Colourful end

By Cathie Bell Rapaura School pupils had a colourful end to the school week last week with a cultural day finishing up with a version of the Indian ‘Holi Festival’. Students threw colour powder at each other and their teachers at designated spots on the school’s grass fields. Special targets were teachers Phil Funnell and Chris Valli who were thoroughly coated in colours. Judging by the smiles through the colours, everyone enjoyed the experience. Rapaura School’s year 6 teacher Phil Funnell and year 3-4 teacher Chris Valli were the targets of a lot of colour powder.

New gateway to town proposed By Cathie Bell A new entry sign to Blenheim will be in place by summer when State Highway One to Kaikoura is expected to be open again. The Marlborough District Council’s assets and services committee yesterday unanimously approved spending $120,000 on a coreten steel sign opposite the Riverlands Industrial Estate to mark the ‘gateway’ entrance into Blenheim from the south. Once that is built, the council will look at two other signs to match it at Westwood and by the Opawa River bridge north of Blenheim. The work was produced by a consultant working for the Marlborough Landscape Group, looking at making the entrance to town more attractive in response to submissions from the public. The main backer of the scheme, John Maffey, says he’s delighted there is finally going to be action in installing ‘gateway’ signs but he says that’s only part of the issues. It is also important that landscaping

work be done too and that grass is mowed and vegetation cut back to keep it tidy and not ‘unkempt and rubbish-strewn’ as it is now, he says. Council staffer Robin Dunn says there is also funding of another $200,000 to do that work and to plant trees and green space along the State Highway through to where it joins Main Street up to the roundabout. He says the ‘gateway’ concept captures Marlborough’s cultural and natural elements, its history and identity drawing on the landscape, hills, river and native plantings for inspiration. The sign will be made of corten steel panels with laser-cut silhouettes of flax, ridgelines and the river, with river rocks from the region and flax plantings, along with lighting and irrigation. The concept has been welcomed by councillors and approved unanimously, with Jamie Arbuckle saying he is ‘really pleased where we’ve come to on this’. Council budget decisions to keep rate rise low By Cathie Bell Councillors have turned away requests for funding and held off on some projects to keep its overall rates increase down to 2.48 per cent. The Marlborough District Council met on Monday to consider its budget for next year and after a day considering submissions from across the community, councillors agreed to add only a few new projects to the spending programme for next financial year. Much of that will be from extra revenue earned from council forestry, not from rates, Marlborough mayor

In some cases, rather than handing over funding, Council will simply be assisting groups to refine their budgets or to look for other funding sources.” One of the biggest projects to win council support was the Queen Charlotte Yacht Club which wanted up to $400,000 for a replacement clubhouse in Picton. Council has agreed to provide $270,000 with a funding agreement which sets conditions relating to other funding sources and specifies milestone payments. Councillors agreed to

$50,000 support in principle for the Coastal Pacific Cycle Trail, and the Flaxbourne Settlers’ Association is to get $10,000 for a feasibility study to replace its earthquakedamaged museum. The Millennium Art Gallery operating grant is to increase by $42,000 a year, and an extra $65,000 is earmarked for the council’s new Heritage Strategy. The South Marlborough Landscape Restoration Trust’s wilding pine removal programme is to get annual funding of $30,000, and a one-off grant of $23,400 is to pay for a fixed-term project manager

College consultation starts By Cathie Bell Blenheim’s secondary schools are to ask the community about what future students need to learn about as part of the work being done for the colleges’ co-location. The Government has agreed to fund a new site for Marlborough Boys’ College and Marlborough Girls’ College to move to in four years’ time, and the colleges have started a project to understand the district’s values and priorities for secondary education so they can adapt and plan for current and future learning needs of the students. Project leaders Jo Chamberlain and Michael Heath say that as part of that work, they are meeting with key stakeholders this month. They are to hold a workshop with community, iwi, and industry representatives in the last week of June, with public consultation to take place in the third term. A discussion document will be

They hope to have students involved in the design too, including those who are primary school students at the moment but who will be in the first cohorts to go through the new colleges, he says. “It would be fantastic if a primary school pupil could enter an idea and when they arrive at school, they could see some of those elements incorporated in the school.” Both colleges have former students with ‘really strong connections’ to the schools’ physical spaces as they are now, and that needs to be included too, Michael says.

