A GUIDE TO

SILICA DUST PROTECTION IT’S THE DUST YOU CAN’T SEE THAT’S DOING YOU THE MOST HARM Our lungs simply aren’t built to deal with fine dust. Many different types of dust are hazardous to our health, and cause serious long-term illness. Exposure to hazardous dust, even at low levels, poses significant risks. Steps need to be taken to eliminate, or reduce, exposure to these hazardous dusts. One of the major hazards is Respirable Crystalline Silica (RCS), which can be found in (but is not limited to) these industries: • Mining • Construction

• Tile, concrete & brick manufacturing

• Glass manufacturing

• Abrasive blasting operations

• Monumental masonry

• Metal polishing

• Tunnelling & excavation

Get the right equipment and protective products to do the job safely. Follow our easy guide to ensure you are using the right product for your application from our leading suppliers including, Karcher, Bosch PT, 3M, Prosafe, Nilfisk, CleanSpace, and Ansell. blackwoods.com.au/silica-dust

YOUR EASY GUIDE TO SILICA DUST

RESPIRABLE CRYSTALLINE SILICA (RCS) DUST WHERE IS IT FOUND & HOW IS IT PRODUCED? RCS dust is typically generated by high-energy processes such as cutting, sawing, grinding, drilling, polishing, scabbling and crushing of silica-containing materials, including: • Most rocks, sands, and clays • Products such as concrete, mortar, brick, blocks, pavers, tiles, natural and engineered stone benchtops • Cement-based materials such as fibre-cement sheeting and autoclaved-aerated concrete

COMPLIANCE IS NOW A KEY PRIORITY Working with engineered stone, presents a very high risk of exposure. Whether you are cutting, grinding, drilling or polishing it, the release of fine dust is inevitable, and this produces hazardous respirable crystalline silica dust. Compliance is now a key priority for all engineered stone benchtop manufacturers. Key areas of compliance include the implementation of the following controls: • Automated wet cutting machines

• Housekeeping

• Power hand tools with automated water suppression

• Respiratory protection and training

Consult your relevant State-based regulator (e.g. NSW - SafeWork NSW) for specific requirements for this industry.

2

HEALTH IMPLICATIONS Exposure to Respirable Crystalline Silica (RCS) dust can lead to irreversible health effects and death from both acute (short-term) and chronic (longer-term) exposure. These include chronic bronchitis, silicosis, and potentially other diseases such as lung cancer, kidney damage and scleroderma.

HOW SILICOSIS AFFECTS YOUR BODY Silicosis in its different forms damages the lining of the lung air sacs, reducing the ability to breathe, and has the definite potential of becoming fatal. EXPOSURE Very High High Moderate Low Short

Acute Silicosis Can develop after a short exposure to very high levels of RCS dust, within a few weeks or years, and causes severe inflammation and an outpouring of protein into the lung.

Medium TIMEFRAME Accelerated Silicosis Can develop after 3 to 10 years of moderate to high levels of exposure to RCS dust and causes inflammation, protein in the lung and scarring of the lung (fibrotic nodules).

Long

Chronic Silicosis Can develop after long-term exposure to lower levels of RCS dust and causes fibrotic nodules and shortness of breath. Can include progressive massive fibrosis where the fibrotic nodules in the lung aggregate.

YOUR EASY GUIDE TO SILICA DUST

THE WORKPLACE EXPOSURE STANDARD The current workplace exposure standard for Respirable Crystalline Silica (RCS) that must not be exceeded is 0.1 mg/m3* (eight-hour time-weighted average). Worker exposure to RCS dust must be kept as low as reasonably practicable (ALARP). Air monitoring will need to be conducted if any doubt exists that the exposure standard is being exceeded, or to identify any potential risk to a worker’s health. This exposure standard has been reviewed as a priority by Safe Work Australia as part of the review of the workplace exposure standards. The workplace exposure standard is expected to be lowered some time in 2019 based on the critical nature of RCS.

HEALTH MONITORING FOR WORKERS EXPOSED TO RCS Under the model WHS Regulations, organisations must provide health monitoring for workers if they carry out ongoing work using, handling, generating or storing respirable crystalline silica and there is a significant risk to the worker’s health because of exposure. Schedule 14 – Clause 368: Where a worker is carrying out ongoing work at a workplace using, generating or storing a hazardous chemical and there is a significant risk to health due to exposure. CHOOSING THE BEST CONTROL MEASURE FOR RCS DUST According to Safe Work Australia managing risks and worker exposures to Respirable Crystalline Silica (RCS) can be achieved by selecting and implementing measures using the hierarchy of controls. More than one control will generally be required to adequately protect workers.

