Council cleared of corruption Arbuckle stands firm, ‘proud that I stood up’

By Damian George Marlborough district councillor Jamie Arbuckle says he does not regret initiating a review into allegations of wrongdoings within Marlborough District Council, despite the reviewer’s report clearing the council and its staff last week. Auckland lawyer Denis Sheard, appointed by Mayor Alistair Sowman to investigate the allegations, handed his report to the council on Friday. It found there was no evidence of corruption by council representatives or within the
organisation, though it did recommend more transparency in council processes. In a sombre public meeting, called by Mr Sowman, on Friday, several councillors called for Cr Arbuckle to resign and lamented the “damage” the process had caused to the council’s reputation. But Cr Arbuckle stood by his actions. “I’m proud that I stood up for the community and brought these allegations to the council,” he said.
“[The review]’s given a chance for a number of people in our community to move forward, and answers the concerns that people have been living with for many, many years.” Continued Page 3

NZ’s coldest day New Zealand climate scientists have detected the coldest day ever recorded in New Zealand. The record for our lowest recorded daily minimum temperature occurred 108 years ago, at Ranfurly in Central Otago, in 1903: a shivering -25.6 degrees Celsius. The all-time New Zealand maximum temperature record was observed at Rangiora, North Canterbury on 7 February 1973, a scorching 42.4 degrees Celsius.

Arbuckle under fire Continued from Page 1. In a statement, Mr Sowman said the review process had cost the council “a great deal”, hurting Marlborough’s reputation as a place to conduct business and leaving ratepayers with large legal bills. But Cr Arbuckle said it was essential the investigation took place, to “clear up the suspicious cloud that’s been hanging over this council for years”. “You’re telling me, if I wasn’t here, you would have allowed this to keep happening in our community. That’s wrong,” he said to Mr Sowman. “[The review]’s a one-off cost to clear our council’s name and our council’s staff and allow us to move on. “I’m not resigning for doing my job - ‘cause that’s all I was doing”. In response, Mr Sowman shouted back: “the ‘cloud of suspicion’, Cr Arbuckle, is generated by you!”
Jamie Arbuckle The review was instigated by Mr Sowman following allegations made by Cr Arbuckle that council staff had tampered with tender documents, and that some people believed the organisation was corrupt. It was not restricted, however, to just tendering issues, but heard any allegations of corruption aimed at the council. In his report, Mr Sheard stated none of the allegations made to
What some councillors had to say: Peter Jerram: “It’s been a total waste of staff time and ratepayers’ money. It’s been destructive and damaging to this council. If I made such a monumental fool of myself, I would first apologise to the staff and council ... I would also resign from council” Francis Maher: “This has had huge affect on staff morale. My question for Cr Arbuckle he needs to answer is: ‘what is the honourable thing to do?’ I believe Cr Arbuckle is the one that needs to answer that question” Graeme Taylor: “It disappoints me there is someone who won’t work with the rest of us. He seems more interested in grabbing newspaper headlines. Anyone can put the boot in. He won’t or can’t work with us; it seems he only wants to work against the council” David Dew: [to Cr Arbuckle] “I tried to warn you about the direction you were taking [in asking for a review] and the consequences of it, but you didn’t listen. I also sent you an email saying ‘you are on your own’, and you are on your own. “It will take ten years to get over this” Graeme Barsanti:” I’ve worked here for a long time, and it’s been a great place to work. But today, it’s a very sad and disappointing day”
Jessica Bagge: “I think there’s some good stuff that’s going to come out of this, and I think it represents the view of some constituents. Hopefully, this will give us the opportunity to sit down and have a look at the way we do things ...”
him “got anywhere close” to warranting further investigation. “We have been presented with what I believe to be a true picture: a complete absence of any wrongdoing,” Mr Sowman said of the report. “I hope the rumour and the scuttlebutt will be seen for what it was.” He said it was satisfying to see the council’s policies and processes were “robust”, but reiterated the negative impact the review had caused as current and former councillors “endured stress and personal attacks”. “I only hope we can now find a way to turn the page on this unfortunate episode.” Mr Sowman said it was likely the cost of the review would total well in excess of $100,000. He has ordered council lawyer Peter Radich to investigate potential code of conduct violations by Cr Arbuckle.

