With pending loss of home, Cadets risk closing ALEX COOPER

alex.cooper@revelstokereview.com The Revelstoke cadets are appealing to the community for a new home after being told they have to move out of Mount Begbie Elementary by the end of March.

If they're not successful, the organization could close down.

"Ultimately, if we don't find a home we'll have to fold the cadet corp," said Capt.

Kelly Rienks, the commanding officer of the Revelstoke Rocky Mountain Ranger cadets.

The bad news came last week, when the school district told the cadets that the district could no longer afford to safely keep the school open.

"When they were relocated to Mount Begbie it was with an understanding that it would only be as long as we could maintain that building," Hooker told the Review. "We told them now that on a limited basis they're able to be in there until the spring."

The cadets and the Revelstoke Boxing Club have been based out of Mount Begbie Elementary since their previous home in Big Eddy Elementary was demolished two years ago.

Rienks said the cadets have looked at other locations, but they have yet to find anywhere that meets their needs, or that they can afford. He said the cadets need a 10 metre by 10 metre space in which to practice their shooting and do their parades. They also need an office and stor-

age space for their camping gear, uniforms and other equipment.

"The places we've looked at are either not interested in renting to us, or way out of our price range," he said.

The cadets are one of Revelstoke's oldest organizations, with a history going back more than 100 years to the onset of the First World War. The current iteration has been around for 64 years.

The news comes at a really bad time for the cadets, just as they see their numbers growing for the first time in years. The current corps has 16 members – a far cry from their heyday but up from a low of eight a few years ago.

"We're on a building trend again now," said Rienks. "Army cadets across the province, our numbers are down a little bit the last few years. There are some neat programs that are bringing things back around and the numbers are building."

Rienks said that members will lose lots of opportunities if the cadets close down.

One cadet is looking to go mountaineering in Chile and to go parachuting, said Rienks.

"It is one of the elite courses available to army cadets," he said. "I'd hate to see any risk of them losing that."

As for the school, the school district has started the process to sell the land, a move that will likely involve demolishing the school. "We'll go into a public consultation process," said Hooker. "In the meantime, we need to deal with the building."

Body of missing sledder found after four days of searching ALEX COOPER

alex.cooper@revelstokereview.com After four days of searching, it turned out to be "fluke circumstance" that led to the discovery of Travis Brown's body, buried deep in the snow on Boulder Mountain, say Revelstoke RCMP. Brown's body was discovered on Thursday, Dec. 10, by two snowmobilers — one from Cold Lake, Alberta, and the other from Meadow Lake, Saskatchewan.

"Approximately two kilometres from the (Boulder Mountain Cabin) one of them ended up getting stuck in deep snow," said Cpl. Thomas Blakney. "They were digging out their sled when they observed what they thought was a handlebar sticking out of the snow with a helmet on it."

Knowing a man was missing on the mountain, the two men quickly got digging. They found Brown's body buried under about a metre of snow. They notified police, who later attended the scene with Revelstoke Search & Rescue. Brown's body was brought off the mountain — five days after he was last seen.

Brown, 42, from Drayton Valley, Alberta, left for Revelstoke early on Saturday, Dec. 5, to spend the weekend snowmobiling.

At around 10:30 a.m. he called his family to say he was heading up the mountain by himself. At around 3:30 p.m., his family tried calling to see how he was doing, but the call went straight to voicemail.

On Sunday, Brown's vehicle was found in the Boulder Mountain parking lot. When it was still there on Monday, police started reaching out to people in Drayton Valley.

alex.cooper@revelstokereview.com Police are investigating a reported case of a woman being given a so-called rape drug at a Revelstoke bar on Monday.

"We are definitely investigating one situation that we believe could be — we haven't got the exact results — but we feel that based on the statement that it could involve such type of drug," said Cpl. Thomas Blakney.

Blakney was responding to questions from the Review about an incident that reportedly took place last Monday, Dec. 7, however he was unable to provide any details about the investigation.

Rape drugs, also known as roofies, cause someone to black out. They are sometimes used by people in bars, who slip them into someone else's drink in order to take advantage of them once they black out.

On Friday afternoon, the RCMP issued a press release advising people to be cautious at parties and not to leave their drinks unattended.

