Around 9 p.m. on Friday, Nov. 13, Sarah Peck was enjoying a night out at a bar with some friends near the Opéra Garnier in Paris, when two explosions erupted about 8.5 km away, by the Stade de France stadium where a Germany-France soccer game was taking place.

Minutes later, gunmen opened fire on diners in Rue Bichat — just a 10-minute drive from Peck — in a barrage of seven terror attacks across the city.

In all, 129 people were killed and more than 300 others injured.

“We didn’t actually find out what had happened until possibly an hour after, due to lack of cell reception,” the 23-year-old Brookswood Secondary graduate said in an email to The Times.

“One of my friends had stepped outside to make a call and came back in with the news — we would have to leave immediately.”

Peck has been living in Paris for just over two months, working as an au pair in the 7th arrondissement to perfect her French before starting her masters in conference interpretation. She graduated from UBC this past spring with an honours in French.

After Peck’s friend found out about the attacks, the group attempted to make their way home, in a city filled with panic.

“We were trying to think of the best way to get home, while avoiding popular areas,” Peck said.

Just after 1 a.m. (4:03 p.m. Vancouver time), Peck marked herself “safe during Paris Terror Attacks” on her Facebook page and in a bilingual status wrote, “hey everyone, thanks for the messages. I just arrived home and am safe in Paris.”

Several friends and family commented on the status, one simply saying, “thank god.”

“As the story developed I received a ton of messages from my caring friends and family trying to figure out if I was safe,” Peck said. “As far as my Paris friends, everyone was just baffled I suppose.

“It is difficult to have completely coherent feelings following such an event.

“The most baffling was just that anyone could have been at any of these places. I knew people watching the soccer game from home, people who were spending their Friday night near the Bataclan, (a theatre where 89 concert goers were killed) etc.”

Wanted man found in Fort Langley home under construction

A wanted man thought to be hiding in the bushes around Fort Langley was caught sleeping in a home under construction in the historic village on Friday, Nov. 13.

Langley RCMP, with the assistance of the Emergency Response Team and Police Dog Service, arrested Matthew Ostrander, 29, on outstanding arrest warrants.

Just prior to 7:30 a.m. that day, the Langley RCMP received a call about an unauthorized man sleeping in a residence under construction in the Fort Langley area.

The caller believed the man to be the same one described in a media release of a bush man with outstanding warrants, last seen near the Houston Trail.

Within minutes, officers responded and surrounded the home. Police dogs and the ERT cleared the residence and located Ostrander hiding in the

crawl space. He was arrested without incident.

During the arrest several items were located in Ostrander’s possession, leading investigators to an unreported breakin that had occurred overnight to a nearby home.

“Once again the awareness of our citizens has led to the RCMP successfully apprehending a person of significant concern to us,” said Langley RCMP Supt. Murray Power.

“The many eyes and ears of the people of Langley are some of the greatest tools police have at their disposal.”

Ostrander is now in custody facing charges of a breakand-enter in Duncan, June 4; breach of probation in Quinte West, Ont., May, 13; possession of a firearm and careless use of a firearm in Belleville, Ont. on Oct. 12, 2012, among other charges. He is also facing a new charge of break and enter for Nov. 13. He is scheduled to appear in court Nov. 20.

No place to park for thousands of big trucks Provincial government surveys trucking industry about shortage of spaces; online poll to remain open until Nov. 25 DAN FERGUSON Times Reporter

The provincial transportation ministry is polling trucking companies, truck drivers and truck parking lot companies about solutions to the current critical shortage of parking spaces for big commercial trucks in the Lower Mainland.

The online Lower Mainland Truck Parking Study “regarding truck parking options” will wrap up Nov. 25.

It is restricted to people in specific categories of the trucking industry and can be found at surveymonkey.com/r/LowerMainlandTruckParking.

The parking poll comes after Transportation Minister Todd Stone told the Cloverdale Chamber of Commerce the province acknowledges there is a serious shortage of parking and staging areas for larger commercial trucks across the Lower Main-

land and the province is now aiming to open new ones.

“We are exploring a number of potential locations South of the Fraser for shortterm parking facilities between Abbotsford and Delta to improve efficiency and reduce congestion,” Stone said, calling the problem a “top priority.”

Stone said staging areas may be opened with private partners who could offer additional amenities.

The problem is especially bad in Surrey, where that city has estimated about half of the more than 12,000 heavy trucks registered there have no legal place to park.

A proposal to build a 77-acre truck park on 16 Avenue near the Surrey-Langley border has produced controversy because of its proximity to the Little Campbell River.

Phillip Milligan, president of the Little Campbell Watershed Society, said the riv-

er is an important salmon spawning area, home to spring, coho and chum salmon, as well as steelhead and cutthroat trout.

“The Little Campbell, believe it or not, is one of the most productive steelhead rivers in the Lower Mainland,” Milligan said.

Because it’s a relatively small river, any pollutants entering the water could be devastating for the fish population, he said.

Brian Coote, of Friends of Hazelmere Campbell Valley warned the truck park could contaminate Brookswood groundwater.

Another critic, Sofi Hindmarch, said the parking facility would go in an ecologically sensitive area where at least 13 and as many as 22 threatened species live.

The idea for a truck parking lot was raised by Surrey Councillor Tom Gill during a discussion of industrial development in

the South Campbell Heights area.

Gill said with so many big rigs parking illegally throughout the city, something needs to be done.

He said he would insist on the highest environmental standards so there would be no impact on the Little Campbell River.

Based on what members of Surrey council have told their Langley Township counterparts, the proposal probably won’t proceed.

“It may not even get to council,” Langley mayor Jack Froese said following a dinner meeting of the two councils.

Details of the meeting with Surrey were revealed during debate at the Nov. 2 evening meeting of Township council, which voted to put off taking a position on the project until there is a detailed plan to look at, assuming the proposal ever gets to that stage.

