By Damian George Marlborough district councillor Jamie Arbuckle says allegations of corruption in council relate to more than just the tendering process which is to be investigated. A new commissioner was appointed on Monday by Marlborough mayor Alistair Sowman to head a review into the concerns, after Cr Arbuckle was not happy with the
original appointment of Richard Fowler. Although Cr Arbuckle is comfortable with the appointment of Auckland lawyer Denis Sheard - who, unlike Fowler, has no previous ties with the MDC - he is not pleased with the issues Mr Sheard has been employed to investigate. “The allegations to me cover the whole council,” he says.
“To specifically say the tenders [are the issue] excludes a whole lot of people.” Cr Arbuckle says he is also disappointed he had no input into the “terms of reference” given to Mr Sheard, as he was the one who raised the allegations in the first place. “The brief needs to be wide enough so the people in the community can voice their allegations.” Continued Page 3.

Pak’nSave all go The recent spate of Christchurch earthquakes have not had any impact on the progress of Blenheim Pak’nSave. Foodstuffs property and retail development general manager Roger Davidson says construction of the supermarket at the Westwood Park retail box development site is still expected to begin in October. “We are currently working
through the final design of infrastructure to service the site and are commencing architectural drawings,” he says. Mr Davidson says Blenheim Pak’nSave, which will be locallyowned and operated, will enable locals to experience cheaper grocery shopping than other towns throughout New Zealand. He says the store will be similar in size to Wainoni Pak’nSave in
Marlborough Nelson shuttle to be trialled A patient shuttle bus service running between Blenheim and Nelson will be trialled in the next few months, the Nelson Marlborough District Health Board [NMDHB] announced Monday. The shuttle will ser vice Marlborough patients who have appointments at Nelson Hospital and have no other means of travel. Overnight accommodation will also be provided when needed. “NMDHB has a strong focus
on improving the patient journey and has a number of initiatives to improve the patient experience when patients from Marlborough come to Nelson Hospital,” NMDHB general manager of corporate services Nick Lanigan says. Mr Lanigan says transportation and accommodation needs will now be a higher priority in discharge planning for patients from Marlborough. “This means that if there is a better option for the patient re-

That most iconic of World War Two fighter aircraft is set to appear at the Classic Fighters airshow at Omaka this Easter weekend, with not one but two freshly restored Spitfire planes to streak through the skies of Marlborough. Spectators at the last show airshow in 2009 were treated to the international debut of Brendon Deere’s Spitfire Mk.IX, restored in the original markings displayed when flown by his uncle, and Battle of Britain survivor, Alan Deere. This year, Classic Fighters patrons will witness another significant debut, when Doug Brooker’s rare two-seat Spitfire Tr.IX, makes its first appearance at a major New Zealand airshow. Doug’s Spitfire has been finished in the colours of an aircraft flown by another famous Kiwi ‘ace’, Colin Grey. A spokesperson for the event says, if all goes to plan, both planes will fly together for the first time in public during the event. The spokesperson says bringing the two aircraft together in the skies over Omaka Airfield will be even more significant as Alan Deere and Colin Grey were best friends for much of their lives, serving as ‘best men’ for each other’s weddings. “So it will be quite something to reflect on these two great aviators as we witness their two Spitfires flying alongside each other for the first time in over six decades.” The spokesperson says organisers are “thrilled and privileged” to be able to showcase the debut of both planes flying together.