In his report, Mr Sheard advised the Marlborough District Council to: • consider making more of its policies available to the public through its website • consider amending its ‘Contracts Guidelines’ for staff on price and non-price attributes for weighted tendering • consider establishing a ‘tenders page’ on its website as a reference point for prospective contractors and suppliers, which includes a basic summary of the tender, the closing date, and the council representative responsible for the tender • review its approach to the release of information following tender closing. The council should make available to each tenderer individual non-price scores and the range of the non-price scores of other tenderers. It should provide, when requested, a summary of reasons for their scores • clarify how the procurement policy is applied to decision-making involving the expenditure of council money by councilcontrolled organisations

Power company exceeding expectations
Brian Moore, from the Canterbury Community Trust, presents a $400,000 cheque to Marlborough Civic Theatre Trust fundraising committee chairman Robyn Cuddon
Major boost for Civic Theatre By Damian George A $400,000 donation towards Blenheim’s new Civic Theatre signals the start of the “second phase” of the project’s fundraising efforts, Civic Theatre Trust fundraising manager Ross Anderson says. The trust received the donation from the Canterbury Community Trust last Friday, part of $1.6 million it plans to inject into Marlborough arts and culture in 2011. “There’s a long way to go - the
aim is to make sure the theatre opens debt-free,” Mr Anderson told The Sun. “But this marks the start of the second phase of fundraising.” The trust has so far raised $3.5 million for the $17m project, and hopes to have raised $5m by the time the project is completed hopefully by mid-2013. The council will provide $5m for the project. Canterbury Community Trust trustee Brian Moore, who presented the cheque, says the
money has gone to a worthy cause. “You’ve only got to look at the existing theatre to decide that it’s a no-brainer to build this [theatre].” The Canterbury Community Trust donated $1.5m to the Marlborough community last year. That included funding towards Picton search and rescue and Blenheim’s new aquatic centre at Stadium 2000, which opened recently.
Message from the Mayor
By Damian George The success of electricity provider Tiny Mighty Power in Marlborough can be attributed to its “personal touch”, the company’s manager Toby Warren says. The company has attracted about 1600 Blenheim customers since opening a local office in November last year, the most customers it has in any single centre in New Zealand. The figure represents a 14 percent market share of households in the town. Mr Warren says the figure is ahead of the company’s target, and he attributes that to its “local presence”. “Many of our customers tell us the biggest benefit for them – aside from cheaper prices - is that we have a local office and they are dealing with real
people,” he says. “We are on a first-name basis with many of our customers and we take a personal interest in making sure they’re happy with the service they receive.” Mr Warren says Tiny Mighty Power was developed specifically to increase competition in smaller New Zealand towns. “A lower-priced alternative retailer will always create interest,” he says. “We now have up to 30 people a week walking into the office and signing with us.” Tiny Mighty Power has about 1800 customers in the Marlborough region, of 8000 customers nationwide. It already had offices in Cambridge, Te Awamutu, Masterton and Rangiora before opening here.
New outdoor hospital facility Child and Adolescent Mental Health Services (CAMHS) at Wairau Hospital now has a new outdoor area, including a sandpit which can be used as part of therapy and counselling facilities. The driving force behind the new area was Wairau Hospital Community Liaison committee member Rose Montgomery. It will be a useful place for staff to interact with younger patients, Rose says.

The Sheard Report was sought in response to public comments made about corruption and tampering with tender documents. The comments were made by Councillor Jamie Arbuckle and, as such action would constitute a criminal offence, the Council was obliged to investigate them. An investigation, conducted independently by Auckland special counsel Denis Sheard, has now been completed. Mr Sheard’s report states, beyond doubt, that there is no corruption within the Council. It vindicates the Council’s reputation and the integrity of its staff, finding that: • The Council is not a corrupt organisation and most such accusations arose from people who simply did not agree with Council decisions • There is no evidence of corruption on the part of any councillor, staff member or contractor, past or present • The Council’s tender documents and guidelines are sound documents, as good as any equivalent documents used by other local authorities • Council staff understand and observe the principles of the Council’s tender policies.
The report says the written allegations from Councillor Arbuckle to the inquiry were either not backed up by the relevant individuals or the individuals chose not to participate in this inquiry. During the course of the review, Councillor Arbuckle also made a series of public comments claiming to have information about various matters including bribes, intimidation and fraud. None of these allegations has been found to have any foundation. I am satisfied that members of the public were given every opportunity to raise any relevant matter with Mr Sheard. While his initial brief was a specific matter of corruption in relation to tender processes, it was made clear to him that he was free to investigate any allegation of wrong-doing that was brought to him. His investigations were conducted independently of Council. All requests made to Council for documentation, or more detailed information, were met. Forty-six people met with him and two others made contact before he completed his report. His report finds a complete absence of any wrongdoing. Mr Sheard was also asked to consider the Council tender processes as part of this review.
He has found Council policies and processes to be robust. Mr Sheard describes MDC tender documentation as already at least as good, if not better, than the standard of other local authorities. The Council will follow up recommendations that more easily accessible information about the detail of Council tender policies and processes could be offered through the Council’s website. However I note that Mr Sheard suggests that, at the heart of complaints about Council tendering, is the fact that Council staff drive a hard bargain on behalf of ratepayers. He is clear too that, given the size and scale of the MDC’s operations, the level of complaint is not out of the ordinary and does not indicate any systemic malaise. As Mayor of Marlborough I am very disappointed that it was necessary to establish this inquiry. As a result of the way these allegations were made, they have been widely reported across New Zealand, damaging the reputation of the region. On National Radio, for example, claims were made that damning information existed which would ‘send shockwaves through the Council’ and cause
‘a lot of heads to roll’. These claims have not been substantiated. These, and other statements alleging bribery and intimidation, have hurt Marlborough’s reputation as a place to conduct business. The individual Council employees, and current and former Councillors, who have been the target of allegations have endured stress and personal attacks. While the accusations have been proved to be unfounded, the damage has been done. Ratepayers must now meet the legal bills for this investigation. I believe there is much wisdom in Mr Sheard’s message to the Marlborough community: people should be slow to accuse their neighbours of ‘wrong doing’ -------repeating ill-informed gossip is nothing to be proud of, especially when even a minimum of thought or investigation can prove that gossip to be without foundation.