Advocacy group calls for seniors-only shuttle service A seniors-only shuttle may be the best option for solving seniors’ transportation issues in the Langleys, according to a study conducted by the Langley Seniors Community Action Table (LSCAT).

The study gave a questionnaire to 250 local seniors between the ages of 60 and 96 to determine their transportation habits.

Of the participants — including 83 who live in the City — the majority choose to drive themselves, or they rely on volunteer drivers, who may be family members, friends or affiliated with programs, Kathy Reddington, co-chair of LSCAT told City of Langley council on Nov. 9.

“LSCAT has identified transportation as a priority for advocacy, because it really is critical to every senior support system if he or she is to age in place, remain independent and engage with the community, all which contribute significantly to ongoing good health and general well being,” she said.

The study determined 71 per cent of respondents in the Township, and 49 per cent in the City, drive themselves, with many getting behind the wheel even when they do not want to.

“We think that some of them — even if they have a licence — they don’t want to drive, they actually don’t think they should be driving, but they may not have other options,” Reddington said.

Relying on others to transport them is also not viable, she said.

Many seniors also choose to walk to these locations, but public transit “does not serve the transportation needs,” Reddington said.

That’s why LSCAT wants to create a designated shuttle service, which all but one of the respondents said they would pay a fee for.

“We can see a real high density of seniors, both in the City and in the Township, and when you look at that high density it goes along with very low incomes and, at times, very bad access to transit,” Reddington said.

“So that was the context for us to put the questionnaire together. We have people telling us

they’d like a shuttle, so the question was, would you use one if it was available?

“They see it being the thing that can take them from place to place with more ease, with less fear in terms of where they have to wait for a bus, or the fact that there isn’t someone to assist them getting on to that bus.

“There are a number of other issues, like the bus and SkyTrain don’t go where I want to go, or the time it takes is too long, and there’s no access to washrooms while I’m away — a number of reasons why.”

Councillor Rudy Storteboom asked if expanding HandyDART services could be a solution instead, but Reddington believes a separate service is more valuable.

“I think the HandyDART conundrum is one that so many people have experienced in terms of how far ahead they have to book, how long a day they have to spend waiting for HandyDART to come back and pick them up, and it’s really becoming a medical-based form of transportation,” Reddington said.

“It is not seen as something that should take an isolated senior to a community event.

“It is seen as something that should take somebody who is sick to an appointment they need to go to.

“And I can understand that — that’s the priority.

“This (shuttle) is in addition to that. This is strictly grassroots, community based, what can we do for this density of seniors that needs an easier way to get around.”

night as the rain from the weekend dampened all of their sleeping areas, and then followed by the cold, made them unbearable,” said Cameron Eggie, Salvation Army’s residential services manager who is charge of issuing extreme weather alerts.

Another alert was issued for Monday.

The homeless shelter puts out extra beds to bring people living on the streets in from the cold. The beds are open from 7 p.m. to 10 a.m.

People who are homeless and have no way to get to the shelter on the Langley Bypass can call Langley RCMP’s non-emergency line and an officer will take them there.

The Gateway of Hope emergency shelter will remain open until the current cold snap passes.

Temperatures were expected to drop to -3 Celsius overnight Thursday.

Langley School District is not anticipating enrolling any Syrian refugees when they begin arriving in Canada later this year.

Instead, Surrey is expected to take in the bulk of the refugees — as many as 800, with at least 300 of those anticipated to be students.

Langley School District is not part of the government sponsorship program, confirmed Langley district spokesperson Ken Hoff.

The district does have an immigration team in place which supports current students who have come here from other countries.

A meeting with immigration service providers is planned in Langley for next week but at this point, there isn’t any information about how many Syrians may be coming to Langley.

An estimated 3,000 Syrian refugees are expected to arrive soon to settle in Metro Vancouver, with most going to Surrey, Burnaby and Coquitlam. See related story, page 15.

Langley Eyecare Centre staff can’t believe they are cleaning up again, after the second bold break-in at their downtown Langley store in less than two months.

During the second break-in, which occurred on Nov. 10, the suspected thief was caught on tape At 1:24 a.m., an older Caucasian man with receding grey hair is seen checking out the window of the eye care store at 101-20641 Logan Ave. He is then seen using an extended crow bar or similar tool to smash the front glass doors.

He and an accomplice, who was wearing a hoodie, ripped racks off the wall, smashed glass cases and made off with 60 to 70 pairs of name brand sunglasses in less than three minutes, said Kirsten Halcrow, an employee at Langley Eyecare

This is the second time in less than two months, the Langley Eyecare Centre has been hit.

On Sept. 20, thieves managed to steal more than $30,000 worth of sunglasses and do damage to

the floor and door of the store, said Halcrow.

They had just finished upgrading the floor and doors before this break-in.

Langley RCMP said this investigation is active. Anyone with information about these breakins or who saw anything suspicious that night, is asked to call police at 604-532-3200.

Rifle stolen from vehicle parked on 200 St. A rifle was stolen from a vehicle parked in the 5800 block of 200 Street on Nov. 17. The weapon is described as a Ruger 10/22 (“Take-

down,� .22 Calibre model) with a mounted Burris E1 scope. The rifle was stored in a ‘bob allen’ brand green case.

The owner did not record the serial number, and this oversight presents a reminder to maintain a record of personal belongings,

A teacher from Langley may be Canada’s smartest person TWU graduate Jason Vander Hoek will compete in Sunday night finale of CBC show A high school teacher from Langley may soon be named the smartest person in Canada.

Jason Vander Hoek, 28, will compete this Sunday in the finale of Canada’s Smartest Person. Vander Hoek won episode 7 of the CBC show, which airs

weekly at 8 p.m. According to CBC’s website, brainiacs were discovered living all across the country — selected through a series of pre-tests.

