Ucluelet’s ability to enforce its bylaws came under fire last week as the town’s municipal council faced questions around fireworks being set off in the community.

Boysen added that several complaints came in on New Year’s Eve. “There were some cases where there were some very large fireworks beyond the typical small firecrackers you see once in a while,” Boysen said.

Keith-Ferris suggested reports were made, but no action was taken.

“What does it take to actually have your bylaws enforced,” she asked. “Because, this is occurring throughout our municipality.”

She added that Ucluelet’s bylaw department does not receive complaints after 11 p.m. and that residents are directed to send their concerns to the RCMP, who might be busy with other priorities.

“What if the RCMP doesn’t choose to go and actually observe the event that you’re describing and wanting some action taking against? Are we supposed to wait for the next morning or the next business week and follow up with a bylaw officer and put in a formal written complaint?

Please advise how we can get further action going,” she said.

Bruce Greig, who oversees Ucluelet’s bylaw enforcement, said RCMP pass along any information they receive to the district office.

“Bringing forward a complaint and whatever evidence a citizen has is the first step and the bylaw officer will then investigate,” he said.

Sgt Steve Mancini of the Ucluelet RCMP told the Westerly News that police received a number of complaints regarding fireworks between 9-11 p.m. On New Year’s Eve. “Ultimately, we have to prioritize our calls for service and noise complaints and such may not be what’s a priority at that time, depending on what other calls for service we’re dealing with,” Mancini said. “So, it may take us a little bit longer to get to it, but we’ll still definitely look into it and, if nothing else, point you in the direction of bylaw, if that’s where the file should go.”

Keith-Ferris added that, apart from the noise created, the displays she witnessed were dangerous.

in the air and onto roads, so cars passing by are going to have to go through a shower of debris falling down,” she said. “It continues year after year. That suggests that our law isn’t being applied, or it doesn’t have teeth.”

Resident Joe Atkinson said guests staying at Water’s Edge Resort were likely unaware of the town’s bylaws when he was startled by a fireworks display on Jan. 3 and he suggested accommodation providers should do more to bring tourists up to speed on what is and isn’t allowed.

“I was taking my dog for its evening relief on the beach there and the minute the dog sat down to do its business, fireworks went off by the gazebo and scared the crap out of the dog and me too,” he said.

He said he called the bylaw department, but was advised that, without having witnessed the person setting off the fireworks, it would be hard to move forward with an investigation.

Greig said district staff are preparing a report to council with recommendations around how bylaws could better be enforced.

“It’s really council’s decision on what is the level of response warranted and what’s the resources that are devoted to that,” he said.

Tofino residents wanting to get some recreation time in at the community’s field might be finding more exercise getting to it than on it because the parking lot has become a popular long-term storage area for boat trailers.

“I believe most of these trailers and boats belong to locals that do not wish to store their trailers and boats on their own property or won’t pay for long term storage,” Tofino resident and kids’ soccer coach John Forde wrote in a letter Tofino’s municipal council reviewed on Jan. 8.

“This has created a serious problem for users of the school field.

During weekday periods parents and coaches are not able to find parking to drop off, pick up, or participate in practices and for Soccer Saturdays, when league games and practices are scheduled, and kids and parents from other communities come to participate in team games and practices there is nowhere for them to park.”

He wrote that the problem “needs immediate attention,” and suggested setting up a pay-parking system where passes would be purchased and time limits enforced with all fees collected going towards school programming.

After reviewing the letter, council looked to the head of Tofino’s bylaw department Brent Baker for his thoughts.

“As of this morning, there are probably 14 trailers parked in that location,” Baker responded, adding that about 10 of those 14 trailers did not have licence plates or proof of insurance. “We get trailers there.

“We need direction from the school if it’s a concern for them.

It’s kind of a challenging one to deal with because it’s not just district property where we can go and take them all away without having some direction from the school,” he said.