By Celeste Lodewyk Omaka Marae became the classroom for 12 Marlborough Girls’ College students last week when four Maori performing arts tutors came from Rotorua to deliver their Kapa Haka Education programme. The tutors, who belong to the Manaakitanga Aotearoa Charitable Trust set up by Sir Howard Morrison and run by his daughter Donna Grant, were invited to Blenheim for the first time by MGC head of Maori department Sione Niupalau. The students were chosen by Sione to partake in the week-long programme, giving them NZQA credits toward qualifications in Maori performing arts. Tutors Toni Waaka, Maraea Woods, Tiahuia ‘T’ Ropitini and Waimarie ‘Jojo’ Waaka spent the week living
with the students at the marae as well as teaching them about Maori performing arts and building on their knowledge of the Maori language. For Toni, she told The Sun it was more of a personal journey with the students, identifying their strengths and encouraging them to be the best they could be. “Not only did we follow the programme, but the girls were taught to respect rules and values including no bad language, helping one another, doing the dishes after their meal and working together as one group. “These are all life skills which can be implemented into their everyday lives, something I hope they will continue to do,” she says. This programme is aimed at ages 16 to early 20s and teaches Maori, Kapa Haka and Maori Performing Arts.

MP checks out SPCA By Damian George National MP for Tauranga Simon Bridges says society will never completely rid itself of animal cruelty, but is proud offenders now face harsher punishments in New Zealand. Mr Bridges, a passionate animal welfare promoter, was at the Marlborough SPCA on Monday as part of his one-day visit to Blenheim. He was there to get an overview of how the service was functioning and gauge the level of animal cruelty in the region. “We will never do away with the issues entirely,” he says. “It sounds obvious, but animals can’t complain, so we’re always going to have animal cruelty.” Mr Bridges, whose private member’s bill to introduce stronger penalties for animal cruelty was passed in July last year, has been visiting various SPCAs throughout the country. “I’m here [in Blenheim] really just to check out the site, see how well funded the service is, what kind of animal cases it gets through, and

One of the main areas of concern with SPCAs nationally is the disparity in funding between large and small areas, he says. “Places like Marlborough don’t get as much as, for example, Auckland. Some areas might be less-populated, but they’re actually quite big areas.” Among the changes introduced by Mr Bridges’ bill included the maximum prison sentence for wilful ill-treatment of an animal increasing from three to five years, and the maximum fine doubling to $100,000 for an individual and $500,000 for a corporate body. “What we have done is ensure that when animal cruelty comes to light, the offenders are appropriately Left to right: National MPs Colin King [Kaikoura] and Simon dealt with, as opposed to just Bridges [Tauranga] at Marlborough SPCA on Monday. getting a slap on the wrist.” Mr Bridges was shown around Blenheim by Kaikoura Electorate MP Colin King.