Then they were flown to Toronto to compete on Canada’s Smartest Person.

Each week, they have taken

on a series of grueling intelligence tests.

According to his bio on the Canada’s Smartest Person website, Vander Hoek has bachelor of arts degree from Trinity Western with a double minor in chemistry and music, as well as a bachelor of education from Simon Fraser University.

He is described as an accomplished musician who also has a black belt in taekwondo.

Truck troubles While it appears a controversial truck park along the Langley-Surrey border may not get very far, the underlying issue is unlikely to go away any time soon.

The Lower Mainland has a big truck problem in every sense of the word, one that is spilling across municipal boundaries.

There’s a serious shortage of parking and staging areas for big rigs, one that is especially acute south of the Fraser, particularly in Surrey, where that city estimates half of the more than 12,000 heavy trucks registered there have no legal place to park.

The situation will only get worse in Metro Vancouver, a West Coast port city that will need more and more trucks to handle the ever-increasing amount of international shipping traffic.

In a recent speech to the Cloverdale Chamber of Commerce, provincial Transportation Minister Todd Stone said a solution to the problem is now a “top priority” of the government.

The province, Stone said, was looking at potential locations south of the Fraser for short-term parking facilities.

After hearing that, no wonder, then, that Surrey councillor Tom Gill might think a 77-acre truck park would be a step in the right direction.

Resistance was quick and substantial, because the park would be located on 16 Avenue along the border with Langley and close to the Little Campbell River, home to salmon and trout spawning.

People on both sides of the border have expressed concern about the potential environmental impact of so many large trucks so close to the river, not to mention the possibility of even more big rigs travelling the already-busy 16 Avenue.

The surge of opposition may explain why a recent informal meeting saw Surrey council members tell their Langley Township counterparts the idea was unlikely to proceed.

“It may not even get to (Surrey) council,” Langley mayor Jack Froese said.

That would be good news for people worried abut the effect of allowing truckers to wash their rigs, change oil and tires near the river.

Not so much for the truckers, who will still need a place to park their rigs.

A few years back, 50 refugee families from Myanmar were relocated to Langley and they have made themselves part of our community, their school-age children have learned to speak English and are often interpreters for their parents if they come in to register. They are Langley people in need and we look after them, because that’s what Langley looks like in 2015.

So many of our Langley pioneer families immigrated here from Europe or Asia, contributed to the community and made a difference. I recall interviewing a lady who remembers Canada’s Prime Minister MacKenzie-King coming to her town in Holland and telling the people to come to Canada — there was work and land, and they were welcome.

What pictures were painted on the canvas in your mind? Some people are accepting of helping more refugees and some are wary and skeptical. We all have different perceptions about change, particularly when we are not in control.

The bottom line is, Canadians are just being asked to share their crayons again.

At least that’s what McGregor says.

TD closure will be a hardship for elderly, disabled Editor: My family has lived in the City of Langley for nearly 16 years. Over those years, their needs, as well as the City’s, have changed, as they have aged and have developed physical limitations.

Such limitations required my grandfather and, recently, my mother and uncle to use scooters.

My grandmother is also visually impaired now. They are not unlike many people living in the downtown area of the City of Langley — a densely populated area with a demographic that includes a large senior population, and others who manage physical limitations in their daily lives.

Such barriers faced by residents in this community make access to services vitally important.

As many of us know, the use of scooters and other mobility devices are a major challenge in the City and adjacent Town-

ship of Langley, especially as many services are located on the north side of the Langley Bypass.

I recently learned that the local TD Bank branch located at 204 Street and Douglas Crescent is closing and will redirect its customers to the branch on Willowbrook Drive.

This leaves many customers with mobility issues in a difficult position when it comes to their banking needs.

Online banking is not necessarily the panacea most people think; otherwise, the need for face-to-face banking would not exist.

This was a very busy branch the times I visited for face-to-face services. So why is a well-established, bustling branch shutting its doors in one of the most densely populated areas of Langley?

As a parent of players in the Atom and PeeWee divisions of the North Langley Football Association, I want to personally thank them for all their hard work and commitment to our children.

With a season starting early in June and running through to November, practices often three nights per week, and games on Saturdays throughout the fall, these coaches invested an incredible amount of time on our children, teaching them skills and strategies, teamwork, accountability and, finally, respect.

There are now only two remaining bank branches (Scotia Bank and Westminster Savings) serving the downtown Langley area south of the Bypass between 200 and 208 Streets.

I learned that TD would leave an ATM machine at the same location where the branch currently resides. This will help, however, I believe there are some things that cannot replace face-to-face service for people with particular needs.

Services continue to disappear in this part of Langley as businesses struggle to survive.

The more effort required from physically challenged residents, the less likely they will access services.

Township budget process could use an overhaul Editor: A proposed Township tax increase that can go from 1.95 per cent to 3.84 per cent, subject to council choosing from a wish list, reminds me of airline ticket add ons.

Except I can choose not to travel.

I suggest there is something seriously wrong with this budgeting and decision making process.

We were recently reminded by the Township director of human resources that the salaries of senior staff are justified by comparison to the corporate sector.

Just imagine corporate department heads making such a budgeting proposal without substantiating business cases or priorities to a president / CEO and him / her carrying it all forward to the board of directors for a decision.

Needless to say, heads would roll.

Staff can be credited for a decision to delay funding for an additional bylaw officer to clamp down on illicit garbage dumping.

Dumping is a real problem in rural Langley, but what was this officer to do — night time surveillance, forensic DNA studies of mattresses or serial number searches on electronics?

The Township spends about $400,000 per year on the clean up of illicit dumping.

Maybe this should go to tender and be contracted out.

Fortunately some council members recognize the need for process change.

All Township tax payers should hope it is soon.