He said that the district has made space at its impound lot and is prepared to tow the trailers away, if he receives direction from SD70, though downed trees from De-

cember’s storm would need to be cleared first.

“During the wind storm, the bulk of those trees along the school came down on top of trailers and power lines…The [trees] have been cleared off the street, but they’re still very much barricading that whole section,” he said. “But, once the trees are removed, they can all be impounded the same day if the school wishes them gone.”

He added SD70 and Tofino’s Harbour Authority have discussed the idea of launching a boat trailer parking pass program where passes would be sold with funds going to the school and said those conversations are ongoing.

Coun. Dorothy Baert urged district staff to make the issue a priority.

“I just don’t want to be talking

about it in a year. So, I really would like some movement and prodding, perhaps, of the Harbour Authority and the school to really try and address this,” she said. “If we could have a solution before summer, that would be ideal.”

Mayor Josie Osborne noted the area has been promoted for use by boat trailers in the past to avoid congestion in the downtown area.

Baker said he had spoken to some residents in the area who would prefer that the trailers stay.

“Some of them have reported they’re happy that the boat trailers are there because it means RV’ers aren’t there and, therefore, people are not using the ball field as a restroom; so, a couple have asked me not to do anything about the trailers that are there,” he said. “It’s always a balancing act.”

The Ucluelet RCMP were pleased to ring in the New Year without finding a single impaired driver on the road.

– Sgt. Steve Mancini “I can happily say that they did not locate any in all the vehicles that they stopped. People had arranged sober drivers and did the right thing to make sure that everybody got home safe,” he said.

It hasn’t been a perfect start to 2019 however as it’s started off with reports of suspicious activity being posted online by residents who took to social media to suggest that their vehicles had been

rummaged through and suspicious people had been seen around residences.

Mancini said his detachment has received no official reports of suspicious activity and he urges residents to report their concerns to police, rather than just posting online.

“It’s very important. If we don’t know about situations that are going on around town, or if we don’t know that there’s people around town that are acting suspiciously or trying to steal items, then we don’t know where to focus our efforts,” he said.

“Any information that people can provide us that can help us with our patrols around town or

focus on what could be hotspots or frequented areas where people are victimized, obviously, we want to know about that…It puts us in the areas where people may be committing crimes and the more information we know, the easier it is for us to act on that.”

He added all residents should always ensure they are locking their vehicles and residences.

“I definitely would advise people to lock their doors. I know, in small towns, people like to hope that they don’t [have to] but, unfortunately, that’s not the society we live in now,” he said. “Lock your doors.

That way you take away the opportunity for somebody that may be looking for it.”

Tracking propaganda around B.C.’s latest pipeline protest Have you heard that Canada is a colonial police state controlled by multinational corporations that uses military force to invade Indigenous people and force them off their land?

That’s the message conveyed around the world in recent days, as RCMP officers moved in as delicately as possible to enforce a B.C. Supreme Court injunction to take down roadblocks to allow construction to start on a natural gas pipeline to the B.C. Coast. We now know that 14 people were arrested after police in tactical gear took down a gate on a provincial forest service road south of Houston in northwestern B.C. Some of them at least are to appear in a Prince George courtroom in early February. It’s one of two barriers on this public road, the first having been erected 10 years ago by a couple of members of a Wet’suwet’en clan and their outside supporters. There were a few reporters allowed into this remote area,

Ridsdale is an old friend of Stikine MLA Doug Donaldson, now B.C. forests and lands minister.

Donaldson invited him to the B.C. legislature in January 2015, to press for a legislated guarantee from the B.C. Liberal government that Coastal GasLink and other gas pipelines can’t be converted to carry crude oil.

Same problem in Ucluelet on the trail and beaches...and of course in the National park. My 2 year old son was run over on Wick beach by an unleashed dog, whose owners were surfing. So my children are not safe at the beaches anymore???

I believe that 80% of the dogs control their owners here and not the way around. And, by the way, if you live here and being local that’s even more your responsibility. Leash your dog! There are designated areas for dogs to run off leash. Thank you.

