By Damian George Nearly 97 percent of people who voted in a readers poll carried out by The Sun over the last two weeks agree Blenheim’s current Civic Theatre is past its use-by date, though not all are convinced about the idea of building a completely new complex. The Sun received a staggering 1335 responses since beginning the poll on

April 27, with 753 Marlburians saying they are behind the Civic Theatre Trusts’s push for a new theatre next to Clubs of Marlborough, compared with 582 who are against the idea. However, of those against the project, all but 44 say a new facility is necessary, but would rather the existing site be upgraded. In a focus group held on Friday, Civic Theatre Trust chairman Kevin Moseley

told The Sun it is important people understand the obstacles to upgrading on the current site. “It takes $6 million out of the project immediately,” he says, referring to the revenue the trust is relying on for the project by selling the current theatre. “We also don’t have the technology in place at the old theatre.” Continued Page 3.

By Damian George Blenheim’s Paddy Barry’s Irish Pub is putting the finishing touches on preparations today as it gears up for one of the most popular days of the year. St Patrick’s Day 2011 will be celebrated in true Irish style at venues all over the country tomorrow, and nowhere more so than at one of the town’s favourite bars. Christchurch’s The Rob Ferris Blarney Band have made their way to Blenheim to perform as

many of Christchurch’s Irish bars in the CBD remain closed following the recent earthquake. Paul McElhinney, who owns Paddy Barry’s with wife Liz, says it promises to again be an eventful occasion, now in its 15th year. “You won’t get in here after 5.30pm,” he says. “By the time the dancers get in here and start at 6pm, there’s no room anywhere.” He says many foreigners in the region for the upcoming Marlborough vintage still have some time to kill before the season really kicks off,

so a diverse range of nationalities should add to the festivities. Irish dancers are also planned for tomorrow, as well as prizes and giveaways including Paddy Barry’s merchandise, and some special dishes. Liz says traditional Irish favourites such as pickled pork and cabbage, soda bread, and Bailey’s cheesecake will be on the menu, to go with standards such as Guinness Pie and the Paddy’s Burger. Doors are open from 10.30am tomorrow.

By Damian George Marlborough district councillor Jessica Bagge says a decision to reject Lion’s proposal to build a Speight’s Ale House in Blenheim is “madness”, and hopes it will be overturned. The drinks giant had answered a call from the council for a developer to build on the High St site near the Taylor River as part of its urban

design strategy set out in 2009. The idea behind building on the site was to link the green riverside area with the town. Cr Bagge says an announcement by the council’s community and financial planning committee last week of its plans to instead develop a public green space on the site is hard to fathom.

“I can’t understand why the other councillors say the Ale House doesn’t fit the [Urbanism Plus] plan, when clearly it does,” she told The Sun. “And I can’t understand why anybody thinks a section with a piece of grass on it is going to attract people into town. New theatre all go after long debate By Jacob McSweeny The Marlborough Civic Theatre Trust is now just $2 million short of achieving the funds it needs to build a new theatre in Blenheim, its chairman Kevin Moseley says. Mr Moseley told The Sun the trust has so far raised $15m for the $17m project, courtesy of its own fundraising and a $6m grant from the Marlborough District Council. “We are at the $15m mark, so the last $2m we are working on at the moment,” he says. “We are in no doubt that we will reach the target.” The trust has raised over $4m itself to contribute to the project. On top of that, the council has provided $11m - $6m coming from its purchase of the old theatre site off the trust and $5m from a grant. Mr Moseley says the trust is now

focusing on the final design plans and will look to raise the remaining money once construction has commenced. The trust had approached the Government for funding in the early stages of development plans, but was told to come back once it had its “ducks lined up”. Mr Moseley says the trust plans to re-approach the Government to ask for assistance in obtaining the remaining funds needed. He says the trust will not be seeking any further funding from Blenheim residents in the short term. The project is in a conceptual drawing stage at the moment, where four to five drawings are being considered by architects. Mr Moseley says the trust will analyse the costing information it had from the design plans to decide which plan is best.