"There are historically incidents reported where people have placed unknown drugs into other peoples drinks resulting in extended black out periods, with no memories of past activities. The RCMP is currently investigating such a possible incident and encourages the public to be aware,"

wrote Staff-Sgt. Kurt Grabinsky. "Party goers are encouraged to stay with a buddy, use designated drivers and always check on others in your group. The consumption of substances from unknown sources is always discouraged."

RCMP said they will be conducting sobriety checks of drivers over the holiday period. They will also be enforcing the new public nuisance bylaw, which allows for a $500 fine for people disturbing the peace, fighting, or urinating in public.

People who suffer from severe allergies can take heart. There is a new skin patch technology being researched that looks promising. It’s called epicutaneous immunotherapy (EPIT). It is hoped that it will work well with those with peanut allergies as well

as dairy allergies. Research is ongoing.

Wine is often part of holiday celebrations. Check the wine labels for “alcohol content”. It’s not uncommon to find wines with more than the usual 11-12% alcohol...even up to 14%. The same can be true of some beers too. Also, every drink doesn’t have to be alcohol. Try the mix only or a big glass of water.

Alan Chell steps down as school board chair TRUSTEE BILL MACFARLANE ELECTED AS HIS REPLACEMENT ALEX COOPER

alex.cooper@revelstokereview.com The long-time chair of the Revelstoke Board of Education has stepped down from his post, though he will remain on the board as a trustee.

Alan Chell stepped aside as chair at the school board meeting on Wednesday, Dec. 9.

"I think it's time," he told the Review the following day. "I've been the chair for over 20 years and I think sometimes this might be a time where the district will benefit from a different perspective."

Bill MacFarlane, a retired teacher, former city councillor, and former president of the Revelstoke Teachers Association, took his place at the head of the table after serving the past year as a trustee.

"For me it's an opportunity to take on that leadership role and work collaboratively with a group of people that want to do good work for the system," MacFarlane said.

Chell has been on the Board of Education for 31 years — the last 20 as chair. Under his tenure, the Revelstoke School District has gone from middling to one of the tops in the province. The district has emerged as leaders in early childhood education and has some of the highest graduation rates in the province. He also helped bring in $53 million to build two new schools.

Chell said his decision to step down was due to his rising role in education at the provincial level.

He is a director with the BC School Trustees Association, on the board of the Public Education Benefits Trust, and an advisor to the BC Public School Employers Association.

These roles aren't entirely new for him. He's been involved in education at the provincial level for several years and has been part of the prov-

ince's negotiations with the teachers' union in the past. He wants to take his successes in Revelstoke to other districts.

"I've got a pretty good feel in the 60 school districts and I know how things work in the government," Chell said.

Chell's move was also made possible when MacFarlane expressed an interest in being chair. Chell said they decided to wait a year to provide a transition period.

"During that year Bill has shown he's very passionate about education," he said.

MacFarlane said he will seek to continue the good work happening in the school district.

"I don't think there's going to be changes," he said. "I think a good system will continue to be good."

He noted the big issues will be implementing the new curriculum and advocating for increased funding for education.

"The new curriculum is going to be a huge challenge to make sure it's properly implemented," he said. "Always make sure we do what's best for the students in the classroom."

MacFarlane will also have to deal with the sale of the districts three old school sites — Big Eddy Elementary, Mountain View Elementary and Mount Begbie Elementary.

Chell was quick to deny any suggestion he would look to get into provincial or federal politics.

"I have a lot of admiration for people who step forward provincially and federally. That's a whole life change," he said. "I'm not a big fan of partisan politics where you have to take positions you don't necessarily believe in, holding the party line and the whole life change involved with it, so that won't be happening."

There were 844 black bear and 24 grizzly bear reports in Revelstoke and Golden last year — 273 of which were related to garbage as an attractant.

Hot spots for bears in Revelstoke include large parts of Columbia Park, Farwell, near the river; CPR Hill, much of Southside, and parts of Arrow Heights.

Bartol said Revelstoke needed to proactive in addressing bear issues, noting that translocation doesn't work, and destroying bears is not desirable.

“Instead of being reactive, instead of destroying bears, instead of relocating bears, there are proactive solutions we can take," he said.

Tom Fletcher: At the UN climate conference in Paris, did you speak about natural gas as a transition fuel, and did you find support for that idea?

