He has just been reappointed Chief Executive at Marlborough District Council. Having held the post for nearly 12 years, he is happy in his role. “My role is to manage the organisation and the staff, and to provide advice to the council.” Andrew ensures there is a positive culture at the council. “There is a great group of staff here, and my job is to provide leadership.” Andrew is the only public servant at council, who is employed by the Council. Every seven years, under the Local Government Act, his position must be re-advertised. Andrew attended Whitney St School, Bohally Intermediate, then Marlborough Boys’ College. Continued page 4.

Quake shakes locals By Robbie Parkes Marlborough residents got a bit of a fright when a magnitude 7.0 earthquake rattled the middle of the country on Tuesday night. At 10:36 pm the earthquake struck, followed by an aftershock of magnitude 4.6. Accord i ng to G eoNet statistics, the earthquake’s epicentre was 60 km south of Opunake in Taranaki, and 230 kms deep. Blen hei m r esident Joy Hayes felt the quake but rema ined in bed for the duration. “I thought, how long is this going to go on for?” she said. Melanie Hewer said she

wasn’t too bothered by the whole thing, but did not expect an earthquake up here.

“I did get up and move under the doorway, that’s a wee bit closer to the kids.”

Dan Crawford only found out about the tremor at work on Wednesday. “I never felt it,” he said. He admitted he was a bit of a heavy sleeper, but knew it was quite a big earthquake. As of Wednesday morning, over 3,500 Felt Reports were submitted through GeoNet. The website states that an earthquake with a magnitude of 7.0 occurs in New Zealand on average once every three years. Two other deep quakes of similar note hit the country in 1953 and 1973, with depths and magnitudes of 7.2 at 273 km and 7.0 at 164 km respectively.

Glamour up for Hospice By Annabelle Latz There is great reason to glamour up later this month. Debby Jensen and Donna Tupoutoa are organising the Hospice Marlborough fundraising ball, and are thrilled with the community support so far. At Hair By Kardos they were chatting with customers about organising a ball this winter, for an excuse to dress up during the colder months. They realised Hospice Marlborough held so much need in the region by so many people in the community. “We all needed a reason to dress up, and we thought we could help Hospice Marlborough too,” said Debby. The pair has been busy approaching many local businesses to support the auction, and they have hardly heard a negative response. “Being a community based facility, everyone has got so well behind it.” So far there are more than 100 bottles of signed wine from local

wineries, meal and accommodation vouchers, sports tickets, and various goods vouchers from businesses. All proceeds from the auction, tickets, and drink sales will go straight to Hospice Marlborough. Donna is confident the evening will be a success; with nibbles, late-night supper, and music from Blenheimbased family The Suminski trio, and Christchurch-based band Vague As Brothers. “The sky is the limit,” she said. There will be awards for best dressed man and lady, biggest diamond, and a lucky key to a treasure chest of goodies. The Hospice Marlborough fundraising ball will be on Saturday July 28, at The Winery in Riverlands. Tickets are $85. Marlborough Lines turns off hot water By Annabelle Latz The need for more powerlines in the region is minimised by the ‘ripple control’ of hot water cylinders that comes into action every winter. Hot water cylinders are being turned off for short periods of time during these cold months by Marlborough Lines. The power company’s Engineering Manager Wayne Stronach said households will not even notice when the water is turned off for a short period of time during peak evening use. He said the water in the cylinder will be hot anyway, and there are still sufficient amounts in the cylinder for evening water use like showers and dishes. Some people have contacted The Sun, saying they have run out of water in the evenings. One consumer said the three evening showers have to be quick, otherwise the last person has a cold one. “We have a 300L water cylinder, so this shouldn’t be happening.” The Maxwell Rd resident said it happens around this time every year.

