peak to any company today about its human resource challenges and the first reaction you get is “We can’t find enough people to hire”. Dig deeper and you will realize that the problem is not finding people to hire; it’s finding the right people with the skills that match the organisation’s needs. Until companies, training institutions and the government realise this difference, each party will continue to address different problems rather than uniting to solve one critical challenge- the mismatch between the supply of and demand for qualified labour. This article looks at the experiences in 4 industrial sectors through 4 Enterprise Training Partnerships (ETPs) affiliated to the National Project for the Reform of the Technical & Vocational Education & Training (TVET) System in Egypt jointly funded by the European Union and the Government of Egypt in applying a WIN-WIN formula between Business and Education. To understand how the TVET Reform Project is addressing this crucial problem in the labour market and what are the tools and initiatives implemented to guarantee that the reform is both effective and long lasting we talked to a number of Experts and beneficiaries within the Project.
What is the National TVET Reform Project?
The National TVET reform project is a project co-funded by the Egyptian Government and the European Union (EU) to assist Egypt in piloting and implementing tools and initiatives that will lead to an integrated TVET reform policy that will contribute to the improvement of the competitiveness of Egyptian enterprises. This € 66 million, well-designed project which started in 2006, is based on a detailed analysis of the Egyptian labour market and the status of the TVET system conducted by the EU and World Bank. The project, which is supervised by the Ministry of Trade and Industry but works with all relevant line ministries, has three main components implemented through a bottom-up approach. The first component ensures that the reform is demand-driven by establishing a network of sectoral and local Enterprise Training Partnerships (ETPs). The second component improves the quality of training provision through the capacity building of Vocational Training providers. The third component is built on the lessons learnt from the first two components and it involves establishing the TVET System regulatory and policy platform for Egypt.
How are the TVET Project and its affiliate ETPs contributing towards bridging the gap between the supply of & demand for skilled labour in Egypt?
To address this crucial issue, the TVET Reform Project is for the first time putting the employers or the private sector companies in each of the selected sectors
in the lead when it comes to the reform process. To address this issue, the project realized that there are long-term initiatives and strategies especially when it comes to the reform and outputs of technical education system and there are short-term and urgent actions that need to be addressed in order to upgrade the skills of existing employees through training. “We are working parallel to implement both strategies” said Chemist Mohamed Helal, Director of the National TVET Project. “In order to make the reform process truly demanddriven” continues Helal, the starting point is to involve the companies at the sector level. The project established a network of 12 sectoral Enterprise Training Partnerships (ETPs) which are autonomous organisations that bring together leading companies in a particular sector with technical and vocational training providers who serve that sector in order to put the strategy for human resource development in that sector. Since most of the training providers within the TVET system are publicly owned due to the huge investment in equipment and facilities, these ETPs are actually unique forms of Public-Private-Partnerships that ensure the private sector has a leading role in shaping TVET in their sector to better train their workers and to improve the employability of potential workers in the sector.Once the ETPs are established they start to formulate their own sector-wide strategy in complete coordination with all stakeholders. They decide on the priorities of the sector and the features of the interventions and activities to be implemented on annual bases. When it comes to the initiatives related to addressing the mismatch in the labour market, where companies complain that they do not find the workers with the right skills, the ETPs in various sectors have started an initiative to upgrade Technical Secondary Schools (TSSs) affiliated to the Ministry of Education. This long-term initiative included introducing a new and innovative form of cooperative education called Alternance Education and Training within the TSSs. “Alternance Education gives the private sector ownership of the education process from the start” Said Mr. Ahmed El-Ashmawi, Senior TVET Expert at the Project. “Companies are involved in developing the curricula, reviewing the textbooks, providing on-the-job training for students as well as training the teachers within their factories and organisations to make sure that they understand the working environment and transfer that to students” continues El-Ashmawi. “By doing this we are bridging the gap between what companies are looking for in new graduates and what schools are supplying to the labour market” said Helal. “Generally speaking” says Eng. Essam El Zomor, Director of the Engineering ETP “the initiative so far has been quite successful although there were some challenges in convincing both sides to work together and cooperate”. These challenges were quickly addressed thanks to the vision and cooperation of some leading companies like El-Arabi Group in Moufyia who realized that waiting for the system to improve on its own is a mistake
