CHANGE IS COMING TO HARMONY UPDATE! I met with the management company that is going to be running the commercial, apartments and restaurants in Harmony. I came away from the meeting very encouraged and excited for the plans that are being considered for our community. As of late September, none of the main properties have officially changed hands or has there been an official recording of sale with Osceola County. THE PROKOPECS When did you move to Harmony? January 2021. What do you love most about Harmony? We love taking long stroller walks around the neighborhood and admiring the different style of homes and the scenic golf course views. What is your child's favorite things about Harmony? Sofia is only 7 months old but we’re pretty sure she loves the scenery and most definitely loves the swings at the playground. Where did you move from? We moved from New York City but we are both St. Cloud High School graduates/sweethearts. What do you miss most? The food! The food scene is totally different here. Orlando is the closet to what we were used to but our area has a lot of growing to do in this category.

What is your background? We were both raised in St. Cloud back when Narcoossee road was only two lanes, Canoe Creek road was mostly cow pastures, and our current I-Hop was Cancun Café. After high school we went off to college to then graduate and move to the Big Apple. Gavin works in finance and Kristine works in sport marketing. Twelve years later our family has grown and we are finally back home.
What do you do for fun? Our parents live on Lake Lizzie and we often go out on the boat. Gavin can be found on one of the many golf courses in Osceola County.
What is a good story about Harmony? Before living in Harmony we came to the lake to take our engagement photos. A memory we will always have.
What is your favorite TV Show? “How I Met Your Mother.”
What is unusual or unique about Harmony, in comparison to your previous home? We went from 800 sq. ft to 2,000 sq. ft of living space for half the monthly price. Additionally, Harmony has so much more wildlife than we have ever been used to. We love the fact that we see deer every night and birds on the golf course every morning. What is your favorite weekend activity? Golfing, cooking, swimming, boating, decorating, and trying new restaurants around town.
What was the last movie that you have seen in the theatre? “Star Wars: The Rise of Skywalker” (this would be a different answer w/o COVID).
What else should we know about you or your family? We love living in Harmony! We love the community feel, the amenities, and we are looking forward to raising our family here. n

T
here have been a lot of changes in Harmony over the past several months. From adding new residents, new neighborhoods, new facilities, and upgrading our aging infrastructure, Harmony is ever evolving. Here is some of what is going on.
PROJECT UPDATES EAST DOG PARK Located on Five Oaks Drive, just west of the entrance road to the Golf Maintenance Facility, this dog park will primarily serve our residents in the Lakes and in Waterside (Middlebrook and Feathergrass). Construction is well underway, with approvals in, water service installed, and concrete pads poured. As of this writing, the fencing is ordered and should be installed and the park opened by the time this article is published. This new dog park replaces the one that was located on private property and was closed well over a year ago. It will be great to have this new dog park available for our residents living on the east side of Harmony. NEW CROSSWALK AT WEST ENTRANCE– Five Oaks and Dark Sky/Milkweed Several months ago, Osceola County repaved Five Oaks Drive from the west entrance to the round-about. During this repaving, Osceola County advised the CDD of the need to relocate the entrance crosswalk to a safer location. Since there was no deceleration lane for right hand turns from US 192, west bound traffic is moving too fast as they enter Harmony to safely maintain a crosswalk in that location. After evaluating the costs and options, it was decided to move the crosswalk to where Dark Sky and Milkweed intersect with Five Oaks. This project is a joint project with Osceola County and the Harmony CDD. The CDD is providing the new concrete work to create ADA compliant ramps, while Osceola County will strip the road and place signs to notify drivers of the upcoming crosswalk. As the CDD prepared to install the ramps, our District Engineer noticed that stormwater was ponding at that location after storms. One call to the County and they had road crews out to 4 Harmony Life Magazine l October 2021
correct this issue. The ramps have now been poured and the County will soon be adding the stripping and signs. By the time you read this, the new crosswalk should be completed and in use. FOOT BRIDGES I want to first, thank everyone for their patience during this process. Those of us who use these bridges for our daily walks have sorely missed them. This project was projected to have taken two weeks at the most, from removing the first deck board to reopening the new bridges. However, Murphy’s Law that states, “whatever can go wrong, will go wrong”, took hold and caused it to take much longer. To explain—for years, rainwater ran off the sidewalk, down the pond bank and under the footbridges, causing serious erosion. This was noticed several years ago, but instead of redirecting that stormwater and installing an erosion barrier, the quick fix was to pile mulch up at the edges of the sidewalk to send the rainwater elsewhere and it worked. It diverted the water elsewhere. But, where? Water always finds another path! This diverted rainwater found the crack between the sidewalk panels and began eroding the soil from underneath the concrete approaches to the footbridges. Unbeknownst to anyone, this created a large and potentially dangerous void beneath the concrete. We were lucky to find it when we did. It was discovered when the dock company removed the deck boards. This discovery caused work on the footbridges to come to a screeching halt while a fix was developed. Our District Engineer quickly designed a fix and the Board approved paying the contractor to implement the fix. However, Murphy’s Law was still with us and the first attempt to fill the void with concrete was not successful and a second try was needed. The second try succeeded! Unfortunately, Murphy’s Law was not done with us, yet. A subcontractor showed up and poured rock under the bridges before the erosion control fabric was put in place. This mistake means that the rock must now be