Arbuckle right to request outside help - former councillor By Damian George Another former councillor has come out swinging for Marlborough district councillor Jamie Arbuckle. Cr Arbuckle created a stir recently when he objected to Marlborough mayor Alistair Sowman and council CEO Andrew Besley appointing the commissioner to look into allegations of corruption in council. He says Mr Besley should have kept out of the appointment process, and called for a government official to do so instead. Pat O’Sullivan, who served on the local council for just over one term, says Cr Arbuckle was right to take the matter to the top. brake specials rear brake shoes By Celeste Lodewyk Centenarian Bob Bowen has spent much of his 100 years sharing his humour and quick wit, so it was no wonder that his birthday celebrations last Thursday were filled with laughter and fond memories. Bob who was born on April 14, 1911 has led a very interesting and productive life. It was these stories of Bob’s travels, experiences and accomplishments which were celebrated last week. A retired carpenter, Bob was born and raised in Dunedin and comes from a long line of carpenters. He worked for a period of time in the north of Australia building bridges to withstand floods before returning to New Zealand where he worked on the Manapouri Dam and the Homer Tunnel. After retiring Bob remarried and his new wife purchased a motorhome and toured around the North Island for two years. During this time Bob met a Maori woman who taught him the traditional art of bone carving, a skill he fell in love with and took back to Invercargill where he took up Greenstone carving. His talent was soon recognised by the Invercargill City Council who approached Bob for some of his jewellery carvings for staff to take to their sister city in Japan as gifts. “This was a huge honour for him and something he has always been very proud of,” said his daughter June Bowen. Prior to celebrating his 90th birthday, Bob moved to Blenheim to be closer to his family and has since moved into Waterlea Resthome, where everyday he delights staff and residents with his humour and jokes. “An example of his humour, we have been talking about him receiving a telegram from the queen for his 100th birthday, to which he quickly replied I might do if she lives that long,” June laughed. Bob celebrated twice last week, on Thursday when the Sun visited, Bob was sharing banter and chocolate gateau with close family and rest home residents, and again on Saturday celebrations continued as four generations of family came together to mark the momentous occasion.

A clean effort From comic store to ministry A team from Westpac Blenheim, Wairau Valley School and the Sir Peter Blake Trust has done its part to help ensure the gems of New Zealand, like the Wairau Valley Stream, stay intact for future generations to enjoy. The group held a waterway clean up as part of the Sir Peter Blake Trust’s ‘Care for our Coast’ programme at Wairau Valley Stream last Wednesday. Blenheim assistant bank manager Carly Deller says the Wairau Valley Stream is one of the region’s best assets and it’s important the community gets involved to help preserve it. “It’s important that our kids, and eventually their kids, get to experience New Zealand’s wonderful outdoors, especially spots like Wairau Valley Stream. That means we can’t treat the environment as a giant rubbish tip.” She says plastic and other inorganic waste is disastrous for birds and wild animals, which can get entangled and end up entangled or choking, as well as human health and some commercial industries. Westpac aims to pick up 800 pieces of rubbish per clean up to reach its target of one million pieces in four years. In the last two years, it has held 665 clean ups, equating to 537,880 pieces of rubbish around the country.
By Damian George Two years ago, Palmerston North man Ian Boddy was running a comic book store, now he is the new minister at the Blenheim Methodist Church. Ian finished his two years of distance learning through Auckland’s Trinity College last year, and has been stationed in Blenheim since February. “I’d always been a church-goer and always had it in the back of my mind that I might one day go into ministry, but I avoided it for a long time,” he says. “When we came to Blenheim last year to meet the people - me and my wife Jeanette - we were very happy.” Just as he was not always involved in the ministry, Ian has not always been a Methodist either. “I was Anglican. I left that to join a Methodist group who had set up their own little house group discussing things like the Vietnam War, apartheip, racism, sexism, all those sorts of things,” he says. Ian will spend nine months of the year in Blenheim and three months in Picton, which has a combined service for both Methodist and Presbyterian religion.

Experience of a lifetime By Damian George Completing a seven-hour trek across Mount Tongariro was how a group of Fairhall School students spent their Saturday earlier this month. The 78 year six, seven and eight students, along with 19 parents and four teachers, returned to Blenheim on Thursday after spending a week exploring the Tongariro Naitonal Park as part of the school’s ‘Education Outside the Classroom’ programme. Among the activities undertaken during the week was the seven-hour Tongariro Alpine Crossing Track, which the students had been conditioning for since the beginning of the school year. “We’ve had a huge amount of build-up in terms of practise tramps for this,” Fairhall School principal Steve Crockett says. “We went up Wither Hills and around Ben Morvan Track, just ensuring that students are fit enough to carry out a seven-hour hour walk.” The week-long camp was part of the school’s term one focus on “risky business”, teaching students about risk
management and safety awareness. “It was really good for them to see other people who weren’t prepared, walking up the mountain in light shorts and trousers, and cotton,” he says. “There was an expectation on the students of safety walking along narrow tracks and steep cliff faces and so on.” Several other walks of a less arduous nature are completed during the trip, but this year’s group chose to tackle the big one on the first day as conditions were at their best. “I’ve been lots of places overseas and to see your own country...it’s something I would never imagine doing,” year eight student Illesha Dennis, 12, said. “I love the fact that we were climbing in active volcanoes ‘cause that’s obviously a chance that you would not get very often.” Year six student Libby Grigg, 10, says the highlight of the trip was the views of the natural beauty the park offered. “When we went past the Emerald Lakes, I’d never seen anything so green in a lake.”