The Interislander ferry service has cancelled sailings today because of bad weather. Sea conditions in the Cook Strait were forecast to be exceptionally poor until Thursday morning with swells reaching a rollercoaster six metres. While it hoped to resume sailing tomorrow morning, all new bookings are presently suspended through to Friday.

Winter driving risks The NZ Transport Agency says drivers need to be extra vigilant, with wintry blasts expected to affect roads and driving conditions, including up to four centimetres of snow predicted to settle on parts of the alternative route to Christchurch. Transport Agency Journey Manager Lee Wright says the MetService are advising of snow showers, rain, high winds and high seas in many places and contractors will be gritting shaded, ice-prone areas. Motorists should keep speeds low and be prepared for very cold weather especially if they’re travelling the alpine passes.

Reunion call out By Glenise Dreaver Shirley Timms is too young to remember the St Joseph’s Primary School’s 50th jubilee in 1964. She was still a preschooler, she says, so ‘it just passed me by’. Preparing for a reunion to mark the two-pupil school’s looming closure, she found the jubilee booklet in the Picton museum. She also discovered a photograph of her war hero uncle Frank Beech as a pupil and her dad, Max Beech, is mentioned as having given a speech too. It was a real boost for Shirley who has also discovered that long-serving school secretary Judith McManaway has all the school’s rolls back to 1947, which will

help in tracing ex-pupils. Held in March the ‘Fundraising Spectacular saw Canadian jazz musician Mike Field and opera diva and entertainer Helen Medly take the stage at the ASB Theatre for a night of comedy and music. The event was driven by Alzheimers Society Marlborough committee members

Liz Anderson and Barbara Guillemot, and its success has been attributed to their efforts. “Not only were the concert and auction a successful fundraiser, but it also raised the awareness of dementia and the role of Alzheimers Marlborough in the community,” chairperson Diane Tolley says. “Proceeds will go towards maintaining the society’s existing services and ensuring we can meet the increasing demand for support for people affected by dementia.”

Zonta award for student Blenheim woman Laurie Duncan has been awarded this year’s Zonta award for Young Women in Public Affairs. Zonta president Clare Pinder says Laurie is an excellent candidate for the award, which recognises young women between 16 and 19 years of age who demonstrate a commitment to leadership in public policy, government, and volunteer organisations. “Laurie clearly shows these attributes through her commitments to her school life and voluntary work for St John. “She is also involved with local youth groups and will be participating in a mission to Vanuatu to assist women and girls through the Oasis Church.” Laurie received a certificate and $500 from Zonta, which is an international professional women’s organisation.

Receiving the award means ‘an incredible lot’, Laurie says. “It’s not only recognition to me for my community service, but shows that if you stand up and get involved, you can totally make a difference. “Different people have different struggles, and some people find it harder to stand up than others. With community service, there’s so much to do for a wide variety of people, there’s always something to do for people who want to take part.” Laurie is a Year 13 student at Marlborough Girls’ College. She thinks her prize might go towards her university study next year, or towards the Vanuatu trip in July, where her church group is helping villagers relocated after Cyclone Pam.

Minister sells budget By Cathie Bell Finance Minister Steven Joyce was in Blenheim yesterday, selling his first Budget. He told business leaders at a Marlborough Chamber of Commerce breakfast event that the economy is in pretty good shape, with new jobs being created and near-full employment in the South Island. Infrastructure capital spending is to double, $812 million of which is on re-opening State Highway One south to Kaikoura and Christchurch. Family assistance has changed, including lifting tax thresholds so that the 30 per cent tax rate kicks in at $52,000 from next April. “That will be the median wage as of next year, and I don’t think anyone earning less than the median wage should be paying 30 cents in the dollar in tax.” Median wage means there are as many people earning above that rate as there are earning under it.