Nelly Hey In the majority of my life, dogs were not allowed on beaches. Now it seems dogs can go everywhere, I don’t think dogs should be free in public places, especially where young children are. I know of a couple of elderly people walking their small dogs and a larger dog came up, then grabbed them costing a lot of money for the vet. If you want your dog to run wild, fence your backyard and let them go.

Still many, many people do not pick up after their dogs, and, free range, who even bothers to watch them. People are busy visiting with others or they are attached to their cell phones.

I was attacked by a dog while walking down the street. My daughter was attacked in two separate incidents, all dogs were off-leash. So, in MY opinion only it’s time to involve the law with these incidents.

As an owner of an 85 lb reactive dog, I’m continually on edge every time we go for a leashed walk. My dog has the right to exercise and enjoy the outdoors as much as any other dog does, but when an off leash dog comes running towards us, his reaction is huge and stressful for both of us. We’ve worked with a trainer for a long time learning proper techniques to manage his reactive behaviour, but it’s the off leash dogs that ruin our time. Now we just try to find places where we can be alone in the wilderness rather than where we run the risk of off leash dogs.

Jay Rossiter It has definitely become more of a problem over the years. I don’t have a problem with dogs running and playing on the beach. But, if the owners cannot or will not control their dog, or pick up the poop, then it becomes an issue.

Some people are afraid of dogs. Dogs should be on a leash at all times for public safety.

Mary Jacqueline Morris There are many problems with this. When we had a dog and took her to the beach, she was always on a leash. She liked little dogs but would be aggressive with big dogs. People that have their dogs off leash didn’t see a problem with their dogs running up to ours and yapping around her. I have seen dogs run up to people that don’t have dogs and have seen their reactions. Some people are terrified of dogs that are off leash. I think people have to be considerate of all people. If it is an off leash beach then the ones who don’t like dogs running up to them would stay away. But if it isn’t a designated off leash area, then the dogs should be on a leash.

The end of an era will become official on Saturday.

Officials Sports Lounge is shutting down after a decade of service.

The lounge earned Ucluelet’s Business of the Year award last year in recognition of co-owners Dale Holliday and Ray Godfrey’s quick willingness to host fundraising events for a variety of local causes. Facing declining sales, though, Holliday and Godfrey made the decision not to renew their lease this year.

“It’s rapidly deteriorated. The bar business isn’t what it used to be. People just don’t go out and spend that kind of money anymore and the cost of alcohol has increased thanks to our lovely government,” Godfrey said.

He added a change in regulations that allowed restaurants to serve alcohol later in the evening and without a food requirement also hurt the bar business.

“It just seemed to be one thing after another that kept it sliding.”

The pair opened Officials in 2008. Holliday had spent the previous six years managing the Eagle’s Nest Pub and said his first priority for Officials was to “provide a safe environment.”

“When we first opened, that was our key, a place where everybody could be safe and relaxed,” he said.

Godfrey added the idea for a sports bar was hatched because the community did not have one at the time and they wanted to create “something new on the plate for everybody.”

They had originally hoped to call their spot ‘Total Action Sports,’ but discovered that name was taken and went with Officials because, “There is always an official in every sport,” Holliday explained.

“It was super popular in 2008,” he said.

“It started off big and we’re on the backside of the mountain now.”

He noted that he and wife Jacqueline travelled across Canada to watch their son Maxtin compete at the Special Olympics Canada Summer Games last summer and witnessed many bars like theirs shutting down.

Jacqueline, who enjoyed hosting popular dinner theatre events at the lounge, said Officials is how she was introduced to the community when she arrived from Alberta.

“That was part of the charm of being here and having a gathering space like this, it’s a little bit of an introduction to town, an introduction to a lot of people

that live here and a comfort zone,” she said. “I don’t feel a loss just because it was Dale and Ray’s bar and that’s part of my family, I feel the loss because I don’t see where we have that…We’re losing that comfort space for adults and for just adults.”