and that they had to join forces with serious initiatives in or order to solve the problem at its root and try to improve the quality of the graduates on TSSs (it is estimated that some 600,000 TSS graduates enter the labour market each year without the right skills). “In addition to guaranteeing an adequate supply of well educated workers in future and thus improving our competitiveness and profits we are also committed to improving our surrounding community and reducing unemployment this is why we are keen to partner with the Engineering ETP in reforming our local Technical schools” Said a senior Executive at El-Arabi Group.In the medium term, the ETPs are assisting companies to source and train needed labour now, not to wait for the graduates of the three-year technical secondary schools. Some ETPs have partnered with national organisations like Social Fund for Development (SFD), the Ministry of Manpower and Migration, the Education for Employment (EFE) Foundation and the Industrial Training Council (ITC) in order to identify and train job-seekers according to the needs of industry. In the short term and in addressing the more pressing needs of upgrading the skills of existing workers, the ETPs are working with the World Bank’s Skills Development Project (SDP) to train in-service workers in three main sectors, Manufacturing, Construction and Tourism. In these cased the ETPs are the link between their sector, the funding agency and the training providers. “With the ETPs in each sector, we are giving companies the opportunity to take action in solving the miss-match problem in the labour market, rather than put the entire burden on the government” explains El-Ashmawi. Although investing in the education and training system in Egypt is one of the key factors that will provide stability and progress in the labour market, it is certainly not the only factor. Private sector companies must also realise that better trained workers will require that wages reflect this and that working conditions foster greater loyalty to the organization through adequate social and economic rewards especially when we speak of blue-collar workers.
Four Examples
The following parts highlight some of the specific work done in four ETPs (Woodworking and furniture sector, Building Materials sector, food processing sector and Industrial Engineering sector). These are four of the 12 important sectors which the TVET project works in and have been selected dues to their contribution to the Egyptian economy and how labour intensive some of these sectors are.

A new “Training Virus” injected by the Building & Construction Materials ETP!
The Building and Construction Materials (BCM) sector is characterized as having many sub-sectors that are both diverse and fragmented. They are diverse in the sense that they can be recognized as separate sectors in their own right with specific needs and priorities. It is also fragmented in the sense that within that sector you have very large, dynamic and sophisticated companies as well as very traditional low technology SMEs with different needs and aspirations when it comes to labor market and training needs. Despite this, the sector as a whole is expanding and has expressed the need for large quantities of qualified labour. Some of the sub-sectors have witnessed remarkable growth in terms of production and export growth over the past three to four years. These sub-sectors include marble production, sanitary ware and ceramics. “The Building Materials sector is one of the sectors served by the TVET project with no or limited training infrastructure, in terms of schools, training programmes, vocational training centers and a pool of qualified trainers and instructors” explains Mr. Sameh El Kashef, BCM- ETP Director. The ETP realized early on that in order to support the sector and create impact it had to deal with all these challenges and work with each sub-sector according to its needs and build gradually the infrastructure for the sector. In the past months, with developed training programs and a pool of qualified trainers in 4 important sub-sectors, the ETP intensified its contacts with the sector companies going in-depth in studying their actual and immediate needs. This immediately paid off with established demand for over 1000 new qualified labor, in addition to demand for upgrading hundreds of existing labour. Furthermore, seven companies signed agreements with the ETP to establish their own in-company training stations and several others are still negotiating with the ETP. Therefore, despite the economic crunch, the ETP is assisting companies in finding long-term solutions to improve production quality and efficiency through training. Some companies are even studying with the ETP the opportunity to provide their newly acquired training facilities to other companies because they realise there is a gap in the Market. “We have taken these developments as a testament to the success of the ETP’s efforts to penetrate the sector with what we perceive as the training virus” explains Dr. Amr Abel Kawi, Institutional Building Key Expert, Building Materials ETP. This has also materialized in the agreement between the ETP and the Chamber of Building Materials, where the ETP has been mandated as the partner in charge of all human resource development activities and strategies in the sector. In the short period since its establishment in 2007, the BCM ETP had developed around 136 training courses covering different sub-sectors. Additionally they have trained over 126 trainers and teachers and are currently collaborating with stakeholders to establish a state-of-the-art vocational training centre in the ceramics and sanitary ware sub-sectors in 10th of Ramadan and a similar centre for marble in Cairo with funding from the TVET Project and the Industrial Training Council (ITC). Another development that is promises to be a key step in creating impact in the sector is the ETP’s “Training for Employment” programme which has been recently initiated by the ETP. This programme has already received strong interest and support from the sector companies. It brings together the demand components represented in the companies, together with the supply components represented in the Ministries of Manpower and Education as well as the NGOs, with the ETP as the intermediary responsible for qualifying the new labour to the needs and standards of the industry.