Residents with mobility issues deserve to have uncomplicated access to services within a reasonable distance. Perhaps well-established businesses could allow some room to mitigate the bottom line in order to service vulnerable communities.

We are at a tipping point in the City of Langley. Areas that once used to thrive with local businesses now resemble ghost towns.

The City of Langley needs more than nail salons and pharmacies (thank you City of Langley for putting the kibosh on cheque cashing stores).

We now need to move on to long-term considerations for the type of businesses that will benefit this vulnerable community, as well how to keep them from moving away.

Community participation gratifying Editor: As one of the organizers of Fort Langley’s Remembrance Day service, I continue to be gratified by the number of residents who take the time to honour the tens of thousands of men and women in uniform who have given their lives for Canada.

Last year’s record-high attendance at services across the nation was no doubt influenced by the horrific attacks on the military in Ottawa and Saint Jean sur Richelieu. By all accounts, the number who attended services this year was undiminished.

The response to Fort Langley’s service was nothing if not heartfelt. Those who gather around the cenotaph are increasingly a cross-section of the nation, and it is particularly pleasing to see a growing level of participation on the part of our community’s youth.

On behalf of the organizing committee, I would like to thank the Langley Times for its coverage of this season of remembrance.

Surrey RCMP seeking witnesses Suspect sought in condo mail theft in possible abduction attempt

Fraser Health execs paid $2.3 million in 2014 Year saw CEO depart top job at regional health authority

Top executives at Fraser Health collected a total of nearly $2.3 million in pay, benefits and other compensation last year.

Former president and CEO Dr. Nigel Murray was paid $153,000 for serving just over half the year until he resigned effective last July 10. That included $100,575 in salary, about $16,000 in benefits and pension, and nearly $35,000 in unused vacation payout, according to the health authority’s financial disclosures.

Murray was not paid a severance because he resigned voluntarily to return to New Zealand as the province was set to unveil significant reforms at the health authority.

Dr. David Ostrow took over from Murray as interim CEO for the second half of the year, drawing total compensation of $140,000.

A new permanent CEO — Michael Marchbank — took over in early January this year at an annual salary of $345,000.

The highest paid executive last year was Dr. Andrew Webb, vice-president of medicine, who was paid a $271,440 salary and combined compensation of $321,000.

Vice-president of infomatics, Philip Barker, and vice-president of operations and strategic planning, Marc Pelletier, both received combined compensation of about $293,000.

Dr. Paul van Buynder, the vice-president of population health and chief medical health officer, resigned to return to his native Australia last October, receiving just over $167,000 for the truncated year.

He was replaced by Dr. Victoria Lee, who had previously served as an executive medical director, and collected total compensation of $280,700 last year.

Other Fraser Health executives on the authority’s disclosure of highest paid positions included Peter Goldthorpe, the vice-president of corporate services and facilities, who received total compensation of $280,000, and Dr. Roy Morton, the interim vice-president of medicine and regional programs, who received $265,500.

The $2.3 million in combined compensation of the executive positions disclosed by Fraser are about 0.07 per cent of the health authority’s $3.1-billion budget.

Suspect wanted in connection to stolen credit card

Police want to speak to this woman in connection to the use of a stolen credit card on Nov. 3.

Langley RCMP have released a photo of a woman they allege used a stolen credit card to make a purchase at a drug store and a gas station on Nov. 3.

The card had been stolen from a vehicle parked near Houston Trail in Fort Langley on Oct. 22. Anyone who can help police identify this suspect is asked to call Langley RCMP at 604-532-3200.

B.C. conservation officers form a thin green line The B.C. government declared the first Conservation Officer Day on Nov. 4, to recognize the 110-year history of the service that started out as mostly volunteer “game wardens.”

This is overdue recognition for what is essentially a police force that only receives public notice when a bear or cougar has to be killed to protect people.

The ceremony at the B.C. legislature included awards. Chief Conservation Officer Doug Forsdick presented long-service medals and two commendations for lifesaving.

One was to CO Jason Hawkes, who rescued a family of four from their sinking boat on Kootenay Lake last June. He reached them in rough, windy conditions when they were waistdeep in water, far from shore.

The other went to CO Andrew Anaka, for rescuing an angler from an overturned boat, whom he found “extremely hypothermic” at the base of a cliff at a lake near Powell River on Jan. 22. A second angler didn’t make it to shore.

Metro cities brace for influx of refugees from war-torn Syria Up to 3,000 expected in Metro Vancouver as part of government’s push to take in 25,000 by year’s end JEFF NAGEL Black Press

Up to 3,000 Syrian refugees are predicted to come to Metro Vancouver as a result of the new federal government’s push to bring 25,000 to Canada by the end of the year.

And residents across the region are being urged to volunteer, donate and even open their homes to assist the incoming refugees once they arrive.

At least 10 per cent of Syrian refugees coming to Canada so far have come to B.C., and of those, the vast majority settle in Surrey, followed by surrounding cities such as Burnaby, New Westminster, Delta, Coquitlam and Richmond.

All of the 43 government-assisted Syrian refugees who have arrived in B.C. in 2015 have settled in those communities, and 26 of them are in Surrey.

“Surrey is expected to continue being the number one destination,” said Chris Friesen, executive director of the Immigrant Services Society of B.C. He estimates Surrey alone could welcome 800 Syrian refugees and roughly 300 of them could be school age — 40 per cent are expected to be under 19 years old — triggering a scramble for classroom space.

Friesen said a website is being launched at issbc.org/refugee-crisis where Metro residents can find forms to volunteer and suggest accommodation options and other assistance.

“For those who are interested in private sponsorship we have a fund in place so people can make a donation towards a sponsorship if they don’t want to take the whole thing on.”

A regional emergency planning meeting was set for Nov. 16 to co-ordinate the response of various agencies.

Representatives of municipalities, school boards, health authorities and the Red Cross were expected to attend.