SALES... SALES... SALES As a child growing up I remember my mother being quite emphatic that we did not go to sales! She held the view that it was everything which others did not want. How things have changed. Today ‘sales’ (while still a time-honoured way of clearing a season’s stock) represent an ever-expanding approach to selling. The difficulty is in distinguishing what is an authentic sale with genuine bargains and what is a ‘discount’ sales strategy. In the end it has been my experience that with the latter you often end up getting what you paid for! On the other hand if you do see top quality items at great prices it is an opportune time to do gift buying for birthdays or Christmas as, in our case, the ‘on special’ goods usually represent items with a long-term value and are genuinely good buys. This month we offer some great opportunities with classic Citizen and Citizen Eco-Drive watches. Call in today and make a smart start to your Christmas shopping.

No we didn’t as we are renovating and that comes first. We would have liked to go to a Christchurch game, but that’s also not possible now.
Yes I did, but it was for a game in Christchurch. We got given a refund as the stadium is not usable.
I have left it to the last minute like a typical Kiwi!
No I didn’t buy any as I thought it was too expensive. I love my rugby, but it’s just too expensive.
No I didn’t as I’m a football fan!
No I didn’t as it’s too expensive. There are no games in Blenheim, and then you have to travel to games that are away. It all adds up.

Dear Ed, It seems to me the council clique are bagging (pun) Jessica Bagge over the theatre site. I want to congratulate councillor Bagge for her openness over the matter. I understand it encroaches onto Hutcheson Street. How silly! Did Mayor Sowman realise this? Keep up the good work, Councillor Bagge. Other councillors might realise they
Dear Ed, If rumour has it that there has been some movement/subsidence with the Clubs of Marlborough/Convention Centre, why would anybody want to build a new theatre on a reclaimed river bed that has been filled? We are also against not being able to make a right-hand turn when we come out of the Clubs of Marlborough. Should be built on the High Street car park. Libra

Cats on the loose Dear Ed, I too am struggling to understand why the SPCA would neuter cats and then let them loose. They don’t lose their appetite for food, you know.
Where does that leave the ‘Tui to Town’ idea? At bird nesting time, I have at least a dozen different cats roaming my garden. The birds don’t stand a chance. Clarkie
Thanks to Cr Bagge Dear Editor, I believe congratulations are in order for Councillor Jessica Bagge, who has both the honesty and courage to ‘show’, with her lovely green paint, the outline of the ‘proposed’ new theatre for all the ratepayers to see for ourselves the true size and shape of the building. Think also about the add-on costs (i.e. realigning Hutcheson Street at HUGE cost, for one). And then what about future extensions in 10-20 years time? Now we can all see for ourselves that to even think of building a theatre beside the Clubs of Marlborough has to be ... surprise, surprise!....an absolute ‘no-brainer’. Why would you make a beautiful building ugly by ‘stuffing’ it on a site that’s too
small for it, as voiced by others? Thank you, Jessica, for your integrity in representing us, the ratepayers, without any ‘blinkers’ attached. It is noted that 6 councillors voted against the theatre going ahead ‘because all the necessary information was not available at that time’. What was the urgency? Made me wonder what difference it would have made to the other 8 councillors who were still prepared to vote for it anyway. Seems their decisions were already made regardless? I now know - as I’m sure many other ratepayers do too - which councillors I would want to have working for my best interests. Sincerely, Judi Woolley

Full throttle Racing along a winding dirt track, navigating holes, stones and uneven ground while listening to the motorcycle’s engine screaming with enthusiasm, nothing beats riding out in the open on a dirt bike, as Celeste Lodewyk finds out.
Ashwood Park RETIREMENT VILL AGE
From the freedom to the rush of twisting the throttle, local girl Yvette Hagen loves every aspect of motocross, so much so that she has made a job of it. With the 2011 Fairweathers Flat Track Series finished as of last weekend, Yvette takes time out of her busy schedule to talk about her love for motocross and her “dream” job. Yvette, who rode to a third overall placing in the ladies class on Sunday says she it has been an ambition to combine motocross with a career, hence why she pursued a job working with the team at Nelson/Marlborough Trials Centre. Sitting in an office surrounded by shelved motorcycle parts, Yvette’s eyes light up when asked where her interest in motocross began. “I have been riding dirt bikes since my early teens, influenced by my father who taught my brother and I how to ride when growing up. “Some of my earliest memories are of Dad chucking me on the back of his bike for a ride, this was what sparked my interest to begin with. “But it wasn’t just riding, I was also taught how to maintain my own motorcycle so after a while I realised that it
was an industry I wanted to work in,” she says. Now at age 27-years she feels most at home selling and advising customers on motorcycle parts and accessories, and isn’t a stranger in the workshop. “I can get under a bike and fix it, if the job isn’t too major,” she laughs. “But I’m constantly learning, especially with ATV’s and I have Brendon and Rob in the workshop showing me different things. “Really it’s a dream come true for me, I have always wanted to work in a bike shop and to eventually have my own one day,” she says. Born and raised in Marlborough, Yvette has competed in a variety of motocross events including trials riding and her favourite – cross country. “There’s nothing quite like cross country riding, it’s more demanding physically and takes you through some beautiful country,” she says. Over the years she has raced in the ladies sections of local events as well as competing at past South Island Championships. The next big event in her sights is the Peter Brown Memorial motocross event approaching in September. Yvette currently owns a Kawasaki KLX 300 but recently has been competing on a Gas Gas EC 300 loaned to her by her employer Brendon Wadsworth.

