Council will be guarantor Four councillors unhappy with decision By Annabelle Latz Mayor Alistair Sowman is not surprised that four councillors have opposed Marlborough District Council’s decision to act as a guarantor for the proposed Civic Theatre. He said councillors Trevor Hook,

Jamie Arbuckle, Jessica Bagge and Geoff Evans had been opposed to the guarantor idea at council level, before opposing the idea at a full council meeting last week. The council has guaranteed the $2.75 million loan for the

Marlborough Civic Theatre Trust, as it now waits for tenders to come in. “Marlborough District Council needed to guarantee the loans so tenders have confidence the theatre can be funded. If the council hadn’t guaranteed the loan, I imagine the

Last week’s meeting was to happen behind closed doors, but pressure from the four councillors resulted in the change to a public meeting. They received an email on the Tuesday evening, prior to Thursday’s meeting, stating this change. Cr Jamie Arbuckle was frustrated councillors only received the final pieces of information at the meeting. Alistair said this occurred because the move to change the meeting to a public forum had to be passed through full council on the day, and the last minute information was originally

intended for a closed meeting. “There was no new material at the meeting, they knew exactly what was coming up,” said Alistair. Jamie said it was not clear who knew and who didn’t know the meeting was public on the day. “The chamber was packed, but there was no media. That was frustrating, because at the end of the day, it wasn’t open was it?” He said the project has got too big, and there is too much money involved. “The more money we put into the theatre means other things are missing out, like dealing with earthquake-risk buildings. Cr Jessica Bagge was concerned there is no final cost of the theatre. So far, the council has put forward $5 million as a grant for the theatre build,

and $200,000 for an operations grant. Approval for purchasing the existing theatre building for $6 million was approved by council as part of last year’s budget package. Chief Executive Officer Andrew Besley said settlement for this will occur when the theatre trust can confirm it has a construction contract that is within budget, and is likely to be in the next couple of months. Jessica said the theatre plans are seven years old now, and technology has moved forward significantly since then. “There is no future proofing in this theatre.” “I imagine it will be tricky for the council to recover costs already, this is too much risk for rate payers.” She said building a new theatre takes

money, and holding events there will take income away from other rate payer- owned buildings like Stadium 2000 and the Convention Centre. Cr Geoff Evans said if no money came through from Central Government or the Lotto Grant, the cost on rate payers could be huge. “It could be an albatross around the neck of rate payers for some years to come.” Cr Trevor Hook was also concerned about the financials. “It is the amount of rate paying commitment that I am concerned about. But the decision has been made, and we are in a democracy process, so now we move forward. “We believe we are going down a track that is the right one,” said Alistair.

Redwood Lotto sells $500k ticket By Robbie Parkes A Lotto ticket purchased from Redwood Lotto in Blenheim has made the lucky ticket holder $500,000 richer. The winner shares the $1 million First Division prize with an Auckland recipient who also scored the $6 million Powerball on Saturday. Redwood Lotto owner Peter Matthews confirmed that the winning ticket had been claimed. He said a lot of people have been asking about the win, but it is a situation Peter knows all too well.

This is the shop’s sixth First Division win. “We’ve always been known as a lucky Lotto shop,” said Peter. The store sold it’s last winner in 2008. “We’re really excited about it, it’s always nice to have a First Division winner.” “It’s great for us and it’s really nice if it’s one of our customers.” Peter said a lot of people want to remain anonymous when it comes to big wins like this.

Earthquake testing begins on War Memorial By Robbie Parkes Scaffolding has been put up in preparation for masonry testing of Seymour Square’s War Memorial and Clock Tower. Scaffold Marlborough began work at the site on Monday. The structures masonry will be tested for adhesiveness this week by specialists from Opus, Wellington. “Hopefully it’s the last bit of work just to establish the earthquake risk of the tower,” said Marlborough District Council assets and services manager Mark Wheeler.

The Council has been waiting for the specialists to become available before the next step in re-opening the memorial could be taken. “It’s quite a scientific process and that’s why these people from the Opus laboratories are needed.” A hydraulic ram will be used in the tests. Mark said Opus should only be here for two days with work expected to be finished by the end of the week. “All going well, it might be fine.” He was not sure how long it would take for test results to come through.

DOL AppeALs sAfe Air LimiteD sentence The Department of Labour has filed an appeal over the District Court sentence imposed on Safe Air Limited after one of its engineers was killed while servicing an engine at Woodbourne last August. Department of Labour head of health and safety Lesley Haines said the Department believes the fine imposed by the District Court Judge did not reflect the seriousness of the offence. The hearing is set down for the High Court in Blenheim on September 24, 2012.