Wayne said it came down to good water management. “We are not trying to leave people with cold water, we are just trying to even out the power outages during peak demand time.” In general, about 40% of a household’s energy is in hot water. The ripple control has been happening in the region since 1967, reflecting the load being drawn from the National Grid in the upper half of the South Island being higher at this time of year. These days, weather from Canterbury dictates when the ripple control takes place here. Last month during Canterbury’s big snow, hot water cylinders may have been turned off for slightly longer here, and a small percentage of customers may have run out of hot water. “We are trying to reduce overall cost to customers.” Information showing the number of channels on/off can be found at www.marlboroughlines.co.nz - click on the Network Status Link.

Don was very pleased with the way things were going. But a month ago he received a letter from NMDHB, advising him of a six month wait for his prostate surgery. “I rang them and said that wasn’t

Don to get surgery at last By Annabelle Latz Four months ago Don Zimmerman (right) did not feel confident about receiving his much needed prostate surgery any time soon. This week all that changed, as he marked an important date in his diary, and had a smile on his face doing it. He will have surgery next month at Nelson Hospital. In March Don was advised through a letter from Nelson Marlborough District Health Board that his requirement for prostate surgery was viewed as ‘urgent.’ Don said he did not know who to talk to for more information, and did not know what ‘urgent’ meant.

Beast still a risk A clinical psychologist has told the High Court in Christchurch that Stewart Murray Wilson remains a very high risk of further sex offending. Jane Freeman-Brown recommended that a 10-year supervision order be sought by the Department of Corrections. Wilson was convicted on 19 offences in 1996, including the rape of five women and bestiality. Wilson, 65, is due for release on September 1 after 18 years in prison. He will remain under release conditions set by the Parole Board for three years and an extended supervision order would apply from September 1, 2015.

Additional evening flight for Sounds Air There will be an extra aircraft spending the night at Blenheim Airport from the end of July. It will be a Cessna Caravan from Sounds Air, due to a new later flight scheduled from Wellington to Blenheim at 1930, six evenings a week, excluding Saturdays. Managing Director of Sounds Air Andrew Crawford said this move is to both relieve congestion at Wellington Airport, and meet the demand of customers.

“It is to provide more services,” he said. Andrew said the evening flight to Blenheim is very convenient for many customers, and is more suitable for local-based pilots. “It gives us much more opportunity.” Sounds Air has three Cessna Caravan’s flying between Blenheim and Wellington daily, flying at least 25 times a week, depending on the season.

Besley staying on as Council CEO Continued from page 1 Andrew then followed his love of history, achieving a Degree of Bachelor of Arts with Honours, in History, at Victoria University. He then went to Teachers’ College in Christchurch. Travel was next on the list, so Andrew worked in Beijing and Moscow for four years, in the financial sector. “That was great, seeing those places.” Back in New Zealand, Andrew returned to Victoria University, where he completed an Accountancy Degree. After working for Government agencies in Wellington with his new qualification, he moved back to Blenheim in 1994, as Corporate Services Manager at MDC. “It was good to return home.” In 2000 he applied for the Marlborough District Council CEO position, and was successful. Shortly afterwards he completed a Masters in Accountancy through

Victoria University. “That was interesting - I could relate my studies to what I was doing here.” Andrew said the unitary nature of the Council lends kindly to his fondness for variety in his job. Overseeing regional and local level projects, Andrew said his job involves many people and areas of interest.

He said council staff is spread over a huge area of expertise, and he is a strong believer of self-management. The biggest changes Andrew has seen in the region during his years has been land use change, and the biggest challenge has been coping with the global recession. “The challenge for the next few years is a matter of how we progress from this financial position.” He said his strength in finances has been rewarded in the Council’s predicted debt position. The net debt predicted for 10 years’ time is $61 million, which is one of the lowest in the country. Andrew has guided the Council through some significant projects, such as the $15 million aquatic centre, the $9 million Picton waterfront development, the Southern Valleys irrigation scheme, and great financial investment has gone into upgrading sewage and water systems. Andrew is very positive about the ‘Smart and Connected’ business

tool that has been launched recently through the council. “I encourage all people in Marlborough to read documents about this and become involved.” Andrew is a firm believer of communication as a way forward. “Strong communities are really critical.” Andrew said his job is very involved and busy, but he makes sure he takes time out too. “I have got a house full of books,, I collect more books than I can read.” At the moment, Andrew is reading Robert Caro’s book on Lyndon Johnson, the US president from 1964-68, who succeeded John F Kennedy. “I love American history, I’ve been reading about all the American presidents, it’s so interesting.” For some fresh air, he and his wife Mary take their two black Labradors Betty and Colin walking, exploring local hills and rivers. “That’s the part of Marlborough I love.”

