FROM THE MAYOR We offer you a big dose of Southern hospitality and a warm welcome to Jackson, Tennessee, and we thank you for spending time in our city. One of the things of which we are very proud is our downtown, the heart of our city. Taking a stroll downtown gives one the feeling of stepping back in time because of the turn-of-the-century architecture. Visitors, as well as our local residents, are attracted to downtown to visit one of three museums, browse at a locally owned bookstore or antique shop, and enjoy a locally owned restaurant or lounge. Most importantly, you will find our community welcoming and friendly. We are enthusiastic about our downtown, and when you visit it, you’ll see why.

Many people get to experience the true beauty of downtown buildings, downtown gathers and the excellent nightlife, but seldom do we stop and ask ourselves, who makes all this happen. Jackson Downtown Development Corporation is a non-profit organization founded in 1992 to help revitalize downtown Jackson. “Our mission is to increase property values, recruit quality business and upscale residential, create new investment and promote the arts and cultural enrichment in downtown Jackson,” says Katie Pace, JDDC Director. “Incentive programs such as the rent assistance program, marketing assistance program, low interest loan and tax abatement programs are offered by JDDC.” “In a nutshell, we work to make downtown Jackson the one place where everyone can be a part of the community,” adds Pace. “We help create the environment for others to come build, sell, open a business, fundraise, gather, hold events, shop or just hang out. If someone is looking for something to do or to hold an event or party, downtown Jackson will be the first place to enter their mind.” Here are the nuts and bolts of JDDC. Jackson Downtown Development Corporation is a 501c(3) and has a variety of funding sources to aid in the overall success of downtown. The City of Jackson, Madison County, and the Jackson
Area Chamber of Commerce are investors in the organization. Together with investors, we are able to aid in the economic development of the city of Jackson and Madison County. We have 67 members, some are downtown businesses, but many are just from the Jackson-Madison County area that support and believe in our mission. We are also a certified Main Street program. We are part of the Tennessee State Main Street program and the National program. The Main Street program requires we follow the four-point system of downtown revitalization. The four points are Organization, Economic Restructuring, Design, and Promotion. JDDC has five committees; each one representing one of the four points, the fifth committee is The Shannon Street Blues & Heritage Festival committee. By focusing on the four points, we are able to focus on the various needs of the community and building a successful downtown. This is the organization committees’ job to make sure we are following requirements and being good stewards of our investor and membership dollars.

Here are just a few of the things that have happened in downtown Jackson in 2010 and demonstrating our four-point approach. Promotions: There were seven JDDC events, the 19th Annual Shannon St Blues and Heritage Festival, Christmas and Mardi Gras Parades, First Friday Forum, Relay Rockin’ New Year’s Eve Celebration, Halloween Extravaganza and the Annual Downtown Block Party. There are over 400 other events, fundraisers, educational seminars, conferences, and entertainment at the various venues throughout the downtown district. We also introduced our new logo and brand for downtown Jackson. Economic Development is at the core of our foundation at JDDC. We believe in helping to create the environment for long-term success of our current businesses and those looking to locate in downtown Jackson. JDDC has introduced two new incentive programs to assist in rent and marketing expenses for any new business locating in the Central Business District. Healthy Community, LLC announced a new

In a nutshell, we work to make downtown Jackson the one place where everyone can be a part of the community.
development coming to the downtown district that will include 140 apartments, 40 single family homes, commercial space and anchored by a 60,000 square foot wellness center by West Tennessee Healthcare. Everyone wants to see a beautiful downtown and that is what we have here in Jackson. We have the historic court square along with a contemporary city hall across the street. Downtown offers wide sidewalks, shade trees, crosswalks and friendly folks that live, work and play in downtown. The Design committee is always looking for ways to improve the aesthetics of our downtown. Currently they are working on an alley project. The alley project offers a safer path for pedestrians, helps preserve our old historic buildings and offers an outdoor location for events. They are also starting a vacant lot improvement project. This vacant lot is across the street from the Madison County Courthouse and City Hall. This property will become a community gathering spot for outdoor concerts, movies and lunch on the square.

