The percentage of recovery differs from sector to sector and thus having someone from the inside share thoughts, information and predictions regarding the hiring process within each field will give a better understanding of what to look for in every company.” A lot of pessimism surrounded the financial crisis in 2009, all over the world, and also in the Middle East & Africa. In Egypt, some sectors were doing better than others, and were not as severely impacted, but the sectors that suffered most were real estate and banking. Not only hiring was freezed, but hundreds of employees were laid off. With the beginnings of 2010, a lot of debate and questions were raised regarding whether this new year will bring along economic recovery and whether the recruitment field will show more openness, dynamism and flexibility. I wish I could simply say that 2010 will be easier and that more vacancies will open leading to higher employment rates. However, this would be too much of a simplification of the matter. The Egyptian labor force is estimated at more than 25.6 million, with at least 600,000 new entrants in to the labor market annually. Around 25% of the labor force is concentrated in Cairo and Alexandria governorates. And even though according to the official figures, the number of employed Egyptians rose by 3% in 2008 taking the jobless rate to a very reasonable 8.4%, noting that the US unemployment rate was 9.6% in 2009, yet we need to take into account that these figures are on the conservative side. A recent survey conducted by the National Democratic Party (NDP) has found that unemployment remains the most significant concern among Egyptian families, for despite the relatively low rate, yet the labor force growth in Egypt is exceeding employment growth and the financial crisis has not helped, especially with the closures in Gulf, and the return of jobless employees to Egypt. From an economic point of view, Egypt has a widening deficit owing to a surging subsidies bill and rising public wage costs. Moreover, despite the apparent recovery and the relatively resilient performance of the domestic private sector in 2008/09, most of the growth in the last quarter was driven by government spending, which means that the private sector has not still recovered yet. The figures paint a very mixed picture, but a 41.5% decline in real import in the April-June period does not suggest a very real recovery.On a day to day basis, 2010 has started showing some positive signs. The Gulf has restarted hiring in some critical vacancies and even in some more junior ones, like Medical Representatives. This was highly reduced in 2009, but has started hesitantly in 2010 again. Recruitment agencies in Gulf have restarted their engines, especially that the trend to develop hubs in Gulf for the Middle East region is continuing. In Egypt, the impacted sectors have not yet fully bounced back, but the ones who persisted throughout the crisis, are holding steadily to their positions and exploring various opportunities for growth. The banking sector has

also continued filling their vacancies which were temporarily stopped. Looking at the pharmaceutical sector, this sector has been facing more and more challenges everyday in the last decade all over the world. These challenges are related to new drug and health restrictions, active ingredients and socio –economic factors. Nevertheless, we can cautiously say, that this sector was still not as impacted as many of the other sectors. In Egypt, recruitment still continued in 2009, with some adjustments and some concerns may be, but at least it did not come to a halt, like many other sectors. The trend continues in small steps on 2010. Yet, with the recent product price reductions, and the expected future announcement of similar reductions, the need to review expense and cost spending including recruitment of positions that became vacant and the whole manpower planning has become a must. In general, the market has vacancies that have to be filled. Companies are generally not expanding and have not yet fully bounced back from whatever cuts that took place in 2009, but the movement of qualified employees from one sector to another or from one company to another is creating vacancies and the restriction on hiring is slowly and gradually melting to allow for such vacancies to be filled. So, the market has started reacting to the movements within and the staleness that so much characterized 2009 is no longer there. Nevertheless, companies are still very cautious when it comes to hiring. Recruitment agencies echo the concern of the lack of dynamism and stillness of the market. This means that now more than ever, the survival is for the fittest. In addition to the economic crisis and the still unclear vision of 2010, there is also a major challenge that is negatively affecting the employment in Egypt. This challenge is that despite the large number of candidates in the market, yet there is a clear shortage in skilled employees. We have all encountered this in many of the vacancies that we were trying to fill, going all the way from blue collar to white collar employees and up to senior management. Naturally, the higher you go, the more difficult it gets. Some vacancies do remain open for months in search for the right candidate. The war for talent in a country like Egypt is becoming more and more difficult as competent and experienced employees are becoming more and more scarce, pointing a finger of course to the need to review our educational system in general in all its stages. In a nutshell, what I would like to say is that despite the still-not-so buoyant hiring market, the need for more talented and skilled employees is a continuous process and challenge for HR professionals. The only way, I believe, as an employee to survive this current crisis as well as any other challenges yet to come, to distinguish yourself through competencies and skills high in demand, and as the Moto goes, “Differentiate or Die”.
