“ I’ll put my head above the parapet and say that our levels of achievement for Maori at NCEA Level 1 and Level 2 are probably better than any school in New Zealand,” says Queen Charlotte College Principal Tom Parsons. He is delighted by the school’s results in the National Certificates in Educational Achievement (NCEA) and also by the draft Educational Review Office (ERO) report to be published in a fortnight’s time. The ERO report is always sent to schools before it is published to ensure there are no errors of fact, and Mr Parsons, having just seen it, is elated by its content. “It says splendid things,” he said. Springlands resident Marita Winstanley witnessed a show of humanity on Tuesday, when a group of people and a number of cars stopped to assist a mother duck and her ducklings which had fallen into a drain on Nelson Street. Marita said she had seen the mother duck walk with her ducklings each year, making the treacherous journey from Lakings Road, across the busy Nelson Street Road heading toward Fulton Creek. This time however six of the ducklings fell into a drain, and in her moment of need members of the public rallied to help. “It was an incredible sight. A dozen or so people and four cars stopped to help retrieve these fluffy wee ducklings while the worried mother duck watched helplessly,” Marita said. A Morgan Plumbing Van was flagged down to help lift the grate over the drain and spent “several minutes” trying to reach them but in the end the SPCA was called to fish them out with a net borrowed by the Springlands Vet. During the rescue the mother duck had two ducklings with her which had ventured

onto the road. Marita said despite her best efforts an oncoming four wheel drive vehicle refused to stop and ran over the ducklings. “It was so upsetting. This young man saw me waving out to stop but he gave me the fingers and drove straight over the

ducklings. It was very sad,” she said. Finally the surviving six ducklings were safely returned to their mother who was helped to safety across the road. “I just wanted to thank everyone who stopped to help. It was a real heart warming moment,” Marita said.

The national average for Level 2 is currently sitting below that goal, at 75 per cent.

QCC is however, running at 88 per cent, with their 31 per cent of Maori students scoring a colossal 92 per cent success rate. This is compared to the national average of 69 per cent for Maori students. The picture continues at NCEA Level 3, said Mr Parsons. “The national goal is a 72 per cent success rate for all candidates, and we are 74 per cent of the national average. “Normally, the higher the decile level of the school, the better the success rate, but we are doing better than many. The rigour of QCC is unquestionable.”

At 93 per cent and 90 per cent, the school’s literacy and numeracy levels at Level 1 also exceed the average for decile 4 schools by nearly 15 per cent. (The 95 per cent success rate for QCC, for Maori students, is actually two per cent ahead of the school’s own average for all its students.) Despite the impressive figures, Mr Parsons regrets that “data is now king”. “We should be past that, looking at the faces behind it. “It is important to look at the number who get meaningful jobs, for example.”

More women stand for council By Kristy Martin Nineteen candidates have put their names forward for the Blenheim Ward, meaning at least a dozen will miss out on a seat on the Marlborough District Council. While that number was reasonably high in the lead up to today’s cut-off, council electoral officer Dean Heiford said

the figure was in line with previous years. He said there were 18 candidates in the Blenheim Ward in the 2010 Local Body Elections, and 20 in 2007. But whether any more would come in before noon today, when nominations officially close, he could not say. “It seems to be always

around that mark. “If we had a surge between now and tomorrow (Friday) then I’d be scratching my head.” However, Mr Heiford did say there was a notable increase in the number of female candidates this year. “We’ve got two in the Wairau/Awatere Ward, which is a first I think,

Clubs bring seniors together

More than 260 seniors, many from out of town, have spent two days in Blenheim playing games and sports, socialising and exploring the area. The lively group was in town for the annual Seniors Multi Club Get Together, a social gathering for over-55s from the top of the south island and north to New Plymouth. The two-day event, hosted by Clubs of Marlborough’s Golden Oldies group, featured indoor bowls, cards and pool on Tuesday followed by tours of local wineries and visits to the Aviation Heritage Centre on Wednesday. There were lunches, raffles and prize givings and club members from Petone, New Plymouth and Palmerston North reported having a wonderful time. “The aviation museum was great and so was the chocolate factory,” said Brian Nokes of Petone Workmans Club. Quake-damaged homes assessed The Earthquake Commission has confirmed that assessments following last month’s earthquake cluster will begin on Monday. EQC General Manager Customer Services, Bruce Emson, says 20 assessment teams will be split between the lower North and upper South Island and will start assessing damage to homes, land and contents from next week. It is expected to take three to six months to complete assessment of all claims, depending on final claim numbers. A timeframe for completing settlement of claims is still being developed. So far, just over 4400 claims have been lodged, with roughly three-quarters in the lower North Island and one-quarter in the upper South Island.

