forks and its constituents

for the three terms on council and for all of your support. After seven years in the public realm we do look forward to enjoying our private lives. We wish all members of council and staff all the best, and that Grand Forks shall continue to be on a path of prosperity.” Mayor Frank Konrad says “City Council and I wish Mr. Wirischagin well in his future endeavors, and extend a heartfelt thank you for stepping into local politics for two terms. Sorting out federal election issues T

he first, and perhaps the only complete English-language debate in this long federal election campaign has helped define the issues, and the non-issues. I’m not going to try to tell you who “won” or “came out swinging,” because this is not a sporting event. If you’re paying attention in August, bless you, and you probably have a favourite already. First, let’s deal with Prime Minister Stephen Harper’s diabolical scheme to extend the length of the formal election period. This, according to national pundits, is an extension of his evil plot to attract more financial supporters than the other parties, and spend the money. In other words, it’s a nonissue and any opponent who dwells on it looks like a whiner. This is the first election in modern Canadian history to follow a four-year schedule. National pundits spent months tell-

ing us Harper was going to use a loophole in his own election law to call a spring vote before the economy tanked. Didn’t happen, and now the Conservatives are rightly under scrutiny about their economic management. Incumbent manipulation of election timing is over, and that’s good. Scheduled elections by their nature create longer campaigns, as demonstrated in B.C. and the United States. So they should be conducted under formal campaign rules, which limit the noise of public sector unions and other special interests. Another non-issue is the non-existent deficit and recession that supposedly grips Canada. On actual results, there is a slim surplus, and if – a big if – Saudi Arabia continues to depress world oil prices, there may be a modest deficit by next spring. The Bank of Canada’s recent move to devalue

the dollar has already produced a rebound in exports and tourism, which any government would appreciate. Have you tried to find parking at the mall lately? Of particular interest to B.C. voters is the contest between NDP leader Thomas Mulcair and Green Party leader Elizabeth May. May used what may be her only national debate appearance to press Mulcair to oppose the TransMountain pipeline expansion project before hearings are com-

plete. Mindful of Adrian Dix’s disastrous 2013 decision to do the same in B.C., Mulcair insisted he would wait for the federal review, even though he considers it to be inadequate. This is, of course, all theatre. Based on their actions, the NDP, Green Party and Liberals are all opposed not just to oil pipelines but export gas pipelines as well. Liberal leader Justin Trudeau wants to cancel capital cost allowances for liquefied natural gas investment that have been granted by B.C. and Ottawa, which could be a deal-breaker for LNG. B.C. NDP leader John Horgan formalized his opposition to the TransMountain expansion last week, in a letter filed with the National Energy Board. But we’re expected to believe that Mulcair has a different position, for now. Harper was forced to admit that his long effort to persuade U.S. President

Barack Obama to approve the Keystone XL pipeline has failed, and the project will have to wait until Obama leaves office next year. The debate also confirmed positions on Canada’s modest role in bombing Islamic State terrorist positions in Iraq and Syria. The Conservatives are for it, and the Liberals, NDP and Greens are against it. Trudeau set the stage for the contest in Quebec, which B.C. voters can only watch from afar to see if it once again decides the shape of their federal government. Trudeau pushed Mulcair on his cynical bid to court the separatist voters who suddenly swung to Jack Layton’s NDP in 2011. Like petroleum prices, it’s beyond our control. Climate action ‘lagging’ As a resident of the new South Okanagan West Kootenay (SOWK) federal riding, a question that I have for our candidates relates to climate action. My family and I are very interested in knowing of any specific, “new and improved” plans on Canadian climate action that the various parties are putting forward. The current drought in our area is quickly waking us up to the need for both individual and collective community action on water conservation. In similar fashion, climate change needs to wake up all of our political parties to the urgent need for wise government regulations and individual responsibility to reduce greenhouse gas emissions on every front. Over the next ten weeks, we’ll be listening carefully to the candidates’ views on practical climate action. From achieving far-reaching greenhouse gas reduction targets cooperatively with international partners to improving Canadian building codes for true energy conservation. There is work to be done

by our federal government. Just as we in the SOWK riding can be ‘weaned’ off the concept of unlimited water use in our day-to-day, we can also be ‘weaned’ off our dependence on fossil-fuels for our energy needs. Just as the switch to trickle irrigation systems for agriculture and water-metering on homes affected some local business models and personal practices, the switch to noncarbon energy sources (passive solar, active solar, geothermal, wind power, even “safe” nuclear power, etc.) will mean real changes in what we do, and how we do it. We’ve been wasteful of water, and are now learning to conserve it. We’ve been lagging in significant climate action these past nine years, often pointing at other countries instead, and now it’s past time to “put our own house in order.” Doing our part to reduce global climate change is too urgent in 2015 to be ignored by our politicians. Empty electioneering slogans and voter bribes won’t fix any-

