Cafe owners given go ahead Continued from page 1 Councillor Terry Sloan says by allowing restaurants and cafes to extend their dining areas onto their street frontage, provides an opportunity to “help inject life and vitality onto the streets”. The previous owners of the cafe had originally looked at expanding last year so when Dave and Del took over the business in August they were told the possibility was still there. “We thought it was a great idea. When it’s a nice day I’m sure customers would like to sit outside, especially as we are on the shady side of the street,” Dave says. The challenge for Dave and Del now is to come up with a design and present it to Council before work can begin, ideally before Christmas, Dave says. “We have a few ideas we are looking at, one being creating a storage space where we can put folding chairs so we

don’t have to pull them in every day. “Whatever the design is that we choose, it will definitely tie in with the style of the cafe,” Dave says. Dave and Del will lease the space from the Council and meet the costs of reconfiguring the site to take their tables, and the café’s neighbouring businesses had agreed in principle with their plans. Councillors say the precedents set by other outdoor dining areas in Blenheim and Picton show the positive effect of outdoor dining and how it lifts the overall atmosphere in a town centre. “Ritual Café’s extension will align with the changes being made in nearby Bythell Place - part of the overall revamp of Blenheim’s CBD which is now underway,” Terry says. Hot cars kill Story and photo by Celeste Lodewyk SPCA Marlborough is issuing a reminder to the general public as summer approaches; “Don’t leave your dogs locked in a hot car”. Manager and inspector Kaycee Polkinghorne says a month ago she had to break into a vehicle to rescue a puppy in a situation that could have had grave consequences. There was only one window which was left down ‘slightly’ and the puppy had gone beyond the stage of distress and was found becoming weak. “Obviously we don’t recommend leaving dogs in cars, but if you have to take them please let it be in short periods of time, leave the windows down, park in a cool place and provide water. “Ideally we recommend you leave them at home as what could be a quick trip into the supermarket can turn into half an hour or longer, and cars can

really heat up in that time,” she says. On a warm day the inside of a car heats up very quickly. On a 30 degree day the temperature inside the car can reach 39 degrees in a space of 10 minutes. This is even in the shade with the windows open slightly. In 30 minutes it goes up to 49 degrees. According to SPCA, a normal dog’s body temperature is around 38.5 degrees, and they only sweat a small amount through their paws and rely on panting to cool down. In a hot car with the windows slightly open, panting is not enough to keep their body temperature cool, and it can only withstand a body temperature of 41 for short amount of time before it suffers brain damage and death. “The message is if the purpose of your trip is not for the dog, please leave it at home,” Kaycee says.

New rules for blue cod Primary Industries Minister Nathan Guy has announced changes to blue cod rules for the Marlborough Sounds, including scrapping the transit and slot rules and introducing a minimum legal size of 33cm across the region. “These new rules are based on science and the views of submitters and advice from the Blue Cod Management Group,” says Guy. “The group received strong feedback from the public that the previous rules were confusing and complicated. The scientific information also showed they may not have been supporting a rebuild in blue cod numbers in some parts of the Marlborough Sounds. “It was clear something had to be done. My decisions reflect the feed-

back from the community and ensure the rules are simple, fair and easy to comply with. At the same time they balance the benefits all stakeholders get from using this fishery with the need to ensure sustainability.” The main changes are scrapping both the ‘transit’ and ‘slot’ rules.

This means there will be one set of rules across the whole of the Marlborough Sounds and Challenger East, and one minimum legal size of 33cm. “Consultation on these proposals was held earlier this year and there was good open discussion with the community. “I want to thank the Blue Cod Management Group for their hard work. This group is made up of recreational and commercial fishing representatives who have worked together to help preserve this important fishery for future generations. “This is a very important and popular fishery, not just to locals but to people from all around New Zealand who love coming here.” The new rules will take effect from 20 December when

the recreational fishery in the Marlborough Sounds opens. The other main changes include: • Daily bag limit of two blue cod per day across the combined area (Marlborough Sounds and Challenger East) • Fishers may accumulate a maximum of two daily bag limits, provided they were caught on different days • Recreational no-filleting rule and hook limit remain • All seasonal closure and closed area restrictions apply equally to recreational and commercial fishers. These include: • Seasonal closure in the Marlborough Sounds from 1 September to 19 December. • Finfish “no-take zone” around Maud island.