Sharing Olympic messages Story and photo by Annabelle Latz Dick Quax chatted with a bunch of school children on Monday about his Olympic experience. “How long do you think I ran at the Montreal Olympics in 1972 when I won my medal?” he asked his audience, at Blenheim’s Simcox Indoor Sports Stadium. The answers ranged from 10 metres to 100 metres. He skipped on the details of his memorable 5000 metre race, but the small hands from his fans took great delight in holding his silver medal, which was fairly weighty, and engraved with an image of Nike, the Greek goddess of victory. “I really enjoy talking to the kids.

They have no idea who I am of course!” Dick’s big message for young sports people was to have fun and work hard. “It’s really a matter of being focused on a goal, and working hard to achieve it.” Dick played a lot of team sports as a child, and only took up serious running when he was 15 years old. “As a child it’s a really good thing to enjoy yourself, and to play as many sports as you can.” After Dick’s talk on Monday, the children and some parents had a look through the ANZ Old London Olympic Bus, which is touring New Zealand at the moment. The double decker bus featured a rowing machine and seated bike for

participants to compete against former Olympic Athletic efforts, and upstairs there were iPads to send messages to this year’s Olympians. On Monday evening at the Geisen Sports Centre in Renwick, Dick Quax joined Sarah Ulmer, John McBeth, and Chef de mission for London 2012 Paralympics Duane Kale, who lives in Blenheim. Duane is one of New Zealand’s most successful Olympians, setting four world records and winning six individual medals for swimming at the 1996 Atlanta Paralympic Games. Sarah Ulmer handed around her gold medal from her 3000 metre individual pursuit at the 2008 Athens Olympics, and spoke about the intense build up to her glorious race.

is Journey to the Centre of the Earth by Peter Graham. “The test pieces they’re writing now are getting more demanding and difficult,” said Robin. “They sound as though they’ve worked really hard.” Robin said any band can win the hymn on the day, it depends on who can express it best, and the test piece usually comes down to how it’s handled then and there.

Help for brain injury sufferers Police Story and photo by Annabelle Latz A small gathering graced Pollard Park on Saturday to take part in The Brain Injury Association Global Picnic. Brain injury sufferers, carers, and representation from Brain Injury New Zealand met up with flasks of coffee and hot food for lunch. There are 90 people in New Zealand every day who suffer brain injuries, the majority of them are traumatic. The World’s Biggest Global Picnic was held at the same time on Saturday in the UK, USA, and Australia, to raise awareness about brain injuries. Jimmy Gilmore from Blenheim suffered his first head injury in 1980, in a car accident near the Salt Works. He was on leave from the Army at the time, about to be posted to Singapore. About 20 years later was struck by a motorbike when he was standing behind his car on a State Highway in North Canterbury. Jimmy, 51 years old, lives with his parents in Blenheim, and joined the Association in Marlborough with his support worker and family friend Doll Baker two years ago. Jimmy has never been able to hold down a job for a length of time, and this group provides an opportunity to keep occupied and challenged. “It fills in time,” he said. Doll said the Association, which has been in Marlborough for seven years, allows sufferers to meet up regularly, and share the awareness they are not alone. There are 12 members in Marlborough. “I used to mow the lawns at home. I’d start, then

Diann Brett, Association liaison officer, said there needs to be a lot more understanding about brain injuries. “Often people can’t see the disability, because years later after the physical injuries are fixed, the brain injury is still there,” said Diann. I haven’t noticed as there is only the two of us, so it doesn’t affect us.

I haven’t noticed it at all. We have morning showers and baths so it doesn’t affect us.

It’s about the same as it always is. But at my nephew’s house in Picton it does get colder a lot quicker.

I’ve only noticed it if we run the bath, otherwise our hot water is fine.

I haven’t noticed any change, but that’s because I have a wetback fire and I turn the hot water power off for winter and just use the fire to heat our water.

That is the message from Phil Webby, who is hosting the first jam session with playing partner Brent Richards. Phil said the jam sessions held at Mikeys Bar in Picton were great, but the venue has recently closed down. “The last one was this month, and it went really well. About 15 people turned up for it, and went back later to ask when the next one would be on.” Phil was reluctant to let the idea go. “The RSA are struggling a wee bit, so we thought we could help them.” Phil said the idea of the jam sessions was for musicians who play at home, to come down and perhaps find some people to play with. “It’s not a contest, it’s a fun afternoon for people to get together.” The jam session at Picton RSA will be this Sunday, starting at 2pm, 66 Wellington St. “It’s inspiring to put a bunch of people together and see what will happen. I want to keep it as a