He also added the Christchurch earthquake meant it had to review its plans and costs to be safe if a similar incident happened in Marlborough. The review meant there was a delay to the plans but it will later pay off. “This planning period is really important because it will pay dividends down the track,” he says. “Theatres are not your usual buildings.” Mr Moseley says a lot of builders will only ever get the chance to build a theatre once in their careers. He says the trust will take the final drawing plans to tender in March next year to select a building contractor for the project. He says it is likely the tender process will take about six weeks. Construction is expected to begin in June.

The topic of earthquakes cannot be avoided when reflecting on the year that has just passed. Although the February earthquake has been the most horrific, the disaster started unfolding last year. Two days before Christmas a further magnitude 5.8 quake at 8km deep and centred 20km north east of Lyttelton. It struck at 1.58pm on 23 December 2011 and was followed by a second sharp jolt a few minutes later. Several other aftershocks were also recorded. On September 4 2010 at 4.36am, Christchurch was shaken by a quake with a magnitude of 7.1, the epicenter was 40 kilometres west of Christchurch near Darfield at a depth of 10km. Throughout the city and in neighbouring areas buildings collapsed, roads cracked, power and water was lost. Just a few weeks later, a series of explosive aftershocks, reaching a magnitude of 4.9, hitting Christchurch on Boxing Day 2010 mid morning, causing walls to collapse and trapping people and cutting power. By 17 February the Earthquake Commission had received 181,107 claims and paid out $740 million to claimants from the September 4 quake. Just five days later, on February 22 at 12.51pm, an earthquake with a magnitude of 6.3, with a depth of 5km, struck 10km south-east of Christchurch CBD. This quake caused multiple fatalities, serious injuries, fire outbreaks and extensive structural damage. The iconic Christchurch Cathedral, which survived the original September 4 quake, collapsed. The latest figures from the Earthquake Commission suggest the total cost for repairs will be in excess of $20 billion. It will be New Zealand’s largest construction project, costing more than $3 billion, on top of the $2.7b already paid out by the EQC. By Christmas 2011, 6700 repairs had been completed, and 16,000 more were being worked on.

2012 New Year honours

The 2012 New Year Honours announcement revealed two familiar names, one a Marlborough identity, Peter Radich lawyer, whose professional work and community dedication has been recognised and the other a well known New Zealand sportsman and sports administrator Barry Maister residing in Picton. Both men received the New Zealand Order of Merit award.

Peter Radich is synonymous with the legal fraternity in Marlborough and has provided legal advice to organisations in the Marlborough district for more than 40 years and was Marlborough’s coroner from 1979 to 2007. He has been the District Solicitor of the Marlborough District Council since 1989, and was solicitor to the previous local authority from 1974. He has provided considerable service to many individuals and community groups at no cost. He was an inaugural board member for the Picton Emergency Operations Centre Trust. Blenheim’s new Pak ‘n Save is expected to begin construction in April next year, Foodstuffs South Island general manager of property and retail development Roger Davidson says. The supermarket is in its final planning stage working on the infrastructure around the site. The supermarket will be built on Middle Renwick Rd as part of a $56m Westwood shopping complex and Mr Davidson has confirmed he

expects construction to commence in the first quarter of next year. Mr Davidson says before construction can begin, the tender process of securing a contractor must be completed. New i-site Council investigation: centre for Blenheim Blenheim’s new i-SITE Visitor Centre could easily take the title of the best centre in the country, says Tourism New Zealand CEO Paul Yeo. The new building was officially opened on July 25 to a group of more than 150 local tourism industry and business people. “Nelson’s i-SITE was regarded as the best in NZ, but now looking at the completed building here today I think they may lose their title,” Paul joked to the crowd. The building was designed by Studio of Pacific Architecture and built by local company Haack Construction. Destination Marlborough general manager Tracy Johnston said she was proud of the new visitor centre and spoke of the importance of inspiring travellers to spend time in Marlborough. “For many visitors the i-SITE is their first impression of our region so it was important that we developed a space that welcomed them,” she said.