thing, either. Speaking of “houses,” here’s my question for our candidates: “Will you, if elected, bring in robust incentives for energy conservation in our houses (beyond small, individual tax credits for old homes to be renovated) that will set new energy-conserving standards and make Canadian buildings highly energy-efficient on all levels of design and new construction? If so, what is your party’s plan?” I would welcome much conversation on this and other climate action being proposed. The Oct. 19 election is an opportunity for the basic Canadian idea of the “common good” to come to the fore once again. In this early 21st century we need to recognize the importance of putting our globally shared fragile environment at the forefront of our democratic, Canada-wide, decision-making -- starting right here at home, in the SOWK riding. Early battles boost democracy

A

gainst all odds, this overly long summer federal election campaign is turning out to be a worthwhile exercise. The election-day outcome 10 long weeks from now is far from certain. Authentic issues are front and centre. And voters have the choice of three distinct parties which all have a prospect of forming a government. It is also coming after one party, the Conservatives, has been in power for nearly a decade. This adds another question – is it time to toss out an aging regime, or should Canadians stick with the devil they know? All of these factors have contributed to an unusual level of intensity from the three leading parties, the NDP, Conservatives and Liberals, as well

as from the Green Party, which dreams of holding the balance of power in a minority government. Although it’s early going in this marathon, it feels like we’re in the last five min-

utes of Game 7 in the Stanley Cup finals. That intensity was reflected in the highly animated leaders’ debate on Thursday hosted by Maclean’s magazine. Amazingly, the debate generated an estimated 200,000 tweets during its course, and many more afterward.

It was less surprising that the three opposition parties focused their fire on Harper, attacking the government for its record on the economy and environment. Harper showed his battleground experience, keeping his cool under attacks that were so withering that, at one point, Mulcair essentially accused the prime minister of having a foreign policy driven by xenophobia. For her part, May inspired her base by articulating the party’s vision with vigor and confidence. Mulcair found himself on the receiving end of attacks, as well, reflecting the recognition – particularly from the Liberals – that the orange party is the one the Liberals need to defeat. Except for a somewhat wildeyed stare, Mulcair also kept his cool, dispelling his image as Angry Tom. If the goal was to

look like he could be PM, he pulled it off. Perhaps the surprise of the evening, however, was Justin Trudeau, who ditched the smarmy grin he’s shown in recent interviews and delivered his lines with force and conviction. Although not everyone loved his closing comments, his purposeful delivery of a message aimed at real people shows how absolutely powerful he can be when delivering from a well-rehearsed script. The freewheeling format of the debate provided a clear enough view of each of the four leaders to develop a reliable sense of what they stand for, and how they would go about governing. Victoria Kurulak Victoria was born at home January 6, 1930 in Canora, Saskatchewan, Canada. She went home to be with the Lord August 7, 2015. She passed away at home of natural causes surrounded by family and friends. She was a devoted mother and grandmother. She had an incredible strength and endurance that helped her survive many of life’s difficulties. She had an unwaivering faith in God and a lifetime of service in colporteur work for the Seventh Day Adventist Church, in which she was honoured with many awards. Victoria leaves behind three children; a son: Doyle, and Debbie Bull of Caldwell of Idaho; two daughters: Diane and Mike McCann (Mays) of Boville, Idaho and Shawn Maker (Mays) of Portland, Oregon; four grandchildren; eight great-grandchildren; one sister: Anne Holmes of Penticton, BC, Canada; and numerous nieces and nephews. She will be deeply missed by many. The family wishes to extend their deepest gratitude for the genuine and caring care given to Victoria and family during this most difficult time. David Robert Jones Dave passed away peacefully at home on August 7, 2015, surrounded by his family, after a courageous battle with lung cancer. He leaves behind his beloved wife Dianna of 53 years, his son Darrin (Christine), and daughter Darilyn (Derrick) Simister. Dave was the proud grandfather of Spencer Simister and Alexys and Akyra Jones. David was born in Rossland on April 20, 1940. He grew up in Rossland and worked as a logger for his father (Jones Ties and Poles sawmill in Paterson), a Cat Operator at Fording Coal, Maintenance Foreman and Volunteer Fireman, Village of Elkford, and a Millwright for Cominco/Teck from 1977 until his retirement in 2001. A Mass of Christian Burial will be held at Sacred Heart Catholic Church (2396 Columbia Ave, Rossland, BC) on Wednesday, August 12, 2015 at 11:00am with Father Bart van Roijen, Celebrant. Interment at Mountain View Cemetery to follow the Mass. Following the Interment there will be a Celebration of Life at Redstone Resort Golf Club, Rossland followed by a “Toast to Dave” at the Fraternal Order of Eagles in Rossland. When Niki Traverse opened her bedroom door, the pooch raced under the bed. “Mark, he was like, ‘Don’t let the dog out. There’s coyotes, there’s bears,”’ she recalled her husband saying. But it was his last bit of advice - that she might want to close the window that Traverse could have used before a grizzly bear invited himself into the house. “It was in the entryway with its head in the closet where we keep the cat and dog food,” she said. “I saw the back end of it and I freaked, I lost it.” She ran back to her bedroom and

