By Damian George Marlborough district councillor Jessica Bagge says a decision to reject Lion’s proposal to build a Speight’s Ale House in Blenheim is “madness”, and hopes it will be overturned. The drinks giant had answered a call from the council for a developer to build on the High St site near the Taylor River as part of its urban

design strategy set out in 2009. The idea behind building on the site was to link the green riverside area with the town. Cr Bagge says an announcement by the council’s community and financial planning committee last week of its plans to instead develop a public green space on the site is hard to fathom.

“I can’t understand why the other councillors say the Ale House doesn’t fit the [Urbanism Plus] plan, when clearly it does,” she told The Sun. “And I can’t understand why anybody thinks a section with a piece of grass on it is going to attract people into town. Frustration over resource consent By Damian George The Auckland owner of an empty property in Blenheim is growing more and more frustrated at the length of time it is taking to get resource consent for the building. Property developer Nigel Powell purchased the building, next to Burger King on the corner of Main and Opawa streets, more than a year ago. Mr Powell told The Sun he and his company are becoming increasingly eager to obtain resource consent and begin developing. “Things have got to take their course, but we’re just quite disappointed with how long everything has taken to get a development proposal off the ground,” he says.” “The longer anything takes, the harder it is to make something work.

“[The process] has just taken a very long time.” Mr Powell says he has been involved in cases which have taken equally as long as this, and is not pointing the finger exclusively at local authorities. “It’s just probably a reflection of the Resource Management Act [RMA], rather than the council, and the process that’s got to be gone through which councils are sort of bound into. “The whole process discourages development.” A Christchurch developer who plans to set up a Thai restaurant on the same site told The Sun he is tired of delays with this development and blames the council. The developer owns 13 Thai restaurants across New Zealand. “[The council] is not making it easy to start a business in Blenheim,” he says.

Hobbit filming at Pelorus Preparations for a film shoot at the Pelorus River for one of two Hobbit movies directed by Peter Jackson is set to begin on Monday. A scene in the first of the two movies will be shot near Pelorus Bridge, 60 kilometres west of Blenheim, over 10 days in December.

Production company 3 foot 7 has been working on location since Thursday, with filming to take place between December 6 and 16. The company had to apply to the Marlborough District Council for resource consent to film at the location. Crew involved in the shoot

are expected to travel in from Nelson each day. The Hobbit: An Unexpected Journey will be released in December next year. The sequel, The Hobbit: There and Back Again, is likely to be released in December 2013.

By Damian George The All Blacks are not about to let allegations of foul play overshadow their Rugby World Cup 2011 final victory against France on Sunday night. The All Blacks ended a 24-year World Cup drought when they beat the French 8-7 in a tense encounter at Auckland’s Eden Park to record just their second World Cup title. Captain Richard McCaw was seen receiving medical attention and holding his left eye late in the game, an incident rugby commentator Keith Quinn has claimed was the result of a deliberate eye-gouge. Quinn says his information comes from a source very close to the New Zealand team. However, no complaint has been made by the All Blacks, and the International Rugby Board has said the citing period for the game is now over. Earlier, polarising Waikato first five-eighth Stephen Donald slotted what would turn out to be a match-winning penalty in his first test match in almost a year, instantly becoming a national hero. The All Blacks were in Christchurch to show off the Webb Ellis Cup yesterday, and tens of thousands of fans were expected for a victory parade in the afternoon. Parade festivities began with a parade in Auckland on Monday, and continue with a parade in Wellington today.

Photo mystery solved Last week, The Sun asked readers if anyone could identify a photo supplied by local man Malcolm Searle. Blenheim man Bill Chandler was in the photo, and informed us it was of the A company of the Nelson, Marlborough and West Coast regiment of the New Zealand military at an annual fortnightly camp at Speargrass Flat near Lake Rotoiti. Bill, 79, says all of the men were 18 years old, so the photo was taken roughly 61 years ago, about 1950.

He says he will be voting in favour of the Ale House at the council meeting. “I think we could have quite easily worked in the green space with the building here - we could have terraced that and made it all work together,” he says. “I still hope Lion do come to Marlborough and are not put off. “I just think we had a good opportunity and we missed it.” Lion on-site national accounts manager Mark Neal told The Sun he was “obviously a bit disappointed” with the decision, “but that’s life”.

