Green light for salmon By Glenise Dreaver New Zealand King Salmon has won the right to develop four new marine farms in the Marlborough Sounds. Two appeals against approval for the ventures were heard by Judge J. Dobson in a High Court hearing in Blenheim in May. On Friday, it was announced that both appeals, from Save our Sounds and The Environmental Defence Society, had been dismissed. The applications were originally submitted to the Environmental Protection Authority and accepted by the Minister of Conservation to be of national significance. They were processed in accordance with the Resource Management Act, by a Board of Inquiry. The board approved the application in February 2011. Continued page 2.

The billboards for sitting Mayor Alistair Sowman are already in place as he stands for a fourth term as Mayor. Alistair is unfazed by the three candidates standing against him. “I’ve lived here all my life, I understand the issues and, as everyone knows, I’m always available,” he says. “The Mayor has to be out in the community.” “One minute I can be talking to teenagers, the next moment I could be representing Marlborough’s interests at a national level or in front of a business audience. You need certain skills to be able to do that,” he said. “It’s a team leadership job and it’s a huge responsibility,” he adds. It’s not always easy either. The move for change that swept the electorate at the last local body election saw eight new councillors. This coincided with a time of global recession which has hit such local ventures as the wine industry. It was a tough start to the term with allegations flying about and a lot of damaging finger-pointing, dealt with by the Sheard Inquiry. Alistair says the Inquiry was “a distrac-

tion” which caused a lot of unnecessary angst, putting staff under stress. “It took some time to move on but, to the credit of the whole council, that has happened. He is proud that, despite the issues, this council has managed finances prudently. “There aren’t many councils around the country in such good financial shape,” he says proudly. Leading a team of individuals with very different personalities and ambitions is not easy, but he believes they are now pulling together and he describes their decisionmaking as “sound”. Alistair dismisses comments about age as a factor. “Youthful ideas are part of the mix but commonsense is the first requirement. “And to lead the team you need enthusiasm tempered with wisdom and competence. “Newcomers may not understand that the council’s role is governance. Councillors don’t get to make the calls on the council’s day to day business; their job is to set policy and set priorities but that’s sometimes hard for new councillors to get to grips with.” He’s very happy to be standing on the

council’s record. “We’ve maintained services without increasing debt while also doing some pretty important infrastructural projects. The downturn did mean some things had to be deferred because of costs. “We’ve done a lot of planning to revitalise the CBD but couldn’t make it all happen at once. But one of my priorities is that we now start rolling that out. Retail shopping has changed and there

is a need for other attractions to bring people into town.” The Mayor’s role also means handling the big issues like Clifford Bay which involve trips to Wellington and lobbying of central government. The job is, he says, pretty much seven days a week. Alistair’s already looking to the Monday after the election, when he will he says, be ready: “Ready to bring the team together to ‘hit the ground running’.”

Green light for King Salmon farms By Glenise Dreaver From page 1. While the Marlborough District Council had opposed the plan at the board hearing as the decision overturned the current Resource Management Plan. However, they chose not to appeal to the High Court. The MDC plan zones Queen Charlotte Sound as a primarily recreational area and Pelorus Sound as a mainly “working” stretch of water. Mayor Alistair Sowman said last week he had earlier spoken to government Ministers, explaining that eight of the nine farms sites originally proposed

were in areas designated as prohibited for aquaculture. “I said that to change that, we would need to consult with the people of the area,” he said. The High Court decision however, renders that requirement redundant. New Zealand King Salmon CEO Grant Rosewarne says he and his team are ”extremely relieved” after what he says was “an exhausting process”. “But we’re very excited and eager to get on with the business of producing the world’s best salmon.” Once operational, the four new farms would, he said, create about 200 new

jobs in the Top of the South. Benefits would start to flow through wages and additional work for local suppliers such as water taxis, engineering firms, transport companies and local shops. “This decision is another step forward for New Zealand King Salmon in its plans to establish four new farms, delivering an additional $60 million a year in export income and providing 200 new jobs.” The environmental group Sustain Our Sounds Inc is, however, extremely disappointed with the decision says chairman Danny Boulton, saying it set a “dangerous precedent” for all of New

Zealand’s coastal areas. “It is alarming that such a proposal can go ahead on so little evidence of the environmental effects or economic benefits of salmon farming in the Sounds, as was acknowledged by the Board of Inquiry. The High Court decision means we are now relying on elaborate resource consent conditions to protect the environment. Mr Boulton says SOS will not give up its fight. “Our next legal option is to appeal to the Supreme Court in Wellington and a decision will be made on this after consultation with the SOS committee and legal team.”