According to Egypt’s Furniture Export Council, Egyptian furniture exports witnessed an unprecedented increase over the past four years, from 479 million Egyptian pounds in 2005 to 1696 million pounds in 2008. Although the current international economic crisis has affected this growth rate, it must be noted that the main exporters and leading manufactures in this dynamic sector are determined to fight this obstacle and end up on top. The sector moved towards innovative ways and policies to enhance both internal & external demand including, placing more emphasis on domestic fairs, approaching new and untraditional international markets, heading towards the emphasis on winning product lines thus organising design workshops which will assist in positioning Egypt on the international design map and help create a pool of innovative Egyptian designers. The sector is working to develop its competitiveness both on the local and international markets. A new dynamic movement towards modernisation is currently seen with much attention directed to the optimization of production, quality management and a shift to modern technologies in both skills and machinery levels. “This is one venue where the Woodworking and Furniture ETP is definitely starting to have a positive impact on the industry by the continuous development of up to date training packages” Said Eng. Amr Fathy, Institutional Building Key Expert, Furniture ETP. So far, the ETP has developed 13 complete technical training courses covering different occupations in the furniture industry with all related jobs and functions. More than 98 trainers and teachers were trained in the ETP’s effort to work with stakeholders to upgrade the training infrastructure in the sector. In addition, the ETP has worked to develop 2 centers of competence in Alexandria and 10th of Ramadan and is planning to develop at least one more in Dammitta in the coming period. All the above activities are developed in close collaboration with industry, the Chamber, the Export Council and the Technology Centres and are all approved by the industry. According to Fathy, the creation of a pool of trainers is a long and difficult process due to the lack of adequate wood technology education both in technical secondary schools and within higher education institutions. However, the ETP is working with these institutions and is consistently increasing its pool of master trainers and trainers to effectively train school teachers and hundreds of in-service workers and job-seekers; however the full length of success will take time and support from stakeholders. Recently, the ETP took a further step by signing a Memorandum of Understanding with the German University in Cairo (GUC) in order to train worker and trainers in the newly established industrial park at the GUC premises in New Cairo. The agreement was considered an innovative partnership brining together for the first time universities, companies, Food Processing-ETP: A role model in upgrading Technical schools and TVET institutions to develop solutions to bridge the gap between Agricultural Secondary Schools! business and education. The Egyptian food processing industry is one of the key economic sectors of the country, contributing significantly to employment, value added and exports.
According to the Food ETP, the processed food sector in 2005/2006 was one of the fastest growing industrial sectors with 117 new factories and EGP 4 billion worth of new investments. Despite the importance of the sector, there are grave challenges facing the food processing industry. Low labour productivity, improving reputation and image in markets abroad, limited product diversification; low compliance with international standards especially in food safety and hygiene, underdeveloped domestic retail distribution sector and a huge informal sector (80%) that is difficult to regulate and reach through training and development. All the above-mentioned challenges are undoubtedly affected by the quality of the workforce. According to Dr. Khaled El-Saadany ETP-food Director, there is a complete understanding of all the above features and challenges. Since the beginning, there has been a strong working relationship with the Chamber of Food Industries (CFI) to provide solutions and initiatives that will address the main challenges and thus result in meaningful impact on the sector at large. The Food ETP has actually been always identified by the TVET project as a good example of how the ETP has been positively integrated in the work of the Chamber mainly due to a dynamic Board of Directors on both sides. The ETP has also penetrated the different sub-sectors within the chamber according to the priorities set in the mapping and from the continuous feedback from the stakeholders. Furthermore, the ETP has attempted to impact the long-run reform of the TVET system through both addressing the formal and informal sectors within this industry. The formal sector has been approached through regular visits and training needs assessments of companies registered within CFI and also in the ETP’s plan to establish a number of vocational training centres with various partners, something that is very limited within the sector. The development of informal as well as the formal sector will be handled through the upgrading of the Technical Agricultural Secondary Schools (TASS) affiliated to the Ministry of Education. The Food ETP has been a role model among ETPs in its practical and effective approach of introducing the Alternance Training system within the TASS. “In this way we are ensuring that whether graduates decide to work in large industrial companies or open their own small business, they will be equipped with the right skills” explains El-Saadany. On the training content, the ETP succeeded so far to develop 23 training packages and 56 short courses in the different fields of food production like bakery, dairy production, protein production, fruits and vegetables. During the last couple of years, the ETP facilitated the training of 2384 workers (through funding from the SDP) and 174 trainers in addition to 30 master trainers. The ETP has also been quite successful in working outside Greater Cairo, mainly in places like Alexandria and Menia, thus distributing its efforts where it is needed.