Last year 2011 saw an unprecedented investigation into the Marlborough District Council’s activities, sparked by allegations of corruption. The allegations were found to be without substance, with no evidence of corruption by council representatives or within the organization. However the investigation did recommend more transparency in council practices. The allegations and the council’s wider activities around tendering were independently investigated by Auckland lawyer Denis Sheard, appointed by Mayor Alistair Sowman after allegations were aired by new councilor Jamie Arbuckle, which he said came from ratepayers. Mr Sheard described the investigation process as challenging and time consuming. Between May and his report in midJuly, he spoke to 11 current and former councilors and 35 members of the public, corresponded with another 15 members

should be slow to accuse their neighbours of ‘wrongdoing’ because there is nothing attractive about the repetition of illinformed gossip, which with a minimum of thought and investigation, can be established to be wrong.” Mr Sheard recommended the council make more of its policies public on its website, including a “tenders page” with information for potential contractors and suppliers, and that council review its release of information after tenders closed to inform participants. Mr Sowman said the review process had cost the council a “great deal”, hurting Marlborough’s reputation and leaving ratepayers with large legal bills. However, Mr Arbuckle said the investigation was essential to “clear up the suspicious cloud that’s been hanging over this council for years”. He apologized to fellow councilors and council staff for the stress placed on them by the review, but said it was needed to answer the questions the public had.

Weddings galore Between the annual Bride of the Year competition that took place mid-year, and the Carter-Dillon wedding just a few weeks ago. 2011 has certainly been a year of wedding wonder for Blenheim. Jessica Francis has thoroughly enjoyed the first few months of married life, and has convinced a few of her newly-married friends to enter next year’s July 7 Beavertown Blenheim Lions Bride of the Year, which she took the title of for 2011. “On the day it’s so much fun at the competition, everyone sits around and talks and relaxes,” said Jessica. The 23 year-old dispensary technician said not a lot changes after the knot is tied, and the key so far for her and husband Daniel has been about relaxing and

enjoying each other’s company. She described their wedding day at Brancott Estate in March as a “fairy tale”, and the Bride of the Year title as the “icing on the cake,” where she received massage vouchers, picture frames, jewellery, chocolates just to name a few. For the festive season they will be heading over to the Marlborough Sounds, to spend time with friends and family, and hopefully see some sunshine. The whole of Marlborough was a buzz of excitement when Dan Carter wed local born Honor Dillon last month. Local business people that were involved in the big day remained tight lipped about the celebration, that was later described as being an intimate and family affair with around 180 guests.

The co-author of a book depict i ng 150 ye a r s of Marlborough history says the project has been a community effort. Marlborough Celebrating 150 Years was officially launched on November 7. David Olliver, who compiled the book along with former

Marlborough mayor Leo McKendry and former journalist Cynthia Brooks, told The Sun the book could not have been written without extensive community input. “Leo and myself made contributions in our own right, but it’s fair to say there were probably 200 to 300 people who made

contributions by giving us information on various topics, and they’re all recorded in the book,” he says. David says the book focuses more on the second half of the 150-year period, as much of the first 75 years had already been well documented. “The book is a social his-

tory - it wasn’t meant to be all-embracing, but, certainly, it was meant to be something which people contributed to.” The book contains 504 pages and 32 chapters, and covers everything from tangata whenua to music and arts, sport, science and technology, and parks and reserves.

Devine intervention needed to resolve By Annabelle Latz William Yates believes Arthur Devine never had any intention on moving back into his hairdressing salon on High St when his lease was renewed recently. A legal battle between Devine and his landlord Yates is an ongoing one, since Devine was wrongly evicted on August 5, for not paying his rent on time. Yates’ former lawyers (Hardie Jones & Clark) wrongly told Yates that a rent payment had not been made when in fact it had been made on the last day. Hardy Jones Clarke then made a $20,000 payment to Devine six days later, presumably for the mistake. After the payment amendment, Devine’s lease was renewed on November 16. But delays for re-entry occurred because Devine was not satisfied with the interior state of the building. This dissatisfaction was resolved, and the salon was then ready for business. Then, to Yates’ surprise, Devine emptied out his salon two weeks ago, without ever actually moving back in. “It (the lease renewal) wasn’t about getting his business up and going again, it was about extorting money,” said Yates. Yates said as the lease holder, Devine can do as he wishes. “It’s black and it’s white, he can take his stuff in and he can take his stuff out,” said Yates, who is