Dawson declares intentions By Glenise Dreaver Brian Dawson, the former general manager of the Chamber of Commerce, has finally quelled speculation about his intentions in the coming local body elections. By midday on Tuesday he had put his name forward for both the Marlborough District Council mayoralty and council. Brian is putting effort into this. Having recently resigned from the role of general manager of the Chamber of Commerce, he will spend the next two months up until the final voting day on October 12 virtually full-time campaigning. “Today is day one of that,” the 43-year-old contender said yesterday. “I think there needs to be a real urgency brought to the leadership here,” he said of his mayoralty bid. “The region deserves a contest of ideas, especially after nine years.” One of his main concerns, he said, surrounded the council’s “hands off” approach to the New Zealand King Salmon application for nine new salmon farm sites in Queen Charlotte Sound. “I don’t understand council’s approach,” he said. “There are

150,000 hectares of water space. “Are we not welcoming balanced expansion of aquaculture in the Marlborough Sounds?” He says he also has anxiety surrounding such issues as the looming redundancies at Safe Air and the structural shifts at the Post Office. There is also the possible

relocation of the ferry terminal to Clifford Bay. “I am concerned about the lack of urgency about putting new jobs in place so that the staff from the affected firms have new jobs to go to,” he said. “I don’t want Clifford Bay for example. But if it happens we need to make the most of the

opportunities it offers, to get our fair share of the construction of it for example. “And we need game breakers for Picton and its surrounds to make that area a true destination point. “We need to think about policies that lead to jobs at the front end here.”

Blenheim boy joins RNZAF By Kristy Martin Blenheim teenager Scott McMillan has decided to follow in his parents footsteps by joining the Royal New Zealand Air Force. Scott, 17, was one of 51 cadets from the Command and Recruit Training Squadron at Woodbourne to graduate last Friday. After 13 weeks of introductory military training, which included ground defence, weapons training and gruelling field exercises, Scott’s proud parents said they had noticed many positive changes in their son.

“He’s definitely matured,” mother Gaynor said at the ceremony. “He’s fitter and he stands taller, plus it has taught him discipline and independence,” father Ken added. Scott, whose parents are both ex-Air Force, recently left Marlborough Boys College to take up the new career path. “I enjoyed it but I found it hard at the same time,” he said of the training. “It’s better looking back on it than it was at the time.” Scott will now go on to complete an engineering course at NMIT followed by an avionics course.

Koreans mark 60 years of armistice By Kristy Martin Korean children placed hand-made necklaces on veterans during a ceremony in Blenheim to mark the 60th anniversary of the Korean War armistice. The armistice, signed in 1953, marked the end of the three-year war between North Korea and South Korea. About 100 people turned out for the commemoration, held at Seymour Square, including about 30 members of the local Korean community and a uniformed Korean Marine Corps soldier. “I was surprised at how many people were there, but then it was a special occasion,” said Les Pye, secretary of the New Zealand Korean Veterans Association Marlborough. Veterans from Nelson also attended the service. The ceremony included prayer readings, the laying of wreaths and the unveiling of a plaque honouring the local veterans and marking the anniversary of the armistice.

In his first three weeks as area commander, Insp Feltham arrested a driver for doing burnouts, has had to deal with a spate of late-night assaults and arrived just in time for the aftermath of the earthquakes. Despite all this, the region’s new top cop knows Marlborough is among the safest places in New Zealand and therefore didn’t hesitate to move here from Wellington with his wife and two children. “Crime rates show Marlborough to be one of the safest regions in New Zealand,” the 43-year-old said. "It's a great place with great people." Insp Feltham grew up in Nelson and joined the police force in Wellington in 1995. Since then has worked in various frontline and management roles. Taking over from Inspector Simon Caldwell and based in Blenheim, he will be responsible for the area that includes Picton and Havelock, inland Marlborough and south to Kaikoura. “There are not going to be major changes in the way the police here operate," he said. “They are a hard-working and dedicated team.” For Insp Feltham, policing is as much about crime prevention and education as simply responding to crime. “The more we can do to prevent crime the better.” In future, Marlburians can expect to be told in advance about pro-active police campaigns, such as operations targeting drunk and speeding drivers. “The aim isn’t to issue tickets. It’s to get people to change their behaviour.”

