Rates reform hurts

Mayor wants more information from Government By Annabelle Latz If you are going to restrict us on our activities, who picks up the slack? That is Mayor Alistair Sowman’s question to Central Government, regarding the “Better Local Government” reforms plan outlined by Central Government on Monday. He said if Central Government wants to restrict spending from Local Governments, there needs to be clear systems

in place for where all the required spending money will come from for local needs. Alistair was in Wellington yesterday afternoon, meeting with Local Government Minister Nick Smith, discussing the reforms plan. “The interesting part is to hear from Nick Smith and the areas Local Government shouldn’t be involved in. It’s difficult to comment on the new reform

because we haven’t been told much yet.” The aim behind this reform is to curb Local Government spending, and help the rate payer. Nationwide, rates have risen 7% a year since 2002. The reforms plan, due to come into effect in September, includes eight specific areas where changes would be made. Continued Page 3.

Mussel fest the best

The sun was shining, crowd numbers were up on last year and the behaviour of patrons was excellent, another successful year for organisers of the 2012 Havelock Mussel Festival. Marlborough Police were quick to praise those enjoying the day and those who did “an excellent job of running the event.” “Police made no arrests which is a fantastic result. “The crowd was excellent with a real family atmosphere and everyone had a great day including our staff, it’s a credit to the organisers,” says Senior Sergeant Peter Payne. For Marlborough 4 Fun manager and event co-ordinator Katrina Lange this year’s festival format was slightly different, but proved

to be a shining success. “I think we are on to a real winner with this format, the entertainment was brilliant and really stood out this year. “We had visitors from all over New Zealand and overseas come for the festival and since the weekend we have been inundated with positive feedback,” she says. Saint Patrick’s Day was well celebrated with plenty of green hats and Irish symbolism dotted throughout the crowd, and for bride and groom Katie and Matt Lomax the festival was an opportunity to have their first dance together as newly weds. From 2005 to 2011 the Mussel Festival has contributed $120,000 toward community projects.

It is said that oysters and Guinness are a match made in heaven, something patrons at Seumus’s Irish Bar in Picton discovered as they celebrated St Patrick’s Day on Saturday. Bars and restaurants throughout Blenheim and Picton reported good numbers despite the clash in days with Havelock’s Mussel Festival and say the enthusiasm of patrons was more than impressive. “We had a young girl bring in her face paints and in the end we had 120 people in the bar with painted faces,” Seumus’s Irish Bar owner Liz Hawthorne laughs. Paddy Barrys Irish Pub owners Liz and Paul McElhinney began festivities early with a hearty Irish breakfast followed by traditional dancers and live

entertainment later that night. “We had a special Irish menu on the day which a lot of people dined from while our staff got into the spirit by dressing up along with patrons,” Liz says. Irish born Biddy Kates Irish bar owner Terry Sloan donned a bright green goatee and set of eyebrows to greet patrons as they packed into the Market Street bar. “Everyone seemed to get into the spirit of St Patrick’s Day including regular Paddy Dawkins who came in wearing a dodgy looking green dressing gown,” Terry laughs. There were plenty of Guinnesses served throughout the day and it was standing room only by the end of the night at Biddy Kates.

Happy to be harvesting

By Annabelle Latz It has been a late start, but the grape harvest in Marlborough is now well underway. The first grapes were picked last week for sparkling varieties. Hunters Wines started picking pinot sparkling grapes last week. Viticulturalist Bryan Vickery is in his ninth harvest there, and said this year’s harvest could be down by 10% and two weeks later than last season. “Some Sauvignon grapes will start floating in in about April.” He has shares in a harvest machine, which takes the grapes off the vines. Harvest machines have become popular world wide in the wine industry, often seen as a cheaper and more time efficient method of grape picking for certain wine varieties. Pernod Ricard had hand pickers lining their vines last week. “It’s that time of year!” said Pru Thomas who has been at Pernod Ricard for 18 years. Pru and Barbara Fraser work all year around with the vines, and harvest time is one of the highlights. “This is what we work all year for,” said Barbara. Wither Hills started last Thursday, with around 70 pickers turning up for the first day’s picking. Chief Wine Maker Ben Glover is expecting about 15 days of picking. “From a sparkling point of view we are methodically into it.” He said flavours are looking really good, because of lower sugar levels, normal acid levels, and a longer ripening season. Wither Hills produces sparkling grapes for the Daniel le Brun brand, with Andrew Petrie as the sparkling wine maker. “We are an average of 10 days later this year, but it’s not a big issue,” said Ben. He said a few Norwest nights have also been good for the grapes. The Sauvignon Blanc Harvest will start at the end of March, with the Pinot Noir pick starting in about five days.