“We’re trying to be proactive as a region,” said Surrey Councillor

Judy Villeneuve, adding refugees will need help with health, professional services and clothing, in addition to housing.

“That way we can be ahead of the game as a large number of refugees arrive.”

What’s not yet known is how many incoming Syrians will be housed initially on military bases and how many will need immediate housing, Friesen said.

They’re looking mainly for hotels and motels on transit routes with kitchenettes for shortterm stays.

“For longer term housing we’re looking for everything — basement suites, rooms in people’s houses, cottages not being used, houses or apartments that are vacant.”

Emergency housing protocols could also be invoked to temporarily house arriving Syrians in cots on gym floors, church halls and arenas, if necessary.

Friesen spoke after federal officials announced Monday they’ve formed a cabinet subcommittee to tackle the logistics of the expedited refugee resettlement.

Military and commercial jets may be used to airlift the refugees to Canada, said John McCallum, the new Liberal government’s minister of immigration, refugees and citizenship.

“Every option is on the table, whatever works, whatever is cost-effective, whatever will get them here safely and quickly,” McCallum told reporters.

“We will be looking for close collaboration in the days to come to help make a home for the victims of this tragedy.”

The federal government has stopped requiring private refugee sponsors to raise money to cover health insurance.

They will now be covered the same as government-assisted refugees.

But Villeneuve said she will continue to press Ottawa to forgive transportation loans many refugees have had to promise to repay to cover their commercial flights as part

of coming to Canada.

“The elimination of that loan repayment requirement is one of the most important things the federal government can do for new refugees to help get their lives off the ground,” she said. “I believe it’s an immoral burden on people who have been through so much trauma.”

The transportation loans are not expected to apply on new Syrian arrivals.

The Immigrant Services Society of B.C., which has an office in Langley, is federally contracted to resettle government-assisted refugees destined for B.C. It has asked the federal government for $6 million to expand its staff by 100 to receive the dramatic increase in refugees.

Metro Vancouver will begin its standard Stage 1 lawn sprinkling restrictions two weeks earlier next year and they’ll be in place two weeks later into the fall.

That three times a week sprinkling limit will apply from May 15 to Oct. 15 in 2016.

It’s hoped the earlier start to sprinkling restrictions will mean more drinking water is retained in the regional district’s reservoirs heading into summer and reduce the amount of time that officials might have to impose more stringent water use limits if severe drought strikes again.

“We’re trying to minimize the impact on residents should we have another drought like we did in late spring or early summer,” said Metro utilities committee chair Darrell Mussatto.

Metro is planning a review of its Water Shortage Response Plan this winter, with public consultations, to help decide what other water policy changes should be made.

It’s weighing whether there should be greater leniency for commercial pressure washing operations and for owners of newly seeded lawns, both of which are currently required to halt water use when Stage 3 is reached.

The review is expected to lead to some policy amendments in time for the summer of 2016, and an overhauled plan by the summer of 2017.

Metro officials declared Stage 3 restrictions in late July for the first time since 2003 after weeks of hot dry weather pushed the regional water supply down to record low levels.

Washington state police are dealing with more drivers impaired by marijuana since its recreational use was legalized last year, and B.C. is preparing for similar problems as a new federal government prepares to follow suit.

Chief John Batiste of the Washington State Patrol visited Victoria this week to take part in an annual cross-border crime forum.

He acknowledged that it’s a problem since the state legalized marijuana sales to adults in 2014.

“We are seeing an uptick in incidents on our roadways related to folks driving under the influence of marijuana and drugs in general,” Batiste told reporters after a meeting with B.C. Justice Minister Suzanne Anton.

He explained the state’s new law setting a limit for marijuana’s active ingredient in blood, similar to the blood-alcohol limit.

But without a roadside testing device, police are relying on training from the State Patrol’s drug recognition expert to make arrests.

What they need now is a roadside testing device that provides evidence of impairment that will hold up in court, Batiste said.

Prime Minister Justin Trudeau made a high-profile promise to legalize marijuana before winning a majority government Oct. 19.

In B.C., police can

charge drivers if they show signs of impairment, whether from drugs or fatigue. In alcohol use cases, drivers are typically charged with impaired driving and driving with a blood alcohol content of more than .08 per cent.

The biggest fear most people have when visiting their dentist is the pain from the anesthetic (also known as freezing) needle. Getting needles in general can be tough, but the fact that the mouth is one of the more sensitive areas of your body compounds that problem. Bad experiences in the past also increase the fear most people have. I hear many stories about childhood experiences where the dentist shoved the needle in and would get upset if the patient complained.

Techniques in dentistry have changed, and even the anesthetic we use is different than years past. The anesthetics used today have a more profound effect than previous forms and last much longer as well. This is comforting in the fact that most patients won’t feel anything once the freezing is in. However, getting to that point leaves much to be desired for.

Different procedures and instrument have emerged to help reduce the pain involved with delivering anesthetic.

Shoppers at the Langley City Save-OnFoods can now pick up a nice B.C. bottle of wine while doing their grocery shopping.

The local grocery store became the fourth store in B.C. to offer a wine aisle when they held their official grand opening today (Friday).

Two Surrey locations already offered wine while Tsawwassen also began selling wine yesterday (Thursday).

“The reason we like the opportunity to sell B.C. VQA wine is because it is a local product that we can actually provide to our customers, which they said they wanted,” said Julie Dickson Olmstead, a company spokesperson for the Overwaitea Food Group.

“And it is a chance for us to showcase and support our local farmers.”

The store will offer as many as 900 wine varieties from about 250 different local wineries from across the province.

There are only 21 licenses — and all are in operation — for businesses to be eligible to sell B.C. VQA wines and the licenses are issued by the B.C. Wine Institute.