It’s amazing the things we take for granted. A world without electric, gas, water, wastewater, propane, cable, Internet and telephone service is practically unthinkable. And finding one company offering all those services is nearly unheard of! Yet, as I write this article, I find myself understanding just how important a utility company can be. Just knowing that we have a community-owned utility company brings to even greater light how linked together we all are by this deeply-rooted, hometown company.

Just a few days previous, I set out to write about Jackson Energy Authority (JEA). I needed to learn all that I could about this behind-the-scenes company that not only powers Jackson and offers us fresh drinking water, but also provides cable, telephone and Internet to our homes and businesses. Most people think of the utility company as a big band of electric poles strung together along our streets doing their community good by providing electricity to everyone in their coverage area. But as I learned, Jackson Energy Authority is much more than an electric company.
Opening Up to a New World When I first sat down with Jim Ferrell, newly appointed President and CEO of JEA, I was all ears. I was soaking up knowledge like a schoolboy. First and foremost, having a background in marketing, I was astonished to learn the importance of the position the utility company plays in the economic development of our city. JEA plays a vital role in practically every facet of economic development within the city, county and in some instances our region. JEA is actively involved with Team Madison County in the recruitment of new industry; making sure our city has the infrastructure and the knowhow to provide adequate utility and
telecommunications options needed for new industry. If you are following me closely, all of these things point to three huge benefits for our city: jobs, growth and expansion. In other words, this provides more opportunities for you and better living for our community.
Truly Listening and Truly Caring After my meeting with Jim, I was taken for a tour of “the bunker.” Wow, was I impressed! The bunker is a building totally encapsulated in concrete with an underground system control area. The bunker, which it is called, is the control center for daily operations, outages or other disasters. From here, JEA employees work 24/7 to monitor all systems operations. Constant monitoring allows them to quickly identify and respond to problems as they arise, enabling us to return to the comforts of life as quickly and efficiently as possible. On the tour, I got to spend a lot of time really getting to know Jim Ferrell. At any other location, Jim would seem like a normal, everyday guy. But in the bunker, Jim was right at home. Having worked in this area for several years, Jim

developed a Fiber-to-the-Home (FTTH) infrastructure that ensures a competitive advantage for our community. I was totally amazed at how little I actually knew about the progressiveness and the responsibility of a company like JEA to the community that we live in. These technological options open up a wide range of future possibilities that not only save customers money, but also help prevent disaster. The bottom line is that JEA is not just a service provider. They are an integral part of what makes this city and our community so great. They are a dooropener for economic development and a gateway of technological growth and achievements. So, the next time you go pay that electric bill, or the next time you are looking for a service provider for cable, telephone and internet, why not support a company who supports you? I’ve always been amazed with the study of history. My brother is a huge civil war buff. He can tell you anything and everything about every battle, every skirmish, and every general that ever picked up a musket. If it has anything at all to do with the South, he can name it, quote it and tell you a brief history over a cup of Joe.

Being a Jacksonian twelve years now, I’ve heard stories from several people about Bemis. Some people have told me first-hand about their parents working at the Gin and how fond and real their memories are of school and playing with friends in the small community. To my own surprise, I even had some old family members that lived in the community and worked in the famous Gin themselves.

Downtown Jackson is a unique area of the city that has deep historic roots as well as modern allure. Downtowners, or people who live and work downtown, already know and appreciate the charm this area has to offer. Over the next few years, however, an innovative development project will attract a whole new crowd of consumers and professionals to be a part of downtown and see the strengths at the heart of the Jackson community.