Godfrey said there’s no regret in the decision to shut down, but it will be sad to see Officials close.

“I just think it’s a double sided coin really. Dale and I have both talked and we’re happy to see it go, but we know in the end we’ll probably be a bit sad too because it is a place where everybody comes and hangs out,” he said. “The end of something is never a good thing or a bad thing, I think, it’s just the way it’s flowed.”

He said he’s grateful for the community’s support.

“They’ve definitely supported us over the years. It’s just a sign of the times,” Godfrey said. “You drive to any small town and bars are just washing up.”

Holliday added.

The bar’s final last call will be called on Jan. 19 after one last hurrah highlighted by live music from the Lance LaPointe Band.

Tofino’s business community is shining with four Vancouver Island Business Excellence Awards nominations.

Ucluelet businesses did not crack this year’s nomination list, but Surf Sister, Crystal Cove Beach Resort, Tofino Food Tours and The Factory are representing the West Coast as finalists.

The word is getting around after the first Hitched Vancouver Island event last year was a big success with an “amazing” turnout, Bowker said.

A big draw was the locally made products and services, with many artisan vendors as well a bigger suppliers.

This year will have that same feel.

As for entertainment, gracing the main stage will be Easy Street, a popular jazz duo from the Comox Valley, and Jilli Martini from Denman Island, both known all over the island and beyond.

Two killed in highway collision

Fire engulfs trailer, vehicle and home in Bowser A fire caused extensive damage to a fifth wheel trailer, car and home at a property on Laurel Crescent in Bowser on Jan. 13.

There were three occupants in the house when the fire started around 6:45 p.m. but all escaped uninjured.

Fire crews arrived on scene to find the trailer and vehicle fully engulfed in flames, with the fire spreading across the side of the adjacent home to the second floor and attic.

“The second floor of the home was destroyed as well,” said Bow Horn Bay Volunteer Fire Department chief Geoff Macintosh.

The lower floor of the house also received extensive water damage, Macintosh said three fire departments assisted with the fire, Bow Horn Bay, Dashwood Volunteer Fire Department and Deep Bay Volunteer Fire Department, and that it took about two hours to extinguish the flames.

The cause of fire is still under investigation.

– www.VancouverIslandFreeDaily.com Hard fight brings family together for Christmas After a long bureaucratic struggle, all members of the Fort family were together in Duncan for Christmas.

Lynda Fort, who was born and raised in Canada, said her 15-year-old son Liam arrived from New Zealand with his new Canadian passport just a few days before Christmas, and her husband Adam, a citizen of New Zealand, also arrived with Liam with a visa to spend the holidays with his family.

It’s the end of a time-consuming and stressful episode for the family as Lynda worked several months to obtain a Canadian passport for Liam, who is a Canadian citizen but was born in New Zealand.

In early December, it looked like Christmas would come and go before Liam would finally obtain a passport to travel to Canada as Lynda worked tirelessly, but with few results, to complete the seemingly impossible process of meeting all the requirements that immigration officials required.

Lynda longed to return to Canada after spending 16 years in New Zealand where she had two children—Liam and 11-year-old Rhea—with her husband Adam.

Lynda and Rhea moved to the Cowichan Valley in June to allow her time to find a job, find a place to live and establish herself before her husband and son rejoined the family.

She tried four separate times to obtain Liam’s passport, and was told further documents were needed each time.

On the last attempt, just weeks before Christmas, she was told that Liam had to actually be in the country to apply for a passport.

But she persisted and managed to manoeuvre her way through the many bureaucratic loopholes and Liam received his passport in time to be in Canada for the holidays.

Highway 1 northbound lanes between Duke Point Highway and Cedar Road were closed following a vehicle incident, according to Drive B.C. B.C. Coroners Service confirmed it is investigating two deaths, but couldn’t comment further.

Lawyers for the defence and the prosecution are meeting for pre-trial conferences on Jan. 9 and Jan. 17 to prepare for the trial.