$Multimillion eco-friendly winery coming soon By Kristy Martin Wine tanks have begun to be installed at the new multimillion dollar Babich Winery in Blenheim, which is set to boast a number of innovative and eco-friendly features. A heat recycling system, passive wine cooling and a neutral colour scheme to blend the building in with the natural surroundings are just some of the features of the new business. Construction began back in April on the 4000sqm winery in the Cloudy Bay Business Park, just south of town on State Highway 1. Auckland-based Babich

Wines are the landowners, while Apollo Projects’ Marlborough team is leading the charge when it comes to design and construction. Apollo’s senior project manager Phil Martin said construction was fast-tracked because, being in an industrial zone, resource consent was not needed. “Unlike other wineries, which can take up to 12 months, this one is going to be ready in eight,” Mr Martin said. “It is on track, even with the wind and rain. It is actually ahead of schedule.” The site’s fully-insulated winery tank area will have the

ability to store up to 2.8 million litres of wine. Mr Martin explained that the winery features a number of energy efficient designs, including a heat recovery system that takes waste heat - a by-product from the refrigeration system - and pumps it through to the tanks to provide warm glycol for processing and hot water for wash down. “Energy costs are one of the single biggest hurdles when it comes to wine production,” Mr Martin said. “With this system, it’s basically getting energy for nothing.”

Every last detail of the plan has been carefully considered, from the placement of indoor wine tanks to better showcase the product to clients, right through to the selection of an exterior colour scheme that will allow the building to blend in with its surrounding environment. “The client (Babich) gave us an outline of what they wanted and the rest has been designed by Apollo’s Marlboroughbased team,” Mr Martin explained. The winery is set to open in December 2013 and will process the 2014 vintage.

WoF changes for 2014 Changes to the Warrant of Fitness system will mean all light vehicles registered between 2004 and 2008 will be required to have an annual, rather than six-monthly, inspection. Transport Minister Gerry Brownlee said changes to the system are to be introduced in two stages from next year and are expected to save New Zealanders $1.8 billion over 30 years. The changes to inspections involving vehicles first registered between 2004 and 2008 will begin on January 1, 2014.

From July 1, 2014, annual inspections will be extended to include all light vehicles first registered anywhere on or after January 2000. “Also from this date new vehicles will receive an initial inspection, another one when they’re three years old, then annual inspections for their lifetime,” Mr Brownlee said. “Vehicles first registered anywhere before 1 January 2000 will remain on six-monthly inspections for their lifetime. “Motorists won’t have to do anything

COUNCIL NEWS Time running out for low-cost disposal of old TV sets There are just a few days left for people to get rid of their old TV sets at the subsidised dumping rate of $5. Old television sets may be left at the Council’s E-Waste Collection Facility at the Wither Road Resource Recovery Centre, where the dumping cost is subsidised by the Ministry for the Environment. Sets may also be dropped off at the Council transfer stations in Picton, Havelock, Rai Valley, Wairau Valley and Seddon. There’s money left in the kitty for a further 500 sets to be dumped in Marlborough at the subsidised rate – but only up until Tuesday 20 August. After that, the charge reverts to the regular rate of $15 per set. Council’s E Waste Collection Facility takes unwanted electronic goods, open Wednesday-Sunday, 10.00 am-4.00 pm.

Cleaning up the Taylor River waterway Clean water is a priority for the Marlborough District Council so it is taking steps to improve the water quality in the Taylor River. As a first step, it will be assessing the water quality of both the Taylor River and its major rural tributary, Doctor’s Creek. Council water scientists will examine the land use factors influencing water quality in these waterways and look for ways to reduce or manage any effects.

Rates rebate for lower income home owners Now is the time to come in and claim a rebate on your rates if you are a lowincome earner or a superannuitant. You could be entitled to rates assistance, which comes in the form of a payment from Internal Affairs, of up to $595. The level of rebate depends on the amount of your rates bill, your income and the number of dependents who live at the property. Remember that a new application needs to be lodged each year. We have

designated staff on hand at the Council to help but, with a steady stream of people coming in, there have been small queues this year. You can help us speed up the process by bringing in your application form with as much of the detail filled out as you are able to do on your own. However, our staff are there to help if you are unsure, or if there are parts of the form you cannot fill out alone. Along with the application form, applicants should bring in their 2013-14