he heard his mom scream, he assumed she saw a spider. “I hate spiders and sometimes there are big ones,” she said. A conservation officer later told the family that he’d never dealt with a grizzly encounter inside a house. “But this one, for whatever reason, it was very sick and it was very, very hungry,” Niki Traverse said. The bear was estimated to be between 10 and 15 years old and weighed between 180 and 270 kilograms, she said. The conservation officer told the family they did everything right, including locking away their garbage and any other attractants. “The only thing we did wrong - we left our window open after going to bed,” she said. Traverse said she didn’t sleep well Sunday night, but she’s glad her husband knew what to do and that the bear broke into the only house on the street with an experienced hunter.

VANCOUVER - The powerful opioid fentanyl, recently linked to an outbreak of overdose deaths in Western Canada, appears to be flowing along a well-worn drug trafficking route - killing some of its users in the same way tainted ecstasy did before. Authorities theorize the potent painkiller is being imported from Asia to the West Coast, then moved to the black market in B.C. and Alberta by organized crime groups. Policing has largely centred around public warnings and education campaigns to prevent overdoses, while investigations are at such an early stage that officers haven’t yet uncovered any pill manufacturing operations. It’s a pattern reminiscent of early 2012, when investigators were probing the source of batches of ecstasy mixed with an unknown, lethal additive as deaths stacked up. Over the past two weeks, police in Metro Vancouver have linked four overdose deaths to fentanyl. Authorities and health officials say that many using the drug don’t know what they’re taking.

The RosslandTrail Birchbank Open crowned a new champion on Sunday, as Brad Jones of Vernon won the 54-hole tournament by eight shots over defending threetime champion Dylan Maine of Spokane. The 23-year-old Jones shot an efficient round of 2-under 70 on Sunday after carding the week’s low round, 65, Saturday, and a 70 on Friday to finish at 11-under on the par-72, 6,555yard Birchbank Golf Course. “The first day I was really steady,” said Jones. “I made my first bogie of the day on 17 and birdied 18 to shoot 70 so I made a lot of pars. Yesterday, I got off to a quick start, got lucky and deuced the first hole and then played the first six at 4-under, which was the toughest six on the golf course, and then just kind of cruised from there.” Jones, who started playing golf as a youngster in Nelson hitting balls into Kootenay Lake, came third at last year’s championship, and was determined to improve on his result. With his closest competitors, Maine and Rossland’s Ben Gresley-Jones, seven shots back at 2-under par going into the third and final round, all Jones had to do was stay consistent and out of trouble to clinch his first Birchbank title. “Today ultimately, I had a seven shot lead so I knew If I go out and shoot an even or better, someone would have to shoot a 65 or better to catch me, which isn’t the easiest task.” Jones did better

than that, birdieing the first and fifth holes on his way to a bogey-free round of 2-under 70, including 13 straight pars, to finish with a three-day total of 205. “I didn’t hit it close, but I didn’t really try to hit it close,” said Jones. “I tried to put everything within 20 feet and put a lot of good rolls on putts that were just burning edges, and nothing fell but that’s fine.” Saturday was a different story for the Okanagan Golf Club instructor, as Jones eagled the first hole on

the par-four first then birdied 5,6,7, and 9 to finish the front nine with a sizzling 6-under 30 on his way to a 7-under 65 to finish at 9-under over two days. “You need to make birdies out here and I didn’t do that last year, but I did it this year so it feels good,” said Jones. With identical scores of 2-under following Saturday’s round, Maine and Gresley-Jones battled for second spot going into Sunday’s final round. Maine would get to 4-under on