Accommodation supplements have also increased, which will have a big impact in Blenheim, Steven says. Not only has the amount increased, but Blenheim has moved into a higher category, with increased rates, he says. Steven says the Government is tackling the housing shortage in places such as Marlborough in different ways. Here, the Ministry of Social Development is looking to buy a motel in Springlands to provide emergency housing for people who have been unable to find rental accommodation, and he says that is happening in ‘a few’ places around the country. He says the council should undercut developers holding onto sections by freeing up more land to reduce prices and encouraged more in-fill housing, saying some sections with two houses now could easily hold four townhouses.

Dear Ed, Re Friday June 2, page 3. Council asked to provide BMX track in Blenheim by 12 year old Axel Allan. I do hope this is approved without delay. It is so obvious that money is no problem to purchase any land or property that the ‘council gods’ fancy. Twenty eight years ago Blenheim had a brilliant national standard, fully-functioning BMX track with permanent toilets, track lighting, starter gate with lights and ample car parking. We hosted the NZ Summer Nationals here in Blenheim. Myself and many other locals of all ages donated time and money, including financial grants from Westpac Bank. Why did Riding for Disabled receive priority? Ask the Marlborough District Council. Hence BMX track and facilities bulldozed out. Shame on you MDC. John Moran

Dear Ed, On the topic of the need for emergency accommodation, more rentals and housing for RSE workers, it got me thinking. The college sites could be converted into mini villages for RSE workers. Each classroom could be converted into living quarters as twin share or more depending on size. There are bathrooms already, there just needs to be showers added. Cooking facilities are either already available or can easily be put in. This way the Ministry of Education can still make money from weekly rent fees and jobs can be created for locals by way of ‘village supervisors’ etc. This would then free up rentals for local families. I’m sure this has already been considered, but I’m curious to see what other people think. Stan Blenheim

Litter is a big problem Dear Ed, The answer to your littering in Marlborough is a huge big YES!!! Like a lot of other residents who take pride in our province we have picked up other people’s rubbish and recycling for years. We wish we had kept track of the kilos over the years, it would be staggering. The most annoying thing about it is most of it is recyclable, so why do property owners, residents and renters leave papers and rubbish outside their properties. Newspapers and recycling blown out of bins is the biggest problem at present, (will be great to get a Wheelie bin supplied). We live near Casey’s Creek on Old Renwick Road and the rubbish that has been thrown in the creek over the years is disgusting. We have hauled some out at times but you need waders and the proper gear to retrieve it safely. We noticed in the paper about illegal dumping of rubbish near rivers and places that are concealed to casual eyes going past. This is totally unbelievable. We are all supplied with rubbish bags and really it is not that expensive to go to Green Fingers or the Transfer Station, even the Resource Centre shop may be able to recycle some. Is it people who are out of the boundaries for bag suppling? Do these people know what a conscience is? On the other hand when we were out and about on Monday 5th, all the council bins in the areas we visited where overflowing and bags of rubbish left on the ground at the bottom of the bins. Realise it was a public holiday but this sort of problem leaves the area wide open to animals scavenging. If there should be a positive out of this problem it is that when our children where younger and pocket money was crucial, they religiously picked up glass bottles and aluminum cans which turned into a very profitable pastime. Perhaps this should be re-instated, at least it would educate people to hold the rubbish instead of just dropping it. Mayfield School has a crate for cans. The Picton Flower Ladies at last week’s thank you lunch.

Lunch gifted to Flower Ladies By Glenise Dreaver Thirty-six of Picton’s 60-plus Flower Ladies attended a thankyou luncheon at Endeavour Park stadium on Thursday. Linda Grace and Penny Dawson of Quest Catering donated the lunch to thank them for the work the group does in promoting Picton to cruise ship passengers. The occasion celebrated the successful conclusion of the scheme’s twenty eighth season and co-ordinator Yvonne Rigby has been there from the start. She and fellow coordinator Margaret Frisken well remember the early seasons when the arrival of 900 passengers on a cruise ship was a huge number. Now massive liners regularly berth at the port, with over 4500 passengers aboard. “More people than live in this town,” Yvonne says. This last season, 38 cruise ships came in with some 75,000 passengers aboard. The Flower Ladies have made free corsages for half that number,