community thing.” Phil said it’s a totally non-profit event, and hoped to make it a monthly activity. He said drums and a sound system will be supplied, but he advised people to bring their own instruments. Youths under 18 years of age will need a guardian or parent. Jack Gent from Queen Charlotte College will be heading along with his bass guitar this Sunday. June jazz with Tempo Review Ana Panoho Another thoroughly enjoyable Tempo evening was appreciated by all on Friday night. The expert team of Tony and Coral Thiel along with Robin Randall set the jazz theme, even treating the audience to some impressive skat singing (vocal improvisation with wordless syllables). It was a treat to hear new budding performers on different instruments. Young violinists Christina and Brooklyn Tibble playing along with their teacher Abbey Burns, Hannah Marshall and Kim Shanks with a very pretty piano duet, and Johanna Lloyd playing two short pieces on clarinet. Campbell Gill’s guitar medley was well

performed, and the vocal duo of Caitlyn Duley and Aroha Weaver brought a big cheer from the audience. Some other great jazzy highlights were Georgia Jones on saxophone playing ‘Baby Boomer’, and Samara Lloyd’s ‘Kettle Rag’ on violin. If that wasn’t enough to get your toes tapping, Mackenzie Crous christened her new soprano saxophone with a gorgeous rendition of “Lullaby of Birdland’. With some impressive improvisation on the cello, guest artist Caitlyn Morris joined the Thiels at the end of the concert, proving that any instrument can play jazz music. The next Tempo concert is Ensemble Night on Friday, August 31 at 7:30pm at the Wesley Centre.

The Meteorological station is located at the Grovetown Park campus of the Marlborough Research Centre. Blenheim received more sun than Nelson in June, but it was still cool with above average rainfall. Despite this, Nelson is 78 hours ahead of Blenheim for the first six months of 2012. There were 173.9 hours of sunshine, which is 115% of the long term average. June 2012 saw above average rainfall, but sunshine hours for the month were well above average compared to June 2010. The mean temperature of 7.8°C was 0.8°C below the long-term average temperature for the past 26 years. Total number of ground frosts was 15, compared to long term average of 12.4. The coldest ground frost for the month of -6.2°C was recorded on Sunday June 17. Total number of air frosts was 7; compared to the long-term average of 5.6. The coldest air frost was -2.3°C on June 17 and 30. The Dashwood weather station in the Awatere Valley recorded 17 ground frosts and 17 air frosts for June. The coldest ground frost at the Dashwood site was -8.3°C on Sunday June 17, with an air frost of -4.4°C on the same day. As a general rule for Blenheim, cooler winter months with higher numbers of frosts also experience more sunshine. The soil temperatures recorded at 9am at all depths were below average in June, in marked contrast with June 2011 when they were well above average. Total rainfall of 80.2 mm is 141% of the long term average for June of 57 mm. June 2012 recorded the highest monthly total so far in 2012. Only March and June 2012 have recorded above average rainfall. Total rain for the six month’s January to June 2012 is 266.0 mm, or 84% of the long-term average of 316 mm. Average daily wind run was 219.7 km, with an average wind speed of 9.2 km/hr - slightly below the long-term average of 231.1 km. So far in 2012 all six months have recorded lower wind run than average.

Dates: When setting the date for your conference it is wise to have several possible dates in mind. Planning: Start planning your conference early, even a year in advance. Budget: Identify all revenues and expenses including marketing, location, food, supplies, security etc. Venue: A hotel or restaurant with conference rooms is a good choice as they provide staff and often equipment. Agenda and speakers:

Organise well-known or famous speakers at an early stage. Ticket sales: Early bird discounts are a great incentive for people to purchase tickets and brings in an early cash flow. Business incentives: Invite companies to send multiple attendees to your conference by providing them with a discount incentive. Promotion: Advertise in newspapers and magazines of your industry, post ads on your website, post event in local event guide, invite media to preview and cover your event. Catering questions for wedding receptions Wedding receptions take a lot of planning, so it’s important to work closely with the venue manager and caterer. No matter what size your wedding reception will be, it still requires good planning. The responsibility of planning a flawlessly successful wedding reception can be daunting, from food, drink, entertainment through to seating charts and space for children, you have myriad details to consider. Just do your homework, make informed decisions, and strive to keep the mood festive. Questions to ask your caterer: Here is a list of questions to ask when meeting with caterers and site managers. • Are menus set, or can you customize your own menu or use a family recipe? • Can you arrange for a tasting at which you try some options for each course of the meal, the cake and wine? • Can you see photos of other wedding receptions at the site? • Do you have to pay a deposit to hold

the date? If so, how much is it and what does it cover? • For how long is the site available, and is there a minimum time requirement? Do you have to pay extra if the reception runs longer? • What’s the cancellation policy? Is the deposit refundable? • Does the cost cover just the food, or does it include linens, utensils, dishes and glassware rental, too? • Does the per-person cost include the service staff and cleanup? • Can they accommodate dietary restrictions if guests have any? • Do they provide a children’s meal? If so, is there a reduced cost per person? • What are the shapes of the tables, and how many people can sit comfortably at each? • Is there dedicated space for the bridal party, either for pictures or for freshening up before the party?