The Marlborough District Council brand logo has received a redesign that brings it in line with the digital demands of the day. Mayor Alistair Sowman said that unlike the old logo, the new one can be easily reproduced across all council publications, from hardcopy to digital formats. The updated logo was created at a cost of $4000 by Blenheim designer Alex Lloyd, who designed the original in the 1990’s.

Alistair said Marlborough has a small rating base covering a large area, with rates proving a huge expense for many

people in the region. He would like to discuss alternative solutions for local funding, aside from rates-based methods. “Rates is a tax on property, it’s a very crude tool and in most cases very cruel.” He says this with regard to people paying rates aligned with the value of their property, not their income.

Up close with World Cup glory There was a good excuse to reflect smugly on our recent Rugby World Cup glory on Monday. The Webb Ellis Cup graced three local school halls on Monday; Whitney St Primary School, Queen Charlotte College and Marlborough Boys’ College, and was up for show in Seymour Square that afternoon. It’s called the Great Rugby Road Trip, involving a custom built black truck to transport rugby’s prize silverware, also including the Bledisloe Cup, the IRB Women’s Rugby World Cup and the IRB Junior World Championship Trophy. From Northland to Stewart Island, the tour lasts for six weeks, visiting 100 schools at the 26 Provincial Union regions, encouraging people to keep backing rugby in many areas from playing and refereeing to volunteering and watching. ROAST CAPSICUM SOUP A great soup for the cooler days we’ve been having in Marlborough and a delicious way to use the abundance of capsicums available at this time of year. Match with Yealands Sauvignon Blanc. 3 Tblsp olive oil 5 fresh red capsicums, chopped 2 medium onions, chopped 5 roasted red capsicums, chopped 1 tsp chilli paste Good pinch of cayenne pepper 2 oranges, juice of 2 and zest of 1 Salt to taste 1500mls of vegetable stock or water Sautè in the olive oil the fresh red capsicums and onions for 15 minutes, over a low to moderate heat stirring frequently. Add the roasted red capsicums, chilli, cayenne and water. Bring to the boil and simmer for 25 minutes. Remove from the heat and stir in the orange juice and zest. Plane wedding bliss for couple By Annabelle Latz It was all aboard the Argosy last Friday for Steve and Yvonne Davies’ wedding. “I’m grinning from ear to ear, I got here!” said Steve, thinking back to his unexpected week in Nelson hospital due to a heart stent implant. “Come on! Boarding passes please! No passes no plane!” he announced to his friends and family who gathered for the midday celebration. Steve is the plane fanatic, but it was Yvonne who suggested they take their vows on the Argosy at Woodbourne.

“We were driving past when Yvonne suggested it. I said oh yea, go on then, why not?” He recognises all the local planes by sight and sound, and if he knows a particular one is coming to Woodbourne he’ll make the short trip from their Renwick home. “I’ll pop down for a look.” He said the wedding day was easy to organise for the crowd of 30 coming from different pockets of New Zealand and England. “It didn’t take long, it was simple really.”

