About the Cover What makes the Lynchburg region such an ideal environment for business? Well, for starters, the local governments are extraordinarily cooperative and soundly supportive of free enterprise. What’s more, the region’s central Virginia location guarantees a mild climate, with convenient access to markets throughout the entire eastern seaboard. And finally, it’s already home to a wide spectrum of industries, giving the community a broad, secure economic base. All in all, central Virginia is an area where the entrepreneurial spirit can flourish, as seen in our cover photo (taken in one of Lynchburg’s many historic neighborhoods)! Photo by Blair Marketing.

200 large metropolitan areas, up 39 positions over last year’s ranking. According to Virginia’s Region 2000 Economic Development Council Director, R. Bryan David, Lynchburg is one of the only “core cities” in Virginia to show job growth during the past year. He says this is due to the strong growth of local colleges and universities as well as that of energy related companies. Additionally, regional leaders put a strong emphasis on working together to strategically create a flourishing community. Local industry leaders, educators and Chambers of Commerce have joined together with the Region 2000 Partnership to implement an aggressive economic development initiative that focuses on growing a qualified workforce, establishing a university-based research presence in the region, supporting existing business and bringing in new companies that create more jobs. Lending assistance to fresh business minds is the Lynchburg Business Development Centre that serves as a “business incubator” providing individual management counseling and training, technical assistance, and actual office or production space at low rates for start-ups. Central Virginia has proven to be an ideal location for manufacturers, distribution centers, and service businesses with a national or global reach. The economic strength of Region 2000 lies in its broad base of employers. These include over 200 manufacturers, two large nuclear firms with three percent of the region’s workforce and a nationally ranked medical complex. Solid employers include the world’s leading nuclear energy company, AREVA; nuclear production facilities operators, The Babcock and Wilcox Company; financial conglomerate, Genworth Financial; the largest printing company in the world, RR Donnelley; and snack chip giant, Frito Lay. Lynchburg’s strength is evident in the mix of businesses that are already flourishing—and in the array of internationally known names that have chosen to locate here.

companies in Region 2000. Between the two organizations, hundreds of clients are served each year at little to no cost. Local colleges, businesses, and organizations are setting plans into action so this area remains strong in business. With initiatives from Central Virginia Community College, the Region 2000 Partnership and Young Professionals of Central Virginia, local talent is being harvested and persuaded to use their skills to benefit the region.
Developing Young Minds Central Virginia Community College (CVCC) is expanding its “Grow Your Own” project by working with the University of Virginia and area business to allow students earning an associates degree in engineering at CVCC the opportunity to obtain a bachelor’s degree from UVA’s School of Engineering and 19

Applied Science. CVCC has established curriculum that will satisfy UVA’s prerequisites for third-year entry into its School of Engineering and Applied Science. Companies throughout Region 2000 are pitching in by offering sponsorships that range from full and part time tuition to covering books, providing jobs and internships, as well as mentoring opportunities. More than $2.5 million has been received by CVCC in support of the program. The “Grow Your Own “ initiative, which is in its fifth year, provides a pipeline that begins in the elementary and middle schools promoting multiple career alternatives through education. Company-sponsored programs uncover the hidden talents of students early in their development. These programs include: • STEM Modules • Reading is Power • Lego League • FIRST Robotics • Summer Academies
At the high school level, CVCC has established the Early College program that allows juniors and seniors the opportunity to attend CVCC full time. Approximately 100 high school students participating in the program this year will finish high school ready to start college at the junior year level. They will also earn an associate’s degree of Arts and Science in General Studies from CVCC. A number of area colleges have established satellite or on-line presences in central Virginia, including the Bluefield College’s four-year program blending liberal arts with career-oriented majors, MBA offerings from Averett University in Danville,
Liberty University and Lynchburg College, a weekend program tied to Wake Forest University in North Carolina, local Old Dominion University site, adult degree programs through Mary Baldwin College, and advanced engineering degrees through the Commonwealth Graduate Engineering Program offered by UVA and the Center for Advanced Engineering and Research.
Connecting Young Professionals With its mission to attract and retain young talent in the area, the Young Professionals of Central Virginia (YPCV) is dedicated to finding new ways for young adults to connect with the community, grow personally and professionally, and live life to its fullest. Led by a full-time Executive Director, this non-profit volunteer group, comprised of young business people, has seen increased participation at its programs that include 5:35 social gatherings, monthly business events, council meetings and charitable opportunities. Working as a branch of Virginia’s Region 2000 Partnership, the YPCV works diligently to meet its goals. Because the mission of the organization is two-fold—organizing social activities that interest young adults and assisting local businesses in finding and keeping young professionals—the YPCV projects vary from meeting at a Hillcats baseball game to welcoming new YPs to the central Virginia region through an Ambassador program. YP Ambassadors assist local businesses in setting up meetings with new or prospective employees to better aquaint them with the region and help them connect with their community. These activities are designed to help retain talent in the region. LEFT: The CVCC Machine Shop trains students using hightech equipment. Photo courtesy of CVCC. Providing Employee Opportunities Sustaining an innovative system that produces a quality workforce committed to lifelong learning is the mission of the Workforce Investment Board (WIB), a Region 2000 partner dedicated to meeting the employment needs of local businesses. The Region 2000 Career Center is a one-stop service delivery site for the Region 2000 Workforce Investment Board. The center organizes employment, education and training services into a single system that supports regional prosperity. It completes the process of matching skilled employees with companies in need of workers. In addition, the Virtual Career Center, a free online service, was created to assist individuals in finding a job, locate suitable education, research training programs and create resumes. Employers benefit from the Virtual Center by posting job openings and reviewing the resumes of potential employees. For more information, visit www.vaworkconnect.com.