Double dose of NZSO in 2016 Blenheim is set to get a double dose of the New Zealand Symphony Orchestra at the new ASB Theatre next year. Great masterworks will feature in the NZSO’s 2016 season as the Orchestra launches an exciting partnership with Edo de Waart, one of the world’s most acclaimed conductors. Edo de Waart will begin his tenure as the NZSO’s Music Director by presenting a Masterworks series, featuring concertos and nine major symphonies by Haydn, Mozart, Beethoven, Brahms, Mahler, Elgar and Richard Strauss. The NZSO will play one of these Masterworks concerts in Blenheim, featuring works by Mozart and Brahms, as well as New Zealand’s own great master, Douglas Lilburn, and starring captivating Scottish-Italian violinist Nicola Benedetti and German cellist Leonard Elschenbroich. The Orchestra will return to Blenheim in September during its nationwide tour, Swing into Spring. This concert will be a collaboration with the

Relief for ratepayers The Marlborough District Council has reduced the interest rate it passes on to ratepayers when it borrows from the bank to pay for large infrastructure projects. Consider; our rates paid $90,000 for the regional brand “Only Marlborough” launched in November 2014. Council fund Destination Marlborough, the agency responsible for “marketing Marlborough”, approx $725,000 p.a. Council appoint two Trustees to the Board of Destination Marlborough to oversee this “investment”. Destination Marlborough developed their own brand (they call it a visitor strategy and a brand as it seems they don’t quite know the difference) “Marlborough – Brilliant every day” - you have seen this out and about. Quite catchy really but that’s not the point! DM’s marketing collateral (maps, brochures, signage, uniforms etc) either omits the ratepayer funded brand or relegates it to an anonymous after-thought position as the photos clearly show. up to a Council meeting sporting a “Brilliant every day” t-shirt and then discussing plans to promote the region under an alternative brand! Bit like wearing a Coca Cola t-shirt to a Pepsi Board meeting or a Lada t-shirt to the launch of a BMW. So there we have it. The funder (MDC) is being usurped by the funded party (DM) and the funder seems oblivious, powerless, fearful or just plain scared to bring a wayward child into line. Meanwhile, Marlborough as a region remains adrift in a world of well branded alternatives like a naughty teenager not quite knowing if they are an adolescent or an adult. In order for sense to prevail, I suggest the role of branding Marlborough be extricated from Council and placed with people with a commercial understanding, skills and experience in business.

By Jacob Page After 21 years working at Independent Tyre Specialists, Andrew Morton (pictured) did not have time to hesitate when the opportunity came up to buy the business. Andrew and wife Robyn took over the Main Street business after the owner of the company, which has 11 stores in the South Island, gave them two weeks’ notice he was closing the doors. The former owner did offer the chance for managers to buy in to the business. “The fact it was an established business, with a good reputation that I had been involved in made it worth giving a go,” Andrew says. “It’s been on this site since the mid-60s and the manager I had when I started was here 40 years and started in (1968).” Andrew is a keen motorbike and motocross rider and it was through his passion that he landed a job at the company more than two decades ago.

I worked straight across the road at a car sales and I had a motorbike accident at what used to be the intersection of Redwood and Main Streets on my way home from work. “I smashed my knee up pretty bad and was off work for 12 months which obviously the car yard couldn’t keep me on over that amount of time so a job came up here and I applied and I’ve been here ever since.” Andrew says he enjoyed the field work, going to farms and vineyards to do his job. He was born in Ward and is quite happy travelling all-round Marlborough. Robyn has come on board looking after the accounts as well as holding down a fulltime role. “It’s nice to know this is another locally owned business in Marlborough,” Robyn says. “We want to try to revamp the business slightly and give it a bit of a makeover which is what is happening at the moment.