How it Came About
The project originally stemmed from bringing a Community Redevelopment Agency (CRA) to Jackson, TN. The CRA was formed after a chain of events that began with former mayor Charles Farmer and the devastation of the 2003 tornado and continued with later improvement efforts of our current Mayor Jerry Gist. These events, in turn, led to years of research and in-depth studies of crime and safety in Jackson neighborhoods and evolved into a project aimed at improving property and neighborhood conditions for Jackson.
“During the neighborhood studies, areas of the city were divided into districts,” says Dr. Vicki Lake, Chair of the Community Redevelopment Agency, and Director of Market Research and Community Development for West Tennessee Healthcare. “To kindle an action plan for Jackson, the CRA chose District 1, which is bound by North Parkway to the north, Hollywood Drive on the west, the Fairgrounds on the south, and North Royal Street on the east.” A plan was developed and approved that included residential developments, commercial, retail, and public realm features with greenways and trails. Healthy Community, LLC was selected as Master Developer for this District 1 plan. Healthy Community, LLC is “dedicated to communities made healthy through well-planned, thoughtful development where people live, work and play.” Hal Crocker, of HCB Development in Jackson, and Henry Turley, of Henry Turley Company in
Memphis, partnered to create Healthy Community, LLC. Turley and Crocker, both longtime enthusiasts for downtown revitalization, utilize their collective expertise to form the partnership as an initiative for Jackson’s downtown revitalization. Crocker’s experience includes such projects as rebuilding and refurbishing sections of downtown and East Jackson after the devastating tornado in 2003, as well as the post-2008 tornado

The Vision
In District 1, “Central Creek- A Healthy Community” was selected as the gateway project, along with the Lambuth Area Neighborhood Stabilization Program, to spur ongoing revitalization and economic development downtown. The Central Creek area lies along North Highland Ave., West Orleans, Wells, and Farrar streets. Central Creek will increase advantages to current downtowners and attract a new and diverse audience of residents and consumers to the downtown area,” states Hal Crocker, Partner.
“This is an opportunity to realize a vision for preserving and revitalizing the oldest, most tolerant and accepting part of our City.” Central Creek will be a downtown village that highlights existing amenities while integrating new development, including residential, commercial, retail shops and restaurants, wellness services, and public realm improvements featuring outdoor recreation. These coming attractions will complement the many thriving daily living destinations that already exist downtown and will unite residents, visitors, shop owners and health and fitness enthusiasts, all in one place . The Central Creek community will promote healthy living as a strategy and will be

structured around a state of the art wellness center designed by West Tennessee Healthcare. The wellness center will feature a first-class fitness club and classes, physical therapy and aqua therapy, a primary care clinic, occupational medicine, disease management and healthy living education. With the philosophy “exercise is medicine,” the wellness center will serve as a healthy social and community destination. West Tennessee Healthcare, one of the largest public, not-for-profit healthcare systems in the southeast, strives to stimulate wellness as a component of everyday life. “A healthy population is a foundation for a successful community,” says Bobby Arnold, President and CEO of West Tennessee Healthcare. “It contributes to a more economically sustainable healthcare system and to the success of our overall economy.” West Tennessee Healthcare chose to use the opportunity at Central Creek to introduce a progressive preventative healthcare model in a central location to where over 8,000 people work.

Healthy Community hopes that the new developments attract people of all ages who may work within the vicinity, as well as downsizers and retirees. Miss Ollie’s
Do you like dueling pianos? How about a fancy martini and an ambiance that could flow right out of the big screen? Miss Ollie’s could be the place for you. With its super chic décor and baby grand piano, there is no doubt this revitalized location is quickly becoming the social place for not only after work unwinds but late night gatherings as well. Be sure to ask the bartender who Miss Ollie was...interesting story...we promise.

The Downtown Tavern
If you like the old school feel and outdoor patio music look no further than The Tavern! Offering various entertainment throughout the week, the “Tavern” (as the locals like to call it) is sure to appeal to just about any type of crowd. The Tavern even offers a nice selection of cigars if you are looking for your stogie of choice. Just remember as long as you pay your tab they’ll call you a cab!