Maintaining Marlborough’s historic and notable trees Marlborough has many introduced trees dating back to the early days of settlement of the district. Some of the oldest examples are the huge eucalypts believed to have been put in as marker pegs. Generally considered the largest in the district is a white gum, or Manna gum, Eucalyptus viminalis, thought to have been planted at Woodbourne by Henry Godfrey about 1857 and now more than 300cm in diameter. Others thought to be marker peg examples are Burleigh Park’s giant Manna gum and the magnificent specimen on the edge of SH1 at the southern approach to Spring Creek. Other exotics, particularly those in public spaces, were planted to mark momentous events in the district or official visits by royalty. Some fine examples can be seen in Seymour Square. These, and other trees of significance, are protected within Council’s resource management plans and any pruning or work undertaken on or near these trees, may require resource consent. Ferrets used to check for TB in Marlborough More than 530 ferrets in the Marlborough district have been trapped and submitted for post mortem to check for any signs of bovine tuberculosis (TB). Due to their scavenging habits, ferrets can pick up TB from infected wild animal carcasses and can pass onto farmed cattle and deer. They can also potentially reveal where the disease may still be present in the possum population. Nationally, ground-based methods, such as trapping and hand-laid toxins, account for around 80 per cent of TBfree New Zealand’s wild animal control work. Once the post mortem results have been con-

firmed, including whether any ferrets are found to have TB, the operation will help identify if there is a need for future possum control in Marlborough. The ferret trapping took place over about 135,000 hectares. TBfree New Zealand Northern South Island Programme Manager Matt Hickson said ferret trapping also helps indicate where buffer zones are required to prevent infected wild animals from spreading TB into areas that are either free of the disease or working towards its eradication. The location of the traps and where the ferrets were caught was recorded using hand-held GPS

devices. If an animal is found to be infected, this information is linked back to where they were caught and used to plan future TB control. “We greatly appreciate the co-operation of landowners when it comes to allowing TBfree New Zealand contractors onto their properties to set and check the traps,” Mr Hickson said. Under the national TB control plan, the TBfree New Zealand programme aims to rid the disease from at least 2.5 million hectares, one quarter of this TB risk area by 2026.

Hundreds set to attend national wine conference Only 40 years ago, the first grapevines destined for the modern New Zealand wine industry were planted in Marlborough. In two weeks, more than 550 grape growers, winemakers, industry leaders and trade personnel will converge in the district to attend the annual conference. The Romeo Bragato conference is New Zealand’s most important for the grape-growing and wine sector, and is named after one of the early pioneers of the industry. The conference will be held in Blenheim at the Marlborough Convention Centre from 28-30 August, with Rabobank once again providing top-tier sponsorship. While Marlborough participants comprise more than half of all attendees, industry representatives from around the country will descend en-masse in Blenheim for the three-day event. “Last year, we booked more than 200 nights at local hotels and motels,” said New Zealand Winegrowers general manager of research, Dr Simon Hooker.

“And the awards dinner was attended by 320 people – all drinking locally made wine and eating, where possible, local produce.” Marlborough Mayor Alistair Sowman will be attending the event for the first time, but he is already well aware of the million-dollar boost the Bragato conference gives the local economy.

Some good news for a change What a delight it was to see TV1 lead its 6pm news on Tuesday with a report of Valerie Adams winning her fourth consecutive world championship gold medal. It made a change from Fonterra’s dirty pipe debacle, the latest homicide and other depressing stories which can be dished up to us every evening. With her win in Moscow, Adams has now become the greatest shot putter in the athletics history but watching her, even before she tosses the shot, it does not come as a surprise because she looks so vastly more athletic than her opposition. Shot putting is about power, strength, agility and speed in the circle and Adams, unlike her rivals, has the lot. Barring injury, loss of motivation or the emergence of someone matching her athleticism, she could be reigning for another 10 years.

If you’re a rugby fan you should be happy this weekend with the All Blacks meeting the Wallabies in the first of the Bledisloe tests and the ITM Cup kicking off. As far as Marlborough is concerned, however, it could be a fair bet to say most interest locally will be in the final of the Press Cup inter-secondary schools first XV competition which will be played by Marlborough Boys’ College and Nelson College in Blenheim tomorrow. Reports from Christchurch indicate that the performances of the Top of the South schools have surprised some of the ‘Old Firm” outfits down there. It’s the first time a Cantab school has not made the final! In the ITM Cup, Tasman travels down to Invercargill to take on Southland. The TAB rates Southland a better chance of taking the championship than Tasman but one learned sportswriter is tipping

The local boys have been training hard and are hoping to secure victory over their neighbouring rivals during the home game at Lansdowne Park. Marlborough Boys coach Gray Cornelius said fans could be in for a thrilling match, as the two top of the south teams had clashed earlier this season and the result was a draw. Being neighbours also added to the ferocity of the competition. “Most of the boys have played each other before as they’ve come up through the ranks,” he said.

“The boys are pretty excited. “They’ve been training hard and working very hard. “If we play as well as we can I’m sure we can win.” The team have decided not to attend tonight’s college formal in favour of being in peak condition for the game. Their coach said this proved their dedication to the sport. “That was the decision they made.