Limited interest in Picton planning Thinking of warming up?

There were only twelve submissions to the Marlborough District Council on the proposed Picton Foreshore Development Plan says MDC reserves planner Elisha Oldridge. The low numbers were, she said, “a bit of a shame”. Submissions closed on July 26 and she said, most submitters were “really happy” with the

current usage such as the minigolf and the model railway, for example. “They like the current balance between the open space and recreation.” A few had, she said, wanted more recognition of the historical and cultural elements of the area’s heritage. “And there were both ‘yes’ and ‘no’ responses to

the idea of barbecues.” There were also several which mentioned the need for better signage and lighting in the area. Most supported the idea of a whaling extension of the Picton Museum on the foreshore, but there had been no submission in support of the National Whaling Centre, an idea that had previously been floated.

“That was a surprise,” said Elisha. A draft plan was to go to council at the end of this month for approval. “We hope to have a few workshops once the draft is passed. We expect that could generate more feedback.”

Council considers 79m hydroslide for Picton Picton councillor David Oddie says there will be a range of issues to be resolved before a commercial hydroslide business can operate on Picton’s foreshore, a proposal put forth by local man Terry Brown. Cr Oddie commended Mr Brown, a former Christchurch businessman, for bringing the unique idea forward, and says public views will now have to be sought. The 79-metre fibreglass hydroslide was originally designed as part of Timaru’s indoor swim-

ming pool but, after a new pool was built there, the waterslide was no longer a good fit and was put up for sale. After purchasing the hydroslide from the Timaru District Council, Mr Brown announced he wanted to run it as a commercial venture on Picton’s waterfront. Mr Brown’s business team met with Marlborough District Council staff last week for an initial discussion about the proposal. Cr Oddie says there are two aspects to any decision on a hydroslide.

Firstly the council and the public would have to consider whether it would fit into the long term plan for the foreshore area and then the business would have to meet the legal requirements relating to planning and health and safety standards. Cr Oddie says more details are required before council can discuss the proposal but he hoped that would be possible by the next meeting of Council’s Assets and Services Committee at the end of this month.

What a shame Dear Ed, Some human Kiwis are very bad advocates for the clean and green image of New Zealand. Walking through a small forest near the Wairau River that is also used as a mountain bike track, I’m wondering about the species of human beings. Nearly every time when I walk through this wonderful little paradise - what for me is a real treasure, because around Blenheim you hardly can find a forest - I can see new pieces of rubbish and even trailer loads of garbage dumped somewhere onto the tracks or hidden between the trees. Why are human beings able to destroy our nature even if in these cases it is only a visual damage? I feel angry and frustrated and disappointed that some people don’t care about our nature and environment. It’s a shame for New Zealand, isn’t it? Disgusted

Dear Ed, The debate generated by Fonterra's bungling has thrown the credibility of NZ's "100% Pure" and "Clean Green" into centre stage. Many who get around outdoors were questioning it years ago. The degraded rivers (60 percent is it are unsafe to swim in?), the dowsing of poisons by DOC on public lands for an imagined pest (possum), an inept Department of Conservation, mismanaged fisheries over fished by corporate greed and so on. Here in Marlborough it's the same. The Taylor River several years ago was sparkling clear. Now it's imports were $10 billion more than cloudy. What I notice is the absence of bees. With recent warm weather there are few bees. Bees are income by exports. vital for pollination not only crops but plants, trees Does that make sense? No! Would a farmer, business or house- and native vegetation. The ecosystem is ailing. But national and local government are in a state of hold operate like that? Job gives skills and confidence After 17 years in Australia, Jenny Christall felt lost and low on confidence when she returned to her hometown of Blenheim. Little did she know that within six months, her life would be full of promise, with new skills, new friends and a fantastic new job. “Being in Blenheim and looking for work in my mid-fifties was very daunting. Not having a job made it worse,” Jenny said. “I had worked since I was sixteen so when I had to go into Work and Income to apply for a benefit, I felt really embarrassed.” But, with the Welfare Reform focus on finding the right pathway to help people find work, Jenny found that she only needed the “Woman Alone Benefit” for about six months. It was her case manager who suggested she go on a 26 week computer training course at the Business Management School. “Computers were the one area I hadn’t really learnt in any formal way and I could see this would be a big boost on my employability,” Jenny said.