Premier Christy Clark: Yes and yes. The new government in Ottawa is a big supporter of our LNG plan, and part of the reason for that is that they also see it as a way forward for Canada to make a huge contribution to fighting global climate change.

TF: B.C.’s 2020 greenhouse gas target, reduction of emissions by a third, is another target that isn’t going to be met.

Why? PCC: When the government brought in the carbon tax, it was based on the assumption that other jurisdictions around us were going to eventually catch up. And none of them have.

There comes a point where the carbon tax can only get so high before we start chasing all those jobs out of the province.

TF: Your advisory committee says the carbon tax needs to go higher starting in 2018 if it’s going to have an effect. Do you have any other choice?

PCC: Let’s figure out what the national goal is going to be, which we don’t know yet.

TF: On a related topic, transit spending. Your new minister Peter Fassbender has talked about a “new day” in Ottawa and he’s downplaying the idea of another referendum for new funding sources. Is that off the table now?

PCC: It may be possible that the federal government wants to invest more in transit, and take up some of the slack from the local government level.

TF: On LNG, oil and natural gas prices continue to go down, and supply continues to go up around the world. Did you see any positive signs this year?

PCC: What I saw this year was developing countries, especially China, making a firm commitment to reduce their emissions. The only way for them to do that is to move to a greater degree to natural gas, and the bulk of their industry is still located on the east coast of their country, a long way from Russia and close to B.C. TF: Are we going to see some policy action on high housing costs in 2016, and will there be some relief from the property transfer tax?

PCC: You’ll see in the February budget, but we are looking for ways to provide some relief for home buyers.

TF: We’re starting to see government advertising ramp up. We saw a lot of Jobs Plan advertising before the 2013 election, we saw the federal government do it with their Economic Action Plan, which was very expensive, and to most people’s eye self-serving or political in nature at taxpayers’ expense. Is that what we’re going to see in the next year and a half?

PCC: It won’t be political. I think some of that was, really, political. You will see more information-based advertising out there, talking to people about for example, the Registered Education Savings Plan.

TF: Not Jobs Plan 2.0?

PCC: I don’t think that’s in the plan. I wish I could say to you no, never, but I, you know….

Kudos to SAR

Revelstoke Search & Rescue received some criticism last week for their handling of the search for Travis Allen Brown. The argument goes that if they left Boulder Mountain open, a snowmobiler would have stumbled on him sooner than Thursday.

It's possible, but unlikely. According to police, the group that found Brown did so under fluke circumstances. Boulder Mountain is a huge area, and looking for him was akin to finding a needle in a

haystack. Even if you have a general idea of where the needle is, it still takes a mix of luck and skill to find it.

Revelstoke SAR is a very professional and well-trained group. They know the mountains around here better than almost anyone. It includes mountain guides, veteran snowmobilers and many others. They worked in challenging conditions to find Brown and don't deserve criticism for falling short, given the circumstances.

Columbia Basin children and communities will continue to receive opportunities to learn about, appreciate and care for the natural world around them, through Columbia Basin Trust’s $1-million commitment to two environmental education initiatives. These are the Know Your Watershed program and the Columbia Basin Environmental Education Network.

“These initiatives have proven successful, and we’re pleased we can commit additional funding to help them become more sustainable, plan into the future and grow,” said Tim Hicks, Columbia Basin Trust Manager, Water and Environment.

“Through these initiatives Basin students will continue to have hands on opportunities to increase their understanding of the natural environment, which Basin residents have told us is a priority.”

The Know Your Watershed program will be receiving $540,500 over three years. Working with environmental educators in the Basin, the Trust developed this program in 2010 to help grade eight students understand where their water comes from, how it is used and where it goes after it is used. BAT RESEARCH

As a journalist, one of the most exciting aspects of the change in governments in Ottawa is the fact that Federal government scientists are now free to talk about their work with the media.

With that in mind, I decided to call Sarah Boyle, a conservation biologist with Parks Canada to find out what the agency has been doing in Mount Revelstoke and Glacier National Parks.

It was a chance to follow up on several stories I've written over the years.

In August 2013, I was lucky enough to visit the Nakimu Caves while researchers placed bat monitoring equipment and took soil samples from the cave to see if White Nose Syndrome had spread to the area.