We make it a quiet morning at home. I wouldn’t like to see Anzac day dissapear or become commercial.
I take my poppy and place it on the plaque on the Clock Tower in Seymour Square with Blue Tack. It is a day of memories.
It’s just a normal day at home for us as my family wasn’t involved in the wars, but we realise and understand what it means for others that were involved.
We don’t do anything special,but I do think about what people have done over the years and times.
If my wife’s not working (as she works overseas at times) we visit my fatherin-law’s grave.

Dear Ed, Talk of council officers being corrupt I believe needs to be substantiated by hard facts, and claiming that there has been talk of corruption just isn’t acceptable. Councillor Arbuckle’s allegations have potentially placed the relationship between the council and its staff at risk, and are very unhelpful to all parties. As the allegation has now been made very public, the council management of course have no choice but to launch an independant full investigation with all the costs that
it will entail. The allegation it seems involves the way in which council handles the tendering process, and that it is perceived to be corrupt. The real issue at heart here is not corruption, but good sound, consistent and transparent council processes and ultimately, accountability to the stakeholders the ratepayers. As such I believe that the terms of reference be widened to include a full review of all the councils governance, and processes so ratepayers can be completely assured and confidence can be restored.

Dear Ed, Correct me if I am WRONG, but, I thought we were in a depressed economy here? I was under the impression that “WE” had to help Christchurch rebuild? Is Blenheim falling down? Are people out of jobs? Homes gone? Mr Sowman says the only cost to the ratepayers will be $9 per year to support his theatre? And how does he plan on
repaying the building loan? Without hitting on the ratepayers again? Perhaps Mr Sowman would care to explain why our rates jumped 45% last year! Did his? How many white elephants does Blenheim need? He has no clue as to how we ratepayers exist and doesn’t care! I would like to hear him scream “IF” he had to exist on $20,000 a year.
Transparent, robust processes and therefore accountability are critical in any organization. I believe this investigation can do no harm, and possibly bring to the fore improvements that can be implemented. Either way it is imperative that ratepayers have faith in, as well as trust that their elected representatives, along with council management are working cohesively for the good of Marlborough. I would hope that this issue will be dealt with in such a way that all parties can move on productively. David Lloyd

At 8.30pm, a 17-year-old male student was arrested for stealing batteries from Countdown.
At 12.10am, a 23-year-old male vineyard worker from Belgium was arrested for possession of an offensive weapon and threatening to kill after a domestic incident at a Grovetown address.
Wednesday, April 13 At 3.35pm, a 27-year-old unemployed man was arrested for allegedly stealing money from his employer. At 11.50pm, a 44-year-old female wool technician was arrested for trespassing after she allegedly refused to leave her ex-partner’s house following a domestic incident.
Thursday, April 14 At 8.20pm, an 18-year-old male cellar hand was arrested for possession of cannabis. At 11.25pm, a 30-year-old unemployed man was arrested for breaching two of his bail conditions: not consuming alcohol and not being in possession of cannabis.
Over the weekend... Four people were arrested for disorderly behaviour. They were: a 23-yearold male dairy worker, a 21-year-old male labourer, an 18-year-old male meat worker and a 31-year-old male cellar hand. A 27-year-old unemployed man was arrested for assaulting a woman, as was a 46-year-old male mason. Two arrests were made for theft. Three significant burglaries also occureed over the weekend. In the first, $11,000 worth of equipment was stolen from a commercial premesis in Blenheim, including a laptop, cash, cigarettes and two safes. In a domestic burglary, a Nintendo Wii, remote and games, Xplode Amp and Sub Woofer from a car were all stolen. The items were valued at approximately of $1000. In a second domestic incident, Muller garden tools were stolen from a shed.
Call for more riders When the 2011 Fairweathers Flat Track Series kicks off here in Marlborough in 11 days, all riders involved will share one thing in common – the pure enjoyment of riding. Organiser and local rider Brad Millar is currently calling for more local riders to participate in three event series which are set to take place on May 1, May 29 and June 19. “We have had a great response so far but it would be even better to have around 100 local riders competing. “The best part about this series is that it’s open to anyone wanting to give it a go, and we have kept the entry cost low to be affordable,” he says. A dedicated life By Celeste Lodewyk ANZAC Day would be one of the few public holidays on my calendar that I eagerly look forward to, not as a day off from work but a chance to honour the brave men and women who served at war for their countries. Breaking from tradition slightly, I have decided to focus this profile piece on a special lady who has dedicated a large portion of her life volunteering for the Returned Services Association (RSA). Renwick woman Betty Boyce has been a proud member of the Women’s section of the Renwick RSA for 45 years, offering support and services to ex-personnel and their families, as well as the wider community. Betty’s association with the RSA began after marrying her Renwick born and raised husband Lewis Boyce, who served in the Treasury Islands during World War II. Lewis was one of four brothers who all returned safely from the war, and was also at one stage a member of the Renwick RSA. After some “persuasion” from her mother-in-law, who herself was a member of the Women’s section, Betty joined and admits, from that moment on, “I never looked back”. The association of women with the RSA dates back to its beginnings around 1916. Women’s sections were officially established in 1942 to provide a support network for women and children of ex-servicemen. The Renwick section was formed in 1945, just after the war ended and took on a range of activities that included catering, entertaining, organising Poppy Day, and other fundraising ventures. Betty served a number of years as vicepresident before taking over from previous president Nola Yealands. From that moment on, Betty has continued to head the Renwick section and will this year celebrate 30 years as president. During this time, Betty says there were a handful of standout moments that today still manage to make members laugh. “I can remember when our section went to entertain a group of over-70-year-olds with a short skit about sheep. “We were dressed up in sheep skins crawling about the floor. I can’t remember exactly what we were doing but it didn’t get one smile from the audience,” she laughs. Another moment was when the Renwick RSA prepared to open its new hall, and received a surprise