1. 2. 3. 4. 5.

SUBSTITUTION

Substitution such as sourcing engineered stone benchtops with a lower percentage of RCS

ISOLATION

Isolation of the hazard - using principles of safe work design to designated areas for tasks that generate dust and appropriate worker positioning during these tasks, using enclosures and automation to conduct dust generating tasks

ENGINEERING CONTROLS

Engineering controls that minimise the risk of exposure to generated dust - e.g. local exhaust ventilation, water suppression (wet cutting) or using tools with dust collection attachments

ADMINISTRATIVE CONTROLS

Should a risk still remain; administrative controls, including good housekeeping policies, shift rotations and modifying cutting sequences

PERSONAL PROTECTION EQUIPMENT

Ensure use of personal protective equipment (PPE) including appropriate respiratory equipment (RPE). Generally, as an absolute minimum, a P2 efficiency half-face respirator and work clothing that does not collect dust

WHAT KIND OF DUST ARE YOU BREATHING? Silica and Asbestos Dust are especially dangerous as they are carcinogenic. Hazardous Dust can cause scar tissue to form and progressively changes the composition of your lung tissue after frequent exposure over longer periods. Pneumoconiosis, also known as black lung, caused by quartz / silica and asbestos exposure is one of the most prevalent recognised occupational diseases. Toxic or Carcinogenic Dust which contain metals such as lead, cadmium, vanadium or manganese not only can damage your lungs, but can also affect other organs like your liver and spleen. This kind of dust is created during welding work, among other tasks. Wood Dust can cause nasal cancer in the long term. Allergenic Dust usually has a plant or animal origin and occurs during cleaning work in or on buildings that are contaminated by bird droppings, for example. Mould spores or microorganisms can also cause allergic reactions.

NOT ALL DUST IS THE SAME. Dust is a complex mixture comprising air and solid particles of varied size, shape, chemical composition and physical properties. Dust is categorised into different classes using these variables. Fibres, such as the particularly dangerous asbestos, can also penetrate deep into the respiratory tract. That is why it is so important to be familiar with the individual dust classes when evaluating the risk to health in each case.

PREVENTION IS ALWAYS THE BEST PROTECTION. Dust that isn’t created in the first place cannot endanger anyone. There are many different ways to prevent dust forming. If we cannot prevent generating dust, we can still bind it, vacuum it or block it from entering our lungs with protective clothing and dust respirators.

PRODUCT INSIGHT

WHAT DO L, M AND H CLASS STAND FOR? According to the binding European norm for vacuum cleaners EN 60335-2-69 dusts are categorised in the categories L, M and H depending on their dangerousness.

M CLASS Max. permeation degree ≤ < 0.1% Dusts in dust class M are hazardous. M-dusts must be disposed of with low dust development.

L CLASS Max. permeation degree ≤ 1.0% Dusts in dust class L are only slightly hazardous .There are no special precautions for the disposal of L-dusts.

H CLASS Max. permeation degree ≤ < 0.005% Dusts in dust class H are extremely hazardous. Due to the high risk of these carcinogenic and pathogenic dusts, disposal must take place in a dust-free manner.

PRODUCT INSIGHT A respirator must be a tight fitting facepiece that provides an adequate seal to the wearer’s face. The respirator must be covered under AS/NZS 1715:2009 Section 2.6, which has long been considered best practice as part of a general Respiratory Protection Program (RPP). Respirators with tight fitting facepieces include disposable respirators, half and full-face masks as well as powered or air-fed respirators.

WHEN TO FIT TEST? Fit testing should be carried out:

• •

Before the respirator is issued On all wearers of respirators with tight fitting facepieces where fit testing has previously not been performed

FIT TEST METHODS There are two main methods of fit testing available:

Qualitative fit testing A pass or fail assessment of the adequacy of a respirator is carried out. A qualitative fit test determines whether or not someone can detect various scents or flavours while wearing the mask.

Quantitative fit testing An assessment of the adequacy of respirator fit that uses numerical measurement of the amount of leakage into the respirator. Quantitative fit tests use a probe inside the face mask.

Fit testing should be repeated at appropriate times such as:

If the wearer significantly loses or gains weight, has major dental work or sustains a major facial injury

If a different size or model of Respiratory Protective Equipment (RPE) is specified

At least annually or when specified by the company policy e.g. during a health surveillance check

it testing is in addition to performing a fit check prior to F each use as a determination of suitable fit