removed, the erosion control fabric put down, and 6 inches of rock put back down. The fabric keeps the soil in place, while the rocks slow the flow of the water to prevent erosion. This must all be done prior to the new deck boards being put in place. If Murphy’s Law gives us a break, the new footbridges should soon be reopened, and we will all once again be able to shorten our walks around Long Pond. LET US KNOW! ID YOU KNOW that Harmony was designed to promote the peaceful coexistence of human and animal residents within the community while striking a balance between the preservation, use and enjoyment of Harmony’s natural areas? Underlying these objectives are the values of fostering a respect for the land, the protection of wildlife and the sensible use and enjoyment of Harmony’s abundant natural and manmade amenities by its residents. When I first visited Harmony in March 2004, I was so impressed by the number of butterflies I saw that it was one of the factors in my decision to buy a home here. It seemed that Harmony still had a healthy environment for many species, and I wanted to live in such a place. We still have many butterflies, moths, and other pollinators 17 years later, but fewer now that the open pastures and citrus groves have been converted into houses. Some of our commonly seen butterflies include those with cool names such as the Eastern Tiger Swallowtail, the Common Buckeye, the Red Admiral, the White Peacock and, of course, the Monarch. Did you know that Monarch butterflies are the only butterfly species that completes a two-way migration, traveling from Mexico to as far north as Canada? Imagine an insect weighing less than a paper clip setting out on this amazing and mysterious journey of over 2500 miles, where every mile has its own perils! Habitat loss, increasingly extreme weather, the usual predators, and toxic pesticides have all taken a toll on fragile populations. You’ve probably read that the future of Monarchs and other butterflies is at risk. What can you do? For one thing, plant bushes, shrubs, and annuals that flower. Plants from local native nurseries are usually healthier for pollinators than those bought at the big box chain stores, as the latter have usually been treated with a systemic pesticide that keeps the plant healthier but poisons the pollinators. Second, use pesticides and herbicides very sparingly and only when necessary; instead, look for products that target the specific pest, or use lower toxicity products (baking soda, vinegar, and soaps, to name a few). Do an internet search for alternatives to the more poisonous products. Do you use Round-up? Many pesticides contain glyphosate, the active ingredient in Round-Up, and this herbicide kills milkweed and a lot of other flowering species. Milkweed is the only plant monarch larvae eat, and the only plant the monarch will lay its eggs in. Without milkweed, the monarch butterfly would cease to exist. Here in Central Florida we have a native Tropical Milkweed with orange flowers. Plant some! Let the Monarchs lay their eggs and the caterpillars eat the leaves. The milkweed will regenerate and spread if you let it. Did you know that genetically engineered (GE) foods contribute to the loss of our pollinators, including the Monarch? Because these GE “Round-Up Ready” seeds are resistant to glyphosate, farmers spray more and more of it to get rid of weeds. The excess glyphosate increases the amount of milkweed (and other plants that pollinators depend on) killed. So, another idea is to avoid GE foods, which may be a good health strategy anyway.
Lastly, enjoy them! Get out on the trails and in the parks and appreciate the butterflies and other pollinators. We need them for a healthy ecosystem, but they are also wondrous to observe. “Butterflies are nature’s angels. IT’S HROA ELECTION TIME… By Steve Berube HROA President, CDD Board Member
A
s this is written, the ballots for the HROA Election are going in the mail. Hopefully, this gets in front of your eyes while it is still timely. If past elections are any indication, there will be plenty of hoopla (and perhaps some negativity) surrounding this annual event. So, I thought it wise to explain the process and value of such elections to those of you unfamiliar with the process here. In many HOAs, the HOA is very important in that the HOA is responsible for many of the amenities and public features of the Association. That is not the case in Harmony as we have a CDD which manages all of those amenities and public areas. So, in our case, the HROA is largely responsible for collecting dues to fund itself—and that collection of dues is job one. Once collected, where does the money go? The single largest budget item is management costs—which we are required by law to pay a licensed management firm to administer. Some of you might remember that we previously used a different management company which, in 2017, charged us nearly $135,000 in fees. When the Board transitioned from developer control to resident control, job one was to reduce those management fees. After a search, we were lucky to find Association Solutions—a firm owned by Harmony resident Mark Hills. Changing to his firm immediately lowered management fees to $60,000. As annual dues income is less than $100,000, you can see that the prior fee structure was not sustainable. Several years in, those fees have risen slightly to $62,000 and we are contracted at that rate for another couple of years. The next largest expenditure is social activities and events as provided by Jennifer Harmony. Jennifer is contracted for this work through her company, Southern Weddings and Events. We have steadily increased funding for activities primarily because she puts on great events that most seem to enjoy—and, thanks to our litigious society, we have to pay almost $10,000/year for insurance coverage for these events. Keep your eyes open—many great events are coming!! Some folks mistakenly believe that the HROA 8 Harmony Life Magazine l October 2021