visit from former Prime Minister Robert Muldoon. “It was a total shock as we never expected him to turn up,” she laughs. “Local resident Rata Harper had written to him inviting him to the opening, not expecting to come of course but he did. It was certainly a shock to us all.” With fond memories, friendships, and no shortage of laughter, the Renwick Section’s remaining 12 members plan to continue with their Poppy Day fundraising support as well as helping with ANZAC Day morning tea following Monday’s remembrance service. “The companionship of the other ladies has been wonderful and I look forward to seeing everyone again at the Renwick ANZAC Day service,” she says.

Marlborough homes wasting $788k in electricity costs Marlborough homes are wasting an estimated $788,121 in electricity charges by leaving their heated towel rails on all the time, according to statistics released today. “A lot of people leave their heated towel rails on 24 hours a day, or for much longer than they need to, says Stuart Ross of the Energy Efficiency and Conservation Authority (EECA). “It costs around $175 a year to run a heated towel rail, if left on all the time and most of that is wasted money, says Mr Ross. “Using a heated towel rail timer still delivers a warm, dry towel, but operating your towel rail for eight hours a day instead of 24 hours
could save you up to $115 a year.” There are an estimated 14,074 heated towel rails in Marlborough with many also installed during renovations or the construction of new homes every year. If all those heated towel rails had a timer, households could collectively save an estimated $788,121 annually in electricity costs. “A heated towel rail timer is fast and easy for an electrician to install, and we are encouraging people to get one if they’re buying a new heated towel rail, or the next time they need an electrician to visit their house,” says Mr Ross. “Making the most of the energy we use every day isn’t about sacrifice, it’s about doing things in a smarter way. Using a timer means you still get a nice warm, dry towel when you

One of our favourite things to do during winter is to light the fire or turn on the heater and snuggle up to it, keeping as warm and toasty as possible. How ever it is still important to consider the safety aspects as each kind of heating source can carry its own fire risk. To keep your family warm and safe this winter, here is some helpful advice.
Lighting the fire: Remember to put away the matches and lighters once you have finished lighting the fire. As an added safety aspect, teach children that all matches and lighters must be taken straight to an adult if found

Gas Heaters: It is important that when using a gas heater that you allow adequate space and ventilation around it. Objects, clothing and people should be over 1m away and clothing which may be hanging on a rack should be positioned well away from the heater. A gas heater guard is also a good idea to have when used by families with children.
Cylinders should always be positioned upright and when changing cylinders, make sure the valve is turned off before disconnecting.
Cooking: Watch for curtains, tea towels and oven mittens when using the oven as these could easily catch on fire in minutes. Cooking with hot oil can also pose a fire hazard, so when using the stove top make sure you do not leave it unattended. When you have finished, double check the oven and elements are turned off and if possible, turn the stove off at the wall.