Each applicant must present a business plan for what they are going to do, and the Langley

application satisfied all the requirements, explained Miles Prodan, the president of the B.C. Wine Institute.

“We determined it would be a great opportunity for everyone in the wine industry and for consumers in Langley,” he said.

“We want to make sure that all wineries have fair and equal access to the shelves. As long as they are living up to the contract, they can continue to operate.”

Retailer teams up with Gateway of Hope in blanket campaign Canadian home décor retailer, Urban Barn, is inviting its customers to help spread warmth to those in need this winter with their fourth annual “Blanket the Country in Warmth” campaign.

New real estate forecasts predict Lower Mainland housing prices will continue their ascent to new highs over the next two years.

Central 1 Credit Union projects resale median residential prices of Greater Vancouver homes will climb 6.1 per cent in 2016 and 3.8 per cent in 2017.

Senior economist Bryan Yu says detached houses are becoming “luxury” real estate as “prices that far outpace income affordability fundamentals” increasingly put them out of reach of large portions of the population.

He estimates detached house prices will continue to run up faster – 10 per cent in 2016 and 6.6 per cent in 2017.

Although there may be “some froth” in detached house prices, Yu expects the growing price gap between houses and condos – now at a record $525,000 in Metro – will continue to widen.

That average, which blends condos, townhomes and detached houses all together, is expected to reach $885,000 in 2015, up 8.9 per cent from $812,652 in 2014.

In the Fraser Valley, the average residential price is projected to have climbed 9.7 per cent to $568,000 this year, up from about $518,000 in 2014, and it’s projected to gain four per cent to $591,000 in 2016.

Chilliwack and district prices are estimated by BCREA to be up 6.9 per cent to $330,000 and projected to gain 1.2 per cent in 2016 to $334,000.

Many consumers have been forced to alter their housing expectations, especially near the urban core, the BCREA report says.

It notes City of Vancouver detached houses make up just five per cent of the total housing stock in Metro Vancouver and those house prices should not be used as a benchmark for affordability in the region.

And the report argues many detached houses are really in effect duplexes, triplexes or fourplexes “as a result of the exploding number of accessory suites.”

Increasingly scarce land is a reality of the region’s geography that’s hemmed in by the ocean, mountains, U.S. border and the Agricultural Land Reserve, he said.

His report says the trend of double-digit price gains shows little sign of stopping given a severe shortage of inventory in Metro Vancouver and limited land availability for low-density construction.

“Price momentum has also spilled into the neighbouring Fraser Valley area,” Yu said.

Continued record low interest rates and economic and job growth will continue to drive sales and further price momentum in Greater Vancouver through 2016, he added.

Saints’ star ready to run with Vandals

Langley’s Angel Zhong, in her home away from home — the Langley Gymnastics Foundation. The teenager — she is set to graduate in June a year early — is off to Brigham Young University next year on a gymnastics scholarship. She signed her national letter of intent last Friday at LGF, where she trains 30 hours a week.

Angel Zhong loves what she is doing, but admits she has questioned the path she was on.

For the past eight and a half years — a little more than half her life — the 16-year-old has trained and competed as a gymnast.

These days, the Langley teenager is training 30 hours a week with the Langley Gymnastics Foundation.

“The hardest part sometimes is believing that at the end something good will come out of it,” she admitted.

“I love challenges, but at one point, it was just so hard.”

“But I got over that part and wanted to keep going.”

“That would be my advice to young gymnasts, work hard and most importantly, endure to the end because a lot of people, they quit right before they are about to do something great.”

And that something great for Zhong is signing her national letter of intent to accept a scholarship offer to Brigham Young University, where she will compete on the gymnastics team.

“Angel is a very hard working girl, never complains, always listens,” said Liudmila Lobaznyuk, one of her coaches with the Langley Gymnastics Foundation.

“She is a dream for coaches.”

Zhong, who turns 17 in January, is actually graduating from Walnut Grove Secondary a year early, having completed some of her courses through online learning to put her ahead of schedule.

All of this has been done so in pursuit of gymnastics.

She attends schools in the morning, and then trains for about six hours six days a week in the afternoon and early evening, before heading home to finish up homework.

While that may not leave much time for free time, this is perfect for Zhong.

When the family moved to Canada about 10 years ago — first living in Richmond before coming to Langley — Zhong tried several sports, such as swimming, skating, ballet and soccer to name a few. But none

seemed to satisfy her energy level.

“I would come home from those sports, and I still had energy,” she explained.

“But this sport, gymnastics, it challenged me and made me tired, so I really liked that.”

And the work has paid off with Zhong committing to BYU on a full gymnastics scholarship for September.

Choosing BYU was an easy decision for Zhong as the Utah university is predominantly Mormon, her family’s religion. The school also offers a strong sciences program as Zhong wants to do pre-med program and eventually become a doctor. And she loved the atmosphered on campus and with the team when she went on her visit.

And of course, this will offer her the chance to do her university studies while

continuing to compete at the NCAA level.

Zhong is currently competing at the senior level and is in the process of trying to move to the highest level, high performance senior.

At last year’s Canadian national championships, Zhong finished 17th in the all-around, including taking gold on the floor and silver in the vault.

She knows that competing at the NCAA level is the first step to the ultimate goal: earning a spot on the Canadian senior national team program and then hopefully one day competing at the Olympic Games.

Not that she is getting too ahead of herself.

“I will take it one step at a time,” she said.

Her coach agrees.

“She has everything she needs,” Lobaznyuk said.

“And she is working very hard go get her dreams.”

Dean Ellenwood is set to become a Vandal.

The long-time member of the Langley Mustangs Track and Field Club has accepted a scholarship offer to the University of Idaho.

The Grade 12 student at Langley Secondary has had an outstanding high school and club career, medalling multiple times at the B.C. high school championships and at the Canadian national youth track and field championships.