Allegations to cancel gambling licence are ‘baseless’ There is dissatisfaction over obligations being met by Blenheim-based Bluegrass Holdings Ltd. In a statement released this week by Internal Affairs, the Trust (Bluegrass) can appeal Internal Affairs’ Secretary’s decision to cancel the gambling operator’s class 4 gambling licence. The statement read the Secretary was not satisfied the gaming machine society is meeting its obligations under the Gambling Act 2003. Bluegrass Trust applied to renew its licence in June 2010 and, following an investigation, the Secretary found the trust had supplied false or misleading information about three trotting club loans. These loans were used to establish Blue-

grass Trust. In addition, the Secretary found a key person to be unsuitable because of his previous poor compliance with the Gambling Act. The Secretary also considers Bluegrass Trust has breached section 118 of the Gambling Act by knowingly receiving funds, with conditions attached, from potential grant recipients. Trust chairman Pat O’Brien (pictured left) said an appeal will be made. The licence will continue operating, pending the appeal result. “The allegation will be strongly refuted.” Pat said his son Michael Joseph O’Brien has not yet been tested in court, relating to a statement made in 2009, regarding alleged involvement with the trust, which was related

to this decision. “They haven’t yet tested him in court.” “The allegations they have made are baseless.” He said Internal Affairs has chosen to go down this track. “We will have to take the next step, we are confident of the outcome.” Incorporated in June 2009, and trading as Bluegrass Trust, it operates 117 gaming machines in seven bars in Blenheim, Nelson, Auckland, Lower Hutt, and Christchurch. Bluegrass Trust says on its website that it raises funds primarily for the benefit of racing in New Zealand, although its Authorised Purpose allows donations for charitable and/ or sporting purposes.

Visitors spending $4.4M a week in Marlborough The Regional Tourism Estimates released data this week show that visitors to Marlborough spent $229million in the region last year, an increase of nine percent from 2010. Broken down this equates to just over $4.4million per week. Destination Marlborough general manager Tracy Johnston reflects on the last twelve months as a roller coaster ride of highs and lows for tourism. She highlights how the global economic instability and untimely natural disasters, Rugby World Cup and the Real New Zealand Festival challenged visitor booking patterns and travel flow. “ D espit e ever y t h i ng, t he Marlborough region is still attracting visitors in increasing numbers” says Mrs Johnston. Looking at the balance between international and domestic visitor numbers visiting the region, international visitors are now representing 30 percent of total visits. The boat and motorhome combination has lifted off, and the Blenheim dealership has taken advantage of that interest. Manager Dianne Kennedy said their power boat clientele are the same sort of people who buy motorhomes with all the bells and whistles. “It’s pretty much luxury holiday-

ing.” “More and more people are getting into it,” said owner Richard Gilbert. “Having an interest in motor homes ourselves, we saw there was a growing need.” The dealership currently displays the Auto-Sleeper’s new Gloucester and Auto-Trail’s new Delaware 2012 models, both manufactured and imported from Britain. The Gloucester and Delaware vehicles feature all the comforts of home, including fridge/freezers, showers, toilets and separate bed

spaces. These models have doubleglazing and many practical as well as luxury features. Both models are at the higher end of the market, but a wider range with less of the detail is available. The motors on these units have full warranties backed by NZ Fiat and Mercedes dealerships. They were approached by the the New Zealand licenced importer to see if they would be the South Island distributors for these brands. “We should have done it earlier,” said Richard.