offering the men pins designed by Richard Briggs. They are already braced for the first liner of the 2017-18 season on October 9, with 43 visits and 91,000 passengers expected. And each year, the Flower Ladies give back to the community their donation from Port Marlborough. It has become a tradition that ten local children, selected in consultation with the Public Health Nurse, are given a week’s holiday at Kiwi Ranch. Other local causes have also benefitted, including The Youth Bike trail on Victoria Domain, Queen Charlotte College pupils involved with Riding for the Disabled, Picton Kindergarten and young sailors Louie Poletti and River Hopkins to assist with travel expenses for their Noumea trip. Others to benefit are Waikawa and Picton schools, Cactus Picton, Picton Alzheimer’s group, Mainly Music, and the Picton Resource Centre.

New bus shelter Construction of better protection against biting wind and showers for travellers at Blenheim’s railway station is underway, applauded by the Blenheim woman who has lobbied for a new bus shelter there. Council Assets and Services Committee chairman Terry Sloan paid tribute to Judith Kerridge, past president of Friendship Force Marlborough, which has pressed Council to provide better facilities for bus travellers. With so many buses now pulling in each day, Judith says it is time for a shelter that offered more protection than the existing railway station platform. Terry says it has taken some time to get the right design. “We want to treat our visitors well and there’s no doubt it will be more comfortable for people waiting to catch their bus connections if they can get under shelter with their luggage,”

he says. The reinforced glass bus shelter is being built next to the northern end of the railway platform where the buses pull in and out via Dillon’s Point Road. People are asked to be patient as access to the northern end of the railway station carpark will be limited while the building is underway. While the shelter is being built, the bus stop will be temporarily relocated to the parking area near the I-Site. Councillors allocated a budget of up to $300,000 for the project in a previous annual plan but the construction was affected by last year’s earthquakes. KiwiRail has allowed encroachment onto their property to facilitate this community project, Council economic, community and support services manager Dean Heiford says. Construction is expected to take up to eight weeks.

one on one with the Sun

Honoured by the Queen Des Ashton has lived in eight countries, but Blenheim is home. He tells Cathie Bell about the work that has earned him recognition from the Queen. Des Ashton has a view of Marlborough Airport from the large sunny deck on his elevated Fairhall home. It’s fitting because that airport has been the base for a lot of his work that last week was rewarded by the Queen with an officer of the New Zealand order of merit honour in the Queen’s Birthday Honours List. Des was one of four Marlborough-based people to be honoured. In the citation with the list, it says he received his honour for services to the New Zealand Defence Force and aviation. He was the Defence Ministry’s deputy secretary acquisition from 2008 to 2016, during which time he had responsibility for delivering one of the largest Defence acquisition programmes in New Zealand. This covered 16 projects at various stages of development with a combined final contract value of NZ $3.5 billion, including the upgrade of the Air Force’s C-130 Hercules transport aircraft to keep them in service, the remediation of the Navy’s seven Protector Vessels, the upgrade of the Air Force’s P3K-2 Maritime Patrol fleet, and most recently the acquisition of new maritime helicopters for the Navy. His background is as an air force engineer, and he has also been Safe Air and Port Marlborough’s chief executive. During his lifetime, he has lived in eight countries, and his career has taken him to as many, but Marlborough keeps a hold on him. He first came here when he was 13 years old, hitch-hiking during the school holidays with a friend from boarding school, and returned when he joined the air force. He’s had jobs here, but even when working in Australia and Wellington, he commuted weekly from his home in Fairhall. It’s not that uncommon, he says. “There’s an awful lot of people who do that each week, on Air New Zealand and Sounds Air. There are more than you think, I reckon there would be 60. He says it costs a bit to do it, but it’s quite convienient. “I like it here. My boys went to school here, the youngest was born here. “I’ve lived in eight countries since I was a little kid. This is, I reckon, a really good place to live. It’s nice and easy to get around.