Last summer, Ellenwood was part of the Canadian team at the 2015 world youth athletic championships in Cali, Colombia, where he helped Canada’s mixed 4x400 relay team win bronze. He ended the 2015 track season as Canada’s No. 2 ranked youth (16/17) 800m runner and fourth in the youth division for the 400m.

“Dean is a triple threat student-athlete we want in our program at Idaho,” said Travis Floeck, an assistant coach with the Vandals.

“He has outstanding character, is an incredible student and is one of the best middle distance prospects in North America.

“I couldn’t be more excited at the opportunity to coach Dean and help guide him to the next level.”

The dream season continues for Sarah Inglis.

The Trinity Western Spartans middle distance runner made school history on Saturday, becoming the first athlete from the program to capture the individual title at the Canadian Interuniversity Sport cross country championships.

Inglis and her teammates were running in Guelph, Ont. and on the final lap, she pulled away from the lead pack, finishing the six-kilometre race in 19:49.9, nearly 20 seconds clear of second place while also setting a new personal best.

“I knew if I was in shape (and) if I ran well, I would have a chance of winning,” said the 24-year-old, who moved from Scotland to Langley a few years back to compete while also finishing her masters.

This was her fourth gold medal in as many races this season.

“My goal coming in to nationals was to win,” she said.

“It has just been consistency and high mileage,” Inglis said about her secret.

Since August, she has consistently run 95 miles per week. Inglis also credited TWU coach Mark Bomba as well as her teammates for her success.

With Inglis leading the way, the Spartans won the Canada West title and finished second at nationals, behind only the host Guelph team which won its 11th straight national title.

TWU’s Lisa Brooking (20:32.4), Regan Yee (20:50.3) and Mirelle Martens (20:51.5) finished seventh, 10th and 11th, respectively.

The race also served as the Canada West championships and the four Spartan runners placed in the top five in Canada West.

Inglis and Brooking were also named first team all-Canadians while Yee and Martens were second team all-Canadians.

Inglis is skipping the Canadian champion-

ships later this month in Kingston, Ont. as she heads to Europe for the European cross country trials instead.

She is trying to make the UK team which will race in France next month.

Inglis left for Europe on Wednesday.

Inglis was named the CIS athlete of the year while Bomba won the coach of the year award.

The Spartans men’s team finished sixth in the country — and second in Canada West — and were led

by Declan White (16th overall) and Joel De Schiffart (18th). Both were named Canada West first team allstars.

The Langley Saints found themselves in unfamiliar territory.

The senior boys AA varsity football team — which surrendered a meagre 3.25 points per game while compiling a 4-0 record during league play — trailed the visiting Ballenas Whalers 13-7 late in the first half of last Friday’s playoff game at McLeod Athletic Park.

But Max Joseph took a pass from quarterback Wes Van Vliet and raced downfield for the score — and after a successful two-point convert — Langley had a 15-7 lead which they would not relinquish.

And after Joseph mishandled the second half kick-off, he recovered, picked up the ball and broke free for a long touchdown run.

The Saints never looked back, scoring three more touchdowns en route to a 41-19 victory.

The win sets up a quarter-final showdown with the Vernon Panthers tomorrow (Saturday) morning at B.C. Place.

“We came out pretty slow,” admit-

ted Saints co-head coach Ryk Piche.

“We had to make a couple of adjustments and once we did, we figured things out pretty quick.”

Some of the Saints’ problems were self-inflicted in the early stages.

“We shot ourselves in the foot, a couple of bad snaps on the first two series. Just mental errors and those are the things that can be fixed,” the coach said.

And some adversity can be a good thing to help a team regain its focus.

Piche said that at the team’s Monday practice and film study, the coaching staff noticed an improvement.

The Whalers twice had one touchdown leads, the second of which came on a long passing play after Ballenas’ Brayden Hemsworth got behind coverage and hauled in the touchdown pass.

But Joseph’s two touchdowns changed the game.

“That was a momentum shifter; that was when you saw the body language turn for them and for us,” Piche said.

“And our defence made adjustments to what they were trying to run.”

Isaiah Okoli and Ryan Alcos led the defensive effort while Van Vliet finished with three touchdown passes.

Sheldon Gangloff caught two of those scores and the other touchdown was a rushing score from Azuka Okoli.

The Grade 12 basketball player at Brookswood Secondary had verbally committed to

the Atlantic Coast Conference school back in June and signed her national letter of intent last week (Nov. 11).

The five-foot-nine point guard was ranked #38 by ESPN among high school recruits and ninth among guards. “(Aislinn) is the rare talent that makes everyone around her better and raises the entire team’s level of play,” said Wolfpack coach Wes Moore.

“She’s great with the ball in her hands, both as a scorer and a facilitator.

“Her ability to nail the three, create off the bounce, or thread the needle with a fullcourt pass will make her an instant fan favourite of Wolfpack

Nation.”

The Bobcats have won the past two B.C. 3A senior girls provincial championships with Konig earning most valuable player honours both times.

“She is probably the best player I have ever coached, and I have coached some good ones,” said ’Cats coach Neil Brown back in June.

“She is a kid who is very focused on what she wants.”

Konig had plenty of suitors, with about 300 schools of all sizes expressing interest. She went on 10 unofficial visits and two official visits before deciding on the Raleigh university.

The Township of Langley is hosting a free Try It Event at the Langley Events Centre on Saturday (Nov. 21).

The free community event is part of the sixth annual RBC Sports Day in Canada and is one of 2,000 events being held in communities across the country.

The day is designed to encourage families to try a new sport and to celebrate the power of sport and active living.

Some of the activities being offered on Saturday include broomball, martial arts and ice skating.

Two more wins keep Spartan women’s team perfect

The Trinity Western Spartans continued their winning ways, delivering another pair of straight-sets victories to improve to 8-0.