manages other public spaces in Harmony which is simply incorrect. The HROA’s responsibility for the “look” of Harmony covers only private property meaning your property. Specifically, how your house and lawn look, whether you’ve left your trash cans out for a few days or perhaps your fence needs cleaning. There are other lesser budget items your dues pay for but they are relatively minor. So, why do I bring all this to this article? Well, quite simple: it is important for you to understand what the HROA (and by extension its Board) actually does, has done and perhaps what it will do. I’ve participated in many elections and watched candidates come and go in the process. Many have grand illusions and make promises which they likely believe, but then find out that things don’t work that way. Also, once you know the people involved, you realize that some have a personal agenda they’re trying to carry out. And such agendas make for bad Board members. This year, we have nine candidates for seven seats so some will be eliminated. Of course, with this many candidates, votes get diluted so, just as you hear in every election, your vote is very important—so please take a few minutes and exercise your right to vote. But, WHO do I vote for, you might ask? Well, this is where you have to sift through all the hoopla, promises and negativity. As mentioned above, the current Board is a group of residents who have put new, more efficient management in place and streamlined that management process. Additionally, that management and direction from this Board have reduced delinquencies from about $65,000 in 2017 to under $1,500 last month. Those aggressive collections allowed your dues to be flat in 2018 and to be reduced by 25% in 2019 and by another 5% in 2020; of course, this year we had to increase them 5% primarily to allow for more activities AND to pay for the cost of this election which might approach $5,000 primarily for printing and mailing costs.

So, while not all of the incumbent Board is returning for another term, three of us are: Cheryl Gelinas, Mark Catanese and myself are the three returning. So, if you’re happy with the current state of the Association, and would like to see more of the same going forward, the three of us would certainly appreciate your vote. That leaves four more openings with six candidates. While I won’t publicly suggest who you should vote for, it is important to remember that big promises and/or negative commentary should be taken with a grain of salt. Also, note that familiar “big” names may not make the decisions that do the most good for the most people on any given issue. Keep in mind the personal agendas I mentioned above. If someone emails you, mails you a letter, bangs on your door or calls you, they’re working too hard for this volunteer position. You are spending plenty of money on this election; please take the time to find out what you can about any candidates not known to you and make your choice(s) based on that. Don’t vote based on hoopla and promises; I know it can be tough, but hopefully I’ve helped you with your first three choices! Lastly, I hope this arrives timely and helps you in your choices. What You Need to Know about Medicare Annual Enrollment
Medicare Annual Enrollment for 2022 officially begins on October 15 and December 7. During this enrollment period, you can either enroll in Medicare for the first time or (if you're already enrolled in Medicare) you can take this opportunity to re-evaluate your current coverage and switch plans if you want.
MAPD Plans
When it comes to choosing your first Medicare plan or a new plan, if you're not happy with your current coverage, it's worth looking into Medicare Advantage Prescription Drug (MAPD) plans. Medicare is basically split up into two different categories: Original Medicare and Medicare Advantage.
Original Medicare consists of Part A (hospital insurance) and Part B (outpatient services). For most people, Part A is free while Part B has a monthly premium. Original Medicare is offered by the federal government and has no annual out-of-pocket max. Medicare Advantage, on the other hand, is offered by private insurance companies and is growing in popularity. Essentially, an MAPD plan is a Medicare Advantage plan that also includes Medicare Part D coverage for prescribed medications. MAPD plans are extremely beneficial because they afford you more coverage than Original Medicare and they save you the hassle of trying to add on a separate Part D prescription plan. If you want to have all of your benefits bundled into one plan, an MAPD plan can be a great choice.

Now, if all of the above sounds a little confusing, don't feel bad. The truth is, Medicare is very confusing. It can take a lot of time and effort to figure out what the different plans cover, what they cost, and which one is best for you in your situation. And it doesn't help that Medicare plans change every year. No matter what plan you choose and what great benefits it provides, you still have to shop around for a new plan every single year during the Annual Enrollment Period. Coverage options and the prices for those plans can shift substantially from year to year, which means that spending time looking at Medicare plans is a guaranteed annual chore. ’all we have made it to October! This begins TRULY my favorite time of year!! There are so many fun activities every week from now, basically until the new year for you and your family and so many of them are right here in our own back yard. I’m going to share with you a few of my favorites and hope you enjoy them just as must as I do. 1) Partin Ranch Corn Maze– October 9th–November 7th: This is one of my family’s must-go-see attractions every year; we even have pictures next to their height chart to see how much the kids have grown from last year. This family-owned attraction is located at 5601 N. Canoe Creek Rd., Kenansville, FL 34739. The activities include their 5-acre maze and 1-acre maze, pumpkin patch, barrel train, ranch animals, kiddie zip line, fall photo props, hayrides, combine harvester rides, ball cannons, pony rides, Butterfly Dan’s and lots of fun and games for all ages.