“It takes 10 minutes to get to the airport and the weather’s good.” Commuting does have its drawbacks, Des says. “A whole lot of chores get out of hand, and my wife has had to put up with me not being here.” But it opened up a world of interesting work opportunities which ultimately led to his ONZM.

“Des was one of four Marlborough-based people to be honoured.” That honour was a surprise, he says. But he puts it down to teamwork, and the award is a mark of the quality of the teams he was part of, he says. “It’s about the team of folks I work with. Most people would say, you don’t achieve things or not achieve things through your own efforts. “I’ve been really lucky with all the folks I’ve worked with over the years. “Living in Blenheim, there is not a day I don’t go to the shop or the airport and not meet someone I’ve worked with over the past 20 years or so here.” While his speciality was the Skyhawks, Des has worked with many other projects, many of which were based here, such as the Hercules upgrades. His last job, as deputy secretary acquistions at the Ministry of Defence, he ‘really enjoyed’, he says. “There are some great people in that organisation… some very clever, hard-working folks in the ministry, in the Defence Force, and the industry as well, both locally and internationally.” Des says he was privileged to work for two ‘very good bosses’ as secretary of defence during his time at the ministry, along with three chiefs of defence force and four ministers of defence. “Not every project went absolutely to plan, there were plenty of challenges to deal with, and quite big dollars. It was very interesting work.”

Destination Marlborough ran its annual ‘Big Day Out’, starting last Friday with a gathering for local businesses to pitch their offerings to the tour operators. It was also the first week for the regional tourism organisation’s new general manager Jacqui Lloyd, who has taken over from Tracy Johnston. Tracey finished after eight years at Destination Marlborough on Friday. She says the day provides one-on-one meetings with each of Destination Marlborough’s trade team marketing partners with the tour operators, who cater to international visitors using a travel agent to plan their New

Music therapy for quake kids By Cathie Bell Music therapy is being used in Ward and Seddon Schools to help children adjust after the earthquakes, and a big donation from Rotary’s Australian clubs has helped get the therapy started. The Creative Kids Trust was approached by the Rotary Club of Blenheim South to provide support by introducing music therapy and both schools were keen to have music therapy groups running as soon as possible and expressed a desire that the intervention be a longstanding programme. Blenheim South Rotary president Marge Scott says the club is ‘thrilled’ to be able to provide the $40,000 funding so quickly so that this vital programme could immediately commence. Creative Kids founding director Liz McKay says the trust is delighted to have introduced a weekly programme of three Music Therapy sessions in the Seddon and Ward Schools recently. Seddon School principal

Tania Pringle says music therapy is a fantastic opportunity to provide the students with the tools to deal with the anxiety and stress that comes from any major event, not just earthquakes. “The hands-on approach of music therapy appeals to children of all ages and provides them with a constructive pathway to develop resilience and a positive mindset. “Seddon School appreciates the opportunities the Blenheim South Rotary and the Creative Kids Trust given us by supporting this programme in our school.” Ward School principal David Sullivan says the earthquake was a traumatic event, magnified by the persistent aftershocks and long-term negative effects upon families, with some students significantly affected by these events. “The music therapy sessions provide a wonderful additional programme and environment for our younger students to explore their thoughts and feelings.”

Expo back for more fun this Sunday This Sunday will see a celebration of all things parenting at the Marlborough Lines Stadium 2000, and everyone is invited to attend. It’s the annual Parent & Child Expo run by the Marlborough Parent Centre (MPC), which will feature 46 sites with everything from retail and childcare providers, to children’s activities and demonstrations. The expo runs from 10am till 2.30pm, the cost to enter is $2 per person and under 14-year-olds are free. The first 350 people through the door will receive a goodie bag, so make sure you get there nice and early.

President of the MPC Rebecca Toms says there’s always a lot of work that goes into organising the expo, and she hopes everyone will enjoy what will be on offer. “Families and expectant parents have always enjoyed attending the expo, and it’s the perfect opportunity for grandparents and family members to find neat gift ideas.” The expo is a major fundraiser for the MPC which is volunteer-run and provides a wide range of courses for expectant and new parents, so the funds are channeled into continuing these services as well as providing permanent premises.