The work found that there were bats in the cave, however, they still needed to find out what kinds.

This summer, Parks Canada staff travelled to the area with mist nets to capture bats.

"While the acoustic technology that we have is really cool, it can confuse different species and it

When the nets were deployed, Parks found that five bat species used the caves, including the endangered little brown bat. Perhaps most interesting is the fact the bats were ready to reproduce.

"This is a hook-up joint, it's a swarming site," said Boyle.

The last bat call that Parks detected happened on October 4. Now, they want to see if bats are hibernating in the caves. To do that, they'll be placing monitors in the caves in March.

"We'll have pretty good confirmation if we have bat species hibernating in the Nakimu caves," said Boyle.

Part of the goal of the bat research is to prevent the spread of White Nose Syndrome to the caves.

WNS has devastated bat colonies in eastern North American and is quickly spreading westward.

"It may impact how we allow access to the caves," said Boyle. "Right now access is allowed yearround. If we know we have hibernating bats, we might not allow people to go in the winter months when they have potential to disturb bats."

It also helps determine the decontamination protocol people have to follow before they enter the caves.

WOLVERINES In 2011, Parks Canada began a project to track wolverines – which is listed as a species of concern – in Glacier National Park. They divided the park into 10-kilometre by 10-kilometre grids and placed bait stations at 29 sites using what one researcher described as "the most foul smelling, disgusting stuff that you've ever experienced."

The goal was to collect DNA samples to determine how many wolverines there are in the park and to look at how they move around. "They are quite sensitive to habitat fragmentation," said Boyle.

The results are encouraging as the study enters its fifth and final year. "Through genetics and cameras we've been able to identify a total of 25 wolverines — 20 males and five females," said Boyle.

"This animal is in decline in a lot of places but

these results indicate a fairly healthy wolverine population."

The next step will be to repeat the study in a few years to see if the population is declining or increasing.

"If there are alarm bells going off, what is the reason why?" said Boyle.

MOUNTAIN CARIBOU As I reported last month, scientists with Environment Canada are set to recommend that southern mountain caribou are listed as endangered by the Federal government.

The change in status to endangered from threatened shouldn't impact work in the parks, said Boyle.

"To tell you the truth, I don't think it's going to affect anything we do any differently," she said.

"We already put a huge emphasis on caribou in the park."

The most notable work is the annual Mount Klotz caribou closure, that goes into effect from December 15 to April 15 every winter. It was put in place to protect the South Columbia herd, which only had six animals when it was last counted in 2013.

"That closure will obviously stay intact and that's to protect mountain caribou from being disturbed by any backcountry users and being displaced from over-wintering habitat, or inadvertently into an avalanche area," said Boyle.

She said Parks will do another census this winter, in partnership with the province of B.C.

AMPHIBIANS One of Parks Canada's newest projects is research into amphibians.

"Globally, amphibians are not doing that well worldwide," said Boyle. "We want to make sure we have a full complement of native species, and that includes our amphibians."

Whitebark pine is the only tree species in western Canada to be listed as endangered by the Species at Risk Act. The tree is found at at mid to high elevations in subalpine areas throughout western North America.

"It's considered a keystone subalpine species. It can grow in really harsh conditions — south facing, rocky slopes," said Boyle.

Because of its hardiness, it's one of the first trees that will colonize an area after a fire and is considered very important to re-vegetating areas disturbed by fire.

Its cones provide food for 22 different species, including grizzly bears, said Boyle. "It's important to a lot of alpine species in our parks."

That's why its decline due to diseases like white pine blister rust and mountain pine beetle, as well fire suppression, is of big concern.

Parks Canada has been surveying Mount Revelstoke and Glacier National Parks for stands of whitebark pine and studying them to determine their health. They cage the trees that are healthy and collect the cones to prevent them from being eaten.

"We'll cage them in the spring and we'll go back in the fall and collect the cones," said Boyle. "From those, we're able to grow saplings and seeds and test them for disease resistance."

Trees are grown in nurseries and then planted in the parks. "It's a very significant undertaking in the park."

A pair of exotic South American birds were rescued from a pick-up truck fire on the TransCanada Highway in Revelstoke early last Monday morning.