Burglars on the prowl By Annabelle Latz Bruce Partridge was correct in thinking his vehicle was safe. Because it was parked up his driveway and was locked. But just after he went to bed after 11pm on a Monday night, some car thieves thought differently. The front passenger door of his Isuzu Big Horn was picked, and expensive spraying gear was taken, including wet weather gear, overalls, and a spray mask. “It was right beside the house, I’m talking three feet away!” The vineyard sprayer said the biggest issue was the inconvenience that an incident like this causes. “The problems are just ongoing; fixing the central locking, and small things like wheel nuts are missing, dents, scrape marks, broken rubbers around the doors – all this needs to be replaced. And that’s on top of the cost of what’s gone missing.” He had nearly $700 worth of

gear stolen. “It’s usually covered up, but it wasn’t that night.” He has insurance, but said it wasn’t worth claiming on by the time he paid the excess. “They seem to steal the stuff that is untraceable, or that they can move on pretty quickly.” Some people think it’s better to leave cars unlocked, because it saves windows from being broken or locks picked. But Bruce disagrees strongly with this. “It must be locked. Insurance companies won’t pay out if the car isn’t locked.” Insurance companies were contacted in relation to this excuse. The insurance companies said people have a duty to protect their property as best they can, including locking vehicles, making sure property is hidden from view or removed for safe-keeping. It’s not too much of an issue as I tend to use the yellow pages on the internet, but it must be hard for the elderly.

I definitely liked the bigger lettering in the old phone book. It would also be nice if they brought back the art work on the front covers again.

The new phone book is shocking. The old one is much better, this new font is far too small, my wife can’t read it at all.

The font is ridiculously small, they didn’t think about all of the elderly living here in Blenheim. I threw the new one out and kept the old one instead.

It’s no good for me without my glasses, even the old one was hard to read, let alone a smaller one.

I haven’t even noticed. But who doesn’t get their glasses out to read it anyway. At least this way it has less pages, so it’s more economical.

Dear Ed, To rectify your article (Friday 9th March) - “NZ King Salmon operates five salmon farms...” There are two other finfish sites in the hands of King Salmon in the Marlborough Sounds. One site is leased, one is owned by NZKS, both licences are in Crail Bay in the Pelorus Sound. These two sites were fully operational and producing fish up until last year when NZKS acquired the sites from Pacifica Salmon. I was part of this changeover which initially looked

positive, then our place of work was shut down due to “a slow market”. I am not opposed to fish farms in the sounds, I think New Zealand King Salmon should prove they can efficiently farm all the water space they currently have before approval for more is granted. These farms could be making money for the community, whether the species is salmon, butterfish or nemo! If NZKS can’t utilise this asset let someone else do it. Kane McArtney

Child Cancer Appeal Month is the entire month of March, with our main collection day, “Beads of Courage Day” on Friday 23rd March. The Child Cancer Foundation provides practical and emotional support to children with cancer and their families. The Foundation spends over $3 million every year directly supporting our children and their families.

All support receive from the New Zealand public is greatly appreciated. The Foundation does not receive any government funding, so every dollar raised is vital in ensuring the Foundation can continue to help brave children and their families on the child cancer journey. These are some of the ways in which donations from the public are helping Child Cancer Foundation families.

What your money goes towards • $10 provides a parent with a meal voucher for the hospital cafe. Parents can spend many hours and days at the hospital looking after their child during treatment. A meal voucher for the hospital cafe ensures a parent can stay close by for their child. • $15 provides a family with a digital thermometer to accurately check a child’s temperature. A digital thermometer helps a family keep an eye on their child’s wellbeing when they are away from the hospital. • $20 provides a family with a phone top-up. During treatment, many families that live far away from the hospital have to leave their loved ones behind. The Foundation therefore provides financial assistance in the form of phone top-ups so that

all family members can remain in touch during this difficult and stressful time. • $30 provides a family with a petrol voucher. Due to the frequent hospital visits and other associated appointments with a child receiving treatment for cancer increased travel costs can have a significant impact on a families financial situation. The Foundation therefore assists with additional travel costs. • $50 provides a family with a St Johns Ambulance membership. This membership provides families with FREE access to the St Johns Ambulance service in an emergency situation. • $100 provides a family with a grocery voucher. Due to the long and enduring treatment process many families

have to survive on one income. The Foundation therefore provides financial assistance in the form of grocery vouchers. • $300 provides a child with cancer and their siblings with beads. The Beads of Courage and Sibling Bead programmes are unique and designed to honour the challenging journey a patient and their siblings take while receiving care for cancer. Each bead symbolizes a child’s courage and recognises the milestones achieved during treatment. The Sibling Bead programme acknowledges the impact on and the support a sibling provides to their brother or sister with cancer.