Locating the leaks in the water supply

Council contractors will be moving around Renwick and Havelock until the middle of next week trying to pinpoint any leaks in the underground water network. Detection Solutions staff will be using acoustic equipment to locate the source of leaks in the watermain services lines or the supply lines to private properties. Staff may come onto private property and ask to turn off the water toby for a short time to enable them to check for leaks. Any disruption should be brief. We apologise for any inconvenience and thank you for your cooperation. Staff will be moving around Renwick and Havelock during daytime working hours, 8.00 am-5.00 pm only. They may be identified by the company logo on their clothing. Water Safety Awareness Week 16 – 23 October 2015

Marlborough is a beautiful coastal region boasting one fifth of New Zealand’s coastline as well as numerous waterways. That makes this a great place to live but it also means we must learn to respect the water – and to understand the importance of water safety. Safe and Sound at the Top (SAS@TT) is a community group working to reduce injury and accidents across all walks of life in Marlborough. The group has identified water safety as one of its areas of focus and is preparing information and education on how to stay safe in our waterways. Summer is ahead and that’s when most drownings occur. Seven people lost their lives in our waters during 2013. But Marlborough was one of only two regions in the country where there were no drownings last year. Let’s keep it that way.

CBD revitalisation gets under way in Bythell Place Work is underway on the upgrade of Bythell Place as the first stage of the $2M upgrade of Blenheim’s CBD. The raised grass beds on the west side of Bythell Place were taken out last week with the three other grass beds between Queen Street and Maxwell Road also to be removed. The overall plan for Bythell Place will bring in removable bollards and planter boxes so the area can be a daytime public space or be opened up for bigger events by closing the bisecting road. The fountains are going and a single grassed area will be incorporated into the redesign with planted areas to soften the Maxwell Road corners and a wide, level tiled area connecting one

side of Bythell Place with the other. Five parking spaces will be removed to develop the area into a safer, more easily accessible area. While the minor work is underway now, the bulk of the work won’t begin until after this summer to avoid disruption during the CBD’s busiest season. The Council has committed to upgrade infrastructure and public spaces in the town centre over the next two years working in partnership with the Blenheim Business Association. It’s hoped the project will encourage others with a stake in the town centre to also invest in revitalisation.

Residents well satisfied with Council services In the eyes of Marlborough residents, the most important services Council provides are emergency management, the drinking water supply and community facilities and the standard of that service is very high. It seems our rural fire fighters, public libraries and parks and reserves are greatly valued. Each year Council uses an independent research firm to find out how Marlborough residents see the Council’s activities and performance. Most areas score seven or eight out of 10. Since 2008, the overall trend measuring resident satisfaction with Council is rising gradually.

Our rural fire fighting and civil defence team generate enormous praise from the community, there are consistently positive comments about our public libraries and people are proud of our parks, gardens and sports facilities. A large but less well known aspect of Council’s responsibilities, Environmental policy and monitoring and Biosecurity, do not rate so highly with the general public, perhaps partly as these activities are part of Council’s regional responsibilities and not so familiar to many urban residents. One area where people are not so happy is the level of information they

get about Council meetings. A vehicle must display an approved permit to park in these spaces. A fine of $150 may be imposed when a space is used without a permit. Entitlement to Mobility Parking Permits It is the person, not the vehicle, who holds the permit. However, the permit must be displayed in the vehicle being used. If you have a permit and travel in different vehicles, it may be convenient to attach a small suction cap to the permit so it’s easily moved between vehicles. Mobility parking spaces are not free parking areas; the maximum time allowed is two hours or double the maximum time on a metered car park or in a pay-and-display car park. Mobility permits do not enable drivers to stop on yellow lines, no stopping areas, loading zones or clearways.

Too many lives are lost to suicide and I feel suicide is often misunderstood... I often hear people say, they must be weak / selfish! Personally I don’t agree, but I feel at times they can leave unanswered questions, and us feeling what if! Suicide... being a child you have born, a sister or a brother, a parent...affects the ones left behind deeply. Don’t judge the persons whom have chosen to end their life at the time through suicide... Yes help was only a heart beat away - if only they knew where, at that moment. Life can end so swiftly... they have gone through so much - some will never experience... Compassion is huge.

Doggy dodo bags I too have noticed the dumping of dog dodo bags in Picton’s Scotland and other streets when walking my own dog and thought it bizarre that someone actually does this. Why? And it’s not just one or two bags. Odd behaviour whoever you are!!

Come on all these famed tourist agencies-get off your pretty chairs and offer ‘off the wharf tours’ like Akaroa and Dunedin, stop this ticket clipping! They come to see, lets show them our incredible place fairly priced!