“I can’t speak highly enough about the course. “The tutors were awesome and so patient, allowing us to work at our own pace. “Being able to do that course for free was such a privilege. It’s such an opportunity to better yourself,” she said. Before the course had even finished, a job opportunity arose and Jenny soon found herself employed as the night manager at Blenheim’s Quality Hotel. It is a role she just loves. “All my working life has been in customer service and management. “This job gives me that and a whole lot more. “The owners are so good to me. “I have my own apartment here on site and I am learning lots of new skills.” Being back home in Blenheim is just where Jenny wants to be. After 17 years away, she says it’s easy to forget how friendly people are in New Zealand and what a great lifestyle it offers. “Australia is great for young people, but for me - at this age - New Zealand and especially Marlborough can’t be Jenny Christall is enjoying her new job at the beaten,” she said. Blenheim Police kept busy in recent days Friday 9 August Arrests on Friday included a 56-year-old male arrested at 10.40pm for threatening behaviour. It is alleged he had come home after drinking and began throwing plates and furniture in the living area of his house. He appeared in the Blenheim District Court on August 12. Just over half an hour after he was arrested, a 35-year-old vineyard worker was arrested and charged with a minor assault. He received a pre-charge warning and was released. At 11.50pm a 29-year-old concrete worker was in Scott Street and charged with offensive behaviour after having been found urinating in the street. Police said he was held in custody until sober and released with a pre-charge warning.

Saturday 10 August At 12.40am a 19-year-old male was arrested in Scott Street for fighting. He was held in custody until sober and was released with a pre-charge warning. This followed an earlier arrest, at 12.25am, when a 16-year-old female was arrested for reckless driving, excess breath alcohol and failing to

stop. She was referred to the Blenheim Police Youth Aid section. At 12.55am an 18-year-old male dairy worker was arrested in Scott Street for disorderly behaviour. He was held in custody until sober and released with a pre-charge warning. A 46-year-old sickness beneficiary was arrested in Picton at 2.50pm for taking a six pack of beer from the supermarket. He was bailed to appear in the Blenheim District Court on Monday. At 10.20pm a 25-year-old unemployed male was arrested in Blenheim for breaching his bail conditions. He was held in custody until he appeared in court on Monday. A 19-year-old female technician and a 21-year-old female student were both arrested in Market Street at 11.55pm for disorderly behaviour. Both were held in custody until sober and later released with a pre charge warning

Sunday 11 August At 12.45am a 17-year-old female was arrested at the Loft on Kinross Street for disorderly behaviour. She was held in custody until sober and later released with a pre-charge warning. Another arrest occurred at the Loft at 2.30am, when a 19-year-old male was arrested for disorderly behaviour. He was held in custody until sober and released with a pre-charge warning. Other arrests on Kinross Street that night included one at 4am, when a 22-year-old male was arrested for assault. He is scheduled to appear in the Blenheim District Court on August 18. Two more arrests were made at the same time when a 42-year-old female vineyard worker and an 18-year-old male were arrested for obstructing Police. Kids urged to use brains around trains A new Rail Safety Week campaign is encouraging children and teenagers not to be a “dur brain” by trespassing on train tracks. Train Brain cartoon characters are now being used to communicate safety messages to pedestrians, such as not being distracted by wearing headphones and using mobile phones, but to instead stay alert around trains. The campaign was this week launched by KiwiRail, in association with the Chris

Cairns Foundation and with the support of NZ Police. Rail Safety Week is an annual nationwide campaign aiming to raise public awareness and encourage behavioural change so rail injuries, deaths and near collisions are reduced. Jim Quinn, KiwiRail’s chief executive, says the company decided to take the awareness campaign in a different direction this year to better engage with children and teenagers.

The students, aged 8-11, spent a week with local artist Mieke Hilhorst creating the colourful artwork, now displayed on a wall at the school, on Weld Street in Blenheim. “We are so thrilled and feel privileged to have had someone like Mieke come and work with our talented artists on this mural,” arts co-ordinator Sue Holmes said.