Commerce and industry as well as the average citizen depend on quality transportation. The Chamber continues to be the leading voice in transportation projects in the areas of air, surface, and rail travel.
Road and Rail The Chamber is one of the most visible proponents for completion of the US 29 bypass system. Calling for leaders from across the state to ensure that taxpayer dollars earmarked for this project are reimbursed or reallocated to complete this critical north/ south highway system. We actively lead the advocacy effort for creation of the TransDominion Express, a passenger rail service in which Lynchburg will be the hub to connect Southwest Virginia to Richmond and Washington, D.C. via an upgraded national rail system.
Air The Lynchburg Regional Airport is a major economic development resource for our region and with businesses here collectively spending over 15 million in air travel, we support efforts to improve service. Our Air Service Development Partnership comprised of the largest airport users works to lower fares, increase connections and service so that there are many options to fly in and out 23

Other important regional economic issues are championed through state and federal advocacy including protecting Virginia’s right to work, reducing prohibitive costs related to health-care, employee benefits, and other business-related concerns. We also maintain a staff lobbying presence in Richmond for the annual General Assembly session.
We Collaborate... There are many organizations in our region that compliment the Chamber’s efforts. To that end, the Chamber is involved in multiple partnerships. It works closely with the Region 2000 Workforce Investment Board (WIB) to ensure that the region retains its best and brightest talent. The Chamber works with the Region 2000 Technology Council’s Future Focus Expo and the Career Center’s Annual Career Fair on their efforts to assist companies with recruiting current and future talent. In the Lynchburg Public School system, teachers and students strive for great honors. In 2008, both E.C. Glass and Heritage high schools made Newsweek’s competitive list of the nation’s top 1,350 public high schools. They are considered the top 5% of schools in the country. Ratings were based on a combination of Advanced Placement examinations and graduation rates. Fifteen of the 16 City public schools obtained fully accredited status on the Virginia Standards of Learning assessments for the 2008-2009 school year. Without dedicated teachers and staff,
students would not excel. In 2008, several teachers earned awards and recognitions including: Walmart Teacher of the Year, Outstanding Career and Technical Educator, and the Virginia Council Teachers of Math Outstanding Mathematics Teacher of the Year. Realizing that our students are the future leaders and decision makers, local businesses form alliances with Lynchburg public schools through the Partners in Education program. Lynchburg City Schools has partnered with more than 2000 businesses, organizations and institutions in the 18-year history of the program. 915 Court Street, P.O. Some young people are simply adrift in life, battered by storms, with no reliable compass to guide them. For these, Patrick Henry Boys & Girls Plantation offers safe haven. Our residential program provides at-risk children a nurturing, structured family environment—in a small cottage, under the authority of a married couple. They attend church, go to public school, get outdoors, and get involved in social clubs. And they get daily guidance in personal conduct, manners, interpersonal skills, and grooming. Patrick Henry Boys & Girls Plantation is a Christ-centered ministry based in Brookneal, on land once owned by the Christian patriot Patrick Henry. We operate seven residential homes throughout south-central Virginia. If you know of a child who needs help, call us to find the safe harbor nearest you.