Businessman upset with council ‘backtrack’ By Damian George The local businessman set to run the Ale House should it go ahead says he is furious with the Marlborough District Council’s plans to “backtrack” on the project. Maurice McQuillan, from Super Liquor, told The Sun he and Lion had submitted a proposal for the restaurant which fit with the council’s plans, but those plans had since changed. “We followed the [design] guidelines as set down by the council, and now some councillors have backtracked,” he says. The council has been in consultation with Lion about developing the restaurant on the councilowned 2 High St site. The Urban Design Strategy

Mayor Alistair Sowman. adopted by council in 2009 envisaged the site would be terraced, with an accessible grade to connect the river to the town centre. But council’s executive projects manger Jamie Lyall reported last week that siting the Ale House on that site would require the concept

Marlborough Mayor Alistair Sowman had told The Sun he was in favour of building the Ale House on the High St site, but later said it simply does not fit. He says he encourages Lion to look at alternative sites for developing the restaurant in Blenheim. “Blenheim is very much open for new developments and there are a number of privately-owned sites available to developers,” he says. “I hope that Lion will consider the other options open to it in Marlborough.” Mr Sowman says he is aware of many vacant shops in Blenheim Lion can look at for the restaurant, but that decision is up to them.

Bunnings on track for February opening By Damian George The first store for the “Big Box” shopping centre in Springlands is expected to be open in February next year, the project’s construction company says. Robinson Construction director Phil Robinson says the Bunnings Warehouse department store, one of five buildings planned for the Westwood shopping complex, is on track to be completed in a few months. “Three quarters of the roof is on and a quarter of the floor is down,” he says. “It’ll hopefully be completed by January and on track for opening at the end of February.”

Mr Robinson says the next store to be built on the New Renwick Rd site will be a Pak’n Save supermarket, with work on that scheduled to begin shortly after Christmas. Three other buildings are planned for the complex, though it is not known at this stage what stores they will include. Mr Robinson says marketing for tenants and users of those buildings will begin within the next month. Negotiations for the $56 million complex stretch back to 2004, when Outer Limits applied for resource consent for a complex entailing Bunnings, Pak’n Save,

two rural supplies stores and other retail stores. Central Blenheim business operators subsequently formed the group Operation 5 to oppose the development due to fears it would drive their customers away and see the CBD become a “ghost town”. The development hit a stumbling block in 2007, when independent commissioner Richard Fowler deemed the project too large and rejected it. It was then scaled back from its original size of 42,000-squaremetres to 24,990sqm. Mr Fowler said at the time objections from Operation 5 were not a factor in the changes.

Hope follows devastion The Sun reporter Celeste Lodewyk speaks to the family of Kenepuru Sounds-raised man John Scott about the selfless work he is currently doing in Samoa. Through his upbringing by the sea, a love for design and building and overall empathy for people, John Scott right, has gone on to do wonderful things for the people of Samoa following the devastating tsunami which hit in September 2009. John is currently on his fourth trip to Samoa where he is part of a team building five canoes for those living in the village Poutasi, on the south coast of Upolu Island. As well as growing up in the Kenepuru Sounds, he is the fourth generation of his Marlborough Sounds raised family. His boating passion began at the tender age of four when he received his first boat as a birthday present. It was his father who went on to teach him practical skills and encouraged John to pursue his love for boating, design and planning. He went on to start his own family and remained in the Sounds until he was 37 before first moving to Blenheim, traveling around the country, relocating to Reefton and finally settling in Christchurch. His heritage, background in building and home maintenance and a compassion for people in need has led him on an incredible and truly rewarding journey. “It all began when John heard radio reports about the earthquake and tsunami when he was truck driving and he was so moved by the reports that he decided to go and help,” his wife Lyn Scott tells the Sun. Six months later John was in Samoa with a team from his church working with Habitat for Humanity on the south coast of Upolu, helping to build fales for those who lost everything. It was during this trip that John began thinking about designing and building canoes after witnessing a lack of boats