This is a story shared by a domestic violence survivor called ‘Fay’ who has the Women’s Refuge to thank for taking her and her daughters in and helping them to start a new life away from violence. “I was overwhelmed by this amazing sense of freedom and not knowing quite what to do with it. I could see my children expanding as people without my husband’s control over them. The same thing was happening to me. We missed out on some very good years of our lives. It was a waste of life. I felt very guilty the first night I went to the Refuge. I didn’t even tell him I was going. I left a very dramatic note on the kitchen table. I felt that perhaps I should have said something to him; I was running away, being a coward. Those feelings lasted approximately three days, until we were tracked down and we lived in constant fear for 48 hours, locked away in a tiny flat. I then thought, well, how silly to feel guilty. It was not me that was doing
the battering, my kids and I had done nothing to provoke the attacks. For years I was constantly abused mentally. The beatings were irregular, unpredictable and I was bashed in the head, breasts and shoulders. He pulled chunks of my hair out, he would pull me from the bed if I was asleep (or pretending to be) and beat my head against the bed head when he came home late. I was given very little money to keep the house and was usually beaten whenever the bills came in. My children were also assaulted and it was only when I talked to my daughters about leaving that I was told of the sexual abuse, he said he would kill them if they told. I don’t feel bitter and angry towards all men, I have since remarried and my daughters and I are now very happy something I had begun to think would never be possible again.” Women’s Refuge National Crisis line operates 24/7 - 0800 REFUGE (0800 733 843)

Funding cuts -
Community support needed more than ever The Government’s decision to cut its funding for Women’s Refuge by $700,000 is now taking effect, leaving Marlborough Women’s Refuge short of $8,500 annually. Manager Rachel Black told the Sun the Government cuts will affect safe house funding, and she now looks nervously toward the future. “Losing $8,500 per year is really going to affect our core baseline service and I can’t help but question how long we can continue without more funding. “Unfortunately times are tough and everyone is in the same boat but now more than ever we really need the support of the Marlborough community,” she says. The funding cuts will affect Women’s
Refuges right across New Zealand and some are already facing the reality of having to turn away women or direct them to alternate services, potentially putting them at further risk. The Women’s Refuge Awareness Week 2011 runs from July 18 to 24 and aims to both raise funds and awareness of the Refuge’s services within the community. Money raised goes toward providing support services for women and children of Marlborough including offering Women’s Education programmes and a Wairau Children’s programme. If you would like to help Marlborough Women’s Refuge in any way, please contact Rachel Black on (03) 577 9939.

Tips on choosing exterior colours for your home Your home is ready to move into, but one last thing remains – painting the outside. Or perhaps you want to update your home’s exterior but don’t know what colours to choose? Making choices about all the different things that go into building or renovating a house is difficult. The number of colours and combinations available in your local paint store are mindboggling and making that final choice, which you will have to live with for sometime, is always confusing. The first step in choosing the correct exterior paint color is to plan well in advance and do a little experimenting. Colour is a dynamic force and although it is
a very personal choice and no one can tell you which colours are the best for your home. Another point to consider is to make sure you know what moods different colours evoke. This will also help you in choosing colours for the body and the trims. Once you have honed in on a set of colours, buy testers and paint portions of your home and make sure you study your choice in the morning, afternoon, evening and even under artificial lighting. Colours alter with changing light and only when you are totally comfortable with your choice, head to the paint store with appropriate dimensions so that the experts can suggest the amount of paint your home will need.

• A two tone paint job is most common, but choosing many colours which highlight the architectural and design features of your home will be more dramatic. • Dark colours make bigger houses look small while lighter shades will make small ones look more spacious.
• A black or gray will absorb and retain more heat and vivid palettes are prone to fading if exposed to direct sunlight. • If you live in a sunny area choose shades of white and tan, not only because they reflect light and heat but also because they intensify shadows.