A long road for a strong lad By Annabelle Latz Vincent Dowling was three when he was diagnosed with a brain tumor. The nine year-old Whitianga resident spent nearly 14 months having intensive treatment, and will take growth hormones for the rest of his life. His mum Melanie, who owns Tangos Shoes in Blenheim, remembers becoming very concerned when he started vomiting, and one of his eyes turned in. Just 10 days later he was in for a CT scan, up to Starship Hospital for an MRI, and into brain surgery. “Vincent was petrified.” The tumor, a Medullablastoma, developed in the cerebellum in a part of the skull called the posterior fossa, off a stem at the back of the head. Melanie said they were very lucky it wasn’t attached directly

to the brain, because this way there was a better chance of removing a higher proportion of the tumor. “All of this is luck of the draw as to how the tumor has attached itself to the brain.” Vincent still received an aggressive six weeks of radiation, and a year of chemotherapy. “He got so skinny, he was like a little stick insect.” Melanie said the key for a family surviving a freak occurrence like this is communication. “Communicate with each other, communicate with other families.” Self-research helps tremendously, because Melanie said hospitals will never tell you it’s “okay.” “Ask questions, inform yourself as much as possible, because the more you know aobut it the better you cope.”

Collaboration in business computing is key to success Story by Celeste Lodewyk As new businesses are created and the existing ones begin to experience growth and expansion, establishing an effective computer network will not only improve communication between employees, but the business’s time efficiency also. Collaboration is the key, says MCN owner and consultant Azher Mir. “The main reason for having a computer network is for staff to be able to work collaboratively and share finite resources. “Security, file storage and access, line-of-business programmes, backup, threat management software can all be shared if the business has a server to hold and manage all the data,� he says.

Properly planned, an efficient network can benefit a business and its staff in a number of ways. “Staff and management are able to securely share information, the total IT cost will be reduced as peripherals and resources such as printers, scanners, external discs and internet access will also be shared and data can be backed up from a single point,� Azher says. For new businesses, Azher advises contact is made prior to purchasing IT equipment to ensure the correct network and machines are put in place to achieve the goals of the business. “Different machines have different capabilities so depending on what business owners are needing, professional advice will help you to make the most

of your IT investment. “Any good computer business will sit you down and ask business owners what they want to achieve, how they want to do this and what their timeframe is. “Based on that we can come up with a solution to suit your budget and predicted growth,� he says. “One good example is a client of MCN’s who first came to us with five workstations and no server. “Because they were predicting growth we put in a solution that would cope with this growth. From assault to burglary Assault during domestic

It was an early start for one 14-yearold cannabis enthusiast, but one that did not pay off after Police arrested him on Friday morning for possession of cannabis. At noon a 40-year-old male plumber was arrested for injuring with intent after a domestic related incident at a Picton address. Later that day at 6:10pm an 18-year-old male shearer was arrested for breaching his bail conditions, namely his curfew. The trend of bail breaches continued when Police arrested a 21-yearold saw miller just minutes later. At 6:55pm a domestic related incident took place which resulted in a 28-year-old male forestry worker being arrested for assaulting a female. In Picton a 30-year-old unemployed male was arrested for burglary after he allegedly entered a house where he stole jewellery and cash. Later that night at 10:15pm a 21-yearold unemployed male was arrested for assault following an incident on Main Street in Blenheim.