Ok, so maybe you are not a downtown kind of person. That’s okay, we’ve visited a few spots in Jackson’s mid-town area that are sure to get you feeling really good and loving life
The Furtle Turtle
That’s right, that is not a typo. A funny name with a great young atmosphere. That’s what I’m talking about! Any place that you can join the “Club” and have your own private mug that hangs on the wall that you can drink out of every time you come inside is just freaking cool. With scheduled live music, and a large younger crowd, the Turtle is quickly becoming a usual stop spot for thirsty socialites. Oh yeah, did we mention how fun the name is to say?
Red Bones
Get along little doggie! Actually dogs have nothing to do with Red Bones. It just sounded nice. From Bike Nite to live music, Red Bones is the most fun you can have in a renovated Applebees building. It’s
definitely a fine upgrade as far as we are concerned. With some awesome happy hour specials and the best darn fried bologna sandwich you will ever put in your mouth, Red Bones has something for every age group from lunch to dinner and even on into the late night!
Northern Exposure
Ok all you 38305ers, we even have a few cool north side spots for you folks north of I-40. Put on your fancy pants and your Leprechaun hat, we are headed to a place that will wine and dine you and another that will get your Irish blood flowing.
mix of country, hip-hop and rock & roll, Desperado’s offers something for everybody. Young and old alike will get their dance on right up into the wee hours of the morning. The best part about this place is you can get a drink at bar number one when you get off the dance floor, and get another drink at bar number two as you exit the john. I guess you can say they’ve got it coming and going. Pool tables line the back wall for those of you who like to get your game on. And don’t even worry about safety because the bouncers make the Titans front line look like a pee-wee league.
Cody’s
Headquartered in “party alley,” this country and western themed dance spot quickly became one of our favorites. We don’t know if it was the gracious smile from the bouncer taking our five-dollar cover, or the DJ that loved to hear himself talk, especially through the good songs. Nonetheless, Cody’s offers a “good ol’ boy” feel you just don’t get anywhere else in town. We sure wish they still had the outdoor mechanical bull, but hey, they do offer some of the best beats in town. Now that’s a dance hall! If you like line dancing and two-stepping mixed in with an occasional R&B beat, Cody’s could be the place for you.
Flat Iron Grill
Not typically known as an after-hours gathering spot, but more of a fine dining establishment, we were impressed to find one of the coolest modern bar areas in the city. Complete with a dimly lit contemporary breezeway lounge that separates the two dining experiences (American Cuisine and Italian). We were surprised to not find a restroom attendant waiting with towels and cologne; however, we were impressed with the fancy copper bowl sinks. Top your socialite experience with an appetizer that is sure to please. Brush up on your after dinner drinks, impress your friends with your vast knowledge of liquors, and you’re sure to feel like a modern day superstar as you glide your way through the night. :)
T.J. Mulligans
We are still not 100% sure who this T.J fella is, but we are sure impressed with the vast drink selection. Known for its Irish look and feel, Mulligans offers a little bit of everything. From live music from local talent to the best southern cooking lunches in town. There’s nothing quite like propping yourself up at one of the high-top bar seats and enjoying a round of lemon drops while trying to spot a leprechaun. Let us bear witness; Mulligans’ fried pickles will make you want to slap your momma. So, if the beer belly is not a concern of yours, try topping it with a little fried leprechaun...we mean pickles.
So You Can’t Sit Still?
Well, we couldn’t leave out some of the dancing nightspots in town. No matter if your doing the cha cha or the robot, Jackson offers a wide variety of dance clubs where you can feel right at home. We know there will always be a large number of fellas lining the outer limits of the dance floor hoping a hot chick will randomly bump into them and drag them onto the floor. Saying that, we’re not promising you a love connection, but we can guarantee a fun time.