Choosing colours for your home can be stressful. A common nagging thought in renovators minds is; “What if I get it wrong and can’t afford to fix it?” Mistakes happen easily as colour appears deeper on the paint chart than it does on the wall. You may well know in your head exactly how the end result should look but have no idea how to combine all the elements to achieve your dream result. This is when a one hour design brainstorm with me is the most affordable peace of mind around. No two wish-lists are the same and one of my strengths is to really listen
and understand my clients personal vision for their home. I work well on a budget and enjoy the creative challenge of getting the look for less. Whether working with existing materials or starting from scratch, I love it all and give 100% to every project. Sometimes all it takes is a fresh pair of eyes to move some furniture and re-group your treasures, perhaps suggesting a new accent colour in cushions and throws for a bit of pop. Don’t be stressed, give me a call and let’s have some fun. Simone Hill - Cinnamon House Design - 577 6386 or 027 285 1381.

Colour
What the pro’s want us to know…
Colour is a truly magical renovation tool, it can transform a home, create a fresh style, set a mood and reflect the home owner’s personality. What colours we choose can evoke many feelings and perceptions, both positive and negative so it is important to create the right colour combinations.
Mix bold with neutral: It is a challenge to decorate a home with bold and bright colours without overpowering the room. When using a strong, saturated colour tone it down with some whites, neutrals and metallic touches. Infuse your personality into your home decor without overpowering the room.

Don’t forget the furniture: Think about the underside of furniture and try painting it a bold colour. The light from the floor will reflect up producing a coloured cast beneath it, this will create a unique and eye catching feature. You could also paint the inside of a bookcase or wall cabinets, this will set off the ornaments and books sitting inside.
A garage that works for you It is interesting that in most kiwi neighbourhoods, vehicles are often parked outside of the garage because it’s full of everything else. On average most families now own two cars, maybe a motorcycle, have either a trailer or a boat or both, plus bicycles, kayaks, a lawnmower, a workbench, a second fridge, or freezer or both, often a laundry is tucked into a corner, a cupboard for raincoats and gum-boots, kids’ sports gear, golf clubs, maybe the fishing rods hanging from the ceiling and basically anything else that is no longer needed inside the house. It’s no wonder there
is isn’t any room to fit the cars. When considering the dimensional requirements of your garage, you need to make a list of all the items you plan to store in the garage in addition to the vehicles. A standard garage of around six metres by six metres is quite adequate to park two cars. If you plan to fit anything else and want to exit the car without doing the shimmy between bikes and mowers, then you need to start expanding the dimensions. With your list in hand, call the experts and discuss what garage will best suit your needs.

UPGRADE to wARmth! We will Double Glaze your existing Aluminium Windows and Doors adding value to your home.
Colourful ceilings add space: It is widely thought that white ceilings add height and a ‘clean’ feel to the room. But experts say that white ceilings can actually seem lower so by using a shade or two lighter than your wall colour, your ceiling can appear higher and longer.

Henry’s Smoked Fish Fondue Soup
This starts with a roux sauce. 3tbls of butter 2tbls of flour 1-1.5cups of milk ½ cup of grated tasty cheese Pinch of salt / pepper and paprika Tsp of mustard powder One fillet of smoked fish Ling or cod is good, flaked
• Melt butter in a medium sauce pan. • Add the flour, mustard, salt, pepper and paprika until a paste is formed. If it appears too dry don’t be scared to add a little more butter. It should form a ball that looks glossy but isn’t dry. • Slowly add the milk; if you do this too quickly it will go lumpy. (this can be
fixed later with a hand held blender). • Add the cheese and the flaked fish. • The dish should be thick enough to use as a dip but loose enough to eat with a spoon, if it appears too thick add a little more milk. • Serve with a crusty French stick. Great lunch for two people.

SOLAR PROMiSe LAuNChed Marlborough Mayor Alistair Sowman and Nelson counterpart Aldo Miccio were in Wellington on Monday for a nationwide launch of a campaign to embrace solar energy. ‘The Solar Promise’ encourages the Government and all New Zealand councils, individuals and businesses to help lower the cost of solar power installation. “One free resource we have here in abundance is sunshine, so it makes sense to be working on this across the top of the south,” Mr Sowman says.
Also at the Maori Performing Arts education programme were Geena Nicholls, tutor Toni Waaka and Maia Skoczek.