Nelson Marlborough Public Health Service is advising people to wash their hands regularly and stay home from work and school if they are sick with diarrhoea or vomiting. Nelson Marlborough Medical Officer of Health Dr Ed Kiddle said, “Reports of gastroenteritis in the community could possibly be Norovirus; which is an unpleasant illness that normally lasts for 1-2 days. Symptoms include diarrhoea, vomiting, nausea, abdominal pain, muscle pain, headaches, and fever.” He said for most people the illness is a nuisance, however, norovirus can be more severe for the very young, elderly, or for people with long-term medical conditions. “If you are concerned about yourself or a family member seek advice from Healthline 0800 611 116 or your local medical centre. “Although there is no specific treatment for norovirus it is important to continue drinking plenty of fluids to prevent dehydration. Signs of dehydration can include a dry mouth and tongue, sunken eyes, cold hands and feet, and unusual sleepiness or lack of energy,” said Dr Kiddle. “Norovirus is very infectious, it is carried in the gut and spreads by having direct contact with a sick person and not washing your hands well, by eating food that has been contaminated by the virus, or by touching contaminated surfaces and then touching your mouth. “People are still infectious with norovirus until 48 hours after their symptoms stop.

People are being advised to thoroughly wash and dry their hands.

“If you are sick with diarrhoea or vomiting, you should stay away from child centres, school or work. It is also important to not visit rest homes, hospitals, or be out in large groups of people whilst you have symptoms and for 48 hours after the symptoms stop. You should also not prepare food for others during this time,” said Dr Kiddle. He said the best way to avoid infection and to prevent passing the virus on to others is to thoroughly wash and dry your hands. This is particularly important after using the toilet or before handling food.

London is 18,836km away, and he said a group effort from the Marlborough community can ensure it is achieved. “I just thought we should do something for the Olympics, and rowing is such a strong sport but not that noticed.” Reuben said having five Olympic rowing representatives is an achievement that should not go unnoticed. Reuben said rowing is for everyone from work place teams to individuals of all ages. Pursuits Gym at Marlborough Lines Stadium will house rowing machines for anyone to add their distances. The clock started on June 25, and stops on July 28, the day the rowing begins at Eton Dorney, London. “We need a lot of people to get involved, to row 500km/day as a community.” He said challenges will be set up amongst sports groups, schools, the sports academy, businesses, and a few prizes might be in the mix as well. “Rowing this many kilometers is just a taster of the hard work that rowers put in.” Adrian Riepen is one of eight Central Rowing Club members clocking up daily kilometers at the Central Region Performance Centre, based on the Wairau River. “It’s an opportunity for the whole

They had a narrow loss to the Tahuna Tigers at Athletic Park on Saturday afternoon, 22-20. The local side was slightly up on points at half time, but the intercepted tries from the Tigers in the second half denied them the overall win. “We scored six tries and the other team

got four, so they won on conversions, which shows we just have to get the kicks over,” said Taniwha manager John Hart. At two separate tournaments in Adelaide, Megan came up against Amanda Landers-Murphy, 21 year-old top seeded kiwi; once in a semi-final and once in a quarter-final. “I was gutted, I came so close both times, but that’s the way it goes.” Overall, Megan was pleased with her first major campaign

on the international circuit, after attending just a handful of the competitions last year. “It hasn’t gone quite to my plan, but I’ve been trying hard and I’ve learned a lot.” Megan’s solid form in Australia has been reflected in her new international ranking. Yesterday it was announced she is now 71st, 10 better than her previous ranking of 82nd. Megan flies to Melbourne today, for the biggest competition to date of her career. She then continues on to Tasmania and Sydney. “It’s going to be a lot of squash in the next two months.” Megan aims to keep doing her best, and learning as much as she can. “I always say I’ve got nothing to lose.” Megan will not have an issue waiting at airports, having just signed up for a correspondence-based double diploma in fitness and personal training, through Max Fitness. “I decided that after squash I needed someMarlborough squash professional Megan Craig has been back home for thing else.