Go to work Have you worked in the vineyards? Employers have to pay min wage so top up employees that don’t make it. They can’t fire Kiwis to take RSE workers-they have to have a certain number of Kiwis before they get their RSE and of course they take rent and fuel-you pay it don’t you? What about the fantastic employers whose staff leave their families for six months at a time to work in a foreign country because they think so highly of them? You need to get your head out of the clouds and get your facts right! I knew someone once who was too over qualified for a job in his field. He ended up mowing lawns for a living. All that it needs is for drivers to understand how to use roundabouts correctly. To the person who thinks lights will fix the traffic in Blenheim and are telling council to get there act together, why not learn how to use roundabouts they work very well if you know how to drive.. Residents rate services high Marlborough residents have given a high score on the rural fire fighters, libraries and parks and reserves provided by the Marlborough District Council. They’re the services and facilities ranked top in the annual survey conducted to assess residents’ satisfaction and to get feedback on public priorities. Residents have given the Council an overall satisfaction rating of 74.4 per cent which researchers SIL Research say is part of a trend showing a gradual improvement in ratings for the Council over its 49 areas of activity. While the latest results were not quite as high as last year they are in line with results for the last six years which consistently put satisfaction

Sugar free challenge In last fortnight’s blog I wrote about starting a 30 day sugar-free challenge, cutting out any foods and drinks that have added sugar. I knew this would be difficult to begin with while I adjusted my diet and shopping list to avoid the pre-packaged foods and sweet treats, but what I wasn’t prepared for were the ‘sugar withdrawals’. Here are the notes I made each day over the past two weeks to document how I was feeling. Day one: Feeling good and super enthusiastic. I enjoyed a raw salad today with no dressing, just some freshly crushed garlic. Day two: I have a slight headache but still feeling OK. Day three: Headache and tired today. I am really craving a coffee with sugar, but instead had a fresh vegetable juice to combat the sweet craving. Day four: Really low in energy today. Lower body is really tired and almost crampy and I feel dizzy at times. My body is craving sugar so badly I was almost ready to visit the bakery for something sweet. Day five: I can’t believe how much water I am drinking. I have drunk three extra glasses on top of what I already drink. Plus I am craving carbs, so I snacked on plain rice crackers. Day six: Really tired, still drinking heaps of water. Day seven: The cravings are changing from sugar to foods with bold flavours. I feel like I am becoming super sensitive to flavours now. A slice of tomato has never tasted so good! Day eight: Headaches going away now, still a little tired but I am eating more smaller meals

now and incorporating detox juices. Day nine: No headache today, energy lifting and no dizziness. I feel like my brain is coming out of a fog. Day ten: Still drinking a lot of water but feeling quite good today. Sugar cravings eased right off and not even tempted by the cake and slice brought in by my work colleagues. Day eleven: Feeling good today. I am not crashing with tiredness around 4pm and still have plenty of energy into the evening. Day twelve: I am finding that I can easily suppress sugar cravings by having a vege juice or small snack of fresh fruit. It’s getting much easier to manage. For next fortnight’s blog I will stand on the scales to see if any of my measurements have changed from cutting out sugar. The Wairau Valley Anglican Parish Country Garden Tour is set for this month so get a group of friends together and take a tour. The tour will be held over the weekend of October 17 and 18. This year’s event is focusing on properties in the area of Old Renwick Road and Renwick North, including one on Blicks Road owned by John and Jennifer Joslin. The former winery owners purchased their near-acre property seven years ago which was occupied by an olive grove. After pulling out most of the olive trees John and Jennifer have lovingly created an expansive garden which features many different elements for both practical and entertaining purposes. The property, named ‘Down Stream’ because it is down stream from their

Marlborough Water Safety Week October 16th - 23rd

Fun and survival It’s Marlborough Water Safety Week (October 16-23) and the message is clear “Water Safety isn’t about avoiding water, it’s about having fun while being aware of how to keep yourself and others safe”. Water Safety is not just vital for anyone out in a boat in the Marlborough Sounds or moored in one of our beautiful bays, it is also essential around creeks, rivers and swimming pools/spas. Don’t forget that in Marlborough there are as many as 1,300 swimming pools or spas - that’s a potential safety risk at one in every 13 houses. That doesn’t include the many inflatable paddling pools that provide fun over summer - but can also be a backyard water hazard. Seven people lost their lives in our waters during 2013, although Marlborough was one of only two regions in the country where there were no drownings last year. Sadly there has already been one death from drowning here in 2015. That’s one two many. According to Water Safety Chief Executive Matt Claridge, in 2014, 69 males drowned

Of the eight pre-school deaths, Matt says the ongoing increase in the numbers in this age group drowning is a huge issue that requires more work, more education and more attention. “No pre-schooler should be drowning and we won’t be happy until this is achieved.” Rivers were the biggest killer accounting for 20 deaths, while the number of beach deaths halved to 11 from 22 in 2013. Eighteen people drowned in inland still waters, 16 offshore and 14 in tidal waters.