Bible Answers... with Pastor Jeff Williams
Do you have a Bible question for Jeff? Email us your question at pastor@mbbc.org.nz or post it to us. Full confidentiality is assured at all times. Q – “What is God’s name??? A person has got to have a name, how can we build a relationship with him if he has no name.” (Anne M – email) A – God has many names as do most of us. Part 4 99 times out of 100, when this question is asked the purpose behind it is someone trying to prove that the only true name for God is Jehovah. As we have shown over the past few weeks, the Bible records and regularly uses many, many names for God, of which Jehovah is only one. Only someone adhering to false doctrine and/or a man-made religious system could fail to see this and continue to insist that God’s only name is Jehovah: 1) The Hebrew word/name Jehovah was not revealed by God until he met Moses at the burning bush – “And I appeared unto Abraham, unto Isaac, and unto Jacob, by the name of God Almighty, but by my name JEHOVAH was I not known to them.” (Exod 6:3) 2) And yet for 2,500 years before this event, people “CALLED UPON THE NAME OF THE LORD” – (Gen 4:26; 12:8; 13:4; 26:25; etc...) Obviously many thousands and thousands of people had a RELATIONSHIP with God calling UPON HIS NAME and they weren’t using the name Jehovah – hmmmmm.... 3) The first time God reveals that one of his names is Jehovah, he stresses not the name, but the importance of the MEANING of the name – I AM THAT I AM. He showed he was the selfexistent, eternal God in distinction to the false gods surrounding the Jewish slaves in Egypt! 4) Did Jesus have a relationship with his Father? Of course. How many times did Jesus refer to the Father as Jehovah? Zero! 5) Probably few in the Bible had a closer relationship with God than David – a read through the Psalms will reveal that David consistently referred to God by many other names than Jehovah – rewriting the Bible to change this fact is a sad and dishonest attempt to cover up this truth. 6) Why do people with this agenda ignore obvious Hebrew names for God other than Jehovah such as JAH? This specific Hebrew name “JAH” appears once in English in our KJB and 49 times in Hebrew – ever met a Jah’s Witness? Why not? Is one of these God’s real name and the other one not? The compound name “JAH JEHOVAH” appears in Hebrew in verses such as Isa 12:2 and 26:4. If God’s only true name was Jehovah, you can rest assured that this is the only name that would appear in scripture! “Professing themselves to be wise, they became fools.” (Rom 1:22) “To the law and to the testimony: if they speak not according to this word, it is because there is no light in them.” (Isa 8:20) ` Next week – what is more important than the name Jehovah?

Local names dominate as series ends
Black belt Graeme Andrews [left] and fourth dan black belt sensei Eric Hughes train at the Blenheim Seido Karate Club last week.
By Damian George Blenheim’s Seido Karate Club has added two more black belts to its roster, and is urging more people to take up the martial art. The graduation of members Graeme Andrews and Nigel Fraser to black belt recently has brought the club’s total number of black belts to eight, which includes two third dans and one fourth dan. Graeme, who has practised Seido karate for six years, says what sets the discipline apart from other martial arts is that it is “available for everybody”. “One of the good things about Seido karate is there’s a lot of families that do it, a lot of kids
go with their parents,” he says. “There’s everyone in our club from kids, to women and older people.” Seido Karate was established in 1976 by Japan’s Tadashi Nakamura, prompted by his view that the true practise of karate can help people to better understand themselves and others. “[Seido karate] has elements of sport, but it’s more of a way of life,” Graeme says. “The top exponents of karate are often very, very humble people; they’re not big machotype people who you’d expect to go around beating up people.” The newly-crowned black belt
says the martial art is especially beneficial for kids “lacking a bit of self-esteem”. “If the kids stay with it, you can certainly see them building in confidence.” Of his own achievement, Graeme says he was “relieved” to pass the grading, overseen by eighth dan Andy Barber in Nelson. Andy is one of only three Seido karate eighth dans in the world. - The Blenheim Seido Karate Club practise every Tuesday and Thursday at 6pm at the Senior Citizens Hall on High Street.

Super 15 final sign of things to come? The Super 15 rugby final between the Reds and the Crusaders on the weekend had a distinctly test match feel about it. It saw a sell-out crowd of more than 50,000 turn up to a supreme sporting venue - Suncorp Stadium - to watch the two best sides in the competition do battle in an ‘all-or-nothing’ encounter. It was preceded by no end of pre-game hype, speculation and predictions, all contributing to a tension-filled occasion in which precision and poise was paramount. And it mirrored, to an extent, what we can expect should the All Blacks face Australia in
a World Cup knockout match later in the year: the experience and pedigree of the Crusaders, littered with All Blacks veterans, against the raw, game-breaking talent of the Reds, in the likes of Wallabies Will Genia, Quade Cooper and Digby Ioane, among others. And, perhaps alarmingly, it was the exuberant Reds, in their first ever Super Rugby final, who held their nerve to take home the spoils. In Dan Carter, Richie McCaw, Brad Thorn and Kieran Read alone- four All Blacks certainties - the Crusaders had 253 test caps in its ranks. They had another