At about 11.45am a 29 year old male tourist was arrested for shoplifting from The Warehouse, Blenheim. At 12.40pm a 21 year old unemployed male was arrested for breaching his bail conditions namely his curfew. At about 2pm two 20 year old unemployed males were arrested for burglary in Kaikoura after they allegedly broke into a chiller at the Mt Lyford Lodge and a stole alcohol and food items from within. Fun gardening ideas for kids Sunflower house Kids love playing in sunflower houses, a great place to host a garden party or teddy bears picnic. Start by marking out a square in your backyard which indicates the ‘walls’ of your house. Dig a garden trench along the walls, and plant sunflower seeds (or plants) along the trench. Don’t forget to leave a gap for the door so the kids can get in. As the sunflowers start to grow, steady the plants using bamboo stakes and before you know it, you will have walls of sunflowers – a vibrant blaze of yellow.

Grow in your gummies Old gumboots which normally would be thrown out make great planters for potted colours or herbs. Simply cut some drainage holes and fill them with potting mix.

Bottle top bugs Milk tops are great to use when making crafty garden features. Make caterpillars by drilling a hole through the top, thread them onto wire and bend into the desired shape. Draw on a face, use pipe cleaners to make antennae and place your caterpillar amongst the foliage in your garden. Another idea is to make butterfly ornaments by sticking bottle tops to a piece of wood or hard plastic cut in the shape of a butterfly.

Mini glasshouses A great way to recycle while protecting seedlings from frost, bugs and snails. Any plastic bottle works simply wash it, peel off the label, cut off the top and place it over your seedlings.

Grass Grub Beetles and their grubs cause considerable damage to pastures and gardens. Now is too late to prevent loss as it would have already occurred however an insecticide application now will help to prevent future loss.

Brown Beetles, the adult term for the adult grass grub is commonly found causing havoc to lawns throughout New Zealand. These beetles feed on the young foliage of a wide range of plants including grape vines, kiwifruit, blueberries, cereals, brassicas, ornamental and shelter trees and bushes. Their grubs are considered to be NZ’s major pasture and lawn pest with damage appearing as patchy areas of dead grass, usually seen from March. Another similar lawn and pasture

Chocolate fun with leaves Creating leaf shaped chocolate decorations is so easy. All you need are leaves from your garden, preferably ones with deeply crinkled undersides, cooking chocolate and pastry brush or clean artist’s brush. You will need: • Around 20 leaves • Half a cup of cooking chocolate chips Instructions: Wash and pat dry your leaves, making sure there is no water left. Melt the chocolate over a pot of boiling water then paint chocolate onto the underside of each leaf. Place the leaves, unpainted side down, on an over tray lined with baking paper. Put into fridge. When chocolate hardens and lifts away, peel leaf off starting at the stem edge. Store in the fridge.

A new herbicide for the selective and residual control of Nassella tussock and Chilean needlegrass > Taskforce has now been approved for aerial application and can also be applied by knapsack, handgun or boom. > Taskforce can be applied at any time of the year and will not leach, even on very steep slopes. > Taskforce is water soluble and is washed into the soil by rain and absorbed by the roots. Aerial spraying of noxious grasses now an option Aerial spraying is now an option for managing, and potentially eradicating, some of Marlborough’s most noxious grasses. The Environmental Protection Authority has approved application by the Marlborough District Council to allow restricted aerial use of the herbicide Taskforce. It takes place from the end of the month. The herbicide, with its active ingredient Sodium Flupropanate, was approved in 2010 for the selective ground-based control of Chilean Needle Grass and Nassella Tussock. Ben Minehan is Senior Bio Security Officer for Plants at the Council. He has been leading a team of council staff, land owners, and industry personnel, for the additional allowance for aerial spraying, due to the location and the severity of these grasses. “This is the biggest breakthrough we have had since the 1950’s for Nasella Tussock.” “All an aircraft is is a flying tractor - that is what we have been saying all along.” This is a nationwide change. In addition, Ben was awarded the approval for Taskforce, through aerial application, to control kangaroo grass.