Joe and Tooshley are to answer to charges of animal cruelty after a dog, called Teddy, was seized by BC SPCA special constables on Feb. 16, 2018, but died two days later from severe neglect. If convicted, Joe and Tooshley face a maximum penalty of up to five years in prison, a $10,000 fine and up to a lifetime ban on owning animals.

The case has mobilized animal rights groups, with numerous rallies and a call for changes to animal rights laws.

The trial is expected to continue on March 1, also beginning at 9:30 a.m at the Duncan courthouse.

Cermaq, a major aquaculture company, is hailing an experimental “closed containment” facility in Norwegian waters as a safer mode of fish farming, saying that it reduces interactions with the marine habitat.

A similar system could be introduced to Canadian waters by next year, according to David Kiemele, managing director for Cermaq Canada.

“We’re aiming to actually launch a trial of our own, ideally in 2020, where we will hold a certain group of fish in a cage of this same design, straight through until harvest,” Kiemele said in an interview with Black Press.

He said that a barrier surrounding the net “limits potential interactions between our fish and the environment outside,” although he acknowledged that the experimental facility isn’t completely closed.

Seawater is pumped through the system from a depth of about 13 metres, he said.

“When you’re talking about parasites like sea lice and whatnot, very rarely do you find them down that deep in the water column,” Kiemele said.

Cermaq also said in a media release that the structure provides protection from predators and fish escapes.

– David Kiemele Fish at the research facility, located north of the Arctic circle in the Norwegian Sea, were stocked three months ago and “are adapting well,”

according to Cermaq. The Atlantic salmon “are actually growing better (than) our fish in the traditional net pen structures located in the same region,” with fish experiencing low mortality and “no problems with sea lice,” according to Kjell Hansen, a company official cited in the media release.

The experimental process doesn’t eliminate open-net pens entirely – the fish from the Norwegian site

will be finished in an ordinary farm.

After they reach about 2 kg in size, they will be moved to a “traditional net-pen environment,” Kiemele said.

But Cermaq Canada intends to bring fish to harvest in the new system – avoiding open-net pens completely – when the experimental technology is introduced here, according to Kiemele.

He said the company has begun discussions with provincial and fed-

eral regulators to gain approval for the system.

Cermaq expects to have it fully operational in Canadian waters 12 months after internal and external approvals are complete, Kiemele said.

The system would either be built in Norway and shipped across, or the company would find a local supplier, he said.

The system involves a conventional net – used for handling the fish – enclosed by a heavy tarp-like material that Kiemele likened to Kevlar.

“It needs to be engineered to withstand the energy and the forces that we’d expect to see on our sea sites,” including ocean currents and storm surges, he said.

The composite material was developed by the French company Serge Ferrari, he said.

Asked why the experimental pens are ocean-based—industry critics have called for fish farms to be removed from the sea entirely — Kiemele said that fish farming would require “a large amount of land” that could be used for other activities, including agriculture.

He also said that a land-based facility would consume large amounts of water and energy for pumping.

“From a practical and economical sense, at the moment it just doesn’t stack up,” he said, adding that the company could also continue to use its ocean-based leases this way.

Cermaq Canada, which is based in Campbell River and has farm sites near Tofino, is a subsidiary of the Oslo-based Cermaq Group.

The Norwegian multinational, in turn, is a fully-owned subsidiary of Japan’s Mitsubishi Corporation.

They cited their partners as the key to their success, explaining that their tours depend on Tofino’s vibrant culinary and service scene to offer memorable experiences to their guests.

“Our tours are truly about showcasing the fantastic food in Tofino and what it is like to live in this beautiful town,” they wrote. “It’s a fun tour and we are so proud that people have an excellent time.”

The Factory is a unique gallery operated by jeweller Lisa Fletcher, leatherworker Julie Boocock and photographer Kyler Vos who told the Westerly they were “pleasantly surprised, and completely honoured,” to be nominated for a Vancouver Island Business Excellence Award.