Drunk behind the wheel

Saturday came to a very early halt for an 18-year-old male meat worker after

he was arrested at 12:15am for disorderly behaviour following an incident on Hutcheson Street, Blenheim. Later that day at 10:20pm a 20-year-old male labourer was arrested for dangerous driving, driving whilst disqualified and driving with excess breath alcohol after he was allegedly travelling at 158km per hour on SH1 near Tua Marina. A subsequent evidential breath test produced a positive result of 744 micrograms of alcohol per litre of breath. Shortly after a 45-year-old male caregiver was arrested for assault and on a warrant for his arrest. Assault arrests continued into the night which saw Police arrest a 25-year-old male vineyard worker after he allegedly assaulted two 22-year-old males at a High Street address. Ending the night was one final arrest made following an incident on High Street in Renwick. A 53-year-old male truck driver was arrested for disorderly behaviour.

was arrested for assaulting a female and breaching his bail. At 4:45pm a 41-year-old male vineyard worker was arrested for trespass after an incident in Alana Place, Blenheim.

Drugs and stolen property

Monday was a less than productive day for two males after they were arrested on drugs and stolen property charges. At about 7:20pm Police executed a search warrant at a Riversdale address where they found a 25-year-old male glazier in possession of Methamphetamine, utensils and approximately a pound of cannabis. He was also arrested for theft of a street sign and for receiving a stolen $1200 mountain bike. Following this arrest a 33-year-old male vineyard worker was arrested for cultivating cannabis after two plants were located in an indoor grow as well as receiving a stolen $1200 mountain bike.

Sergeant Barrie Greenall, Highway Patrol, said drivers must not become complacent when driving on open straight roads. “Drive the road you see, not the road you know.” He said drivers get too used to the road they drive, and are not prepared for the unexpected.

Just as importantly, is to always think about travelling distance, and following the two-second rule. “It’s about giving yourself time for when the unexpected happens.” Minor injuries were received by drivers and passengers in both these two-car collisions mentioned above.

Give-way rule change Tasman District Road Policing Manager Inspector Jenni Richardson is urging all road users to take the time to familiarise themselves with the new ‘give-way’ rules. The rules come into effect at 5am this Sunday and bring New Zealand into line with the rules in other countries. Inspector Richardson said she was anticipating some confusion as people got used to the change. “I’d encourage everyone to just

be a bit patient at intersections. It’s highly likely some people will be unsure what to do in the early days. “Honking horns and getting upset isn’t going to help,” she said. Inspector Richardson said only two intersection rules had changed and the rules at roundabouts remained the same, with all traffic giving way to the right.

“Traffic on Stop signs still gives way to everyone and those on giveway signs must wait for everyone except those controlled by a stop sign.” Inspector Richardson said Police would be keeping a close eye on busy intersections to ensure traffic moved slowly.

A house at 49 Park Terrace was gutted by a fire at 2pm on Sunday. The sole occupant and tenant Anita McLean ran from the house to escape the fire. A neighbour Liz Partridge who lives behind the property raised the fire alarm after seeing flames leaping from the house. Fortunately no young children were home at the time a source told The Sun. It took two hours to put out the fire. The blaze started on the northern side of the house and because of the prevailing north-westerly wind the fire spread quickly through the building. The wind did ensure no adjoining properties were threatened by the fire. One firefighter was taken to hospital with heat exhaustion, Dion Partridge (Deputy Fire Chief) said. Owner of the property Paul Roughan told The Sun he was surprised at the amount of damage the fire caused. The house was likely to be a write off he said.

Joshua McKay and his wife Sarah Cowan (right) have taken over the grinds, and added a spicy twist. “Chilli mochas were really popular in London, so we’re trying them here, along with the traditioinal coffee options,” said Sarah. She’s passionate about coffee, and spent much of her two-year working

holiday in London perfecting the art. Joshua said he was both nervous and excited on his first day, and the task at hand currently is memorising the regulars’ orders. “We’ve had about 60 people through this morning,” he said, as the clock struck 11am. Former barrister Jamie Son is heading back to South Korea for a few weeks, but is returning to Blenheim.