entral Virginia is an attractive area for retirees who enjoy soaking in the beauty of the mountains, want to remain active in community organizations and need exceptional health care at their convenience. According to Where to Retire magazine published January 2009, Lynchburg has many of the qualities that are important to today’s retirees. When contemplating a move to a new area, seniors take a lot into consideration – climate, the area’s beauty, low taxes, recreational activities and a good health care system are a few priorities. To meet the varying needs of retirees, the Lynchburg area offers a variety of living options - from free-standing one-story homes in low maintenance neighborhoods to assisted living communities. Recreational opportunities abound including: organized games days and shopping trips, viewings of local plays, local Parks and Recreation activities, and senior sports leagues. The Lynchburg Parks and Recreation 50+ Program has activities that include music, special luncheons, seasonal celebrations, workshops, outdoor games, blood pressure screening and more. The chance to give back to the area is also available in the form of various service activities like Habitat for Humanity, the United Way, the American Red Cross, Amazement Square children’s museum and area humane societies. Factor in that Lynchburg is home to the nationally ranked Centra Health Stroobants Heart Center of Virginia, and one can see why central Virginia is a prime location for those
looking to spend their retirement years in a new environment. R
anked by CNNmoney.com in 2008 as one of the Best Places to Live, Lynchburg’s home sales remain sound thanks to a stable local economy. Lynchburg has seen a 9.1 % growth in population and its average home value is $147,000. As local colleges continue to grow and graduating students settle in the area, new neighborhoods are cropping up throughout central Virginia. Planned communities cater to young families and senior citizens, with many offering amenities like swimming pools, lighted cul-de-sacs, main level living and maintenance-free options.
Cornerstone Also referred to as a “traditional neighborhood development,” Cornerstone will offer 650-1,000 homes and condos and 100,000 square feet of retail, parks and open space on 113 acres. This new development, still under construction, off of Timberlake Road, sits across from more established single-family homes and townhouses. It is close in proximity to Hwy 460, restaurants, schools and shopping.

of small retail stores, gas stations, restaurants, and the Jamerson YMCA.
Downtown Lynchburg In the midst of revitalization, downtown Lynchburg offers a mix of renovated apartments and historical homes. The City Market Lofts offer 59 New York-style lofts to satisfy a growing thirst for downtown living, on-street commercial space and a year-round dormitory for the Central Virginia Justice. Large homes dating back to the late 1800s adorn the downtown and nearby areas of town. Within walking distance of many of these homes and apartments are restaurants, the Community Market, downtown riverfront, nature trails, and City Hall. neighboring county of Bedford has often been considered one of the fastest growing areas in Virginia. With a 32.5% growth during the past decade, Bedford County is seeing an abundance of neighborhoods and retail centers cropping up throughout the 764 square miles of land.
Thomas Jefferson Crossing

Still in its early stages of development, Thomas Jefferson Crossing in Forest, will feature high-end retail, restaurants and a number of businesses located on more than 100 acres of land. There will be 40 commercial lots along Forest Road with the balance of the property being used for residential purposes. The plan calls for a mix of townhomes, single homes and condos marketed toward older professionals, empty nesters and retired individuals who appreciate maintenance-free living. This new planned development is one of the first of its kind allowing for mixed use, incorporating residential, commercial and multi-family growth with walking trails, ponds, streams and open spaces. It is anticipated that this type of growth will become increasingly prevalent throughout Bedford County.

It is, perhaps, the most beautiful place on earth. But the real beauty of Virginia is the people who live here. They’re our family, our friends and our neighbors. They are the reason and sole purpose for Centra. It’s why we’ve built one of the top cardiovascular hospitals in the country. Why our nurses are ranked among the nation’s best.

Why we’ve built a state-of-the-art, 150 bed patient tower. And why we’ve opened the area’s first comprehensive cancer center. From Farmville to Smith Mountain Lake and Nelson County to Danville. It’s why we’ve become Virginia’s health care leader.