the front nine, while Gresley-Jones faltered shooting a 37. But the Golden City golfer would not go quietly. He rebounded on the back nine, birdieing the 400-yard par-4, 12th and then stuck a 140-yard approach shot 12 inches from the pin on 15 to draw within two of Maine. The 2014 champion would run into trouble on the par-5, 16th (hole 7). After crushing a drive, Maine would send his second shot long, and would have to chip out of the bush

for an eventual bogie. He’d lose another stroke on the par-3, 17th to draw even with Gresley-Jones heading to the 18th. Organizers saved the front nine for last on day three, leaving the daunting par-5 ninth hole for the final challenge. With an elevated green protected by looming cottonwoods leaving a small window to the green, it is almost impossible to reach in two if not for a perfect drive down the middle and slightly left. After naming Bill Birks their new assistant coach, the Beaver Valley Nitehawks continue to build a KIJHL contender with the signings of Blake Sidoni and Evan Gorman. Both players laced them up with the Major Midge Kootenay Ice last season, while playing an affiliate role with the Nitehawks. “These guys are just good solid kids, hard working guys,” said Nitehawks coach and GM Terry Jones. “We think they both have really good potential, and a good upside in terms of becoming players at a higher level.” Sidoni, a 17-year-old J. L. Crowe student, AP’d in five games last season for the Hawks scoring two goals and two assists, and was in the line up for two games at the 2014 Keystone Cup, helping the Hawks to the championship. “I’ve been waiting for this moment for a while,” said Sidoni, a Rossland-Trail Minor Hockey product. “I’m excited.” A skilled forward, Sidoni’s role will be to contribute offensively, while adding physicality and intensity to the lineup. “With Blake, we expect him to score some goals, be strong in front of the net, and good on the wall,” said Jones. Sidoni scored four goals and added 17 points in 34 games with the Ice last season, while Gorman, also 17, is a stay-at-home type of defenceman who played six games as an affiliate with the Hawks. “Evan’s just a solid defensive defenceman, moves the puck well, competes really hard shift in shift out, and most importantly for us, both guys are solid people and willing to work hard every day to get better.” Gorman, a Grand Forks native, moved to Trail a few years ago and played two seasons with the Ice scoring five goals and 13 points in 75 games, while collecting 52 minutes in penalties. “I’m really excited to be apart of the Nitehawks,” he said. The Nitehawks will also be bolstered by the return of a pair of talented 20-year-olds. Forward Braden Fuller and rugged defenceman Sheldon Hubbard will return to the Hawks after a season playing Junior A hockey. Donald Trump had already slammed the president, Democratic front-runner Hillary Rodham Clilnton and his Republican rivals in the race for the White House, as well as immigrants from Mexico, the Chinese and Sen. John McCain for being a prisoner of war. To that fast-growing list he has now added Fox News Channel host Megyn Kelly. The Republican Party has long wrestled with the public perception that it is waging a “war on women” and has struggled to convince more women that it’s on their side. By Sunday, as Trump made the rounds of the morning TV talk shows, he was insisting, “I cherish women.” And yet for the outspoken, combative Trump, Kelly would seem to represent a type of person primed to get his goat. At 44, she is recognized as successful, whipsmart, commanding and, as she demonstrated during Thursday’s first Republican presidential debate, a woman more than ready to stand up to the 69-year-old billionaire. Trump’s position on women might be signalled by his proud ownership of beauty pageants and by his wisecrack on a TV show a decade ago that he would date his own daughter, a former teen model who was then 24, if only he weren’t her father. Referring to her debate dust-up with Trump, Kelly said in an interview broadcast Sunday, “I’m sure he’ll get over that. We’ll be fine. And so will America.” But her appearance on Fox News Channel’s “Media Buzz” was taped Friday, before Trump made his “blood coming out of her wherever” remark. Since arriving at Fox News in 2004, Kelly has broken out as a superstar. Her prime-time program, “The Kelly File,” which she launched two years ago. But Sunday, Trump said, “I apologize when I’m wrong, but I haven’t been wrong.”

Stephen Glover, 41, drew dozens of emergency responders Sunday night to a construction site on Sunset Boulevard where he climbed a crane at least 100 feet high, Los Angeles police Lt. Michael Ling said. When Glover reached the top, he inflated a large killer whale balloon with the words “Seaworld Sucks” on it and lit fireworks. He later climbed down and was taken into custody. Because the first responders were unsure whether Glover needed to be rescued, five ambulances, a helicopter and more than 80 firefighters were sent to the scene, Fire Department spokeswoman Margaret Stewart said.

Dear Annie: It is a modern kind of problem to have such a long life expectancy. My husband and I are in our early 60s. His parents are in their early 90s. They still live independently and are fairly healthy. We often have family get-togethers with his parents, our children and our grandchildren.