It is also the sector that is most served within national institutions and project that subsidise training like the Industrial Modernisation Centre (IMC) and the Skills Development Project (SDP). “This wealth of resources proved to be both an opportunity and a threat to the young Engineering ETP” explained Eng. Safwat Saleh, Institutional Building Key Expert, Engineering ETP. The opportunity was working with the existing training providers and helping them become more responsive to the actual needs of the employers and making the process more demand-driven. The threat that the ETP had to overcome was failing to find its strategic position among these institutions as the intermediary partner between supply and demand through this unique Public-Private Partnership. The Engineering ETP realized this early on and decided to build on the opportunity of working with existing institutions and not competing with them but assisting them to develop more demand-driven curricula (more than 33 packages) and training their trainers. The Engineering ETP has worked in the past year extensively with the Productivity and Vocational Training Department (PVTD) affiliated to the Ministry of Trade and Industry and the Ministry of Manpower in training their trainers as well as training internal tutors in companies. On the other hand, the ETP was successful in transfer its main threat into an opportunity by establishing itself as a strong partner for the Chamber and other stakeholders in leading the reform of the technical secondary schools that serve the sector, by doing this, the ETP has strategically decided to impact the sector at the source of the HR problem which is improving qualifications of the many thousands of TSS graduates who cannot find a job simply because companies are not convinced of their previous skills. The ETP is currently working with prominent companies at upgrading 8 TSSs in different governorates. The ETP is also working to further impact the sector through its work at the local level in 10th of Ramadan, Monyfia, 6th October and elsewhere trying to address the needs of the main industrial clusters. The ETP has also recently signed an agreement with the SDP to become a Project Intermediary in Alexandria, which will also increase the ETP activities there. The ETP has also adopted a very effective strategy which is to work on the occupations that will serve the majority of the sub-sectors within the Chamber rather than working vertically with each sub-sector, in this manner the ETP is able to serve 80 to 90% of the needs in a relatively short period. The next main project for the ETP is addressing the needs of companies in finding the workers with the right skills, therefore the ETP has established agreements with the Ministry of Manpower to access their database of job-seekers and the ETP is currently negotiating a deal with the Social Fund for Development to fund training of these potential workers to be ready for recruitment within the companies.

The Industrial Engineering sector is one of the largest sectors in the economy that is represented in the Federation of Egyptian Industries and is characterised as having many inter-related sub-sectors. Some of the sub-sectors have witnessed steady growth in terms of production and expansion in the local market over the past decade especially in the automotive sector and up until the current international economic crisis which has greatly affected the appetite of investors to expand or initiate new investments. The main challenges that face this sector in terms of human resources and training are the profound mismatch between the supply of and demand for skilled labour at the basic and intermediary level of the workers, the miss-planning related to establishing large industrial zones without adequate supply of labour close by, which makes the recruitment process difficult and costly and the relatively low wage level offered to new workers.Despite these challenges, it should be noted that the Industrial Engineering sector is one of the sectors served by the TVET project with the largest training infrastructure, in terms of schools, training programmes,

Training starts from within F

resh graduates often start jobs with little or no knowledge about how to start work or how to adapt to different working places. training is the best solution to overcome the gap between job seekers and companies who need well qualified employees. Every company has its own working needs and working environment, and to better see the creativity and qualifications of the new comer, giving seminars and training courses about how the company works when hiring a new employee will enable him to set his qualifications in order to meet the company’s standards. New employees can’t be expected to perform well unless they’re integrated into your business as part of the team. Begin by introducing them around the office, doing your best to enter them into conversations with your current employees rather than pushing them through quick introductions. Also, send out a companywide e-mail, or post a welcome for new employees in the break room so that everyone learns their name. Many companies provide some sort of introductory training or orientation for most of their new employees. It may take the form of an older employee assigned to show the new employee “the ropes.” Or it may be left to the HR. Whatever your role and availability, here are some things to consider as you begin training a new co-worker: 1. Cultivate a patient attitude. While it may be tempting to become irritable or lose your temper, remind yourself that you were once new, too. Count to ten before responding to an annoying or repeated question. Smile when you think of it to put the trainee at ease.