and canoes on the tsunami hit south coast. “He noticed that the tsunami wiped out a majority of the boats and canoes that the islanders relied upon to source their fish,” says Lyn. After returning home to Christchurch, John discussed his ideas with his team mates from Habitat for Humanity to build a canoe with an outrigger. This would be similar to the design of the traditional canoes but built from plywood. He soon returned with Lyn to investigate further, then returned home to work on his prototype design from his garage. “Most mornings he would get up and say he had been thinking about his designs and plans before heading out to the garage to work some more. “He is so passionate about this project and has eagerly looked forward to each of his trips, knowing he is doing something so worthwhile for the islanders,” she says. Because John’s work is voluntary each trip is short and the materials sourced and used on the island are paid for from fundraising carried out prior to leaving for Samoa. “The screws are probably the only materials he takes with him, just in case he can’t source them there,” Lyn says. John’s ultimate goal is not to continue building the canoes himself, but to pass on his skills and knowledge to the Samoan people so they can carry on building them themselves. “During his recent trip John has spent quite a lot of time with villagers and their chiefs who have been watching him and sharing their own design ideas. “The chiefs have been talking about how they can get the best of John‘s design while still incorporating their own traditional designs,” Lyn says.

New Zealand Institute of Animal Control Officers 50th Jubilee November 2nd, 3rd and 4th

About the NZIACO The New Zealand Institute of Animal Control Officers is an incorporated society that will be celebrating its 50th Jubilee on November 2, 3 and 4. Blenheim is proudly hosting the annual conference and training seminar as well as the Jubilee celebrations. Around 150 Animal Control Officers, management, support staff and associates, guest speakers and tradespeople from NZ, the Chattam Islands and Australia will be attending the event which is being held at the Marlborough Convention Centre. The theme for the conference is ‘past, present and the future’, and as part of the Jubilee celebrations awards will be given out to members at both national and branch levels during a gala dinner. A display board with memorabilia from the past 50 years will also be on show throughout the conference. The last time Blenheim hosted a conference was in 1976, and due to the many

requests from members nationwide, Marlborough was this year given the honour. NZIACO Conferences provide the opportunity for Animal Control Officers, management, support staff and associates throughout New Zealand and now more recently Australia, to define and strengthen in professionalism, improve the methods of animal control and welfare practice and to promote justice and equity in the enforcement field by providing quality services, education, training and support. These conferences focus on animal behavioural techniques, operational matters, self-defence, dog and human psychology, direction on legislation, technical and other pertinent issues relating to Animal Control as well as ensuring that the membership is kept up to date with both national and overseas trends and events within the global industry.

How it all began Throughout the 1940’s and 1950’s a huge health problem arose which was causing deaths amongst New Zealand’s population. Hydatids cyst infections killed around 350 people during this period which prompted the government to form a body to deal with the eradication and education within the farming sector and general public. In 1955 the organisation National Hydatids Council was formed and with it a number of hydatid control officers were employed. Shortly after the NZ Institute of Hydatid Control Officers was formed. By the 1970’s the deaths from Hydatids cyst infection dropped to 100 over a three year period, and by 1986/87 less than 30 deaths were recorded. The majority of people who died had contracted the Hydatids infection many years before from infected dogs which were the primary host from eating infected sheep, cattle or goat carcasses and offal.

Part of the eradication programme carried it during this period included the upgrading of standards of farm killing facilities so dogs could not access offal, as well as effective education programmes implemented by Hydatids and Dog Control officers in schools and community groups. During the 1970’s and 1980’s drugs were improved to kill Hydatid tapeworms in dogs, purge testing of dogs was carried out nationwide and blood testing of dogs was done to enable Hydatid Officers to trace dogs back to where they became infected. By the 1990’s the infection rate in sheep and cattle had dropped away and dogs were not showing any significant infection rates, showing that the eradication plan had worked. The Dog Control Act was introduced and members changed their names to the NZ Institute of Animal Control Officers.

Farewell Team leader and National secretary heads overseas Not only will the conference be celebrating the Institute’s 50th Jubilee, but it will also be farewelling National secretary and Marlborough Animal Control team leader Candice O’Brien. Candice has been in the Animal Control industry for nearly six years and a member of the Institute for four years. She leaves New Zealand for Victoria, Australia this month to join family. “I have enjoyed my time in the industry, met some fantastic people along the way. The Institute has been like a family to me and I will miss the friendship and comradeship that I have enjoyed so much in my time. I now look forward to the next stage of my life. “I wish the Institute and all of Animal Control NZ all the very best in the future,” she says.