The women’s volleyball team — ranked second in the country — defeated Regina 3-0 (2514,25-14,25-12) and 3-0 (25-10,25-23,25-15) Friday and Saturday night at the Langley Events Centre.

“I love how we started.

Early on, that was some of the finest volleyball I have seen this team play,” said coach Ryan Hofer.

And the team also showed its depth as after losing a key starter late in the first set, the team did not miss a beat.

“We’re deeper than just one player. We have a group of young ladies who can go out there and play in a bunch of different positions and play solid and really keep us rolling in the right direction.”

Elly Wendel led the team with 13 kills while Rowyn Neufeld had nine kills and Katelyn Devaney had six kills.

“But that just goes to show you that you can’t solve problems with a couple weeks of hard training. It’s going to be a long process, but with that being said, I thought we made some great strides forward towards the type of team we need to be.”

a bit, we got a couple of quick ones at the end of the period and that really gave us some momentum going into the locker room. After that, we kind of hit the reset button and we came out with a solid 40 minutes

and in the end it was another solid team effort.”

The Thunderbirds hosted the South Island Royals in Abbotsford over the weekend, winning 3-2 on Saturday before losing the rematch 4-0.

Lincoln unveils “quiet luxury” in the 2017 MKZ LOS ANGELES, CA: After languishing in obscurity in the luxury automotive market for several years, Ford’s Lincoln brand has been on a roll of late.

As the volume leader for Lincoln, the fortunes of the MKZ are particularly important. So Lincoln has been listening to its customers and incorporated a number of their needs and wants into the 2017 model.

Perhaps more importantly, Lincoln has been able to attract a younger demographic with the average of age of buyers now 58, down from 67 a few years ago.

“Our customers are looking for three attributes in a luxury midsize sedan— technologies that ease their everyday experience, a beautiful design that is crafted with attention to detail and a vehicle with impressive power that makes it a pleasure to drive,” said Kumar Galhotra, president of Lincoln.

So with those figures in mind and sales momentum building in North America and globally, particularly in China, Lincoln couldn’t find a more opportune time to introduce their redesigned MKZ midsize sedan than right now when the market is red hot.

Outside, the MKZ features the new look Lincoln front grille.

A potent 3.0-litre V6 twin turbo is available to power the new MKZ. Making 400 hp and 400 lb/ft of torque, this will be the engine of choice for driving enthusiasts. For others, a 245 hp 2.0-litre four-cylinder engine will have to suffice or a hybrid model that is also returning.

In Canada, all models will have all-wheel drive except the hybrid, which will be front-drive only.

Among the new technology available will be an auto hold feature that keeps the car at a stop with the push of a button, allowing the driver to take his/her feet off the brake pedal in stop-and-go driving.

Another enhanced feature is collision assist with pedestrian detection that can help avoid some frontal collisions or at least lessen the severity of the impact.

Multi-million dollar luxury residences get high-end pool cars

Audi at home is offering a ready-to-drive fleets of six vehicles exclusively for residents of select luxury properties in two states.

On the west coast, the car share scheme will operate at LUMINA

by Tishman Speyer, San Francisco’s largest luxury condominium project currently under construction, while the Four Seasons Residences in Miami will offer the service on the east coast. The service will soon expand to other major U.S. cities.

Residents will be able to book a vehicle instantly and tailor their choice to the kind of driving they expect to do. The fleet currently includes the Audi S7, S5 Cabriolet, SQ5, TT Roadster, Q7, and RS5 Cabriolet. “Spontaneity, personalization and customization is core to the

Another program may offer a clue to costs of participation. Audi on demand, started in San Francisco last April, giving customers within the city limits access to a wide range of vehicles, from the A4 sedan ($155 a day) to the Audi R8 supercar ($1,195 a day). Larry loved the outdoors and his favourite pastimes were cycling, hiking and walks. He was muched loved and will be remembered as a dedicated father. His celebration of life will be held on Saturday at Hendersons in Langley at 1pm with a reception to follow.

A stroke sent her to hospital on November 4 and after significant setbacks and a Herculean effort, Marilyn passed from this life to the next on November 15 surrounded with and embraced by the love of her husband, her children and many of her grandchildren.

Marilyn Ann Brown was born March 10, 1937 in Royal Columbian Hospital and grew up in Fort Langley with brother Barrie.

After WW II, she would be joined by step siblings Alexander, Angus, Monica and Michael and later by half siblings Lana, Johnny, Ann and Jane.

Our mother and father, Ron, were married for 60 years plus 3 days and very happily produced six children - Carolynne (Dan), Kelly (Joanne), Brenda (Neil), Bruce (Kathy), Leah (Jamie) and Lindsey who in turn gave them 18 grandchildren and 13 great grandchildren with 3 more on the way. Nothing made her happier than numbers of this magnitude.

Marilyn and Ron lived a rich but simple life enjoying camping, boating, cooking, gardening and any excuse for a family event large or small. When we were all together, immediate family meant 50 people and mom revelled in it. She taught us all manner of every day things but also, important life lessons - how to get along in the world, the importance of honesty, the joy of a sense of humour and perhaps best and most important of all, how to be a family.

A determined, proud, smart, honest and dignified woman, our mother achieved her place amongst her brothers and sisters as a member of Kwantlen First Nation. She became a welcome, beloved elder and loved learning about and absorbing her culture. This is only one of the many things she has passed on to us.

If the final measure of a woman is what she leaves behind then Marilyn is the embodiment of success. A legacy of love, a long and successful marriage, a large and happy family, loving friends and a community that mourns her passing - this is what she has achieved and we are the lucky ones for having lived in that light.

Please join us to celebrate Marilyn - wife, sister, mother, grandmother and GGMa on Saturday, November 21, 2015 at noon at the Kwantlen Cultural Centre, 23905 Gabriel Lane, Fort Langley.