Ben said land owners ca now focus on effectively minimising all of Marlborough’s worst grasses. Kangaroo grass is located only in Marlborough, spreading over 440 hectares of the region, and Browns Island in the Hauraki Gulf. Like the other two grasses already approved for Taskforce application, kangaroo grass is also indigestible by sheep and cattle. “They are all just rubbish; you can’t graze stock on what they don’t want to eat.” They ruin land, kill stock, and the sharp seeds from needle grass that stick into sheep ruin the meat. Ben said farmers were spending tens of thousands of dollars each year hand spraying, or even more money employing contractors to grub these noxious grasses. “We were going backwards in terms of control. Despite our best efforts it was spreading.” “Commercially, this is fantastic for the aviation companies and the farmers. Maybe now we might be able to turn it around.” Restrictions have been put in place from the EPA for the aerial use of Taskforce, to keep waterways clean and minimise spray drift to undesirable areas such as vineyards.

Ben said if the MPI recognises kangaroo grass as a Natural Interest Pest Response, NIPR, it would open up national funding. “With this recognition, these grasses could be eradicated. And if we don’t work together, we still might lose the battle.” Ben is thankful to Owen Dodson of Marlborough Helicoptors, John Sinclair of New Zealand Agricultural Aviation Association, Blind River farmer Rex Dodson, and councilor Geoff Evans for their help with the application to the EPA. Ben said applications must be made to council be the end of the month for aerial spraying, as it must be carried out by midAugust at the latest. From the paddock to the limelight By Robbie Parkes Local business ‘Stephen’s Onions and Shallots’ has boosted the profile of Marlborough produce after being recognised at the 2012 Taste Farmers’ Market awards. Stephen Harnett received the Highly Commended from the Paddock award for his range of traditional pickling onions, white onions, garlic and shallots. This is the second year he has entered, going in with four products including a honey, bay leaf and white wine pickled onion. He has operated his stall, Thanks Shallot, at the Marlborough Farmers Market every Sunday, selling his specialty wares for the last three seasons.

Stephen has been growing onions for 20 years and attributes a lot of his success to the dry Marlborough climate. “We don’t have the humidity here in Marlborough.” “All these crops work on day length.” He said shallots prefer the long day sun and the regional weather here suits that. “You can probably grow it anywhere in New Zealand but you get the best result here.” Garlic has its own pedigree history in Marlborough. “Before the grapes ca me here, Marlborough was renowned for garlic,” he said. “It’s the Sauvignon Blanc of Marlborough produce.”

He grows white skinned onions - an American-style bulb mild in taste but not as pungent. “They’re what we call a sweet onion, not food in the same league as regular onions.” Stephen said no one was growing onions when he came to Marlborough eight years ago and the farmers’ market idea has expanded and helped that over recent years. “It’s growing in momentum probably because people are swinging back into wanting to know where their food comes from.” Above right: Stephen Harnet t ’s Marlborough grown garlic, onions and shallots have garnered him a Highly Commended from the Paddock award at the 2012 Taste Farmers’ Market awards.

Organiser of the Blenheim Toyota Boar Slaying Super Comp Matt Willis has been busy working from his “wee” office receiving entries and smoothing out last minute details for the competition which kicks off today. Hunting began at 6am this morning and entrants have until the Sunday 3pm deadline to have their pigs weighed in. Although most of the action happens in the hills and mountainsides, the public will have the chance to watch hunters as they bring in their catches on Sunday from noon onwards at the Woodbourne Tavern in Renwick. Prize giving begins after 3pm where the most anticipated prize, a Toyota Hilux will be given away as a spot prize to one lucky entrant. Celebrating the drivers behind Meals on Wheels Story and photo by Annabelle Latz The success of Meals on Wheels is all about the great volunteers who deliver them. There are 160 drivers in Marlborough delivering hot and nutritious meals several days of the week, all year. Margaret Moore began her involvement with the Red Cross 35 years ago, which oversees Meals on Wheels. In 2005 she was made an honourary life member. She acted as coordinator for many of those years too, which involved ringing the eight drivers needed each day, to make sure meals would get to where they needed to be the following day. “We would have to ring them the day before or they might forget,” said Margaret. Jane and Vito back in the game Hurricanes Cory Jane and Victor Vito will almost certainly return from injury in next Friday’s rugby match against the Chiefs. Jane suffered an ankle injury against the Brumbies in May, while Vito sustained medial ligament damage in his knee during the All Blacks’ first test against Ireland. Coach Mark Hammett was confident the duo would be fit to play.