Fergus Reed was intrigued by the miniature St John Ambulance at last year’s Expo. There will be plenty of interactive demonstrations for the whole family to enjoy.

Kids zone area activities No Parent & Child Expo would be complete without plenty of fun for children. There will be a Kids Zone set up with two bouncy castles, a Bunnings kids craft/DIY area, face painting and a Toy Library area. There is a colouring competition thanks to Mark Stevenson First National Real Estate. Chef’s signature style Chef Doug Powell took over the head position last September and to date has had great success with the menus he has created. Originating from America, Doug began his career at the age of 15 working in New Jersey restaurants. He moved to New Zealand, studied then received a large chunk of his hands-on training at a fine dining restaurant specialising in classical style french cuisine. “This was grass roots French cooking and it formed the foundation of everything I do... it’s my signature style,” he says. He moved to the South Island and worked at a number of restaurants in Christchurch, Queenstown and Milford Sound before coming to Marlborough four years ago. While in Christchurch Doug worked at The Vineyard at Rossendale, a high end casual dining restaurant where wine was an important part of every dish. This has proved to be hugely valuable and now plays an integral role in the menus he creates. “I work with a lot of awesome wines and to be honest, I’m in wine heaven here in Marlborough,” he says. Being launched today Doug’s new menu enhances the changing seasonal ingredients, produce and of course showcases his signature classic French technique. “I’ve created a unique blend of classic American food I grew up with, with hints of Italian, Thai and French cuisine. “The goal is to bring together fresh local produce and a fusion of great flavours,” he says. Examples of entrees range from Thai Mussel Chowder and Cider Roasted Pork Belly, through to Seared Scallops on a Pumpkin Puree and Lamb Koftas. Dressage returns to park

T he Ma rlborough Equestrian Park near Bothams Bend is now ‘back to normal’, park operators say, and the Marlborough Equestrian Barn Winter Series dressage event was held there during Queen’s Birthday weekend. Spokeswoman Caroline Houghton says there were some very good results in all classes, and the event was again well attended at the lower levels. “ T he Ma rlb oroug h Equestrian Park is now starting to revert back to normal, following November’s earthquake.” The park was damaged by the 7.8 magnitude earthquake, but with work from local business and ‘tireless’ volunteers, it has been restored, she says. Blenheim man David Vernon took overall line honours in the Mount Vernon Grand Traverse and associated events last Sunday, followed home by Robbie Barnes and Tom Booth. Megan Craig won the women’s section for the second successive year with a time of 1hr 23min 31sec ahead of Robyn Deane and Kerry Semmens. In the 11km Fun Run/Walk, Gus Marfell finished ahead of Dave Grono. Emily Dalton claimed third place overall and a new women’s course record of 1hr 00min 09sec in the process. The Kids Challenge was won for the second year in succession by Connor Pugh just ahead of Jorja Bacchus who also claimed her second successive title in the girl’s race. Michael James, Matthew Hall and Dylan Gibson rounded out the top five overall places. In total, 183 competitors crossed the finish line at the Wither Hills Farm Carpark. Boys’ basketball building up By Cathie Bell Marlborough Boys’ College’s junior and senior basketball teams are building up to national secondary schools’ tournaments in September. The two teams have the junior secondary schools’ tournament in Ashburton from September 1 to September 5, and the senior secondary schools’ tournament in Dunedin from September 5 to September 9. Manager Eva Francis says the teams are looking for sponsorship from local businesses to help them get there as the cost is about $7000 Marlborough Boys’ College senior basketball team. which includes entry fee, accommodation, travel and food during the tournament. “Any assistance would be greatly appreciated.” The teams are focussed, she says, practising diligently every Sunday for an hour and a half at the school gym under the guidance of coach Tony Macdonald, and players also train 6.30am to 8am weekdays at Stadium 2000. Mid-winter swim Marlborough mayor John Leggett has backed out of taking part in this weekend’s Midwinter Swim in Picton, but may attend as a spectator. More FM’s Midwinter Swim is this Sunday June 18 at the Picton Foreshore, with registrations opening at midday and the swim is at 1pm.