2. Put it in writing. Use the policy handbook or procedures guide to help the new staff member learn the ropes. You may want to circle or flag important pages or passages that the new person is likely to need
that first week or so. You also may want to provide a list of things that are not covered elsewhere. Written information provides easy access for the trainee and a few extra minutes of quiet for you. 3. Give every new employee a manual explaining his job duties. He will have a beginning point and know what is expected of him. 4. Set up a training class so the new employees can learn about the company and about their job within the company. Handouts should be given to the employees about their specific job duties. New employee development is the responsibility of everyone in an organization. One of the most common mistakes is that managers and others may see that new employee development is just a human resources function. Everything from employee development strategy to actual training needs to be a coordinated effort involving the manager, HR director and others. Hiring new employees is costly for any organization. The cost of recruiting can quickly add up, and the selection and interview process often consumes countless hours of expensive management time. If the company’s training courses and orientations are executed well, it will reduce the cost of training courses, improve morale, raise employee satisfaction and improve the productivity and work performance of employees, thus making the results mutually beneficial to new employees and to the organization as a whole. However, successful employee development programs are not a onetime event. It’s impossible for new employees to learn everything necessary for success in just a few days. Making a monthly based training course for the employees at a company will be beneficial for both the workers and the company as a whole and will better motivate the employee to think creatively and work hard to achieve his goals and aims for a successful career.

an you turn your training participants into learning magnets who can’t wait to attend their next training opportunity? Can you expect improved work performance as a result of the time, energy, and money you invest in training? There are three major elements that should be paid attention to when you want training to be successful and worth the time, money and energy that are being put to it a) Who presents the training courses. b) How the training is presented. c) The role you expect from participants. What participants do during the training session makes all the difference to training transfer to the workplace, and that is why these tips should be followed: The trainer makes a difference The success of a training course is always measured by the capabilities and the personality of the instructor. The ability to train others is one of the most important indicators of training retention. Alternatively, participants react more favorably to trainers who have experience in their industry. They appreciate facilitators who have experienced and addressed the issues and situations highlighted in the training. The more closely the instructor can link the training to participants’ real life experience, the better for training transfer, the application of the information later on the job. Present training as part of a consistent message from the organization Classes must build on each other and reinforce the content learned in earlier sessions. Too many organizations approach training as a potpourri or menu of available classes and sessions.When there is no interconnection between training sessions, and the information provided in the training sessions, organizations lose a great opportunity to reinforce basic shared skills, approaches, and values. Training must reference earlier sessions, draw parallels, and reinforce content.

Provide training in “chunks” that are scheduled over a period of time people learn more in training sessions that provide chunks, small amounts of content, based on a couple of well-defined objectives. Participants
attend these sessions, perhaps a couple of hours per week, until the subject is learned.This allows the participants to practice the concepts in between the training sessions. Both the content of the training and the application of the concepts are reinforced at each subsequent session. This also allows people to discuss their successes and difficulties in applying the training in their actual work session. The instructor can help participants practice the training content by giving assignments that are debriefed at the next meeting. Train people in skills and information that are immediately applicable on the job “Use it or lose it,” is a common refrain about training. Even with strategic skills such as listening, providing performance feedback, and team building, set up situations in which practice is immediate and frequent, to help participants retain the training. During the training session, practice active learning principles; honor a variety of learning styles Recognize that a range of activities and information applications will appeal to participants’ varied learning styles. Use real life examples, analogies, case studies, small roup discussion, presentation, and experiential exercises. Provide visual support materials such as films and transparencies for people who learn visually. Activities will appeal to your hands-on crowd. By keeping the training varied, exciting and stimulating, you help people retain the content. By appealing to the variety of learning styles in your group, you enhance participant learning. Increase trainee investment in the session by engaging them in tasks requiring action Provide easy ways for participants to take notes; periodically ask participants to jot down application ideas. Ask them to share these ideas in a small group. Ask people to underline the most important concept on a page; circle the ideas that most apply to their circumstances.Request that participants identify how their supervisor can help them apply the training. Make action planning an ongoing activity during the session, instead of a too often time-crunched activity at the end of the session.