Revelstoke Fire Rescue Services were called to the fire on the Trans-Canada Highway near Alpine Lane at 3:23 a.m. on Dec. 7, reports fire chief Rob Girard.

There, they found a pick-up engulfed in flame and commenced to extinguish the fire.

During the attack, they saw two large rhea birds escape the box of the pick-up truck and run eastbound down the highway.

Firefighters quickly grabbed one of the birds, while a search team found the second nearby.

The lone occupant of the vehicle escaped the truck unharmed, however several ducks being transported in the cab did not survive.

The fire was put on in under 20 minutes, with 17 personnel responding.

Emergency Social Services was activated to help the driver find lodging and to get the birds into the animal shelter.

Girard said the driver was an Alberta farmer who was taking the birds to the Lower Mainland

New Revelstoke hate-crime protocol presented to council

"We need a permanent role either within the city or within one of our community organizations people can go to if they’re having problems," Laura Stovel told council last week.

Stovel and Jill Zacharias, the city's social development coordinator, presented the new hate crime protocol developed by the city's Social Development Committee to city council and staff last Tuesday, Dec 8.

Revelstoke's Skyller Archer finished first overall in his class in the 2015 Canadian Arenacross Championship this fall. Archer won the Intermediate MX3 class, and the Youth class in the eightround series. With the results, he was promoted to Pro status for next year.

A Colorado-based organization that promotes education and information about working in the cannabis industry is expanding to the Kootenay region.

Women Grow will be opening up their first Kootenay Chapter in Nelson this January with informational meetings tentatively slated for January 7th at the Hume Hotel in Nelson at 7 p.m.

“I essentially started the Kootenay Chapter of Women Grow to help connect everybody because I recently moved to Nelson, where I live now, from Vancouver in July,” said Kaleigh Herald, cannabis consultant for the Kootenay’s Medicine Tree and the Women Grow Kootenay Chapter chair. “I worked in the cannabis industry in Vancouver and when I moved here, I noticed that there’s a really, really great industry here and it’s actually really apparent that it helps the local economy, but people are very hostile about sharing information here because it’s been an un-

derground industry for so long.”

Her goal is to empower the next generation of cannabis industry leaders (growers, manufacturers, dispensary owners or patients) by creating programs, community and events for aspiring and current business executives in the Kootenay Chapter — there are 36 other chapters that have began operating since Women Grow was first established in Denver, Colorado last year during the state’s legalization process.

“This is a really great time, obviously,” she added. “We’re about to end the prohibition of cannabis across the country, so it’s a great time for us to connect as individuals in the industry and anyone who is looking to learn more about the industry… We host meetings, conferences and networking events to create a pretty open playing field.”

The signature Women Grow event, she added, is coming up in January to promote who they are and what they do.

“We’re going to have some presentations, one by Jim Wesley, who is a local

cannabis educator, another woman from the Okanagan who is going to be talking to us about hemp extractions hopefully, and somebody from city hall to talk to us about regulations in the area at the time,” said Herald.

“Come on out if you’re at all interested in the industry. It’s totally worth it to check out the event, meet people, network and gain a feel for what’s about to happen because this industry is really about to take off and explode so if it’s something that you want to be a part of, I really suggests coming out to the event,” she said.

Prime Minister Justin Trudeau joined other national leaders in hailing the international greenhouse gas emission agreement reached in Paris over the weekend, but the implications for Canada and B.C. remain unclear.

Trudeau said in a statement from Ottawa that he and the provincial premiers will meet within 90 days to develop a plan to do Canada's part in the effort to keep average global temperature rise below two degrees.

The Paris agreement notes that existing voluntary targets by countries do not meet what is calculated to prevent a two per cent increase, and more emission cuts will be required.

Article 28 of the legal text also gives every country the ability, after three years of implementation, to give a year's notice and withdraw.

In a year-end interview, B.C. Premier Christy Clark said the government will wait until a national emissions goal is established before deciding whether to add measures to the existing carbon tax on carbon-based fuels. The B.C. tax has been frozen at $30 a tonne since 2013, adding about seven

cents to the price of a litre of gasoline with similar increases for natural gas and other heating fuels.

An advisory committee recommended in November that the tax be increased by a third starting in 2018, with annual increases after to drive down carbon dioxide emissions.