The Sun reported [on December 14] Arthur Devine cancelled his lease on December 12, with William Yates and will not be re-opening at 62 High St, says Devine lawyers Radich Law. Yates lawyers have lodged a ‘Notice of Appeal’, which seeks to bring Arthur’s occupancy to an end, a decision which could take months to get a hearing says Radich Law. This makes it very difficult for our client Devine to continue trading.

A hot affair at Blues & Brews By Gary Hamilton-Irvine The Blues, Brews and BBQs event was a sizzling hot affair in 34 degree heat, however organiser Graeme Boon says the tough economic times that hindered the event were not so hot. The AMP Park hosted the18th Blues and Brews event in February, but a decrease of 600 people in comparison to 2010 had Mr Boon scratching. “I think the drop in numbers this year was mainly a reflection of the

tough economic times. “We’re looking to try and get those numbers back up [in 2012].” Mr Boon is unsure how well the event will bounce back next year however. “I don’t know, I’m not an economist you’d have to ask John Key.” The music was the real winner though with a perfect mix of musicians. “We did have a good content of blues last year – half played blues and half didn’t, which is about the

perfect split.” Mr Boon says overall the event ran smoothly with good behaviour. “We’re pretty pleased with how last years went, considering the reduced numbers. “We got good feedback from people that attended and the stall holders, and people were very happy.” The event will return for its 19th birthday on February 4.

New year for local triplets By Celeste Lodewyk Christmas has been a full house celebration for Blenheim’s Clark family, as their eight month old triplets experienced their first festive season surrounded by family. “This was probably the last year that the Christmas tree will be standing, it might be tucked safely behind a play pen next Christmas,” mother Angela Clark laughs. Ben, Stella and Jack were welcomed into the world on April 8, 2011 at Nelson Hospital. Born at 35 weeks after a healthy pregnancy, they have grown into

bubbly “babbling” babies and continue everyday to amaze their adoring parents Angela and Jason, and devoted older sister Nina. The past eight months have been a bit of a “blur” laughs Angela, but the fun is now really starting. “The fog is defiantly starting to lift and now they are sleeping throughout the night and entertaining one another, we often sit back and just watch in amazement at how they communicate and interact with one another. “They are very close and when one picks up a toy and rattles it,

the others stop to watch. Other times they quite happily babble to one another which keeps them entertained a lot,” Angela says. During the day Angela has the help of her mother in the morning and a nanny in the evening, and to date she says they go through one tin of formula every two days and have made around 4000 bottles. “And probably as many nappy changes as well,” she jokes. “The year 2011 was amazing for us and we look forward to seeing what the new year brings,” she says.

Now two local MP’s The face of Marlborough politics is a healthy mix of new and experienced for the new term. In November long serving National electorate MP Colin King retained his Kaikoura seat with almost 60% of the constituency vote, a 10,534 margin. King sees himself as both an MP and a farmer, retaining strong links with the rural community through his enthusiasm for shearing. Marlborough has its second MP Steffan Browning, of the Green Party.

Browning, a Blenheim-based organic farmer and King both admit that although they are from different ends of the political spectrum, and may differ on some issues, but will work together where they can. King, who has held the Kaikoura seat since 2005, sees his result as a “good mandate”, one of which he plans to build upon by backing an Environmental Protection Agency plan change for the King Salmon industry, further ‘commercialisation’ of Woodbourne and more refitting of

C130s for the South Pacific. There would also be ‘foundation training’ for the air force, navy and army at the base. Upgrading SH1 would also be a major issue, with King suggesting a second bridge being built alongside the existing Grove Road Bridge, which is subject to an historic preservation order. King believes a Blenheim by-pass is “sensible” but “there are better things [for government] to spend their money on.”
