Home sales edge up in August: CREA
and not forgetting about the annual trip to Provence. These days, many Metro Vancouver homebuyers are getting back to basics, according to those involved in the real estate industry. Young people used to save up a down payment and buy an affordable condo, build up some equity, then maybe purchase a townhouse, build up some more equity and then, buy a single-family home.
National resale housing activity improved in August, reports the Canadian Real Estate Association. Seasonally adjusted national homes sales activity via the Multiple Listing Service systems of Canadian real estate boards in August rose by 4.1 per cent from the previous month. Activity was up the most in British Columbia and Ontario, the CREA says, with the monthly gains in these two provinces accounting for “most of the improvement in national sales activity” in August. Seasonally adjusted sales activity either increased or remained stable in more than half of all local markets across Canada, while Cameron Muir year-to-date transactions are up by 2.2 per cent compared to the first eight months of last year. “Activity rose sharply over the second half of 2009 and reached levels that are unlikely to be matched in the final Gregory Klump four months of 2010,” the CREA notes. In B.C. alone, residential sales declined in August compared to the same month last year, but on a seasonally adjusted basis, MLS residential sales in the province increased by seven per cent in August from July 2010, reports the British Columbia Real Estate Association. The average MLS residential price climbed by four per cent to $487,804 last month compared to August 2009, however.

This is a common misconception heard often in Vancouver, but it is not necessarily true. Housing, especially in Vancouver, can be

expensive. But unlike many other parts of Canada, what makes Vancouver so spectacular – the sea and the mountains – makes available land finite. As the saying goes, “Buy land. They aren’t making any more.” The other argument commonly heard or read is that young people are locked out of the market; that there is no way a young couple can expect to live in downtown. But facts and figures can be deceiving, says CREA chief economist Gregory Klump. “High sales activity late last year and earlier this year borrowed from the sales this summer and will continue to do so over the coming months,” says Klump. “This makes the return to more normal levels of sales activity look like a steep downward trend.” That “hangover” from accelerated home purchases will likely persist over the rest of the year, Klump says, but “although economic and job growth are expected to be tepid, they will continue to support housing markets.”

Bob Rennie of Rennie Marketing Systems and Rennie and Associates Realty, also known as the ‘Condo King’ of Vancouver, agrees. “It’s back to basics,” Rennie says. “I started when I was 19 in real estate and I used to say to friends, ‘Get your name on anything. If you can get your name on title you are in the game.’” What the Metro Vancouver housing market is seeing now, Rennie says, is the first-time buyer and “amazingly, the first-time investor.” These are local baby boomers who don’t want the risk of the financial markets any more, and are choosing to invest in real estate, taking $50,000 to $70,000 out of their savings in order to invest, he says. “The first-time buyers are going back to basics by buying less than they wanted, less location than they wanted and less space than they wanted but they are getting their foot on the ladder,” says Rennie. “The huge change in the market is the baby boomers; the 46- to 64-year-olds don’t believe they are going to have windfall profits any more so they are not willing to go into extraordinary debt.” A new-home project at 2300 Kingsway – just 15 minutes from downtown Vancouver – is a perfect example of where affordability is going with new, local homes, he says. “We took our project at 2300 Kingsway down smaller to 535-square feet for onebedrooms ... we got 188 of the homes to below $300,000 and that is where the market wants

to be outside of right downtown,” says Rennie. “We also got another 150 units below $400,000. In the last 14 weeks we have sold 410 homes. What we are seeing is the first-time buyer coming up into the market at these prices.” The Rolston, a 23-storey, 187-unit highrise downtown on Granville at Drake (the site of the old Cecil hotel) is another great example of affordable ownership. Units start at $300,000 which is an amazing price for the location. Young people can most likely walk to work, cycle or take transit, which means eliminating the expense of a car, and the location is close to much of the entertainment offered in Vancouver. An exciting project is coming at 60/66 West Cordova, a new residential development

In an area that desperately needs new affordable housing, 42 per cent of the 108 homes will be affordable to people making as low as $29,000 to $36,000 (annually). “This is not subsidized rental housing, nor does it involve any government body,” Westbank Projects Corporation’s Michael Braun says. Everyone involved is doing their bit for less, which lowers the cost of the homes, he notes. “We want to target people who would not ordinarily be able to buy a home. For example, at one time I was the manager of the Subway restaurant in Woodwards. There is no way I could have afforded to buy a home on my salary, but I would have been able to buy in this project,” says Braun. This project is the first of its kind and Westbank would like to do more; the company’s experience developing the old Woodwards building helped them figure out how to make affordable housing work, he adds. “We are treating this as a learning experience. There will be no fancy presentation centre, no elaborate brochures, in fact no marketing,” Braun says. The hope is to involve the owners in the running of the building in order to cut maintenance costs, and they are working on a program of owners giving back to the building to reduce maintenance fees, he says. “For instance, if everyone sweeps their own hallway it cuts down on the overhead,” says Braun. “These condos run from 500 to around 800 sq. ft. and are finished very nicely. who normally couldn’t ever consider entering the market.” B.C. and Canada – along with the rest of the world – may have hit an economic bump in the road over the past two years but, as is often the case when faced with a new reality, local developers get downright creative. Greater Vancouver Home Builders’ Association president and CEO Peter Simpson concurs. “Sure, some new homes are affordable. The industry has really stepped up,” he says, and notes he is constantly surprised by the new types of housing popping up locally that make the best use of the land available. That doesn’t mean that affordable housing doesn’t need some attention. He is hopeful that everyone – the industry, representatives from all levels of government, the public – will work together to eliminate some of the problems faced by builders and homebuyers. “Affordable housing has to be looked at all the time,” Simpson says. “We need to eliminate the red tape and enhance housing affordability ... innovation is big.” Meridian West Coast Mortgages Inc. mortgage broker (AMP) Jamie Moi has also noticed more and more “no frills” concepts in housing projects to help cut costs and enhance affordability, such as no parking or drastically limited parking spaces, or lowered strata fees with more homeowner participation. Affordable housing “is definitely available, if they really want to live in certain parts of Vancouver,” Moi says. She notes that generally, the further from Vancouver the homebuyer gets, the more home they’ll get for their money. For example, Morningstar’s single-family homes at Pepin Brook in Abbotsford start at $519,900; homes of the same size in other

Metro Vancouver communities cost thousands more in many cases. But one thing she always advises new homebuyers: do the research. Most homebuyers already conduct some type of online searching, and pertinent information is readily available, says Moi. “As well as research, it’s important to have a good relationship with your real estate agent,” she says. “It’s important you don’t feel pushed into something you are not ready for.” It may take patience and some research hours, but affordable housing is available in Metro Vancouver. Homebuyers just have to figure out their needs and maybe a couple of wants, then climb on the ladder. – with files from Tricia Leslie