seven All Blacks in their starting XV. Both sides made mistakes. But, despite looking in control for much of the first half, the Crusaders wobbled, hesitated with the ball in hand and made crucial errors, while the Reds, through their game-breakers, took (or created) their chances and stormed to victory. It might be a stretch to suggest this match could be a precursor to a trans-Tasman World Cup battle. But there is enough to suggest that experience alone will not get the All Blacks over the line. Cooper and co could yet spoil the party.

By Celeste Lodewyk With their eyes on the prize, riders competing in the final round of the 2011 Fairweathers Flat Track Series on Sunday pushed through the wet and muddy conditions to fight for a place at the top of the points table. Organiser Brad Millar says overall the Series was a huge success and was pleased with the turnout of around 90 riders to the final round, held at the Brownlees Property near Havelock. Local Results:
Local boy Evan Wadsworth gave a spectacular finish on Sunday by taking first place in the MX1, MX2 and King of the Flat Track Senior classes, while Brad Wadsworth took second place in the MX2 class and third in the King of the Flat Track Senior class. Andrew Rudd continued his good run with a second placing in the MX1 class and a third placing in the MX2 class while Moston Wadsworth took over third in the MX1 class and second in the King of the Flat Track Senior class. In the National 125 class Paul Pudney held onto his second place position, while Steve Lange took out first place in the Enduro class ahead of Aaron Boon in second and Chris
Matthews in third. Local girl Yvette Hagen fell from the top to land a third placing while Stacey Cleaver moved down a spot into fourth place. Steve Lange again features in first place in the 35-44 Vets class, while Moston Wadsworth continued his lead taking first place in the Vets 45+ ahead of Brian Wells in second and Chris Matthews in third. Local name Kerry Lammas dominated the Clubman class moving from third place from last week’s round into first place. In the younger groups Jack Dalton held onto his lead to take first place in the Junior 8-11-years class. Isaac Godsiff again won second place in the Junior 12-14-years (125cc) ahead of Adrian Tennant in third, while Jackson Simmons took second place in the King of the Flat Track Junior class and third place in the Junior 15-16-years (125-250cc) class. Winners of each class received trophies and products donated by sponsors. A huge thankyou to all the sponsors and local businesses which supported the 2011 Fairweathers Flat Track Series.

Local shooter invited to join national body Left: Val Wadsworth president of the RSA Smallbore Rifle club, coach Glenn Harris with Andre Groenewald.
By Celeste Lodewyk Local man Andre Groenewald is quite possibly on the rise to becoming a potential star on the national stage of New Zealand shooting. Born in Zimbabwe Andre was born “with a rifle in his hand” and has been shooting since he was knee high. The 20-year old who has Cerebral Palsy suffered an epileptic seizure during his learners drivers license and was told he could not re-sit for another year, so instead he went for his gun’s license. Last year he took up small bore rifle shooting and in a short time has managed to gain
the attention of Parafed NZ, the country’s national body for disability sport. Each year Parafed NZ athletes are sent away to international competitions, including the recent IPC Shooting World Cup held in Spain during May. Andre was invited to attend a Parafed event in Christchurch during Labour weekend last year to meet NZ representative shooters and to see what is involved. At the time Andre did not shoot as there were no left handed rifles available for him to use, but he later returned in November during a national cup competition and went up against some of the country’s top shooters.
Although Andre was not “officially” competing with the others, and despite the fact he had no previous experience using the air rifle supplied to him, he still managed to beat the highest scores with 185 out of 200. From that impressive performance Andre has now been invited to join Parafed Canterbury, but it comes at a cost. It will cost Andre an entry level fee of $2,500 which will set him up with a left handed rifle, and will require him to travel to Christchurch regularly to attend meetings. With the support of his family Andre has taken up the challenge but before he signs up he needs to raise the $2,500.
Already he has been shown great support with local woman Beverly Rasmussen, owner of the ‘Time Out’ gaming business offering her help. She has installed the gaming machine, Cyclops Superballs at Stirling Sports for the public’s use and is donating 70percent of the money raised from it to Andre. In addition she has also provided free playing tokens for the Big Buck gaming machine at United Video for Andre’s out-of-season shooting practice. If you would also like to help Andre reach his fundraising goal, you can contact him on 578 8199.