SIT students showcase work on film “Two Little Boys” Two Little Boys, the upcoming movie from director Robert Sarkies starring comedians Hamish Blake and Bret McKenzie, is due for release in early 2012. The film is based upon the novel of the same name by Duncan Sarkies, and was filmed in over 50 locations throughout Southland over summer 2010/11. As part of the production for Two Little Boys, Tent Pole Films partnered with local tertiary provider Southern Institute of Technology (SIT) to run

an internship programme for nine SIT students, giving them the opportunity to gain valuable work experience in the film industry. Audiences can get their sneak preview behind the scenes of the film by tuning in to sixteen ‘webisodes’ being released weekly from September 5th on YouTube. The webisodes were produced by SIT film school students and follow the experiences of four of the student interns on set - the Director’s Assistant, Wardrobe

Assistant, Production Runner and Art Production Runner. The series is called ‘Four Little Interns on Two Little Boys’. Bachelor of Digital Media graduate Hannah Ley was a Production Runner for the film, and with this experience, she subsequently gained her first professional role on Wellington telefeature ‘Rage’ as a Unit Assistant. ”Getting into the internship is biggest thing I achieved at SIT. Through that I got to work on another movie, and

from that I got to work on another movie.” CEO Penny Simmonds said, “Because SIT is so industry focused we are always looking for opportunities for students to get involved in actual industry projects which enable them to get relevant industry experience. Currently, Penny follows the winters in Queenstown and Canada as a snow safety officer/ ski guide and as an avalanche forecaster at the Canadian Avalanche Centre. Man arrested for assault, threats Celebrating communitybased childcare Blenheim Early Childhood Centres Inc. How significant is it that some childcare centres are community based or non-profit? When strategy, goals and focus of the organisation is determined by a parent Board of Trustees also through inviting parents to express ideas, the focus is then on outcomes that meet the needs of the families involved. This may be the best care from tertiary qualified teachers, rather than goals of a more private business mind-set. The benefit here is action “Focused on community needs”. Organisations that are community owned may retain any financial surplus. Any profit is spent within the organisation rather than removed for an owner or to cover the cost of finance. This means community based childcare may invest in additional resources for the children, more staff and employing

staff that are more qualified. Effectively this is “leaving the cream on top for the families involved”. All Centre based Early Childcare providers have reporting obligations to the Ministry of Education. Community based organisations have the added requirement to provide information to parent stakeholders resulting in more transparency and greater reporting standards. A process of Review or through asking “how did the organisation meet its community needs?” helps keep eyes on the prize of offering the best possible education and care for families in our community. This is what differentiates childcare organisations that are great at focusing on education and care to ones that are also a precious and responsive community asset.

A 43-year-old man, unemployed, was due to appear in Blenheim District Court yesterday for threatening an Animal Control officer with a piece of wood on Wednesday. Police say the officer had gone to the man’s Townsend address to seize a dog. The man was arrested again later the same day for assaulting his son after being released from Blenheim Police Station. The man was charged with possession of an offensive weapon and behaving threateningly. Later on Wednesday, a 21-yearold unemployed man was arrested for assault. Also on Wednesday, a 31-year-

old male sickness beneficiary was arrested for trespassing, and a 20-year-old unemployed man was arrested for breaching his bail conditions. Assault on woman A 36-year-old unemployed man was arrested for assaulting a woman following a domestic incident at a Picton address early on Thursday morning. He was held in custody and was due to appear in Blenheim District Court today on Friday. Later, a 24-year-old unemployed man was arrested in relation to an aggravated robbery at a dairy in Porirua in December last year. He was held in custody and

was due to appear in Blenheim District Court on Friday. At 10.40am, an 18-year-old male vineyard worker was arrested on a aarrant for his arrest for failing to attend a programme. At 11.25am, a 49-year-old male sickness beneficiary was arrested for speaking threateningly. At 3pm, a 50-year-old unemployed man was arrested for possession of cannabis.