Clark said the carbon tax freeze means B.C. won't meet its own legislated target of reducing emissions by a third by 2020, but the government couldn't keep raising it and risk pushing industries and jobs out of the province.

"Other provinces are starting to get closer to where we are," Clark said. "By 2018, Alberta's going to have come some way. By then Ontario will be into a plan, and Quebec already is."

B.C. NDP leader John Horgan said he's "comfortable" with the advisory committee's date of 2018, which would give an NDP government time to assess the situation if he wins the 2017 B.C. election.

Horgan said he is inclined to support the carbon tax proposed recently by Alberta Premier Rachel Notley, which means "taking revenues and driving them into industries, or activities like transit, that will reduce emissions over time."

With that in mind, the NDP attempted to add a few amendments that were staple election planks for the party during the election, including an increase to the Guaranteed Income Supplement for seniors, tax relief for the middle class, a $15 per hour minimum wage for federal jobs and changes to the employment insurance program.

However, those proposed amendments were defeated by the Liberals and Conservatives, Stetski said.

“I’m not sure why they don’t want to do the right thing for Canadians who need it most in that sense,” Stetski said.

“We’re disappointed, but we’re still trying to be optimistic overall, but we’ll certainly be watching closely to make sure the promises in the end has some focus to them and actually delivers something important.”

On the issue of tax relief, Stetski clarified that the Liberal plan would give a tax break to those making between $42,000 - $200,000, whereas the NDP wants that tax break to be eligible for those with an income below $42,000 as well.

“Our concern is that the tax break that was part of the Liberal government bill starts at $42,000 of income and basically goes up to about $200,000 of income, so the people that will actually get the highest tax break are the people making $90,000 and over, which is not middle-class for many of our communities across Canada,” Stetski said.

“So our amendment proposal was to bring the tax break to include anybody making up to $42,000 dollars and to provide them with some tax relief.”

The main motion to support the throne speech hasn’t come forward yet, so Setski says the NDP caucus must have an internal debate to see if the party will support it or not.

On the topic of election promises, the government announced on Tuesday the first of two phases for an national inquiry into missing and murdered indigenous women.

$100 million tech fund for B.C. 'Dragon's Den'

The B.C. government is putting up $100 million for a real-life version of the TV show Dragon's Den, providing seed money to entrepreneurs who convince experts their new techology ideas will grow.

Premier Christy Clark announced the new fund Tuesday at the Vancouver offices of Mobify, a marketing company for retailers to advertise on mobile devices. The first step was to invite proposals for a venture capital company to administer the fund.

"We don't want to be influencing that, except that we want them to be in British Columbia, and we want the fund manager to have a managing partner based in B.C.," she said.

Clark said high technology is performing better than other parts of the economy, and now directly employs 86,000 people who make higher wages than the industrial average. The taxpayer investment is to give startups the recognition they need to attract

private venture capital.

Clark said banks look to invest in "guaranteed bets," but technology companies are higher risk with higher rewards for those that succeed.

NDP technology critic George Heyman said the industry has been lobbying the province for this kind of assistance, and he supports it if the money is delivered in a transparent way and results are tracked.

A previous effort aimed at immigrant investors, the B.C. Renaissance Capital Fund, was criticized for a lack of both.

In one case it provided money to a San Francisco company that opened an office in Calgary but not B.C. "The taxpayer subsidizes all sorts of things that relate to job creation," Heyman said. "In the case of the tech sector, these are the jobs of the 21st Century.

B.C. has a sector that's performing well but could perform a lot better, and it needs investment to do that."

B.C. also offers $33 million in tax credits to "angel investors" who put up money to develop a business that has attracted seed money.

The city has written off $17,808.75 in unpaid fees due to the cancellation of the business licenses, according to a report that went to the finance committee in November.

The list of canceled licenses includes numerous local independent contractors, artists, and home-based businesses, as well as

many from out of town. Some owed as much as four years worth of fees.

Mayor Mark McKee said there would be active bylaw enforcement against businesses operating without a license. "We can’t keep a business license on the books that isn’t current and not paid for," he said.

The City of Revelstoke cancelled 63 unpaid licenses in October during a housekeeping measure while installing new finance software. The move brought the total number of licenses down to 967 as of October 31, from 1024 at the end of September. Six new business licenses were issued that month.