“We are an environmental school and the mural represents the four groups of our school – ferns, kauri, punga and kowhai.” Mieke said she enjoyed teaching the kids techniques she uses in her own work, which included using their fingers to create patterns in the paint. “The aim was to have an impact using shapes and colours, but also to be able to appreciate the work from far away and up close,” she said. Student Zoe Blackmore, 10, said it was like working with “sticky glue” and “felt

The students presented Mieke with flowers at an assembly last week to thank her for her co-operation. “I’m really impressed with the school, particularly its philosophy and values. “The staff and children have been a delight to work with,” Mieke said. Jennie Johnson Johnson’s Barge Service Ltd owners, Peter and Jennie Johnson, are the third generation to continue on the Johnson family business which offers a wide range of Barge services. The company works all over the Pelorus sound, and spends a lot of time heading back and fourth to d’Urville Island, carting all sorts of cargo, including sheep and cattle. are looking for stylists in both Picton and Blenheim, and a beautician. Training of staff is one area which Rochelle is particularly proud of, providing apprenticeships and competition opportunities to further grow her staff’s skill set, while continuing to provide quality ‘family hairdressing’.” Beyond The Fringe is the only salon in Marlborough which is a member of the Professional Hairdressers Club and is a strong supporter of Hospice Marlborough.

Marathon helpers sought The Marlborough Marathon is to be held on October 27 and Marlborough Harriers is looking for volunteers to marshal at the event, to be held on the Sunday of Labour Weekend. “For our effort on the Day the Club will get a substantial donation of around $1000,” says Les McKay. Volunteers would also get a complimentary water bottle, lunch, movie pass and a front row seat to all the action. “Well as it goes past their post,” he said. Waikawa Bay School held their annual cross country at the Beach Road Reserve last Friday. “The children had been training hard and were looking forward to testing out their fitness against fellow students,” said principal Willlem Lampe, who described

the day as a great success. “The course provided a real challenge and all the children had a ball.” The best runners from the day will go on to represent their school at the Waitohi cross country at Endeavour Park this week.

Sunday's wet weather forced the Eastern States Speedway to cancel its 'Ministocks Open Day', and the new date is set for this Sunday, August 18 from 1pm - 3pm. This time it will be held at the Transmar Workshop at 13 Liverpool street in the Riverlands Industrial Estate, rain or shine. The Open Day aims to provide youth and their families with information about joining the club, and how ministocks are a great stepping stone in motorsport. There will a number of ministocks for people to view and ask questions about. Youth ministocks is a class for 12-16 year olds, and adults can also race in the ministock class.

Junior rower Marshall McKenzie-Moll of Picton was one of the New Zealand quadruple sculls team that won silver in the world junior rowing championships in Lithuania. Germany took gold in the event. Marshall, now 18, has only been rowing for two seasons after injury cut short his promising motocross career.

Wairau Hospital congratulated for triage times Wairau Hospital's Emergency Department has been congratulated for consistently exceeding the national target of 95% of patients admitted, discharged or transferred to a hospital ward within six hours. Nelson Hospital was highly ranked as well. Chief Executive Chris Fleming said; “I

"The winter season is usually a very difficult time for our EDs as winter illness

Triathlon attracts Get down to . . . former World No1 Former World No 1, Olympic triathlete and super mum Samantha Warriner will take part in this year’s Jules Taylor Marlborough Women’s Triathlon. Race organisers have revealed that Samantha, husband Steven and daughter Lola will travel to Marlborough for the December 1st event. “It’s going to be a great weekend,” says Samantha. “A cool event to be part of plus Marlborough’s food and wine to enjoy. What could be better?” she said. Samantha won seven ITU World Cup events and in 2008 she won the ITU World Cup series overall. She competed in the 2004 and 2008 Olympic Games and won a Silver medal at the 2006 Commonwealth Games. In recent years Samantha has had success at longer distance triathlons. She moved to endurance distances in 2009 with IRONMAN 70.3 wins in Geelong, Steelhead and the Port of Tauranga Half. She went on to win four more in 2010 before her debut victory at IRONMAN New Zealand in 2011. In June this year, she won IRONMAN 70.3 in Cairns, just nine months after the birth of her daughter, Lola. Samantha ‘turned pro’ at 34, after mixing life as an elite athlete with a career as a secondary school teacher. In 2008 she started Sweat 7 Coaching, which specialises in helping women reach triathlon goals. Now 42, she's keen to prove to herself and to other mums that the birth of a child should not mean the end to exercise. “It doesn’t matter who you are, having a family changes your priorities.