The 23-year-old sang Brad Paisley’s She’s Everything at the event in Nelson on Sunday. McNeilly has also won country music awards this year in Blenheim and Gore, the latter at

the famous New Zealand Gold Guitar Awards. More than 200 people performed at the weekend, a similar number to last year. McNeilly will be supporting New Zealand band The Warratahs at the Marlborough A & P Show on November 5.

During this month, thousands of men throughout the country, including Marlborough sprout a moustache in support of prostate cancer. On Movember 1 men begin with a clean shaven face and for the rest of the month they grow, trim and pluck their way toward having an impressive gentleman’s moustache.

The month is ended by celebrating with a Movember party which for many is also a fundraising event. Money raised throughout the month at from the party goes to the Cancer Society of New Zealand and the Mental Health Foundation of New Zealand throughout the month. Fears of national whooping cough epidemic The Nelson-Marlborough District Health Boards says there are concerns the recent whooping cough outbreak in the region may develop into a national epidemic. There have been 27 cases of the disease recorded in the region so far this month, with a further 16 still under investigation. A further 40 cases were recorded in the Nelson region last month. NMDHB medical officer of health Dr Jill Sherwood says the disease is especially serious for babies who have not yet been immunised. She advises parents to keep young babies away from anyone with a cough. “Whooping cough is a pre-

ventable disease. If babies and young children are immunised, they can reduce their chance of this serious and sometimes life-threatening illness,” she says. Dr Sherwood says adults and older children with coughs may have unrecognised whooping cough and are often the source of infection for babies, she says. Babies are not protected until they have received three initial vaccinations, due at six weeks, three months and five months. Dr Sherwood says anyone concerned about their or their child’s health should contatc a GP, as antibiotics prescribed early in the illness could decrease the seriousness of the symptoms.

Mission accomplished With time up on the clock and the All Blacks awarded a penalty, New Zealand captain Richard McCaw strode up to Andrew Ellis, tapped him on the shoulder and instructed him to kick the ball out. Only then, when the Canterbury halfback had booted the ball into the Eden Park stands, did McCaw raise his arms in triumph. It summed up the purpose we had seen in McCaw’s and the All Blacks’ eyes right from the start of the tournament. They had been on a mission to win this World Cup, and nothing was going to get in their way – not even the chance of a miscued kick for touch from about two metres away.

The All Black captain let out what some might consider a slight smile when his side beat Australia in last week’s semi-final. That was satisfying for McCaw. He had led the All Blacks to their first World Cup final appearance in 16 years, and given them a chance of winning the tournament for the first time since the inaugural event in 1987. But he knew the job was not done. While everyone else in New Zealand - including me - wrote the French off, the All Blacks knew Les Bleus would lift a notch or two and try to spoil New Zealand’s party. The first half went largely according to plan. ‘Largely’

School nets new courts By Damian George Renwick School is now home to a full-size synthetic turf tennis court and will soon have a ‘leisure court’ to enjoy as well, thanks to local company Southern Turf. The Seddon-based family company has laid out more than 2000 tennis courts across New Zealand since establishing in the early1990s, with Renwick School the latest to benefit. Southern Turf is part of the worldwide TigerTurf company, formerly known as Astro Grass. The court at Renwick School has full-size tennis, basketball and volleyball markings, and offers just a taste of what the school will be able to enjoy in the future. The new-age leisure courts are 20 metres by 10 metres, two-thirds the size of a standard tennis court, and feature full-size badminton and volleyball markings, as well as an adjustble net. Every muscle, especially those in my legs (and buttocks) were worked to their full capability and for that, I was a little tender. So for the long weekend I limited myself to gardening exercise as my body recovered. Although this week I did less running and cardio exercise, I am looking forward to pushing my body’s strength again this week. Eating wise I have done well, and I think the two glasses of wine I had after the All Black’s exciting win on Sunday can be forgiven! Overall my week was unlike the previous, but I enjoyed differing my training and testing my strength. See you next week!

Up and down week

It has been an up and down week for me last week – the positive is that I managed to lose 900g and I am really enjoying my running now. The only challenge I faced was the ‘recovery’ from my training session last Thursday. I admit it was my fault, I asked for an intense weights training. Perhaps it was me feeling overconfident but for the following three days I had the ‘John Wayne’ walk going on.