“There are so many great businesses on Vancouver Island that we feel very fortunate to be nominated and a finalist,” they said via email.

“Through this nomination, we feel that people truly appreciate shopping locally, supporting local artists, and purchasing hand crafted quality products from the artists themselves and hope that connects people in their daily impact. We feel lucky to live in such a supportive community that has contributed to The Factory’s success.”

The gallery doubles as a workspace

for the artists with products handcrafted in-house offering patrons a chance to see their products come together.

“Customers can see and interact with the artists in action as they make the products for the gallery, working with the artist to create a custom piece just for them,” the artists wrote. “Connecting with our customers is one of the best aspects of our business, and we pride ourselves on being able to work with customers of custom projects and delivering what they need.”

The Vancouver Island Business Excellence Awards is in its 19th year and will announce its latest crop of winners on Jan 24 at the Vancouver Island Conference Centre in Nanaimo.

As an eleven-year old girl, I was not about to miss out on the drama of a shipwreck!

January 1st, 1962 truly was a ‘dark and stormy night.’ My family was sitting around digesting New Year’s dinner when my dad was radioed about a ship in distress.

He rushed down to our dock to head out in the Sea Breeze III, the 42-foot tug he skippered. My entreaties to go along proved futile.

Luckily, the Dawborn family had joined us for dinner. Their daughter Sharon had a driver’s license, was keen to see the action, and drove us down to watch the drama unfold from the shore. Gradually, scores of locals gathered at various viewpoints. So many people stood on Tommy and Mary Kimoto’s porch in Spring Cove that it collapsed under the weight.

A freighter was aground on Jenny Reef off of Amphitrite Point. The 10,000 ton, 424-foot Greek freighter the Glafkos had been enroute under ballast, from Japan to Vancouver. Like so many ships before her she missed the entrance to Juan de Fuca Strait and was now in peril along the notorious Graveyard of the Pacific.

The local paper later reported that first on the scene were George Hillier in his seiner the Hillier Queen, and my dad, Ken Baird, in the Sea Breeze III. Heavy seas and gale force winds stopped them from coming alongside the stricken vessel. Other small boats also exited Ucluelet in a Dunkirk-like flotilla of support. For those of us onshore, peering through torrential rain and buffeted by the wind, little could be seen but swirling lights on the stormy sea. Fear and suspense were palpable.

It was decided these tugs would attempt to pull the Glafkos off the rocks. It must have been a harrowing night for Captain Fatios Petratus and his crew as they waited for morning.

They had weathered many storms in their 25-day journey across the Pacific, only to end up in this perilous position. Maneuvering in rough seas the two large tugs successfully pulled the damaged ship from the reef. Then the towline snapped and huge waves forced her back towards the jagged rocks.

Just in time the anchor went down.

to safety. The men were delivered to Ucluelet and given hot meals and rooms at the Ucluelet Lodge.

The ship, Captain and four remaining crew were in dire straits.

The holds and engine room were flooded. Without power the steam winches wouldn’t work, making it impossible to weigh anchor.

Local machine shop owner Pete Hillier and his employee Malcolm Mead-Miller bravely offered assistance. They and their equipment were lowered by helicopter to the wave-swept deck. They severed the anchor chains. With the ship now free the tugs set off to tow her to Esquimalt. Pete and Malcolm had no choice…they went along for the ride. Soon the wind dropped, and the seas calmed. They made

good time on the 100-mile journey.

At the graving dock in Esquimalt, reporters eagerly awaited details. Captain Petratus stayed silent, but Dimitri Dimitrios, the Chief Officer, shared some sentiments. “We were people without hope,” he said. “Anytime we could have gone to death. We have to thank God and the Canadian air force and salvage people who save us.”

No doubt the 22 crew members airlifted to Ucluelet and later bussed to Victoria were equally grateful. Mainly from Athens, they had not been home in two and a half years.

After their ordeal, setting foot anywhere on land must have been a huge relief.