This is the second year in a row that the store has supported the club. Last year’s sponsorship included training shorts for senior players, and this year’s was new balls for the junior and newly promoted premier team. On Friday Havelock ITM staff presented the club with a certificate of sponsorship and the balls. “We like to support local teams as they always appreciate the extra help when it comes to uniforms and equipment,” says Havelock ITM administration officer Janelle Saunders. “The club was very excited to receive the sponsorship and it gives them one less thing to worry about. Now they can get on with their season and continue to do well.” Each year Havelock ITM allocates a sponsorship budget which Janelle says the store uses to help fund local clubs and sports teams.

Poppy Day: Get involved
For over 85-years Poppy Day has been an annual event usually held on the Friday before Anzac Day, but because the day coincides with Easter Friday, this year’s Poppy Day will be held on Thursday, April 21. It is the most important fundraising appeal of the year for the RSA, providing funds specifically for the assistance of returned servicemen and women and their dependants in need. On Poppy Day, RSA volunteers throughout New Zealand offer red poppy buttonholes in exchange for donations to
the RSA Welfare Fund. The poppies are traditionally then worn on the left lapel for a few days, but especially on Anzac Day, to signify remembrance of the nation’s war dead and support for the valuable welfare work of the RSA. The association of the red poppy (The Flanders Poppy) with battlefield deaths as a natural symbol of resurrection and remembrance dates back to the Napoleonic Wars when poppies were the first plant to grow in the churned up soil of soldiers’ graves
in the area of Flanders. This connection between the red poppy and war dead was renewed over a century later on the Western Front during the First World War. To support the valuable work of the RSA, the public is being encouraged to make whatever donation you can afford on Poppy Day, or at any other time. Your great generosity enables the RSA to continue its vital welfare work. Look out for your Poppy Day Appeal collectors on Thursday, April 21.

Power boats to race at vineyard By Damian George The “best boats in New Zealand” will be on show this weekend when the New Zealand Model Power Boat Championships take place at Lake Pinot on Marlborough’s Ara Vineyard. It is just the second time the annual event has been held in Marlborough, and has attracted competitors from all over the country. “This year was promising really good numbers but, due to the [Christchurch] earthquake and current economy, it dropped down to a total of 26 entries,” Marlborough model yacht racer Dale Matthews says. “But the quality of the entries is extremely high. It really is the best boats in New Zealand.” Marlborough will have five representatives competing in the event, with seasoned racers Matt Gay and Graeme Haines set to be the region’s best chances of success. “Matt and Graeme are extremely experienced and hold a multitude of national speed records,” Dale says. Fellow locals Kerry Fyfe and Andrew McCaw are also expected to do well, while Dale himself is hoping to build on a solid showing in his first and only race in Christchurch two years ago. He gained two fourth placings and one third placing in various classes, and currently holds the naitonal speed record in the C1 and C2 classes, with speeds of 85kph and 96kph respectively. The event became defunct for several years in the early 2000s, before re-emerging in 2009 at Christchurch and then moving to Hamilton in 2010. This year’s race will comprise 26 classes, and 26

Remarkable year By Damian George Promising young tennis player Lily O’Fagan has capped off a remarkable year by being named the Marlborough Tennis Association’s Sportsperson of the Year at an awards ceremony recently. The 13-year-old Marlborough Girls’ College student finished her 12-and-under career ranked second in New Zealand, and was part of the Canterbury 12-and-under team which won the national title in Hamilton in January. With the club’s junior and senior singles titles and under-14 girls and women’s singles and doubles titles all under her belt, Lily also scooped the awards’ Outstanding Female and Top Junior prizes. After taking up tennis at the age of seven, Lily has climbed to “about 30th” in the national junior rankings, and now wants to creep even further up that list. “I want to make it into the top 20, then the top 10,” she says. “But my biggest goal would be to get a scholarship somewhere, maybe in the States ‘cause that’s where all the main ones are.” At just 12 years of age, Lily also became the youngest player to represent Marlborough in a senior tournament when she was selected for the Lucas Cup tie with Nelson in February. Her coach, John Gardiner, was reluctant to predict how far Lily could go in the sport, but says she has all the makings of a top player.