Council recommended salmon plans go to BOI Public documents show New Zealand King salmon was encouraged by the Marlborough District Council to take its application for new space to the Environmental Protection Agency. Recent public comment has suggested the company tried to ‘fasttrack’ the approval process and avoid council scrutiny. The EPA document, published on the EPA’s website in November, says “the council considers it appropriate to appoint a board of enquiry

to consider and determine the plan change requests and resource consent applications”. The intention to apply to EPA was made public in April 2011. “We have always been open and transparent with our information and that includes the reasons behind our application to the EPA,” says NZ King Salmon chief executive Grant Rosewarne. “In its recommendation to the minister, the EPA said the council considered the board of inquiry was

the appropriate forum for our application to be heard. In any event, the BOI process enables anyone who wants to have a say to do so.” The EPA Board of Inquiry is an independent body appointed by the Minister of Conservation to assess the merits of environmental applications deemed to be of national significance. The board consists of five members including Chairperson, Environment Court Judge Gordon Whiting and the Environment commissioner Helen Beaumont.

Sunday car show revving success What began as a show featuring 150 classic, vintage and new model cars quickly became an overwhelming success with 300 cars showcased at the Charity Classic Car Show on Sunday. Held at the Waterlea Racecourse the event was the first of its kind to be held in Blenheim and thanks to

the overwhelming support from car owners and the public, it certainly won’t be the last. Organiser Pat Pascoe was thrilled with the response and says the show managed to raise a total of $4,980 for Hospice Marlborough. “Those who travelled from Nelson

couldn’t believe how many people turned out, and the money we raised was by far more than we ever expected to get. “Thank you to everyone who was involved and to those who came along to enjoy the show, watch out for next year’s event,” he says.

Amongst the highlight auction items was the 1973 rugby ball, signed by the winning Marlborough Red Devils team of the 1993 Ranfurly Shield, selling for $750.00. The All Black-signed Rugby World Cup jersey went for $2000. “We were over the moon.” On behalf of Harlequins Rugby Club, Mark wanted to thank all the supporters and donators.

Three years later Dave caught up with the same friends at a family wedding and as much as he hoped they had forgotten, they had not. Frank arrived from London to prepare for the two and a half week journey. “We originally had six people but we dwindled to three,” Dave laughs. The journey began at 8am this morning as the trio set off driving toward Collingwood where they plan to begin. From there they plan to wind their way down to Bluff, alternating between driving and cycling. “It’s not a race and we don’t have a strict time frame, we just

want to enjoy the beauty of the South Island and have a bit of fun along the way,” Dave says. As part of the journey Dave also plans to promote his wife Rozanna’s charitable trust, Post Natal Depression (PND) Marlborough. “We plan to create an awareness of PND by regularly blogging and talking to people along the way. “If we do manage to raise any money then it will be an added bonus,” he says.

The Blenheim Pigeon club raced it’s first youngbird race of the season on Saturday from the Kaikoura Mt Lyford turnoff (140km). The perfect weather conditions contributed to a flying time of 2 hours for the winning bird. New flyer A Cooper from Renwick won, Don Morrison (Morrins Hollow) at Spring Creek was second. Get into inline hockey “Inline hockey is nothing to be afraid of...” Story and photo by Annabelle Latz Zeb Foote wants to send this message around town, because he’s keen to see more people joining up with Marlborough Inline Hockey. “It’s something new and different, and it’s good exercise.” Zeb, 26, played inline hockey at primary school here in Blenheim, but the club then closed for many years due to lack of numbers and administration. He has recently started the club again, based at Stephenson St, with a core group of enthusiasts tying their laces every Thursday evening for the Senior League competition. The league runs alongside the dates of the school term, between 7pm and 9pm, and there is gear for hire for newcomers. Zeb said the league is for people of any level, even if the first session involves just watching.

“It’s quite a fast game, but it’s friendly.” He said a background in skating or hockey would be helpful, but it’s not essential because there’s lots of people willing to give a helping hand at the rink. “It’s the next best thing to ice hockey without the ice!” He’s really keen to build club number up, and knows there are more enthusiasts out there from when he used to play.