Carter returns for Chiefs match Crusaders coach Todd Blackadder has confirmed that Dan Carter will play against the Chiefs at Waikato Stadium tonight. Carter has been sporting an Achilles tendon problem since the All Blacks 22-19 victory over the second Ireland test last month.

Riding for the Disabled celebrates 40 years By Robbie Parkes Riding for the Disabled Marlborough turns 40 this month, and head coach Roslein Wilkes has plenty to celebrate. Roslein has been working at Marlborough RDA for 17 years and is the longest serving staff member. She said there has been huge progress over the years, both in Marlborough and all over the country. “When I first started we had four ponies and the children were just going riding.” “There was no emphasis on therapy, we had no physiotherapists involved.” Now there are 18 horses with 80 clients each week, ranging from three-year-olds to adults. “When I began in Marlborough it was more for people with intellectual disabilities and from there it went into the therapy side.” “People had started to realise there was

something there (with the horses).” The service provides therapy for people with disabilities, brain injuries and other difficulties and gives them an opportunity to do something different. There are now 35 volunteers as well as a number of coaches and trainers who have gone through their NZQA studies at Marlborough RDA with Roslein. The main arena was extended, more stables were built and the idea has spread. “It’s growing and growing, all around the world it is gaining momentum,” said Roslein. “It’s just great for anyone and everyone.” She said they received donations from people in the district and the Community Trust so they could add to their service. Roslein said there have been so many highlights during her 17 years. “Seeing the little children suddenly sit up on

the horses, it’s just wonderful.” She took four competitors to the 2003 Special Olympics in Ireland as the New Zealand coach, one of whom was Nicky Harvey, a Marlborough RDA rider. “It’s nice to see some of the students we’ve had go on and compete.” “They go from starting here to going out and holding their own against others.” Roslein said she is proud of all the children and how well they have done. “That’s what makes it all special.” Marlborough RDA is celebrating its milestone with an auction dinner at Bamboo Garden on Tuesday, July 17, followed by an open day with plenty of riding and fun activities on Sunday, July 22. The RDA Regional Games will be held in Marlborough at the end of the month.

Magnum top dogs in the Winter League Last Thursday night Marlborough Volleyball Clubs’ FairWeathers’ Senior Winter League Finals got underway at Stadium 2000. Kinoaths faced Can’t Touch This in the 5th/6th place play-offs, winnin with a two-set victory, 25-21, 25-21 and 21-25. The fight for 3rd and 4th position between Cri Clovers and Treefellas came down to the heated last set. Cri Clovers took out the match with a 21-25, 25-12 and 21-16 win. In the all-important final President’s grade match, the Clippers faced off against top dogs Magnum. Despite a tough battle, the young Clippers conceded to a stronger team Magnum, 25-23, 25-18 and 25-16. In both Mixed grade and Social grades just one point separated the finalists making for some exciting predictions. In C grade, Westmeat Geriatrics met MBC in the final winning two sets to one, 25-19, 19-25 and 25-21 and taking out the title. The A-Team took out the Mixed grade final against long-time rivals Desperate Housewive, wit two set wins, 27-25, 26-24 and 22-25. Team Wilson played International in the social grade, but lost 25-19, 25-21 and 25-16. Magnum team captain Nigel Sowman was presented with The Fairweathers’ A Grade’s MVP Award whilst Mary-Clair James (Can’t Touch This)

was presented The B grade MVP Award. The Fairweathers’ C Grade’s MVP Award was presented to Debbie Kidd (Smash ‘Em Bro). Team Wilson captain Simon Petrie was presented withThe Fairweathers’ Social Grade’s MVP Award for his consistent play throughout the season.