A third of the drownings were immersion incidents, where people had no intention of entering the water, which highlighted the need for people to learn swim and survival skills, he says. There are various water safety courses in Marlborough people can take part in, from swimming lessons at the Marlborough Lines Stadium 2000 pool through to diving and sailing courses. Waterproof bags free to boaties “It won’t work wet” is the message behind 10,000 waterproof cellphone bags being given out to boaties this summer. The Safer Boating Forum will start giving away free waterproof cellphone bags to boaties during Safer Boating Week, October 16-23, and it will continue over summer. Each bag will also include a new safer boating mini-guide. “Take two ways to call for help, is one of our key messages to people going out on the water,” Maritime New Zealand Education and Communications Manager, Pania Shingleton says. “We know that more and more recreational boaties take cellphones with them. If you are going to have a cellphone as one of your two ways of calling for help, then it has to be kept safe and waterproof,” she says. Coastguard Boating Education will be dis-

Spring Creek lofts flying Racing pigeons from clubs in the lower North Island, along with birds from the Blenheim club, competed in a race from Christchurch on Saturday. The first Blenheim pigeon home was from the loft of Donald Morrison, Spring Creek, second and third positions went to the father and daughter loft of Carl and Sindy Kirkwood. Two birds lead the flock home by more than 10 minutes, a sizable break. Results from Ashburton 26 September the racing pigeons belonging to Carl Kirkwood of Spring Creek recorded their third win in a row. A distance of 326 km, had all the signs of being very fast with a gusty south-east wind aiding the pigeon flock on their journey home after a 7.30am release.

Carl’s first pigeon completed the distance in 3 hours 34 minutes and recorded a speed of 1520 meters per minute. A very credible second place to Donald Morrison also of Spring Creek, 1518 mpm. These first two birds were 6 minutes ahead of the next pigeon owned by Donald’s wife Shirley, 1474 mpm for third place. Results from Christchurch on 19 September. Pigeons to the Kirkwood loft at Spring Creek were once again ahead of the flock with young Sindy Kirkwood’s pigeon completing the 242 km journey in 2 hours 37 minutes 1541.69mpm. Her father Carl, was second only 3 seconds behind with a velocity of 1541.20 mpm. Donald Morrison having a repeat of last weeks race by finishing in third position 1537.72 mpm.

‘Dr Bray’ back in business By Jacob Page Blenheim MMA fighter Brayden Graham was back at training on Wednesday for the first time in more than a month after he was diagnosed with post concussion syndrome. He suffered the injury while winning a bronze medal at the International Mixed Martial Arts Federation World Championships of amateur MMA in Las Vegas in August. The man dubbed ‘Dr Bray’ competes in the flyweight division and has a world ranking of 27. He says it has been a hard few months. “It’s been a struggle in many respects with this concussion. “I’ve been battling fatigue, blurred vision and a bit of memory loss. “It’s a strange injury and it’s hard

to treat because it’s not like a black eye or broken arm.” After getting clearance to begin light training again, Brayden has returned to training under Marcelo Lopes at his training centre. He says during his time out he’s been able to train rookies towards their own debut fights in the sport. “I’ve been doing some coaching and learning myself while teaching others which is quite exciting. “I’m hoping it will make me a better all-round fighter.” Brayden says he is keen to get some gold around his waist soon but is planning a slow build back to the world championships in Las Vegas next year. His world ranking is protected until the next major amateur MMA event which is likely to be in Europe before the end of the year.

Hunt to return to Makos

Former Nelson College rugby star Mitchell Hunt is returning home from Auckland next season after this week signing a three-year deal with the Tasman Rugby Union. Hunt, 20, has also signed with the Crusaders for next year’s Super Rugby campaign, having headed to Auckland in December 2013 to join the Auckland Rugby Union’s high performance squad.
